PUBLIC QUESTION & ANSWER SESSION There were no questions submitted. 3. APPOINTMENTS 2016/2017 The following appointments were made: - Chairperson of the Council Councillor C. Evans Councillor C. Evans paid tribute to Councillor S. Bowen, stating that he has been an incredible Chairman, undertaking work in the community and driving things forward. Councillor C. Bowen, Y Forsey There was some uncertainty if the 14 Locks Committee still hold meetings. Councillor T. Bond gave his apologies and left the meeting. 4. MINUTES The minutes of the following meeting were approved: - Council Meeting 6 th April MATTERS ARISING FROM THE MINUTES 5.1 Website Councillor Lacey advised that Dirty Little Serifs has submitted a written specification and timescale. 5.2 Queens 90 th Birthday Celebrations Councillor S. Bowen advised that preparations for the above event are continuing to progress well. 2

3 5.3 Pitch Fees The Clerk read out correspondence from RAFC and RWCC regarding the proposed increase of fees to be more in line with Newport City Council. Following discussion, it was agreed that: - The fees will not increase any further in 2016, however, they will be increased Chartist Memorial The Chairman declared an interest in the Chartist Memorial as it was he who proposed the project to the Citizens Panel. At the last meeting it was agreed that: - Newport City Council will be asked about Section 106 Public Art funds for the area. The Chairman Councillor S. Bowen will look into Heritage Lottery funding. The certificates for the best memorial designs will be presented at the next school council meeting. The memorial project is to be deferred and considered at some point in the future, subject to external funding availability. Members were advised that: - There are no Section 106 public art funds available. Councillor S. Bowen is meeting a representative from the Heritage Lottery Fund next week. Following discussion members agreed that: - Newport Norse should be advised that the Council wish to proceed with the Lease for the area subject to planning. The current project will only go ahead if external funding is available. If no external funding is available, the Council will still take ownership of the area and tidy it up, with a simple planting scheme and possibly benches etc. A letter should be sent to Bassaleg School advising that the Council has agreed to pursue external funding before finalising the design of the memorial so there is likely to be a delay in progress with work on site. 5.5 Café Welfare Grounds The Clerk advised that the bond and one month in advance rent has been received, along with the signed contract. Work is being undertaken by the tenant, and it is hoped the facility will be open the end of May/early June. 5.6 School Competition A Question for the First Minister Councillor S. Bowen advised that there were 175 responses from High Cross School and Mount Pleasant Primary School regarding the competition. (Rogerstone Primary School did not respond). Members had arrived prior to the meeting to consider the submissions and it was agreed the following prizes will be awarded: 30 overall prize to Ceri Griffiths, Year 5 Mount Pleasant Primary School, for the question: - Have you ever learnt coding yourself? I would ask that question because Labour in the UK want school kids to learn coding. 20 prize to Amelie Erin Senior, Mount Pleasant Primary School, for the question: - Do you enjoy your job? I asked this question because I wondered if you enjoy your job. 3

4 20 prize to Charlotte Pearson, Mount Pleasant Primary School, for the question: - I would like to ask the First Minister, Carwyn Jones whether he thinks it is important for girls to be encouraged to take physics and maths? I think this is important because I love physics and maths, but I have always been joked about or bullied because I enjoy them. I also feel like girls are encouraged to care about how they look rather than school. 20 prize to Mariam Hoosein, High Cross Primary School, for the question: - If you could go back in the past, what would be the one thing you would change out of Wales? What is the one thing you totally take back and regret doing? 20 special prize to Mount Pleasant Primary School Reception Class, for the question: - Do you like dinosaurs? It was agreed that a presentation will be made at Tydu Community Hall (similar to the one made last year). 5.7 Burial Board Press & public excluded. 6. POLICE MATTERS A police report has been circulated and is also on the Clerks Report. 7. CLERKS REPORT Members noted the contents of the Clerks report. Remembrance Sunday - It was agreed that Russel Newton is invited to the July meeting of council. 8. CORRESPONDENCE Correspondence not on Clerks report: - Members approved a request from Lliswerry Runners to hold their usual event subject to previously agreed conditions. (no date is known yet). A request from R.W.C.C. for them to paint the wall at the top end of the cricket field was not approved. Members have already agreed to plant a linear orchard later in the year in that area. The Annual Return has been received from the external auditor; documents will now go to the accountant (Nathan Evans Ltd) for completion of the accounts, and then to the internal auditor, (Lyn Llewellyn). Members agreed not to hold a special meeting of Council to approve the completed Annual Return on the 30 th of June, and will do this at the July meeting, as in previous years. 4

OTHER MATTERS 11.1 Appointment of School Governor Mount Pleasant Primary School Councillor Y. Forsey was nominated as school governor for Mount Pleasant Primary School Local Government Ethical Framework Members adopted the Local Government Ethical Framework. 5

6 11.3 Christmas Fayre The Chairman advised that Ms T. Bagnall of Teri B. Crafts no longer arranges this type of event, however he agreed to contact her and ask if she would do the Christmas Fayre again for the Council. It was agreed that if Ms Bagnall cannot arrange the event then the Leisure Committee will organise it. It was suggested that other events could also be arranged, such as a food festival etc Citizens Panel The notes (not yet approved) from the last Citizens Panel meeting were included in the Clerks Report. War Memorial Members discussed the war memorial plans at length and it was suggested that 2 books of names are purchased, one to be kept at the Church and the other at Tydu Community Hall, it was also suggested that the names should be on the actual memorial rather than in a book. Members discussed the involvement of the British Legion, and were advised that Russell Newton was involved with the project at the beginning (proposed originally by Liam Stallard). Mr Stallard and Newton were invited to a Citizens Panel meeting, but did not attend, therefore to progress matters the Panel agreed that Reverend Kerle look into the matter. The Clerk advised that the project is in the early stages and the British Legion can be involved at any stage. The from Russell Newton in the Clerks report was also referred too. Councillor N. Ireland asked that it be recorded that he is bitterly disappointed that the British Legion are not being consulted. Following a vote the majority approved in principle: - The draft design and purchase of two books City Council Feedback Forum. (Ward Members) Members briefly discussed City Council matters, in particular the roundabout at Chartist Drive and Junction MATTERS CONSIDERED URGENT BY THE CHAIRPERSON Walters Proposal The Clerk circulated documents and drawings regarding a proposal the Walters Group for the Community Council to manage certain areas at Jubilee Park. This was discussed at length and it was agreed to invite Vahe to the next meeting at 6pm to discuss this further. 13. DATE OF THE NEXT MEETINGS OF THE COUNCIL The next meeting will be: - 6pm 1 st June 2016 presentation by the Walters Group 6.45pm 1 st June 2016 full council meeting. 6
