InstitutelocalVhiringandtrainingrequirementsthatfilljobswithformerlyunderemployed andunemployeddavidsoncountyresidentsthroughhighvqualitytrainingprograms, apprenticeshipsandexistingeducationalprograms. Publichousinghasa3,000Vperson,closedwaitinglist,andSection8housinghasa10,000V person,closedwaitinglist. HousingisincreasinglyunaffordableinsomeNashvilleneighborhoods.Between2000and2012, forexample,the12southareasawa269percentincreaseinaveragehousingcosts. WhyShouldWeCare? Nashvilleisacitythatpridesitselfonhospitalityandwelcomingmillionsoftouristsayear,yet manyofourpublicservants policeofficers,teachersandfirefighters can taffordtolivehere andmustcommutetoworkfromothercounties. Taxpayingcitizensarebeingdrivenoutoftheirneighborhoodsastheircommunities character andvibrancyaredestroyed. AllvoicesshouldbeheardinplanningNashville sfuturehousingsolutions. Nashvillemightbethe ItCity ofthemoment,butonlywhenwemakeitourcitywillwereally havesomethingtobragabout. ) WhatShouldBeDone? IdentifyasourceofrecurringfundingfortheBarnesHousingTrustFundtogenerateatleast $20millionperyear. TheDavidsonCountySheriff sofficehousesapproximately1,800inmatesinthemetrojailat anyonetime.theseinmatesoverwhelminglyaremale,andamajorityareafricanvamerican. 25percentofinmatesarementallyill;90percentneeddrugandalcoholtreatment. Theseincarcerations 46,000inall costourcommunityabout$64millionannually. 65percentofmisdemeanorcitationcasesin2013wererelatedtodriver slicenseissues. In2013,39percentofvehiclestopsbyMetroPoliceinvolvedAfricanVAmericans,thoughonly 28percentofNashvilleresidentsareAfricanVAmerican. MorethanhalfofalladultdrugarrestsinNashvilleinvolveAfricanVAmericans(28percentof residents),despitenationalstudiesshowingblacksandwhitesusedrugsatsimilarrates. In2013,44percentofMNPSstudentswereAfricanVAmerican,but72percentofoutVofVschool suspensionsand77percentofexpulsionswereofafricanvamericanstudents. Thesesuspensionsandexpulsions,including458outVofVschoolsuspensionsofkindergarteners, overwhelminglyarefornonviolentviolationsofschoolrules. WhyShouldWeCare? Massivenumbersofdriverslicenseoffensesburdenthepublicdefender soffice,thedistrict attorney sofficeandgeneralsessionsstaffandcreateaspiralofpovertyduetoexcessivefines. ExVoffendersleavingjailfacerestrictionsonobtaininganIDandfindingemployment,creating additionalhurdlesthatultimatelylandthembackincustody. Schoolsuspensionpatternsreplicatethemselvesaschildrengrowolder.Ablackmalebornin 2001nowhasaoneVinVthreechanceofgoingtoprisonatsomepointinhislife,whileaLatino malefacesaonevinvsixriskofthesamefate. WhatShouldBeDone? Economic)Justice) Developalternativestoincarcerationthatincorporateservicesandtraininginmentalhealth, addiction,domesticviolence,childrenandyouth,andhomelessness. Usecivilenforcement,liketickets,insteadofacriminalcitationorarrest,whenappropriate. StrengthenreVentryservicestoaidpersonsingettingjobsandhousing. Social)Justice Addressracialdisparitiesandimprovetransparencyregardingpolicestopsanddrugarrests. Createacitizenreviewboardtomonitorpublicconcernswiththecriminaljusticesystem. AdoptofficertrainingfordeVescalation,culturalawarenessandextremesituationalawareness. Juvenile)Justice AddressracialdisparitiesinschoolsuspensionsandreferralstoJuvenileCourt. Accordingtothe2013CommunityNeedsEvaluation(MetroSocialServices),Nashville s economicdevelopmenthasgrownby58percentsince2002.duringthesameperiod,poverty hasrisenby42percent,includingmajorpovertygrowthin16of35councildistrictsnearour urbancore. 20percentofNashvilleresidentscurrentlyliveatorbelowthepovertylevel. MetrooffersmillionsintaxincentivestocompaniestoexpandorrelocateinNashville;but oftenthedetailsofsuchdeals,includingjobscreatedandtrainingprovidedforlocalresidents, arenotclear. Bytheyear2019,Nashvillehasaprojectedgrowthinnewjobcreationof115,000jobs.Yetthe NashvilleChamberofCommercereportstherearenotenoughskilledworkerstofillthesejobs. WhyShouldWeCare? Growthandprosperityarenotbeingsharedinanequitablefashionandhavebeencausingthe formationoftwonashvilleswithinonecity.theriseinpovertyhasconsolidateddeeperwithin pocketsofourgeographicalboundaries. Lowworkforceparticipationindistressedneighborhoodsoftenremovesresidentsfrom informalnetworksthatleadtocareerjobswithlivingwagepay.nashville seconomicgrowth hasnotalleviatedtheseproblems. AspublicinvestorsinthecityofNashville,residentshaveavestedinterestinknowingthe returnoninvestmentsforpubliclyfundedprojects. WhatShouldBeDone? Publishyearlyauditsofalltaxandfinancialincentivesforpublicdevelopmentthatshowmoney received,jobscreated,payandbenefitsofsaidjobs,andthedistributionofjobs. InstitutepracticesthatrequirepubliclyassistedconstructionprojectstouseDavidsonCounty residentsforamajorityoftheworkhours,providehighvqualitytrainingprograms,andsupport employerswhopayalivingwageandtreatworkersfairly. Prioritizeneighborhoodaccessiblejobtrainingprogramsforcurrentresidentstofillimmediate jobneedsinthecity,withtrainingthatcorrespondswithlocallivingwagejobsindemand(i.e. healthcare,informationtechnology,financialservices,hospitality,etc.). Attachspecific,tangibleandmeasurablecommunitybenefitspackagestodevelopment projectsinhighpovertyareasthatwillaidlowandmiddleincomeresidentsthroughequitable neighborhoodeconomicdevelopment(ex.implementingacommunitybenefitagreements withinthebiddingprocess). ExpandtheMayor sofficeofeconomicandcommunitydevelopmenttoincludeataskforceto leadacommunityvwealthbuildinginitiativeforlowvandmiddlevincomeresidentsbyreviewing equitabledevelopmentmodelsandbuildingonemployeevowned,covoperativebusinesses.
