6 The Diocese of the Northeast and Mid-Atlantic - Page 6 - RULES OF ORDER FOR GENERAL COUNCILS AND DIOCESAN SYNODS OF THE REFORMED EPISCOPAL CHURCH 1. The business of every meeting shall be introduced with prayer. 2. The Minutes of the sessions of the preceding day shall be read every morning at the opening of business unless the house shall otherwise determine. 3. The President shall appoint the several committees, unless the canons of the church shall otherwise specify. 4. When the President takes the chair, no member of the house shall continue standing, or shall afterward stand up, except to address the Chair. 5. No member shall absent himself from the sessions of the house unless he have leave, or be unable to attend. 6. When any member is about to speak in debate, or deliver any matter to the house, he shall with due respect address himself to the President, confining himself strictly to the point in debate. 7. No member shall speak more than twice in the same debate without specific leave, by vote of the house. 8. A question being once determined shall stand as the judgment of the house, and shall not again be drawn into debate during the same session, unless with the consent of two-thirds of the house. 9. While the President is putting any question, the members shall continue in their seats, and shall not hold any private discourse. 1. No motion shall be considered as before the house unless it be seconded. 11. Reports made by the various Boards and Committees to any Council (or Synod) of the church are officially received upon presentation to the house, and are the subject of its action only insofar as they embody recommendations which require specific authorization or approval under the canons of this church. 12. When any question is before the house, it shall be decided upon before any new subject is introduced, except for the question of adjournment. 13. All questions of order shall be decided in the first instance by the Chair, without debate. An appeal, however, may be made from the decision of the Chair by any member of the house; said appeal requiring a two-thirds majority vote to be sustained. 14. The question on motion of adjournment shall be taken before any other, and without debate. 15. When the house is about to rise, every member shall keep his seat, until the President shall leave the Chair. 16. A call to prayer shall always be in order, when made by a member entitled to the floor; and in such case the Chair shall designate the person(s) whom he desires to lead in that service. 17. These Rules of Order shall remain in force until altered or suspended by the Council, twothirds of the members present voting for such alteration or suspension. Johnson, CPA MINUTES November 2, 26 MORNING SESSION The One Hundred Twenty-sixth Council of the Diocese of the Northeast and Mid-Atlantic of the Reformed Episcopal Church convened on Thursday, November 2, 26, at 1:3 a.m. at St. Mark s Reformed Episcopal Church, Rydal, PA. The service of Holy Communion was presided over by the Most Rev. Leonard W. Riches, Ordinary of the Diocese of the Northeast and Mid- Atlantic. The Rt. Rev. David L. Hicks and the Rt. Rev. Royal U. Grote assisted. The Rev. Dr. David A. Crum, Rector of Bishop Cummins Memorial Reformed Episcopal Church delivered the Homily.

12 The Diocese of the Northeast and Mid-Atlantic - Page 12 - Preliminary proceedings to organize the Council took place at St. Mark s Church. The Rev. Richard W. Workowski officially greeted the Council members. There were ninety in attendance qualifying to vote at the proceedings. The Secretary confirmed a sufficient number present to constitute a quorum, the Roll having been taken as the Clergy, Delegates, and Alternates arrived. The morning offering in the amount of $757 was designated for the library computerization of the Reformed Episcopal Seminary in Blue Bell, PA. The Council broke for lunch, and reconvened in the sanctuary of St. Mark s Church. After the scheduled Reading Period, Bishop Riches declared the Council in session at 2:2 p.m. and opened the session in prayer before calling for the Report of the Committee on Credentials. REPORT OF THE COMMITTEE ON CREDENTIALS Feast of All Souls To the One-Hundred- Twenty-Sixth Council of the Diocese of the Northeast and Mid Atlantic, Dear Fathers and Brethren, The Committee on Credentials exists to review the filed credentials of each parish in accordance with Title II, Canon IV, Section One. Its membership was made up of the following: The Rev. William A Jenkins, Sr., Rev., Gerald S. McLynn, Mrs. Kimberley D. Jenkins. The Committee met prior to council and assembled this morning to review all certificates submitted to the committee by parishes of this Council. All were found to be in order conforming to the Titles and Canons of the Diocese of the Northeast and Mid Atlantic of the Reformed Episcopal Church. There were five parishes which made no report. Church of St. John s-by-the-sea, Ventnor, NJ Covenant Church, Roanoke, VA St. Luke s Bishop Hoffman, Philadelphia, PA Jesus, The Good Shepherd Church, Brooklyn, NY New Covenant Church, Lynchburg, VA There were eight parishes whose certificates contained irregularities. These were all corrected and approved by the Ordinary before the start of Council. The Committee recommends the following: That all delegates and alternates properly certified be seated as members of the 126th Council of the Diocese of the Northeast and Mid-Atlantic.

Dr. David A. Crum delivered the sermon. Bishop(s) Leonard W. Riches, Royal U. Grote, David L. Hicks, and the Rev. Richard W. Workowski, Rector, St. Mark s REC, Rydal, PA, participated in the Service. Mr. Ronald E. Riches, Choirmaster of Covenant Chapel, Basking Ridge, NJ, directed the choir. The Ven. Dr. Paul U. Ekezie and the Rev. Paul S. Howden officiated in the Morning Prayer Service at 9:3 a.m. on November 3. The Rev. Donald L. March preached the sermon. The Council Schedule is included in the packets distributed at registration. The Committee s gratitude is extended to St. Mark s Church and her members for hosting the 26 Council. The hospitality extended is greatly appreciated. Gratitude is extended to the diocesan choir comprised of members from parishes within the diocese and to the choirmaster for their contribution toward the worship of the council. RICHES To the One Hundred Twenty-sixth Council of the Diocese of the Northeast and Mid-Atlantic of the Reformed Episcopal Church Dear Brethren: The record which follows offers a summary of my activities in the episcopal office during the past year. In this report I emphasize those functions which especially pertain to my service as Bishop Ordinary of this Diocese. A detailed account of my service as Presiding Bishop of the Reformed Episcopal Church will be presented to the Fifty-second General Council in October, 28. CONFIRMATIONS: On the occasion of eight visits to the parishes under my care in this diocese, nineteen persons were presented to me for the laying-on of hands in the historic rite of Confirmation. It is to be noted that some parish visits were made for purposes other than the administration of Confirmation. In keeping with the historic practice of the church, I regularly served as the principal celebrant at the Eucharist whenever it was administered, and otherwise participated in the conduct of corporate worship on the occasion of each scheduled visit. On a number of these occasions I also delivered the homily. I was privileged to carry out this ministry as an aspect of my service as Bishop Ordinary pro tempore of the Diocese of the Southeast a responsibility which I have fulfilled since the death of the Rt. Rev. James C. West, Sr. on May 28, 26. EPISCOPAL CONSECRATION: On Sunday, October 22, 26, at 1: a.m., in Schwarzenborn, Germany, I presided at the consecration of the Rev. Canon Gerhard Meyer as a bishop in the church of God, to provide oversight for the work of the Reformed Episcopal Church in Germany. Serving with me as co-consecrators were the Rt. Rev. Kenneth J. W. Powell, Bishop Primus of the Free Church of England, otherwise known as the Reformed Episcopal Church; and the Rt. Rev. Royal U. Grote, Jr., Bishop Ordinary of the Diocese of Mid- America, and Bishop for the Reformed Episcopal Church in Germany. The Rev. Messrs. Dirk Wilke, Ulrich Springer, and Michael Winkler assisted in the conduct of the liturgy. The homily was delivered by the Rt. Rev. Royal U. Grote, Jr. A large congregation filled the beautiful, historic church in Schwarzenborn for the joyous service. A luncheon reception followed at the Knüll Camp. Bishop Meyer was elected by vote of the Reformed Episcopal Church in Germany, at the annual Synod held in Euskirchen on May 27, 26. He will assist Bishop Grote in the oversight of the work of the Reformed Episcopal Church in Germany for a period of time, until a transition to indigenous self-government is effected. HOLY BAPTISM: On Sunday, January 1, 26, the Feasts of the Circumcision of Christ and of the Holy Name of Jesus, in St. Matthias Church, Katy, TX, I administered the sacrament of Holy Baptism to Aidan Michael Grote, infant son of the Rev. and Mrs. Jason R. Grote, and grandson of the Rt. Rev. and Mrs. Royal U. Grote, Jr. The Rev. Jason R. Grote serves as rector of St. Matthias Church, and the Rt. Rev. Royal U. Grote, Jr., is Bishop Ordinary of the Diocese of Mid-America. HOLY MATRIMONY: On Saturday, June 24, 26, at 3: P.M., in Grace Church, Havre de Grace, MD, my wife and I were privileged to attend the wedding of the Rev. Gerald Stephen McLynn and Virginia Ellen Vaughn. At the gracious invitation of the Rt. Rev. Daniel G. Cox, who officiated at the ceremony, I was honored to share in a portion of the service, together with the Rt. Rev. David L. Hicks, who was also in attendance. May God s richest blessing rest upon this couple in their life together, and in their service to Christ and His church. FUNERALS AND MEMORIAL SERVICES: On Saturday, June 3, 26, at 11: A.M., in Faith Church, Summerville, SC, I participated in the conduct of services and delivered the homily for the funeral of the Rt. Rev. James Cortez West, Sr., Bishop Ordinary of the Diocese of the Southeast. Bishop West entered the presence of the Lord suddenly on the morning of May 28, 26, at his home in Summerville. More than 1,2 people representing Reformed Episcopal parishes throughout the State of South Carolina and the Diocese of the Southeast, from the Diocese of the Northeast and Mid-Atlantic and from other dioceses of the Reformed Episcopal Church, from other branches of Christ s church, as well as from the surrounding community of

20 The Diocese of the Northeast and Mid-Atlantic - Page 2 - the greater Charleston area, joined to pay tribute and to say farewell to a widely respected, sacrificially dedicated servant of Christ to a gifted and godly leader of the church, and to a well-beloved Christian gentleman and a dear friend. Following the service in Summerville, I officiated at Bishop West s interment in the cemetery of Good Shepherd Reformed Episcopal Church, Bonneau, SC, which had been his boyhood parish. Blessed are the dead who die in the Lord from henceforth: Yea, saith the Spirit, that they may rest from their labors. (Revelation 14:13) On Saturday, December 24, 25, at 9: A.M., in St. Mark s Church, Rydal, PA, I brought words of remembrance and condolence at the memorial service for Mary Elizabeth Moock, who entered the presence of the Lord on December 21, 25, at the age of ninety-eight. Baptized in infancy by the Rt. Rev. Charles Edward Cheney, Betty Moock was one of the last surviving personal links to the founders of the Reformed Episcopal Church. I had been privileged to know Betty Moock since the days of my early childhood in the Memorial Church of Our Redeemer, Philadelphia, PA. Her husband, Mr. Harry O. Moock, served as rector s warden at St. Mark s Church throughout my tenure as rector of that parish from 1975 through Precious in the sight of the Lord is the death of His saints. (Psalm 116:13) REGULARIZATION OF MINISTERIAL ORDERS: On Sunday, April 2, 26, at 11: A.M., in St. Mary s Church, Bronx, NY, I officiated at a service of regularization of ministerial orders for the Rev. Eugene L. Phipps, and the Rev. Percy George, who serve as rector and curate respectively of the Church of Jesus the Good Shepherd, Brooklyn, New York. The congregations of both parishes came together jointly for this service. The candidates were presented by the Rev. Belgrave Pelle, rector of St. Mary s Church. It was my privilege to deliver the homily and to serve as celebrant for the Holy Eucharist. A delightful dinner and reception followed this joyous service. RECEPTION OF PARISH: On Sunday, January 15, 26, in Irvington, New Jersey, I presided over the reception of All Saints Anglican Church as a parish in the Diocese of the Northeast and Mid-Atlantic of the Reformed Episcopal Church. The Ven. Dr. Paul U. Ekezie serves as rector of this congregation, whose members have largely come from the Church of Nigeria (Anglican Communion), with whom the Reformed Episcopal Church has entered into a Covenant Union in Concordat. More than one hundred fifty persons shared in a service of worship and celebration, and in a wonderful fellowship meal served following the service. An opportunity was provided between the worship service and the fellowship dinner for me to receive and answer questions about the Reformed Episcopal Church. It was my honor and privilege to serve as celebrant for the Holy Eucharist, and to deliver the homily on this singular and joyous day. SPECIAL OCCASIONS: On December 24, 25, at 7:3 P.M., in Covenant Chapel, Basking Ridge, NJ, I participated in the traditional Christmas Eve Service of Nine Lessons and Carols. The Rev. Gregory J. Miller is rector of the parish; and my brother, Mr. Ronald E. Riches, serves as Choirmaster.

21 The Diocese of the Northeast and Mid-Atlantic - Page 21 - From January 26-28, 26, I participated in the annual Clergy Retreat held at the Eden Resort and Conference Center in Lancaster, PA. The Rt. Rev. John Rodgers, Bishop in the Anglican Mission in America, and former Dean of Trinity Episcopal School for Ministry in Ambridge, PA, was the speaker. It was my privilege to celebrate the Holy Eucharist which concluded the retreat program on Saturday, January 28 th. From April 5 through 9, 26, in Charleston, SC, I participated in the celebration of the 1 th Anniversary of the parish of St. John s Church, of which the Rev. Ronald E. Satterfield is rector. The Rt. Rev. James C. West, Sr., previously served the parish as rector for twenty-four years. Several days of celebratory services and events culminated in a festival Palm Sunday Eucharist, at which I was honored to serve as homilist and celebrant. The Rt. Rev. James C. West, Sr., Bishop Ordinary of the Diocese of the Southeast administered the rite of Confirmation as part of this joyous service. The Rt. Rev. Alex Dickson, retired bishop of the Episcopal Diocese of West Tennessee, joined with Bishop West and with me in the conduct of the service. SPEAKING ENGAGEMENTS: From November 9 through 12, 25, at the David L. Lawrence Convention Center in Pittsburgh, PA, I participated in the conference for orthodox Anglicans, sponsored by the Anglican Communion Network of Diocese and Parishes, and held under the theme Hope and a Future. More than three thousand faithful Anglicans representing the world-wide Anglican Communion, the Episcopal Church, and numerous extra-mural Anglican jurisdictions joined in the several days of worship, fellowship, mutual encouragement, prayer and the kindling of fresh hope for a bright, new future in rebuilding a biblical, faithful, mission-driven Anglicanism in North America. The Reformed Episcopal Church was well represented at the gathering by several bishops as well as members of the clergy and laity. Reformed Episcopal Seminary had a display table, faithfully staffed by the Ven. Jon W. Abboud and others who assisted him. Joni Eareckson Tada was one of the featured speakers on the conference program. It was my privilege to address the gathering on behalf of the Common Cause Partners, of which the Reformed Episcopal Church is a member. On June 3 and July 1, 26, at the invitation of the Rev. Douglas Sangster, rector of All Saints Reformed Episcopal Church, Amarillo, TX, I conducted a parish retreat at the Ceta Canyon Retreat and Conference Center south of Amarillo, developing themes from the Thirty-nine Articles of Religion. The topics addressed were biblical authority, principles of soteriology, and sacramental theology as these subjects appear in the Thirty-nine Articles. On Sunday, July 2, 26, I celebrated the Holy Communion and delivered the homily at All Saints Church. On Sunday, October 8, 26, at the invitation of the Committee on Women s Ministry, it was my privilege to celebrate the Holy Eucharist and deliver the homily in conjunction with the 5 th Annual Spiritual Enrichment Conference, held at the Holiday Inn Patriot in Williamsburg, VA. On Saturday, October 21, 26, at 1:3 A.M., at the Knüll Camp in Schwarzenborn, Germany, at the invitation of the Rev. Canon Gerhard Meyer, I addressed a gathering of people

22 The Diocese of the Northeast and Mid-Atlantic - Page 22 - representing the Reformed Episcopal Church in Germany, examining several aspects of the biblical doctrine of the church. DENOMINATIONAL FUNCTIONS: As an aspect of my service as the Ordinary of this diocese, I have participated in two regular semi-annual meetings of the Conference of Bishops during the past year. In my capacity as Presiding Bishop of the Reformed Episcopal Church, I also presided at each of these sessions: April 18-22, 26, in the Church of the Holy Communion, Dallas, Texas, where the Rt. Rev. Ray R. Sutton serves as rector; and October 1-14, 26, at Cummins Theological Seminary in Summerville, SC. Meetings of the General Committee, and of other agencies of the General Council, were also held in conjunction with these sessions. On June 15 and 16, 26, it was my privilege to participate in the sessions of the 1 th Annual Synod of the Diocese of Mid-America, hosted by St. Andrew s-cheney Memorial Church in Chicago, IL. The Rt. Rev. Franklin H. Sellers, retired bishop of the former Synod of Chicago, was the preacher at the Synod Eucharist. At the invitation of the Rt. Rev. Royal U. Grote, Jr., Bishop Ordinary of the Diocese, I addressed the clergy and lay delegates on the developing relationships between the Reformed Episcopal Church and other Anglican jurisdictions, both in North America, and around the world. DEVELOPMENTS IN INTER-CHURCH RELATIONS: On November 12, 25, in conjunction with our participation in the Hope and a Future conference in Pittsburgh, PA, I met with the Most Rev. Peter J. Akinola, the Rt. Rev. Ray R. Sutton, and the Rev. Martyn Minns to finalize the Covenant Union of Anglican Churches in Concordat between the Church of Nigeria (Anglican Communion), the Reformed Episcopal Church, and the Anglican Province of America. Efforts to achieve this relationship had been in process for just over a year, during which time representatives of the Church of Nigeria had come to the United States, and representatives of both the REC and the APA had traveled to Nigeria, to further the objective of a relationship of intercommunion among our jurisdictions. A copy of the Covenant is appended to this report. [See Appendix page 14] On February 14-16, 26, in St. Alban s Cathedral (APA), Orlando, FL, I participated in sessions of the Common Cause Partners Roundtable, moderated by the Rt. Rev. Robert W. Duncan. Bishops Royal U. Grote, Jr., and Ray R. Sutton, participated with me in representing the Reformed Episcopal Church throughout these sessions. On February 17, 26, in St. Albans s Cathedral, Orlando, FL, I participated in the organizational sessions of the Federation of Anglican Churches in the Americas (FACA). Established as a means of furthering understanding, mission, witness and fellowship among faithful Anglicans in North America, the Federation has adopted the standards and objectives identified in the opening sections of the Articles of Federation which are attached to this report. The Most Rev. Gregory J. Venables, Archbishop of the Anglican Province of the Southern Cone, has agreed to serve as Patron of the Federation. Initially organized of persons representing the

23 The Diocese of the Northeast and Mid-Atlantic - Page 23 - Reformed Episcopal Church and the Anglican Province of America, the FACA seeks to bring together the disparate jurisdictions of faithful Anglicans in North America, uniting them in constructive, fruitful, and cooperative relationship, without surrendering individual identity or autonomy. To that end, a second gathering of the Federation was held at the Church of the Holy Communion, Dallas, TX, on April 18, 26, to which leadership representatives of several other extra-mural Anglican jurisdictions were invited. A third set of sessions convened on October 1, 26, at Cummins Theological Seminary in Summerville, SC. Our diocese is represented on the Executive Committee of FACA by the Rt. Rev. David L. Hicks, and the Ven Jon W. Abboud, who also serves as treasurer. I count it a privilege to have been elected to serve the Federation as chairman. A copy of the Articles of Federation appears as Appendix page 15 attached to this report. From August 16 through 18, 26, in Trinity Cathedral, Pittsburgh, PA, I participated in the roundtable sessions of the Common Cause Partners of the Anglican Communion Network. I was joined by the Rt. Rev. Ray R. Sutton in representing the Reformed Episcopal Church in these sessions. These sessions culminated in the drafting of a Covenant Declaration, a copy of which is appended to this report. [See Appendix page 22] Many of these activities, which take place in the life of the wider church and outside of this diocese, are nevertheless vitally related to the life of our diocese, and have a profound bearing on our future together in the Reformed Episcopal Church, and in the realignment of faithful Anglicanism which is taking shape throughout the world. It is an exciting, event-filled period in the life of this portion of Christ s church, and I count it great joy to be privileged to serve at this decisive and critical moment in our church s history. DIOCESAN COUNCIL: Since the death of the Rt. Rev. James C. West, Sr., which left the Diocese of the Southeast without resident episcopal oversight, I have served as Bishop pro tempore of that diocese, in conjunction with my responsibilities as Presiding Bishop of the Reformed Episcopal Church. In that capacity, I have convened the Standing Committee of the Diocese of the Southeast on two occasions: June 1, 26, and September 13, 26. From September 14 through 16, 26, in Grace Church, Moncks Corner, SC, I presided over the sessions of the 34 th Annual Council of the Diocese of the Southeast, delivering the homily at the closing Eucharist on Saturday, September 16 th. The Rt. Rev. Royal U. Grote, Jr., Vice-President of the General Council, was also present for these Council sessions, and served as the preacher for the opening Eucharist on Thursday, September 14 th, fulfilling an invitation which had been extended by the Rt. Rev. James C. West, Sr. early in 26. I have appointed an Episcopal Search Committee, which is in the process of soliciting recommendations from the parishes and people of the Diocese of the Southeast for potential nominees for the episcopal office. I convened the organizational meeting of this committee in Summerville, SC, on October 12, 26. They will develop a short list of recommended nominees, to be submitted to the Standing Committee of the Diocese no later than December 15, 26. The Standing Committee will meet on January 5, 27, to put forward two nominees: one as Bishop Ordinary, and the other as Bishop Suffragan.

24 The Diocese of the Northeast and Mid-Atlantic - Page 24 - A special Council of the Diocese will be called for February 1, 26, for the purpose of electing new episcopal leadership for the Diocese. I will be present to preside over these sessions. The bishops elected by this special Diocesan Council must then be approved by a majority of the Standing Committees of the Reformed Episcopal Church in North America, as well as by a majority of the members of the Conference of Bishops, before consecrations can take place. [Title I, Canon 11, Section 2(a)] It is hoped that these consecrations can be scheduled for mid- April, when the bishops of the church, together with representative members of various boards and committees of the General Council, will be in South Carolina for the regular semi-annual series of meetings which is normally held just after Easter. Let us be faithful in intercessory prayer for our brothers and sisters in Christ in the Diocese of the Southeast as they participate in this process of identifying new episcopal leadership to carry forward the good work of this historic diocese of our church. PARISHES AND VESTRIES: Responsibilities for parochial and clergy matters are under the care and oversight of the Bishop Coadjutor of the Diocese, the Rt. Rev. David L. Hicks. I have made myself available to him for consultation whenever he has sought my counsel. He has discharged his responsibilities in these vital areas of our church s life with diligence, fidelity and competence. BOARDS AND COMMITTEES: I confine my reporting to involvements directly related to the discharge of my diocesan responsibilities. I have presided at three meetings of the Board of Trustees of the diocese, and at one meeting of its Executive Committee. I presided over one meeting of the Standing Committee, and attended one meeting of the Committee on Nominations. I have participated in two meetings of the special committee appointed to handle matters related to the property owned by the General Council at 43 rd and Chestnut Streets in Philadelphia, PA. THEOLOGICAL EDUCATION: In keeping with the obligation carried by the episcopal office relating to the spiritual formation and theological training of future ordinands, I have continued to serve as Chancellor of the Theological Seminary of the Reformed Episcopal Church here in this diocese, where I also serve as Professor of Theology and Liturgics. These responsibilities generally engage me for two days each week during the Advent Quarter of each academic year, spanning a ten-week period from late November through the end of February. Within that time frame I taught two courses: one in Liturgics, and another on the Thirty-nine Articles of Religion. APPRECIATION: The Rt. Rev. David L. Hicks has now served this diocese as Bishop Coadjutor for well over a year. During that time, he has served with competence, wisdom, and faithfulness in discharging the responsibilities of this office. I am sincerely grateful to have him as a colleague in the ministry of pastoral oversight and administration. I continue to be appreciative of the willing availability of the Rt. Rev. Daniel G. Cox and the Rt. Rev. Robert H. Booth to assist with episcopal duties whenever requested. The Ven. Dr. Jon W. Abboud offers

RECOMMENDATIONS: I recommend that the offering of the morning of the first day of this 126 th Council be designated for the Library Computerization Project of our Theological Seminary in Blue Bell, PA; and that the offering of the morning of the second day of Council be assigned to support the youth camping ministry of our diocese. EXHORTATION: Neither pray I for these alone, but for them also which shall believe on me through their word: that they all may be one; as thou, Father, art in me, and I in thee, that they also may be one in us: that the world may believe that thou hast sent me. (St. John 17:2-21) These words of our Lord preface this year s Pastoral Letter from the bishops to the Reformed Episcopal Church at large. The letter is entitled True Unity by the Cross of Christ for the Spread of the Gospel. The message of that letter reminds us of the unprecedented challenge that confronts us: to reach a perishing world with the transforming message of the Gospel. The letter also makes us aware of the weighty obligation that faces us in making our witness credible, by not only testifying to it, but by living it out in the kind context of a unified faith and life which truly embodies and reflects the life of Christ in us.

HICKS To the One Hundred Twenty-sixth Council of the Diocese of the Northeast and Mid-Atlantic of the Reformed Episcopal Church Dear Brethren, The following report is submitted as a summary of my principal activities as Bishop Coadjutor, since the One Hundred Twenty-fifth Council. I. General Activities Reformed Episcopal Seminary: As Associate Professor of Biblical Languages and Literature, I continue to teach Greek Elements and Greek Exegesis and interact with students at Reformed Episcopal Seminary. Philadelphia Area Ministerium: I lead the meetings of the monthly Ministerium for REC clergy, postulants and seminarians. November 29, 25: represented Reformed Episcopal Seminary at the inauguration of the Rev. Dr. Peter Lillback as president of Westminster Theological Seminary. The ceremony was held at Proclamation Presbyterian Church, Bryn Mawr, PA. January 14, 26: conducted a seminar at Grace Church, Havre-de-Grace, MD, entitled, "The Devotional Use of the Book of Common Prayer." In addition to communicants from Grace Church, several other Reformed Episcopal parishes in the Maryland and Delaware area were represented. March 18-19, 26: participated in a Lenten series at St. Stephen s, Eldersburg, MD, by giving three lectures/sermons on "Why Anglicanism?" I also preached and celebrated Holy Communion with the parish on Sunday morning. May 21, 26: served as the preacher at the service of ordination to the diaconate for one of our graduating seminarians, Mr. Peter Geromel. The service was held at Church of the Transfiguration (Diocese of the Holy Cross), Phoenixville, PA. June 2-3, 26: attended the funeral services for the Rt. Rev. James West, Ordinary of the Diocese of the Southeast, in Charleston, South Carolina, accompanied by the Ven. Jon W. Abboud. June 1, 26: attended the appreciation dinner for the Rev. and Mrs. Richard Walters, upon the retirement of the Rev. Mr. Walters as Rector of St. Luke s & Bishop Hoffman Church, Philadelphia. June 11, 26: attended an appreciation luncheon organized by the Vestry of St. John sby-the-sea, honoring their Rector and his wife, the Rev. & Mrs. Ronald Bretherick. As mentioned below, the parish will be participating in our efforts to revitalize our mission endeavor in the Philadelphia area. Bishop Cummins Memorial Church, Catonsville, MD: On Sunday evening, February 19, 26, I installed the Rev. Dr. David A. Crum as Rector of Bishop Cummins Memorial Church. The Ven. Jon Abboud delivered the sermon. The service was well-attended, including representatives from nearby REC and APA parishes. Christ Memorial, Philadelphia, PA: The Rev. Michael Fitzpatrick continues to serve as Vicar, while the parish meets jointly with Grace Church, Collingdale, PA. As noted below, the Diocese is working with the parish to begin the process of returning to the West Philadelphia community. Grace Church, Scranton, PA Effective January 31, 26, the Rev. Ronald Bell resigned as Rector of Grace Church and has begun a mission work of the Associate Reformed Presbyterian Church in the Scranton area. The Rev. R. Charles Gillin graciously represented the Diocese on Sunday January 29 th, the Rev. Mr. Bell's last Sunday at the parish. On Sunday, February 5, 26, the Rev. Dr. Dale Crouthamel and I conducted the service of Holy Communion at Grace Church, and I introduced Dr. Crouthamel to the Vestry and congregation as the parish's interim rector. Most recently, the Wardens and Vestry of Grace Church have extended a call to the Rev. Paul Howden to serve as Rector. The Rev. Mr. Howden previously served as Rector of St. Luke s REC, Santa Anna, CA. He began his responsibilities at Grace Church on September 1, 26 and was formally installed when I visited the parish on October 8, 26. I am deeply grateful to the Rev. Dr. Dale H. Crouthamel for his sensitive pastoral ministry to the parish, during the difficult time of transition. Holy Trinity, Fairfax, VA On the 2 nd Sunday in Advent, December 1, 25, I installed the Rev. Charles F. Camlin as Rector of Holy Trinity Church, as well as delivered the sermon and celebrated Holy Communion. The Rev. Mr. Camlin succeeds the Rev. Dr. Robert Bowman, founding Vicar of the parish. The service was well attended, and the parish continues to enjoy numerical and spiritual growth. St. Luke s & Bishop Hoffman, Philadelphia, PA: Due to the resignation of the Rev. Richard Walters, effective May 1, 26, I met with the Vestry of St. Luke's-Bishop Hoffman Church on Monday, February 27, 26, to explain the diocesan policy and procedures as they begin the search process for a new rector. I have appointed the Rev. Bart Craig to serve as Interim-Rector. St. Michael's, Enola, Pennsylvania On Sunday, April 3 th, I made an episcopal visit to St. Michael's, during which visit I received the Rev. Donald L. March as a presbyter, according to the form of receiving presbyters given in the Book of Common Prayer, and I installed him as Rector of the parish. St. Paul s, Oreland, PA: The Wardens and Vestry of St. Paul s have extended a call to the Rev. Rondal D. Martin to serve as Rector of the parish. The Rev. Mr. Martin is a graduate of

31 The Diocese of the Northeast and Mid-Atlantic - Page 31 - Cranmer Theological House and has served as Rector of All Saints Church, Shreveport, Louisiana, since November, 2. He is scheduled to begin his duties at St. Paul s, beginning in November. An installation date will be scheduled. My thanks are extended to the Rev. Dr. Wayne A. Headman for his service as Interim Rector. St. Philip s, Warminster, PA: The Rev. Jonathan S. Riches resigned as Vicar of St. Philip s, effective August 26, in order to assume greater responsibilities with Reformed Episcopal Seminary and the Publication Society of the Reformed Episcopal Church. I assumed direct oversight of the parish at that time. This has been a struggling parish for many years; and after meeting with the parish membership on September 3, 26 and October 22, 26, I recommended to the Vestry that the parish be closed, effective November 12, 26. The Vestry unanimously agreed in a vote taken on Sunday, October 22, 26. I will preside over the concluding service of Holy Communion, which is to take place on Sunday, November 12, 26. IV. Other Parochial Matters A. Faith and Emmanuel Churches, Baltimore, MD: The Rev. William A. Jenkins, Sr., Rector for these parishes has communicated the following resolution, passed unanimously by both parishes. That we make application to the Bishops and Standing Committee with request for a merger of our parish with [Faith] [Emmanuel] Reformed Episcopal Church, for the Glory of God, the benefit of both parishes, and for the united testimony of Christ. Soli Deo Gloria. The Standing Committee approved the petition at its regular meeting on Monday, September 25, 26.The parishes have been meeting jointly at Emmanuel Church, while renovation of the Faith Church building is being completed. The merged parishes plan to make the Faith Church building their home, once the renovation work is finished. B. Christ Memorial, Philadelphia, PA: On Monday, August 14, 26, a binding arbitration hearing was held, to resolve the Reformed Episcopal Church s dispute with Guide One Insurance Company over the tower collapse at 43 rd and Chestnut Streets. Subsequent to that hearing, the arbitration judge ruled in favor of the Reformed Episcopal Church (REC), awarding $7.3 M. After costs and attorney s fee, the REC has received a net award of $5.1 M. On August 29, 26, the special advisory committee appointed by our Presiding Bishop, the Rt. Rev. Leonard W. Riches, met to discuss and make recommendations to the Trustees of the Sustentation Fund of the Reformed Episcopal Church. As the net award granted to the church falls short of the estimated cost to repair the building, and as there is a great deal of uncertainty over the actual costs involved with restoration, the committee has recommend the sale of the 43 rd and Chestnut Street property and that the funds from the sale, along with the arbitration award, be divided for the benefit of the church agencies historically connected to the Christ Memorial property the General Council, Reformed Episcopal Seminary and Christ Memorial Parish. Recognizing our historic commitment to the West Philadelphia community, the committee recommended that at least one-third of the funds be granted to the Diocese of the Northeast and Mid-Atlantic for assisting our mission efforts in Philadelphia through Christ Memorial Church. The Trustees of the Sustentation Fund followed the recommendation of the Committee at its

Currently, I have been meeting and working with the parish membership to identify a place of worship in West Philadelphia area for the congregation. C: Mission in Philadelphia: I am in the process of developing an overall plan for addressing the needs of our struggling mission parishes in the Philadelphia area Christ Memorial, Atonement and Grace. Due to the proximity of the parishes to one another, it seems beneficial to organize them under a common structure of administration that will promote the sharing of resources and the development of a complimentary strategy for church growth. D. Chesapeake City, Maryland On December 12, 25, at the invitation of the Very Rev. Gerald McLynn, I met with several families who have been meeting in the Chesapeake City area for Sunday worship as an outreach of Grace Church, Havre de Grace and under the direction of the Rev. Mr. McLynn. We discussed the group's possible organization as a Reformed Episcopal parish. I have received a verbal report that the group has voted to petition the Standing Committee to be received as an Extension Work. V. Canonical Examinations Richard E. Baird On January 11, 26, I conducted the canonical examination of the Rev. Richard E. Baird for ordination to the presbyterate. Assisting in the examination were the Very Rev. Cedric Benner and the Rev. Gregory Miller. The Rev. Mr. Baird sustained the examination. He is a graduate of Reformed Episcopal Seminary and has been assisting the Rev. Chiron Thompson at Messiah REC, Philadelphia. Donald L. March Assisted by the Rev. Michael Fitzpatrick and the Rev. Jonathan Riches, I conducted the canonical examination of the Rev. Donald L. March for reception as a presbyter on January 24, 26. He sustained the examination. The Rev. Mr. March was ordained in the Lutheran Church (ELCA) and has been called to serve as Rector of St. Michael's, Enola, PA. He is a graduate of the Lutheran Seminary in Gettysburg, Pennsylvania. I had the privilege of being the preacher and celebrant on five occasions in Maryland parishes. On December 4, 25, at the request of the rector, the Rev. Gerald S. McLynn, I witnessed the first Holy Communion of a number of parish children at Grace Church in Havre de Grace. I also assisted with the Liturgy and the Eucharist, and pronounced the Benediction. I continue active in Ecumenical relations with the parishes of the Anglican Province of America in Maryland under the Deans, the Very Rev. Gerald S. McLynn (REC) and the Rt. Rev. Robert S. Loiselle, Sr. (APA). On April 22, 26 I attended the service of the Ordination to the Priesthood of the Rev. Gordon Anderson in St. Alban's Church (APA), Joppa, MD. At the gracious invitation of Bishop Grundorf I joined in the laying on of hands. On June 24, 26, at Grace Reformed Episcopal Church in Havre de Grace, I had the honor of being the officiant at the wedding of Gerald Stephen McLynn and Virginia Ellen Vaughn - a very special couple! I was also the celebrant at the Eucharistic service. A lovely outdoor reception followed on the Church grounds. On September 1, 26 I received Virginia ("Ginger") Ellen McLynn into the communicant membership of Grace Church. I continue as Rector Emeritus of Bishop Cummins Memorial Church in Catonsville, Maryland. (It will be ten years on December 31, 26). The Rev. David A. Ronald Bell resigned as Rector of Grace Church and has begun a mission work of the Associate Reformed Presbyterian Church in the Scranton area. The Rev. R. Charles Gillin represented the Diocese on Sunday, January 29, the Rev. Mr. Bell's last Sunday at the parish. On Sunday, February 5, 26, the Rev. Dr. Dale H. Crouthamel and Bishop Hicks conducted the service of Holy Communion at Grace Church, and he introduced the Rev. Dr. Crouthamel to the Vestry and congregation as the parish's interim rector. Most recently, the wardens and vestry of Grace Church have extended a call to the Rev. Paul Howden to serve as rector. The Rev. Mr. Howden previously served as rector of St. Luke s Reformed Episcopal Church, Santa Anna, CA. He began his responsibilities at Grace Church on September 1, 26 and is scheduled to be formally installed when Bishop Hicks visits the parish on October 8, 26. St. Michael's, Enola, Pennsylvania On Sunday, April 3 th, Bishop Hicks made an episcopal visit to St. Michael's, during which visit he received the Rev. Donald L. March as a presbyter, according to the form of receiving presbyters given in the Book of Common Prayer, and installed him as Rector of the parish. The Rev. Mr. March was presented for reception by the Rev. Jonathan S. Riches. The Rev. Dr. William M. Sloane (Southern Episcopal Church), the former Interim-Rector, and the Rt. Rev. Michael Scalzi (American Catholic Church) participated in the service. The Committee concurred with Bishop Hick s recommendation and unanimously approved the installation of the Rev. Mr. March. G. St. Paul s, Oreland, PA: The Wardens and Vestry of St. Paul s have extended a call to the Rev. Rondal D. Martin to serve as rector of the parish. The Rev. Mr. Martin is a graduate of Cranmer Theological House and has served as rector of All Saints Church, Shreveport, LA, since November, 2. He is scheduled to begin his duties at St. Paul s, beginning in November, 26. An installation date is yet to be scheduled. The Rev. Dr. Wayne A. Headman has served ably as Interim-Rector. The Rt. Rev. Royal U. Grote, Ordinary of the Diocese of Mid-America, has indicated that a letter dimissory will be forthcoming. Jonathan S. Riches as vicar of St. Philip s, Bishop Hicks has assumed direct oversight of this mission parish. Over the next several months, the viability of the continued work of the parish will be determined, and whether an Interim-Vicar need be appointed. PAROCHIAL MATTERS A. Faith and Emmanuel Churches, Baltimore, MD: The Rev. William A. Jenkins, Sr., Rector for these parishes, has communicated the following resolution, passed unanimously by both parishes. That we make application to the Bishops and Standing Committee with request for a merger of our parish with Faith/Emmanuel Reformed Episcopal Church, for the Glory of God, the benefit of both parishes, and for the united testimony of Christ. Soli Deo Gloria. The parishes have been meeting jointly at Emmanuel Church, while renovations of Faith Church are being completed. The merged parishes plan to make the Faith Church building their home, once the renovation work is finished. The Committee concurred with Bishop Hick s recommendation and unanimously approved this merger. B. Christ Memorial, Philadelphia, PA: On Monday, August 14, 26, a binding arbitration hearing was held, to resolve our dispute with Guide One Insurance Company over the tower collapse at 43 rd and Chestnut Streets. Subsequent to that hearing, the arbitration judge ruled in favor of the Reformed Episcopal Church, awarding $7,3,. After costs and attorney s fee, the Reformed Episcopal Church has received a net award of $5,1,. On August 29, 26, the special advisory committee appointed by the Presiding Bishop, the Rt. Rev. Leonard W. Riches, met to discuss and make recommendations to the Trustees of the Sustentation Fund of the Reformed Episcopal Church. As the net award granted to the Reformed Episcopal Church falls short of the estimated cost to repair the church building, and as

39 The Diocese of the Northeast and Mid-Atlantic - Page 39 - there is a great deal of uncertainty over the actual costs involved with restoration, the special committee has recommend the sale of the 43 rd and Chestnut Street property and that the funds from the sale, along with the arbitration award, be divided for the benefit of the church agencies historically connected to the property the General Council, Reformed Episcopal Seminary and Christ Memorial parish. Recognizing our historic commitment to the West Philadelphia community, the committee recommended that at least one-third of the funds be granted to the Diocese of the Northeast and Mid-Atlantic for assisting our mission efforts in Philadelphia through Christ Memorial Church. Currently, Bishop Hicks has been meeting and working with the parish membership to identify a place of worship in the West Philadelphia area for the congregation. C. Mission in Philadelphia: Bishop Hicks is in the process of developing an overall plan for addressing the needs of our struggling mission parishes in the Philadelphia metropolitan area Christ Memorial, Atonement and Grace, Collingdale. Due to the proximity of the parishes to one another, it seems beneficial to organize them under a common structure of administration that will promote the sharing of resources and the development of a complimentary strategy for church growth. D. Chesapeake City, Maryland: On December 12, 25, at the invitation of the Very Rev. Gerald S. McLynn, Bishop Hicks met with several families who have been meeting in the Chesapeake City area for Sunday worship as an outreach of Grace Church, Havre de Grace and under the direction of the Very Rev. Mr. McLynn. They discussed the group's possible organization as a Reformed Episcopal parish. Bishop Hicks has received a verbal report that the group has voted to petition the Standing Committee to be received as an Extension Work. The Committee concurred with Bishop Hick s recommendation and unanimously approved their reception as an Extension Work, effective date of application. E. All Saints Church, Irvington, NJ: On Sunday, January 15, 26, in Irvington, NJ, Bishop Riches presided over the reception of All Saints Anglican Church as a parish in the Diocese of the Northeast and Mid-Atlantic of the Reformed Episcopal Church. The Rev. Dr. Paul U. Ekezie serves as rector of this congregation which is comprised largely of Anglican Christians from Nigeria. More than one hundred fifty persons shared in a service of worship and celebration, and in a fellowship dinner following the service. An opportunity was provided between the service of worship and the fellowship meal for the Bishop to receive and answer questions about the Reformed Episcopal Church. It was the Bishop s privilege to serve as celebrant for the Holy Eucharist, and to deliver the homily for this joyous occasion. BISHOP RICHES - ADDITIONAL ACTIVITIES REPORTED Confirmations - During the past year Bishop Riches confirmed nineteen persons in connection with eight scheduled visits to the parishes of the diocese. Eugene L. Phipps, and the Rev. Percy George, who serve as rector and curate respectively at the Church of Jesus the Good Shepherd in Brooklyn, NY. The candidates were presented by the Rev. Belgrave Pelle. It was the Bishop s privilege to deliver the homily and to celebrate the Holy Communion. Many members of the Church of Jesus the Good Shepherd traveled by chartered coach to be part of this joint service of worship and celebration. Memorial Service - On Saturday, December 24, 25, at 9: A.M. in St. Mark s Church, Rydal, PA, Bishop Riches brought words of remembrance and condolence at the memorial service for Mary Elizabeth Moock, who entered the presence of the Lord on December 21, 25, at the age of ninety-eight. Baptized in infancy by the Rt. Rev. Charles Edward Cheney, Betty Moock was one of the last surviving links to the founders of the Reformed Episcopal Church. Her husband, Mr. Harry O. Moock, served as rector s warden at St. Mark s Church throughout the Bishop s tenure as rector of that parish, from 1975 through Funeral - On Saturday, June 3, 26, at 11: A.M. in Summerville, SC, Bishop Riches participated in the conduct of services and delivered the homily for the funeral of the Rt. Rev. James C. West, Sr., Bishop Ordinary of the Diocese of the Southeast. Bishop West entered the presence of the Lord suddenly on the morning of May 28, 26, at his home in Summerville. More than 1,2 people from Reformed Episcopal parishes throughout South Carolina and the Diocese of the Southeast, from our own diocese as well as from other dioceses of the Reformed Episcopal Church, from other branches of Christ s church, as well as from the surrounding community of the greater Charleston area, joined to pay tribute and to say farewell to a well respected, sacrificially dedicated, godly leader and dear friend. Following the service in Summerville, Bishop Riches officiated at Bishop West s interment in the cemetery of Good Shepherd Reformed Episcopal Church, Bonneau, SC, which had been his boyhood parish. MAY 15, 26: The Trustees authorized a first mortgage of up to $2, to All Saints Anglican Church, a new RE parish in Irvington, NJ, for the purchase of new property, subject to receipt of agreement of sale and clear title search. SEPTEMBER 25, 26: The approved mortgage amount to All Saints Anglican RE Church was increased to $24, due to an increase in costs associated with the purchase of the property. Agreement of sale and title search are still required. Monies totalling $12, collected in response to a call for hurricane relief were given to St. Mary the Virgin APA Parish in Del Ray Beach, FLA which was severely damaged in hurricane Wilma. This was the only RE or APA parish damaged by any of the hurricanes which hit the southern coast during the 25 hurricane season. The Trustees agreed to co-sign, if needed, a mortgage loan of up to $1.3M given to Jesus the Good Shepherd REC in Brooklyn, NY for the purchase of new property. The Trustees agreed to act as surety for a second mortgage issued by the Looney-Hoffman Fund to Bishop Hicks for purchase of his new home necessitated by his move from his position as Rector of St. Paul s REC to his new role as Bishop Co-Adjutor of our Diocese. Bp. Hicks abstained from the vote. The proposed diocesan budget was reviewed and approved for recommendation to the 126 th Council of the Diocese of the Northeast and Mid-Atlantic of the Reformed Episcopal Church. 48 The Diocese of the Northeast and Mid-Atlantic - Page 48 - REPORT OF THE PRESIDENT OF THE REFORMED EPISCOPAL SEMINARY To the 126 th Diocesan Council The Lord has done great things at Reformed Episcopal Seminary in the last year. In June we graduated four students. Two of those, Walter Hawkins and Peter Geromel are already engaged in church ministry. Indeed, Mr. Geromel was ordained to the ministry the day after graduation. Another of the graduates, Mr. Scott Harvey, is pursuing ministry with the Reformed University Ministries, the college branch of the Presbyterian Church of America. Additionally, his degree from RES is allowing him to pursue ordination as a minister in the PCA. His present ministry is at Moravian College in Bethlehem, PA. The other graduate, Mr. Justin Forsberg, has begun diaconal training in the REC and is working at St. Matthew s REC in Havertown, PA, under the direction of Archdeacon Jon Abboud. We began the academic year with four new students. While they replace the graduates, they do nothing to help us grow the student body. Toward that end, and at the suggestion of another student, Mr. William Massey, the trustees have each committed to one day of fasting and prayer each week for the specific purpose of growing our student body. The trustees have encouraged the students, staff, and faculty to join this effort as well. We would, of course, welcome the participation of anyone in this effort. Another major change this year is the addition of another full time member of our faculty. Rev. Jonathon Riches has joined the staff as librarian. Jonathon will also supervise the student bookstore. Additionally, we have relocated the Episcopal Recorder (Publication Society) to the ground floor of the Seminary and Jonathon operates the PubSoc from there. He also serves as an instructor for a few courses. We are grateful to have him with us. The hand of the Lord has sustained our Seminary throughout its history. There have been more than one occasion where we were in dire need of cash when we received large gifts from totally unexpected sources. No one at RES thought that the tragic collapse of Christ Memorial Church s steeple two years ago would have any connection with us, but a few weeks ago, RES was graciously made the recipient of a substantial portion of the insurance settlement as a result of the collapse. The trustees have asked the bishops to form a committee to recommend exactly how best to use the gift. It is important, however, that God s people do not see this money as resolving all our problems forever. Many seminaries receive up to 7 per cent of their operating incomes from endowments. Currently RES has NO endowment at all. While it is expected that a substantial portion of this gift will be set aside for that purpose, we must focus on increasing our endowment. This will take a substantial burden from the shoulders of the Seminary s administration and allow them to focus on making RES the best it can be. Rev. Charles Gillin is available to visit your church at any agreeable time to present the program he developed, Keeper of the Spring. This program encourages regular giving to RES. We are grateful to all the individuals and churches who have been so gracious to us in the last year.

Please follow the procedure previously outlined in the Committee's report to the One Hundred and Twenty-fifth Diocesan Council: In order to assist in this process, the Committee has posted Model By-laws on the diocesan website. The model By-laws are presented in Microsoft Word and Word Perfect formats and are editable. The Standing Committee has approved these Model By-laws for use at its meeting on October 19, 25. Model By-laws provide a turnkey solution to the revision process. The goal is to make revision and approval easier. If your parish chooses to use the Model By-laws as the basis for revision, then the following provides a suggested procedure for submitting them to this Committee. 1. Arlene Nancy Allen: June 15, 1927 October 9, 25 Although not a familiar face to most in the Diocese of the Northeast and Mid-Atlantic, Arlene Nancy Allen, a charter member of the Church of the Messiah in Germantown, held a very special place in the heart of her Parish. She served Messiah as Church Secretary, President, Secretary

61 The Diocese of the Northeast and Mid-Atlantic - Page 61 - and Treasurer of the Women of the Church, choir member, Treasurer of the Missionary Committee, and Sunday School Superintendent and teacher and VBS teacher. Her job when Messiah formed was to knock on every door for the three blocks between her home and the church, gathering up children for Sunday School. They used to call her the pied piper because she had be trailing over a dozen children by the time she arrived at the church s vestibule! As a Sunday School teacher, she taught three generations of Messiah s youth. Nancy was a happy participant at many Denominational Women s Day meetings, Spiritual Enrichment Conferences and Diocesan picnics. She was also a delegate to Diocesan Council in the past This humble, self-effacing servant will be missed by all. A most fitting tribute would be if she were remembered with these words, by which she lived: Favor is deceitful, and beauty is vain: but a woman that feareth the LORD, she shall be praised. Proverbs 31:3 The Diocese also saw the loss of The Rev. Walter George Truesdell, M.A., B.L.S., M.Div.: October 22, 1919 July 22, 26 The Rev. Mr. Truesdell was born in New York City to George Anson and Hattie (Evans) Truesdell. He graduated from Reformed Episcopal Seminary May 25, 1944 and married Mary Schurok on June 1 of that year. They had a son, Walter George, Jr., and a daughter, Susan Hattie. Mr. Truesdell was ordained a presbyter on May 4, 1945; he was Assistant Rector at First Church, New York from 1944 to In 1956 he became Rector of Church of the Redemption, Brooklyn, until its closing. He received the A.B. from Columbia University in 1941, an M.Div. from Reformed Episcopal Seminary in 1944, B.L.S. from Pratt Institute in 195 and an M.A. from Columbia University Teachers College in He was a Lecturer of Apologetics and English Bible at R.E.S. from , and its Librarian from 1964 until his retirement in The committee gives appreciation to Danae Smith of R.E.S. for researching this brief biography. REPORT OF THE COMMITTEE ON CHRISTIAN EDUCATION no report received REPORT OF THE COMMITTEE ON YOUNG PEOPLE S WORK The Committee on Young People s Work (COYPW) could report on how God blessed this ministry with great numbers at Winter Camp and Summer Camp. We could share how we were blessed to meet our financial goals. We could share how we have found suitable locations for our camps. But these numbers do not tell of the impact that the committee desires to have on the youth of the diocese. COPYW exists to build relationships with Christ and His children new, old, better and forever. We are committed to worshipping God, evangelizing to the community, discipling through the word God, communing with God s people and ministering to those in the church and world! There is nothing that this ministry does in our programs that does not fulfill at least one part of this mission. Whether it is a lock-in, winter camp, summer camp, fun day or just a visit with one of our young people in this diocese, we are trying to be pleasing to our Lord in ministering to our children. As a result of this commitment to serving our youth we have seen many being baptized at our local churches. Young people are sharing the gospel with their families and friends as well as bringing them to church. Some have become leaders in their own churches by running programs for youth who are not able to go to camp and others have come back to volunteer with campers in a new role as counselors. In addition, there are young men and women who have decided to skip camp and for this we are proud. We are proud because they are skipping our camps to go on to do local and foreign short-term mission s trips. These are exciting times in the life of the young people of this diocese. Our hope is that the 26-7 years are as filled with God s blessing and direction as the last few. We had a wonderful Ocktoberfest held at St. Stephen s Church in Eldersburg, MD. Our Winter Camp is to take place February 16-18, 27 at River Valley Ranch in Millers, MD. Summer Camp will take place at Rock Mountain Bible Camp in Gibson, PA just north of Scranton July 15-21, 27. We aim to be an aid to the local parish by serving as an avenue to provide opportunities for our children to learn more about Christ and be encouraged by the presence of others just like them! Those of us who have worked at camp are delighted to see growth in the young people from year to year, but have also had wonderful opportunities to strengthen relationships with the youth of our home churches. We would like to partner with the local church in our common goal of building relationships with Christ and His children by sharing ideas and resources as well as cross-training and joint programs. So it is our hope that you can continue to support us financially, with your prayers, and most importantly by involving your adult leaders and children.
