STANBURY NEWSLETTER Local Information gathered by Local People PARISH COUNCIL COLUMN During the last few weeks the Council s Finance and Overview Committee has completed the annual budget that determines the Parish Council s precept levied through Bradford Metropolitan District Council s Community Charge. The budget was accepted by the Parish Council. One item in particular attracted considerable internal debate not just within the Committee but when the precept was discussed by the Parish Council too. This item concerned the awarding of small grants to local organisations. During the year the Council had adopted F&O Committee proposals for procedures that governed the awarding of grants to local organisations or nationally run organisations with local connections. On reflection, while still supporting the values of grant applications policy, there was a body of opinion that for grants of 75 and less that the introduced mechanism was too demanding. It was recognised that for many small groups of local people a small grant from the Parish Council was often the difference between something happening for them or not so a more speedy resolution was required. Councillor Peter Hill, the Chair of the Parish Council, asked the F&O Committee to look again at that particular aspect of the policy and, after due consideration, it proposed that a small grant application could be referred to the Parish Council chair holder and, as long as the support of the Vice Chair was gained, authorised for payment. However, the Council s requirement for good financial practice was also supported by the application being subsequently referred to the F&O Committee where the decision to support the application could be examined in detail. At the Parish Council s January meeting an assurance was sought and given that this explanation would be published in the Parish Newsletter so that all organisations would be aware of the process. Councillor John Huxley, chair of the F&O Committee, said: We needed the ability to respond to organisations that are important in our communities and, at the same time, remain controlled by strict financial management. Don t make it easy to steal them and remember that tools stolen from your shed could be used to burgle your house. Postcode all property such as lawnmowers, hedge trimmers and garden furniture. Postcoding can be done with ultra-violet marker pens, engraving, stamping or even paint. Property marking may not stop the items being taken, but it could dissuade a thief if you advertise the fact that your property is coded and it will certainly improve the chances of tracing the items and perhaps catching the thief. Take photographs of any valuable garden ornaments. If they are stolen, Police can circulate the photo to dealers who can then look out for your property. Never leave items unattended, especially valuable ones, even if you are just popping into the house remember you may be gone for a minute but they may be gone forever. If you leave items such as pedal cycles in your garage or shed, ensure that they are postcoded and chain them to the superstructure of the building. HAWORTH PARISH CHURCH St. Michael and All Angels Anglican Church is celebrating the 125th anniversary of the consecration of the building throughout this year. On 19th June 1879 a faculty was granted by the consistory court of Ripon to take down the old church and build a new one. This caused a national outcry, which was taken up by various newspapers. However, the work went ahead with evidence confirming that the building was unsafe and unsanitary. On the present site there have been three to five churches (we re not quite sure). The last one, as it was in the time of the Bronte family, was demolished in The foundation stone of the present church was laid on Christmas Day 1879, and the completed church was consecrated on February 22nd 1881 by Bishop Ryan. The church celebrated the 125th anniversary at 7.30pm on Thursday 22nd February 2006, when the Bishop of Bradford, the Right Rev. David James presided and preached at a special anniversary communion service. Throughout the day there was open house at the Rectory and an opportunity to meet the Bishop and his wife Gill before the service. There will be many more events throughout 2006 celebrating this anniversary which will be notified nearer the time. Of special note is the Flower Festival from 26th - 29th May themed Come and celebrate with us. Used stamps and post cards are being collected by Ed Savage at Haworth Church to raise funds for the Sudan Christian Association. They are a persecuted minority in Sudan, but do have huge needs for the various projects they do. Ed is visiting Sudan, departing 13th March, and so will be there when you read this! Fundraising with stamps will go on when he returns. HAWORTH CRICKET CLUB NEEDS JUNIOR PLAYERS Haworth Cricket Club is setting about getting an Under 13 Team playing again this season. Any youngster who is 13 or under at the end of August this year is eligible and would be welcome. Matches are usually played on Sunday mornings against other teams in the Upper Airedale Junior Cricket League (UAJCL) and training would probably be on Thursday evenings with experienced cricketers in charge. The Under 15 team could also use a few more players. To be eligible for this you need to be 15 or under at the end of August this year. For more details please telephone Wendy on or UWVHG HISTORY WALKS 2006 Join Steven Wood and the Upper Worth Valley History Group for a series of fascinating walks exploring the history of Haworth township. Well behaved dogs on leads are welcome on all walks except the Alcomden Stones walk on 15th June. All welcome - all walks held on Thursdays and are FREE. These walks will visit many of the textile mills, old houses, quarries, ancient trackways, reservoirs, chapels and other features of Haworth, Oxenhope and Stanbury. Most of the walks will be from 4 to 5 miles but two are longer treks of 7 to 8 miles. All are likely to be muddy and good footwear is essential. Take a packed lunch and hot drink. Wet weather is always likely - be prepared! The shorter walks all start at Haworth Tourist Information Centre at the top of Main Street at 10a.m. The Nab Hill walk starts at Oxenhope Post Office at 10.20a.m. (663 Oxenhope bus from Sun Street, Haworth at 10.09a.m.) The Alcomden Stones walk starts at Stanbury bus terminus at 09.45a.m. (664 Stanbury bus from Rawdon Road opposite Park Gates at 09.29a.m.) N.B. no dogs on this one. Heart attack is one such emergency. It is one of the main causes of death in the UK and it is proven that chances of survival are greatly increased if basic first aid can be given within the first ten minutes. This is where a First Responder can save lives. How can you help? Volunteer as a First responder and you will receive full training by the ambulance service in how to give life saving care before the ambulance arrives; often just re-assurance that help is at hand can work wonders. Each person decides what hours they can give to the service so we need a number of volunteers to provide the cover. The first aid equipment is passed on to the next volunteer on call. What is required? In the first place you will need to have a telephone and a motor vehicle to transport yourself and the first aid equipment. You must be over 18 and reasonably fit. You will need to be able to spare the time for training and for being on call. Over 15 meetings were held and answers to many questions were provided via statutory Agencies and Glen Miller, culminating in BMDC putting over 40K in a capital works programme for the area of Mill Hey Cllr Peter Hill said, "It was through the hard work of Glen and his persistent cajoling that we now have a capital works programme funded by BMDC that will help to minimise the effect of flooding in the area". 4 Befriending Scheme aims to reduce isolation of older people in the area. The CarelinK befriending scheme aims to improve the lives of older people in the area who are feeling lonely and isolated. Many older people who live alone can go for days and days without having anyone to speak to, particularly if they can t get out of the house very often. CarelinK can reduce isolation by introducing individuals to one of their befrienders who will visit them each week for a cuppa and a chat, providing them with friendship and social contact. Having a befriender pop in on a regular basis can have a really positive impact on the wellbeing of older people by helping them to feel reconnected to the local community. Befrienders can also help in practical ways by lending a hand writing letters, collecting prescriptions or changing library books for instance. All CarelinK volunteer befrienders are vetted, undergo a police check and provide references. Tel: (01535) Healings/Psychic Readings Gill Penny, The Guide (01535) Haworth (green) Travel Plan You will probably have read in the Keighley News that the Energy Saving Trust, a central government body, has paid for consultation work which has recently been undertaken to create the Haworth Travel Plan; intended as a blueprint for easing the stresses and pressures of visitors and their traffic on the Pennine village. The consultation is now complete and the Report is available in the public domain. Please don t be too alarmed by the somewhat tabloid style of the Keighley News posters on Solar parking meters or by the over-critical letters to the Keighley News editor. Instead, come up to the Contact Point and ask to see the actual report; it is not over-long and it is extremely readable. The important question now is What to do with it? It was the Bronte Country Partnership (BCP), the forum of visitor attractions and accommodation and service providers, which commissioned the report but the BCP has no executive power and it should be the Parish Council and the District Council which now take joint ownership of the recommended proposals and take agreed steps to bring about solutions. I hope to gain an opportunity to table the Report at the next meeting of Haworth Cross Roads and Stanbury Parish Council where I hope that you will also attend to have your say. 5 Haworth, Cross Roads & Stanbury Parish Council PARISH PLAN has started the process of constructing a Parish Plan. The Plan is designed to plot not only the Council s activities and policies for the foreseeable future but also the wishes of constituents who will help structure a blueprint for the future of the three villages within the Parish Council s area. Councillor John Huxley, the Parish Council s Vice Chairman and Chairman of the Council s Parish Plan working group, said: It is important that everybody in the Parish has the opportunity to contribute to the plan. It is the intention of the working group to have the Plan ready for June so that it can integrate into the wider planning process being undertaken by the District Council and the Government. We are seeking non-elected lay members of the public to help us put the Parish Plan together, particularly if people with a little time to spare and some expertise are willing to give us some assistance. It s planned to stage public meetings in all three villages in April when everybody will be able to put their ideas and views to the working group for consideration for inclusion in the final document. The Plan will cover every aspect of life within the Council s area including Planning, Transport, Health, Youth and Leisure activities. Added Councillor Huxley: This is our chance to shape what happens in the area where we all live. The Parish Planning process was announced at the Haworth Neighbourhood Forum on Monday evening and we will be discussing our proposals at meetings in Cross Roads and Stanbury in the next few weeks.
