2 GENERAL INFORMATION SYNOD (Special) 76 REGISTRATION Registration will be held at Church of the Holy Nativity (12707 Bonaventure Drive SE) in Calgary beginning at 9:00 am until 10:00 am on Saturday, March 25, Orientation for synod delegates should occur in your local parish. Special Synod 76 should conclude by 12:00 on Saturday, March 25, CERTIFICATES OF ELECTION Clergy or Incumbent s Wardens are responsible for providing the Lay Members representing their parishes with a Certificate of Election found in this information package, or on the Diocesan website. This form must be presented by the Lay Members in person at the time of registration. OBSERVERS Observers are allowed at Synod. All observers MUST be pre-registered, using the preregistration form. FOOD & REFRESHMENTS Lunch will be provided for all members of Synod on Saturday. If you have special dietary needs please make sure to notify the Diocesan Office at diocese@calgary.anglican.ca NOTICES OF MOTION Because this is a Special Synod, no Notices of Motion will be received.

6 BACKGROUND Why an Indigenous Bishop for Treaty 7 Territory? It is a question of how we in the Diocese of Calgary can further our support for and deepen our partnership with Indigenous peoples and Indigenous ministry. The Truth and Reconciliation Commission and its report are, of course, a very significant piece for our current context and their call to address the harm done in residential schools, as well as the ongoing and underlying issues for Canadian society in recognizing the Rights of Indigenous Peoples. More specifically, however, the Anglican Church of Canada has had a nearly 50 year history of working to re-make its relationships with Indigenous peoples, both within our church and within society. It began with the Beyond Traplines report in 1969, and then, with the establishment of the National Sacred Circle and the Anglican Council of Indigenous Peoples, it gained strength as our Indigenous Anglican brothers and sisters worked toward defining a new covenant for our relationship through the 90 s, which resulted in A New Agape which in 2001 was commended for study and implementation by General Synod. The opening preamble and directions provide the key pieces of what is being striven for: PREAMBLE The Anglican Church of Canada is committed to a new relationship with the Indigenous (or Aboriginal) Peoples of Canada. This new relationship is based on a partnership which focuses on the cultural, spiritual, social, and economic independence of Indigenous communities. To give expression to this new relationship The Anglican Church of Canada will work primarily with the Indigenous Peoples for a truly Anglican Indigenous Church in Canada. It is an important step in the overall quest for selfgovernance. DIRECTIONS The Anglican Church is committed to the concept of Self-Determination of Indigenous peoples in all aspects of their lives. Wholeness for people and communities requires that we restore the circle of life as embodied in the Covenant, with its emphasis on self-determination. New relationships will happen only in a context in which honest efforts are being made to eradicate lingering social injustices. Efforts to heal the wounds caused to individuals and communities by the residential schools experience must be designed and led by Indigenous Peoples. Healing of our relationships is done locally, person by person, community by community. A new relationship involves Indigenous and Non-Indigenous communities working together to create a new partnership, A New Agape. Since then there has been ongoing work frustratingly slow for Indigenous peoples, on how to put in place the structures and governance pieces which can make these things reality in the life
7 of the church. In The New Agape the emphasis is on self-governance, self-determination and partnership. One of the key pieces in this has been the development of episcopal leadership for this work. Early on, Indigenous peoples identified the need for Indigenous Bishops to give leadership in a way that is indeed about self-determination and self-governance but also have been very insistent that this be about partnership within the Anglican Church of Canada. It is these two aspects of self-determination and partnership which present struggles around issues of diocesan jurisdiction, canons, etc. While the process continues to unfold, in part with the proposal to move ahead with the creation of a Fifth Province, the needs and opportunities in mission and ministry are real and present now and a part of how these things are being worked out is through local diocesan initiatives. Perhaps the best example of this was the creation of the Diocese of Mishamikweesh in Northern Ontario, but another good example has been the consecration of Adam Halkett as bishop for the Indigenous peoples in the Diocese of Saskatchewan in a partnership relationship within the diocese. Providing Indigenous episcopal leadership would be in keeping with the direction that has been called for by the Anglican Council of Indigenous Peoples (ACIP) and would be both a sign of and real action toward living into The New Agape. Having an Indigenous person who is well known and highly respected amongst the indigenous people in southern Alberta not only be recognized by the Church in this way, but also empowered to further the work of the Gospel within Indigenous communities and raise up local leadership for that ministry, seems to me to have the marks of the Spirit s leading. Motions: 1. That the Diocese of Calgary requests Provincial Executive give permission for the creation of a position for a Suffragan Bishop for Treaty 7 under the terms of the Constitution of the Province of Rupert s Land, Section 6.33ff. 2. That under the Canons of the Province of Rupert s Land, 9.01A we request Provincial Executive give permission for the election of the bishop by the following method: i. That the Indigenous people of the Anglican Church in Treaty 7 be consulted and given opportunity to express their thoughts and wishes with respect to having an Indigenous bishop for Treaty 7 territory through meetings with members of each of the Indigenous congregations. ii. That said Indigenous bishop, in addition to the general requirements of Canon 9 for someone being elected a bishop, be an Indigenous person from Treaty 7 territory and be able to speak at least one of the languages of the Treaty 7 peoples. iii. That the person be elected by a gathering of the delegates of the Anglican Indigenous congregations within the Treaty 7 territory using a circle/concensus model to name the person to fill this ministry.
