Doerfler DIOCESAN DAY OF CONSECRATED LIFE Our brothers and sisters in Christ living consecrated lives make great contributions to our society, our diocese, our parishes and our parishioners. I welcome you and your parishioners to join me in celebrating the lives of these men and women who serve in many capacities and have dedicated their lives to contemplative prayer, teaching in our schools, taking care of the poor and the sick and bringing compassion and the love of Christ to those shunned by society. Your observance on November 13, 2016, of this Diocesan Day of Consecrated Life in your parish(es) may include the Prayer for the Year of Consecrated Life (See Addendum #1), a focus on consecrated life in your homily, promoting vocations to consecrated life and honoring women religious and others who live a consecrated life who serve in your parish(es). Please see the attached Prayers of the Faithful that may be used on the Diocesan Day of Consecrated Life or throughout the year to pray for vocations. PROCESS TO BECOME A RECOGNIZED CATHOLIC LAY ASSOCIATION The Diocese of Marquette, as part of our commitment to providing services to lay organizations who wish to be recognized as "Catholic", and to lay organizations who share or teach the faith to members of the diocese, its parishes and schools, has established the Process to Become A Recognized Catholic Lay Association policy. The policy and application to assist such organizations to obtain the necessary approval to use the title "Catholic" or to be recognized as "Catholic" in the Diocese of Marquette can be found at Addendum #2 and Addendum #3. OFFICE OF THE CHANCELLOR AND DIVINE WORSHIP Rev. Daniel Moll PRIEST & DEACON LETTERS OF GOOD STANDING Priests or Deacons of the diocese that will be traveling outside of the Diocese of Marquette should request a Letter of Good Standing prior to their departure. As the letter needs to be signed by the Chancellor, the request should be submitted as soon as possible. 3 Diocesan Communicator No. 10/2016 COMPONENTS AVAILABLE AND CINCTURES NEEDED Francis de Sales Parish has upgraded to the Bell system and a new PA system. Therefore, they have some old components that they would be willing to give away to any parish that needs them. Also, St. Francis de Sales parish is in need of old cinctures that would be about 19' long. If your parish has any cinctures that would be available, please contact St. Francis de Sales at DEPARTMENT OF EVANGELIZATION AND EDUCATION Mark Salisbury CONFIRMATION APPLICATIONS Scheduling of the celebration of Confirmation in the vicariates for 2017 is finalized. To assist with the gathering of all the necessary information needed, an application form has been developed for use in the parishes. It was ed to all pastors, parish secretaries, and faith formation coordinators on October 11 from the Office of the Bishop. If you have any questions regarding the celebration of Confirmation, please do not hesitate to contact Denise Foye, dfoye@dioceseofmarquette.org or RCIA CANDIDATES MARITAL STATUS A reminder to Pastors, Pastoral Coordinators and the RCIA team of the importance of determining the marriage situation of the RCIA candidate and the candidate s spouse which may require an annulment before he/she may enter the Church at Easter. If the candidate or the candidate s current spouse has been married previously, an investigation into these marriages must be made immediately at the onset of the RCIA in the fall. Annulment applications coming to the Marriage Tribunal after the first of the year cannot be completed by Easter. A questionnaire that may be helpful to you is found in Addendum #5. Members over 50 years of age are allowed an additional "catch-up" contribution of $6,000. Since there still are several months left in 2016, it is a good time to evaluate your individual contributions to your 403(b) plan. Are you maximizing the amount you can contribute? Are you sure you will not exceed the maximum contribution amount by year end? 6 Diocesan Communicator No. 10/2016 ARCHDIOCESE OF MILITARY SERVICES NOVEMBER 6, 2016 The collection, to be taken up in Catholic churches throughout the United States at weekend Masses Nov. 5-6, 2016, will support pastoral service and ministry to Catholic families in the U.S. Military and patients in Department of Veterans Affairs (VA) Medical Centers throughout the country. The first collection, taken in 2013, has raised more than $8,239,000 funds that will support AMS programs and services, including Vocations, Evangelization, Sacramental Records, the Tribunal, and Veterans Affairs. Development Office & Legacy of Faith PAYMENT OF LOF GRANTS Payment of Legacy of Faith approved grants for to parishes and Catholic schools is scheduled for early November. Submit evaluations with a due date of 10/31/2016 or sooner to avoid delayed payment. Grant extensions may be requested for extenuating circumstances. 7 Diocesan Communicator No. 10/2016 in opposition to any candidate for political office. Permissible activities include distribution of unbiased voter guides. Please refer to the Voter Guides Addendum #8 when preparing to distribute parish voter guides for the upcoming election. CATHOLIC ANSWERS SPEAKERS SERIES AT CATHEDRAL Trent Horn from Catholic Answers will be presenting a two day lecture series in November These lectures on will be free to the public. Mr. Horn specializes in training pro-lifers to intelligently and compassionately engage pro-choice advocates in genuine dialogue. He holds a master's degree in theology from Franciscan University of Steubenville and is the author of Answering Atheism: How to Make the Case for God with Logic and Charity. 8 Diocesan Day of Consecrated Life November 13, 2016 Prayer for the Year of Consecrated Life O God, throughout the ages you have called women and men to pursue lives of perfect charity through the evangelical counsels of poverty, chastity, and obedience. During this Year of Consecrated Life, we give you thanks for these courageous witnesses of Faith and models of inspiration. Their pursuit of holy lives teaches us to make a more perfect offering of ourselves to you. Continue to enrich your Church by calling forth sons and daughters who, having found the pearl of great price, treasure the Kingdom of Heaven above all things. Through our Lord Jesus Christ, your Son, who lives and reigns with you in the unity of the Holy Spirit, one God, for ever and ever. Amen. We pray to the Lord For all who actively support the promotion of vocations to the priesthood and consecrated life, that they may see the fruit of their efforts in a rich harvest of vocations. We pray to the Lord That the life and mission of the men and women in consecrated life be a means of sanctification for them and building up the kingdom of God. We pray to the Lord For all pastors and parish priests of our diocese, that they will recognize and invite those men and women being called to ordained and consecrated lives to answer the call. INTRODUCTION The apostolate of the laity is indispensable to the life and mission of the Church to spread the kingdom of God, to make all sharers in Christ's gift of redemption and salvation, and to bring the entire world into the right relationship with Christ. The right and duty of lay people to be engaged in the apostolate flows from their union with Christ in baptism and confirmation. They are encouraged to take their own initiative to engage in the apostolate, and if they wish their organization to use the title "Catholic", or be recognized as "Catholic", they must first seek approval. (cf. Vatican II, Decree on the Apostolate of Lay People, 1 3, 24) The Diocese of Marquette, as part of our commitment to providing services to lay organizations who wish to be recognized as "Catholic", and to lay organizations who share or teach the faith to members of the diocese, its parishes and schools, has established this policy and procedure to assist such organizations with their application to obtain the necessary approval to use the title "Catholic" or to be recognized as "Catholic". Some lay organizations may already have received official recognition as Catholic organizations. These may include national or international organizations, public associations of the faithful, recognized, or established private associations of the faithful, parish apostolates or organizations that are already listed in the Official Catholic Directory. Such organizations would not require additional recognition as Catholic by the Bishop of Marquette, see Appendix 1. For them to be listed on the Diocese of Marquette website, see the applicable requirements below under B 3. pg. 2

17 II. WHAT DOES IT MEAN TO BE A RECOGNIZED CATHOLIC LAY ORGANIZATION 1.) Diocesan Recognition Means: A. The lay organization is committed to communicating in word and action the teachings and traditions of the Catholic faith, as interpreted by the Bishop of Marquette. B. The lay organization follows Church law, civil law, and generally acceptable fiscal and management procedures. C. The lay organization will further and assist the Diocesan mission to evangelize by supporting the mission statement. D. The lay organization meets basic liability insurance policies of the Diocese of Marquette and its agents. (See attachments for specific details and forms). E. The lay organization is fully compliant with all Safe Environment Policies of the Diocese of Marquette. F. The organization is recognized as a Catholic Lay Organization, but is not a Diocesan Program and is independent from the Diocese. 2.) Basic liability insurance requirements of the organization The basic liability insurance requirements of the organization may be met in one of two ways. The organization may be automatically covered under the Diocesan insurance policy if it can answer yes to ALL of the following 5 questions: A. Does the Diocese, Parish, or School have full control over the organization and its functions? B. Do any organizational funds or fees associated with the organization flow through the Diocese, Parish, or School accounts? C. Does the organization permit functions or events to be open to all Diocesan, Parish or School members? D. Is the function of the organization to facilitate learning; raise revenue for the Diocese, Parish, or School; or provide a social service on behalf of the Diocese, Parish, or School? E. Is the leader of the organization a Diocesan, Parish or School volunteer or employee? If an organization cannot answer yes to all of the five questions above, the organization must provide the Diocese with copies of the proper insurance or sign a Hold Harmless/Indemnity Agreement. 18 3.) The organizations that have already been recognized as Catholic may be listed on the Diocese of Marquette website if they: A. The lay organization follows Church law, civil law, and generally acceptable fiscal and management procedures. B. Meet basic liability insurance requirements or sign a Hold Harmless/Indemnity agreement. C. Are fully compliant with Safe Environment Policies of the Diocese of Marquette. 4.) Recognized Lay Organizations may: A. Use the title, "Catholic", in literature and mailings. However, such recognition does not entail affiliation with the Diocese of Marquette. B. Announce in flyers, brochures, mailings, or advertisements that they are a Recognized Catholic Lay Organization by the Diocese of Marquette. C. Be listed on the Diocese of Marquette Website as a Recognized Catholic Lay Organization. D. Use parish property with the approval of the Pastor/Pastoral Coordinator or Administrator. This includes distributing materials, posting items on parish bulletin boards, making announcements after Mass, and conducting meetings. E. Be required to complete additional steps before utilization of liability insurance. 5.) Steps a group must take to become a Recognized Catholic Lay Organization: A. Submit an application to the Department of Evangelization & Education. B. Authorize the Diocese of Marquette or its agents to undertake any and all investigations it deems appropriate in connection with this application. C. All application materials requested must be received a minimum of ninety days before any planned mailings, promotions, or advertisements of an event by the lay organization. D. An appropriate liaison, who is normally a Diocesan staff representative, will be appointed by the Diocese in consultation with each group. E. If the Organization is an association of the faithful, their statutes are to be reviewed by the Bishop of Marquette. pg. 4

19 III. APPLICATION PROCESS 1) Upon request, the Department of Evangelization & Education will send an application packet asking for the following information: A. Brief history/purpose & mission statement of the organization B. Membership size, number served each year, number on board, number of volunteers C. Names and terms of board members and officers D. If an organization is incorporated, a copy of the Articles of Incorporation and By laws and/or operating guidelines/constitution. E. IRS designation, if organization is an applicable 501(c) organization F. Recommended name of Diocesan/Parish or School Liaison G. Proof of liability insurance or appropriate signed waivers 2) A Diocesan Review Committee will examine all submitted materials. The Review Committee may request additional materials/information, or may request information from additional sources as the committee believes necessary. 3) If the lay organization has regular contact with children, youth or vulnerable adults as defined in the Safe Environment Policy of the Diocese of Marquette, officers/leaders will be required to complete a criminal background check application including references, attend a VIRTUS Protecting God's Children Adult Awareness session and acknowledge receipt of the appropriate policy. Each lay organization will need to appoint a Local Safe Environment Coordinator from the organization to verify all safe environment requirements have been completed. The lay organization is responsible for all costs associated with these requirements. 4) If the lay organization will be utilizing the facilities of, or the name of, a parish, school, or entity, its need for liability insurance coverage must be determined prior to approval. 5) After consultation with the Review Committee, the committee will submit its recommendation to the Bishop. A letter will be sent to each group applying advising them of the Bishop's decision. If the organization is not approved, the letter will explain the reasons why not approved, and steps/actions needed to receive approval. 6) Initial recognition shall be for a term of two years. Six months before expiration of status, the Diocese will notify each organization they have 120 days to re apply. Lay organizations seeking to be re approved should apply, updating information. Re application must be made 90 days before expiration of recognition status. 7) If there is a significant change concerning a previously recognized lay organization, the Department of Evangelization & Education may institute a review of the lay organization's status. Recognition may be revoked by the Diocese at any time. A letter to that effect will be sent to the liaison and officers/leaders directing them to discontinue using the words, pg. 5

20 "Recognized by the Diocese of Marquette" in all materials. Removal of the organization's name from the Diocesan website will also result. IV. 27 DIOCESE OF MARQUETTE USE OF VOTER GUIDES AT PARISHES (CIVIL LAW) The Internal Revenue Code prohibits charitable organizations, including churches, from participating or intervening in political campaigns on behalf of or in opposition to any candidate for political office. Permissible activities include distribution of unbiased voter guides. United States Catholic Conference guidance in deciding whether to distribute any voter guide, but particularly a guide created by another organization, is that the following questions must be answered affirmatively: Do the issues covered in the voter guide represent the range of issues of importance to the Church? Is the format and presentation of these issues designed to inform voters rather than to inflame voters? Does the guide accurately and fairly reflect candidates' views on these complex issues? Will readers of the guide obtain facts that will enhance their ability to make informed choices in the voting booth? Churches that accept voter guides produced by other organizations must also accept the negative fallout in terms of parishioner complaint and potential Internal Revenue Service inquiry. August 1995
