1 1 I. CALL TO ORDER Meeting is called to order at 3:07 STUDENT GOVERNMENT ASSOCIATION INC. OF MONTCLAIR STATE UNIVERSITY Minutes October 23, 2013 Student Center Room 411 II. ROLL CALL Lina performs roll call. III. ACCEPTANCE OF MINUTES No amendments. Minutes have been accepted. IV. ADMINISTRATIVE REPORTS V. OFFICER REPORTS Lina: After the meeting today, if you re going to take a little please stay and talk with me. I will also everyone a survey link so we can keep track of office hours. It will keep better track of hours. You will have 24 hours to fill out the survey from the day you did your office hour. Also if your name was not added to the list please add it, and if you did not receive and organization please come see me as well. Kristen: By your mailboxes there will be the table hour schedule as well as the org list. I am just waiting on a couple more orgs and they will all eventually be posted. Also send all bills to my vp , and make them as attachments. Lina: Make sure to clean yourself in the SGA office. George: Hi everyone, I hope everyone is doing well on midterms. Today as the legislature you represent the entire student body. Be respectful of everyone s opinions. Enjoy the meeting, and stay respectful. VI. CABINET REPORTS Ferd: I needed some legislators elections committee. me at my attorney general because I need legislators to participate. Jen: Will you respond to our s if we have contacted you? Nick: I sent it to your personal , is that okay Ferd: Yes that is fine. George: remember everyone, this is the future of the SGA we are talking about. Elections committee is extremely important. We need to build this committee. Ferd: House keeping rules explanation. Comply with Robert s Rule of order. Kristen: Direct everything to me, all debate and discussion. Only allowed 2 debates and discussion Chris: What if people are not germane? Ferd: We will deal with that accordingly.

2 2 Leah: Hi guys, I have two events to talk about. November 8 th, MSU will be hosting diversity event. We need a ton of volunteers, on November 8 th. Come talk to me if you are interested. Aldo: Hi folks, friendly reminder, NJUS will be meeting here on November 9 th 11 A.M in this very room. I encourage you all attend. PROGRAM Players: This weekend from Thursday to Saturday we are having our 20th annual rocky horror show. We are accepting donations, and they will go to cancer foundation. Swear In New Legislators: Molly Katie Vanchensky Isamar VIII. UNFINISHED BUSINESS BILL#F MSDO Guest Speaker Stacey Antie Author s Report: Frank motions to take authorship of the bill. Frank Motions to make formal amendments to change date to November 6 th and location to UN 2046 Organization Report: It s an organization to teach kids about healthy food and how to cook and grow it. For the past 9 years she has helped over 40,000 children learn and we think this will be a great way to teach the campus community. It is Rich: Motions to go in CAW. Luca: Point of information to the author was this a miss communication with the organization? Frank: Being that I took authorship I cannot tell you. Committee Report: CAW positive recommendation. BILL#F Author s Report: Aly motions to take authorship of the bill. Organization Report: We would like Vincent: How are you going to scare the heck out of cancer? Organization: Frank: Motion to go in CAW Kristen: I ll defer to Ashley.

3 3 Ashley: I texted the wrong Courtney on my phone, so the organization didn t receive my reminder. Committee Report: CAW: POI: would the author like to add it. Aly: motion to make a friendly amendment to ad it in the header. BILL#F PHA Scare the Heck Out of Caner Co-sponsorship Author s Report: Motion to make formal amendments. Ashley hands in. Chris C: would you like to change the header? Ashley: Friendly amendment made to add it. Organization Report: All the proceeds will go to the American Cancer Society. Scarecancer.eventbrite.com. We wanted to have an event that brought the community together for a great cause. Christine: did you get bids for the t-shirts? Frank: will you include the SGA class you are on the shirts? Organization: yes. Connie: So t-shirts only go to people that sign up before hand? Organization: No if you pre-register you are granted a t-shirt, but the rest are first come first served. Committee Report: negative pending amendments Jenn: Were the amendments made? Luca: You can tell how well prepared this organization is and how much they thought out the little details. Jenn: Very organized and helpful towards other orgs that want to co-sponsor. Connie: I almost never vote positive for t-shirts, but I will because how smart you guys planned for people having to pre-register. BILL#F MSU Half Your Deen Author s Report: Frank: Motion to make formal amendments. Frank hands in formal amendments. Organization Report: This is a way to show different cultures about our religion. Committee Report: positive recommendations. BILL#F MSU Veterans Open House Author s Report: Frank: Motion to make formal amendments. Frank hands in formal amendments. Ashley: POPV: can you tell me what org you changed it too?

4 4 Frank: According to their Ashley: POC I received a different name according to their contistion, since I am PPT. Frank: Motion to make a formal amendment to change to MSU Student Venteran s Association. Organization Report: My name is Sales and this event is open to all to show appreciation and respect to veterans that came before us and to those still fighting for us. We will show all who we are and what we do? Ferd: Will it say what class Frank: POC: I ve seen the design Leah: Where did you find t-shirts that cheap? Frank: The organizations president found it online and also received an online coupon. Committee Report: negative pending amendments. Chris: I think this is a great idea and we show support. Jenn: I think people often take for granted what we have here and this is a great way to make veterans feel more at home as they come back. BILL#F ISO Vitamin Drive Co Author s Report: Motions to make formal amendments: Student take away the S. 3 rd whereas get rid of the S. Be it resolved get rid of the s again. Organization Report: We are trying to support as many as service to other organizations to help them so we thought this would be a great way to do so. Committee Report: positive recommendation. BILL#F ISO Hype Night Co-sponsorship Author s Report: Motions to make formal amendments: Student take away the S. 3 rd whereas get rid of the S. Be it resolved get rid of the s again. Organization Report: So what we want to do, we want to get our name out there so with such a big event like this we would like to co-sponsor to get our name out there. George: Are you aware that this organization has already received already 4,600 dollars for this event? Ashley: How many cops does this cover? Ferd: POC: cops are paint for $55 for an hour. Ashley: As co-sponsor I just want to make sure you know you are only paying for a certain amount. Committee Report: positive reccomendation. Val: George: paint the whole picture they asked for a total $5,300 Bianca: Ferd: They kept asking for different portions, but its always specific

5 5 Mark: 1,200 went to memorial, 3,000 went to lighting, and 1,000 went to programs. BILL#F Greek Council Co-sponsorship Line Author s Report: A couple years ago the Greek council organizations use to come up here to pass bills, but we changed it. This semester we are asking for money because they have used all the money. They do vote at Greek council and give their opinion. Jen: What s the budget for the spring? Mark: Explains how 38 organizations share $7,500 per semester. Chris: So we can understand, they will still vote where the money is going. George: Its $7,500 for 38 organizations they vote as a community. Organization Report: Committee Report: George: Motion to go into CAW George: I brought it up because they are currently at $0. Chris: How did they run out of budget? Mark: It s a pot of money $15,000 a year that is $7,500 each semester that 38 organizations have to share by summiting event proposal and the Greek council which all 38 organizations are represented vote on the event proposals. Christine: POI: does Greek council have budgets for each organization. Mark: Its not a budget per organization it s a Greek council budget that they all vote on to each have a chance to receive money. Debate and Discussion in Committee: Luca: I think this is a benefit Jen: We were actually outside painting pumpkins and it shows how Greeks do charity on campus and come together. Chris: I m support in this bill, but we should look at the funds so this doesn t happen again. BILL#F Marriage Equality Endorsement Author s Report: Motions to make formal amendments. Hands in formal amendments. Frank explains writes and issues happening on campus and why this bill was written. We need to stand united with all of our students to make sure that everyone has their own rights. Frank: Repeats endorsers. Jen: Can you please repeat the endorsements, but slower Community Report: Leah: Hi guys, when this bill was originally written the veto was not withdrawn. He recently withdrew the bill, but that still does not mean that its stable, the veto can come back. It is not a solid victory. I think it is important for the SGA to take a stand in solidarity. This is a stand in solidarity, that is all this is. For those of you who were not

6 here a couple years ago for the hate rally, it was really scary to see the amount of hate that was present. It was scary to be on campus Matt: This is obviously sensitive, do not take this the wrong way. If the bill passes what is the next step once the bill passes. Leah: this bill is just symbolic. Jen: Do you have the results of the survey you spoke of in student affairs. Leah: I do not. But the person who volunteers with him does Alan: I can say that state wide response has been positive Jen: how many students on campus have you reached out to. Alan: I did not keep count, but I do know that many people participated. Luca: What would be different this time around from the sniper incident two years ago? Leah: This time around there has been a culture change. Luca: That incident occurred in 2011? How much of a culture change do you believed happened? Nick: I can tell you that there has been a significant change, with the organizations from many people. Overwhelming amount of change since then. It is clear that this campus does support the LGBTQ community Christine: What other universities have already supported this? Leah: Rutgers, for one, and they are more conservative than our campus Ally: Essentially, why the need for the endorsement? Bianca: As far as the safety aspect, do you think another occurrence would happen? Ferd: I do not think that the community will know? Rajhon: POC there was no actual shooting, there was just snipers on roofs to protect students. Organization Report: Committee Report: positive Jen: Can we hear from the dissent? Ferd: I believe it was in closed ballot Christine: Yes we did take closed ballot. But I can explain some general points discussed without outing the dissendent. Explains several points of opposition. Vincent: Two points, I support gays receiving rights. I think we are missing the point here though. We as the SGA should not be supporting legislation, period. This bill is not to protect gay rights. I believe this bill is desecrating the holy matrimony. We are completely changing overnight. Chris: POC, Merriam Webster defines marriage as between a man and a women. Explains other definitions that all have similar definitions, that express a marriage between two people, not just a man and a woman Jason: I believe if gay couples are able to serve in the military, why not able to get married? Nick: This marriage equality is too political in my belief. Michel: Hearing everyone else, if this bill does pass, what are we saying to those who do not support this bill. 6

7 Christine: I respect the opinions that have been addressed so far, I just want to throw out to the legislature that we are one of few colleges with a full LGBTQ community. It is not fair to say that we are not representing the entire campus community. I believe the right thing would be to represent the LGBTQ community. Frank: As legislators, it is important to us to express our views because we know that we all have similar views to other people on campus. It is important to vote by what you believe is right. Johanna: As some of you may know, last year spring semester there was a light to justice rally, and that rally was in support. If my court can support me, then why cant my campus support me? Lenny: I feel that Frank said that we are thinking about ourselves here, but technically we do represent all students on campus. But I feel that not everyone is going to agree with that. George: This is not supposed to be personal to anyone. You speak for students of Montclair state university. Alan: In our defense to representation on campus, a few generations ago colleges were talking about inter racial marriage. Safha: As a student here at MSU, I understand how it would feel to now feel supported by your community. I think it needs to be understood that the other people on the other isle would feel the same, and feel like they would not matter. This has obviously been a problem in America. Try to speak for the campus community as a whole, and that can be dangerous, however, you do not want to do that when we are supposed to be the people to hear them out. Ashley: Back to Christine s point, of having an LGBTQ center. Our student government is comprised of other organizations, and that affects them. We do not have to be exactly like everyone else Connie: POI, how many of legislators asked others what they felt about this bill? We are never going to represent entire campus. When we vote for a bill and allocate money, there is at least one person opposed. But we are using our better judgement for the benefit of the entire community. It is not about representing everyone, it is about representing the great good. We always say that we are a campus united, so why do we not act like it? We cannot always please everyone. If we can say that we are an ally and say that we are a safe space, then we should have it in writing too. Matt: can you remind everyone what it would mean by abstaining from this Kristen: Sure, if you abstain you have a personal conflict. If you think your personal beliefs will affect this, then you abstain. Leah: POC, actually a lot of SGA are incorporated. As far as religious argument, we need to keep in mind that there are people in the community that are indeed religious. We have two religious organizations as endorsers. There are religious groups that are allies. I would like to remind everyone that taking political stances is okay. We endorsed dream act. Brennan: A lot of people are concerned with people who are against gay rights, however, your priority should be focused on those who do not have rights. Vincent: I feel like this is a healthy debate. I am still strongly against because it is trampling on the minority. 7

8 Chris: It is important that we all realize, that it is our duty to support those who are oppressed Kevin: I just wanted to make note that there are already rumors of potential bulling. It is the SGA s obligation to represent the entire student body. I do not believe that we as a SGA should take partisan stances. Keelin: I just wanted to note that me and my organization actually chose to endorse this bill, while some of their personal beliefs do not agree, however it is more about supporting who this affects rather than personal beliefs. Luca: Minority and Majority Anthony: We cannot possibly please everyone Jen: I believe this bill would be more beneficial if it targeted those who performed those hate crimes. I think they way the bill is written is controversial Bobby: Can you explain what safe space is? Brian Edwards: I am reluctant to speak in this room because it is a student issue, I am really here as a spectator, I can defer you to someone who works in the Student Center Brennan: Safe space training is something that the LGBTQ community offers, it is learning about different things like language, and identities. Nick: I see the SGA as a family. *mentions scenario* Christine: I want to remind everyone that we live in a democratic system, and under the SGA we follow democratic standards. We are representing the majority. It will never represent everyone, but it will represent the majority. Connie: to piggy back off of Christine, I think it is also important to realize that this bill does not require changing your belief, or anyone else s belief. Supporting this bill does not say that you agree or disagree. Ally: As a queer identifying female, unsure of marriage, this conversation is really uncomfortable, and I would not want this bill to divide the SGA domestically. George: Be respectful. Kevin: I wanted to say that I am in favor of the bill, and I think that the SGA not supporting this bill will just allow us to fall behind. Our university is already in much support. Johanna: Question, when SGA was voting on Dream Act, was there a wide campus survey to get all of their beliefs? That being said, I do not understand why every last student needs to have their voice heard to have the SGA s voice heard for this bill and not others. Alan: When I make assessments, I do not need to go and ask every single worker Tui: I think to support marriage quality, I am here to support the bill through spectrums Matt: I think both sides have their points, a few of legislators have to leave for class soon, I motion to call bill into question Kristen: We are now going to take a vote Chris: Motion to vote by roll call. Motion fails Matt: POI: many legislators have class at 5:30 and its already 5:05 so I will like to motion to vote on this bill so enough legislators are here to vote. Nick: Join Elections committee! Ferd: by the status it has to start the second week of November.

11 11 Bianca: what is the elections committee? Ferd: I want to point a program chair to really promote these elections. Kevin: They should contact PRSAA to help reach out the campus as whole. Juan: When do we meet? Ferd: Lina: Please stick to your organizations you are assigned too. When Lucca or I read bills in new business it is time for you to go back home within that week to question them and make notes to make the best dissison possible for the students as a whole, so please go back and really take a few minutes to look over them. Also please vote and speak your mind. Luca: How would we re-consider this bill? Ferd: It would have to be someone from the negative side that would bring it up to questions and consider. Jenn: How do you know who voted no? Kristen: It will just have to come from their own honesty? Ashely: So say the bill we did not pass comes back, or would you rather have a new bill? Kristen: That is up to the legislature I cannot tell you guys how you should do this. Luca: Who ever is reconsidering writing a bill like this should sit down with the author. Vincent: We should move on from this because we can be pushing.
