11 Publication Sambad Date 25 th May 2010 Bhubaneswar Page 6 Headline Industrialisation and dream for development Third Party Article By Mr. Rabindra Kumar Pattnaik SYNOPSIS: Odisha, which was earlier being recognized as a state with rampant labour trafficking, is still being considered as a poor state and its per capita income is still below the standard. The main reasons of this backwardness are unemployment, dependence on agriculture, profitless agricultural income and tardy progress of industrialization. Development, as per the modern economy, is being hindered due to the excess in the number of people depending on agriculture than industries. Rapid industrialization helps in economic growth and increase in personal income. But industrialization doesn t mean an end to agricultural activities. It may be noted that in the developed countries, the number of people depending on agriculture is limited to 20% of the total population. It is a historical truth that world economy was based on agriculture prior to industrial revolution. But the trend of industrialization in the developing countries is quite different. In this context, the proposals for vast amount of investment in the industrial sector have raised new hope for the intellectuals and policy-makers of Orissa. But it is to be noted here that most of the industrial projects proposed in the State are mines-based and are steel, aluminium and power projects which are dependent on minerals like iron ore, bauxite and coal, which are abundantly available in Orissa. Moreover, the state also has required infrastructures like transportation facilities and water. There is an increase in demand for steel, aluminium and power in the market. So, it is natural that the State would get proposals fro projects in these sectors. Earlier, the minerals from Orissa were being exported to other states and the state was only getting minimal royalty and was being deprived of the profit. So, the mines-based projects should be welcomed in the State. Industrialization has twofold benefits including both personal and general. At the personal level, it gives rise to employment opportunities, hence increasing personal income level. Industrialization also helps in increasing the revenue of the State. The major portion of the proposed investments in the State is for steel, aluminium and power projects and these industries always look forward to mechanical advancement. As a result, the establishment of such industries is highly expensive and less leabour-oriented. Thus, the cost of human resources is gradually lessening. So, there are more employment opportunities in the medium and small scale industries as compared to the mega industrial projects. But from the context of business, mega industries are more profitable. However, the establishment of the mega industries should not only focus on the increase in per capita income, rather it should target at minimizing the number of people living below the poverty line. As industrialization is very important for the development of the state including rise in employment opportunities and the state revenue, the State should adopt a new means to maintain a balance. The State should form a State Development Fund which would run with the profit from the minesbased industries. The Fund should get 10% of the Operation Profit every year. This fund would control the adverse impacts of industrialization and take care of the problems pertaining to displacement, pollution, law and order and damage of the roads due to industries. Besides, many developmental activities can be undertaken by this fund. There is a need for change in the legal norms to execute such a plan. 11
