Tuesday 28 th January 1947 Winterton Parish Council and Parochial Committee meeting (page 249). A letter was read from the Winterton Branch of British Legion asking for a Parish Meeting to be called to discuss the addition of names on the War Memorial of those killed in the 1939/45 war. After discussion it was RESOLVED that the matter be again considered at the next meeting. Tuesday 25 th March 1947 Winterton Parish Council and Parochial Committee meeting (page 251). A letter from the British Legion dated January 18 th was read, asking the Parish Council to call a public meeting to make arrangements to place additional names on the War Memorial. After discussion it was RESOLVED that the British Legion be asked to send a deputation of three to meet four members of the Parish Council, - Councillors Forsey, Hall, Osborne, and Borrill, and the following date was suggested, Tuesday April 15 th at 8pm in the Council Office. Tuesday 22 nd April 1947 Winterton Parish Council and Parochial Committee Annual meeting (page 253/254). A report was given by the Chairman on the Meeting held with the representatives from the British Legion. After discussion it was RESOLVED that the matter be left in the hands of the Chairman and Committee to obtain further information and report at the next meeting. Tuesday 10 th June 1947 Winterton Parish Council and Parochial Committee meeting (page 257). The Chairman gave a report on the present position. Monday 6 th October 1947 Winterton Parish Council and Parochial Committee meeting (page 259/260). The Chairman gave a report on the present position and it was Resolved that the matter be left over until the next Meeting. Monday 24 th November 1947 Winterton Parish Council and Parochial Committee meeting (pages 264/266). The Chairman read a letter from Mr. Mawson, Architect, Scunthorpe, and presented a design suggested for the War Memorial. After a long discussion it was Resolved that a Parish Meeting be held in January 1948, to obtain the views of the people of Winterton on the matter. Resolved that the Clerk be instructed to write to the District Education Officer, asking his permission for the use of the School Hall for the Meeting. Tuesday 20 th January 1948 Parish Meeting duly convened by Public Notices, held in the Schools, Chapel Street, Winterton (page 268). The Chairman of the Parish Council, Mrs R M Forsey, was in the Chair. Councillors Baker, Claypham, Hall and Shore were present, and eight other Ratepayers. The Chairman explained the reason for calling the Meeting, and the suggest [sic] plan was shown on the screen, and explained by Mr Mawson (Architect, Scunthorpe). After a general discussion, it was Resolved that the Scheme suggested by the Parish Council, should be adopted.

2 Tuesday 17 th February 1948 Winterton Parish Council and Parochial Committee meeting (pages 270/272). The Minutes of the Parish Meeting held on January 20 th 1948 were read and discussed. Resolved that a Committee consisting of Councillors Brown, Borrill, Claypham, Hall, Onn, and the Chairman be appointed to prepare a scheme, and that a letter giving details of the two suggested schemes be circulated to all houses in the Parish enclosing a reply envelope for contributions. Tuesday 30 th March 1948 Winterton Parish Council and Parochial Committee meeting (pages 274/276). The circular letter as recommended by the Committee was read and discussed, and after various amendments, agreed. It was also Resolved that the Clerk be instructed to have One thousand copies of the circular letter printed. Councillor Bee kindly undertook to have the letters delivered. Tuesday 20 th April 1948 Winterton Parish Council and Parochial Committee Annual meeting (pages 277/279). Councillor Bee reported that he had had the circulars distributed to all properties in Winterton, and he kindly undertook to arrange for them to be collected, and to bring them to the next Meeting of the Parish Council for consideration. Tuesday 1 st June 1948 Winterton Parish Council and Parochial Committee meeting (pages 280/282). The Parish Council were very disappointed at the lack of interest shown by the Parishioners. Out of about seven hundred forms distributed one hundred and thirty six were in favour of Scheme one and seventy two in favour of Scheme two. After a long discuss on it was Resolved that Scheme one be adopted and that the money be obtained by Public subscription. The various Parish Councillors agreed to collect from different districts. Resolved that the Clerk be instructed to request Mr H Spilman, Mr A E Walters, and the Scunthorpe Co-operative Society to give estimates of the cost of supplying and fixing two Bronze Plaques, one on either side of the existing Memorial, and the same type as the present one at the front of the War Memorial giving the names of the fifteen who gave their lives in the War. Tuesday 13 th July 1948 Winterton Parish Council and Parochial Committee meeting (pages 284/285/286). A long discussion took place and the whole matter was reviewed. Resolved that every effort be made to get the work completed by November 11 th Resolved that the Clerk be instructed to write the Lindsey County Council asking if it is permissable [sic] to spend money obtained on a Precept on the maintenance of the War Memorial. The following amounts were handed to the Clerk and he was instructed to bank in the Winterton Parish Council Account. Councillor Dover Councillor Onn Councillor Baker Councillor Clark Councillor Taylor Councillor Forsey Councillor Bee Resolved that the Clerk be instructed to place a list of the totals collected by each

3 Councillor on the Parish Council Notice Board and in the Council Office window. Resolved that the Clerk be instructed to request Mr A E Walters and the Scunthorpe Co-operative Society to give an alternative tender for the supply and fixing of one plague [sic] as existing one in place of the two plaques previously tendered for. A Scheme was suggested for the site to be cleared of bushes etc, the railings removed and a low wall built round. Resolved that the Clerk be instructed to ask for tenders from Mr A E Walters and the Scunthorpe Co-operative Society for the supply and fixing of two plates superimposed (not sunk) one on either side and to match the existing plaque. The Councillors agreed to complete their collections before the next meeting. A letter was read from the Winterton Branch of The British Legion requesting an annual monetary grant from the Lindsey County Council towards the cost of maintaining the War Memorial. Resolved that the matter be further considered at the next meeting. Tuesday 14 th September 1948 Winterton Parish Council and Parochial Committee meeting (pages 289/290/291/292). The Clerk reported that he had received the following amounts since the last meeting, Mrs Westfield & Mrs Pool Councillor Osbourne Councillor Onn 2.0. Councillor Borrill Councillors Claypham & Hall Councillor Brown Councillor Walton Councillor Baker and that the total now collected was Resolved that Councillor Shore be requested to complete the collection in Park Street, commenced by Councillor Brown, and that all Councillors be asked to accept any further amounts offered them. Letters were read from Mr A E Walters and The Scunthorpe Co-operative Society, giving alternative quotations. After a long discussion it was Resolved that the quotation of Mr A E Walters be accepted, for the supply and fixing of two Bronze Plates, superimposed one on either side of the existing one, for the sum of and lettering to match the existing at per dozen. WITH PROUD THANKSGIVING, WE REMEMBER THEM Councillor Claypham kindly undertook to have a report sent to the press. Resolved that the Clerk be instructed to place a list of the amounts collected on the Parish Council Notice Board, and also a copy of the proposed inscription. A reply from the Lindsey County Council, dated July 16 th 1948, stating that subject to the approval of the County Council, the Parish Council could incur reasonable expenditure upon the maintenance, repair, and protection of a War Memorial, limited to the product of a rate of one and one third penny in any financial year. Resolved that as from January 1 st 1949, the Parish Council take over the maintenance of the War Memorial. Tuesday 26 th October 1948 Winterton Parish Council and Parochial Committee meeting (pages 294/295). The Chairman reported that he had instructed the Clerk to amend the names as follows, delete Hazel, and amend Sanderson to W. Sanders. The Clerk reported that he had received the following amounts since the last meeting. Councillor Onn Councillor Claypham for Mrs Westfield Councillor Dover Councillor Shore The Clerk reported that Mr Walters was unable to complete the work by November 11 th It was Resolved that the War Memorial be unveiled early in the Spring 1949, and that the tender of Mr Walters to clean the War Memorial pointing up open joints and making good defects, for the sum of be accepted. The Clerk presented an Account for received from Mr Mawson, Architect, Scunthorpe, for plans etc prepared by him, and after discussion it was left in the hands of the Chairman to obtain further information.

5 Tuesday 7 th December 1948 Winterton Parish Council and Parochial Committee meeting (pages 297/298). The Chairman reported that he had interviewed Mrs Forsey regarding the Account received from Mr Mawson. After a long discussion the Clerk was instructed to write Mr Mawson and explain the position to him, asking him if he could reduce his charges. Tuesday 18 th January 1949 Winterton Parish Council and Parochial Committee meeting (pages 301/302). The Clerk reported that he had received no reply from Mr Mawson. Resolved that the Clerk be instructed to forward a Cheque for Ten Pounds to Mr Mawson, without prejudice, and to explain the position to him. Tuesday 15 th February 1949 Winterton Parish Council and Parochial Committee meeting (pages 304/305). The Clerk reported that he had written Mr Mawson as instructed, forwarding the cheque for Ten Pounds, but that no reply had been received although the cheque had gone through the Bank. The Clerk was instructed to request Mr Walters to have the necessary work done at the Memorial by May 8 th Tuesday 15 th March 1949 Winterton Parish Council and Parochial Committee meeting (pages 307/308). A letter was read from Mr W A Mawson dated the 18 th of February 1949, in which he stated that he was willing to reduce his charges to After discussion it was RESOLVED that the letter be laid on the table. A letter was also read from Mr A E Walters, stating that he would have the work completed, two weeks prior to May 8 th RESOLVED that a Committee consisting of Councillors Onn, Hall, Borrill, Clark, Escreet, and Shore, be appointed to make all the necessary arrangements for the unveiling of the War Memorial on May 8 th Tuesday, 21 st April 1949 War Memorial Committee (page 310). Present:- Councillor Onn, Claypham, Borrill, Hall, Clark, and Escreet. After discussion it was RESOLVED that:- 1. The addition to the War Memorial be unveiled on Sunday May 8 th 1949, and that a Parade leave Weir Hill at 2.45pm. 2. Rev Garrett be asked to contact the Ministers in Winterton, and arrange for a United form of service. 3. Mrs Tongue (Widow of the late Dr Tongue) be invited to unveil the Memorial, and failing her, the President of the Winterton Branch of the British Legion. 4. Mr Credland be asked to print, and have displayed twenty five Posters. (Mr Claypham arranged to make the necessary arrangements.) 5. Mr Derick Ball be asked to sound the Last Post etc. (Mr Onn agreed to arrange this.) 6. The Clerk be instructed to write the following organizations, inviting them to attend. Mothers Union Womens' Institute Girl Guides Brownies Buffaloes Oddfellows National Fire Service British Legion Show Committee

6 Youth Club Police write Superintendant. Tuesday 24 th May 1949 Winterton Parish Council and Parochial Committee Annual meeting (pages 311/314). The Clerk reported the receipt of a Cheque for from Mr Heslam, being the balance outstanding on the War Memorial Fund. RESOLVED that the Clerk be instructed to convey to Mr Heslam the best thanks of the Parish Council for his help. It was reported that the unveiling had had to be postponed from May 8 th 1949, to May 29 th 1949, and the Chairman invited all members of the Parish Council to be present. The Chairman arranged to see Mr Crowston and request him to tidy up around the War Memorial. Tuesday 21 st June 1949 Winterton Parish Council and Parochial Committee meeting (pages 316/320). The question of the maintenance of the War Memorial was again considered, and it was RESOLVED that the Clerk be instructed to write Mr Grantham, Cemetery Keeper, ascertaining if he would be willing to undertake this work, and if so at what figure. RESOLVED that the Clerk be instructed to obtain estimates from Messrs T. & J. Fletcher and Mr Westfield, of the cost of straightening the railings round the Memorial and taking off the points. Councillor Horlsey [sic should read Horsley] very kindly offered to paint the railings with white paint, providing all necessary paint et. The Parish Council accepted with thanks this kind offer. Tuesday 19 th July 1949 Winterton Parish Council and Parochial Committee meeting (pages 321/324). The Chairman reported that Mr Westfield had kindly offered to do the necessary work without charge, and that the work was now being done. RESOLVED that the Clerk be instructed to write Mr Westfield thanking him for his kind offer. The Clerk reported that he had drawn the attention of the Divisional Highways Surveyor to the broken reflector plate, and same had now been replaced and the post painted. The Clerk also reported that Mr Grantham was unable to maintain the War Memorial. Tuesday 13 th September 1949 Winterton Parish Council and Parochial Committee meeting (pages 327/330). War Memorial maintenance This matter was again discussed and it was left in the hands of Councillor Tong to make enquiries and to report to the next meeting. Tuesday 15 th November 1949 Winterton Parish Council and Parochial Committee meeting (pages 341/343). Councillor Tong gave a report and stated that Mr Crowston would be willing to maintain the War Memorial for one shilling per week. The matter was discussed and it was RESOLVED that Mr Crowston be appointed to maintain the War Memorial at one shilling per week as from November 1 st RESOLVED that the Clerk be instructed to order one ton of 1/2 to 3/4 washed sized gravel from J G Clugston Limited, for placing on the paths in the War Memorial.
