1 Dear friends in Christ, The 85 th Stated Meeting of Salem Presbytery will be held on Saturday, February 20, 2010 at Trinity Church, Salisbury, commencing at 9:00AM. Directions and a short history of the congregation are enclosed in this package. The session and congregation of Trinity, joined by the other nineteen African American churches within the presbytery, will host this meeting. The Reverend Warren J. Lesane, Jr. will deliver the sermon during the worship service. Registration will commence at 8:00AM and continue until 10:00AM. Registration after that time will take place only at the Stated Clerk s table in the sanctuary. Please register, even late, as this is Presbytery s means of recording attendance. 2 HISTORY OF TRINITY PRESBYTERIAN CHURCH SALISBURY, NORTH CAROLINA Trinity Presbyterian Church began as Salisbury Colored Presbyterian Church in the fall of The deed was made to Richard Troy from John and Mary Shaver Deed Book No 43, page 480. In the event of the church ceasing to exist, said property to be rented or sold. This lot was 40 x 60. On June 17, 1875 a 200 foot tract adjoining this tract was conveyed by Mary and Edwin Shaver to John T. Sykes. Another trustee on the deed was Robert Partee. The Shavers were members of First Presbyterian Church. The name was soon changed from The Salisbury Colored Presbyterian Church to Church Street Presbyterian Church. When the church was moved to South Caldwell Street in 1964, the name changed to Trinity United Presbyterian Church. In 1983 United was eliminated from the church name as a result of a merger with other presbyterian churches. Trinity became Trinity Presbyterian Church, PCUSA. In 1988 Trinity became a part of Salem Presbytery of the Synod of the Mid-Atlantic. Ministers: The Reverend Baker was the first minister of thee church, where a parochial school was opened for black children who were taught by white northern missionaries the Church was served by three ministers: Rev. Baker, Rev. William R. Coles, and Frank Potter Rev. William H. Bryant Rev. James M. Morton Rev. Julius P. Johnson Rev. Joe L. Spears Rev. George Hunter without a pastor January 25, 2009 Rev. Olen Bruner installed as Designated Pastor NOTE: There is a possibility that the original members or families came from the First Presbyterian Church, according to the records of the First Presbyterian Church. As far back as 1821, there were Negroes (blacks) who held membership in the First Presbyterian Church. At the same time the church was organized, Johnson C. Smith University in Charlotte, North Carolina and Barber Scotia College in Concord, North Carolina were founded. This was the work of the Freedom Board of the Presbyterian Church.

4 A SALEM PRESBYTERY STATED CLERK REPORT Elder Mack Dagenhart, Stated Clerk February 20, 2010 Annual Session Minutes Review: during 2009 a total of 96 session minutes were reviewed. Review meetings will resume in February, 2010 and continue until all clerks have had the opportunity to attend. Minutes covering years prior to 2010 that have not been reviewed can be brought to a meeting for review. RECOMMENDATION: CA 1. Elect Dawn Martin as Theological Student Advisory Delegate from Columbia Theological Seminary to the 219 th General Assembly Meeting. Joyce Church continues without a session. A second elder was elected through an Administrative Commission action, but installation was not completed. RECOMMENDATION: CA 2. To authorize the Stated Clerk to appoint an Administrative Commission to convene a meeting at Joyce Presbyterian Church for the purpose of ordaining/installing an elder on the session. Commissioners will be appointed from a list provided by the Committee on Ministry. Davidson College maintains seats on its Board of Trustees for representatives from Salem Presbytery. RECOMMENDATION: CA 3. That Salem Presbytery approve Cooper Brantley, and confirm Rev. Laura Spangler and Gilmour Lake to seats on the Davidson College Board of Trustees. The Administrative Commission appointed to resolve difficulties at Cameron Presbyterian Church, Statesville, North Carolina has completed its work. SALEM PRESBYTERY CAMERON ADMINISTRATIVE COMMISSION FINAL REPORT Members of the Commission: Elders: Jo Ann Woodcock, Moderator; Catrelia Hunter; Sylvia Steele; Margaret Marks Ministers: Kent Berry, Fred Sanford, Thomas Leach, E.B. Freeman Staff: Rev. Lemuel Garcia and Dr. Dianna Wright The commission was authorized at the February 2008 meeting of Salem Presbytery. We had our first meeting on April 5, Our last meeting was on November 30,

5 A When we began our work, the Session at Cameron Presbyterian Church had difficulty in making routine decisions. The commission disbanded the Session and assumed the Session s duties. The commission arranged for pulpit supply pastors to preach until Timothy Bates, CLP, was secured as Temporary Supply Pastor. In the Spring of 2008, the Administrative Commission met with Cameron s Session in round robin style listening sessions. Each member of the Session met one on one with each member of the commission. Session members were asked to identify issues, concerns, and hopes for the future of Cameron. Using what we learned from listening to the Session, several training sessions were planned. There was a training component to every session meeting. Training topics included Presbyterian polity and government, officer training (for officers as well as congregants), effective team behaviors, and conflict resolution skills. The commission s goal was to equip the Session to be effective leaders and to leave enabling the congregation to move through a transition process towards seeking a new pastor. When we met as a Session we invited the congregation at Cameron to observe. They were allowed voice but no vote at the Session meetings. In the fall of 2008, an Officer Nominating Committee chaired by commissioners Catrelia Hunter and Fred Sanford was elected by the congregation. Officers were installed in January Jo Ann Woodcock continued to moderate Session meetings. Members of the Administrative Commission observed session meetings and were available to help Moderator Woodcock guide the process and explain procedures. Timothy Bates is currently the Temporary Supply Pastor at Cameron. Rev. Olen Bruner is moderating Session meetings. Central Neighborhood COM will guide Cameron as they work towards calling a new pastor. Cameron is also participating in the Acts 16 initiative. The Session is functioning well. It is the Administrative Commission s opinion that Cameron Presbyterian Church is now able to carry out Christ s ministry without the guidance of the Administrative Commission. There for the Administrative Commission therefore requests that it be dissolved at the February 2010 Presbytery meeting. RECOMMENDATION: CA 4. That the Administrative Commission for Cameron Presbyterian Church, Statesville, North Carolina be dismissed with thanks for a job well done. The Reverend Paul Kyung-Kook Kim was installed on July 18, 2009 into a call to Korean First Presbyterian Church, Greensboro, North Carolina. Prior to that call, the Reverend Kim served a United Methodist Church congregation in Atlanta, Georgia. He was ordained on March 14, 2005 by the Korean Presbyterian Church in America. RECOMMENDATION: CA 5. That a PCUSA requirement for a statement member in good standing from a previous denomination be waived. FOR RECOGNITION: Susan Taylor has completed her certification from APA. 2

6 A PEACE AND JUSTICE TASK FORCE PROPOSAL A Bills and Overtures Committee will be appointed during the organization of the 85 th Stated Meeting of Salem Presbytery. Purpose is to evaluate and recommend action on a Proposal from the Peace and Justice Task Force: RECOMMENDATION: 6. Whereas, due to debt burdens on consumers and seeing that there have not been any federal caps on credit card interest rates for thirty years- And seeing that in 2006 the 217 th General Assembly approved the paper, Reformed Understanding of USURY for the Twenty-First Century (PCUSA.org/acswp); And considering that the Biblical sources as well as Reformation theologians, particularly John Calvin, called for limits on interest rates, Therefore, Salem Presbytery calls on the 219 th GA to adopt a statement calling on the U.S. Congress to pass a law that will cap interest rates on credit cards. 3

10 C SALEM PRESBYTERY CONSENT AGENDA ADDENDUM February 20, 2010 The consent agenda is to be used only if there is no anticipated dissent or discussion. Such items might be approval of minutes, accepting resignations, etc. The consent agenda may be used to group, in a single action, a number of matters not controversial or that are closely related. It may include as many as six, ten, or more items of simultaneous vote. To make the best use of the consent agenda, keep the following in mind: 1. The matters included should be absolutely non-controversial. 2. Any commissioner has the right to ask for any item to be removed and debated and voted upon separately. Such removal is done without debate or vote. 3. It may not be time saving to use the consent agenda if there are only a few items to be included. 4. If a consent agenda is used, the proper format will be followed in the written report. This includes: a) Marking all included items with an asterisk in the list of referrals; b) Listing the consent agenda as the first item of business in the report; c) Marking all included items within the body of the report with an asterisk; and d) Stating the action the committee is recommending in Section I for each item. How the consent agenda works: The Moderator announces, the next business in order is the consent agenda and briefly covers each item. At this time, commissioners wishing to do so may ask for any of the items on the agenda to be taken out and placed on the regular agenda. If the item is taken out, it will be considered in its regular place on the agenda. After the consent agenda has been reviewed, the Moderator asks, Is there any objection to the approval of any of these items? After a slight pause, the Moderator states, Since there is no objection, the consent agenda is approved by general consent. Used properly, the consent agenda can simplify meetings and save valuable time. RECOMMENDATIONS: Move approval of the Consent Agenda, which includes the following recommendations from the: Committee on Ministry: COMMISSIONED LAY PASTORS (new) 1. That CLP Bill Browder be commissioned as the Lay Pastor of the Mount Vernon Springs CA Presbyterian Church, Siler City, North Carolina for a period of one year beginning February 6, 2009 and that he be granted permission to celebrate the Sacraments, perform weddings for the 1

11 congregation, and moderate the Session under the supervision of the Reverend Troy Lesher- Thomas. 2. That CLP Sam Jenkins be commissioned as Lay Pastor of the Hawfields Presbyterian CA Church, Mebane, North Carolina, for a period of one year beginning February 6, 2010 and that he be granted permission to celebrate the Sacraments and perform weddings for the congregation under the supervision of the Reverend Ray Mims. 3. That CLP Emery L. Rann, III be commissioned as the Lay Pastor of the Mt. Vernon Presbyterian CA Church, Woodleaf, North Carolina, for a period of one year, beginning February 14, 2010; and that he be granted permission to celebrate the Sacraments and moderate the Session under the supervision of the Reverend Phillip Hagen. STATED SUPPLY RELATIONSHIPS (new) 1. That the Committee on Ministry concurred with the Session of the Spencer Presbyterian Church, CA Spencer, North Carolina in securing the Reverend Barrie Kirby as Stated Supply Pastor for a period of one year beginning December 1, 2009 and further that she be appointed Moderator of the Session. PASTOR (ASSOCIATE PASTOR) EMERITUS/EMERITA 1. The Committee on Ministry, having consulted with the Bethany Presbyterian Church, Graham, CA North Carolina as to the wisdom of electing the Reverend Norman M. Whitney, Sr. Pastor Emeritus of Bethany Presbyterian Church, Graham, North Carolina, and having found the action appropriate and no disturbance to the peace of the church, recommends that Salem Presbytery approve the election of the Reverend Norman M. Whitney, Sr. as Pastor Emeritus. AUTHORIZATION OF CLP TO PERFORM WEDDINGS 1. Commissioned Lay Pastor Terry Collins has completed the Presbytery approved curriculum to CA prepare him to perform weddings. Therefore the Committee on Ministry recommends that CLP Terry Collins be authorized to perform services of Christian Marriage in the congregation of which he is the Commissioned Lay Pastor (Asbury). VALIDATED MINISTRY 1. Request that the work of Mr. Jeffrey B. Gissing, a Candidate under the care of Salem Presbytery, CA on InterVarsity Christian Fellowship/USA, be declared a validated ministry and assigned the Ecclesiastical Occupational Designation (EOD) of EOD #701- Pastor/Chaplain-Serving Other Institution. WAIVER OF ROTATION OF ELDERS 1. That Salem Presbytery grant the request of the congregation of the Yanceyville Presbyterian CA Church, Yanceyville, North Carolina, to be exempt from the requirements of terms of Elders because of limited membership (G c) for a period of three years. I. Recommendation for 2010 Minister s Annual Compensation CA 1.Background Information The Book of Order (G n) requires Presbytery to adopt annual compensation guidelines for ministers. The Consumer Price Index for All Urban Consumers (CPI-U) experienced a slight decline from March 2008 to March (Previous years comparisons were from March to March.) Current minister minimums for full-time service, as approved by Salem Presbytery in July 2008 (and amended in October, 2008), are as follows: 2

12 Salary: $26,725 Housing Allowance: $8,280 Auto Reimbursement: Federal allowable rate** Board of Pensions: Provided Continuing Education and/or Book Reimbursement: $1,100 Vacation: 4 weeks Study Leave: 2 weeks Maternity Leave with full pay: 2 months Days off per week: 1 Moving (to the field) expenses reimbursement: Provided The Committee on Ministry continues to urge that a minister s Call include a sabbatical leave of three months duration after six years of continual service, for study, refreshment, and selfevaluation of goals and the direction of the ministry. Recommendation for Presbytery action CA 2. The COM has no formal recommendation for the adjustment of the financial terms of call of existing ministers for If ministers are provided with a manse in which to live, the churches to which such ministers are called are encouraged to establish an equity allowance for the minister. The COM asks the Small Church Task Force to serve as a resource for those churches that may need a greater understanding for the need to meet these minimum standards. II. CA Recommendation for 2010 Certified Christian Educator Annual Compensation 3. Background Information The Book of Order (G n) requires Presbytery to adopt annual compensation guidelines for certified Christian educators. 13 Maternity Leave with full pay: 2 months As is the case of ministerial calls, the Committee on Ministry urges that the educator s contract include a sabbatical leave of three months duration after six years of continual service, for study, refreshment, and self-evaluation of goals and the direction of the educator s ministry. CA Recommendation for Presbytery action 4. The COM recommends to Presbytery that there be no mandatory change to minimum compensation guidelines for 2010 for full-time service for certified Christian educators in Salem Presbytery: Salary: $35,005* Auto Reimbursement: Federal allowable rate** Board of Pensions: Provided Professional Development: $1,100 Vacation: 4 weeks Study Leave: 2 weeks Maternity Leave with full pay: 2 months. (*Note: It is intended that the minimum salary of a certified Christian educator not exceed the minister minimum. This particular recommendation herein is a combination of the recommended 2010 salary and housing allowance for ministers.) In order to recognize the value of experienced church professionals, the COM recommends to hiring agencies of the church that $100 per year s experience in the ministry (up to 10 years) should be added to the minimum salary adopted by presbytery. **January 1, 2010 IRS rate for auto reimbursement on mileage is 50 per mile. CA Recommendations from COM to hiring churches 5. The following salary minimums are offered as guidelines for 2010, and represent no change over the 2009 recommendations: Non-certified Educator, Bachelor s degree or less: Salary: $22,725 Auto Reimbursement: Federal allowable rate** Board of Pensions: Provided Professional Development: $1,100 Vacation: 4 weeks Study Leave: 2 weeks Maternity Leave with full pay: 2 months. Non-certified Educator, Master s in Christian education: Salary: $25,450 Auto Reimbursement: Federal allowable rate** Board of Pensions: Provided Professional Development: $1,100 Vacation: 4 weeks Study Leave: 2 weeks Maternity Leave with full pay: 2 months. Non-certified, non-ordained M.Div. in Christian education or youth: Salary: $31,025 Auto Reimbursement: Federal allowable rate** Board of Pensions: Provided Professional Development: $1,100 Vacation: 4 weeks Study Leave: 2 weeks Maternity Leave with full pay: 2 months. 4

For all levels of educators: In order to recognize the value of experienced church professionals, the COM recommends to hiring agencies of the church that $100 per year s experience in church education (up to 10 years) should be added to the minimum salary adopted by presbytery. **January 1, 2010 IRS rate for auto reimbursement on mileage is 50 per mile. 19 F SALEM PRESBYTERY PRESBYTERY COUNCIL REPORT Reverend Ron Bowie, Moderator February 20, 2010 Council met on November 12 and December 10, The following is reported as information: - Council minutes for September and November were approved - The ad hoc group submitted a draft Council Manual of Operations for review and later approval. - Asbury Church Administrative Commission is progressing in its work. - Cameron Administrative Commission has completed its work and will have the final report at the February Presbytery meeting and will be dismissed. - Began review of Presbytery By-Laws The following actions were taken by Council: - The Board of Pensions back dues for Jim Rissmiller, Lemuel Garcia, and Alfredo Miranda totaling $7, be paid immediately from Implementation Funds and that this adjustment for SECA be included in the 2010 salary figures. - Held a discussion to move aggressively forward to sell the Lake Jeannette property. This task will be sent to the Church Growth and Transformation Committee to pursue. - Discussed ways to assist committees in better addressing theological and social issues on the floor of Presbytery. - Approved Hunger Committee grant distributions - Approved moving the time for Council meetings to the third Thursday of the month. - Approved a Committee Member Recusal Clause to be included in all manuals. This is to encourage all committees to add this to their manuals of operations and standard of ethics. The wording is to be the following: - I will seek to avoid conflicts of interest by recusing myself from deliberations of the Committee Name when matters are introduced that create a conflict of interest impairing my ability to be objective or fair to the issue or persons involved. RECOMMENDATIONS: 1. That Salem Presbytery authorize the co-signing of a loan on behalf of Mt. Jefferson Presbyterian Church, West Jefferson, North Carolina, in the amount of $90,000 for the purpose of repairing their roof. 2. That Salem Presbytery endorse the new Salem Presbytery logo as we celebrate our 20 th year. The logo was created by a task group consisting of: Libby Gygax, Kelly Higgs, Wynn McGregor, Liz Steele, and Bre Van Dorpe (Staff). 1

20 G SALEM PRESBYTERY Budget & Finance Committee Report Judson Milam, Moderator February 20, 2010 This has been a very convoluted year for the finances of Presbytery. After cutting nearly a quarter million dollars to make the 2009 Budget, it appeared early on that things were truly not going well in the wake of the financial collapse at the end of 2008 and into As we entered the 2010 budgeting process we had no creative means to understand the financial stability of the Presbytery in the coming year with the same structures and programs we have known in the past. But, we did have hope! And, there were some good reasons for that hope based on past performance. That hope was well founded. Although 2009 is not closed at this point, we are looking toward ending the year almost sixty-thousand dollars "in the black." Based on this performance we are presenting the attached 2010 Budget of $1,370,412.78, for your approval. You will notice that it is fifty thousand dollars below the 2009 Budget. It is based on pledges and historical performance. We feel it is realistic, and our best possible budget at this time. The lines for General Assembly and Synod reflect amounts that are below the per capita assessment, as was the case in In 2009, when our financial stability was threatened, we chose to suspend these payments, even at their reduced rate. However, all budgeted funds to General Assembly and Synod were disbursed before the end of the year. Previous action of Presbytery called for us to pay the full per capita assessment as funds became available. Consequently such additional funds have been paid out to General Assembly. Having said this, we must still remember that our giving to the higher judicatories is far below the 2008 levels. Perhaps we should also address the concept of "in the black." Except for unusual factors, we should always end the year without a deficit. To achieve this we have often, as is the case now, made drastic cuts to the budget. So, although we did not have a deficit, it does not necessarily reflect that all is as well as we would hope. To be "in the black" at this point means our giving to Synod and General Assembly remains dramatically lower than in previous years. To be "in the black" means our staff has not received any compensation increases in a two year period. Now, there is some significant call for rejoicing and dancing in the streets. There is also some significant call for apprehension and fear. We are not meeting some very important goals on our plate. Although the economy has made some turns toward the better, unemployment has not. Many of our churches continue to struggle in the midst of apprehension and fear. In some ways there are as many doom and gloom signs in 2010 as there were in Always in the Grace of God we live in a time of hope and expectation. RECOMMENDATIONS: 1. That Salem Presbytery approve the attached 2010 Budget of $1,370, That Salem Presbytery authorize excess 2010 funds be used to pay remaining per capita assessments from General Assembly and Synod. 1

36 K SALEM PRESBYTERY EXAMINATIONS COMMITTEE Tempe Fussell, Chair February 20, 2010 The Presbytery proceeds with the examinations of: John Witherspoon Johnson, Mitzi L. Lesher-Thomas, Carl Sanders Parson, and William H. Waterstradt. They have been examined by the Examinations Committee of Salem Presbytery. In context of the committee s examination, the candidate and ministers listed below were asked those questions that were required through the endorsement of the Peace, Unity and Purity Special Committee s Report. There were no declared departures from the essential tenants of the Church. In addition, Examination Committee members were given the PUP Committee s suggested questions to be used as a reference during the interviews. RECOMMENDATIONS: 1. That the Presbytery proceed with the examination of John Witherspoon Johnson who is a member of New Hope Presbytery. He has been examined and approved by the Examinations Committee of Salem Presbytery. John Witherspoon Johnson His faith biography introduction: Without a doubt, I am a Presbyterian. With the middle name of Witherspoon, did I have any other choice? I am proud of my heritage, and am grateful to my parents for instilling in me the values and ideals that I now hold dear. I am a North Carolina native, and am the son of a Presbyterian minister and a Christian Educator. Growing up in small towns mostly in the piedmont area of North Carolina, my interests turned to music. The outstanding music program at Stetson University in DeLand, Florida interested me greatly, and I enrolled there following my high school years in Ashe County. My desire at the time was to become a high school band director, but looking back I can see how God was already working with me preparing me for a life of service in the church. Throughout my college years I spent my summers working at Camp Grier, and there truly learned to love God and God s universe with an entirely new perspective. After graduating from Stetson University I taught music in the public schools for one year. Then I answered a call to the ministry and enrolled at the Presbyterian School of Christian Education in Richmond in the fall of My two years there were undoubtedly the best academic experience of my life, and I graduated in 1979 excited about serving the church as an educator. As an educator I served churches in Kinston, Greensboro, and Burlington, North Carolina, and Longwood, Florida. In the mid-90 s, answering another call from God, this time to the ordained ministry, I began the pursuit of my Master of Divinity degree, which I received from San Francisco Theological Seminary in

37 K Ordained by Salem Presbytery in 2001, I have served as Stated Supply and Designated Pastor at Yanceyville and St. Paul, Greensboro respectively, Associate Pastor of First Presbyterian in Pompano Beach, Florida, and Interim Pastorates at Shiloh in Burlington, and Wake Forest Presbyterian in Wake Forest. My interests in Christian Education have brought me much involvement with the Association of Presbyterian Church Educators (APCE), and I have served on the Governing Cabinet for seven years, and served as President of APCE for One highlight of my service with APCE was traveling with a delegation to Korea and Taiwan in 2005 consulting with pastors and educators and Christian Education in these two countries. The first 20 years of my ministry was spent with a focus on Youth Ministry, with many gratifying experiences to look back on. These include over 100 retreats with youth, 26 youth mission trips, and traveling over 100,000 miles with youth, and 18 Montreat Youth Conferences! I wouldn t trade these experiences for anything. Returning to Burlington in 1989 brought an added bonus as it was then that I met my wife Debbie and we married in She is a high school math teacher in Burlington. With my marriage to Debbie, I gained two lovely daughters; Jackie, who lives in Minneapolis and is counselor with the VA, and Stephanie who a PhD candidate at UNC. I also have two beloved sisters; one in Asheville, NC and the other an ordained minister in the Christian Church (Disciples of Christ) in Lincolnton, NC. I am an avid sports fan and I love to grill on my back patio. I enjoy photography and the creativity that computers allow. My favorite place on earth is Montreat. It is there that I am renewed and refreshed, and am reminded time and time again of what a privilege this life of service to the church is. His credo is as follows: I believe in God; God who is revealed in the Trinity of the Father, Son, and Holy Spirit; God who is revealed in the words of Holy Scripture; God who is revealed as we reach out to our neighbors in need. I believe in God as my Heavenly Parent; as a Father, the father who welcomes the prodigal home; as a Mother, the mother who cares for and comforts her child; the parent that I can turn to in times of joy and in times of need; the parent who is always there when I need direction; the parent who always knows what is best for me, but lets me make my decisions and thus make my mistakes but loves me unconditionally no matter what. I believe in Jesus Christ. I believe Jesus was the son of God, born of Mary the virgin. Jesus Christ lived among us here on Earth, showing mercy to the downtrodden of society, challenging the rules of the day, and living to fulfill his mission on Earth, which was to be our Savior and die for our sins. Jesus was crucified and fully accepted our sins on the cross. I believe in the resurrection of the body and that Jesus appeared to many following his resurrection. I believe that Jesus was fully human and fully divine. He is my Savior, my Sustainer, my Redeemer. Because of Jesus sacrifice on the cross, we are able to live as a people of promise and a people of hope. I believe in the Holy Spirit; the Spirit of God that lives in us and among us; the Spirit that we see in worship or in acts of compassion; the Spirit that comes alive through prayer and remains alive through scripture. I believe that the Holy Spirit is infused deep within each of us as believers and comes alive as we live out our faith in our day to day lives. It comes alive in how we treat other 2

38 K people, how we care about those in need, how we respond to the teachings of the Bible, and how we live out our faith in the world. I believe in the Bible; the Bible as the written word of God, divinely inspired and full of truth and wisdom. I believe the Bible to be our textbook as Christians and people of God and should be used as a guide for our daily lives. I believe the Bible was written for specific people in specific situations, but its truths are still real today in The Bible provides guidance, comfort, wisdom, history, and truth. I believe in the power and the place of worship in the community of faith. Worship is not about us, but about what we bring to God in response to our love of God. Worship is an expression of our faith, and an opportunity for communities of faith to gather for a common purpose and to give God all glory and honor and praise for God s presence in our lives. Worship is central to our lives as Reformed people. I believe in the restorative and renewing power of the Sacraments. In baptism we are brought into the body of Christ, and through the power of the Holy Spirit are cleansed into this new life. Baptism is not an act of humans, but an act of God and should thus only be celebrated within the context of worship. Through the Sacrament of the Lord s Supper we remember the sacrificial act that our Lord has made on our behalf. The bread broken and the cup poured symbolize for us the broken body and the poured out blood of Christ as he went to the cross for our salvation. I believe that as a believer and a follower of Christ that I cannot isolate myself from the world but must respond to my faith in how I treat my fellow human beings. Jesus told us that we must treat even the least of these as we would him. Whenever I see someone in need, I try to picture that person with the face of Christ. We have been given so much wealth in comparison to most of the world. It is our responsibility to share ourselves with others in whatever ways we can. We must fight for the downtrodden, for the oppressed, for the lonely, for the poor. We must care for those ill of body or ill of mind or ill of soul. To not reach out to God s people in need is to shirk our responsibilities as believers, and makes our faith shallow. It is true that I am saved by grace, but that is only my beginning point. To be truly fulfilled, I must care for my neighbor, be a part of a caring, worshiping community of faith, continue to learn from scripture, and to continue to strive to live my life as I know my God would want me to. I fall short every day, but by the grace of God I try each day to live up to these expectations. 2. That the Presbytery proceed with the examination of Mitzi L. 40 K Holy Scripture, written by human hands and inspired by God, is the authoritative and reliable means by which we recognize the promise and fulfillment of God s love for creation. In the Hebrew and Greek Testaments we come to know God as the one who creates us, redeems us, and sustains us - we come to know God as the Holy Trinity; Father, Son, and Holy Spirit. God the Father is told to us by Jesus calling God, Abba. God the Son is described as Jesus, the only begotten Son of God. The Holy Spirit is the presence of God to the Church, and the ruach or Spirit of God present at creation. In the name of the Trinity the church performs the two Sacraments instituted by God and attested to in Scripture. Baptism is an outward and visible sign of God s grace - marking our inclusion in the covenant community where sins are forgiven and in Christ we are made new creations. Baptism prepares us for the Lord s Supper so as a gathered and reconciled community we may come to our Savior s table and join in the joyful feast proclaiming God s victory over death and sin. The Sacraments strengthen the community by celebrating the grace of God through the ordinary gifts of water, bread and wine. I believe the Word of God incarnate is both fully human and fully divine. Christ proclaimed the reign of God by reordering justice (Matt 20:1-16), freely administering mercy (John 8:1-11), offering unconditional love (Luke 15:11-32), and passing the peace of the Holy Spirit (John 16:1-15) following his resurrection. In affirming with the earliest Christians that Jesus is Lord, the Church confesses that he is its hope and that the Church, as Christ s body, is bound to his authority and thus free to live in the lively, joyous reality of the grace of God. G d. In Christ s death and resurrection we join in everlasting life with Christ who is the head of the church. The church, though in itself imperfect, is a provision of God s grace in a broken world bringing peace where there is strife, justice where there is oppression, and love where there is hate. The church strengthens the people of God for service in the world through the guidance of the Holy Spirit. In a world of sin and godlessness the church models a life of stewardship, overcoming the message of the world which is to consume, to use, and deplete God s creation. 3. Carl Sanders Parson His faith biography introduction: I was born into and grew up in a Baptist fundamentalist tradition in the Tennessee. More-over, it was a quintessential Arminian setting, a Second Great Awakening mentality of free will, yet I had no choice concerning where and when I was born, nor what religious tradition in which I was raised. I did not notice the irony. Once I was out of college, married, and away from home, I left the church, not an unusual move for children of fundamentalist backgrounds. As a young adult and after three years as a public school teacher in Florida, my wife and I moved to California, leaving the Bible Belt and its more eccentric expressions behind. After ten years of secular life, we decided we would have children, a process that took much longer than we thought and reminded us that all was not in our own hands (so to speak!). Once our first child was on the way, we also decided to return to the church. We did not see it then that God was drawing us into new life. By happenstance, the churches we explored in Southern California were 5

41 K Presbyterian and vibrant ones: Emmanuel in Thousand Oaks, and Bel Air and then St. John s in Los Angeles. I became an elder and a teacher of adult Bible studies (who knew the Bible better than someone of my background?). At St. John s, I came under the mentorship of Rev. Darrell Johnson, who later received calls in Manila and Glendale before replacing the retired Eugene Peterson at Regent College in Vancouver. Darrell is a profound preacher and leader who helped me to value the Reformed tradition more deeply and hone my skills as a teacher. In 1986, we decided to move near Greensboro to bring our three young sons into closer contact with their grandparents. It turned out that God had many plans for us here, first at Presbyterian Church of the Covenant and then Alamance Presbyterian Church, where I eventually became a full-time staff member with the title Director of Adult Ministries. I taught adult courses and worked with a large older adult group. In 2000, I began work on a Master s degree in spiritual development in the pastoral care and counseling department at a Franciscan school in Pennsylvania. It was another pro-foundly transforming experience. Upon completion, my pastor at Alamance suggested I might be interested in the new weekend seminary program at Union-PSCE Charlotte. After talking to Tom Currie, I was certain this was the right thing to do, even though I could not have said at the time that I felt a specific call. As I proceeded through the work, however, my call gradually became clearer. What I had learned about discernment from the Catholics was beginning to resonate in my Presbyter-ian environment, and I came to feel that what I was doing and what was happening to me, and for me, was God at work in my life. In the winter of , Alamance was caught up in the economic crisis affecting most churches, and it became clear that staff reductions would be necessary. It was also clear, at least to me, that I should be the first to go (in comparison with other positions at the church). By the end of January, I was told that I needed to find something else by March. One month! Yet on Sunday morning, March 1, I found myself in the pulpit of a small church in Burlington whose interim pastor had left somewhat quickly for a different job, and helping me with communion that morning was Rev. Frank Dew, who had been our associate pastor twenty years earlier at Church of the Covenant. Now the PNC of Shiloh (the Burlington church) has offered me a call to become their installed pastor. I have come to not just assent to the idea, but to feel in my bones, that God chose me for some particular purpose, and it could well be that packing me off to California at age 23 where I would become reformed (that is, Reformed) was all about eventually bringing me back, putting me through two additional education programs, and preparing me to work with Shiloh as long as I am able. Should I find this surprising? Probably not. But it was a heckuva circuitous route. His credo is as follows: I believe that I belong to the Triune God, not to myself, and that through Jesus Christ, God not only revealed God s self to me and all creation, but also made it possible for me and all creation to be free from enslavement to the power of the kingdom of earth and its self-centeredness, sin, and evil. The faith I have that makes such belief possible is entirely a gift from God s Holy Spirit, who originally and continually draws me God-ward. I believe that I did not choose God, but God chose me. And I believe that if I am obedient to my calling, God will bring me to a place and time where he has brought other people so that we are joined together to do God s work in the world. 6

42 K I believe that almost all of what I know about God is what I know through Jesus Christ, who lived a kingdom-of-heaven life as opposed to a kingdom-of-earth life. His life was one, as our Brief Statement of Faith says, of preaching good news to the poor and release to the captives, teaching by word and deed and blessing the children, healing the sick and binding up the brokenhearted, eating with outcasts, forgiving sinners, and calling all to repent and believe the gospel. That particular and specific life of Jesus was a life of example to Jesus disciples, one of which I want to be. If I am a spiritual leader, then I believe that I must aim toward equipping myself and then helping members of a congregation become equipped to live Jesus kind of life. As such, I believe that I am to love God with all my heart, and with all my soul, and with all my mind, and with all my strength, and that I am to love my neighbor as myself. I believe this means that, considering whose I am created in God s image, and with God s laws inscribed on my heart I owe everything to God. And I believe this means not so much that I should treat my neighbor as my equal but that I should treat her or him as someone special, as did Jesus when he washed his disciples feet. The Brief Statement of Faith says that the Holy Spirit gives us courage to do five things: to pray without ceasing, to witness among all peoples to Christ as Lord and Savior, to unmask idolatries in Church and culture, to hear the voices of peoples long silenced, and to work with others for justice, freedom, and peace. I believe that in our time, especially, the pressure to accommodate idolatries in Church and culture as a way to maintain comfort and security is especially tempting, but that is not the way of the Spirit. Above all, I believe that the kingdom of heaven is wherever God s will is done, which, in heaven, is always but here on earth, only sometimes. I believe it is the purpose of all Christians, myself included, as individuals and in congregations, continually to try to discern the will of God and follow it with courage and conviction. I believe such courage and conviction is evidence of our gratitude to God, a gratitude that is tangible, inspiring, and world-changing at the same time. 5. William H. Waterstradt His faith biography introduction: I grew up in the Presbyterian Church. In II Timothy, the apostle Paul commends his young friend Timothy for his sincere faith, a faith that dwelt first in your grandmother Lois and your mother Eunice. In like fashion, it was by observing my grandmother and mother s devotion to the church that the church became the center of my life. A friend of mine here in Montreat has written a book about Montreat. In his dedication he writes about his wife, whom, like many in Montreat, we never met. we just grew up together. I can say the same gladly about my relationship to Jesus Christ; we never really met, we just grew up together! My parents were divorced when my brother and I were very young. Mother moved us into her parent s house in Greensboro, N.C. Westminster Presbyterian Church, where I was baptized as an infant, was within walking distance. Within a year, both my family and the Westminster Church moved across town, and we were still within walking distance! I have often thought of how providential it was for God to have my church family follow me throughout my growing years! My fondest and most powerful memories of growing up are centered in that church. It was in that community of God s people that we were cared for, 7

43 K loved and nurtured in the grace of God in Jesus Christ. I was active in youth fellowship, youth choir, and served on a presbytery youth council. One summer, while at presbytery s Camp New Hope, our group was seated around a campfire. The minister who was present gave a talk about serving God. We sang Jacob s Ladder, and when we came to the verse, If you love him, why not serve him? I felt a sense of call. My course was set, and the God who had arranged for my church to follow me across town soon began to open doors that led to ministry. In 1968 I enrolled at the University of North Carolina at Chapel Hill. During my college days I was active in the Westminster Fellowship. These were tumultuous days of civil rights marches and protests against the Viet Nam War. I began to see that following Jesus Christ has consequences and that being Christ s disciple can mean conflict with the dominant culture. It was during the summer months of my college days that I discovered Montreat! I served on the summer staff four consecutive summers. The influence of those wonderful Montreat days has been profound in my Christian experience and growth. In 1972, having graduated from UNC, I began to prepare for ordination at Union Theological Seminary in Richmond, VA. I spent an intern year at First Presbyterian Church, Charlotte, N.C. I graduated from Union in 1976 with a D.Min., and I accepted the call to be Associate pastor at First Presbyterian Church, Shreveport, LA. In 1978 I accepted the call of Peachtree Presbyterian Church in Atlanta, GA, to be in charge of their youth and singles ministries. Many blessings rained upon me, including meeting Margaret Newton. Margaret and I had met at Montreat years earlier. Her father, John Newton, was an Associate Pastor on the staff at Peachtree. Margaret and I have two children. After Peachtree, I served as pastor at First Presbyterian, Thomasville, Ga., First Presbyterian, Gainesville, GA., and First Presbyterian, Spartanburg, S.C. In 2005 I gave myself a sabbatical year and built a house in Montreat. Feeling a new direction, I took interim pastor training, and I have served three churches in that capacity. To date, I have served as an interim pastor at a NCD project of the Presbytery of Western North Carolina in Conover, N.C., at First Presbyterian Church Lincolnton, N.C., and, most recently, at Second Presbyterian Church, Knoxville, Tennessee. With confidence in the leading of the Holy Spirit, I am excited about serving the Lord in new ways! His credo is as follows: The God I put my trust in is the one God, who is maker of heaven and earth; who revealed himself as Father through Jesus Christ his Son; and who is known and served as Spirit. ( from the Book of Order, Church of Scotland) I trust in God the Creator of heaven and earth. God has lovingly created the world and all creatures great and small, out of his grace. God continues to create, and God will always care for and uphold all that God has brought God has filled the world with wonders and joys, and human beings are invited to enjoy and rejoice in God s good God has created all things for God s glory, and there is interdependence binding all of God s creation. Human beings are given special responsibilities to care for the made. Human beings are made for community; community with the creator, community with the created order, and community with each other. But, we fail to be in right relationship with God. We grasp for power and control. We deny and hide from our dependence on God. into being. creation. world God has 8

44 K We abuse the earth; we misuse and horde resources. We ignore neighbors in need. We break precious promises; God s law. We live in fear and deny the righteousness of God. Yet, I trust in Jesus Christ, the Redeemer of the world. Jesus Christ is the Word of God. Jesus was fully human. Jesus was fully God. Jesus proclaimed and lived the reign of God by being in right relationship with God; emptying himself of power and control; abiding in the love of his Abba ; offering love and abounding grace to all; healing the sick, eating with and forgiving sinners, binding up the brokenhearted; remaining faithful to God even unto death; destroying the power of sin and death in his resurrection. So, I trust in the Holy Spirit, the Sustainer of life. The Spirit calls us to faith in the grace of God in Jesus Christ. The Spirit brings together the community of faith, the church. The Spirit claims us and nurtures us through the Word proclaimed, the Sacraments celebrated, and the Scriptures studied. The Spirit comforts us in our pain, convicts us in our sin, and calls us to personal and social righteousness. The Spirit fills us with a longing for the reign of God in Jesus Christ. The Spirit fills us with hope and with vision for the in-breaking of God s eternal love. The Spirit gives us hearts filled with gratitude for the unfailing truth that nothing in life or in death can separate us from the love of God in Jesus Christ our Lord. 9

58 A MINISTRY MENDING FAMILIES The Church Connection Grandfather Home for Children WHAT S HAPPENING AT GRANDFATHER HOME! We celebrated our 100 th adoption! Hank and Liz graduated from Grandfather Academy. Hank went into the Marines and Liz went to Western Carolina University. Brittany went to college at Appalachian State University and even got a new car! Construction began on Campbell Cottage! Thank you to the many churches that helped make Christmas special for our kids by donating Christmas presents or gift cards! From the CEO s Desk Changes to the state budget have had an enormous impact on our ministry over the past few months and this has had an enormous impact on Grandfather Home for Children. The State of North Carolina has cut mental health funding by 50% this year. Since the Banner Elk campus of Grandfather Home is a Level III Residential Treatment Center for children with mental health issues, most often caused by trauma and abuse, we are affected. An average of 40 children have lived on this campus for many years, with 300 days being the average length of stay. Part of the state s 50% cut to mental health funding included cutting the Level III budget by 90%, limiting the total number of children living at any one facility to 16, and reducing the length of time a child can stay here to 120 days. Sadly, as of press time, there are only 13 children living on our Banner Elk campus. Grandfather Home, isn t known for just accepting the cards that we are dealt! My leadership staff has been working tirelessly to develop new, needed services on the Banner Elk campus, such as comprehensive mental health care for children and families, day treatment, and respite for foster families. We also are building Campbell Cottage and expect children to be admitted into that new program by September With all of this, our foster care program is exploding and we are caring for more than 250 children across the state. We expect to see record numbers of children being served by Grandfather Home for Children by this time next year. The most important thing you can do to help is to pray for these children and our dedicated staff during this time of transition.

59 Praise Report Sophia and Olivia came into our care around this time last year. The twins were four months old and came to us because Sophia had a broken leg and head injuries and Olivia had a broken arm as well as head injuries. Both of these sweet girls were the victim of shaken baby syndrome and abuse inflicted by their mother and father. Their needs were extreme, but we found a foster family who willingly accepted these children right away. The foster parents stayed by their side until the babies were discharged from the hospital. We are grateful to report that Olivia has recently graduated from physical therapy and is not receiving any other medial services at this point. Sophia still receives physical therapy because of her blindness that is a result of the abuse. She is still developmentally behind, but shows progress every day. The mother and father are both in prison and have relinquished their parental rights. The plan is now for their foster family to adopt them very soon! Become a Foster Parent! The changes in the state mental health budget have created an even greater need for foster parents. Please consider becoming a foster parent for a child who really needs a second chance. We provide free individualized training at convenient times and locations. We also provide 24-hour support, parenting education and other benefits. Our staff manage small caseloads to assure that families have the support they deserve. Applicants must be at least 21 years of age and have a high school diploma or GED. Weed has been hired as the new Director of Church Relations for Grandfather Home for Children. As the Director of Church Relations, Mae will work to connect churches and their congregations with the mission of Grandfather Home. Churches across North Carolina and Tennessee have played a large role in supporting the ministry since its founding in 1914 by Presbyterian minister, Reverend Edgar Tufts. Jim Swinkola, Chief Executive Officer of Grandfather Home for Children for 26 years, notes, I am very pleased that someone with such an extensive background in working with churches will be on our team. Mae is a member of the Banner Elk Presbyterian Church and is also certified as a Lay Pastor. Mae says, I am excited about having the opportunity to share with churches the good news about the work that Grandfather Home is doing with children here. The work of healing these traumatized children is truly a calling of God not only to staff, but to the whole Christian community.
