RISK MANAGEMENT ISSUES 3.1 None. 4. EQUALITIES AND DIVERSITY ISSUES 4.1 The ethos of the School is based on the principles of orthodox Judaism as interpreted by the School s Principal. The core of these principles is a recognition that both the written and Oral Torah are divine. The principles are enshrined in the Shulchan Aruch, the code of Jewish Law, and its commentaries, which delineate the laws, customs and values of an Orthodox Jewish lifestyle. 4.2 This ethos does not compromise the school s compliance of its statutory equality duty as set out in the Equality Act USE OF RESOURCES IMPLICATIONS (Finance, Procurement, Performance & Value for Money, Staffing, IT, Property, Sustainability) 5.1 None. 6. LEGAL ISSUES 6.1 The School Governance (Constitution) (England) Regulations 2007 (SI No 2007/957) sets out the new arrangements for the constitution of governing bodies of maintained schools including foundation and trust schools in England. These regulations consolidate the School Governance (Constitution) (England) Regulations 2003 and all of the subsequent amendment regulations. 6.2 All governing bodies of schools must be constituted in accordance with these regulations. 7. BACKGROUND INFORMATION 8.1 The Governing Body of Menorah Foundation School have submitted details of reconstitution in line with the legal framework detailed under The instruments have been approved by the Director of Children s Service. Formal authority is therefore requested for these instruments to be submitted for sealing.

5 INSTRUMENT OF GOVERNMENT : VOLUNTARY AIDED SCHOOLS 1. The name of the School is MENORAH FOUNDATION SCHOOL 2. The school is a Voluntary Aided School 3. The name of the Governing Body is MENORAH FOUNDATION SCHOOL BOARD OF GOVERNORS 4. The Governing Body shall consist of: a. Three Elected Parent Governors b. One LA Governor c. Three Staff Governors including the Head Teacher d. Nine Foundation Governors of whom three shall, at the time of their appointment, be eligible for election or appointment as Parent Governors 5. Total number of governors: sixteen (16) 6. The Trustees of the Menorah Foundation School Charitable Trust are entitled to appoint the Foundation Governors. 7. The ethos of the School is based unambiguously on the principles of orthodox Judaism as interpreted by the School s Principal. The core of those principles is a recognition that both the written and Oral Torah are divine. The principles are enshrined in the Shulchan Aruch, the code of Jewish Law, and its commentaries, which delineate the laws, customs and values of an Orthodox Jewish lifestyle. The School s twin objectives are to instill a love of learning and achieving of academic excellence within both secular subjects and within the sphere of Jewish studies. Notwithstanding the separation between secular and Jewish studies, the spiritual, moral and ethical upbringing of the children is the concern of every teacher within the School. The School aims to prepare the children for the continuance of their education at Orthodox Jewish Secondary Schools of a similar ethos and ultimately for their future lives as Orthodox Jews within a secular integrated society. The School aims to instill within the children the self-respect and confidence necessary for developing into independent self-motivated adults able to cope in a challenging modern society and at the same time, derech eretz for others. The School wishes to produce well-rounded individuals who possess both the deep moral feelings that lie at the root of the Jewish religion and the intellectual curiosity which lays the foundation for future learning. The School attempts to achieve this in a happy, caring environment where each child is encouraged to grow and develop according to his or her own, individual potential. 8. This instrument of government comes into effect on 14 July 2010.
