1 ABERDEEN TOWNSHIP COUNCIL REGULAR MEETING TUESDAY, SEPTEMBER 17, 2013 A Regular Meeting of the Township Council of the Township of Aberdeen in the County of Monmouth and State of New Jersey was held on Tuesday, September 17, 2013 at 7:20 p.m. in the Municipal Building at One Aberdeen Square and was called to order by Mayor Fred Tagliarini, who presided at the meeting. Mayor Fred Tagliarini said that this meeting is being held in compliance with the Open Public Meetings Act, and that notice of same has been posted on the bulletin board in the Municipal Building and was published in the appropriate newspapers. ROLL CALL Present: Harvey Brenner Gregory Cannon Concetta Kelley James Lauro Robert Swindle Margaret Montone Fred Tagliarini Absent: None Also Present: Holly Reycraft, Township Manager Mark DiPisa, Township Attorney A Moment of Silence was offered by Mayor Tagliarini, followed by the Pledge of Allegiance lead by the Matawan Regional Boys Soccer Team. REPORTS Holly Reycraft stated Aberdeen Day is this Saturday, September 21 st ; Open House Senior Center is Wednesday, September 25 th between 12 noon and 2 pm; received a thank you letter from Homeland Security for our Preparedness Meeting. Councilman Cannon stated September 24 th is the Library open house and reintroduce the Library. Councilman Brenner stated he participated on a Webinar on National Preparedness. From Aberdeen standpoint many points that were talked about we have started and have already incorporated into our methodologies. We learned quite a bit after Sandy and we are putting into practice. Mayor Tagliarini stated we are hosting a Board of Chosen Freeholders meeting in the Court room on July 26 th, Thursday at 7:00 p.m.

2 There were no further reports. HEARING OF THE CITIZENS - Agenda Items only Mayor Tagliarini asked anyone wishing to be heard on agenda items to come forward and state their name and address. There being no one wishing to be heard Mayor Tagliarini declared the Hearing of the Citizens closed. MINUTES Councilman Lauro made a motion to adopt: Workshop, Regular and Executive Meeting Minutes of September 3, 2013 Seconded by Councilman Swindle Ayes: Councilmember Cannon, Kelley, Lauro, Swindle, Deputy Mayor Montone and Mayor Tagliarini Abstain: Councilman Brenner NEW BUSINESS ORDINANCE NO INTRODUCTION Deputy Mayor Montone made a motion to introduce Ordinance No on first reading by title and to order the same to be published in full in the September 20, 2013 issue of the Asbury Park Press, together with notice of its introduction and passage on first reading by title, and that it will be further considered for final passage after a public hearing at a meeting of the Township Council to be held on October 1, 2013 at 7:00 p.m. in the Municipal Building of the Township of Aberdeen at One Aberdeen Square. Seconded by Councilman Lauro The Clerk read Ordinance No ORDINANCE AMENDING AND SUPPLEMENTING THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF ABERDEEN TO AMEND CHAPTER XVI, ARTICLE 11, ENTITLED, PUBLIC WORKS Ayes: Councilmember Brenner, Cannon, Kelley, Lauro, Swindle, Deputy Mayor Montone and Mayor Tagliarini Abstain: None CONSENT AGENDA Councilman Cannon made a motion to approve the Consent Agenda, all items listed under 7B.

RESOLUTION NO BE IT RESOLVED by the Township Council that it hereby supports Hunger Action Month. 2. RESOLUTION NO BE IT RESOLVED by the Township Council that it hereby authorizes tax appeal settlement. 3. RESOLUTION NO BE IT RESOLVED by the Township Council that it hereby authorizes a contract for 2012 Road Improvement Program. 4. RESOLUTION NO BE IT RESOLVED by the Township Council that it hereby authorizes release of performance guarantees for Block 243, Lot 3 & 4, 469 Route RESOLUTION NO BE IT RESOLVED by the Township Council that it hereby requests the Director of the Division of Local Government Services to approve an insertion of an item of revenue in the 2013 budget year. 6. EXECUTIVE SESSION RESOLUTION BE IT RESOLVED that the general public shall be excluded from discussion held during executive session Redevelopment Train Station and Anchor Glass; Potential Litigation Benefits; Land Acquisition Freneau. 7. BA:1028 Bingo License for Auxiliary of the Basilian Fathers of Mariapoch, Aberdeen, NJ HEARING OF THE CITIZENS/CORRESPONDENCE AND PETITIONS Mayor Tagliarini asked any member of the public wishing to be heard to come forward and to state their name and address. Joe Kelley Retired Police Chief Mr. Kelley stated he has been receiving a lot of phone calls from retirees on health benefits. The Health benefits plan we had as retirees has been changed. We received no notice until we received a letter stating it was going to be changed otherwise you will not have insurance. There is a meeting set for next week which is well and go, except our

4 plan has been changed, with no negotiations, no notifications. We were told PERMA sent out letters on behalf of Central Jersey HIF. Not one person have received the letters. They also said they made phone calls, no one received phone calls. Some of these folks are elderly, changing their plan is crazy for them. We all understand healthcare and appreciate attempting to save money but when you hit 65 and go into medicare the Township is already receiving a discount. We can not go to a doctor that we wish to go to, we have to go to one that accepts medicare. It has been pointed out to me no one has a problem getting a doctor that accepts medicare. I don t think that s true, not all doctors accept medicare. I was told no one else in the state has complained about this. Bergen County, Rutherford has a problem with this. This people have put a lot of time in. They don t know what to do. This may be the greatest plan in the world, but you have to show me. If you are not eligible for medicare you stay in the old plan that is good. Maybe that option would be a remedy for us. We are just putting this out there. Mayor Tagliarini thanked Mr. Kelley for coming tonight. This goes back to Joe Criscuolo, prior Township Manager who was looking into healthcare plans changing from being self insurer and Holly Reycraft continued. If we been mislead by the insurance company we will be quite disturbed by it. We want you to know that this Council is aware of equal or better. We understand the terms of this contract and our responsibility and I don t want you to think we are trying to do something improper. It comes down to communication once again and the lack of. They did a terrible job reaching out to you we will remember that also. We, the Council does not get involved directly in our state of Government and Ms. Reycraft is the focal point. We want you to know we are conscience of this, if the HIF mislead us we will take action. Holly Reycraft stated she totally agrees with the Mayor. We have looked through everything and had a meeting with the HIF and it was a lot clearer. We want them to come back and meet with all the retirees and if you have questions we will deal with it. Mr. Kelley stated we heard this is a done deal. Holly Reycraft stated it is a done deal through December. Councilman Cannon stated whatever deal we have with you obviously we are going to honor it. We will gather information for you and give it to you and honor the deal we have with you, that is the Council s position. Holly Reycraft stated a lot of your questions will be answered on Wednesday. We relied on the insurance company and unfortunately they didn t do what they said they were going to do and the letters should have come from the town. There being no one else wishing to be heard Mayor Tagliarini declared the Hearing of the Citizens closed. ADJOURNMENT
