5 82nd Annual Meeting Minutes October 13, 2016 Woodstock Church, Panama City Beach Steve Taylor, Moderator The EightySecond Annual Meeting of the Northwest Coast Baptist Association opened with songs lead by Wendy Young, Worship Leader, Woodstock Church, and Worship Team of Woodstock Church. Welcome/Prayer led by Dr. Steve Taylor, Moderator, Pastor, Emerald Coast Fellowship. Bro. Troy also explained at this time why Phyllis Poland, Ministry Assistant, NWCBA, was absent. She was flying out to be with her mother who had a bad fall. Prayer was given at this time for both Phyllis and her mom. Response and Welcome from Rick Young, Pastor, Woodstock Church, Panama City Beach. Order of Business was presented by Eli Prine, Program Committee member, Pastor, Long Avenue Baptist Church. The Order of Business was approved as printed. Agenda of Business: A. The Committee on Committee Report was presented by Charles Key, Pastor, Cedar Grove Baptist. Motion was approved. B. The Financial Report & 2017 Budget were presented by Tom Daniel, Treasurer/Chairman of Budget Committee and Pastor, First Baptist Church of Lynn Haven. Motion approved. C. Association Planning Team Recommendations: Presented by Troy Varnum,DOM Bro. Troy made a motion to postpone the Election of Officers. The motion approved. D. Time, Place & Preacher for SemiAnnual and Annual Meeting: Presented by Eli Prine: SemiAnnual Meeting: Annual Meeting: Date: March 9, 2017 Date: October 12, 2017**** Location: Springfield Baptist Church Location: FBC, Port St. Joe Speaker: Speaker: Dr. Al Mohler President, The Southern Baptist Seminary ****Since the Annual Meeting the date has been changed to October 26, 2017 E. Ron Gallagher, former Pastor and Staff Member, called our attention to the Memorial List and had special prayer for those who had passed away since our last Annual Meeting. F. Lewis Miller, West Florida Regional Catalyst, Florida Baptist Convention, gave a report on the Florida Baptist Convention and specifically on the recent Florida Baptist Disaster Relief efforts in our state due to Hurricanes Hermine and Matthew. He gave a brief report about the Florida Baptist building in Jacksonville having been sold. G. Emily Fidler, Family Support Counselor/Licensing Specialist, Florida Baptist Children s Homes gave a report on her work in this region. She stated the needs are great for additional Foster Homes. Michael Petty, Moderator Elect, Pastor, CHRIST Fellowship brought a message entitled, Sometimes You Can t Just Sit Here. His text was from PSALM 67. He also gave a brief report and showed a few photos from his trip to Haiti (from which he had returned just the night before). He took supplies to one of the areas that had been badly damaged by Hurricane Matthew. 5

6 Minutes cont. Benediction & Blessing for the evening meal was given by Jessie Dasher, Pastor, FBC Callaway. We were then treated to a delicious dinner provided by Woodstock Church. Second Session Rick Young gave a Welcome to the second half of the Annual Meeting. Wendy Young and Praise Team opened with a time of praise and worship. Joshua Spiers, Pastor, Immanuel Baptist Church, read scripture and opened the meeting with prayer. Troy Varnum recognized his wife, Latriva, and gave tribute to her for her support in his ministry. GOD STORIES: Troy Varnum and Steve Taylor shared some God Stories of our Association: Rick and Wendy Young, Pastor and wife, Woodstock PCB, and the Great relationship between them and NWCBA Robert Denmark was welcomed as the Pastor, Cove Baptist Church Dr. Maxie Miller, Senior Pastor, New City Church, in Plant City and also serving as Interim Pastor at Family of God. He is preaching one Sunday per month and is giving overall leadership while the church is without a Pastor. Collide Collegiate Ministry, Emerald Coast Fellowship, now has 5060 students attending regularly. The Ministry also has a presence at Gulf Coast College Backpack Ministry coordinated by Emerald Coast Fellowship, provided weekend food for 1544 children each week. There are a total of 18 churches involved in this ministry. North Bay Baptist Church for closing as a congregation and the gift of the facilities to Northwest Coast Baptist Association. FBC, Parker becoming a satellite of Hiland Park Baptist Church Holy Hill and the Prayer Walk for them in August, 2016 Disaster Relief Volunteers and their service during the year. Individuals involved in all of these areas were asked to come forward while there was special prayer for them and the various ministries. Praise and Worship was led by Wendy Young and the Praise Team, Woodstock Church Dr. Tommy Green, Executive Director, Florida Baptist Convention, brought message entitled, Together, Together in Prayer and Presence. Dr. Green used Acts 4:31 and Acts 17:6 as text for his message. A Time of Reflection was led by the Praise & Worship Team, Woodstock, PCB Michael Petty, Moderator Elect, closed our Annual Meeting in prayer. 6

7 ARTICLES OF INCORPORATION OF NORTHWEST COAST BAPTIST ASSOCIATION, INC. We, the undersigned, with other persons, being desirous of forming a corporation, for charitable and philanthropic purposes, under the provision of Chapter 617 of the Florida Statutes, do agree to the following: ARTICLE I. Name The name of the corporation shall be known as the NORTHWEST COAST BAPTIST ASSOCIATION, INC. ARTICLE II. Composition and Qualification of Members. Section 1. The membership shall be composed of Messengers representing cooperating Baptist churches, who have been elected annually by their churches, who are in sympathy with the principles and purposes of these Articles of Incorporation, and who desire to cooperate with the Association. Section 2. Each church shall be entitled to send a Pastor and three other Messengers for the first 100 members and one additional Messenger for each 50 additional members, or the major fraction thereof, provided no church shall be entitled to more than 10 Messengers from each church. All Messengers and alternates are to be certified by the local church. Section 3. Any church wishing to unite with this body shall satisfy the executive committee of this body prior to the annual meeting or semiannual of the association that the church has been duly constituted by a sponsoring church affiliated with this body or by a council of three or more Pastors of cooperating churches of this association. The church desiring to affiliate with this Association shall petition the Association for recognition and shall present the regular uniform associational letter. The credentials committee shall investigate and make suitable recommendations to the Association. They shall be received into the association only by a twothirds vote as cast by the body. ARTICLE III. Object or Purposes Section 1. The object of this Association shall be to promote harmonious activity in carrying out the Great Commission of our Lord, to deepen the spiritual life, increase fellowship and promote cooperation among the churches. Section 2. This body shall exercise no legislative or judicial authority over any church, nor shall it have ecclesiastical power over the internal affairs of any church. Section 3. This Association reserves the right to reject Messengers from any church which shows itself to be unorthodox in faith or practice, or which willfully and persistently creates discord by refusing to comply with the spirit of these Articles of Incorporation. ARTICLE IV. Terms of Existence This corporation is to exist perpetually. ARTICLE V. The names and addresses of the subscribers to these Articles of Incorporation are: Name Residence Rev. U. Election of officers shall be annually. They shall take office immediately following the annual meeting. The Associational Planning Center shall make recommendations for the offices of 1st Vice Moderator and Treasurer. Additional nominations may be nominated from the floor provided the person nominated has been contacted prior to the meeting and has agreed to serve if elected. The person receiving a majority of votes shall be declared elected and shall also be the officer of the Association Executive Committee. The 1st Vice Moderator shall be moderator elect, to take office as the next moderator. Section 4. The 2nd Vice Moderator may be appointed by the newly elected moderator or president as needed. Section 5. The duties of Associational officers shall be such as are common to the same officers in similar organizations, and as indicated in the Bylaws of the Association. Section 6. The Associational Planning Team (APT) shall have seven (7) voting members: DOM, Moderator, and at least one (1) Eastern Time representative and four ( 4) at large. The DOM will nominate the team each year with approval from the Executive Committee. Associational staff (volunteer and paid) will serve in an advisory capacity. The APT will assume the roles previously held by Program Directors, Nominating Committee, Associational Council, Calendar Committee, and Missions Committee. They will appoint special subcommittees as necessary. The Media Director will be treated as a volunteer staff member. The APT will seek Executive Committee approval as needed. ARTICLE VII. Board of Directors or Executive Committee Section 1. The business of this corporation shall be managed by the Board of Directors, also known as the Executive Committee. The corporation shall have at least three Directors initially. The number of Directors may be increased f rom time to time, by the Bylaws and these Articles of Incorporation, but shall never be less than three. Section 2. The Board of Directors, or Executive Committee, shall be members of this corporation. Section 3. Members of the Board of Directors, or Executive Committee shall be elected and hold office in accordance with the Bylaws and these Articles of Incorporation. Section 4. The Associational Planning Team of the Association shall be responsible for all of the business of the Association during the interim between annual meetings. This Executive Committee shall be composed of the Association Planning Team, the paid Pastor, and ministerial staff, as well as one layman from each church and mission. No church shall exceed six total members. All retired pastors of the Southern Baptist Convention who are active in the association as interim pastors, shall have voting privileges, all other retired pastors shall be emeritus members. Each member of this committee may have an alternate at any given meeting, subject to the approval of the executive committee at the meeting. The Association officers listed in Article VI shall be the officers of this executive committee or Board of Directors. This executive committee or Board of Directors shall meet quarterly, or at the call of the Moderator or President, and in emergency at the call of the 1 st Vice Moderator, or Vice President, Clerk or Treasurer. Section 5. The Moderator or President shall appoint a committee on committees not later than May of his term. Said committee to be composed of three members. This committee will work up all committees that are appointed. This committee will appoint all committees to be presented to the Moderator for approval by the Executive Committee in September, and presented at the annual meeting in October to take office immediately following the annual meeting. The Moderator or President shall, upon approval of the membership, appoint other committees which are necessary for the work of the Association. Section 6. The names and addresses of the persons who are to serve as members of the Board of Directors, or Executive Committee, for the ensuing year or until their successors are elected are as follows: Rev. 9 ARTICLE VIII. Annual Reports Section 1. Churches affiliated with this body shall furnish annually to this body, before the annual October meeting, the information requested by the annual church profile. ARTICLE IX. Meetings Section 1. The Association shall meet annually, in October, and semiannually, in March, at such times and at such places as it may elect, by a majority vote, upon recommendation of the committee on time, place, and preacher. Section 2. In case of an emergency requiring a change of date or place of the annual meeting, the Board of Directors or Executive Committee may make such changes. Section 3. The Association shall have such other meetings of the general membership, as may be required or specified by the Bylaws. ARTICLE X. Proceedings Section 1. The Minutes of the Annual Meeting of this Association together with other tabulated information as prepared by the Associational Office, shall be published and distributed annually among the churches of this Association. The cost of printing shall be included in the Associational Budget. The Associational Office shall also be responsible for compiling the Annual Church Profile and Book of Reports. ARTICLE XI. Location The location of this corporation shall be at 2335 Industrial Drive, Panama City, Bay County, Florida. ARTICLE XII. Amendments Section 1. These Articles of Incorporation, as well as the Bylaws, of this corporation may be amended by a 2/3 majority of the messengers present and voting at any annual meeting or semiannual meeting. Section 2. Amendments may also be made at special meetings of the membership, upon notice given as provided for in the Bylaws of intention to submit such amendments to a vote of the membership. IN WITNESS WHEREOF, we, the undersigned subscribing incorporators have hereunto set our hands and seals this 20th day of October, A.D., 1971, for the purpose of forming this corporation, not for profit, under the laws of the State of Florida. 10 BYLAWS OF NORTHWEST COAST BAPTIST ASSOCIATION, INC. The following constitute the ByLaws of the NORTHWEST COAST BAPTIST ASSOCIATION, Inc. ARTICLE I. No members shall be heard, without rising and addressing the Moderator and when recognized then will speak. ARTICLE II. It shall be the duty of all Messengers to vote on all questions and the majority vote shall be considered final. ARTICLE III. It shall be the duty of the Moderator assisted by the 1st Vice Moderator to preside over the body, keep order, take the vote of all questions and to perform all duties necessary to such office. ARTICLE IV. The Clerk shall be responsible for taking the Minutes at Executive Committee Meetings, the Annual Meeting, signing of documents, and attending training conferences for Clerks. ARTICLE V. The duties of the treasurer shall be to receive all funds of the Association. He will make disbursements according to the Associational budget or by specific order of the Executive Committee. He shall make quarterly reports to the Executive Committee and an annual report to the Association. ARTICLE VI. The Second Vice Moderator shall preside at meetings of the Executive Committee and/or the annual meeting only when the Moderator and First Vice Moderator are both absent. ARTICLE VII. The Association Budget Committee shall prepare a proposed budget for the Association and present it to the Executive Committee before presentation for final approval by the Association. The Budget Committee shall serve throughout the year to make recommendations to the Executive Committee concerning any changes to be made in the budget. ARTICLE VII. The Program Committee shall plan the program for the annual meeting and present such to the Executive Committee prior to the annual meeting. The Program Committee shall see that each person on the program is properly notified of their responsibility. When it is necessary to change the program for the annual meeting, the Program Chairman shall recommend such changes. ARTICLE IX. The Associational Planning Team shall prepare, to the best of their ability, a proposed 12 month calendar of activity for the association and present such at the annual October meeting of the association. ARTICLE X. The Associational Planning team shall work to promote the missionary outreach within our Association. This committee shall cooperate with the Missions Committee in local churches and will not infringe upon the work of any local church. The Associational Planning Team shall work in close cooperation with the Director of Missions. The general qualifications, responsibilities and policies concerning the Director of Missions, shall govern the relationship of the association to the Director of Missions. ARTICLE XI. The annual minutes shall be distributed as follows: Each church and mission may receive up to 6 copies to be distributed as they deem wise. Each church may receive 2 copies for each additional 100 resident members (or fraction thereof above the first 100 members) if requested. No church will receive more than 25 copies. ARTICLE: XII. This body shall recognize Roberts Rules of Order as its standard for business procedure. As Amended at Annual Meeting October 18,

12 TROY VARNUM, DIRECTOR OF MISSIONS 2016 ANNUAL REPORT The Missions Center: We received the North Bay Baptist Church property as a gift in We have renamed it The Mission Center and are awaiting the sell of our Industrial Drive property before relocating. In the meantime, in order to show a presence, I am hosting most of my meetings and appointments at the Missions Center (1202 Virginia Ave, Lynn Haven). Plus the Florida Baptist Children s Homes and Reagan s Wish is using space to receive and distribute items for foster families. Also, a group of our pastors made home visits where an information packet was given that included an introduction letter re The Mission Center, a brochure re The Northwest Coast Baptist Association, and an emergency contact number. In the meantime, rooms are being cleared out and, once the azalea s stop blooming, the flower bushes will be trimmed back. Holy Hill: New plans have been submitted and I am waiting on a cost estimate. My hope is that our sister churches can help Holy Hill achieve this goal. Please be in prayer regarding what you can do. Mission Fund: This is a resource that can further our vision regarding engagement with our world. This fund is meant to help you connect with schools through the Backpack Ministry and to support the efforts in connecting with people groups. Feel free to inquire of me. Seafarers Ministry: Ken Hall, our Seafarers director has resigned due to health problems. Be in prayer for Ken as he continues to fill this role as we determine our next steps. Church Health: The number of churches who have serious questions about their future seems to be multiplying. I have always estimated the churches at risk as being around a dozen. Many can linger for a while before asking for a rescue. Our approach is to deal with requests as they come. There is no magic pill for this nor a one size first all answer. In Christ, Troy 12

13 2016 Volunteer Missions Report Jennie London Our Association Thirteen visits to churches have been made, with an impromptu presentation being given during three of them. There were also five scheduled presentations at churches. Provided a Volunteers in Missions/Disaster Relief Display at the 2015 Association Annual Meeting and also the Semi Annual Meeting this year. Filled in for Phyllis at the office several times throughout the year. Assisted with the Jack Grayson Panhandle Golf Classic, a fund raiser for Florida Baptist Disaster Relief. Assisted with our booth at the Fair on two different days. Assisted with the Give Away Day at the Baptist Center last October and also this March. Recruited a FBDR Chain Saw Team from FBC Port St. Joe, and helped to recruit two men with heavy equipment from FBC Panama City, to assist with clearing land for parking space at Holy Hill Baptist Church in November, Also recruited two ladies, one from FBC Panama City and one from FBC Lynn Haven to assist me with preparing lunch for this team and the volunteers from Holy Hill who also helped. Attended a total of six Crossover Events and took photos for the Association, at the request of Troy Varnum. Attended all sessions of the Florida Baptist Convention, at FBC Panama City Participated in the Prayer Walk for Holy Hill in August. Our Shower Unit Our Shower Unit, along with other local FBDR Units, participated in an Animal Response Disaster Preparedness Workshop at the Fairgrounds, February 27 and 28. This was a partnership venture between Florida Baptist Disaster Relief and our Bay County EOC. Our Shower Unit served three Mission Teams: two at Panama City and one at Altha. Our Shower Unit served the Florida Baptist Disaster Relief Region 1 Training event at Pace. It served one week in Hammond, LA, after the March Flood; one week in Tallahassee after Hurricane Hermine; and, as this is being written, it is preparing to serve in Melbourne, due to Hurricane Matthew. West Virginia Partnership, Tri County Baptist Association This partnership has been closed due to inactivity, plus it had already exceeded the original agreed upon time. Florida Baptist Disaster Relief Helped to recruit volunteers for the South Carolina Flood Response in October and the West Virginia Flood in July. Attended the State and Regional Planning Meeting at Lake Yale in January. Assisted with the work day at the FBDR warehouse at Marianna in February. Assisted with Registration and also taught both the Basic and Advanced Administration Classes at all seven of the Florida Baptist Disaster Relief Regional Trainings. Served one week with our Shower Unit in LA after the March Flood, one week in Tallahassee with Admin after Hurricane Hermine, and, I am now scheduled to serve with Admin in Melbourne, due to Hurricane Matthew. 14 Seafarer s Ministry Ken Hall, Director JESUSLOVESYOU@knology.net Please be in prayer for our Seafarer s Ministry as we look to the Lord s leadership for our next chapter. Ken Hall has resigned due to his health. We are extremely for what God has done through Ken. He has been a chaplain with a passion for the crews who came through our ports. FBCH 2016 Annual Report 2016 has been a busy, fruitful year for the Panama City area of FBCH! Since last year s meeting Florida Baptist Children s Homes has worked with 16 foster families as well as numerous maternity clients and adoptive parents. We have licensed five homes and have one in the licensing process. 38 foster children were served in our foster homes this year. One of our families adopted a sibling set of three special needs children. Another family was able to adopt the baby boy they had placed with them in the first month of his life. One of our children started out in one of our FBCH foster homes and was later adopted by another of our homes after the parents connected at one of our trainings! Our local foster families were able to keep six different sibling sets together. Our homes opened their doors and hearts to six older children who otherwise would have gone to group homes. One of our families advocated until the children in their home were moved into a therapeutic foster home where they would receive more specialized care. Seven of our children were able to be reunified with their biological families, and our families did an amazing job ministering to those families during times of transition. One of our foster children made a decision to accept Christ and be baptized! His family came from out of state to watch him be baptized and enjoyed a holiday meal with one of our foster families. One of our brand new homes accepted a 16 year old who was expecting a child. The baby was recently born and that foster teen is surrounded by a loving foster family to support her and teach her how to be a good mom. God is doing awesome things in the lives of these children and families! FBCH has hosted two Quality Parenting Training (QPT) classes and has just started a new one this week. Last year we had nine people attend these classes, this year we have had 33 people attend QPT! A big reason we ve seen the rise in the number is because of our local churches that not only hosted our classes, but also provided child care which allowed more families to be able to attend. A big thank you to Hiland Park Baptist and First Baptist Panama City for supporting our trainings and our families in this way! Continued next page 14

15 FBCH con t In addition to these trainings we were also able to host a Foster Parent Appreciation Day for our foster parents. We provided a brunch for the families and then childcare and gift cards for the parents to enjoy the rest of the day. Carlisle Baptist allowed us to use their facilities and Gary and Phyllis Poland cooked the delicious food enjoyed at the brunch. Some of the other events and activities this year have included: *Attending a gift card shower hosted by the WMU ladies at First Baptist Panama City. The ladies held a catered gathering where over $5,000 in gift cards were donated for use by our local foster families. *Participating in Hiland Park Baptist s Mission Fair *Helping to plan a Quality Parenting Initiative (QPI) luncheon with Big Bend Community Based Care and Life Manage ment Center. At this luncheon the WMU group from First Baptist Panama City was recognized as Hometown Heroes for their work in planning and hosting a gift card shower for foster parents. *Licensing Specialist spoke at Carlisle Baptist s Wednesday night service to educate about sexual abuse awareness. *Emerald Coast Fellowship included the Licensing Specialist in their Mother s Day Service. This was a special day as a new ministry Reagan s Wish was announced. This ministry has been created to support local foster families by meeting their physical needs. Already Reagan s Wish has provided car seats, clothes, bottles, gift cards, and so many other items for our foster families. We are very excited about partnering with this amazing ministry in the years to come! *Many churches throughout our association supported FBCH through our yearly diaper drive. Two new things were started this last year that we hope to see continue into this next year. 1. Every year FBCH has a program called Gingerbread that provides Christmas gifts for the children in our foster homes, as well as restaurant gift cards for our foster parents. In the past, churches in Tallahassee always provided these gifts. Last year several of our local churches participated in this program and it was exciting to have local support and involvement! 2. Recently the first Foster Parent Support Group was held at Hiland Park Baptist. It was a great time for our families to spend time together sharing their experiences, offering advice, and praying with one another. Our next meeting is planned for December at St. Andrew s Baptist Church. We are so blessed to have such amazing support from our association! Our families could not provide the care that they do without the love, support, and prayers of our local churches. We believe God is just getting started with this ministry and look forward to increasing our number of foster homes, encouraging individual church members to volunteer with our organization, and developing even stronger partnerships with our local churches.
