2 The Purpose Mission Indonesia was established in 2000 with the vision to expand the church of Christ to every province, city, town, and village in Indonesia. The goal is to plant and develop churches that are indigenous which means that they will be self-leading, self-teaching, self-supporting, self- evangelizing, and self-duplicating. To make this vision and goal a reality we will need the help and support from many partner churches as it involves developing a biblical educational system and biblical based structural systems that will empower the local churches to indigenous maturity so they will accept responsibility for Batam Bible College and future church planting and development of churches throughout the country. The reality of the vision and goal has been realized on a small scale throughout the country. This was accomplished in the beginning through the church planting efforts of Dr. Winston Bolt on Batam Island and other locations across the country and through the establishment of Batam Bible College in Batam Bible College has trained over 100 men and women that has resulted in over 50 new churches being planted by the graduates from Batam Bible College. However it has become obvious that the plan of work from which the previous work was done is no longer viable for the future development of Mission Indonesia. What this means is that the previously plan of work depended on select individuals to carry it out. When one died and the other was not able to participate in 2012 the plan collapsed, thus the need to change it to a team dependent plan that involves all concerned. Mission Indonesia has three major components, which are Church Planting and Development and Batam Bible College. By the grace of God, Batam Bible College has now created the momentum for the church planting and development to progress significantly by producing the human resources in biblical trained men and women. This prospectus will address the needs and plans of for the development of each component of Mission Indonesia as they are totally intertwined and dependent upon one another for sustainable growth and continuality of the Batam Bible College and the expansion of the church in future generations. At this time we are developing a plan of work for the next five to ten years for church planting and development and Batam Bible College. This plan will give us the direction to progress towards developing local indigenous churches to take responsibility for the church planting and development while sustaining Batam Bible College within the next ten to twenty years. This plan will include the following areas of work that will make our vision a reality. 3 The major purpose of this prospectus is to show what is needed from all concerned to fulfill the goal of taking the gospel to all of Indonesia. To do this we will need to continually develop Batam Bible College and our plan of work for the church planting and development programs so that they will depend on a team ministry and organizational systems rather than on select individuals as we did in the past. The programs will be team oriented so that all concerned can be part of leadership and planning and implementing of the programs. This will include the staff of Batam Bible College, local preachers, local leaders, local members and supporting partners with the goal of producing indigenous churches that will support the college and future church planting and development. The stars represent areas where students or the personnel from Batam Bible College have planted over fifty churches. The development of church planting teams will start with the leadership coming from the staff of Batam Bible College when they are not teaching or otherwise involved with the college. They will travel to selected areas to work with alumni and the local brethren. This will allow them to evaluate those who show the attributes to teach, lead, manage, and inspire others spiritually. This will include going to the local churches and reaching out to the men and women that they contact in regards to taking part in the work. Their purpose is to establish a team ministry consisting of the instructors, preachers and local leaders and members. 3

4 CHURCH PLANTING METHODS Batam Bible College To have a continual church planting across the country we need to have well prepared students from Batam Bible College to not only evangelize but also to teach others in the local churches how to do so. So in the end the church is capable of reproducing itself. This is one reason why Batam Bible College is essential. We will develop a planned community outreach. This will include a planned program of multiple seminars that will reach out to the community. Through seminars we can breach the status levels of society rich/poor, educated/lower educated, city/village, etc. We will offer bible study materials like World Bible School which is translated into the Indonesian language. We will also offer bible study materials in English and bible courses from Batam Bible College. We will offer Oral English programs similar to Lets Start Talking, either in groups or individuals along with the written materials like World English Institute. English learning attracts many people and when used with scripture this method is effective. We will establish Bible Training Centers in the cities as a focal point. This will give the identity of location that is needed in the beginning. This location can also be used for a place to worship. We will offer free Bible Courses to the public at the training center like the book of Revelation which we have on PowerPoint and is interesting to many. The thing that will make all of the above work is the team oriented structure that is in place. Our experience teaches us that newly graduated students need further on the job training, mentoring, and over all support to keep them functioning well. This is function of other team members from Batam Bible College and also visiting members from partner churches. As a team we will need to be in constant communication with all concerned so we can address any problems as they arise before they become major issues. The ways that this will happen are listed below. Cell phone/internet communications at least once a week if not more. Visitation by a Batam Bible College team member at least six times in the 1 st year A one to two year program of sermons and lessons for the church. This is the 1 st step in church development as it will lay the foundation for all to come. Seminars at least once every three months with participation by visiting partners and local church members. Church camp that is attended by other local churches to promote brotherhood. Short-term mission programs by international partners. 4

5 DISCIPLE MAKING OUTREACH In the beginning the evangelist must focus on disciple making and reaching out to the community by planning and executing the various programs for community outreach. These programs will include face to face contact with bible studies, seminars, written Indonesian bible courses, and written or oral English programs. They will also conduct regular bible courses at the training center where the public is invited. The seminar topics and methods need to be selected to specifically attract specific audiences. This is one way to break through class distinctions whether they are financial, educational, age, or ethnic prejudices. Certain speakers can be brought in that will have an influence on that particular audience and this is enhanced by having western speakers even with translation. These programs can be enhanced greatly by the participation of English speaking short-time missionaries of any age. This is one way that sponsoring partners can become directly involved with the work in a real way. The training center will also serve as a place for worship on Sunday, as well as a place where the visiting staff of Batam Bible College can stay when visiting. In the beginning we plan to make monthly trips to the training centers through out the country and then visit at the minimum of once every three months. 6 CHURCH DEVELOPMENT PROGRAM In developing indigenous congregations that will truly take on financial responsibility not only for themselves but others and the college we have to ask and answer the question of how and what will have to take place to bring about the result that we are looking for. The first step is to develop the staff of Batam Bible College into a team of well trained church development instructors. This will be done within the next two years by Dr. Winston Bolt with the participation of the director of Sunset International Bible Institute Singapore and experts in this field from Mission Recourse Network and others. Another answer to this question is that we have to teach holistic qualities that will produce growing congregations that have the ability to do the will of God according to the scriptures. In the book Natural Church Development there are eight essential qualities that are needed for healthy growing churches. This book has also been translated in the Indonesian language and is easy to implement in courses on church development and adapt to the local training center level. The essential qualities are the eight qualities below. 1. Empowering Leadership 2. Gift Oriented Ministry 3. Passionate Spirituality 4. Functional Structures 5. Inspiring Worship Services 6. Holistic Small Groups 7. Need Oriented Evangelism 8. Loving Relationships These qualities are easily incorporated into our curriculum as we have courses on leadership, evangelism, worship, church organization, ministry, and the others can be incorporated into the present biblical courses as the topics appear in the text or actual courses can be written for them to be taught in the college or training centers. These can also be taught and preached through our program of preaching and bible class for the first two years. TEAM ORIENTED PROGRAM We are reorganizing our church development programs into a team oriented program were everyone concerned will be involved and participating. This will include the local congregations, regional training centers, and Batam Bible College. We have developed the human resources that will now allow us to put a team oriented program to work. What this will do is model the pattern of plurality of leadership and everyone accepting responsibility for the task of building up an indigenous church. Eph. 4:

7 Our goal in developing indigenous churches is that the local congregations will take on the responsibilities for funding and leading the church planting and development programs in the future and also help support the work of Batam Bible College. We believe that this is God s plan for the church and believe He will make it happen within the next ten to twenty years. The biggest obstacle at this time is overcoming mindset of complete dependence that the denominational churches have programmed into the thinking of the Christian community. The local people literally think that they have to depend on the pastor or preacher or the church organization for everything instead of doing it themselves. The time needed to change this mind set and the economic level of most village and even city churches will preclude a great deal of support from the churches in the beginning but we can assume that with continual growth and development the church s contribution will increase substantially. However until that time we need to continue developing new partners to work with us and if possible increase the contribution of current partners whenever possible. The reason is that the church planting and development budget will increase substantially as we put the plan into practice. We will need facilities for training centers that must be rented, travel, operating funds, etc.; however the outcome should be substantially greater and far more sustainable as it will produce indigenous churches. HOW TO DO THIS? REGIONAL TRAINING CENTERS This will entail the setting up regional training centers to train the local leaders and members and local preachers. The training center they will have two staff members depending on their talents and abilities which will need to be funded until the churches can take over. The local staff will be those who live in the area and most likely will be adjunct instructors with S1 degrees, who have proven their abilities in teaching, training, and evangelism. They will be trained on a continual basis specifically to work as a team in church development ministries and outreach programs. This training will come from visiting instructors from Batam Bible College on a regular basis. This will require funding the training center staff on a full-time basis. The training centers will become a key ingredient in the development program as they will develop and transfer essential ministries that will allow the church to grow and develop as an indigenous church. We tried doing this with new preachers but they don t have the skills to do it. The centers allow the preachers, leaders and members to enhance their communication skills, biblical knowledge, and their faith in God. This local training will allow the preachers, leaders, and members of the local church to reach out to their communities at the basic level. We will also introduce a women s training ministry for evangelism, teaching Sunday school, consoling, teaching bible classes and leading small groups. Sunset International Bible Institute and others help us establish the curriculum for teaching women. 7

Worship These two charts may seem simplistic to many where scriptural knowledge is a common thing but through out much of the world biblical knowledge is not a common thing. If the leaders and members of the church are going to accept and follow the biblical principles that will create an indigenous congregation; they have to understand the principles at the basic level. Once they understand, then they can accept them and then after acceptance they can begin to put them into practice. This is a basic principle of teaching, your audience has to hear it, understand it, accept it, and do it before actual learning takes place. We have to change a mindset or a spiritual culture among the people so that they will look to God and His word for direction, help, peace and hope instead of depending on man made religions that in truth offer very little. 9

10 COST OF CHURCH PLANTING AND DEVELOPMENT The estimated cost of church planting and development is always changing as the Lord continues to open the doors to the hearts of men. This means that we can not expect to always have enough funds on hand to take advantage of the opportunities that God offers to us. We can only look at the past and present plans to hopefully give a reasonable figure of the cost to do the work. These figures will be based on the opening of four Training Centers on the islands of Java (1), Sumatra (1), and Borneo (2) in the next year. As these training centers show their value by producing the results that we are looking for; we should be able to duplicate what we are doing all over Indonesia. To do this we will need many partners within the next five years to make it a reality. Lord willing this will be accomplished when Dr. Winston Bolt completes his fund raising efforts this year in November. 10

We will need to fill the deputy categories within the next five years with staff who have a Masters degree (S2). Eventually the government will require that all colleges of theology have instructors with a S2 degree (Masters Degree) with an additional two instructors with a Ph.D. or S3 degree. All of the present staff of Batam Bible College has S1 degrees in theology and the patron and director fulfill the requirement for two Ph.D. degrees or S3 degrees. 11

12 Dr. Winston Bolt the founder of the Batam Bible College and Mission Indonesia program recognizes the need of a succession plan in the next five years. The development of the staff of Batam Bible College is not about replacing Winston Bolt or even the chairman, Dj. Pasaribu. It is about growing the Batam Bible College team ministry to a new level. Thus, the team ministry will be able to cast a new vision to train men and women in current and new mission fields and help them to develop essential ministries to grow the local church. This vision concerns the focus that is placed on the curriculum that is taught. We teach in a textual manner meaning that we teach from the scriptures. Previously our primary focus had been on doctrinal matters but not excluding other areas of need. Our new vision will bring the primary focus not only on doctrinal matters when they appear in the text but also on the church development and relational texts that appear through out the New Testament. The Batam Bible College operates under a foundation that is officially recognized by the Indonesian Government. The primary work of the foundation is to raise funds for the Batam Bible College and oversee the director and approve the yearly budget. The foundation has recently selected one of the leaders from the Batam Church of Christ, Brother Salomo Pasaribu to join the foundation s leadership group. Brother Salomo is an accountant with the talents and character to replace Dr. Winston Bolt when the need arises. The head of the foundation is Dr. Winston Bolt with Margriet Sumolong and Salomo Pasaribu as fellow directors. Brother Ferdinand Malau is the manager, Brother Muller L. Tobing is the treasure, Brother Herbin Simanjuntak is treasure. They are all members of the church since the early 90 s and have proved themselves to be faithful and honest and capable to serve. One quarter of Brother Winston s work is raising funds for the Batam Bible College. However the time will come when he will need a replacement. He has selected Brother Radius Simanjuntak to come to the USA this year so he can be introduced to the work of fundraising and the church. Brother Radius has been successfully involved with church planting and development since 2004 and was selected as an instructor for Batam Bible College in Thus, he is well qualified to speak on the work of Mission Indonesia. Dr. Dj Pasaribu became director in 2006 will retire at the end of Brother Herbin Simanjuntak will replace him at that time. Brother Herbin is acquiring his Masters (S2) degree and will receive it in October He will then move on to acquiring his Ph.D. or (S3) degree. Brother Imanuel Berutus has already begun his S2 program and will receive his S2 degree in This means that they both will have sufficient time to acquire the Ph.D. or S3 degrees that are needed for the college before the retirement of the others. 12

13 DEGREE SUBSIDY PROGRAM To make sure that we are able to fulfill the government degree requirements for the staff we decided to subsidize the cost of the degree programs for our instructors. We will give a 50% subsidy of the cost of the degree program. The subsidy will allow them to enter the programs and then they will pay their portion as they go along. At this time the cost for acquiring an S2 degree is around $ and $13,000 for S3 and the Batam Bible College will supply fifty percent of the cost when they enter their perspective programs. The estimated cost to subsidize six S2 and two S3 degree programs over the next six years is approximately $24, This will fulfill any government requirements concerning the scholastic level of the staff. Batam Bible College would continue this degree subsidy program so there will be a backlog of graduates who could replace or be added to the staff as the need arises. This cost would be added to the yearly budget as needed. The viability and continuality of Batam Bible College and church development is greatly enhanced by this degree subsidy program as it will generate new staff members for the and mission training centers for the next twenty years thus we are investing in the future. THE RETIREMENT PROGRAM To ensure progress and continuation of Batam Bible College and Indonesian churches, we need to have a continued renewal of staff members. To accomplish this we have established a predetermined retirement age. Therefore, a retirement program needs to be funded. This may also be extended to full-time staff members in training centers who teach as adjunct instructors in Batam Bible College. Batam Bible College will contribute RP 400,000 per month for each staff member and each staff member will contribute RP 200,000 per month. A one time payment amounting to the amount that Batam Bible College and staff member have contributed plus any accrued interest will be made at the time of retirement or to the widow in case of death. Is Batam Bible College essential to planting and developing indigenous churches in Indonesia? The answer is in Isaiah 5:13 My people go into exile for lack of knowledge. When I came to Indonesia in 1987 I spent five years working in Irian Jaya, Java, Sulawesi, Sumatra and settled on Batam in In the ensuing years I came to know most of the churches of Christ in Indonesia. By 1997 I saw a significant decline in the churches across the entire country. The reason for this decline was lack of leadership, with some leaders moving and others simply dying and not being replaced as there was no one to replace them. Churches were dying for lack of knowledge on how to lead, manage, or develop themselves to maturity as their previous leaders also had little knowledge concerning these matters. I asked one primary leader in Java what he thought about elders. His answer was What are elders? Today that has changed because of Batam Bible College and the church is growing in the grace and knowledge of our Lord Jesus Christ. My answer is YES biblical education is essential to planting and developing an indigenous church that can duplicate itself. 13

14 SOURCE OF INCOME 2014 At this time the Batam Bible College represents the major cost for Mission Indonesia. This expense is covered 100% by sponsoring churches in America and Singapore and Malaysia. Our goal is to establish an annuity fund of $3 million with a return rate of 3.5%. We hope to raise the annuity fund over the next five years so that the interest will actually cover the 2019 budget. We would like to set up a fund raising team from among the current sponsoring churches that would assist us in appealing to existing and new sponsoring churches for the funds to set up the annuity program. We also need the expertise of the sponsoring congregations that can help us establish the annuity fund. By developing churches that are indigenous it is our goal to turn these figures upside down in the years ahead. We can transfer some of the cost for Batam Bible College to the churches that we plant today year by year and Lord willing one day they will totally support the college. 15 The increase in salary cost is related to the increased status of the staff as they progress in acquiring their academic credentials. At this time the basic salary for an instructor with a S2 degree in the colleges of theology in Indonesia is five million Rupiah per month. As we are not a profit oriented institution we can not keep pace with others but our staff needs to be compensated according to their personal growth which the budget reflects in At this time the staff s average salary is three million rupiah. The above figures reflect the basic salary for our staff in 2019 with an inflation rate of 5% per year. The building and land have a clear title with no liens or encumbrances against it. We have recently acquired two vehicles, one new and one used so this should stabilize our transport needs for at least ten years. The only major increase in the budget will only come from inflation or an increase in the student population, which would clearly mean that Mission Indonesia is having a positive result in the church planting and church development. PARTNER PARTICIPATION BY SPONSORING CHURCHES This looks at the role of our partner churches in America, Singapore and Malaysia and how they might participate even more in the next few years. We need them to share their expertise and resources in areas that are needed. We also need to explore how new partners can come on board. This will increase our ability to further develop what is needed to guarantee the development of Batam Bible College and indigenous churches throughout all of Indonesia. PRAYER Become prayer warriors with us in all that we do to build the kingdom of God in Indonesia. NETWORKING Reaching out to find new partners to participate in the work. Communicating and coordinating with other partners on visits and short-term mission programs. 15
