Laird Stabler, Jr. As we leave the 3 rd quarter of 2016 behind, we turn the page on another chapter of Delaware State Police history. During that quarter several memorable events occurred at the museum. In July, members of the Foshan Chin Woo Athletic Association visited the museum. The association is a world renown martial arts team from China. While visiting New York, Special Agent Tat S. Shum of the Bureau of Alcohol, Tobacco, Firearms and Explosives suggested to the team members that they visit the DSP Museum. Agent Shum described From the Director s Desk Major Kevin P. McDerby (Ret.) 411 the museum as one of the best undiscovered sites to visit on the east coast. In addition to his ATF duties, Agent Shum is the Director of Cultural Affairs and Outreach with the Federal Law Enforcement Officers Association. Not only was the history of the Delaware State Police on display that day but the diversity of a great organization was also showcased. Sgt. Jack Tsai and Cpl. Andrew Hom were at the museum to greet the visitors and converse with them in their native Chinese language. Tsai and Hom are two of the eleven Asian Troopers serving with DSP. I can say, without a doubt, that our Chinese visitors truly enjoyed their visit to the Delaware State Police Museum. 1 of 12
2 In August, the museum conducted its second annual Summer Day Program. Almost 40 children attended this year s program. Most of the kids have family ties with the Delaware State Police. Practically all of the DSP Special Units participated and were at the museum to display the talents and equipment they provide to the division. Explosives Unit, Marine Unit and SORT. Those units included the DSP Honor Guard, the Pipe and Drum Corps, Canine Unit, Aviation Section, Mounted Patrol Unit, Motorcycle Unit, DSP provided lunch at the academy where the kids were given a tour and were able to interact with the recruits who were in training at that time. Special thanks to the DSTA for providing shirts for the participants and the DSP Community Relations Section, especially Senior Cpl. Juanita Huey-Smith, for assisting with the program. In September, DSP Chaplains, members of the division and friends of Reverend Colonel Father Oscar H. Frundt gathered at the museum to dedicate his memorial bench. Museum Board of Directors President Greg Sacco directed the program. DSP Chaplain Father John J. Mink delivered the invocation and conducted the blessing of the bench. Father Mink was assisted by fellow DSP Chaplains Bishop William Wilmore and Reverend Florence Cephas. All Chaplains offered remarks and remembrances that day. Others offering comments were Colonel Nate McQueen, Lt. Tom Brackin (President of the DSTA), Major Ed Martin, Ret. (President of the ARDSP), Mrs. Eleanor Allione (President of the Delaware Chapter of COPS), Mr. Morton R. Kimmel, Esq. (personal friend of Father Frundt), and Lorraine Rupert (survivor of TFC Harold Rupert). Father Frundt was there for everyone in life and gave a lot (maybe not monetarily) to those in need. It is important to know that he continued to give in death. Father Frundt was a twin. His sister died of pneumonia at age 5. Father always felt that his sister would have survived her illness if the medications of today were available when his sister was stricken. Father also had a strong love for children. Hoping to make a difference, Father Frundt donated his entire estate to Nemours/Alfred I. DuPont Hospital for Children. The total donation was $217, So if you ever bought a meal for the good Father, please realize that you allowed him to deposit money into his piggy bank for a future donation to an excellent cause. 2 of 12
3 Wanting to do something special to acknowledge Father Frundt s generosity, Nemours provided funding for the memorial bench. The Delaware State Trooper s Association generously provided refreshments after the ceremony. This is but another example of the excellent relationship between the association and the museum. From the President s Pen Captain Gregory Sacco (Ret.)150 As usual I hope this Message finds all in good health and spirit. It has been a busy and exciting time at the Museum and it looks like it will continue over the next several months. We are progressing with our renovation project and in our efforts to move our 1973 Plymouth indoors to the Annex. It will lead to a new look in some areas, and changing of some displays in others. As the 3 rd quarter of 2016 came to an end it does so with a horrific tragedy. On September 24 th, two Wilmington Firefighters, Lt. Christopher Leach and Senior Firefighter Jerry Fickes, lost their lives when they became trapped in a burning row home in the city. They, as police officers do, vowed to protect life and property. They made the ultimate sacrifice doing just that. Keep their department and families in your thoughts and prayers. It is often said that today is a gift from God. It is also said that tomorrow is not guaranteed. So please, stay focused and stay safe. The fourth quarter includes the holidays of Christmas, Hanukah and Kwanzaa. To all - have a safe and blessed holiday season. Kevin We are moving Trooper Dan and its associated display from the Annex to the Educational (main floor) area. This was made possible by moving our 1923 Indian motorcycle to the garage part of the replica Troop located in the Annex and moving our second motorcycle into another area of the Annex. The Training Room which has been outfitted with new furniture and electronics is more user friendly and will be more attractive to agencies wishing to use it. We have added a presentation table and larger TV to the Theater Room making it an attractive location to hold a meeting or training session. 3 of 12
4 In September, the Museum held a ceremony for Father Frundt to dedicate his memorial bench located in the Memorial Garden. It was attended by many of his friends. Speeches by Colonel McQueen, President s Tom Brackin (DSTA) and Ed Martin (ARDSP) and others filled the room with fond memories and love. He will never be forgotten. Training Room Another current project in the works is to re-organize and clean up the rear archive room (located next the Theater Room) to include making it a more environmentally controlled area that will preserve our artifacts. We want to solicit a group of volunteers to help. So, if you want to look through our history and help classify and re-organize it, please contact the Museum and volunteer. The more volunteers we can get, the more we can spread the workload. To say that we have been, and will continue to be, busy is an understatement. However, I must say that for me and all of the others involved, it is a labor of love and dedication in our efforts in continuing to keep our Museum the best state police museum in the nation. 5 A Blue Christmas Duty ~ Honor ~ Courage Twas the night before Christmas, when all through the state. A group of officers were keeping us safe. They sacrificed time with their family and friends to allow us to share in merriment. They continue to patrol our cities and towns, knowing full well there could be criminals around. They drew a blue line in the sand to protect and serve. Anyone who crosses it gets what they deserve. They take time to reflect on those who gave all, knowing that they too might, someday, have to answer that call. Without the police, where would we be? In a lawless society, where no one is free? Trapped in our homes afraid to go out? Fearful that we could be under attack? The Thin Blue Line stands tall while proudly keeping us safe. They truly understand what is at stake. 6 From the Archives Good Work by Highway Police Evening Journal 07/21/1925 Our State Highway Police have always enjoyed a good reputation for efficiency and devotion to duty. They richly deserve it. An illustration is the quick capture by Policeman Zeigler and Carpenter of an accused murderer and his companion within ten minutes after they had been notified to be on the lookout. The man was charged with slaying a farmer near Whaleyville, MD. The capture was made during the night and the officers showed rare courage, sound sense and judgement. The persons arrested were turned over to the Maryland authorities. The entire proceeding, we think, shows the alertness of both Maryland and Delaware authorities. Had it not been for that, Baker and his companion in a motor car driven by an unsuspecting officer of Laurel would have got beyond the State and probably escaped all together. It is no wonder, then, that the Delaware officers were highly commended by Superintendent Reynolds, of the State Highway Police. The skill of the State Highway Police has been common talk. Carpenter and Zeigler are shining examples of the manner in which this department performs its duties. They are a credit to the force and to the State. Heroic Policeman is Cited to Commission 09/15/1925 State Highway Body Informed of Bravery of Knecht in Gas Rescue. Although State Policeman William Knecht, who was overcome by poisonous gas fumes Wednesday night in a heroic attempt to save the life of George Stevenson, who was killed by gas in a 50-foot well, is still at his home today. Superintendent of the State Highway Police C.C. Reynolds and other members of the police department are not unmindful of Knecht s gallantry. A letter of commendation will not only be sent Knecht but it is proposed to bring this form of heroism before the State Highway Commission, it was stated. Yesterday afternoon Superintendent Reynolds personally visited the bereaved family of Stevenson at their home on state highway, between Hare s Corner and Newport. According to Superintendent Reynolds, the praise voiced by Mrs. Stevenson, the mother of the dead man, as a result of Knecht s bravery, was indeed creditable. 6 of 12
