2 Page 2 Mount Zion Bulletin April 2018 GREETINGS FROM CITY HALL I have noticed on the Mt. Zion Neighbor to Neighbor web site a lot of questions concerning all the different colored flags along Bowdon Junction Rd and Hwy 16. These flags represent the various utilities - electric, gas, phone, etc - that are buried along the roadway and the flags have been placed there at the request of our engineers in preparation for our new water lines. With these flags, the engineers will lay out a path for the ditch that will not cut into these other services. We are really close to beginning work. Over the next couple of weeks contractors will submit bids for the project and most of the work in phase one will be completed during the dry summer months. We will put in a 12" water line from Hwy 27 in Bowdon Junction all the way to Hwy 16 and Burwell Mt. Zion Rd. A grant request for phase two calling for new water lines to service the Harrison Rd/ Jacksonville Rd area will be submitted next month for work in The City Council is in the process of developing a 5 year plan for our City that will have to be filed with the State this spring. This plan will act as a road map for new or expanded plans for the City's future. The aforementioned water project is but one aspect of the Comprehensive Plan. Recreation, public safety, parks, etc., are other areas that require decisions. When the final plan is ready, it will be included in the Bulletin. The City is also in the process of developing a purchasing ordinance that will govern how your tax money will be managed by your elected officials now and in the future. This purchasing ordinance will change very little in how your tax money is managed now, but will ensure that your money will always be spent in the most honest and efficient manner in the future. I encourage anyone that wants to know more about these programs, come to the work sessions and Council meetings. I will also meet with anyone that wants to discuss City business. The year end 2017 city audit has been completed and will be available for anyone's inspection at City Hall. Once again the City met its budget forecast and is In excellent financial shape. The audit will be formally presented to the city at the Council meeting in April. Mayor Randy Sims BACK TAX COLLECTIONS HAS BEGUN The City of Mount Zion has contracted with a company to collect back property taxes. If you are among these property owners you will be receiving a letter soon. We encourage you to come to City Hall Monday Friday between the hours of 8:00 a.m. -4:30 p.m., or call , ext. 1 or 2, and take care of this before more fees are added to your total due. A NOTE FROM THE POLICE DEPARTMENT In this month s article I want to address something that we run into fairly often when investigating vehicle registration violations. It is not uncommon to come across people who aren t familiar with the time frame in which they must register a vehicle that they have just purchased or otherwise acquired. According to Georgia law, anyone acquiring a vehicle from a dealership has thirty days from the date of purchase to register the vehicle. This thirty day grace period can be extended one time at the discretion of the tag agent. Anyone acquiring a vehicle from a private individual has seven business days from the date of purchase or acquisition to register the vehicle. Any vehicle operated in the State of Georgia outside of the allowed registration periods listed above without a valid and current license plate may be impounded and held at the owner s expense until the registration process is completed. And just to clarify, there is no grace period under Georgia law for obtaining valid insurance coverage on a newly acquired vehicle. All vehicles that are required by law to be insured must be insured prior to being operated on the roadways of Georgia. If anyone has questions regarding vehicle registration requirements, please feel free to stop by the Police Department, or contact the local tag office. Officer Chris Parrish

Zion Public Library hosted the Mt. Zion Pre~K students Mt. Zion Public Library hosted the Mt. Zion Elementary Pre- K students along with the Mt. Zion Police Department and Moonwalk Express. The students had a great time visiting the library, taking a picture with Officer Rick Wheeler (MZPD), and learned lots of interesting facts about rocks. After a fun-filled time at the Public Library the students visited the Mt. Zion City Gym for play time and a picnic. Mt. Zion Public Library ~ 3rd ANNUAL TECHNOLOGY SCAVENGER HUNT Check out the BACK of this page for all the rules and Scavenger Hunt information. When you have completed the selfie list you must bring the list and selfie pictures to the MZ Public Library on or before Monday, April 9th. Please keep in mind the library is CLOSED Saturday the 31st, Sunday the 1st, Friday the 6th, and Saturday the 7th. The list will be verified by the library and you will be placed in a drawing for the possibility of winning one of 8 different $25.00 gift cards. You will have from Saturday, March 31 st until Monday, April 9 th at 4pm to bring in your selfies (on a cell phone, camera, ipad, or other technology device) to the Mt. Zion Public Library. When you have completed the selfie list you must bring the list and selfie pictures (on your choice of device; no need to print pictures) to the MZ Public Library BEFORE OR ON Monday, April 9 th by 4pm. PLEASE KEEP IN MIND THE LIBRARY WILL BE CLOSED SUNDAY THE 1 ST, FRIDAY THE 6 TH, & SATURDAY THE 7 TH. The list will be verified by the library and you will be placed in a drawing for the possibility to win one of 8 different $25.00 gift cards. 7 April 2018 Mount Zion Bulletin Page 7 JACK DORSEY LIFETIME ACHEIVEMENT AWARD Speech presented by Mayor Randy Sims on March 28, 2018 to honor Mr. Jack Dorsey. Jack s Educational Achievements When Jack was in the tenth grade, he dropped out of school and enlisted in the Marine Corps. After his service, he obtained his GED and enrolled in college. He earned his Bachelor s Degree, his Master s Degree and his six-year Educational Specialist Degree. He was awarded his high school Diploma after finishing all of his college degrees! He says, High school is a lot easier after you finish college. Throughout the years Jack has continued taking courses, including a Master s Degree in Rural and Small Town Planning. He has taken courses in Criminology as well. While serving as a social studies and history teacher, he was awarded a Ford Fellowship in the late 60 s. The Fellowship was to recognize and develop leadership roles in various areas. (Jack s area was Special Education.) He has served as Director of Special Education for CESA, an organization that covered multiple counties. He was instrumental in starting the Burwell Psychological Education Center, and also bus service for handicapped students. City and Community Achievements Jack served as City Councilman from (one term). Then he served Pictured above: Mayor Sims shows to the guests an award the city is presenting to Mr. Jack Dorsey as Mayor of Mt. Zion from and again from (four terms). He served as Justice of the Peace from (four years). Under his leadership as Mayor, and partnering with a City Council that included future Mayor Donald Newman, the following things were accomplished: 1. The first Fire Department (Volunteer) 2. The first Police Department (first policeman, Wesley Huddleston) 3. The first City Library (first librarian, Emily Wheeler) 4. Building the present City Hall 5. Constructing the city reservoir (Lake J. Ebb Duncan) 6. Ashmore City Park 7. First city street signs 8. Mt. Zion Primary Health Care Clinic (led to other clinics in Bowdon, Whitesburg, and Franklin) 9. Obtained over $1,000,000 in Federal, State, and private grants 10. First city-sponsored recreation department (Director Clyde McWhorter) 11. First Responder Program (EMT s were Mellie Golden and Opal Newman) 12. First city sidewalks 13. Auxiliary Police Program (unarmed volunteers for ball games, traffic, direction, etc.) One volunteer was Earlis McGraw Jack continues being very interested and involved in the city. He still attends every City Council Work Session and every City Council Meeting (except for emergencies or sickness). Accomplishments after his service as Mayor 1. Erected several historic markers in Mt. Zion 2. With the assistance of Dan Henderson, Teresa Ferguson, Danny Griffin, and Mayor John Griffin, Jack organized the first Mount Zion Founder s Day 3. Instrumental in conceptualizing, planning, and working towards opening the Mt. Zion Community/Senior Center, of which he was the first director Continued on page 8...

Zion, son Wade, Sara (his wife of 56 years), and son Jonathan. Awards Received 1. Award from Carroll County Historical Society for preserving the history of the Mt. Zion area 2. Various awards from the Mt. Zion Optimist Club (Hustler Award, Service Awards, Optimist of the Year) 3. Awarded the first Mt. Zion High School Eagle Award (2003) Church Involvement Jack is an active member of Mount Zion United Methodist Church. He has served on various committees and in various capacities. As Church Historian, Jack organized and served as chairman of the church s Sesquicentennial Committee, resulting in many activities and a booklet about the church and its past history. Jack is currently involved in developing a Heritage Center to be located in the church s Ministries Building (old school building). Jack s Greatest Achievement When Jack was asked, What would you say has been your greatest achievement in life? he replied, My family my wife Sara of 56 years and my two sons, Wade and Jonathan. Jack move to Mt. Zion permanently in 1965 and this community became the center of the world for him. He has always been involved in leadership through service done for the betterment of his city, community, and church. Thank you, Jack, for your hard work and dedication through the years! RECREATION DEPARTMENT NEWS Baseball and softball season has begun for 2018 season and has gotten off to a chilly and damp start but I hope it will warm up and dry out soon. There will be no games during spring break and everything will start back up when the players return to school. T-ball season will get started when school starts back as well. If you think about it take a minute and thank your child s coach for the time they volunteer to the team. Without our coaches we would not be able to have the teams we do, as it is very hard to find someone willing to spend the time it takes to coach a team in addition to work and family responsibilities. This is a registered nurse (RN) who received advanced education and training which prepared her to perform functions traditionally performed by physicians. The FNP has passed a national certification test which qualifies her to be a certified specialist (CS) in the area of family nurse practitioner. SUPPORTING PHYSICIAN supervises and consults with the FNP. Dr. Leslie T. Cottrell is our Medical Director. REGISTERED NURSES and LICENSED PRACTICAL NURSES help the FNP by performing duties such as lab, Injections, and certain physicals. OFFICE PERSONNEL handle the scheduling or patients, records, billing and other duties important to the Clinic's operation. Meet the FNP Cherry Toney, RN, CS, FNP is the Clinical Director and works at all three locations. Ann Hastings, RN, CS, FNP works at the Franklin Clinic. Robin Baggett, RN, CS, PNP works at the Mt. Our usual operating hours are Monday through Friday, 8:00 a.m. to 4:00 p.m. You are encouraged to call for an appointment. Fees and Payment We must charge fees to maintain the Clinics. You may call the Clinic to ask for current fees charged. Fees are subject to change due to increasing operating costs. Payment is expected at the time of service. We do accept Visa or MasterCard.
