Details can be found on the CCAC Website by selecting About Us and then clicking on Proposal on the Structure of CCAC IN BRIEF WHAT ARE THE CHANGES? The proposed changes are as follows: Elimination of the local divisions (boards and all) in favor of one 25 member board. Divisions will be replaced by 16 regions, each with a regional director that will serve as a board member. IN BRIEF WHY MAKE CHANGES AT ALL? The City Clerk s Association of California is 40 years old. Upon it s creation, no one foresaw the inequity of member distribution, education distribution and resource distribution. The Any final action will only occur as a bylaw amendment by vote of the entire membership. Board and Divisions have heard member complaints, and know these problems exist. After listening to the members and dealing with a consultant, this proposal was born. The new structure is designed to better deliver services to members as a onestop shop for delivery of education and scholarship services through one portal, to all members, without changes in dues. CAN I STILL PROVIDE IN- PUT? YES! Please contact your Division representatives with your questions, suggestions and comments! Central Division contact information can be found on page 8. Any final action will only occur as a bylaw amendment by vote of the entire membership. Member engagement is critical to the process, so please engage. The event was filled with great speakers discussing great topics. The Topics covered were: Origins & Formation of Social T T C S e r i e s H e l d & Political Systems Election Law & Procedures Local Government Finance Codification Technology in the Clerk s Office Team/ Group Decision Making Communication Skills Organizational Value & Ethics The Clerk as a Professional. TTC is a great way to network with your fellow Clerks, learn topics relevant to your field AND, if you attend all four sessions, will satisfy the education requirement for a Certified Municipal Clerk certificate! Look into it! Scholarships are available! (see page 4)

3 Page 3 C C C C A N E W S L E G I S L A T I V E U P D A T E Assembly Member Roger Hernandez has introduced two bills that would affect Clerk Offices throughout California, Assembly Bill 278 and Assembly Bill 254. Assembly Bill 278,...would require the legislative body of a city with a population of 100,000 or more to adopt an ordinance, without submitting the ordinance to the voters of the city for approval, for the election of members of the legislative body by district. Assembly Bill 254, would eliminate the established election dates in March and April. The City Clerks Association of California, Legislative Committee ( Committee ), reviewed and discussed these bills at length. The Committee voted to send a Notice of Opposition letter regarding Assembly Bill 278 to Assembly Member Hernandez stating that, [i]n brief, we believe that this broad and costly state mandate is neither necessary nor appropriate. More specifically, the Notice of Opposition made the following points: The 100,000 population figure is arbitrary and does not reflect an assessment of individual community needs. A mandate for district based elections as the In brief, we believe that this broad and costly state mandate is neither necessary nor appropriate. Quote from CCAC AB 278 (Hernandez) Notice of Opposition Letter...we support your intent to increase voter participation and turnout [but] we believe there may be a better vehicle... Quote from CCAC AB 254 (Hernandez) Notice of Opposition Unless Amended Letter solution for any at-large challenge would conflict with the California Voting Rights Act ( CVRA ) and case law. Mandating legislative bodies to implement district based elections by ordinance without submission to the voters would bypass the will of the local electorate and cause tension as local ordinances are subject to referendum power. The bill is not needed as the CVRA is a strong and unbroken tool that works to protect voters The bill eliminates the ability to implement atlarge election alternatives based on the needs of the community should the jurisdiction wish to settle CVRA litigation. Implementation of the unfunded state mandate would be costly. The Committee also voted to send a Notice of Opposition Unless Amended letter to Assembly Member Hernandez regarding Assembly Bill 254 stating that,...while as local elections officials we support your intent to increase voter participation and turnout, we believe there may be a better vehicle by which to achieve that goal. The Notice of Opposition Unless Amended letter made the following points: The bill reduces the ability of local agencies to conduct regular and/ or special elections by more than 30% by eliminating 2 of 6 established election dates. Los Angeles county, were cities hold stand alone elections, may lack the capacity to conduct consolidated elections. Consolidation for all local agencies in other counties may result in capacity issues for other counties. There would be an impact to election day operations including the need for multiple and longer ballot cards, increased lines and wait times for voter and the placement of local is- sues on the longer ballots. There are numerous costs associated with consolidating elections. 5 Page 5 C C C C A N E W S MEET THE NEWEST CCCCA MEMBER It s me to meet our newest member, Patricia Bu on: Born and raised in Monterey County, I spent my youth loving the outdoors and enjoying the great coastal weather. In 1995 I moved to Upstate NY and spent the next 20 years raising our family. I worked as a Deputy Clerk in our Village and earned my NY state Notary Public while in office. A er our daughter married, my husband and I decided it was me to move back home with our youngest. In July we arrived safely a er a cross country journey with family expec ng our over due arrival. We stayed with family and acclimated to the dry heat of the Central Valley during the summer months un l purchasing our forever home in Visalia. Now serving as the City Clerk of Farmersville, I am both blessed and encouraged to take on this new endeavor with a suppor ve and caring staff. I look forward to mee ng the people of this small but great community and growing with them. On behalf of all the Central Division members, let me say Welcome back home and we are glad to have you as part of the Central Division family. But that wasn t the only thing that happened. Here are few other things that made headlines that year: Jimmy Carter became the 39th President of the United States. The Voyager I and II space probes were launched from Cape Canaveral. Popular songs included How Deep is Your Love by The Bee Gees and Hotel California by The Eagles. New York City experienced a 25 hour black out that caused loo ng and disorder. The Panama Canal was returned to Panama (someone found it in a Denny s parking lot decided it wouldn t be right to keep it just kidding). CCCCA NEWS maybe a technically accurate tle but it lacks the pizzazz and glamour of the Southern Division s newsle er, SOCAL CLERKIN or Hearst Publishing s, Esquire. Okay, Esquire is not a newsle er, but the tle is pre y rockin. If you have an idea you feel is worthy enough to grace the cover of the Central Division newsle er, e mail it to the Central Division Chair, Todd Stermer, at todd.stermer@fresno.gov. Have your submissions to Todd by May 30th, 2015 and it will be on the list of contenders that will be voted upon by the en re Central Division membership in June. The New York to London route typically took Concorde three and a half hours. The New York Yankees defeated the Los Angeles Dodges (four games to two) in the 83rd World Series.
