10 SHAN NATIONAL DAY Shan National Day was established on February 7th, The meaning of Shan National Day: * The day of Shan State leaders united. * The day of establishing a federal democratic country. * The day of unifying various ethnic states into a bigger Shan State. * The day of establishing the Shan State Council. * The day of fi nding the Shan State fl ag. * The day freedom and equality. Events of Shan State and Shan State National Day * The Shan nation was an indigenous people who coexisted and inhibited throughout Shan State in peace and harmony along with other ethnicities. * Shan State was established and administeredby the Shan ptinces since the 10th century and was welknown by the name of Mong Mao Kingdom. * Jan the Bdritish colony invaded into Shan State. * the British Goverment designated the Shan State to become a colony. * Sept World War II started. * Oct the Japanese army invaded into Shan State. * Aug Japanese troops withdrew from Shan State after the British troops reoccupied Shan State. * Oct many Shan princes met at funeral of Nang Fha Muang Pon. The meeting was brought up the issue of establishing a new nation and agreed to have broader discussion in next coming conference which was to be held in the Muang Kung Township. The agreement of Muang Kung Conference: 1. To establish the council of Shan princes. 2. To hold a meeting in Panglong in March To invite the Kachin and Chin leaders to the meeting. * March Shan, Kachin and Chin leaders made decisions at the Panglong meeting. 1. To hold another meeting in Panglong in To form the Supreme Council of the United Hill. 3. The Supreme Council must consist of six members of each representative. * 3rd Feb the Shan princes agreed to set up the Shan State Council at the Panglong meeting. * 4th Feb the Shan princes informed the British goverment of forming the Shan State Council. * 15th Feb Shan State Council declared all members ate equal. * 5th-6th Feb The Shan and Kachin leaders started a meeting. On the 6th evening, the Chin delegation arrived and participated the meeting. Seven princes and senven people s representatives presented at Shan State Council Meeting.

11 The Shan State Council Meeting: 1. The national fl ag was designed with three coloursyellow, green and red, with a white moon in the middle. This symbolises Buddhism, the land, the people and the spirit of the Shan people respectively. 2. Khur Dai Khur Ra Cha was designated as the national anthem. 7th Feb the Shan leaders and Shan princes agreed to coperate for the interests of the people and devleop a better country. The 7th February is the Shan State National Day which was a signifi cance for the Shan State people. It is a day of paying respects and suluting the national fl ag and memotizing the by-gone and current Shan State leaders. The Beginning of the Union of Burma s problem. In the 11th Febuary 1947at 09:00AM, Gen. Aung San had a meeting with Kachin, Chin and Shan ethnic leaders and they had made some agreement, these agreements were- (1) As it was the time for unity, the province to include in the Kachin State must be recognize later. (2) As for the rights to secession, it shall be discuss in constituent assembly, it must be according to the wish of the hill people. (3) The joining in the Union before Independence must not be a hinder to the terms of secession. (4) After joining the Union the hill states must have the rights seceded. (5) Although they can decide to sepatate in the constituent assembly, but if they wish they had the rights to join the Union in the future. (6) If they join the Union, they must have the equality like the Burmese, according to the democratic way of administration. (7) The Union Goverment have no rights to interfere with the administration of the Shan State. The Goverment of the Shan state must have their own constitution. (8) The Union Goverment must not interfere or violate the literature, culture, laguage and traditional ways of the ethnic. (9) The Budgets of the hill states must be more than the Colonial Times. In the morning of 12th Feb.1947, at 11:00 AM, the PangLong aggrement was signed by representatives, 6 from the Shan Saophas, 8 from the Shan people, 3 from Chin, 3 from Kachin and only General Aung San on the Burmese side. 12 The RCSS Chairman s speech on the 64th Anniversary of Shan State National Day February 7, 2011 he 7th of February is a remarkable and unforgettable historic day for the people of Shan State. It was on this day in 1947 that the leaders in Shan State gathered together to discuss and settle the national issue. Thus it comes to be Tknown as the Shan State National Day which has been celebrated every year in different parts of Shan State up to the present. This special celebration is also organized by the Restoration Council of the Shan State (RCSS) and the day s message is sent to the people of Shan State every year. More or less, I hope that the message will be understood and have positive impact on your heart. National issue is easier said than done. Our nation has long been suffering from civil war. People of Shan State long for the day when there would be peace without any enemy. But a person longing for peace is just like a person being hungry. Without working on the farm or fi eld, one cannot expect to always get free food from the others. He will just get starved. If one wants to have food or rice, one should dedicate his effort in working on the farm or fi eld. In the same way, if people of Shan State want peace, each and every one must bear the diffi culty in fi ghting for our common goal in different ways. We took easy exit in our national struggle by believing wrong people. Then there are mistakes in doing things. Our armed groups that have been in existence for so long have reduced in strength because of such wrong belief, wrong thought and deeds. If we do not know how to think in a different and suitable way, we will not be able to achieve our aim for the restoration of our country although it is the right one. We will not be able to reach our destination if our way of doing is still a wrong one. We need the restoration of our country, but if we still think and do things the old way, it will just seem that we are walking in the dark. The people of Shan State have been taught many lessons by the Burmese chauvinistic regime. But our people still hesitated to really deal with the situation while the Burmese army has always been straight with the Shan State. The people of Shan State think that their belongings have been taken by the bandits with the hope that they would be returned sooner or later. They long for peace that someone would give freely. How can we get it if we do not do anything? Then the better condition would just be for the others. The main problem of the union of Burma starts its conception with the Panglong agreement and 9 principles contained therein. We should discuss and follow the agreement made. To make the second Panglong happen is really important. All citizens of Shan State and all the other ethnics in Burma should take interest in the fi rst Panglong and bring it into consideration in the second Panglong.

13 The union of Burma has been ruled for years by the Burmese army after the coup in 1962 and now it is completely under the control of Burma army. Burma army is not the army for the union but for the ethnic Burmese. That has been the reason why we have to consider the following 5 main points when we reconsider the Panglong and rebuild the union. 1. The name of the new Union 2. The Union Army 3. State Governments 4. Central Government, and 5. Union constitution. We need to discuss these points in the second Panglong. The fact that the other ethnics in Shan State demand the autonomy is just the internal affairs. People of Shan State need to discuss among themselves. The other ethnics outside of Shan State just need to give encouragement to the unity of ethnics in Shan State. They should not encourage the fi ght and split among the ethnics of Shan State. The ethnics in Shan State should understand that we have been staying together in the same homeland from the ancient time. Nobody knows our situation better than ourselves. Nobody will love us more than we love ourselves. We should not solely depend on or think highly of the others than our people. I would like to urge all citizens of Shan State to think that only when we have our own administration for our country that we will gain long lasting peace and sustained development. Thank you Lt.
