3 From the Editor s Desk Dear Readers, In one of the path-breaking and bold steps, Hon'ble Chief Minister Shri Vijaybhai Rupani has brought quality education in the reach of the common people. On March 30th, the Legislative Assembly of Gujarat passed 'The Gujarat Self-Financed Schools (Regulation of Fees) Bill, 2017' in order to control the excessive fees charged by private schools. In our cover story of May Issue, we have given a detailed account of the new fees regulation act salient features, regulatory committee, its rights and powers, relief to students, and how it will dismantle the concept of 'quality education means expensive education,' from the state. Interestingly, other state governments and the Central Government have also shown a keen interest in the Act. Another signi cant story covers Hon'ble Prime Minister Shri Narendra Modi's visit to Surat and Botad on April 16 and 17, In one of our stories, we have covered the Golden Jubilee celebrations of SUMUL Dairy launched by the PM, while elaborating the milk cooperative culture in Gujarat. The other story is a round-up of other events attended by Shri Modi including the inauguration of Link 2 of Phase 1 of the SAUNI Project and that of a multispecialty hospital in Surat. It will not be unjusti ed to say that pro-active approach towards issues has been one of the key competencies of Government of Gujarat. In a demonstration of the same, one story captures the launch of Aarogya Setu Yojana by Hon'ble CM, which furthers the concept of healthcare facilities in every village. Launched on World Health Day, the Aarogya Setu Yojana will have Aayush doctors alongside paramedical staff who will provide health check-ups two times a day to villagers, at village-level sub health centres. Another story demonstrates the preparedness and long-term planning of the state government for water security. This is an attempt to dispel the seasonal queries around water availability in the state especially during summer. Through this story, we have explained the meticulous planning and the on-going development work of the state government be it the construction of dams, check-dams/ de-silting, piped water supply, availability of water in canals, SAUNI Yojana, Narmada water management and so on. We also have an exclusive interview with Shri Atmaram Parmar, Hon'ble Minister for Social Justice and Empowerment. In the interview, which has been presented in a Q&A format, we ask him about his life and work as a minister. In particular we asked about the work his ministry had done so far in Social Justice and Empowerment. 5 PM's Visit Gujarat Marching Ahead PM Modi returns to Gujarat to an Unprecedented Welcome : Inaugurates a Multi-Specialtiy Hospital and Link 2 of SAUNI The Hon'ble Prime Minister, Shri Narendra Modi visited the city of bridges, diamonds and textiles on 17th April, It was his rst visit to the city after taking charge as the PM in 2014.The Hon'ble Chief Minister of Gujarat, Shri Vijay Rupani; Deputy Chief Minister Shri Nitinbhai Patel and various other leaders and of cers from the state government were present to greet the Prime Minister. The entire stretch from Surat airport to Athwa Gate had been lit. All the government buildings, road dividers, traf c islands and y-overs from airport to Athwa Gate were illuminated and the entire stretch glittered with LED street lighting. 5 May 2017

6 Gujarat Marching Ahead Shri Narendra Modi began his visit with an 11 km long roadshow wherein he had been piloted by more than 20,000 bikers. Post the road-show, he went to inaugurate the 'Kiran Multispecialty Hospital' that was built at a whooping cost of Rs. 500 Crores. The Hon'ble PM was impressed by the state-of-the art hospital and was sure that it would bene t the citizens. The hospital, which is spread in 17,000 sq.mtr area, is equipped with 9 helipads. Moreover, the hospital has been built with a futuristic approach wherein 750 beds will be accommodated in the near future in addition to the 533 existing beds so as to serve more and more people in such a mega city. In his address, he lauded the efforts of the founders of the hospital and said that it is one more step towards the development of a healthy society. He also emphasized that the poor must have access to quality and affordable healthcare. In this context, he talked about the Union Government's initiatives to bring down the prices of medicines, stents etc. He added the commitment of the Central Government to provide affordable healthcare for the poor and the middle class. Calling for focus on preventive healthcare, the Prime Minister said that the Swachh Bharat Abhiyan is linked to the efforts towards creating a healthier India. Hon'ble Chief Minister Shri Vijay Rupani, who accompanied the Prime Minister, announced a subsidy of Rs. Rs.40-crore as the contribution of the Gujarat government for equipment, to the hospital. The Chief Minister also announced a 20 per cent 'blanket subsidy' to May

Both phases of the project will ll up nine reservoirs in as many talukas districts ( ve in Bhavnagar, three in Botad and one in Surendranagar), to bene t 190 villages and irrigate 1.26-lakh acres. medical colleges being opened in tribal areas and to super specialty hospitals in rural areas in the private sector. Later in the day, the Hon'ble Prime Minister attended two signi cant events linked to the Saurashathra Narmada Avtaran irrigation Yojana (SAUNI). The SAUNI Yojana is a Government of Gujarat initiative, which was rst launched on September 2012, by PM Modi during his tenure as Chief Minister for the alleviation of the consistent droughts that plagued the region of Saurashtra. The Gujarat government has allocated 1 MAFT (Million Acre Feet) i.e. 43,500 Mcft (Million Cubic Feet), of the over ow of the Narmada River, to the Saurashtra region. Upon completion, the project will connect all 115 dams in the region and help strengthen the irrigation facilities of more than 10 Lakh acres of Land. In his previous visit to the state, he had dedicated Link 1 of SAUNI. During a function that was heavily attended by cheering crowds, who lit up their mobile phones and chanted 'Narmada Sarvade' meaning 'Narmada everywhere', the Hon'ble The Prime Minister also talked about how the project would help in lling up Botad's historic Krishna Sagar Lake, with the Narmada's waters. Spread over 130 hectares, the lake was built by Bhavnagar State Prince Krishna Kumar Sinhji in 1938, to provide drinking water to the residents of Botad. However, in recent years the lake has begun to dry up in summer months. With the completion of Link 2 of the SAUNI Yojana, the lake will now receive waters from the Narmada River and will provide drinking water to 1.13 Lakh people of Botad town. The Hon'ble Chief Minister Shri Vijay Rupani, who also accompanied the Prime Minister, spoke about the success of long-term projects like the Narmada canal and the pipeline network which have helped in eradicating the problem of water supply and droughts in the state. 7 May 2017

8 Gujarat Marching Ahead Milk Cooperative Sector Championing the Cooperative Model Hon'ble Prime Minister Shri Narendra Modi was in Gujarat recently, to inaugurate the Golden Jubilee function of Surat's largest milk cooperative SUMUL Dairy. At the event, the PM launched projects worth Rs.400 crores (approx.). SUMUL is a force to reckon with in the sector today. Its annual turnover has risen from Rs crores in the year to an impressive Rs crores in the year Surat, on its part, has been a frontrunner in Gujarat's Dairy Cooperative Movement. May

9 Gujarat Marching Ahead Underlining SUMUL Dairy's contribution in transforming the lives of tribals, farmers and cattle breeders, Shri Modi expressed his faith in the new projects which he assured would sustain and fortify the GDP of the state and the nation as a whole. He also acknowledged how SUMUL has deftly used Gujarat's much-talked-about and much feted 'Dairy Cooperative Movement' as a tool to engineer an economic revolution. The Prime Minister even had certain ideas to share regarding the future growth path of this sunshine industry. Production of solar energy on a co-operative basis, generating energy out of solid waste grouping together 10 to 12 villages, were some of innovative options offered to the members of the Cooperative. The success of milk cooperative sector in Gujarat is an apt example to demonstrate the collective energy of the people. While the entire nation knows about the leaders who spearheaded the milk revolution in Gujarat, it is equally important to mention that millions of people dedicated their complete resources in the making of such a successful business model. Another signi cant feat of this concept is the empowerment it brought to the deprived sections including women, tribal people and small farmers. The success of Gujarat's Dairy Cooperative Movement is not measured on just milk production and revenue growth; it also observes how it made women independent, ensured nancial security, increased their say in household decisions, gave them a sense of responsibility towards society and most importantly the acceptance of their rise by the society. Shri Modi's involvement with the state's cooperatives is deep-rooted, and it stems from the fact that cooperatives have always been the backbone of the state's economy. Gujarat has ve giant co-operatives which include AMUL Dairy, SUMUL Dairy, Dudhsagar Dairy, Baroda Dairy and Panchamrut. The state's share in milk production across the country is 7.75%, with 17 co-operative dairy milk unions and 25 private dairy plants operating on the ground. A workforce of about 30 lakh people produces billion litres of milk per year, and is af liated to more than 15,000 Primary Milk Co-operative Societies. As is evident from these gures, the sector is one of the 9 May 2017

The census data suggests that 42.6 lakhs households in the state are engaged in Dairy and Animal Husbandry sector which acts as a primary or secondary source of their income. These sentiments have been echoed by Hon'ble Chief Minister Shri Vijay Rupani, who in the past has often underscored the need for encouraging dairy farming as a fulltime vocation. For this purpose the Gujarat government is offering many schemes to encourage and improve milk cattle breeds, and thanks to these efforts, today Gujarat's cattle-rearers are able to supplying to different places in India. The SUMUL dairy, in Surat, has been one of frontrunners in this eld, since It began with a modest capacity of producing 250 litres of milk per day, and has slowly evolved into a giant supplier, with a capacity of lakh litres of milk per day. The dairy has as many as 1150 milk co-operatives in its network, and 2,50,000 members who keep the business ' owing'. The village co-operatives are linked to the markets through district level cooperatives. Between and , the production of milk in Gujarat increased from about 2 million tons to about 3.6 million tons (an average growth of about 4.3 percent per annum). With the upgradation of technology and means, as many as 25 lakh milk producers across the state are now practicing the digital payment process and 14 lakh new accounts have been opened for milk producers post demonetization. The most signi cant trait of the Cooperative sector, however, is its af nity towards inclusive development, and its capacity to ensure that the bene ts trickle right down to the grassroots level. Reiterating this, the Prime Minister also encouraged the members to adapt state-ofthe-art technology. This would increase per animal milk production and, in turn lead to a hike in per capita milk consumption---culminating in a nutritious diet, and a healthier population, declared Shri Modi. May

Furthermore, all of us, regardless of what station of life we come from, desire a country in which all men are given equal rights and they are all treated equally. But, for this to be possible it is necessary that every citizen has access to education and that they have knowledge of their rights and of the law, so that they can contribute more effectively to the development of the nation. 11 May 2017

12 Gujarat Marching Ahead Unfortunately, the cost of school education in India has far exceeded the earnings of the common person in India. Today, quality and affordable education is becoming a more and more distant dream for many members of the lower and lower middle class. Private schools have spread across India very quickly and have turned education into a business, where many private schools have gone on to establish monopolies in their elds over the years. In the process, they have stressed the nancial capacity of Indian parents/guardians because of their tendency to constantly and arbitrarily hike school fees. Putting an end to this practice, Hon'ble Chief Minister Shri Vijay Rupani has offered a de nite solution for this longterm problem. The Gujarat government recently passed the Gujarat Self Financed School (Regulation of Fees) Bill 2017 to stop private schools from arbitrarily raising school fees for any purpose. Private schools are now only allowed to set school fees as per the limits set by the state government. If any private school is caught ignoring the provisions of these new regulations, appropriate legal action will be taken them. This decision by the Gujarat government has lled the citizens of Gujarat with great joy and has signi cantly reduced the usual pressure they would normally face in nding good education for their child. With regard to this bill, Hon'ble Minister of Education Shri Bhupendrasinh Chudasama stated that, It was necessary to have this law in order for us to have the necessary tools at our disposal, to take action against those who would turn the noble profession of education, into a business. For this purpose, the Gujarat government introduced the Gujarat Self Finance School (Regulation of Fees Bill Gujarat has over 9384 self- nanced primary schools, 3831 secondary schools and 3032 higher secondary schools, which will come under the ambit of this bill. Once this bill is passed, it will grant greater access to quality education for more of Gujarat's students. Underlining the importance of the bill, Hon'ble Governor of Gujarat Shri O.P Kohli gave his approval on the bill, on April 12, With the approval of the Hon'ble Governor, the bill has now become law and this act will be applicable throughout the state. Now, more and more families from lower and middle class will be able to provide quality and affordable education to their children. In Gujarat, this bill will become active by the June 2017 academic session. Based on this, schools which have already charged more fees than the limit set by the State government for the academic session, have to adjust the difference in fees by the next academic session. The bill contains a number of provisions as listed under: 1. The Right to Set Education Fees: Education Minister Shri Bhupendrasinh Chudasama's fee regulation committee has set separate fee limits for each set of self- nance schools. For primary schools, the annual fee has been set at Rs.15,000, for secondary schools it is set at May

13 Gujarat Marching Ahead Rs.25,000 and for senior secondary schools, the annual fee has been set at Rs.27,000. Beyond this, the Gujarat government will also be establishing a regulatory committee, which after analysing the education fees, will decide the appropriate fees required for schools. Now if any private school wants to increase its fees, it will have to go to the regulatory committee and present its case before it. After which, the of cials of the committee will personally visit the school in question, and con rm whether their claims are genuine or not. 2. Fee Committee to be established in 4 Zones : To have this act implemented across all of Gujarat's private schools and to ensure that there is strict oversight, the Gujarat government created fee committees in four zones. These zones include Ahmedabad, Vadodara, Rajkot and Surat. All the districts of the state will fall under these four zones. This committee will comprise of a retired district judge, retired additional district judge or a retired IAS of cer (Principal Secretary Rank), or a retired IPS of cer (ADGP Rank) and a director will be chosen from them. A member of the administration from the schools will also be a member of this committee. The third member of this committee will be a chartered accountant selected by the state government, while the fourth member will be a government appointed valuer or civil engineer. A government-appointed academic expert and district education of cer of the concerned region will assist the committee in administration. The Right to Punish Self-Financed Schools : As per the regulations of the bill, if a self- nanced school were to charge fees that were higher than the limit set by the state government, than it would face a ne of Rs.5 13 May 2017

Schools would face a ne between Rs.5-10 Lakh for a second offence, and for a third offence they would have their accreditation and N.O.C withdrawn by the government. Beyond this, they will also have to pay back the students, twice the amount of education fees, and they will be given a time limit of 15 days to do so. However, it must be stated that play group and preprimary schools are not included within the ambit of this bill. If any self- nance schools are dissatis ed with the decisions taken by the Zonal Fee Regulatory Committee, they may appeal this decision in the committee headed by the retired district judge. This committee will consist of the education secretary, nance secretary, primary education director/ secretary, and secretary of Gujarat Secondary and Higher Secondary Board, representative of self- nance schools and a chartered accountant appointed by the state government. The following points indicate the major functions of the Fee Regulatory Committee : 1. The veri cation of fees set by self- nanced schools. 2. The fee structure set by both the state government and schools will be set by this committee. 3. Find out whether the fees recovered by the self- nanced schools are recognized by the educational authority. It also has to check whether it is af liated with the Gujarat Secondary and Higher Secondary Board, Central Secondary Education Board, Council for Indian School Certi cate Examination / IB Board or not, and check whether the courses prescribed by the board are being taught in schools or not. 4. Listening and providing redressal to the issues and complaints of all self- nanced schools, related to education fees. 5. Regulation of school fees as xed by the state government. 6. Take action under the act as per the regulations. 7. To supervise schools from taking higher fees and ensure that their boards are following the rules. 8. The Fee Regulation Committee will decide the education fee based on the criteria including fee regulatory committee, education fees, semester fees, library fees, science lab fees, entrance fee, guarantee amount, Yoga and physical training fees, exam fees and sports fees. Beyond this, the committee will also consider other fees as well. 9. This committee will also consider the fee regulation based on other parameters such as name of the educational institution, capital investment, types of courses, available infrastructure, administrative and maintenance fees, surplus funding for the development of the institute, total students enrolled, salary of teaching & non-teaching staff and other bene ts, annual depreciation and donations made. 10. Under the provision of this bill, the collection of donations and capitation fees by schools will be restricted. Through the adoption of this bill by the Gujarat government, debate on this issue has once again heated up across the country. Following this decision, states across the country have woken up to this possible future academic famine, and begun dialogue on possible measures of damage control. With Gujarat serving as a beacon for how to act, perhaps other states will take measures to reign in the high-handedness of privateschools. For now, the discussion in national circles is how under the leadership of CM Rupani, Gujarat has not only proven successful in changing the state's educational environment, but also that of the nation. 15 Health care Gujarat Marching Ahead ON THE PATH TO A BETTER AND HEALTHIER GUJARAT On World Health Day, Hon'ble Chief Minister Shri Vijay Rupani launched Arogya Setu programme, with an aim to extend health services in every village in the state. The initiative, along with the state government's other pioneering steps in healthcare, will collectively lead to a robust healthcare infrastructure in Gujarat. 15 May 2017

16 Gujarat Marching Ahead Under this programme, at the village sub-level health centres, Ayush Doctors alongside paramedical staff, will provide health check-ups to the villagers two times in a week. The Aarogya Setu programme will primarily address pre-natal, post-natal care and consultations; nutritional needs of mothers and children, family welfare advice, breastfeeding, infant vaccination and comprehensive child healthcare. The initiative will prove to be a shot in the arm for the state's healthcare sector, with the government adopting a 360 degree approach to address the challenges in the sector. From strengthening the infrastructure for medical services to taking a detailed view of medical issues across gender, age and income groups; the government has taken an aggressive approach to better the health services in the state. Ramping up its efforts to ensure essential medical facilities to every citizen, the Government of Gujarat has launched a slew of programmes to bridge the gap between health services and the people over the past few years. The core objective of these programmes is to provide easily accessible, affordable and quick medical facilities across the state. Schemes such as Ma Amrutum, MA Vatsalya, Rashtriya Swasthya Bima Yojana, Doodh Sanjeevani Yojana, Khilkhilahat Scheme are just a few of the many programmes launched to ensure the well being of its people. 17 Gujarat Marching Ahead The state has taken issues such as child mortality rate, maternal mortality rate and malnutrition in children head on and is aggressively exploring ways to take stock of the situation. Health camps that offer check-ups free of cost were set up throughout the state since June 2015 to provide screening and treatment for breast cancer, cervical cancer, diabetes, and other critical ailments. These camps also offer treatment to children who suffer from deformities such as cleft lip and club feet. Besides addressing prenatal, delivery and post natal issues; the government has gone a step ahead to ensure safe homecoming of new born babies and new moms through its Khilkhilahat Scheme, under which specially designated ambulances are provided to ensure the well being of both new mothers and their babies. The establishment of as many as 200 Bal Seva Kendras and roll out of the Doodh Sanjeevani Yojana are just a few steps in this direction. While Bal Seva Kendras are dedicated to the treatment of malnourished children; the Doodh Sanjeevani Yojana, conceptualised in aims to ght malnutrition among school going tribal children by providing them avoured milk. The scheme has ourished since inception and has now extended to more than 26 talukas that also include all tribal talukas. Addressing the need for better infrastructure and medical resources, the state government has established new medical and nursing colleges in the state. It also plans to put in place an Organ Transplant University and Institute of Public Health. The state government has also initiated efforts to increase medical seats in the state from 3,500 to 5,000, set up medical colleges in tribal areas, produce more super specialty doctors, and encourage medical tourism. This is further boosted by the Emergency Response Service initiated by the government. These services are provided through toll free number 108 for medical, police and re emergencies. Gujarat is the one of the very few states where the government has built a sprawling state-of-the-art Emergency Management Centre as Command Centre of Emergency Response in 15 Acres and 1.5 Lakhs Sq Ft with ultra modern technology. 108 emergency services is today serving the entire 6 crore plus population of Gujarat, covering all the 250 taluka with 585 Ambulances by providing free of cost emergency care services in case of Medical Police Fire related emergencies. All this is managed through an integrated State of the Art - Emergency Management Centre base in Kathwada. Till date, it has touched 73,73,390 lives and has saved 5,90,692 lives in the State of Gujarat. The objective of providing affordable and easily available medical services for the people is being zealously pursued by the authorities with the sole aim of developing a healthier state. 17 May 2017

19 Gujarat Marching Ahead Gujarat: A Case Study in Water Preparedness for India Despite being one of the driest and most arid regions in India, Gujarat has always served as a beacon amongst Indian states for its robust water management. However, in the last few decades, the Gujarat government has become known not only nationally, but internationally, for how well it has managed to create an integrated water management network that have served it well through the vagaries of the m o n s o o n. T h e G u j a r a t government new system has not only provided its citizens with drinking water, but has created a system that is able to also provide to provide water for irrigation and eventually electricity too. 19 May 2017

20 Gujarat Marching Ahead Saurashtra Narmada Avtaran Irrigation Yojana (Sauni Yojana) One of the major parts of Gujarat's Water Revolution, has been the SAUNI Yojana otherwise known as the Saurashathra Narmada Avtaran irrigation Yojana. The project was rst launched in September 2012, by then Chief Minister, Hon'ble Prime Minister Shri Narendra Modi to alleviate the consistent droughts that plagued Saurashtra for many years. But beyond, supplying water to the region, PM Modi also envisioned it as a multipurpose project i.e. it would also irrigate the region's elds, provide water to the reservoirs and utilize the Narmada River's water runoff from the monsoons. The absence of any perennial rivers only further compounded this problem for the state and underground sources of water were not adequate to cater to everyone's needs. To tackle what today has become a true crisis for many Indian states, the Gujarat government has taken the policy decision, to provide safe water for all types of uses ranging from domestic, agricultural, Industrial, Institutional, animal husbandry and others. Furthermore, the Gujarat government emphasized on the need to switch over from excessive dependency on ground water to surface water by developing a large and robust water infrastructure, in the form of a 'State-Wide Drinking Water Supply Grid'. Ÿ Ÿ Ÿ Ÿ The Major features of the grid include the following:- The bulk water pipeline will be 3,250 km in length, of which 2,670 km has been built. The diameter of the pipeline is such that, a family car can easily pass through it. It will cater to the needs of 44 million people of Ÿ 11,951 villages and 194 towns of the state. The grid has an extensive distribution network of 1,20,769 km. The grid 23,000 storage reservoirs and 183 water treatment plants with a total installed capacity of more than 3,000 million liters every day. At present about 2,500 million liters of ltered water is supplied to people on daily basis through grid. In addition to the Narmada River, the grid is supplemented with enhanced supply of water from local dams at strategic points. Gujarat Narmada Water Supply Projects In 2015 the Gujarat government began an independent pipeline project for 156 villages and 5 towns of Rajkot district pipeline project which are not connected with Narmada canal-based pipeline network a 450 MLD pumping capacity station established at Navda in Barwala taluka, Botad district. Two parallel pipelines of 450-MLD capacity built from Navda to Botad and 357-km long MS bulk pipeline enable drinking water to over 1181 villages and 22 towns of Botad, Bhavnagar, Rajkot, Amreli, Junagadh and Porbander districts by connecting them to Narmada water supply grid. The Gujarat government has also approved Rs. 600 Crore Narmada-water based 'D' network project in Under this project, the pumping capacity of Navda pumping station in the Narmada Project will be augmented and an additional 120 MLD water will be provided through 174-km long pipeline running from Botad to Gadhada and Chawad to Upleta. This will enable additional supply of 100 MLD water to 156 villages and 5 towns of Rajkot district and 20 MLD water to Junagadh. 21 May 2017

22 Gujarat Marching Ahead WASMO (Water and Sanitation Management Organisation) The Gujarat government understood that one of the leading causes behind water scarcity and overexploitation of water resources is poor management of existing of water resources. To this end, the Government understood that the best solution would be to empower local communities at the village level, to better manage water resources. In 2002, with the aim of communitymanaged reforms in drinking water sector, the Water and Sanitation Management Organization (WASMO) was established by Government of Gujarat as a Special Purpose Vehicle (SPV), in rural Gujarat to facilitate the development of water supply facilities. leading to an improvement in their living standards. Under WASMO, a Pani Samiti is formed which consists of members of the Gram Sabha who plan, implement, manage, own, operate and maintain the village water supply system. Till date over 18,000 Pani Samitis have been formed at the village level. Total Number of Pani Semi s in Gujarat Its vision is to enable local communities to have an adequate, safe and sustainable drinking water supply as well as an improved habitat, through empowerment and active community management of natural resources, Providing Piped Water for All As Gujarat undertook far-reaching reforms in the water sector, one of the major criterions it had iden fied in the last decade was to provide all households with tap water connec vity. Through the Gujarat government's relentless result oriented approach to supply tap water connec ons, the Gujarat government managed to provide 79.30% households i.e. 52,54,049 households in rural areas with tap water. This year, the Gujarat plans to extend this to 85%. Check Dams Both as a solution for conserving rainwater and providing adequate drinking water facilities, the Gujarat Government has undertaken steps to construct a series of check dams throughout the state within the last few years. Check dams are useful as they are designed to cope with the ow of water in rivers, and are constructed up to height of 1.5 to 2.0 Mt. and have a storage capacity between 0.20 Mcft to 1.5 Mcft (Million Cubic Feet). Check dams require less operation and maintenance compared to surface irrigation projects, and they also provide facilities for lift irrigation as well lifting from wells that have been recharged in surrounding areas. Furthermore, check dams unlike other major irrigation projects, do not require major land acquisition, and thus do not have to face any legal complications. Furthermore, bene ciaries are provided with advantages instantly. In 2016, the Gujarat government constructed over 1,66,082 check dams, with a water storage capacity of 28,408 Mcf. 23 Gujarat Marching Ahead How Integrated Water Management has bene ted Gujarat The most noticeable impact of Gujarat's integrated approach to water management has been how it has reduced Gujarat's dependence on water tankers to relieve water scarcity. Prior to 2001, Gujarat used to spend Lakhs of Rupees on the temporary measures temporary measures to supply water by tankers and sometimes by special trains. However, thanks to the commitment of the state government to modernizing Gujarat's water infrastructure and management techniques, the state's dependence on drastically reduced over the last few years. Gujarat's farmers were also better able to adapt their cropping patterns to meet the demands of the market, as indicated by how they were more willing to grow pulses. Gujarat's Water management system is unique in that not only is it large, robust and well-maintained, it is at its core constantly evolving. 25 Gujarat Marching Ahead Q: Sir, how do you start your day? A.: As a routine, I wake up at sunrise and start my day with prayers and Yoga. Next, I go on a morning walk and try and cover 1-2 kms. However, if I am travelling then it is dif cult for me to nd time for my morning walks. But I make sure I go out in the evening for my walk if I nd time. My routine has helped me keep myself in good health all these years. Q: Is there any particular incident in your student life that you found particularly inspirational? A: An incident that occurred in 1969 proved to be the turning point of my life. In 1969, when Smt. Indira Gandhi was the Prime Minister of India and Shri Morarji Desai was the Deputy Prime Minister, Smt. Gandhi announced the nationalization of India's banks without consulting Shri Desai. In protest, Shri Desai quit his position as Deputy Prime Minister. During this time, Gujarat was in the midst of a Bandh and I played my part as an activist and protested against the decision. It was during this time that I truly understood what it meant to work as public servant and decided to enter politics. Q: With your active schedule in public service, how do you nd the time to spend with your family? A: I have always seen politics as a medium of serving the public and not as a means of livelihood. My family members are accommodative and understanding Rapid Fire Q.: Which is your favourite book? A.: My experiments with Truth (The Autobiogrpahy of Mahatma Gandhi) and Satyarsh Prakash (Arya Samaj ). Q.: Who is your favourite author? A.: Shri Tarak Mehta and Shri Mariz. My Vidhan Sabha Constituency is Gadhada, which is 500 km away from my residence in Surat. It is because of the cooperation that my family has shown that I am able to dispense my duties towards the State effectively. I would also like to add that the saying behind every successful man there is a woman holds true in my case. I consider myself to be fortunate as my wife has constantly been by my side and has been a great aide in helping me balance my work and family life. Q: Who inspired you pursue law as your subject of study? A: I come from a family that has been engaged in agriculture. In fact, my father was a well respected man. However, at the age of eight, I realized that despite my position I needed to pursue a greater ambition. One of my father's friends, the then-mla Parsottambhai Chauhan inspired me with his words, If you wish to be a great leader in life, then you have to study for it. I decided to pursue law and become a barrister in order to help dalits, women, the weak and the underprivileged. It should be noted that during the ght for Independence, there were many great political leaders who studied to become barristers, including Shri Mahatma Gandhi, Shri Sardar Vallabhai Patel, Pandit Jawaharlal Nehru and Dr. Babasahebh Ambedkar. These great leaders left a huge impact on my mind and help me pursue my dream. Q: Sir, you hold an L.L.B. degree and have practiced as an advocate law for some time. What is your opinion on societal law and empowerment? A: You are right, I did begin my career as a lawyer. Helping a deserving person get justice lled me with a sense of spiritual satisfaction. Today, I oversee the Department of Social Justice and Empowerment. I also watch over the Women and Child Welfare Department, which includes departments that are concerned with the welfare of Scheduled Castes, Backward Classes, minorities, divyangs and widows. The overall development of 75 per cent of Gujarat's people comes under the ambit of my department. I consider it to be an honour as this is something that I had dreamt of doing since my childhood. It is a privilege to be responsible for such a crucial mandate. Q: In your opinion, what has changed in the lives of the exploited and disadvantaged classes in Gujarat? A: In the past 15 years, the Gujarat government has worked tirelessly for the upliftment and welfare of the disadvantaged and exploited sections of our state. 25 May 2017

26 Gujarat Marching Ahead Education is integral and imperative for any society to grow and develop. Our government has spent 60 per cent of the state budget, allocated for the welfare of Scheduled Castes, on education. The results are evident from the rise in literacy rates among the Scheduled Caste population in the state today. As many as 71 students were given loans to become commercial pilots, 1,087 students have gone abroad to study and every year over 1,66,000 scheduled caste students are going on to receive higher education. Besides this, programmes such as the Pradhan Mantri Awas Yojana, Sardar Patel Awas Yojana, Dr. Babasaheb Ambedkar Awas Yojana, Dr. Pandit Deendayal Awas Yojana, have helped us provide homes to the underprivileged. Q: What steps have been taken by the Government of Gujarat for the development of the deprived? A: The state has set aside about Rs. 1,032 crore for the welfare of Scheduled Castes, Rs 1,119 crore for developing castes and Rs 706 crore for social security in the current budget. This way, a total provision of Rs 2,857 crore has been made. Furthermore, Rs 26 crore have been allocated for the welfare of the Scheduled Castes in various government corporations and Rs 5 crore have been allocated for starting 25 training centres for recruitment of government employees. In addition, Rs 12 crore has been set aside for the construction of Dr Babasaheb Ambedkar Bhavan in Chhota Udepur and Botad and girls schools in Kadi, Gandhinagar and Lunawada. Also, we have decided to open 3 Ashram Shalas wherein students will be taught in English. Q: What steps have been taken by the government to make women independent and give them equal status in the society? A: Women in Gujarat are more able, safe and respected, as compared to other states in the country. This has been possible because of the various schemes of the government. In order to secure their futures, the government has come up with various bene cial schemes. These include reservation for girls in educational institutes and nancial grants for women preparing for competitive exams. Apart from this, women have been given 50 per cent reservation in regional bodies and 33 per cent reservation in government jobs. To ensure nancial stability of rural women, the government is offering several facilities to women working in milkcooperatives. Q: You also responsible for the Child Development Scheme. What efforts have been made to eliminate malnutrition from the state? A: We have taken some rm steps in order to eradicate malnutrition from the state. Currently, 4.64 per cent of children in Gujarat fall under the underweight category. Children between the ages of 6 months and 3 years with proportionate weight are given 7 food packets and children who weigh less are given 10 ready-to-cook food packets, daily. Besides this, children in the age group of 3 to 6 years with suf cient weight are given 4 ready-tocook food packets, daily. Teenage girls, pregnant ladies and breastfeeding mothers are given the facility of 'Take Home Ration', under which they are provided with premix packets of 1 kg upma, 1.5 kg of ready to eat 'Sheera' and 1 kg 'sukhdi'. Also, children between the ages of 3 to 6 who come to Aanganwadi centres are given breakfast and lunch through Matru-Mandals. Under the Doodh Sanjivini Yojana, children between the ages of 6 months and 6 years are given 100 ml of avoured milk ve days a week and teenage girls and pregnant ladies are given 200 ml of avoured pasteurized milk twice a week. We are con dent that with sincerity, dedication and hard work we shall be able to wipe out malnutrition from Gujarat. Q. Which political leaders have been a source of inspiration to you? A: I have been greatly inspired by Shri Atal Bihari Vajpayee, Shri L.K Advani Ji, Shri Murli Manohar Joshi and Shri Narendrabhai Modi. These great leaders have always placed the development of the nation above their personal interests and have fought adverse element through their visionary outlook. In addition, Shri Morarji Desai and Shri Jay Prakash Narayan Ji have also inspired me greatly. These leaders have breathed life into the saying ''र य ह ईद नम ' and given a new de nition to patriotism. Q: What is your message to the youth of the state? A: My appeal to the youth in the State is to be open in pursuing education, which is the hour of the need. It is important that the youth aim high and follow their ambitions as it will help us making Gujarat better, more developed and abundant. Q: Would you like to convey any message to the women of the state? A: No society can progress without strong and aware women. This section route runs from Vastral to Apparel Park and the Chief Minister stated that work on the route will begin on September During his visit to the Metro Depot, the Chief Minister observed presentation on the current progress of the Apparel Park depot, after which he gave of cials suggestions on the project. Speaking to the media, he talked how the project at a cost of Rs.10,773 Crore has been functioning with both central and state aid and aims to provide travelers with all amenities, including security for the next 200 years. The Chief Minister also stated that in elaboration of PM Modi's words the track of this project will be parallel to railway track and surrounding land of Railway. CM Rupani Inspects Navda-Upleta Pipeline in the Amreli District (April 7, 2017) of water, throughout the country. CM Rupani stated that the drinking water project in Saurashtra will be completed in six months. Furthermore, the SAUNI Yojana, project related to irrigation, is progressing at a rapid pace. Therefore, in the near future, Saurashtra's water woes will be a distant memory. Recently Chief Minister Rupani conducted an inspection of the Navada-Upleta Pipeline Project, being constructed by Gujarat Water Infrastructure Ltd. near the village of Chawand. Following his inspection, CM Rupani talked about how Gujarat is a pioneer in the eld of distribution While providing information about Saurashtra's major 'D' network pipeline project, CM Rupani stated that the largest pumping stations have been employed to provide drinking water to the South Saurashtra region. From Navada to Upleta, at a cost of Rs.597 Crore, work on the 171 km bulk pipeline continues. The tales of their piousness have been men oned in the Vedas and the Puranas too. Even Lord Krishna grew up as a 'cow herder' and his names such as 'Govinda' and 'Gopala' have linkages to cows which have been an integral part of the Indian society since me immemorial. They have been considered as the backbone of the Indian society due to various religious, Ayurvedic and spiritual factors. According to the Vedas, a cow provides four products for human use: (i) Gou-dudha (cow milk): According to Ayurveda, cow milk has fat, carbohydrates, minerals and Vitamin B. The milk also provides ample body resistance and helps in regenera on of brain cells. (ii) Gou-ghruta (ghee): It is considered to be the best form of Ghee, as per Ayurveda. Further, it is also useful in trea ng many body disorders. Generally, a cow's ghee is preferred while performing a 'yajna' since it is known to improve the air's oxygen levels. The status of cows in our country today is not the same for which we were once known across the globe. We are slowly losing out on our cultural values today. However, it is the need of the hour to openly discuss and deliberate on the issue of cow protec on in the country and take the necessary steps in this direc on.
