1 PALMERSTON NORTH CITY COUNCIL Minutes of the Sport and Recreation Committee Meeting Part I Public, held in the Council Chamber, First Floor, Civic Administration Building, 32 The Square, Palmerston North on 12 September 2016, commencing at 1.01pm. Members Present: Non Members: Apologies: Councillor Leonie Hapeta (in the Chair), The Mayor (Grant Smith) and Councillors Adrian Broad, Vaughan Dennison, Lew Findlay, Jim Jefferies, Ross Linklater, Duncan McCann, Billy Meehan and Aleisha Rutherford. Councillors Susan Baty, Rachel Bowen, Bruno Petrenas and Tangi Utikere. Councillor Annette Nixon Apologies Moved Aleisha Rutherford, seconded Vaughan Dennison. The COMMITTEE RESOLVED That the apology from Councillor Annette Nixon be received. Clause 17.1 above was carried 12 votes to 0, the voting being as follows: Dennison, Lew Findlay, Leonie Hapeta, Jim Jefferies, Ross Linklater, Billy Meehan, Bruno Petrenas and Aleisha Rutherford. Councillor Tangi Utikere entered the meeting at 1:03pm Confirmation of Minutes Moved Vaughan Dennison, seconded Billy Meehan. That the minutes of the Sport and Recreation Committee meeting of 13 June 2016 Part I Public be confirmed as a true and correct record. Clause 18.1 above was carried 12 votes to 1, with 1 abstention, the voting being as follows: Broad, Vaughan Dennison, Lew Findlay, Jim Jefferies, Ross Linklater, Billy Meehan, Bruno Petrenas and Aleisha Rutherford. 2 19-16 Hokowhitu Lagoon: "Leak" update and water supply recommendation Report, dated 20 July 2016 from the Leisure Assets Officer, Brian Way. Councillor Leonie Hapeta declared a conflict of interest for this item and Councillor Billy Meehan took over the role of Chairperson. Councillor Jim Jefferies left the meeting at 1:24pm Moved Billy Meehan, seconded Aleisha Rutherford. 1. That in response to concerns around maintaining adequate water levels in the Hokowhitu Lagoon Council supports the option to take supplementary water from the Manawatu River as proposed in the Tonkin and Taylor report. Clause 19.1 above was carried 11 votes to 0, with 1 abstention, the voting being as follows: Dennison, Lew Findlay, Duncan McCann, Billy Meehan, Bruno Petrenas, Aleisha Rutherford and Tangi Utikere. Abstained: Councillor Ross Linklater. Moved Susan Baty, seconded Vaughan Dennison. 2. Council gives consideration to a $220,000 programme for infrastructure to provide a supplementary water take from the Manawatu River to the Hokowhitu Lagoon as a 2017/18 Annual Plan item. Clause 19.2 above was carried 10 votes to 3, the voting being as follows: Dennison, Lew Findlay, Duncan McCann, Bruno Petrenas and Tangi Utikere. Councillors Ross Linklater, Billy Meehan and Aleisha Rutherford. Councillor Jim Jefferies returned to the meeting at 1:29pm Note: On a motion that: Council defer Programmes 1108 (Lagoon Bank renewal, 2017/ /20), and Programme 1181 (Canoe polo court improvements, 2017/18) until infrastructure to maintain water levels in the Lagoon is in place. The motion was lost 3 votes to 9, the voting being as follows: Councillors Vaughan Dennison, Billy Meehan and Bruno Petrenas. The Mayor (Grant Smith) and Councillors Susan Baty, Rachel Bowen, Adrian Broad, Jim Jefferies, Ross Linklater, Duncan McCann, Aleisha Rutherford and Tangi Utikere. Abstained: P a g e 2

3 Councillor Lew Findlay New Deed of Lease on reserve land x5 Memorandum, dated 20 July 2016 from the Property Officer, Stephanie Vooght. Moved Rachel Bowen, seconded Aleisha Rutherford. 1. That Council as the local authority and land owner agrees to allow the following five organisations to use their existing lease areas for a recreation/community activity. Awapuni Girl Guides 2 Panako Place Manawatu Canine Club Ashhurst Domain Hokowhitu Scouts 9 Ayr Place Roslyn Scouts 5 Andrew Ave Manawatu Pony Club Ashhurst Domain 2. That Council as the administering body, under the Reserves Act 1977, on behalf of the Minister of Conservation approves the lease of land on the five sites for recreation/community activity. 3. That the Chief Executive be instructed to execute the leases between Palmerston North City Council and the five organisations. Clause above was carried 14 votes to 0, the voting being as follows: Broad, Vaughan Dennison, Lew Findlay, Jim Jefferies, Ross Linklater, Duncan McCann, Billy Meehan, Bruno Petrenas, Aleisha Rutherford and Tangi Utikere Public Toilets Report, dated 16 August 2016 from the Building Asset Officer, Ian Stuart and the Parks & Property Manager, John Brenkley. Moved Leonie Hapeta, seconded Lew Findlay. 1. That the process for selecting new locations for public toilets assessed against the criteria outlined in Clause 2.7 of the report entitled Public Toilets dated 16 August 2016 be endorsed. 2. That the sites identified in the five year programme of works under Clause 2.8 of the report entitled Public Toilets dated 16 August 2016 be noted. P a g e 3

The COMMITTEE RESOLVED That the Sport and Recreation Committee receive its Work Schedule dated September Clause 22.1 above was carried 14 votes to 0, the voting being as follows: Broad, Vaughan Dennison, Lew Findlay, Jim Jefferies, Ross Linklater, Duncan McCann, Billy Meehan, Bruno Petrenas, Aleisha Rutherford and Tangi Utikere. EXCLUSION OF PUBLIC Recommendation to Exclude Public Moved Grant Smith, seconded Aleisha Rutherford. That the public be excluded from the following parts of the proceedings of this meeting listed in the table below. The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under Section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution are as follows: General subject of each matter to be considered 1. Legal Counsel (John Annabell), because of their knowledge and ability to provide the meeting with legal and procedural advice. Committee Administrators (Penny Odell and Rachel Corser), Governance and Support Team Leader (Kyle Whitfield) because of their knowledge and ability to provide the meeting with procedural advice and record the proceedings of the meeting. Aaron Phillips because of their knowledge and ability to assist the meeting in speaking to their report and answering questions, noting that such officer will be present at the meeting only for the item that relate to their respective report.
