3 Warrant for Town Meeting. Fal- To JAMES E. MERRILL, a Constable in the Town of mouth., in the County of Cumberland. (TREETING : In the name of the State of Maine, you are hereby required to notify and warn the inhabitant* of said town of Falmouth, qualified to vote in town affairs, to meet at the town hou<e, in said town, on the fifth day of March, 1900, at nine o'clock in the forenoon, to act on the following articles, to wit : To chouse a Moderator to preside at said meet- Fir.-t. ing. Second. To choose a Clerk for the ensuing year. Third. To hear and act upon the reports of Selectmen, Overseers of Poor, Assessors, Treasurer and Superintendent of Schools. Fourth. To choose all other necessary Town Officers for the ensuing year. Fifth. To.see if the town will grant and raise such sums of money as may be necessary for the maintenance and support of schools, and the poor, and the repair of roads and bridges, and to defray all other necessary town charges for the ensuing year. Sixth. To See what action the town will take in regard to the pay of town officers. Seventh. To see if the town will vote to make a discount of one per cent, or more, on all taxes paid within a stated time, and raise money for the same.

4 4 Eighth. To see if the town will vote to charge interest, and how much per cent., on all taxes not paid within a stated time from the time of commitment. Ninth. To see if the town will vote to establish a Free High,School the coming year, and raise money for the same. Tenth. To see if the town will vote to complete one of the town halls for High School purposes, and raise money for the same. Eleventh. To see if the town will vote to complete the town house, or act anything relative thereto, and raise money for the same. Twelfth. To see if the town will instruct the Treasurer to pay no bills against the town except on town orders, or act anything relative thereto. Thirteenth. To see if the town will vote to establish the bounds of the " Johnson and Town Landing road " so-called, nr act anything relative thereto. Fourteenth. On petition of C. A. Baker and 21 other cottage owners, to see if the town will vote and raise a special sum of money for the repair of the Town Landing road, or act anything relative thereto. Fifteenth. To see what instructions, if any, the town will give the Selectmen relative to the present location and are of the powder magazines near Martin's Point bridge. Sixteenth. On petition of Albert H. Waite, and 5 others, to see if the town will vote to abate the tax on New Casco Hall. Seventeenth. To see what action the town will take to protect its clamming interests, and to make all necessary rules and regulations therefor. Eighteenth. To see if the town will vote to build a schoolhouse for school No. 9, and raise money for the same. Nineteenth. To see if the town will vote to build a schoolhouse for school No. 10, and raise money for the same.

5 Twentieth. To see it' the town will elect a Superintendent of Schools. Twentv-tirst. To see if the town will vote to accept the list of Jurors as selected!>y the Municipal Officers, Treasurer and Clerk. Twenty-second. To see if the town will instruct the Selectmen to place an insurance on the town house, farm buildings, and schoolhouses, or act anything relative thereto. Twenty-third. To see if the town will vote to accept the road as laid out by the Selectmen upon petition of C. \Y Mountfort and others. The Selectmen give notice that they will be in session for the purpose of correcting the list of voters in said town, and hearing and deciding upon the applications of persons claiming to have their names entered upon said list, at the town office, at eight o'clock in the forenoon, on the day of said meeting. To the Ci!i:.e)ix of Falmouth : A report of your superintendent of schools is necessary for two reasons, viz. : first, to conform to the law ; second, to inform you as to the needs and condition of our schools as far forth as we are able in the brief space allotted us. There is always an interest in education, and the interest of our citizens in relation to our schools is always manifest, but never to a greater degree than during the past year. This is an encouraging feature and we believe the time is not far distant when we shall see our school system improved. Your committee and superintendent have done the best we could for the progress and improvement of our schools under existing circumstances. We have classified them according to the ability of the pupils and good judgment of experienced teachers ; but find that one serious impediment to the real advancement of our schools is, that too much classifying is done at home. Would it not be well to leave this matter with the superintendent and teachers, or else visit the schools and see our children in competition with others. We have tried to follow our accustomed rule, i. e., to retain the same teacher in the different schools throughout

34 :i4 the year. In nearly all eases where we have deviated from this rule circumstances beyond our control have prevented our retaining them. Of the teachers who desired to be relieved from their work during the year, we regret their departure to other fields of labor, because our schools have suffered on account of the change. We hope this will not occur during the coming year. SCHOOL BUILDINGS. During the past year, owing to the generosity of our citizens, we have been able to make the repairs on the building- which needed our especial attention, and the house at No. 5 has been painted two coats, and the interior of the house at No. 1 thoroughly renovated, making it one of the pleasantest rooms in town. The walls of the room at No. 6 have been sheathed and varnished, and the woodwork at No. 7 cleaned and varnished. The great need the coming year will be at Nos. 1, 2 and 8, the first two needing new floors, and No. * a new chimney, the walls tinted, woodwork painted, etc. The needs of Nos. 9 and 10 will lie brought to your attention by articles in the warrant. FREE HIGH SCHOOL. We wish to repeat our opinion as expressed in the report of 1895 in relation to a Free High School. We feel that the time has come when this matter should receive the earnest attention of our tax-payers. We can have a fine room fitted up in our new town hall at comparatively small expense. As location has been a great hindrance in bringing about the desired result, we are glad that this obstacle has bee" "<_>vprl.

35 35 COURSE OF STUDY. About thirty-five per cent of the schools of our State have adopted the course of study as outlined by our State Superintendent. We have tried it the past year, but do not feel that we have given it a sufficient trial to warrant its adoption by the town this year. TEACHERS' MEETINGS. A meeting of the Union Teachers' Association was held at Falmouth Foreside in November and the leading educational topics were discussed. Our age is an age of progression, and while we look back upon the past with pleasure and note much that was inspiring, we must admit that the wants of to-day demand a wider range of study, and a better acquaintance with the laws of nature and government. Whatever maybe said of other interests in our town, our schools are foremost in importance, therefore we claim your careful consideration of the few suggestions proposed.
