2 To Infinity and Beyond! Tim Peake is Britain s first official astronaut. Through his mind-blowing experiences such as the space walk he performed, we can all vicariously feel a fresh sense of wonder at the vastness and mystery of the universe which contains us. When he returns from the amazing privilege and adventure of going into space it will be wonderful to hear from him how it felt and how it has changed him. Especially as he is one of us. The contemplation of the universe is not new, even if we now know so much more about what lies beyond us. And one of the effects of such contemplation is to make us feel our smallness and insignificance: When I consider your heavens, the work of your fingers, the moon and the stars that you have ordained, what are mortals, that you should be mindful of them; mere human beings that you should seek them out? PSALM 8 The journey into space is not a journey for any but the very few, of course. However, the experience of awe and wonder which only firsthand experience can give is not restricted to those who make physical journeys to the places where few, if any, have been before. I believe there are other dimensions of reality awaiting us. Above all there is God; the One who is beyond the beyond of outer space yet closer to us than our next breath. This is the journey which begins when we perceive God s call to us. It is a journey into prayer. What is awe-inspiring about this dimension of reality is that fundamentally it is not about experiencing an object, it about an encounter with someone who addresses us: God. And the scriptures tell us not to be intimidated by the scope of the journey for it is God who seeks us, and who makes the journey to meet us where we are in the kitchen, in the walk in the woods, in the commute to work, in the person before us. The journey begins with God, and it in God s company that we set out. This is the message of the incarnation: God makes a journey to us which embraces a birth in a shed and a death on a cross. Working out what God is saying to us by that journey is not rocket science: the message is I love you. Truly taking this message to heart would change me and change you in a way that is beyond the scope even of a trip to the stars. Edward Johnsen

Bowles (hols). 86/15 REQUESTS FOR DISPENSATION RESOLVED to note that no requests for dispensation were received. 87/15 DECLARATIONS OF INTEREST RESOLVED to note that no declarations of interest were received. 88/15 MINUTES 88/15.1 Minute of the Meeting held on 11th November 2015 was submitted. RESOLVED to authorise the Chairman to sign the minutes of the meeting held on 11th November 2015, confirmed as a true and accurate record. 89/15 PUBLIC PARTICIPATION 89/15.1 MISSING STRETLIGHT AT CROSSGATES Although no members of the public were present. A letter from G. Ritson was submitted regarding the missing streetlight at Crossgates. Councillor Hewitt went over the background to the streetlight. RESOLVED to note that Councillor Bowman would investigate and report back at the next meeting. 89/15.2 ADOPTION OF PHONE BOXES FOR DEFIBRILLATORS

5 An from Angela McDougall, Carlisle City Council, regarding the adoption of phone boxes for defibrillators in the area. RESOLVED to approve the adoption and not go ahead with a defibrillator for the village hall. 90/15 REPRESENTATIVES' REPORTS RESOLVED to note there were no reports. 91/15 TOWN AND COUNTRY PLANNING APPLICATIONS Applications for planning consent were considered prior to the meeting due to time constraints. RESOLVED to note that the appropriate Planning Authority had been advised of the Council s comment as follows:- 91/15.1 HIGH BARN, BOON HILL, FARLAM (15/1080) Erection of detached garage north of house; conversion of existing garage to be incorporated as part of existing annexe with remodelling of windows on northeast and southeast elevations. No observations. 92/15 FINANCIAL MATTERS 92/15.1 BANK RECONCILIATION to There was submitted a report by the Clerk on the reconciliation of the Council s financial records with its bank account statements. RESOLVED to receive and note the bank reconciliation and balance of the HSBC Account to 14 th December 2015 of 5, /15.2 EXPENDITURE TO APPROVE RESOLVED to authorise the following expenditure for payment: A. Riddell net wage to HMR&C PAYE Brampton Parish Council SLCC contribution

6 10.00 Mr Jones Christmas tree (members thanked for helping with installation) J Batey - Internal audit 92/15.3 BUDGET 2016/17 A draft budget statement was submitted to the meeting in order that members could agree the precept for the financial year 2016/17. RESOLVED, after discussion, that the precept for the next financial year would increase by 5% to 3, Proposed by Councillor Shaw, seconded by Councillor Hinton, all agreed. 93/15 RISK ASSESSMENT A report was submitted by the Clerk on the risk assessment produced for Farlam Parish Council for 2015/16. RESOLVED to approve the risk assessment for 2015/16, after amending that the village hall is not alarmed. 94/15 HALLBANKGATE HUB Councillor Bowles submitted a written report on Hallbankgate Hub. RESOLVED to note the report. 95/15 LOW LONNING ROAD Councillor Shaw reported that flooding had occurred at Low Lonning Road which he had reported to the County Council depot at Brampton. The road was now closed in order that repair work can be undertaken. Councillor Shaw also reported on flooding outside the cottage near the garage which had also been reported. Work would start shortly. RESOLVED to note the report. 96/15 PARISH CHARTER PLANNING AGREEMENT Comments were requested regarding site visit amendments to the Parish Charter. 97/15 CALC RESOLVED to make no comment.
