1 Leadership Profile June 2017 Election of the Coadjutor Bishop THE OPPORTUNITY Haïti is at an intriguing moment in its history. With the 2016 election of a new president, there is anticipatory hope. This will prayerfully have implications for other leaders throughout the country, including the incoming Coadjutor Bishop of the Episcopal Diocese of Haïti (EEH). By capitalizing on this great wind of opportunity, the EEH, led by its new Bishop, will have a unique opportunity to broaden its reach, engage more deeply and substansively with the people and communities it serves, continue to develop practical, effective and sustainable approaches to ministry and provide faithful and ethical leadership according to the living Spirit of the written Word of God. EEH is at a critical moment in its history. Vital to living into its mission to be the hands and feet of Christ in a suffering world will be to elect a coadjutor bishop who posseses the following charecteristics: Commitment to the ethical and spiritual values of Jesus Christ Strong record of faithful leadership Knowledge and awareness of EEH history, policy and practice Visionary leader with a call to lead the 21st century church Exemplary management and administrative skills Compassionate leadership *NOTE The below summary describes the charecteristics, skills, aptitude and fortitude needed to perform the responsibilities of the Bishop faithfully and effectively. However, please read VERY CAREFULLY the Regulations Governing The Election Process Of The Bishop Of The Diocese Of Haïti attached at the end of this document. RESPONSIBILITIES Commitment to the ethical and spiritual values of Jesus Christ. The call to the episcopate must be understood as a grace and not as a social promotion. The coadjutor bishop must be a visibly discernible servant leader, having served and lived as a deacon all of his or her life. He or she must be recognized by their peers as such, and must be observed to possess the call of God on his or her life for such a time as this. Strong record of faithful leadership in Haïti

2 Page 2 of 6 Haïti requires a bishop who is called to work for the preservation of Haitian dignity, which emphasizes its vibrant culture and proud history. The coadjutor bishop must have a minimum of 10 years of ministerial experience within the ecclesial milieu, specifically within Haïti. The coadjutor bishop must possess a deep, foundational and compassionate understanding of Haïti inlcuding her opportunities and her challenges. He or she must be willing and able to travel as needed to all of the missions throughout the EEH in the vast territory of Haïti. Knowledge and awareness of EEH history, policy and practice In order to fully exercise his or her ministry and leadership, the coadjutor bishop must have sufficient knowledge of the history of the EEH and an exemplary experience of ordained ministry within it. He or she must have a foundational understanding of the beginnings of the EEH and refer to this history as a source for inspiration. Visionary leader with a call to lead the 21st century church The coadjutor bishop must feel truly called by God for the exercise of the apostolic function in these changing times. The incoming bishop must be able to fulfill the Church s apostolic mission at all levels. He or she must be able to read and interpret the signs of the times on multiple levels including social, political, religious, economic and interreligious. Exemplary Management and Administrative Skills In addition to being a strong spiritual and ethical steward, the coadjutor bishop must be an excellent financial steward and a strong manager of people and resources. He or she must have a strong record of people and business management. Compassionate Leadership The Bishop must first and foremost be a shepherd to humanity. The coadjutor bishop should enjoy leading and managing people, work well with a team, delegate as appropriate, and be an inspiration. He or she must also be open to learning, recognizing that leadership exists at all levels. He or she must be tolerant and have a high emotional intelligence quota. 3 Page 3 of 6 REGULATIONS GOVERNING THE ELECTION PROCESS OF THE BISHOP OF THE DIOCESE OF HAITI JANUARY 2018 PREAMBLE Considering that the Episcopal Church was established in Haiti in 1861 by Bishop James Theodore Holly who was his first bishop; considering that the diocese elected its first indigenous bishop in 1971; Considering that the diocese elected its second native bishop in 1994; having regard to the pastoral letter of the Ordinary of the diocese dated 29 July 2016 announcing his retirement on 1 March 2019; Considering the consent of the bishops and permanent committees of the province of the Episcopal Church of the United States of North America to which the diocese of Haiti is a member;. given the creation by the Permanent Committee of the Diocese of Haiti of the Selection / Nomination Committee for the election of the Bishop co-adjutant, the Selection / Nomination Committee draws up the present rules to lead to the election of the coadjutor bishop of the Diocese of Haiti to succeed Mgr. Jean Zaché Duracin who officially declared his will to retire according to the age laid down by the general canons of this ecclesiastical Province of the Anglican Communion. CHAPTER I - REGULATIONS ART.1.- This regulation is in conformity with: 1) The general canons of the Episcopal Church of the United States of North America 2) The canons of the Episcopal Church of Haiti 3) The archive documents of the Church relating to the election of the 1st Bishop of the Diocese of Haiti ART.2.- These regulations, once approved by the Standing Committee of the Diocese of Haiti, have sovereign authority during the process of organization of the Election of the Future Coadjutor Bishop of the Diocese of Haiti. ART 3.- These regulations shall in no case replace the canons or maintain a permanent character within the Church of Haiti. CHAPTER II. COMMITTEES ART. 4.- The Standing Committee creates two committees for the organization of the elections of the coadjutor bishop of the diocese: A) Selection / Nomination Committee B) Transition Committee A- OF THE COMMITTEE SELECTION / APPOINTMENT ART. 5.- The Selection / Nomination Committee establishes its seat at the Seminary of Theology located at 72, Avenue Christophe, Port-au-Prince. Its task is to: 1) To draft the regulations governing the electoral process and submit them to the Standing Committee

4 Page 4 of 6 2) To finalize the profile of the future coadjutor bishop of the diocese of Haiti according to the directives of the archidiaconal assemblies. 3) Ensure the motivation of the diocese for the elections 4) To establish and maintain communication with all sectors of the diocese through the communications subcommittee 5) Receive nomination papers and related documents. 6) To analyze the candidates' documents in the light of these regulations and to communicate the names of the successful candidates to the standing committee for publication. ART. 6.- The Committee, with the authorization of the Diocesan Ordinary, reserves the right to request from the Secretariat of the Diocesan Office all files of candidates proposed for verification. ART. 7.- The Committee reserves the right to invite any candidate to appear at his seat for interview. ART.8.- The committee selects and submits up to three names of candidates to the Committee Permanent ART. 9.- The Permanent Committee shall communicate to the diocese the names of the candidates selected 90 days before the date of the synod for the election of the coadjutor bishop. CHAPTER III. CANDIDATES ART.10.- To be a candidate for the Episcopate, you must: 1) Have been ordained for at least 15 years in the Episcopal Church 2) Never been suspended 3) Never renounced your ministry in the Diocese of Haiti 4) 35 years of age on the day of registration 5) Have been a priest in charge of a parish or a mission organized for at least 10 years 6) Speak Creole, French and understand English 7) Respond to the profile as defined by the majority of the archdiacal assemblies of the diocese. ART Applications must be accompanied by the following documents: 1) A recommendation signed by at least 6 canonically resident priests working in the Diocese of Haiti, and 6 communicating members of different parishes, at least 18 years of age, holding their membership card and their certificate of payment Missionary obligation for the current year issued by their respective parish or mission. It is understood that a person cannot support 2 applications at a time. 2) A written and signed declaration of the candidate setting out the reasons for his motivation for the episcopate. (Handwritten text) 3) A detailed curriculum vitae of the candidate. 4) National Identity Card: NIF or CIN or ID 5) Extract from the archives, certificate of ordination to the diaconate and the priesthood, 6) Certificate of Baptism and Confirmation 7) Copy of marriage certificate for married couples 8) Registration fee 5000 gourdes

5 Page 5 of 6 9)2 recent identity photographs 10) Certificate of good life and morals issued by the DCPJ 11) Copy of the first page of the candidate's last passport 12) Health certificate (Physical and mental) By health professionals appointed by the selection / appointment committee CHAPTER IV.- ELECTEURS ART The electorate consists of the members of the active and retired clergy who are canonically resident in the Diocese of Haiti and the delegates of the organized missions. ART Each organized mission elects or appoints a mandated lay delegate and an alternate delegate to take part in the Electoral Synod. ART The number of organized missions recognized is that regularly registered at the Diocesan Office. ART. 15. Every organized mission which has not paid its missionary offering during the last two years may not have a delegate cleric or a lay delegate. ART Each delegate is entitled to one (1) vote. ART. 17. To exercise his right to vote, every lay delegate must be in possession of his mandate duly signed by the priest in charge and the certificate of regular payment of the missionary obligation issued by his parish. CHAPTER V. OF THE VOTES ART. 18. The voting takes place by secret ballot. ART. 19. The clergy and the lay delegates vote in a separate chamber. ART. 20. The presence of 50% of the members plus one of each chamber is necessary to maintain the quorum during the different ballots. ART. 21- An absolute majority, ie 50% of the votes plus one (1) in each chamber, Is required to determine the elected member. ART. 22- In the first round, if an absolute majority is not found in each chamber, four other rounds shall be held. After such rounds, if the majority is still not obtained in accordance with Article 21 above, the election shall be postponed to a later date. ART The final counting of votes shall be made on the same day. CHAPTER VI.- PROCLAMATION OF THE RESULTS

6 Page 6 of 6 ART. 24 At the end of the ballot, the minutes of the election shall be drawn up by the secretary of the Synod. The names and surnames of the candidates who took part in the votes and the number of votes obtained by each of them.2) The names and surnames of the lay and clerical delegates3) The names and first names of the members of the Committee Permanent4) The name and first name of the titular Bishop of the Diocese. ART The minutes of the election shall be signed by all those mentioned in Article 24 and shall be kept in duplicate. CHAPTER VII.- OF THE FINAL PROVISIONS. ART. 26. The mandate of the selection / appointment committee Ends the submission of the names of successful candidates. ART 27. All documents, deeds, certificates, forms produced during the election process are deposited in the archives of the Episcopal Church of Haiti. ART 28. All property acquired by the selection / appointment committee during the election process is returned to the Diocesan Office, which is the sole owner. ART 29. The selection / appointment committee receives a certificate from the Permanent Committee attesting that the documents and property are handed over. ART 30. The Transition Committee operates in accordance with the directives of the Permanent Committee, the election manual produced by the Episcopal Office for Pastoral Development (Figure 8) and the present by-laws.
