2 VISION STATEMENT FOR ANGLICAN DIOCESE OF BRISBANE The Anglican Church is united in its efforts to respond to the seven Marks of Mission. The Marks of Mission provide a useful reference to direct our day to day efforts as we strive to fulfil the Mission of the Church. THE MISSION OF THE DIOCESE OF BRISBANE The Mission of the Church is the Mission of Christ to proclaim the Good News of the Kingdom To teach, baptise and nurture new believers To respond to human need by loving service To seek to transform unjust structures of society To strive to safeguard the integrity of creation and sustain and renew the life of the earth To worship and celebrate the grace of God And to live as one holy catholic and apostolic Church (Adapted from Bonds of Affection 1984 ACC-6 p49, Mission in a Broken World 1990 ACC p101 Reworked by ACC 12 th June 2005 GOING FOR GROWTH The Brisbane Diocese of the Anglican Church has agreed that we should be Going for Growth. Behind Going for Growth is a theology of mission which sees God at work in the world, healing reconciling and renewing. Going for Growth means doing what we can do in partnership with God to grow the Church s impact for God s mission. It involves growth in ministry in four key areas: faith, service, generosity and numbers. 1. Faith The decisions that we make will be driven by our Mission of proclaiming the good news of the Kingdom and teaching, baptizing and nurturing new believers. This effort exists across all areas of the Diocese and will be seen in priority activities such as: Identifying opportunities to grow faith communities in new areas; Striving for the development of engaging, thriving and vibrant youth ministry in parishes across the Diocese; Providing opportunities for faith formation among the staff and students of Anglican Schools and the staff, services and clients of the Community Services Commission; Engaging with the broader society on questions of justice and the environment from a Christian perspective; Becoming more effective in commending the gospel among students of Anglican Schools; Strengthening the MEC in its ministry to ordained and lay leaders of the Diocese; and Establish base-line data to measure growth in Faith across the Diocese. 3 2. Service Following the example of Christ we will seek to grow in service across the Diocese, serving particularly those who are in need, the vulnerable and the outcast. This will be seen in priority activities such as: Growing the work of the Community Services Commission more effectively to care for those in need; Developing our activities as Christian stewards of the environment; Encouraging our Parishes and schools to seek to help those in need; and Establish base-line data to measure growth in Service across the Diocese. 3. Generosity In response to the generosity of God we seek to grow the generosity of the Diocese, particularly in financial terms. This will be seen in priority activities such as: Encouraging and facilitating Anglican schools to be generous in raising funds for Anglican and other ministries; Carrying through the Synod commitment for the Diocese to give 0.7% of its general budget income [need to redefine this under consolidated financials] to projects that alleviate poverty and support the millennium development goals; Strengthen the financial position of Parishes so as to grow local ministry and generosity to the Diocese; Increase revenue for mission from donations and fundraising across the Diocese; and Establish base-line data to measure growth in generosity across the Diocese. 4. Numbers As we seek to grow in Faith, Service and Generosity, so too do we seek to grow the number of people engaged in mission. This will be seen in priority activities such as: Developing Back to Church Sunday; Developing the Strengthening Parish Leadership program; Growing the work of the Community Services Commission; Developing new schools; and Starting new faith communities. Our efforts to achieve this vision are strengthened when we all see for ourselves a place for our daily actions in the wider mission of the Church. Anglican Diocese of Brisbane Page 3 of 10

4 STRATEGIC PRIORITIES 2012 TO 2015 The strategic priorities for the Anglican Diocese of Brisbane for 2012 to 2015 are reflected in one overarching strategic goal: We will proclaim the Good News of the Kingdom with a focus on faith formation and engaging existing and gaining new Church members to grow a vibrant and active Church with strong resources for ministry and mission. This strategic goal brings together the vision, marks of mission and Going for Growth mission of the Anglican Diocese of Brisbane. To achieve this strategic goal, five strategic priorities are in place. Anglican Diocese of Brisbane Page 4 of 10

5 STRATEGIC PRIORITY 1: Growing & Strengthening Faith Communities Goal: To grow faith, service, generosity and size in new and existing ministries and communities. Strategies / Actions: Explore and identify new locations for Anglican community planting. Define appropriate church plant models for this Diocese. Strategise the NCD project into its next stage of implementation as an across-diocesan strategic tool and its ongoing potential in health discernment of parishes. The PMC and MEC to facilitate growth in youth, children s and family ministry in the Diocese. Implement the Vision Statement for Anglican Schools in the Diocese of Brisbane. The CSC, working with Parishes and local communities, provides sustainable contemporary loving services to meet pressing needs within those communities. Key Performance Indicators: community planting locations identified, church plant models defined and implementation plans documented by June community planting/church plant projects initiated by December 2012 (including Springfield); 2 initiated by December 2013; 2 by December 2014; and 2 by December North Lakes to be funded with full time priest The parish of Jimboomba to be self-sufficient by end of NCD marks of health in participating parishes for report at conclusion of phase 2, February Strategy for the NCD project from 2012 to be prepared for PMC October Youth, children s and family ministry growth of 5% by December 2013; 10% by December 2014 [base year is 2011] CSC/Parish community partnership projects initiated by Dec 2012; 5 by December 2013; 6 by December 2014; and 6 by December KPI Traffic Light Status Trend Comments Anglican Diocese of Brisbane Page 5 of 10

6 STRATEGIC PRIORITY 2: Calling and Nurturing Leaders Goal: To meet the current and future ministry leadership requirements of the Anglican Diocese of Brisbane through the calling, discerning and selection of suitable people for both training and ordination and through the ongoing professional development of Clergy. Strategies / Actions: Provide discernment opportunities and develop a discernment program to equip parish members, students in school and the wider public to engage in spiritual growth and consider their calling for ordained or other ministry. Work across Commissions to ensure the calling and training of lay and ordained teachers of the faith. Define, document and implement a program providing opportunities for CSC staff to attend courses on Anglican Spirituality and Traditions Define, document and implement a program of spirituality workshops for a broad cross-section of CSC staff. Develop and support quality church leadership. Appoint a full time Director of Ordinands. Key Performance Indicators: 2.1 Annually source 12 candidates for ordination. 2.2 Annual education and support program for examining chaplains and others of the discernment team developed and delivered by December Twenty-five Senior School Leaders and other diocesan staff engaged in Graduate Certificate/Graduate Diploma of Theology in 2012 (5 x DSC, 15 x School Leaders, 5 x Spiritus), a further 40 in 2013 (10 x DSC, 20 x School Leaders, 10 x Spiritus), and 50 in 2014 (15 x DSC, 25 x School Leaders, 10 x Spiritus). 1 School Chaplain recruited and in training in 2012, 1 in 2013 and 1 in diocesan clergy engaged in Master of Ministry and Master of Theology programs in 2013, a further 20 in 2014, and 30 in in-service training programs for graduate and established clergy delivered each year. 2.6 A program of networking and development opportunities for Diaconal Ministry developed and being provided by December Full time Director of Ordinands appointed by Ten CSC staff (including 50% from leadership) complete training in Anglican Spirituality and Traditions in 2012, and a further 20 in 2013 and CSC staff attend spirituality workshops in 2012; 500 in 2013 and 500 in KPI Traffic Light Status Trend Comments Anglican Diocese of Brisbane Page 6 of 10

7 STRATEGIC PRIORITY 3: Creating a Robust and Sustainable Organisation Goal: To ensure Diocesan projects and reform initiatives are implemented in a timely and transparent manner. To ensure Mission delivery is supported by a comprehensive financial plan and investment strategy. To ensure Commissions operations recognise and reflect the interdependent character and collaborative nature of Anglican church work. Strategies / Actions: Decision Making Framework: Define and implement a transparent and timely approval processes for financial management, investing and property matters including set time lines for decision making at each stage of the decision process. Continue to refine approved delegations of authority to further reflect the principle of subsidiarity. Create a clear process for determination of expenditure priorities in line with the approved strategic plan. Establish parish Administration Hubs to build parish capacity/unity and improve efficiencies through shared infrastructure and resources and provide a source of reciprocal support and connections between commission service agencies and DSS (ICT, Property, Strategy, HR, M,C&F) Improve diocesan/ parish consultation/communication re diocesan decisions in order to facilitate direct communication with Church Wardens and other key groups in the diocese. Grow opportunities for inter-commission collaborative activities. Financial Support: Develop and implement a Diocesan wide financial plan covering cash, equity investments, property investments, and equitable contributions from the Commissions, Schools and parishes. Develop and implement a property strategy for the maintenance, development or disposal of properties consistent with their contribution to mission. Define and implement a Diocesan wide revenue strategy including fundraising and bequest strategies to support the Diocesan Mission. Review all trusts and bequests to ensure proceeds are applied within the terms of the Trust Deed/Will. Review and quantify the benefits to the Diocese of Deductible Gift Recipient [DGR] and Public Benevolent Institution [PBI] status. Anglican Diocese of Brisbane Page 7 of 10

8 Key Performance Indicators: 3.1 Defined and approved committee charter is documented for all committees engaged in the decision process with those charters to define roles, responsibilities, 3.2 Processes documented and implemented for determination of expenditure priorities by December Parish Administration Hub models developed, approved and implementation commenced in selected Deaneries/Archdeaconries/regions with three new hubs operational per year commencing A consolidated report on inter-commission collaborative activities reported annually to Diocesan Council. 3.5 Diocesan data bases reviewed and updated by February 2012 and procedures in place for annual update. 3.6 Financial Plan developed, approved and implemented for presentation to Synod Fundraising/Bequests Program developed, approved and implemented to generate $0.25 million in 2012, $1 million in 2013 and $3 million in Property Strategy developed, approved and implemented to generate $4.5 million to the Going for Growth Fund in 2012, $6 million in 2013 and $4 million in Revenue for mission increases by $0.5 million in 2011, a further $1 million in 2012 and a further $1 million in Review of Trust Deeds/Wills and DGR and PBI status completed by end 2012 KPI Traffic Light Status Trend Comments Anglican Diocese of Brisbane Page 8 of 10

9 STRATEGIC PRIORITY 4: Cultivating and Celebrating our Anglican Identity Goal: To ensure the mission, scope of service and essential character of the Anglican Diocese of Brisbane is understood and appreciated in the widest possible community. Strategies / Actions: Create a unifying Anglican Diocese of Brisbane identity including a consistent and unifying theme for the internal family of identities. Co-ordinate all Anglican Diocese of Brisbane marketing and communications to ensure consistency and strength in our identity and messages. Co-ordinate Diocesan-wide communications and media handling. Develop awareness of what it means to be Anglican through the joint work of the PMC, MEC, ASC and CSC. Develop awareness among school staff, students and parents of what it means to be part of an Anglican school. Encourage and resource existing faith communities in growth initiatives, faith formation processes and the sense of being Anglican Communion together. Network globally and Australia wide, through the fresh expressions network, AASN and create a diocesan network. Regular review/evaluation of all communication strategies to ensure the theological integrity of the church is recognised and maintained and to measure the effectiveness of the formats/messages. Key Performance Indicators: KPI 4.1 Complete an Anglican Diocese of Brisbane Identity Audit, Strategy and Launch which captures the mission, scope of service and essential character of the church including each Commission by 31 July Marketing & Communications Shared Service Team developed, implemented and operating effectively and efficiently by 1 September Focus newspaper audited, finetuned and relaunched as a Diocesan-wide promotional piece by September 2011 edition. 4.4 Digital marketing improved and created (including revamped Diocesan website, assistance to parishes to develop effective websites, with a strong emphasis on engaging with and containing meaningful content for the young contact as well as social media opportunities as appropriate) by 1 September Media and Issues Management Policies developed and implemented by 31 July Regular audits conducted on the theological integrity, and strategic relevance & effectiveness, of the format & content of the diocesan website and other key image makers. 10 STRATEGIC PRIORITY 5: Creating a Just Society Goal: To transform unjust structures in society and to advance knowledge of the Christian Faith and the Anglican Diocese of Brisbane by being engaged in and known for being engaged in public debates on issues of social justice. Strategies / Actions: Engage Parishes, Deaneries, Schools and Other Ministry groups in advocacy activities. Engage with business and service groups. Define and implement an approved social justice advocacy plan that: - captures activities at the National, State and Diocesan levels; - focuses activity in gap areas where injustice is being perpetrated; - articulates a preferential option for the poor where poor is taken in a wider context than simple economic poverty; and, - provides platforms for the identification of The Anglican Church as an engaged justice advocate Key Performance Indicators: 5.1 Advocacy Plan defined, approved and implemented by 31 July Parish/Deanery presentations per annum.
