3 GARLAND COUNTY QUORUM COURT MNUTES FOR THE MEETNG ON July 9, A regular meeting of the Garland County Quorum Court was held July 9, 2018 at 6:00 P.M. at Hot Springs, Arkansas with Judge Rick Davis presiding. Opening prayer was led by Brother Gerald Michau, Signs of Life Church and the Pledge of Allegiance was led by Judge Rick Davis. Upon roll call the following Justices of the Peace were present: David Reagan, Thomas Anderson, Denise Marion, Jimmy Young, John Horner, John Paul Faulkner, Jason Braziel, Matt McKee, Drew Hudgens, Larry Griffin, Darryl Mahoney and Larry Raney. Absent: Ray Owen; Total present:12 Absent:1 Judge Davis welcomed everyone to the meeting and asked if anyone in the audience wished to speak to an agenda item. A motion was made by Justice Anderson to approve the Agenda, duly seconded by Justice Raney. Motion Carried. A motion was made by Justice Young to approve the Minutes, as corrected, of the June 11, 2018 meeting, duly seconded by Justice Raney. Motion Carried. A motion was made by Justice Faulkner to approve the Minutes of the June 25, 2018 Special Meeting, duly seconded by Justice Braziel. Motion Carried. A motion was made by Justice Griffin to approve the Exhibits, duly seconded by Justice Griffin. Motion Carried. COMMTTEE REPORTS Justice Hudgens reported Exhibits C and D reflect previously held meetings on June 25, and June 1. He also reported the Ordinance Committee met prior to the Quorum Court meeting, with all items receiving a do pass. Justice Mahoney reported the Environmental Services Committee/Public Works and Buildings committee did not meet. Justice McKee reported Exhibit F reflects the Finance Committee meeting held on July 2, Justice Anderson reported the Human Resources Committee met on June 27, 2018, with Minutes to be approved at a later date. Justice Griffin reported the Public, Health, Welfare and Safety Committee held a special meeting on June 27, with Minutes to be approved at a later date. Justice Griffin reported Exhibit E reflects the T Committee meeting held on June 14, A motion was made by Justice Griffin, duly seconded by Justice Braziel to approve the committee reports. Motion Carried. Judge Rick Davis announced that Vivian Thomas as the Garland County Employee of the Month. Vivian is the Chief Deputy Treasurer in the Garland County Treasurer s Office. Page 1 3

Total:12 Absent: Owen; Absent:1, Motion passed. Following a brief update by Gary Troutman, a motion was made by Justice Raney, duly seconded by Justice Horner to approve the July nvoice payment to the Metro Partnership. Upon voice vote, the motion passed. New Business: Sheriff McCormick gave a brief update on the spade/neuter program. Justice Raney mentioned that he Hot Springs Village Board has an election soon and are seeking people to run for office. A motion was made by Justice Anderson to adjourn, motion carried.
