1 NFMS Annual Meeting August 15, 2014, Hermiston Oregon Official Minutes Call to Order & Welcome: After officially opening the meeting with a self-introduction, President, Don Innes welcomed all and introduced the seated Officers: Warren Rood, 1 st Vice President, Hidemi Kira, 2 nd Vice President, Judi Allison, Secretary, Lyle Vogelpohl, Treasurer and Evan Day as Parliamentarian. He also made special note of the current AFMS President, Richard Jaeger. The Pledge of Allegiance was led by Hidemi Kira. Introduction of Past Presidents and VIP s by Warren Rood included the following roster: NFMS Past Presidents; Lyle Vogelpohl- 82, Ed Romack 86, Dee Holland- 88, Jon Spunaugle- 92, Lauren Williams- 93, Linda Keltz- 99, Doug True- 01, Chris Blickfeldt- 04, Chuck Sonnor- 07, Patty Amos- 08, Paul Heesacker- 09, Evelyn Cataldo- 10, and Judi Allison- 12. Shirley Leeson was introduced as Past President of the California Federation. Dee, Lauren, Ed and Shirley also served as AFMS Presidents. Credentials: Del & Clara Walker stated there were 14 to vote in as Delegates. Clara moved to seat the fourteen with Janice Van Cura seconding. Vote in favor was unanimous. Seated were 31 clubs with 53 Directors and Delegates. Directly after the vote two additional members arrived without credentials. Clara again moved and Janice seconded to accept their representation. Motion carried. With the addition, the total voting body numbered 32 clubs with 55 representatives. Memorial Tribute: Tom Burchard gave a memorial tribute to Joan Day. She and Evan met in 1958 and married in They moved to Brigham City, Utah in After raising their daughters, Joan spent time in the banking business and with H&R Block. In 1977 they joined the Golden Spike and Beehive Clubs. Joan enjoyed beading and other lapidary endeavors. She became Secretary of the NFMS in 2001 and served until her passing in the fall of Tom noted that Joan and Evan were the first individuals to introduce themselves when they moved to Utah. Thank you, Joan for being our fellow rockhound and friend. Beth Heesacker then asked about a tribute to Viola Jones who served most recently as NFMS Rockhound of the Year Representative. Although Beth had not seen any obituary, she asked if Linda Keltz might have some information. Linda stated Vi s three sons were busy going through lots of stuff, but she didn t know if there was going to be a memorial. She concluded by stating that she would surely be missed. Invocation was then given by Pastor, Evan Day. President s Report: Don stated his report is in process and he will post it in the Newsletter when it is completed. Secretary s Report: Judi added that she decided one shouldn t try to do everything at once as she did this year. Three week vacation just prior to the show, co-chairperson for the NFMS show and NFMS Secretary Duties make a very full plate. Following is the written portion included in the packet. I think am getting the hang of what needs to be done as Executive Secretary. I have come to the conclusion that taking a three week vacation right before a Federation Show you are Co-Chairing is probably not the brightest idea for maintaining a calm state upon your return. But, I think I am getting all together, albeit, probably a little closer to the meeting time than should be for advance packets. Hopefully, you will see fit to make me the permanent Secretary. Judi Allison, Executive Secretary, pro-tem Minutes of Mid-Year Meeting: Judi pointed out the minutes could be found at the end of the annual packet. Treasurer Report: Lyle had distributed copies of his report. He pointed out that our membership has maintained and possibly increased a bit. We had a new club join us July 15th: the Kalispell Rockhound Club from Kalispell, Montana. Lyle moved and Paul Heesacker seconded that we accept this club into full membership. Motion carried unanimously. Lyle then explained a line item on the financial report. There was a need to pay the IRS a tax penalty of $ Unbeknownst to us, the woman who generally has done our taxes fell ill and failed to file an extension. Due to the circumstances, we will request a reimbursement. Jon Spunaugle is helping Lyle with the process. If that is not successful, a claim will be filed with the insurance company for errors and omissions. In

2 the future we will file our own extension when the treasury is taken to the accountant at tax time. In essence, we are financially in good shape with Junior funds also being solvent Budget: Warren introduced the proposed budget he had prepared for the coming year by moving that the body of members accept it as written with permission to move items within the budget s approved amount as needed. The motion was seconded by Jon Spunaugle. The proposed budget was approved by a show of paddles. (Budget Attached as Addendum) Custodian: Hidemi thanked committee chairpersons for their prompt response to his request for information. Although most do not have items belonging the Federation, a custodial list follows these minutes. Bulletin Aids: Ronna Watkins announced that there was good news. There were several winners at the American Federation. Come to the breakfast tomorrow morning to hear the announcements. Please send Ronna either hard copies or electronic copies of your bulletin. Credentials: Clara pointed out to the membership that their address has changed. Please note the difference in the newsletter. She also stated they came, they were here and they did their job. Circulation: Tom Burchard stated his report was in the packet. (As follows) Our Treasurer, Lyle Vogelpohl, and our Directory Chair, Carol Willey, have not yet delivered the roster s to me. When they do the process of updating the Mailing Labels List will take about two to three weeks. Last year there were a lot fewer Address Service Request (ASR) responses from the Post Office. And I mean a LOT fewer. So, imagine my surprise when the February-March, 2014, ASR Responses came ROLLING IN. $ worth, so far. I think perhaps I was lulled into believing that the clubs were updating me because there had been so few ASR responses last year. Maybe most of the responses were because of late year changes and there wasn t enough of a response from the post office during the holiday season. Whatever the reason, our Newsletter Editor has assured me that she WILL publish an ASR late this year to see if that helps. These responses may mean there are some members receiving newsletters that they shouldn t be receiving, AND, some current and new members NOT receiving newsletters that should be receiving them. The Directory and Circulation Chairs are doing what we can to keep up, but we need the cooperation of the clubs updating us of changes to stay ahead of the curve. If we don t get that cooperation, we will be way behind in getting federation members their newsletters. (Mid-Year Report) Tom Burchard Directory: Carol Willey stated the report was in the packet. There are extra directories for sale at the information table at the show for a reduced price. Judi pointed out they make a good item to buy for a club door prize. (Report as follows) I just wanted to say thanks to a host of people in the clubs who keep current updates for the directory this year, I think the word got out and now it makes the job so much nicer to do. Tom, Audrey and Lyle work so hard for the clubs and they are my hero's. Keep up the good work NFMS Clubs. Carol Willey Education: Chairpersons, Jim and Libby Spencer were not present. Lakeside Gem and Mineral Society and The Oregon Agate Club had submissions to the All American Award and will be receiving their books and standings by mail. The results will be published in the AMFS Newsletter. Endowment Fund: Chairperson, Edna Nelson, stated Jon Spunaugle would offer the report. Jon explained the information from the report. There is sufficient money to use to improve the saws for the Northwest Rockhound Retreat and allow OMSI to also utilize the saws. He ended with a request, Keep donating. Historian: Shirley Leeson pointed out the information back in the Mid-Year Minutes. She noted the 2016 Show in Albany, Oregon will also be a combined NFMS/AFMS Show. (From Mid-Year Minutes) The 75th Anniversary of the Northwest Federation took place in Butte, Montana in The host society Butte Mineral & Gem Club put on a great banquet, NFMS Past Presidents Luncheon and Editor's Breakfast. This is an important milestone in the history of the NFMS, wish there had been more clubs there to participate. There were NFMS members from throughout the Federation. Ed Romack, NFMS president in 1985 & 1986 came from Alaska to join us. Other Past Presidents were: Lyle Vogelpohl, 1982; Dee Holland, 1988; Lauren Williams, 1993; Doug True, 2001; Chuck Sonner 2007; Paul Heesacker If I've missed someone, please forgive me. The picture is of Doug True, Shirley Leeson, Dee Holland and Lauren Williams. All old and all past presidents.

3 Juniors: Chairperson, Audrey Vogelpohl, stated we will be honoring eight Juniors for the Awards. The number of Juniors is increasing as evidenced by the number of submissions over last year. Audrey spoke a bit about the Future Rockhounds of America and the simplicity of joining. It is great for families and a way to ensure our clubs and hobby endure. The Junior Achievement Awards will be announced at the banquet. There is a monetary award. The awards have been divided into three sections instead of two because of the age ranges. There will be a total of $500 awarded to eight Juniors. Librarian-Videos and Slides: Darrell Watkins stated the information is in the packet. (As follows from Mid- Year Minutes) Darrell stated many of the slides are falling apart and cracking because of their age. He asked if any could be restored or repaired. Approximately ten percent need to be preserved. Jon Spunaugle stated the AFMS was in the process of doing such to digitize the slides. He has been involved in the process and offered to take some of the slides to work on them. (Darrell s written report also follows) I moved the library inventory from Sharon's house, in December, to Tieton, WA. I have filled several requests, and have had good feedback on the quality of the programs. I have completed and turned in an inventory. I would like to discuss the possibility of having the slide programs digitized, and am investigating options. Darrell Watkins Newsletter Editor: (Stated from Beth It s in the packet from Mid-Year Minutes) Beth Heesacker commented that some things on the web are late as Brad was sick and/or out of town. She suggested some sort of backup plan. There was not enough information sent in for a May newsletter, so May and June will be combined. Remember to check the second page of the newsletter to find the and physical addresses of the committee chairs. (Report) Newsletters are going out on time and thanks to Tom Burchard (Circulation) and Pat Lambert (Show Coordinator) and everyone else, the content fills the pages allotted. :-) I look forward to the discussion on ing or linking to the website for as many as we can in order to save the printing and postage costs. It will be nice to not be the biggest line item/drain on the NFMS budget. Beth Heesacker Nominations: (in the absence of Chair, Kathy Moedl, President, Don Innes stated the information was in the packet-as follows) The nominating committee is pleased to announce the slate of executive office nominees for These individuals will be introduced as candidates at the Midyear meeting in Kennewick, Washington on April 26th. Voting on these candidates will be at the Annual Meeting in August. Most of our candidates have shown their worth in previous service, and thus, are known to our membership. By way of introduction, the 2nd Vice Presidential nominee, Jim Bosley, is a member of the Idaho Falls Gem & Mineral Society. Jim just finish a stretch of 3 years as the IFG&MS President and is involved in all activities of his club, makes many items and teaches his craft on a regular basis. Jim graduated as a Mining Engineer and is recently retired from Idaho National Laboratory. He and his wife Linda became members of the IFG&MS in 2007 but enjoyed the hobby long before then. They both enjoy the many field trips and do beautiful work with the items they bring home. Personally, I have been very impressed with Jim s terms as President of the club. He brought many new and innovative ideas to the club in which we have all benefited and feel that the NFMS will benefit from his participation as well. Introducing the roster for 2015 Executive Committee Nominees: President: Warren Rood 1st Vice President: Hidemi Kira 2nd Vice President: Jim Bosley Secretary: Judi Allison Treasurer: Lyle Vogelpohl Nominating Committee: Kathy Moedl Northwest Rockhound Retreat: Chairperson, Lamar Tilgner, reported three people cancelled and three names were pulled from the reserve list, so the retreat is full again. The total has been raised from 50 to 53, so an additional three persons can enjoy the experience. Lyle spoke a bit about the retreat and the endowment funds money being used to replace two saws. A dealer at the show had a saw that retails for $1900. This saw had cut thirty-five slabs and is being purchased for $1400. A second dealer had a nearly identical saw that cut a few less slabs. That particular saw is in Arizona, but will be shipped to the retreat at the same cost.

4 Nominations, revisited: Judi pointed out that the previously presented slate of nominees needed to be voted on. After no additional nominations were submitted from the floor, Dee Holland moved the slate of candidates be approved by acclimation. Motion was seconded by Linda Keltz and approved unanimously. Past Presidents Council: Chairperson, Evelyn Cataldo stated a bid for the 2017 has been submitted to the Past President Council for review. Bids for the 2015 and 2016 shows have already passed the Council. Public Lands Access Committee: Chair, Andy Johnson stated the information was in the packet. (As follows) This time last year I wrote about the "Flames of Change sweeping through our federal land management agencies. Well folks, fast forward a year and I must now report that those flames of change have grown into a wildfire of enormous proportions affecting the very fundamental freedoms we exercise and enjoy in our country and upon our public and private lands. A poll conducted just last January by the AP-NACo Center for Public Affairs Research found that half of those surveyed said America's system of government needs a lot of changes or even a complete overhaul. A stunning 70 percent lacked any confidence in the government to make progress on the important problems facing the United States in More recently America's trust for its government has reached new lows. A Gallup poll released in June found that confidence in all three government branches had fallen significantly, with just 7 percent of Americans saying they felt good about Congress, a historic low. Is it any wonder why we feel this way when you consider the long list of misdeeds and scandals this administration and its agencies have been involved in. This nation as well as our Public Lands are in a crisis of historic proportions and if the silent majority of Americans and recreational users continue to be spectators instead of players and remain silent on the sidelines, well... sadly, free recreational rockhounding will be lost. Andy Johnson Resolutions: Resolutions encompassed a Proposal from The Bitterroot Gem and Mineral Society to add the following to the duties of the NFMS President & NFMS 1 st Vice President as it pertains to the duties they have to the AFMS as AFMS Regional Directors. Dee Holland, Alternate Federation, Wayne Farley, Federation Director, Bitterroot Gem & Mineral Society, Hamilton, Montana OP Board 2 PRESIDENT Shall serve as a member of the AFMS Board of Directors for the AFMS and the AFMS Scholarship Foundation at their Annual Meetings. Should the NFMS President or NFMS 1 st Vice President be unavailable to attend the AFMS Annual Business Meeting, Appoint the NFMS 2 nd Vice President. If there are not two (2) of the three (3) NFMS Officers attending, appoint someone to represent the NFMS. Preferably an NFMS Past President. Prepare for the AFMS a report on the state of the NFMS, to be sent to the AFMS Central Office prior to the AFMS Annual Business Meeting notice of which will be sent out by the AFMS Central Office. In addition the NFMS President will have a written list of members who have passed since the last AFMS meeting, this list will be read at the AFMS Annual Business Meeting and turned over to the AFMS Secretary. o OP BOARD 3 1 st VICE PRESIDENT Shall serve as a member of the Board of Directors for the AFMS and the AFMS Scholarship Foundation at their Annual Meeting. Prepare for the AFMS a report of the activities accomplished by the NFMS 1 st V.P. to be sent to the AFMS Secretary prior to the AFMS Annual Business Meeting notice of which will be sent out by the AFMS Central Office. Dee Holland moved and Paul Heesacker seconded that the above amendment be adopted. Motion carried. Rules and Awards: Chairman, Dee Holland said to come to the banquet to find out the winners. Safety: Chair, Chuck Sonner stated, as in the packet, one runs out of ideas. He made a plea for anyone having had a summer experience that may have had something go wrong to submit to him as a safety article. Scholarship: Chairperson, Evelyn Cataldo stated donations were way down. It was pointed out that our public status with the IRS as a Public Charity could be at risk if we don t maintain a certain level Show: Judi Allison again thanked all the volunteers for their hard work in helping the Hatrockhounds get the show up and running. She expressed Mike s and her appreciation for the spirit of volunteerism and giving attitude of everyone. If anyone has any issues, please seek out Judi or Mike. And thanks again. Enjoy the show. Stamps: Chair, Hermina Kolski stated she received a check for $225 for sixteen pounds of stamps. She asked for $126 and, The idiot sent $225! It was figured by the membership that the price was about $14.06 per

5 pound. Perhaps there were some stamps with more value. After a bit of bantering about the value of stamps and the money received, it was ascertained that the idiot probably sent an amount that was correct for the going rate of stamps at this time. Supplies: Chair, Patty Amos stated there was a lot of different items, but the documentation from the packet probably wasn t correct, as she has been selling some things. There are still T-shirts and hats at a very good rate. Ways and Means: (As follows-from the packet) During the year I have received copies of the monthly accounting from the treasurer and revenue and expenditures compared to budget appear to be on track. No other information to report. Janice Van Cura, Chair Website: Webmaster, Brad Larson stated his report was in the packet. He indicated usage has increased this year, as shown by the provided statistics. (See tables following official minutes) American Lands Access Association: President, Shirley Leesom stated there will be a meeting at 10:30 tomorrow morning. We should all go by the American Federation Code of Ethics. There are some serious closures happening and we need to keep on top of things and keep abreast of what is happening. Special Committees: Multi-Federation Field Trip: Chairman, Doug True reported on the recent trip to the Terry, Montana area. Attendees were able to collect a variety of items from various areas. There were nearly four-hundred people with thirty-one states and Canada represented. The rendezvous lasted seven days and included kids activities, pot lucks, fund raisers, and a live auction. After repayment of $600 seed money, there was $2200 profit for the Federation. He stated the next trip will be put together for the 2016 Show. Rockhound of the Year: New chairperson, Bev Bockman presented 2014 certificates for Mike Wall of West Seattle, Beth and Paul Heesacker of Clackamette Club and Marshall Curran of the Rock and Arrowhead Club. This was the first year certificates were presented. Evelyn Cataldo, Chair for the American Federation Rockhound of the Year made a plea to clubs to resubmit the name of an honoree if they had not heard of the person being listed. Because of Vi Jones sudden passing, it was not certain all submissions were passed on to the AFMS. If a submission wasn t published, please resend it to Bev Bockman. Website Contest: Cheri George stated it is in the packet. (Following) We had only one entry in the Website Contest for NFMS, what a shame!! There are so many fine websites in our Federation and I am at a quandary as to why none of our fine Webmasters are not willing to enter theirs. Why wouldn't you want to have a nice Trophy and Certificate for your club's edification?? Why would you not have a moving.gif on your website that tells the world that it won 1st, 2nd or 3rd place in the NFMS and or AFMS. The rules have changed, you no longer have to put your clubs membership form on the Website, you can enter one year after another if you do not win 1st place in AFMS for one of those years. Then you only have to wait a year to do it again!! Tell me why this contest doesn't interest you!! me at lizardwoman3@yahoo.com and let me know your concerns for not entering your club's website, I am interested in knowing the reasons. I would appreciate hearing from you. Cheri George Future NFMS Shows: 2015 Show: The past Presidents Council requests the membership to vote on acceptance or denial by the Golden Spike Gem and Mineral Society to host this show. Tom Burchard moved and Janice Van Cura seconded that the venue of April 10, 11, and 12 th, 2015 to be held in Ogden, Utah be accepted by the membership. A discussion and questioning period then ensued. Chuck Sonner asked what wasthe recommendation from the Past Presidents Council. It was pointed out they agreed with the proposal and recommended the membership accept the venue. Judi Allison stated there is a video running at the show giving information about the area. Evan Day presented additional information. Utah is typically in the mid-seventies about that time of year. There may be some snow in the mountains, but it is generally pleasant. The show will be held in conjunction with Golden Spike s regular show. There will be accommodations for sixty exhibits, camping on site and field trips. There will probably not be a mid-year meeting because of the timing of the show. Possible collecting trips may include minerals as Roger Beck has already offered to lead a group to Topaz Mountain. Members from the Provo Club and Beehive Club have also offered to lead trips. Evan requested that members bring materials from their home areas for the silent auction, as they should sell well. With the above information the vote was called for. Motion passed.

6 2016 Show: Janice Van Cura, Chairperson for the combined NFMS/AFMS Show, Treasures of the Northwest, stated it will be held July in Albany, Oregon. AFMS will also have meetings on July The club is working on field trips to take place before, during and after the show. The plan is for 200 displays. Mark your calendars and save the dates. Announcements: Co-Chairperson of the 2014 show, Mike Filarski gave a report on the attendance thus far. It appears there is a steady flow of people. He also requested that volunteers and those spending longer periods of time please use the overflow parking lot behind the Conference Center so there is more room in the main lot. Additional Business: President Elect, Warren Rood then took the floor. He stated he was humbled and excited and thanked the membership for accepting him as the President for the next year. He is a very busy teacher, but will spend the most time he can on Federation business. He has spoken with many about continuing with their chairmanship of specific committees. He offered his thanks to those who have served and those willing to stay on. Warren then mentioned the proposal brought forth at the mid-year meeting about saving money by switching from the hard copy to electronic versions of the newsletter. Current publishing costs are around $18,000 per year for the paper and shipping. A committee was formed consisting of Brad Larson, Beth Heesacker, Tom Burchard, Hidemi Kira, Don Innes and Warren. The committee talked and discussed many aspects of the process. Warren stressed that any changes would be made gently and would, ultimately, most likely be up to the individual clubs. The committee came up with two possible suggestions. I Each club would have a contact person who is usually an individual in charge of the regular mailing list. Brad, the NFMS webmaster, would take the list of contacts and send out notification that the Newsletter is published and available on the website. The contact person of the club would then inform their membership. II- In each club, the editor would send out either a PDF or hard copy of the Federation Newsletter to each member as they do their individual newsletter. Warren asked that the representatives of individual clubs take the information back to their clubs for discussion at that level. Beth stated that she sends out fifty-three hard copies of her club s newsletter. Seventy-five percent is ed. Her plan with this proposal is to convert the NFMS newsletter and her local Newsletter to PDF. She will send members both the link and the hard copy so they can get used to the electronic version and make a decision about which they choose. Don suggested that all members be sent an with a PDF they can download. Lauren commented that with more and more on the volume of hard copies is down. Does that increase the costs? We will most probably need to decide one day whether to drop shipment of hard copies. Audrey pointed out that members will still need to submit a circulation list for the directory. Warren cautioned that all was a suggestion and that it would be nice to pare down the cost of the newsletter. Clara stated the breaking point would probably be the printer. This is something that can be checked out. Lyle commented that the time involved to set up is fixed and what would tilt the scale would be the price of postage. He also stated he is the fossil of the group who remembers the old days of three copies of the Federation letter being send to clubs. Unless you were a person who received a copy he could guarantee you never knew about anything printed in it. If it is mailed, at least it is in your home. Ed Romack told the story of being an old guy who can t see so well. He finds the electronics on the I-phone and computer to be exasperating and deletes things so as not to fill up his memory. Warren pointed out more and more companies and businesses are starting to slow down on shipping. A link to a PDF or other source doesn t clutter up your . Kat Koch discussed the difficulty of printing out a newsletter if it was written in an 11x17 format. The resulting hard copy is too small to read. It was suggested that printing in landscape mode can help the situation. The discussion was then laid to rest. Do please have a conversation with your individual clubs about their receipt of the newsletter via or PDF. Chuck Sonner brought a question to the floor about the balance in the Junior account. He related a story of the family of a Junior Award recipient coming to a banquet and sitting to the side during the meal as if unable to pay the fee for the meal. His suggestion was for banquet tickets be given to parents and awardees paid for by money from the Junior Fund. After phrasing the suggestion in the form of a motion, it was seconded by Dee Holland. A discussion then ensued. In the past there have been families of seven attend. The suggestion was to only pay for two adults and the awardee. Audrey Vogelpohl noted that there would need to be changes in the operating procedures in order to do such. Evan Day stated the OP s read that the fund may support special project if approved by the executive branch. Chuck then requested that the body of members present at the meeting request that the board do such. The motion was then revised to read that the Executive Board review

7 for viability payment to parents and an awardee and discuss the possible aspects and/or ramifications of such action. With Chuck so moving, Paul Heesacker seconded the revision. This motion was approved by the voting body present. Judi then gave directions to the banquet. Jon Spunaugle moved and Jeannie Willey seconded the meeting be adjourned. Carried. Well, it has been one fast ride this year for the website. The data for this report will be from August 20 th 2013 to July 3 rd I do apologize for the latency of the show listings and delay of one of the monthly newsletters; this was due to a weeklong hospital stay with 3 weeks of recovery which was added to that. I am in better health now and hope that I will not have to experience this again. Basically as for the structure of the website, the only new page that I have added was the Newsletter Archive. This encompasses all newsletters from 2006 to 2013, as each New Year the old newsletters will be housed here, so that the most current newsletters will be housed in the main Newsletters page.

9 If there is anything that the membership would like to see, a wish-list of sorts, I would be glad to try to accommodate this for the good of the membership to advance communications throughout the lapidary world. Please don t hesitate to speak up. In the pages to follow I will show the growth and or decline of pages being seen and who has visited our site. The date range will be from 20 th of August 2013 thru the 3 rd of July I did have one suggestion to add to our site. Add a location for the Federation Show to include photographs of the award winners and/or their showcases to be displayed on our site. If we show a photograph of the person, we would need to get a photographic release and if they are under 18 a release signed by their parent/guardian before posting on the website. If we photograph the winners showcase (without photo of winner) and denote the placing and or specific award along with their name and club that they belong to, we would not need a photographic release statement.
