5 Archbishop s Introduction Pope Francis announced 2016 as a Holy Year Mercy and it was marked in many ways in our diocese, where we opened a new Door of Mercy in St George s Cathedral. It was a great joy to experience so many people taking this year of Mercy so seriously, and greatly benefitting from it, as have those who have been the recipient of the mercy, especially for those in many different kinds of needs. The appreciation of God s mercy is at the heart of the Gospel and should be at the heart of our approach to life and to the proclamation of the Gospel in our communities. Fulfilling the corporal and spiritual works of mercy is an ongoing mission and task for all of us as Disciples of Christ. It s an ongoing task as one of the principal ways in which we witness to the Gospel in our everyday lives, and so participate in the evangelising mission of the Church. Reflecting on the year and its theme of God s love, mercy and compassion, and the closing of the Holy Doors in November 2016, brought to my mind a couple of quotes from Alexander Bell, who was a Scottish-born scientist, inventor, engineer and innovator who is credited with patenting the first practical telephone. When one door closes, another opens; but we often look so long and so regretfully upon the closed door that we do not see the one which has opened for us. Whilst we give thanks to God for the Jubilee Year and have closed the Holy Doors, we must never forget that the God of Mercy always has new doors ready for us to open, giving us fresh chances to show his mercy and further ways to grow in love. I was privileged to attend many celebrations and meet lots of people who live out their faith by contributing to the fabric of our society by volunteering in schools, parishes and in social action. A little mercy makes the world less cold and more just and this annual report shows just some of the ways in which many people contribute to the needs that they see around them. It demonstrates the generosity of spirit that permeates our communities, reaching out to wider society to bring the love of God to others with compassion. I extend my gratitude and prayers to all the faithful who make up our diocese and to those who have compiled this report and accounts. Archbishop of Southwark Page 5

6 Purpose of the Charity The charity's aims are to establish, maintain, and advance the Roman Catholic religion in the area of the Diocese, or in connection with the Diocese of Southwark. Although the Trust could theoretically support any form of activity that fulfilled the aims, the practical aims are to support the parochial and diocesan structure of the Catholic Church as set out from time to time in the rules and regulations of the Church, known as the Code of Canon Law. The Trustees have as their main aim the preservation and development of the network of Parishes and Schools which now covers the area of the Diocese. Beyond these activities we support the development of faith via the provision of youth services, Catholic Formation and the promotion of justice and peace. Given the nature of our activities we take safeguarding very seriously and have an extensive programme of training and support in place through a dedicated team. The Trustees confirm that they comply with the duty in Section 17 of the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission in determining the activities undertaken by the charity. That the Church does produce a public benefit beyond that benefit that accrues to its members, is shown in the public character of its distinctive buildings, the churches and chapels. The teaching that accompanies public worship has a significant impact upon public life. During 2016 our principal public benefit focus beyond our day to day support of Clergy, Parishes and Schools is evidenced by the agreement with the Diocese of Westminster to invest 6.2 million in St Richard Reynolds School in Richmond, 40% of the pupils coming from Southwark. Our regular activity of promoting God s teachings is evidenced in the 169 Schools, the parishes and the good works carried out by the faithful, which range from supporting food banks, helping the homeless, promoting harmonious relationships, assisting refugees and immigrants, and supporting vulnerable people. This trust owns those lands, buildings, and other property, which the church uses to fulfil its mission within the area covered by the diocese, which comprises the unitary authority of Medway and the county of Kent, and that part of London to the south of the river Thames. This trust therefore promotes public worship, spiritual renewal, parochial community life, and catholic education. Page 6

7 Parish life in Southwark Diocese The parish community gathers each Sunday to celebrate Mass which is at the heart of all that the parish does. Each Sunday around 90,000 Catholics attend services (both adults and children) in Southwark. The actual number of Catholics going to Mass is significantly higher, as some families are only able to attend services once every two or three weeks. The water of Baptism symbolises both washing and new life. 8 Parish life in Southwark Diocese The sacrament of the Eucharist (Holy Communion) is an important part of the faith journey for both children and adults. 9 Parish life in Southwark Diocese To catechize means to teach: more specifically, to teach by word of mouth. Catechists are volunteers often deployed to teach candidates who are preparing for the sacraments of Reconciliation, First Holy Communion, Confirmation and Baptism Catechists helping with: Baptisms Reconciliations and Eucharist Confirmation Marriage preparation & support RCIA For children in non- Catholic schools Other catechical activities Volunteers give generously of their time in Parishes, schools and social action. Pastoral assistants provide invaluable support to parishes within the Diocese on sacramental preparation, religious education for children attending non catholic schools, adult education and formation, safeguarding and catechist training and organisation. 10 Education Commission At the heart of the Commission are the 169 schools in the Diocese: 52 are Academies, 8 are Independent Schools, 11 are in the Trusteeship of Religious Orders and the remainder are Voluntary Aided Schools. There are 73,143 pupils in our schools and 8,562 teachers and other staff. The schools are based in a variety of areas that reflect the nature of the Archdiocese of Southwark, including urban, outer-estate, sub-urban and rural locations. Our schools cater for pupils of all faiths and none. Currently 69% of pupils in our schools are Catholic. We have a higher than national average percentage of pupils with Special Educational Needs and Disabilities (SEND), pupils from a background other than English who speak English as an Additional Language (EAL), pupils in receipt of Pupil Premium Funding (PPF) and Looked after Children (LAC). The roles of Education Commissions across the country have grown substantially over recent years. A number of changes in the education landscape had led directly to substantial increases in the responsibilities for diocesan schools and education commissions. Academisation, reduction in and privatisation of local authority services, shortages of teachers and school leadership, increased responsibilities for school standards, and the training and development of governors have all increased the workload, pressure and accountability of commissions. The Education Commission support and advise on the recruitment and training of all foundation governors and senior leadership roles within schools. This has been another challenging year for the ongoing recruitment of high quality Catholic leadership for our schools. The Education Commission, in partnership with our Teaching Schools, is embarking on a major new strategic area to look at reforming the way we recruit, train, support and develop the teachers and head teachers of the future. This year has been extraordinarily successful for Diocesan schools, winning almost all the accolades possible in education. Amongst the many highlights from the year a Diocesan school won the prestigious National School of the Year award. Another school won the Pupil Premium School of the Year award. Diocesan schools won both the Best School in Croydon and the Best School in Southwark Awards. Ten of our schools made the Top 200 schools list. We also had several primary schools that attained the magical 100% in SATs. 93% of our schools are currently designated good or outstanding by Ofsted, and 98% good or outstanding through the Church school inspection process, commonly referred to as Section 48. Even within a much tougher inspection regime, Diocesan schools continue to excel. Despite how well the schools are doing, we are continuing our focus on professional development with an annual programme for Head teachers and Deputies; a new Head teacher mentoring programme; training for governors at our governors conferences and bespoke support for individual boards; and, CPD, workshops and courses for schools and teachers. 11 Centre for Catholic Formation The Centre for Catholic Formation is the diocesan agency with particular responsibility for supporting priests and parishes in their evangelization and catechetical work. The CCF, as it is known, also works directly with individuals in the diocese, through various courses and individual talks, in the service of increasing religious literacy and a deeper understanding of mission and ministry. Through the course of 2016, the CCF supplied training for catechists and children s liturgists in parishes; and many further hours of training and formation to readers, extraordinary ministers of Holy Communion and parish pastoral councils. The aim of this training is both practical and theological, helping those who attend to better see their place in the mission of the Church and the aims of the diocesan trust in advancing the Catholic faith. The CCF also provides parishes with consultation on catechetical programmes and evangelization initiatives; the Bec Review, published three times each year, has a circulation of 2,000 copies and provides further help to catechists and priests in determining useful parish resources. The Centre organised two major rites in the diocese in 2016, in collaboration with the Cathedral and the music committee of the Liturgy Commission. The Rite of Election, on the first Saturday of Lent, was a splendid occasion with around 1,000 people assembled in the cathedral (212 catechumens those seeking baptism - and 177 candidates - those, already baptised, who are preparing to receive the final sacraments of initiation, confirmation and Eucharist, as well as godparents, sponsors and guests). The Mass for New Catholics, just before Pentecost, gathered many who had been received into the Catholic Church at Easter. Following the Holy Father s call for a Year of Mercy, the CCF responded to parish and deanery requests for talks and study days on the themes of the year. Through these events, the advisers encouraged attendees to reflect on their own experience of mercy and to extend their practice of spiritual and corporal works of mercy to others. A series of post-easter talks on the Saints of Mercy was arranged for the Amigo Hall and saw around 70 people attend; this series was reprised in Ashford, Kent with a further 25 people attending. The annual diocesan day for catechists, in this vein, started with the Cathedral year of mercy pilgrimage liturgy, the sacrament of reconciliation, and workshops themed on Mercy and catechesis. Around 180 catechists from across the diocese attended the 10 workshops on offer. The Catholic Certificate in Religious Studies was run the by CCF in two centres (Erith and Tooting Bec) and as of December 2016 had 50 students on role at various stages of their studies. 1 The CCF holds a particular responsibility in assisting parishes with issues surrounding disability. A designated formation adviser works with parishes in an on-demand basis to prepare those with varied needs for the sacraments. The CCF also holds, at The Friars Aylesford, a day of celebration for those with differing needs. Over 110 people attended the 2016 day of celebration which featured music from L Arche, art and music workshops, sensory prayer and a mobile zoo. 12 Youth Service Southwark Catholic Youth Service continued to adapt and develop in response to the needs of our parishes, schools, young people, teachers, chaplains and leaders. In 2016 we worked on developing the Catholic Church Pastoral theme of Mercy with focused training and events for young people and leaders. A highlight was an event for Confirmandi at St. George s Cathedral at which Archbishop Peter linked the theme of Mercy into the refugee crisis. More locally work was performed with the Jimmy Mizen Foundation around keeping young people safe in our local communities. World Youth Day in Krakow, Poland offered young people from the Diocese immersion into the Universal Church by celebrating our faith with millions of young people from around the world with Pope Francis. A review of the service we provide in support of leaders and volunteers in our Parish communities was conducted in This is a difficult area for us to support as parishes rely on recruiting volunteers, the picture across the Diocese is constantly changing as new groups start and others close. We have developed a structure to share current practice and look at the needs of the adults supporting young people. Catholic Youth Ministry Conversations acknowledges the changing landscape of the field in which we work. The Youth Service work in the residential centre at Whitstable and day retreats at Aylesford Priory continued to prove popular with schools and parishes, young people and their leaders and teachers. Our young people have a hunger for acceptance, belonging and affirmation - in response to this the youth service is providing support, training and encouragement to schools and parishes to support young people in the important transition from child to adult, and helping them to encounter Christ. St. Vincent s run a gap year programme, whereby young adults give a year of service. This programme continues to keep us grounded and connected to the lives of young people. The team facilitate and provide an important ministry in the Diocese, developing and building relationships with young people, sharing their faith and supporting their development. Our gap year team in return have a positive experience over the year gaining many new skills and experiencing community life. Following their time with us many go on to further studies or look to for employment in related fields such as school chaplaincy. A key area of work for the youth service has been as lead agency on the feasibility and development of a potential Youth Retreat and Pastoral Centre at Aylesford Priory. This area of work is looking at building on the current ministry at St. Vincent s Centre and providing a wider resource for adults in the Diocese working alongside the Education Commission, Catholic Centre for Formation, Ongoing Formation and Vocations. A new centre in the Diocese has great potential and will generate new areas of work for the youth service alongside other agencies. A project of this size is a major challenge for the Diocese requiring a clear strategy, management, financial planning and fundraising. It is hoped we will continue to progress this project as we define our pastoral objectives and respond to the needs appropriately. 13 Safeguarding The Safeguarding functions of the diocese are conducted by the Southwark Safeguarding Office. The National Catholic Safeguarding Commission (NCSC) sets the criteria for governance and management of Safeguarding. National standards are set by the Catholic Safeguarding Advisory Service (CSAS) and are mandated by the Bishop s Conference and Conference of Religious. The Diocese consists of 180 parishes arranged in administrative areas SE London, SW London and Kent. For Safeguarding purposes there are 30 religious orders/communities aligned with Southwark Diocese (the aligned orders pay a capitation fee for safeguarding services) Parishes have a responsibility to ensure that there is a safeguarding representative to assist the parish priest in applying the safeguarding policies and procedures in the parish; to ensure that all relevant volunteers are appointed through safer recruitment procedures (taking up references and processing DBS Disclosure Applications), and that suitable safeguarding training is available for all employees and volunteers in the parish. The key works of Safeguarding can be encapsulated as Promotion raising awareness of safeguarding by providing information and training Prevention by promoting a safer environment, safer recruitment, codes of conduct, awareness of professional boundaries etc. Protection by ensuring that any concerns raised are dealt with and appropriate actions taken including the provision of support In 2016 the Safeguarding Office processed 931 Disclosure & Barring Service (DBS) disclosure applications. Of the 931 only one application was not satisfactory. In October 2016 the Safeguarding Team hosted the second annual Safeguarding Reps Gathering Day in Amigo Hall. The Programme included an interesting presentation from the Independent Commissioner for Anti-Trafficking and Modern Slavery, updates for the Reps from Helen Sheppard, a question and answer session, a networking lunch and concluded with Mass in St George s Cathedral celebrated by Archbishop Peter, Monsignor Matthew Dickens and Canon Richard Hearne. This is a lovely opportunity for the volunteer Safeguarding Reps to receive personal thanks from the Archbishop for all their work in promoting the safeguarding agenda in the diocese, assisting in the creation of a safer environment for all to worship. In 2017 we hope to improve the DBS Disclosure process by rolling out electronic applications so that volunteers/employees apply direct and the whole process becomes more efficient. We also hope to get a better take up for the Educare programme of learning, and to offer more varied training to need across the diocese. The office fields countless queries and requests for information on a daily basis and has a reputation for being very cheerful and open. Page 13
