4 Fort Hill Presbyterian Church History On July 21, 1895, Fort Hill Presbyterian Church, the first church to serve the communities of Calhoun and Clemson College, was organized by the Presbytery of South Carolina, Presbyterian Church in the United States. The organizational meeting was held in Doyle s Hall, the second floor of Bogg s Store (now Calhoun Corners Restaurant). The thirty-three charter members elected three elders and two deacons. Worship services were conducted there regularly by their first minister, the Rev. Mr. Benjamin Palmer Ried, until April 1896, when the congregation occupied their newly constructed building at the Church s present site. Prior to that organizational meeting, Presbyterians and other early members of the faculty, along with their families, met in one of the partially completed buildings of the newly organized (1893) Clemson College. Expansion of the building and mission of Fort Hill Church was continuous until a fire on December 4, 1932, destroyed the building. Since Clemson students had been worshiping in local churches instead of the college chapel from 1913 on, it was urgent that the building be completely restored as quickly as possible. The local congregation and Presbyterians throughout the Synod of South Carolina responded generously and accomplished this within six months! In the early 1960s, a new education building was constructed on the site of the old manse. Presently, the buildings house not only the ongoing program of the local congregation, but also the program of Foothills Presbytery s Ministry to Clemson University. 4 P a g e

9 Report of the Stated Clerk February 20, 2018 The Stated Clerk reports: 1. Has received the report of the Commission to Install Rev. Jason Moore as Pastor of Second Church, Spartanburg, SC, and has found it to be in order. (see attachment #1) 2. Has received the report of the Commission to Install Rev. Allyson Helvie as Pastor of the Mt. Zion Church, Sandy Springs, SC, and has found it to be in order. (See attachment #2) 3. Has received the report of the Commission to Install Rev. David Howell as the Associate Pastor of the John Knox Church, Greenville, SC, and has found it to be in order. (See attachment #3) 4. With continuing great thanksgiving for the hard work of the subcommittee of the Committee on Shared Ministry to create a Child, Youth and Vulnerable Adult Protection Policy [Members: Susan Tompkins (Certified Christian Educator), Donna Foster (Educator, Fourth), Susan Carlson (RE Eastminster) and Debbie Foster (Associate Stated Clerk), and Attorney Nick Nicholson (RE First Greer) for his legal review], the revised proposed policy is presented to the Body for the second reading. This will be presented during the Coordinating Council report. (See attachment #4) 5. Informs the Body that he, the Associate Stated Clerk, the Moderator, the Moderatorelect, and the Parliamentarian have read and reviewed the Minutes of the 2017 Stated Meetings of Foothills Presbytery and per our Manual of Operations have approved them. Howell. as Associate Pastor of John Knox Church. * * * * * * * * * * * * * * * * * * * * * * * * The Commission met on January 29, 2018, at 9:45 a.m. at the church. Commission members present were: Ministers Rev. Jim Caprell (Moderator), Rev. Matt Matthews; Rev. Gordon Turnbull. Elders Barry White (John Knox), Annalynn Barnett (John Knox), LeAnne White (Westminster Greenville). The Commission meeting was opened with prayer by the Rev. Jim Caprell. LeAnne White was elected Secretary of the Commission. The Commission recessed for the ordination and installation service. The Moderator presided. The service was opened with singing, prayer and scripture reading. Rev. Matt Matthews read the scripture and had the prayer. The sermon was preached by the Rev. Matt Matthews on the topic/text: Psalm 40 & Phillipians 4 (selected texts). The topic was Seed all we do with prayer in life and ministry. The title of the sermon was Let us Pray. The Moderator stated briefly the previous proceedings of the Presbytery and pointed out the nature and importance of the ordination and installation service. The Moderator propounded the Constitutional Questions to the Candidate, and these were answered in the affirmative. Annalynn Barnett, Elder representative of the congregation, propounded the Constitutional Questions to the congregation, and these were answered in the affirmative. The Candidate was then installed and prayer was given by LeAnne White. The members of the Commission then gave the new pastor the right hand of fellowship. The Moderator then declared that David Howell had been regularly elected and installed. A Charge to the pastor was delivered by the Rev. Gordon Turnbull. A Charge to the congregation was delivered by Barry White. Following prayer and singing, the new pastor pronounced the benediction. 31 Committee on Ministry February 20, 2018 The Committee on Ministry met for it s regular meetings on December 7 th and January 4 th and reports: 1. That in light of all of the congregations having shifted from Installed to Temporary Pastoral Positions (16 congregations in the last 10 years), that it appointed a subcommittee to discuss the impact of this change to our congregations and to presbytery as a whole. The subcommittee will also review the Temporary Contracts to make sure they are up-to-date and user friendly. 7. That it approved a plan to bring resolution to a 1998 PJC case. 8. That it approved Interim Pastor Training for Mike Johnston. 9. That Julie Schaaf and Beth Templeton will attend the SC5 COM, CPM, PJC Education Event at the White Oak Conference Center at the end of January. The Committee on Ministry recommends: 1. That Presbytery approve the Honorable Retirement of Darrell Fetzer and that we have a brief time to celebrate his ministry. 33 EXAMINATION COMMISSION REPORT February 20, 2018 The Examinations Commission met on 16 November and 21 December, 2017 at the Presbytery Offices. A quorum was present for each meeting. Action taken includes: 1. Teaching Elder Kate Taber was examined in areas of Polity, Bible, Theology and Sacraments and unanimously approved as an At-large member of Foothills Presbytery to serve as Associate Chaplain at Furman University. This has been deemed a Validated Ministry by the Committee on Ministry. The Commission also approved Rev. Taber s ability to celebrate the Sacraments and moderate Session meetings, under the guidance of the COM. Rev. Taber will be introduced to Presbytery at the Spring meeting. Her Call to Ministry and Faith Statements are attached. 2. The Commission approved a list of Scriptural texts suitable for candidates preaching at Presbytery or before this Commission as part of their examination. These texts are listed below. 3. Teaching Elder Allyson Helvie was examined for fit as to her call to Mt. Zion Presbyterian Church. Her examination was approved unanimously. Since Allyson is already a member of Presbytery, no other examination was required. Terms of call were approved and are as follows: Salary- $20,000; ½ FICA- $3060; Housing Allowance- $20,000; Presbytery required ½ FICA- $3060, Full Board of Pensions; Continuing Education- $1000; Professional/Travel- $2000; four weeks vacation and two weeks Study Leave. 35 Faith and Call Journey, Kate Taber While my parents are atheist and occasionally took us to a Unitarian Universalist church, from a young age I was fascinated by Jesus and the story of Christianity. My parents were vocally negative about religion in general and Christianity in particular, so I didn't feel I had safe spaces in which to explore this fascination. It wasn't until college that I felt free to explore faith. I became close with my college chaplain, who was the first person in my life to affirm my faith journey as being as legitimate and real as those of people raised Christian, that God was as present in my life as in those who were brought up going to church. She challenged me to think critically about the Bible, about Jesus, about what being a Christian means. Through her office, I was part of a formative faith community and my gifts were identified and nurtured. My chaplain invited me to consider seminary. This chaplain was ordained PC(USA), and she also gave me a glimpse into what it meant to be Presbyterian. I attended the local presbytery meeting once, as well as Presbyterian conferences. I became familiar with the denomination's basic polity and theology, and began to fall in love with its emphasis on the priesthood of all believers and the value of constant openness to the Spirit and reformation. I could see myself having a positive role and voice in such a denomination. I attended Princeton Theological Seminary after college, began worshipping at a local congregation, and was baptized into membership at that congregation during my first year at seminary. It was through that congregation, the Presbyterian Church of Lawrenceville (NJ), that I then entered the ordination process. During seminary, through a constellation of relationships and circumstances, I felt God calling me to care about and engage with the conflict in Israel-Palestine. I volunteered during summers in Bethlehem and Hebron with both Christian Peacemaker Teams and the World Council of Churches. I received the Parish Pulpit Graduate Fellowship from Princeton upon graduation that allowed me to return to Israel-Palestine and research faith-based peacemakers. At the end of my fellowship year, I continued to pursue my sense of call to ordination, entering a pastoral residency at Central Presbyterian Church in Atlanta. I was ordained to that call, working with young adults, advocacy ministries, and lifespan Christian education. Upon completion of that three-year residency, my husband was appointed by his employer to a position in Jerusalem, and at the same time I learned of a new position opening there with the PC(USA)'s World Mission. I served as a mission coworker for three and a half years, partnering with Christian Palestinian mission partners as well as secular, Jewish, and Muslim organizations working for a just peace and connecting Presbyterians with those partners. Throughout my career, I have felt a call to work with young adults, specifically college students. I cannot imagine a more influential time for faith and moral formation. When my family's time in Jerusalem came to an end, I pursued this sense of call and found a wonderful fit at Furman University, where I am passionate about creating a Chaplains' office that creates safe yet challenging space to wrestle with faith and doubt and explore issues of meaning, purpose, and truth. 35 P a g e

36 Faith Statement, Kate Taber I believe in one universal and triune God, Creator and Redeemer and Sustainer of all things. I believe God created human beings in God s image, with equal dignity and worth, to be free to love and serve. But instead we choose to turn away from our Creator, binding ourselves with sin and violating the image of God in others and ourselves. Individually and collectively, we wound, exploit, and neglect God s people and planet. Yet God remains faithful, responding to our rebellion with forgiveness and reconciling all of creation. Like the shepherd rescuing a lost sheep, like the vineyard owner who pays the late-coming laborer a full day s wage, like the father welcoming the prodigal home, God offers us abundant grace. I believe that Jesus Christ revealed the nature of God to be unconditional love. In his birth, Jesus showed God coming straight to the edges of society, concerned with the ordinary and outcast. In his life, he challenged the status quo and proclaimed the reign of God in his teaching, healing, feeding, and confrontation of corrupt power. In his death, he experienced the depths of human suffering as a result of betrayal, apathy, greed, fear, prejudice, and love of violence. In his resurrection, he broke forever the power of sin, affirming once and for all that hope is stronger than despair, mercy is more powerful than evil, and love will outlive death. I believe the Holy Spirit is God s presence among us, working to inspire, equip, and unite creation to fulfill its purposes of community, wholeness, and reconciliation. The Spirit justifies us by grace through faith that we might live as Christ taught us. The Spirit flows in and through the Church and the world, accomplishing God s work in both expected and unexpected ways and places. I believe the Church is the witness to God s covenant with humankind and exists to praise and serve God. Its members do so through repentance, friendship, prayer, and celebration. We do so through the proclamation of the Word, our central resource and authority in knowing God, particularly as it attests to the life, death, and resurrection of Jesus Christ. We do so through the sacrament of baptism, in which God s claim and call are sealed upon our hearts and lives. We do so through the sacrament of the Lord s Supper, which reminds us of God s self-giving love, binds us together as one body, and gives us a foretaste of the coming Kingdom of God. We do so through ministries of justice and mercy that work to make that Kingdom a reality, as we strive for reconciliation, healing, and courage and resist alienation, brokenness, and fear. We do all this in the very model of Christ himself, risking reputation and security, placing faith in God over culture s idols, and listening for the voice of God still speaking into our world today. And as we do, we remember the promise that God will be with us always, to the end of the age. 36 P a g e

37 CPM REPORT TO PRESBYTERY February 20, 2018 The Committee on Preparation for Ministry reports that: 1. On November 16, 2017, we: a. Received reports and updates on students under care of CPM. b. Presented and reviewed the CPM Manual revision draft. 2. On December 14, 2017 we: a. Received reports and updates on students under care of CPM. b. Approved disbursements for spring semester financial aid. c. Met with John Dubose (Inquirer- Easley) for annual consultation. Following a warm and inviting conversation, CPM unanimously approved John s annual consultation. d. Met with Alexandra Mauney (Inquirer First Greer) for request to move to Candidate status. Following a delightful, faith-filled examination with CPM, CPM gladly voted unanimously to recommend that Alexandra be presented to the floor of Foothills Presbytery to be examined and enrolled as a candidate on February 20th, e. Reviewed and revised the CPM manual a second time and approved it to be implemented beginning January f. Recognized and celebrated with glad and grateful hearts the members of CPM who are rotating off, their terms of service fulfilled. 3. On January 25, 2018, we: a. Graciously welcomed new members and began orientation to the CPM. b. Received reports and updates on students under care of CPM. The Committee on Preparation for Ministry recommends that: 1. 44 Foothills Presbytery Coordinating Council Report February 20, 2018 The Coordinating Council met for its Stated Meeting on January 9, 2018 and for a special Called Meeting with the Campus Ministries and members of the Support Committees for the Clemson, Furman and Spartanburg campuses on January 30 th. The Coordinating Council reports the following from the January 9 th meeting: I. Council took the following actions: A. In December BOC Site Manager, Patrick Basinger submitted his resignation effective mid-january. Patrick is engaged and has found full-time employment at another camp. The Stated Clerk accepted his resignation and thanked him for his faithful service. Per the recommendation of the Personnel Committee, the Council hired Jordan Meggs, member of the John Knox Church, to be the next Site Manager. B. Approved the loan request by the North Anderson Church. The church has taken out a $50,000 loan through PILP for much needed repairs. C. Received and discussed the Committee and Commission reports and set the Docket for the 106 th Stated Meeting of Foothills Presbytery to be held at the Fort Hill Church on Tuesday, February 20, The following Committees asked to be placed on the Consent Agenda: the Examinations Commission, Representation and Review, the Racial Ethnic Cabinet and the Personnel Committee. Council approved hearing a report from Clark Simmons of the Board of Pensions, and is most pleased to welcome GA Co-Moderator Denise Anderson to preach and present the special program. II. Council reports the following information: A. The Scholarship Task Force will meet with the Investments Working Group of the Finance and Stewardship Committee in the Spring to work towards a proposal to establish a permanent endowment to support scholarship funds for our seminary students, those Ruling Elders seeking to become CREs and those seeking to become Certified Christian Educators. B. The Investments Working Group of the Finance and Stewardship Committee has completed the closure of several banking accounts and the consolidation of these funds into an FDIC protected account through Raymond James. We now do our ordinary transactions through one bank (United Community Bank). 44 P a g e

Manuals of Operation: A team from the Sexual Ethics Committee continues to work on the revision of our Sexual Misconduct Policy and the Personnel Committee continues to work on the creation of a Personnel Policy for Presbytery. D. West Georgia Road Property: A fourth extension of the sales contract has been signed and Presbytery has received the non-refundable monies for this potential sale. ($10,000) E. Reviewed the report of the Montreat SC Inn Board. As a reminder, Presbytery approved $8000 for the Inn in the 2018 Budget. F. Noted the election of Gordon Raynal, Stated Clerk to serve on the Presbyterian Communities of South Carolina Board of Trustees beginning in G. Reviewed a 10 year statistical snapshot of Foothills Presbytery put together by the Stated Clerk. H. Reviewed the request sent by Rev. Frank Strickland for the Bethel Church to form a 501c3 organization to support and sustain Bethel s historic graveyard and found the request to be in order. I. Presbytery approve the Second Reading of Foothills Presbytery Child, Youth and Vulnerable Adult Protection Policy, and if the way be clear, adopt the policy as Part III of the Foothills Presbytery Manual of Administrative Operations. IV. The Coordinating Council will have a report from the January 30, 2018 Called Meeting about Campus Ministry in the Supplemental Reports. 47 Representation and Review Committee Report February 20, 2018 Plans for the annual reading of Session Minutes in Foothills Presbytery will be finalized during the Representation and Review Committee meeting scheduled for late February. Historically the readings are held in April in several geographic areas for convenience and to increase participation. Information regarding places, dates and times should be available and sent to churches in March. Fifty of our fifty eight churches had their 2016 minutes read and reviewed. Forty churches submitted a Financial Review Form. We anticipate an increase in the number of churches in compliance with both requirements this year. A review of demographic representation on all councils and committees was conducted at in December by the Representation and Review Committee. A written report was submitted to Foothills Stated Clerk, Rev. Gordon Raynal for inclusion in the Foothills Presbytery minutes for (a copy is attached below.) If you have questions about proper documentation of minutes, you are invited to contact the Representation and Review Committee and committee member trained in minutes keeping will meet with your clerk or with the full session of your church. The committee member will present informative material designed to bring a better understanding of what information is required in church records and why it is required. The information offered will be helpful for those who are new to the office of Clerk of Session, first time Elders, new pastors and those who whose background is not Presbyterian. The committee believes sharing information and addressing questions will bring more continuity to the formatting and content of session minutes throughout Foothills Presbytery. 53 Bills and Overtures Committee Report to Foothills Presbytery February 20, 2018 The B&O Committee met January 23, 2018, and reviewed all 28 overtures submitted to the General Assembly through that date. We Observe: The major issues coming to the 223 rd General Assembly (2018) appear to be the ones dealing with fossil fuel divestment and Israel/Palestine. Others are certain to emerge, perhaps regarding the funding of General Assembly operations. You find the Overtures listed on: pc-biz.org We Recommend: We have no recommendations, but in reviewing the 28 overtures, one surfaced as deserving discussion, 012 which would require approval by 2/3 of the presbyteries to amend the Book of Order. The B&O Committee was divided on this issue, but we lift this overture up to the Presbytery for discussion as to whether we want to concur with it or not. 54 Ovt 012 On Amending G-6.04e to Require Two-Thirds Affirmative Vote to Amend the Constitution From the Presbytery of Inland Northwest. The Presbytery of the Inland Northwest overtures the 223 rd General Assembly (2018) to direct the Stated Clerk to send the following proposed amendment to the presbyteries for their affirmative or negative votes: Shall G-6.04e be amended as follows (added text underlined): The Stated Clerk receives written advice that a proposed amendment to the Book of Order has received the affirmative votes of two thirds a majority of all the presbyteries. Rationale A constitution should provide stability and require broad consensus to change. The current practice of requiring only a majority of all presbyteries to vote in the affirmative treats constitutional change as a simple motion. This does not provide stability or require broad consensus, nor does it adequately protect the unity of the body or the rights of the minority. Requiring two thirds of presbyteries to vote in the affirmative for a change in the Book of Order would: a. Better balance the tension between the following parliamentary principles: 1. The unity of the body shall be protected; 2. The rights of the minority shall be protected; 3. The will of the majority shall prevail. b. Restore the threshold for constitutional change to the norms of Robert s Rules of Order. 54 P a g e
