Turnbull The Belhar Confession WE GATHER TO LEARN Presbytery welcomed the following leaders for the program which centered on CEDEPCA in Guatemala and Joining Hands in Haiti: Neli Maranda and Judith Castanda, CEDEPCA in Guatemala Judy Moore Padgett, PCUSA, Volunteer in Education Cindy Corell, Companionship Facilitator for Joining Hands in Haiti WE GATHER TO DO THE WORK OF GOD S KINGDOM REPORT OF THE BILLS AND OVERTURES COMMITTEE Part 1 of 2 Amendment to the Book of Confessions Retranslation of the Heidelberg Catechism The Heidelberg Catechism of 1563 is the work of the theological faculty of the University of Heidelberg. The 1967 translation was adopted by the UPCUSA and was subsequently added to the Book of Confessions by the PCUSA in 1983 during reunion. The proposal for a new translation of the Heidelberg Catechism arose out of concern for inaccuracies in the 1967 translation. The work of retranslation (from the original) was undertaken in cooperation with the Christian Reformed Church in America and the Reformed Church in America. Both have since approved this retranslation. Approximately 30 to 40 inaccuracies in the 1967 translation have been noted and corrected in the retranslation. Most of these are relatively minor and do not alter the original intent. The answers in the 1967 translation to five questions, however, raise theological concern: Question 19: How do we know that our Lord Jesus Christ is the mediator to deliver and make us right with God? The 1967 translation introduced a covenant theology the sacrifices and rites of the Old Covenant not employed by the Heidelberg reformers. The retranslation uses sacrifices and other ceremonies of the law. The German means literally customs or habits of the law. Question 33: Why is Christ called God s only begotten Son when we are also God s children? The literal translation of the German would describe Jesus as God s eternal, natural Son emphasizing the divine essence in the nature of Christ. Using the word adopted rather than merely accepted implies more intentionality, hence restoring the original theological richness of the response. Question 55: What is meant by the communion of saints? The tense of the verb share makes a very real theological difference here. The 1967 translation shall share places it in the future. 17

19 The original German is in the present tense, share, which means that all believers are in fellowship with one another now. Question 74: Are infants to be baptized? The primary change is the return to the language of Old and New Testament away from the Old and New Covenant when distinguishing circumcision from baptism. Question 87: Can those who do not turn to God from their ungrateful and unrepentant ways be saved? There is disagreement between the 1967 and 2012 translations regarding the list of sinners in need of forgiveness. The current Book of confessions names: fornicators, idolaters, adulterers, homosexuals, thieves, grabbers, drunkards, slanderers, and swindlers. The proposed translation names: unchaste persons, idolaters, adulterers, thieves, covetous persons, drunkards, slanderers, robbers, and the like. The literal translation from the German lists: a person guilty of lascivious, lewd or obscene behavior; an idolater; an adulterer; a thief or burglar; a person who is avaricious, covetous or stingy; a drunkard or sot; a slanderer, backbiter, blasphemer; a robber; and suchlike, of that kind. The word homosexual does not occur in the 1563 list. The word, in fact, did not exist in 16 th century German. Arguments supporting an affirmative vote: The proposed retranslation is a much more accurate translation of the original German both literally and theologically. Question 87 contains the word homosexuality which had been added in the 1967 translation is not a term used in the Latin or German. Argument supporting a negative vote: Some prefer the current language and therefore see no need for change. Recommendation: The Bills and Overtures Committee prefers to affirm historical accuracy and therefore recommends an affirmative vote. That the Book of Confessions be amended to include the proposed new translation of the Heidelberg Catechism, with accompanying Scriptural refrences. Following discussion and a vote, a request for a division of the voting. Result was this recommendation was APPROVED with a vote of 76 affirmative and 40 negative. The Rev. John Scholer, First P.C., Lynchburg asked that his name be recorded as a Dissent Vote. PROPOSED AMENDMENTS to the CONSTITUTION Part 2 of 2 Amendments to the Book of Order Amendment 12-A on amending G , Business Proper to Congregational Meetings In the revision of the former G , language was inadvertently removed which had provided congregations the power to conduct business necessary for the government of the church. Adding item (f) corrects that omission. Recommendation: The committee finds the addition of item (f) to be necessary and, therefore, recommends an affirmative vote. APPROVED 18

20 Amendment 12-B on amending G a, Gifts and Qualifications The proposed amendment would insert a fourth sentence This includes repentance of sin and diligent use of the means of grace. The effect of the insertion of this sentence is to define the requirement of the third sentence that those called to the church s ordered ministry exhibit a manner of life that is a demonstration of the Christian gospel in the church and in the world by requiring repentance and diligent use of the means of grace. Arguments in support of an affirmative vote: This would return repentance of sin and means of grace language back to the Book of Order. This amendment reaches out to those who supported G b in the old Form of Government. The promise to use the means of grace was in the old ordination questions. The admonition to use the means of grace is in the Rules of Discipline (D ). Arguments is support of a negative vote: The requirements are so similar to the affirmations during the personal profession of faith made by new members (W b,c), it is redundant to ask those entering ordered ministry to reaffirm them. Including this sentence is not necessary. Repentance and using the means of grace applies to all members, not just those in ordered ministry. Sin can be defined so many ways, and evidence of repentance cannot be measured. The requirement becomes impossible to apply. Recommendation: The committee appreciates the return of repentance of sin and means of grace language back to the Book of Order and, therefore, recommends an affirmative vote. APPROVED Amendment 12-C on amending G and G , Presbytery Registers This amendment is an editorial correction. The current text of G contains a mixture of elements that would properly be separated into different (G and G ) provisions. Recommendation: The committee feels that this correction is appropriate and, therefore, recommends an affirmative vote. APPROVED Amendment 12-D (1-9), regarding a Shared Synod Permanent Judicial Commission These nine amendments provide for two or more synods sharing common boundaries to form a shared permanent judicial commission. The committee recommends that, barring objection, these nine amendments be voted on as one group. On amending G a The amendment allows for the election of a joint PJC in cooperating synods. On amending G b The amendment adds or councils (in addition to the existing word council ) regarding the makeup and actions of a joint PJC. 19

21 On amending G The amendment allows the formation of a joint PJC, describes the proportional membership of the PJC, and assigns financial responsibility. On amending D The amendment defines the membership (no fewer than 12, selected proportionately) of the PJC and the designation of one stated clerk to process the cases of the shared PJC. On amending D The amendment defines financial responsibility jointly or singly when a particular judicial case arises within the bounds of one presbytery. On amending D The amendment describes the designation of times and places for the PJC meetings. On amending D The amendment describes the process to be followed if the PJC lacks membership or attendance to reach a quorum. On amending D The amendment requires the immediate transmit ion of a filed case to the shared PJC designated clerk. On amending D-0202a(6) The amendment adds the words or cooperating synod (in addition to the existing word synod ) to accommodate those instances where the respondent is the cooperating synod. Recommendation: The committee feels that these amendments are necessary for the formation of a shared PJC and, therefore, recommends an affirmative vote. APPROVED Amendment 12-E on amending G , Enrolling Ruling Elders as Members of Presbytery The amendment allows presbytery membership of ruling elders during terms of elected service to the presbytery or its congregations (commissioned ruling elders, or committee or division chairs for example), while still providing flexibility to presbyteries in determining their membership. Recommendation: The committee believes that allowing this flexibility is a desirable action and, therefore, recommends an affirmative vote. APPROVED Amendment 12-F on amending G d, Concurrences for Overtures The amendment adds the requirement that overtures to General Assembly have at least one concurrence. Arguments in support of an affirmative vote: The amendment will improve collaboration among presbyteries. It will assure that the business before the General Assembly is of common concern to the mission of the church and is about key issues facing the whole church and society. It will encourage well-considered, significant overtures and resolutions of church-wide significance. Arguments in support of a negative vote: This restriction on the handling of overtures from presbyteries and synods would make it more difficult for those councils to place business before the assembly. 20

22 It is feared that a worthy overture which fails to get even one concurrence will be prohibited from being brought before the assembly. There is concern that presbyteries will be overburdened handling requests for concurrences. Recommendation: The committee believes that the amendment will assure that only significant overtures, of common concern, will be handled by the General Assembly and, therefore, recommends an affirmative vote. NOT APPROVED DIVISION OF VOTES For-61 Against-64 Amendment 12-G on amending W , Service of Ordination, Installation or Commissioning The amendment provides that a service of installation or ordination of a teaching elder shall be conducted at a convenient time to enable the substantial participation of the presbytery. Argument in support of an affirmative vote: The increased presence of presbytery members reminds all that the service is truly a presbytery worship service and that it is the presbytery that has the authority to ordain and install. Recommendation: The committee believes that the substantial participation of the presbytery is important to affirming ties and makes a positive and powerful impression. The committee, therefore, recommends an affirmative vote. NOT APPROVED Amendment 12-H on amending D b(2), Jurisdiction in Judicial Process Since there is no longer a category of labor outside or within the bounds, the changes created a situation which made the existing paragraph moot. The amendment remedies this language problem by restoring clarifying language (present in the previous FOG) so that those serving the councils of the church may be accountable to those councils, agencies or partnerships for which service is rendered, and to the presbytery of membership for the purposes of discipline. Recommendation: The committee believes that restoring this clarifying language removes ambiguity in the assignment of jurisdiction in a disciplinary case and, therefore, recommends an affirmative vote. APPROVED Amendment 12-I on amending D , Administrative Leave The amendment will allow the use of administrative leave in any case involving an alleged offense of sexual abuse toward any person without the current limitation that the alleged offense be toward a person under the age of eighteen or who is alleged to lack the mental capacity to consent. Arguments in support of an affirmative vote: Acts of sexual abuse are harmful to all persons regardless of age or mental capacity. Unreported or not investigated sexual abuse may be repeated during a subsequent call. It is important to prevent a coverup and bad press because of a discovered coverup. 21

23 Argument in support of a negative vote: Not all victims wish the abuse reported. Recommendation: The committee believes that the option of administrative leave should be available in all cases of alleged sexual abuse and, therefore, recommends an affirmative vote. Amendment 12-J on amending D , Investigating Committee Responsibilities APPROVED The amendment would allow the Investigating Committee (IC) to first determine whether the statement of an alleged offense, if true, constitutes an offense as defined in the Book of Discipline in D b, and if not the IC can end its inquiry without conducting a full investigation. Argument in support of an affirmative vote: The current wording provides that an IC must conduct a thorough inquiry into the facts of an allegation even though (and even if true) the alleged offense is not a violation of the rules of discipline and no trial would ensue. Recommendation: The committee believes that this amendment provides for more efficient use of time for the IC and, therefore, recommends an affirmative vote. APPROVED 22

38 When God distributed gifts, I was blessed with many that I have enjoyed sharing. One gift that I did not receive was the gift of a green thumb. My idea of ideal plants is those that are silk. Seven years ago, when I moved to Lynchburg, I specifically chose to live in a patio home/condo, as I had no interest in doing any yard work or maintenance. That decision has served me well. My husband, Richard, on the other hand, loves throwing dirt around and puttering in the garden. For the past four summers, the 2 foot strip of dirt that lines our sidewalk has produced an abundance of tomatoes, blueberries, figs, zucchini, potatoes, peppers and lots of different herbs, as well as a beautiful array of daffodils, tulips, roses, clematis, calla lilies, snapdragons, dahlias and more. As those of you who garden know, not all of the seeds, bulbs or small plants grow. Some just do not like the clay and sand that comprises our yard. Others cannot take the hot dry days. So it is always a bit of a mystery as to what will actually poke through the dirt and whether or not it will produce. So it is with faith. You are the result of seeds that someone planted. Maybe the good news you received took root right away. Maybe your friends and family wondered for years how you would turn out and what the long-term impact would be of their efforts to teach, preach or model the Christian Faith. God has called you into a relationship with Christ and touched you in ways that the temptations of the world could not. You worship because you have been changed by God s love. You serve because you have experienced the presence and power of God s Spirit and have been gifted to do the work of God's kingdom. You have planted seeds. Keep tilling, fertilizing, pulling weeds and watering and trust God to give the growth. Exciting ministries are happening in our congregations and through Presbytery programs and services. God continues to be at work in the seeds you have planted and the results cannot be measured in numbers, but rather in lives changed. I look forward to joining with you at our May presbytery meeting to hear the stories and celebrate how God s people are becoming bold servants of transformation in this part of Virginia and around the world. Trustees of the Presbytery of the Peaks Presbytery Report May 9, 2013 Information: The Trustees of the Presbytery of the Peaks met on Friday, April l12, 2013 at Cooper House in Blacksburg. A tour of the facility and discussion regarding the ministry of Cooper House preceded the meeting. The Trustees also met via conference call on Thursday, April 18, 2013 at 10:00 am. Actions Taken: 1. The Trustees approved a contract with Hurt & Proffitt to complete the inundation studies for the permanent certification of the Lake Shalom Dam. 2. The Trustees approved a matching grant of up to $30,000 with the Cooper House Board to begin renovation projects at the facility. 3. The Trustees approved a contract to list the Laurel Grove Church property with a realtor. 4. Approved the 2012 Annual Financial Report Addendum. 37

APPROVED Autobiographical Statement - Calvin Dixon I was born, June 6, 1950, in Winnsboro, SC. My mother, who was a single parent, was Louise Dixon whose parents were Thomas and Adeline Dixon. My faith journey began at about seven or eight. My great-grandmother, Florie Gladney, started my brother, cousins, and even my mother and I attending Calvary Presbyterian Church, Winnsboro, SC. My great- grandmother believed that everyone in her household should attend church, and she made sure that we attended Sunday School and church services every Sunday. As some people called her, she was the matriarch in our home. There was no man in the home during this time, because her husband had gone on to be with the Lord. My faith began to develop as I attended Sunday School u n d e r the leadership of some of the most dedicated teachers at Calvary. We were taught the faith journey of various biblical characters such as Abraham, Isaac, Jacob, David, Samson, etc. Also, Mrs. Florie Gladney had a hand in shaping my faith. She did not know how to read, but she had portions of the Bible internalized. She would teach us biblical principles through story telling. If she wanted to teach us about honoring the Sabbath, parents, and not stealing,etc., she would tell us true life stories that encompassed these themes. After hearing these stories, we were amazed at her wisdom. Today, my brother and I still use some of the quotes from the stories that she told us. Without her Instruction, we would not have been successful in our ministry and other life ventures. In addition, my faith continued to grow as I continued to attend Sunday School and Sunday services. let me say that the Pastor of the church also helped to shape my faith. His powerful sermons and dedicated witness as Stated Clerk of Fairfield McClelland Presbytery helped to shape my faith. As a result of my pastor, Sunday School teachers, great-grandmother, and of course, Godly neighbors, my faith continued to grow. Upon graduating from high school and entering Johnson C.Smith University, an institution with Presbyterian roots, my faith had grown tremendously. I knew the God of Abraham, Isaac, Jacob and most importantly, His son, Jesus Christ. I knew about Jesus' birth, life, Resurrection, and Ascension. 1 knew that, because of my faith in Jesus Christ, I could attain salvation and live with Him eternally. It was at Johnson C. Smith University where t became interested in entering the ministry. It was my faith which was Influenced by those Godly people earlier on in my life, and those that came later on that help pave the way for my entering the ministry of our lord and Saviour, Jesus Christ. 42

44 Furthermore, my faith continued to be shaped or influenced with the assistance of Godly professors at Johnson C. Smith and Boston University School of Theology. I know that faith come from God; however, faith is also shaped by hearing the Word that one allows to enter him or her. This Word comes from the Bible which is expounded upon by parents, neighbors, Sunday School teachers, preachers, evangelists, prophets, and apostles. Finally, my faith has been influenced by academic courses taken in college and graduate school, reading. meditation, an experience in the field of various ministries: Mental Health, Corrections, Military Chaplaincy, and youth/recreation. Therefore, over the course of my life, my faith has been shaped by a number of factors: people, academics, reading, meditation, and experience. As I began my journey of faith at an early age, which was initiated by a Godly great-mother, Florie Gladney, my theology, which was elementary, had begun to grow. As I grew and began to study,,read, travel, and experience life for myself, my theology continued to develop. I must admit that one's theology develops as one's knowledge and understanding expand. Faith Statement - Calvin G. Dixon A. HOLY TRINITY The Holy Trinity consists of the Father, Son, and Holy Spirit. The three creates, redeems, sustains, rules, transforms all things. The triune God is stated in the Apostles Creed. God is Sovereign, Omnipotent, Omnipresent, Holy, Majestic, and Everlasting. In our hymn, HOLY,HOLY,GOD ALMIGHTY, God is manifested in three persons, blessed Trinity. God the Father, God the Son, and God the Spirit are equal. Jesus stated that He and the Father were one. B. HOLY SCRIPTURES/BIBLE The Scriptures and Bible are holy and infallible. They were given by God, and written by Godly men under the inspiration of the Holy Spirit. The Bible consists of the Old and New Testament. The Bible was canonized in 93 AD at the Council of Jamnia. C. The SACRAMENTS Within the Reformed tradition, we have the sacraments of Baptism and Communion. 1. Baptism: it is a sign and seal of incorporation into Christ. It signifies: the faithfulness of God; the washing away of sins; rebirth; putting on the fresh garments of Christ; adoption into the covenant family of God; resurrection, and illumination of Christ. 2. Communion: it is a seal and sign of eating and drinking in communion with the risen Lord. Also, it is a sign of church renewal, empowerment by the memory of Christ s life, death, resurrection, and Christ s presence with His people and return. D. ROLE OF THE CHURCH As stated in the Book of Ephesians, one of the functions of the church (internally) is to edify the Saints in the Word of God, and to equip them to build up the Body of Christ. Externally, the members of the Body are to take the Gospel of Salvation to the world as stated in Matt.28:19 to the world: teaching,preaching,baptizing, and making disciples for Christ. Also, the church is to maintain worship, promote social righteousness, and exhibit the Kingdom of God to the world. E. CONNECTIONALISM IN THE CHURCH Within the Presbyterian Church, there is a concept known as Connectionalism. This concept is similar to how our government operates. Within our church, the Session, Presbytery, Synod, and General Assembly exist. All of these councils are related within the church, and share with each other 43

45 responsibilities, rights, and powers as provided by the Constitution. Also, these councils are distinct, but have mutual relationships that the act of one of them is the act of the whole church performed by it through the appropriate councils. Each council does not operate in a vacuum. F. GOVERNMENT Next to the Bible, which is our operational manual, is the Constitution of the Presbyterian Church. The Constitution consists of the Book of Confessions and the Book of Order. Within the Book of Order is: the Foundation of Presbyterian Polity, Form of Government, Directory for Worship, and the Rules of Discipline. The local governing body within the church is the Session. The Book of Order outlines how the Session is to conduct its business. Also, the Book of Order states how all council, committees, etc. should operate. Finally, the Book of Confessions gives us a historical and theological perspective of what the reformed churches have believed over the centuries. As stated earlier, our church is one that is connectional in nature. Even though is connectional, it is never tyrannical or dictatorial. This form of government is representative; it is made up of teaching and ruling elder: democratic and ongoing. 8) A Recommendation for an Administrative Commission to work with First Presbyterian Church, Roanoke: Whereas: A discernment process about whether to remain in the PC(USA) being conducted by the Session for First Presbyterian Church, Roanoke, led some members of that congregation to request the participation of the Presbytery in the process; Whereas: COM appointed an Administrative Review Committee to interact with Session and offer the congregation a wider perspective on the PC(USA) in order to assist the congregation to move forward; Whereas: The Session of First Presbyterian Church, Roanoke, in its discernment process has: - presented a very one sided approach in its description of the PC(USA); - has misinformed the Congregation about the desire of Presbytery to offer reconciliation and aid before they vote to be dismissed; - allowed very limited engagement with the Congregation for questions, concerns, and differing views to be raised; - and through several meetings of the Administrative Review Committee with the Session and Congregation, including a time for the Committee to offer the Congregation additional perspectives on the PC(USA), there continues to be visible tension and demonstrated conflict within the Congregation in relation to the direction of the Session; Therefore the Committee on Ministry recommends to the Presbytery that an Administrative Commission be formed to work with the Session and congregation of First Presbyterian Church to: 1) visit particular councils, congregations, or agencies over which they have immediate jurisdiction reported to be affected with disorder, and inquiring into and settling the difficulties ( Book of Order G b5) 2) To help the Session and congregation to work through their conflict in order to move forward with a healthy ministry. 3) That the Administrative Commission be empowered in accordance with G b1 ( Book of Order currently serving as part of the Presbytery Manual of Operations) to assume the jurisdiction of the Session if the Administrative Commission deems it necessary and proper in order to fulfill its task of inquiring into and settling difficulties 4) Report on progress no later than the July 27, 2013 meeting of Presbytery 44

We worked on our October leadership event. We did the following: 1. Set the Theme for the event as Discipleship 2. Generated ideas for workshops in areas such as Young Adults, Church development, evangelism, small church, youth, technology, stewardship and NEXT church. 3. John Kidd Chair REPORT OF THE PRESBYTERIAN WOMEN May 2013 INFORMATION: Coordinating Team (CT) Meeting The PWCT met at Bedford Presbyterian Church on February 9, Highlights of the meeting incorporated: A lengthy discussion regarding where to copy the newsletter and how much the PW was able to pay, with the consensus that copying should be done at individual churches if possible to lower costs; and the Corresponding Secretary being asked to look into costs for having Roanoke College do the copying, as well as having the copy center that prints the directories provide an estimate; The 2012 year-ending financials from the PW Treasurer; The number of histories received so far and Fun Facts from the participation of congregations in PW events during the year 2011 from the Historian; Standing Committee meetings; Standing Committee reports Program information for the PW Annual Gathering, including keynoter Catrelia Hunter, past Churchwide Coordinating Team Moderator, speaking on Violence Against Women; Fred Holbrook, Executive Director of Massanetta Springs Camp and Conference Center, leading the Call to Worship; Denny Jennings preparing a video; and special emphasis being placed on the Silver Anniversary of PW; Finance recommendation with approval that a scholarship application to attend the PW Synod Summer Gathering be put in the spring newsletter, with the number of scholarships awarded determined according to the response; and recommendation with approval that the Presbytery of the Peaks pledges to the PW Synod and PW Churchwide be fulfilled even if the congregations contributions do not meet the specific amounts pledged; Search announcement that eight leadership positions were being sought in addition to the Moderator position being filled by the Moderator-elect; Leadership details of the three Cluster Gatherings being held, one at Colonial PC in Roanoke on April 6, one at Martinsville PC on April 14, and one at Slate 49
