Have Parkland stand by. Dallas-1 I'm sure it's going to take some time to got your men in there. Put every one of my men there Repeat Cne. I didn't quite understa all of it Notify station five to move all men available out of my department back into the railroad yards and try to determine what happened and hold everything secure until Homicide and other investigators can get in there :31 pm Any information whatsoever It looks like the President has been hit, have. One guypossibly hit by a ricochet off the concrete and another seen the President slump. :2:33 pm A witness. says he saw tem pull the weapon from the window off the second floor on the southeast corner of the Depository building. 12:33 pm Do you have the building covered off I'm about three fourths of a block away Report there I'll leave the witness here Can you give us any information as to what happened for these people out here Evidently there has been a shooting with the President involved. I do not know the seriousness of it. One is at Parkland along with Dallas One. We have information the shots came from the fifth or fourth floor of the book Depository Store on the corner of Elm and Field officers are now surrounding and searching the building.

No Did they advise they have the suspect No. They do not have the suspect We need more manpower down here at the Texas Book Depository there should be a bunch on Fain if somebody can pick them up and bring them down here I'll start down Elm and pick up as many as 1 can I've got myself and five motorcycle officers holding traffic on Sterrmons, do you want me to release traffic or hold it? Current witness can't remember that. 531 Attention all squads, description was broadcast and no further information at this time. 12:16 pm Could nine determine whether the man was still supposed to be in the building or had he left He didn't know for sure and the witness he had didn't have a description. Unknown if he w.ts were in the first place All the information we have received indicates it did come from the fifth or fourth of that building Which building? Texas School Book Depository, Elm and Houston We had an epileptic seizure just before this, send a squad to Parkland and get all the information they can from that person. 12:1f8 pm Do you have any information that the Governor was also hit? Not yet. I'll check in just a minute Is One on the air? He is at Parkland Did you notify DPS on the suspect? I haven't had time yet but will Two advises attempt to contact station 401 at Parkland see if one can (record is not clear) Find out from Parkland the situation and see if the President will be able to appear out here, got all these people out here, need to know whether to feed them or what to announce out hare Yes, two, as soon as we can obtain that information Numerous people are asking us what happened, can you give us any information at all? There was a shooting involving the President and his party. The extent of it is not known.

Understand he was involved in its yes The Governor was also shot Can you obtain information from one if the President is going to appear at the Trade Mart I'll check now: Very doubtful Can you tell us whether or not the President will appear, what his condition is so that we can decide what to do with these people at this luncheon One advises his appearance is very doubtful Do you know what his condition is? No Send rope to Elm and Houston, we're getting a temendous crowd down here. 12:54- pm What else do you need? Lots of rope I'm going to send Fire Department rescue equipment with rope to that location. 1:CO pm Station break. 1:01 pm 1:12 pm 1:12 pm :18 pm Need a squad to go to the Community Blood Bank pick up some blood and bring it to Parkland code three Have they been notified? i-. People at Parkland have notified them Two requests information as to the extent of injury to the President and also if the Governor was hit The Governor was hit but the extent of injury is not known Most conversations were routine. We have found empty rifle hulls on the fifth floor and from all indication the man had been there for some time. Attention all squads, for information, we have a report an officer has been involved in a shooting in the 400 block of East Tenth. Notify One we have an officer involved in a shooting at Tenth and Patton, we don't know the extent of it yet.

Tippit was DOA at Methodist pm 1:145 pm Most conversation was routine. 1:45 pm Crders from Ono,got twenty more uniform officers to the entrance of Parkland immediately._ Send twenty men to Parkland code two. Gave a laundry tag number to Hcmici, -hick came from the jacket the.t.ispncl at the scene of the shooting involving Officer Tippit. m 531 Was advised the suspect had been apprehended in the Texas Theatre. 1:53 pm We're bringing the prisoner straight to the City Hall.. 1:53 pm 5:00 pm Most conversations were routine. Curry Chief of Police Subject: Transcript of Radio Log Shooting of President Kennedy Shooting of Officer Tippit November 22, 1963 Sir: The following is a transcript of radio transmissions pertaining to the incidents. These are channel one recordings, and most routine transmissions were left out for reasons of brevity. 10:54AM Meet 23 at the old terminal for assignment. 11:42AM 9-2 Crowds along Harwood are quite light, I was just wondering if we pick up two or three of these officers along here, 1 think we could do without, and take them down on Main St. 2-9 Are they on intersections? 9-2 No, in the middle. 2-9 Yeah, if that's the situation, go ahead and move them in there :45AM See if you can contact 9 on both channel one and two we need him bad on Main and Ervay. 11:48AM Channel two (so he can talk to nine) 12:24E4 Mike sticking on a motorcycle. Mike stuck open. Remained stuck open until approximately 12:33Pg 12:43PM 531 Attention all squads in the downtown area code three to Eln and Houston with caution. 12:44PM 531 Attention all squads, the suspect in the shooting at Elm and Houston is reported to be an unknown white male approximately thirty, slender build, height Five feet six, weight one hundred sixty-five pounds, reported to be armed with what is thought to be a thirty calibre rifle - no further description or information at this time. Then rebroadcast. 12:45PM }a 3364 Dallas 12:45PM Some squad asked, what is he wanted for? 531 Signal nineteen involving the?resident He's thought to be in this Texas School Book Depository here on the northwest corner of Elm and Houston. Many squads checking out to the location. 12:48PM 531 Information broadcast again on the shooting of the President and description of the suspect. More squads checking out to the location. 1 (1)

13 A :'rho is in charge down there at that area? 12:49PM ighteen's enroute, he will be in charge. More squads check out Fifteen's at the scene. The building is the old purse company on the east side of Houston, have that cut off on the back side, will you? Make sure nobody leaves there. Fifteen's in charge down here - correction, five's in charge Did you receive, four? No clothing description, physical description rebroadcast. 12:51PM More squads check out. 12:54PM (Officer J. D. Tippit) You are in the Oak Cliff area, are you not? At Lancaster and 2ighth You will be at large for any emergency that cones in. This is the last radio transmission between Officer Tippit and the Dispatcher. 12:55PM Any clothing description? No, given description available. Traffic officer to Dispatcher, dispatcher acknowledged. I have an eye witness over here that saw the President get hit. He's over at the T&P Railway overpass at the Stemmons service road. 531 :'what radio are you using, Traffic Officer? l'n using a three-wheel radio. 531 Called 55, 60, 100 and no answer from any of then. 15 also called started around the building when he heard it over the speaker Did he receive the information? Apparently so, he turned and started the other way, he can hear the radios down here. 15 and 312 called. 531 Did you receive that information 312? Repeat. 531 Three wheeler that has an eye witness to the shooting is on the T&P overpass at Stemmons just beyond the triple underpass. Traffic Officer said, "Stemnons Freeway service road." 531 Hold onto him I'm at this location, triple underpass, where do you want me? A three-wheel unit has an eye witness that saw the shooting is on the overpass T&P Railroad at Stemmons I see him over there. I'll go over there has got about six men shaking down the railroad yard back toward that direction if you get any more information on the shooting. (2)

Call then back in if you will Get us 508 to the Texas School B00% Depository Where do you want them to report, Elm and Houston? , be a hard one to search out thoroughly without those dogs is enroute W111 need two more cars to report to the President's - plane out here for escort service, please, sir I have one that saw the President get hit 1, ar. I'm on the Elm St. triple underpass before you go up on Stennons We've been instructed to go to the scene, what code? Code three. 531 Called 5, no answer and 9 are both in the building Given information from Got condition yet No He didn't see the shooting, he saw the President get hit Code three blood bank 2100 Commerce, take blood to Parkland. 16 closer, made pickup. 1:04PM What squad has that subject that was supposed to have seen the shooting He did not see the shooting 309. He saw the President get hit, that is 19, he has the person in his car You have information it came from the Book Depository down here Yes Is well covered off Code Five blood bank. I've got it and gone Code four Contact fifteen, see if he thinks it advisable to send people from out here, down there to relieve some of the squads on duty Get.15-2 to put people on the railroad tracks at his location to work back toward Houston. 1:18PM A citizen cane on the Police Radio stating, "Hello police operator." 531 Go ahead citizen using the police radio. The citizen then said, lle've had a shooting here." 531 Where is it at? ' 531 Citizen using police radio Live us location. Citizen then said, "Tenth Street." I; r. (3)

He then said 404 Tenth Street..531 Called Squad 78. Citizen then said, "It's in police #10." 531 Called 78 again. Citizen then said, "You got that." 531 Called 78 again. Citizen then said, "Hello, police operator, did you get that?" 531 Signal 19, involving a police officer, 510 E. Jefferson. Citizen then said, "Thank you." 531 Citizen using police radio remain off radio now. Several squads check out enroute. 1119PM Code What's that address on Jefferson? It's 501 E. Tenth Out Give me the correct address on the shooting East Tenth Is 519 E. Jefferson correct? We have two different locations, 501 E. Jefferson and 501 E. Tenth Are you enroute? Yes This officer on Tenth (The radio was real busy at this time and some of the transmissions are garbled.) The suspect is running west on Jefferson from the location - no physical description. Someone hollered into the radio, "Hello, hello, hello." On Tenth 500 block. Someone said, "A Police Officer was just shot, I think he is dead." }lave that information citizen using radio, remain off radio now Channel two I'm using a three-wheel motor, will have to go to another radio Did you receive information on the police officer being shot? Didn't that citizen say first he was on Jefferson then Tenth then Chesepeak Yes Did they relate. (4)

Tenth suspect last seen running west on Jefferson, no description at this time I just passed (for the next few minutes there was quite a bit of confusion as to location of shooting and suspect). 1:22pg Have a description on the suspect on Jefferson. Last sees about the three hundred block of :East Jefferson. White male, thirty, five eight, black hair, slender build, wearing white jacket, white shirt, dark slacks Armed with what? Unknown. 531 Description rebroadcast several tires. 1:25PM dispatched to Wadley Blood Bank code three escort to Parkland We believe we've got this suspect in the shooting of this officer, got his white jacket, believe dumped it ' on this parking lot behind this service station at 400 E. Jefferson, across from Dudley Hughes and he had a white jacket on and we believe this is it You do not have the suspect, is that correct? No, just the jacket laying on the ground. 1:26PM 531 Description rebroadcast I'm at Twelfth and Beckley now, have a man in the car that can identify the suspect if anybody gets him. Several minutes later One of the men here at the service station that saw him seems to think he is in this block, 400 block' East Jefferson behind his service station, give me some more squads over here. Several squads check out. 531 Received information from Methodist the officer involved in the shooting, Officer J. D. Tippit was DOA. 1:32PA They say he's running west in the alley between Jefferson and Tenth. 531 Broadcast this information. 1:33-2M 531 Rebroadcast description Do you know what kind of a call he was on? Repeat Was he on a call or anything No. (5)

Nothing, we're shaking down these old houses on the 400 block of East Jefferson right now Send me another squad over hero to Tcr,th and Crawford to check cut this church basement. 66 checked out (Excited) He's in the library on Jefferson east 500 block. 223 called again What is the location? Marsalis and Jefferson, library, I'm goina around back get somebody around the front, get them here fast. 531 Any unit near Marsalis and Jefferson at the library. Transmissions garbled They got him held up, looks like in this building at the corner We're all at the library Might can give you some additional information. I got an eye ball witness to the get away man that suspect in this shooting, white male, twenty-seven, five eleven, one sixty five, black wavy hair, fair compluxion, wearing a light grey Eisenhower jacket dark trousers, white shirt last seen running on the north side of the street from Patton on Jefferson on East Jefferson. He's apparently armed with a.32 dark finish automatic pistol which he had in his right hand For your information, they have the suspect cornered at the library at Marsalis and Jefferson This man can positively identify him if they need him They do have the suspect under arrest now. Hold on to your witness It's the wrong man. 531 Disregard all information on the suspect arrested, it was the wrong man has an eye witness to the shooting you want him to hold on to him Where is he? You want him to keep the eye witness at"the scene Yes I'm in front of 404 E. Tenth right now. I got two witnesses. I got one that talked to the officer and one that observed the man. _ What officer have you got commanding this area over here where this officer was shot? D What is your location I'm at Marsalis and Jefferson There is nothing to this Marsalis here, let's get back up to the place and work to north Jefferson, we got a witness that saw him shed his jacket and check towards Tyler. (223 interrupted this transmission several times.) (6)

Tenth where 221 has the eye witness Yes We've been instructed to report to the Oak Cliff scene, what's the location and code E. Jefferson code two. 210 was dispatched to notify Mrs. Tippit. 1:45 pm 531 Have information the suspect just vent into the Texas Theater on West Jefferson, supposed to be hiding in the balcony. 1:45pm , 492, 211, and many more squads surround the Texas Theater. 1:50 pm l'm remaining out to the Homicide Bureau with a witness cn the officer's shooting. 1:52 pm Suspect on shooting of police officer is apprehended enroute to the station From the Texas Theater. 55) Caught him on the lower floor of the Texas Theater after a fight pm Advised of shooting and apprehension advised. 5j) is in the car with use also 492. Dallas, Texas August 11, 1964 ASSASSINATION OF PRESIDENT JOHN FITZGERALD KENNEDY, NOVEMBER 22, 1963, DALLAS, TEXAS By letter dated July 16, 1964, the President's Commission referred to a memorandum captioned "Dallas, Texas, March 23, 1964." This memorandum contained the transcripts of all radio transmissions from Channel 1 and Channel 2 of the Dallas Police Department radio station covering the period from 10:00 A.M., November 22, 1963, to 6:00 P.M., November 24, 1963, as they relate to the assassination of President KENNEDY, the murder of Dallas Police Officer J. D. TIPPIT, investigations of said assassination and murder, and the security and movement of LEE HARVEY OSWALD to the Dallas County Jail. The President's Commission letter advised that in view of the importance of these transcripts, it was desired that the Federal Bureau of Investigation obtain the original tapes of the radio broadcasts and a new transcript be prepared from these tapes for the period 10:00 A.M. to 3:00 P.M. on Friday, November 22, 1963, and from 10:00 A.M. to 2:00 P.M. on Sunday, November 24, The President's Commission letter requested that the name of the reporting police officer be listed alongside each message. On July 21, 1964, Chief of Police JESSE E. CURRY, - Dallas Police Department, Dallas, Texas, made available to a Special Agent of the Federal Bureau of Investigation the original recordings reflecting the radio transmissions of Channel 1 and Channel 2 of Dallas Police Department Radio Station KEB 364 for the above-described period, and these recordings were reviewed by a Special Agent of the Federal Bureau of Investigation on July 21, 22, 23 and 24, 1964, at the Dallas Police Department.

The radio transmissions for the period 10:00 A.M. to 3:00 P.M. on November 22, 1963, on Channel 2 of Dallas Police Radio Station KIM 364 were recorded on a "Gray Audograph" recorder using 81/4" flexible Celluloid discs This equipment was purchased by the Dallas Police Department in the early 1950's. It was noted that these discs are badly warn from being played. In many places, the discs skip and portions of the messages are garbled. On July 21, 1964, Lieutenant.D.H...GASSETT, Plateau Commander, Dallas Police Department, advised that on November 22, 1963, between the hours of 10:00 A.M. and 3:00 P.M., three radio dispatchers were on duty at the Dallas Police Department at the same tire. Ho stated that two dispatchers handled Channel 1, each working an opposite side of the radio console which separated one dispatcher from the sight of the other. On this radio console, above each dispatcher, are a series of knobs with a unit number assigned to each knob. The purpose of the knobs is to indicate Which units are "in service" and Which units are "cut of service." Upon being contacted by any of the units the dispatcher, in addition to replying to the unit calling, adjusts the knob relating to the unit calling, to either the "in service" or "out of service" position. The third radio dispatcher's position is located at one end of the radio console. This position is for the Channel 2 dispatcher. Channel 2 is usually used only When a special situation is anticipated, as was the case on November 22, 1963, during the Presidential motorcade. This relieves the volume of - 2 -

Lieutenant GASSETC advised that each dispatcher has a time stamp clock before him and pointed out these clocks are not synchronized. He demonstrated by simultaneously time stamping a blank piece of paper, using two of the clocks. It wz.5. noted that one clock stamped the time as 11:16 A.M. and that the other clock stamped the time as 11:17 A.M. He stated this would explain a time element variation between Channel 1 and Channel 2. He further pointed out that the position of the hands on the clock appear different, depending on the angle. of sight from which one is looking at the clock. He stated a short person would have a different angle of sight than a tall parson. Lieutenant GASSETT stated this quite probably could explain the time element variation of the shooting of Officer J. D. TIPPIT with the Channel 1 entry indicating the approximate time as 1:16 P.M. and the Channel 2 entry indicating the approximate time as 1:18 P.M. Lieutenant GASSETT also pointed out that the information relating to the shooting of Officer TIPPIT was broadcast to the Dallas Police Department on Channel 1 by a citizen using Officer TIPPIT's police car radio, Which is a different radio frequency than Channel 2. He stated that this same information was then rebroadcast on Channel 2, which could also explain the time element variation between 1:16 P.M. and 1:1$ P.M.
