SECOND DAY Tuesday Morning, April 21, :30 a.m. Rev. David E. Bartley opened the morning session. Rev. Michael C. Denny presented NYC 2015 information. Dr. Jesse C. Middendorf shared the Board of General Superintendents vision for the denomination for the next 5 years. The challenge is for each local church to dream new and missionally focused ministries to reach out to people in our communities. This emphasis is called Vision Pastor s reports were presented in the area breakout sessions. Following the pastor s reports, the assembly returned to the sanctuary to hear information from the session facilitators. Rev. Jeremy Van Kley s report on his area was about evangelism, and mentioned that during the pastor s reports he noticed that pastors can t be the ones who do evangelism alone; it takes the whole church to get the job done. The church as a whole needs to bring Jesus into each situation. Rev. Gregory Arthur s report was about making disciples. Rev. Troy Hochstetler s report mentioned how the commonality of hope that we witness to those 76

77 around us is important and that we need for those we are trying to reach to realize they can be like Jesus. Rev. Michael Ross mentioned how the reports were an Aha! moment of holiness. The pastor s reports had quality and depth to them. Rev. Christopher Gonzalez led in congregational singing. Dr. Larry McMain spoke from Ezekiel 36: 25-29, Renewing Our Holiness Spirit, for the closing message. Following testimonies, Rev. David E. Reports A. District Officers 1. District Superintendent THE CHALLENGE In the midst of erosion and disrepair, a beautiful monument to the soul of a city began to show its age. A deteriorating facade and destabilizing foundation began to worry some citizens, yet most seemed uninterested in the decline of this memoir of majestic days past. Until the pen of one man began to capture the possibility and spark a generation to realize the potential of this building to define a city's greatness and pave the way for future influence around the globe. His story enthralled the imaginations and energies of thousands toward the renovation of not only a building but a history and tradition. 77

78 Realistically, very few of us here today have read this story. Yet most, if not all of you, will recognize both the name of this monument and the title of this novel instantly. The monument: the Notre-Dame cathedral in Paris, France. The story: The Hunchback of Notre Dame. Without having read the book, most assume the story was written about an unrequited love between Quasimodo, the deaf and deformed bell-ringer, and Esmeralda, the enchantingly beautiful gypsy dancer. Literary experts for decades, however, have agreed that the main character throughout the entire epic stands tall and proud at the center of the twisting and turning plot, for the protagonist emerges as none other than the Cathedral itself. Written in 1830, after the French Revolution, author Victor Hugo uses a vast array of characters to envelop the protagonist in his main theme. With the help of mobs, murders, mayhem and misdeeds, Hugo introduces a cast of thieves, beggars, lecherous soldiers, power hungry politicians, and, unfortunately, equally lecherous priests, not to mention a questionable relationship with a peculiar and intelligent goat. From the top, the bottom, the inside, the outside, and all around the cathedral, the storyline integrates the lives of members from virtually every level of social status into the architectural wonder that is Notre Dame de Paris. All with the intent of rallying a people to recognize not only its structural beauty but, more importantly, its historical and monumental value to the soul of a city, even a nation. Centered around this architectural wonder, however, unfolds a narrative uniquely criticizing society and the power structures that seem to direct the fates of so many, without a legitimate concern for the well-being of any other than themselves. For our purposes today, it is Hugo's portrayal of the priesthood, and thereby the church, that speaks to us about the declining role of Christianity in western culture for the last few centuries. The priest character, as an antagonist in the tale, employs the same abuse of power and lust for control that any middle class 78

79 citizen would loathe. Hugo has proposed that within the stunning architectural majesty of Notrè Dame lies the empty soul of religion. The disdain we sense in America toward the church in this century is neither a new nor abrupt reality. For decades the church has slowly been fading into obscurity, not only by the cunning wit of popular culture but by the unwitting collusion of the church itself. Christianity in America has unintentionally bought in to a power-hungry form of cultural engagement that shows every time we protest a law or march against a decision and lust after a position of control. The negative reaction of many a citizen should not surprise us, as we all too often appear to be desperately grasping for influence. Although written almost two centuries ago, this now classic novel speaks to how the church today has lost its way amidst the majesty of architectural design. Despite the size and grandeur of our edifices, society looks inside and sees emptiness. Rather than a helpful partner in society, the church merely represents a judgment police to many. In western culture, the church has lost its mission to society by seeking to engage culture through its laws and policies. Hugo's answer was to restore the majesty of the Gothic architecture with little concern for the religious soul dying within. For him, the monumental value was found not in the mission of God but in the stylistic beauty of the facade. Perhaps we in the church should listen closely to his tale to discover a deeper renovation that could bring about deeper change toward accomplishing the mission of God for the beauty of all creation. THE CHURCH Missionary Lesslie Newbigin sought to do just that. When he returned home to Scotland from his post in India after over 30 years of groundbreaking ministry, he found a culture much different than the one he had left. Especially disappointing was visiting the number of beautiful 79

80 cathedrals across Europe that now stood practically empty, serving mostly as museums to an architectural era. Through his missionary lens he began to assess how the church needed to respond to the situation in order to be faithful to the gospel and its proclamation in a culture that seemed unwilling to listen. In his book Foolishness to the Greeks, he asked the crucial question, What would be involved in a missionary encounter between the gospel and this whole way of perceiving, thinking, and living that we call Western Culture? From that point of inquiry he built his theology and missiology and ecclesiology around three main elements: the gospel, the church, and the culture. Scholars and practitioners alike have referred to these elements as the Newbigin Triad. Out of this triad has risen the missional church conversation, guiding the church in Western cultures like the US and Canada to discover an incarnational approach to ministry, bearing witness to the kingdom of God on earth as it is in heaven. Many have been wrestling with how we understand and proclaim the gospel in our post-modern society, how we are to be the church in our post-christian atmosphere, and how we are to engage culture in our post-positional environment. It's no coincidence that in the late 1990's the Nazarene denomination, wrestling with these same concerns, developed our three denominational core values: We are Christian, We are Holiness, and We are Missional. Like Newbigin, we have begun to focus our efforts on the Christian gospel, the Holiness church, and the Missional engagement with culture. These absolute essentials, centered on a Trinitarian view of God as love, give us a framework from which to build our expression of faith in the world around us. 80

81 Two years ago my assembly report explored the Christian gospel as a taste and see message. The incarnation gives us an example of the image of God as a servant, calling us to follow that example and serve the world, so that they may taste and see that the Lord is good. Just throughout the past year we have seen the fruit of our evangelistic efforts with 376 conversions and 216 baptisms reported in our churches across NWIN. We have planted 5 churches in Hammond, Crawfordsville, Plymouth, Mishawaka, and South Bend, with preliminary plans for 3 more in Delphi, Noblesville, and Crown Point. Various conversations are considering the possibility of more in the next few years. We are impacting lives and neighborhoods with a holy love that others can taste and see. Last year my report explored Holiness as discipleship and ecclesiology, a description of the church. The challenge is to not disciple people into holy individuals, but to disciple individuals into a holy people. The call to be holy comes as a call to us as a community of faith. For the past year, we worked toward this, averaging 59% of our people (4,294 individuals) in discipleship groups. Our Sunday morning worship attendance averaged 7,316 gathered to practice being a holy people. We discipled 241 into membership by profession of faith, discipling individuals into a holy people. This year let s explore the third element, our Missional engagement with culture. Over the past year we have partnered financially in engagement around the world, fulfilling 90% of our WEF partnership. We also reached 74% of our Pensions partnership, supporting retired pastors across the US. Our Olivet partnership only reached 67% while our District partnership only reached 72%. These reflect some improvements over last year, yet with room for more. We can continue working toward this financial partnership in the mission of God through our church network. 81

82 Locally, we had 100% of our churches report involvement in some form of compassionate ministry. Seven churches have an organized Child Development Center, whether tutoring or day care or similar. And over $145,000 raised for partnership in local compassionate ministry projects. Missional engagement with culture is well underway. Yet, what should this cultural engagement look like going forward? Or perhaps more basic, why engage with culture anyway? THE CALLING If someone were to ask you to share the most important priority of Christianity and the church, you might answer with the Great Commandment: to love God with everything and love your neighbor as yourself. You may answer with the Great Commission: to go and make disciples of all nations. Those are the two answers that have shaped the emphasis of churches over the last few decades in the US. If Jesus were asked this question, however, would he have answered the same? It seems to me that Christ, if asked the main priority of Christianity and the church, would answer with what could be labeled the Great Calling: seek first the kingdom of God and His righteousness. This calling gives context and direction to the Great Commandments and the Great Commission. We make disciples by teaching one another to love God and neighbor so that we can display the kingdom of God here on earth as in heaven. In organizational terms, the kingdom of God is the vision that gives focus to the mission and the strategy. It is the telos toward which all is moving. It is the end that gives purpose to the means. With disciples defined as followers who love God and love neighbors, the strategy of making disciples becomes a means by which we teach how to love God and neighbor, thereby moving toward the telos of seeking the kingdom. 82

83 In Matthew 25 Jesus shares an intriguing prophetic parable describing the coming judgment. He explains how the Son of Man on his throne will separate the nations not individuals, but nations that have been gathered before him into sheep and goats. The pericope uses the plural form of language throughout, suggesting judgment will be toward the nations, the kingdoms of the world compared against the kingdom of God. The basis for the judgment, Jesus reveals, will be whether or not they fed the hungry and quenched the thirsty and cared for the needy. The righteous, Jesus explains, are those who seek to live out compassion and care, not merely as individuals but as part of a community of likeminded caregivers. Echoing Leviticus 19, Jesus describes how it looks to love your neighbor and what it means to be holy as He is holy. A kingdom of compassion being sought by a holy communal group through the care of basic necessities earns the reward of eternal life. Jesus doesn't reward any single individuals, nor does he reward any form of success the world would expect, such as architectural grandeur or societal control or even growth or effective management. The reward goes to the soul of religion, those faithful people living out compassion and care. When the Great Calling is our telos, the emphasis becomes the kingdom of compassion. The Great Commandments tell us how to disciple His followers. The Great Commission asks us to multiply the disciples made. Seeking a faithful expression of the kingdom then becomes the target of all evangelism and discipleship. When Jesus was asked if his ministry was legit, he didn't answer with monumental majesty or political influence or the size of the crowd at his latest Sermon On the Mount conference. When asked by John's followers if he was the Messiah, Jesus responded that "the blind see, the lame walk, the lepers are cured, the deaf hear, the dead are raised to life, and the Good News is being preached to the poor" (Matt 11:5). Unfortunately for John sitting in a jail cell, Jesus didn't mention prisoners being freed or captives released, but that's beside the point 83

84 here. Jesus does respond, though, with examples of healing, wholeness, resurrection good news for the poor and hurting. These are the marks of a legitimate ministry; these are the marks of a faithful church; these are the results we strive for as a holy people for this is the soul of the mission of God. For the next two days, we plan to focus our time on missional engagement with culture through compassion. The breakout sessions will be with our mission areas exploring together opportunities and ideas for this engagement. This afternoon we will hear from a panel discussing renovation and how we articulate holiness and compassion in today's world. Over the course of the coming year we will be focused on developing metrics that can be tracked to move us toward the goal of the kingdom of compassion. These will still include the numbers we currently collect for our GMC: worship, discipleship, and finances. We will also seek to discover how to best measure our compassionate engagement. Our calling across NWIN is to seek the kingdom of God in every city, town, and neighborhood of our mission field. This requires a Christian gospel shared in compassionate relationships - a compassion evangelism, if you will. This must include a Holiness church discipling individuals into a holy people. And this necessitates a Missional engagement with the culture through compassion and care. CONCLUSION Through Lent and Easter many have watched Hollywood's version of Jesus. During CNN's Finding Jesus series in March, the nation explored the fact, faith, and forgery of the Christian movement. In NBC's current series A. D. The Bible Continues people are watching in record numbers a version of the book of Acts by the producer of the Survivor and Shark Tank reality shows (I hope that irony will not be lost on everyone). Interestingly, I have noticed in 84

85 both series the repeated labeling of Jesus as the Nazarene, in a way that no other version ever seemed to refer before. Please know I don't suggest we somehow capitalize on the free advertisement of a denominational name or any newfound name-recognition in our society. Yet, perhaps we should retrace our heritage and reignite our earliest tradition of what the title Nazarene meant and stood for. For Bresee it was a charge to care for the oppressed and marginalized. From historical information and biographies, Bresee seems to have started a local Church of the Nazarene and eventually denomination not to get people saved, nor to get people sanctified. Bresee's call to Los Angeles was to serve the hurting. He understood that to selflessly serve would require a repentance and salvation as well as a surrender and sanctification, but all for the purpose of serving a world who is longing for a kingdom of grace and compassion. To share with our world not a Hollywood spectacle but a flesh and blood incarnation. May we recover the movement that sparked our denomination and recover the soul of our message that changed lives and transformed communities, in order to avoid the obstacles of an institution. Can we remember the call of the Nazarene to the weak and lowly, the humble and meek? Can we reconnect with the mission of God to all people across all creation? Let's retrace the steps of Jesus as we walk the sidewalks and trails of our own dusty towns and reignite a movement of disciples trained in what it means to live compassionately, not as a church for the poor and oppressed but a church OF the poor and oppressed. Not to minister to the weak and the marginalized but to minister in solidarity WITH the weak and the marginalized. To breathe life into the soul of our movement no matter how majestic or grand our buildings may be. John Wesley wrote: I continue to dream and pray about a revival of holiness in our day that moves forth in mission and creates authentic community in which each person can be unleashed through the empowerment of the Spirit to fulfill God's creational intentions." (How To 85

86 Pray: The Best of John Wesley on Prayer) Could you imagine that dream fulfilled? A dream where the hurting and oppressed find love and acceptance, hope and forgiveness. A dream where the good news can be shared with the half million residents of our district who don't believe. A dream where a holy people joining in the mission of God develop authentic community that disciples each person into a Spirit-filled sanctified people seeking the kingdom of God throughout all creation. Imagine our district and our state fulfilling that dream, thereby fulfilling the kingdom. Imagine our region and our a nation fulfilling the kingdom. Imagine the world fulfilling the kingdom. This is holy imagination; this is our holy desire. Imagination begins with image: what image are we striving toward. Is it the image of the Notre Dame, mere outward architectural beauty? Or would it be an image more soulful, an image revealed by the One in whose image we've been created? That image becomes our telos, the end toward which we journey. The means toward the end requires an imagination toward attaining the image. Our holy imagination must envision communities that are transformed by our message: people changed as they encounter THE Nazarene, the Christ; churches transformed as they disciple one another as compassionate missionaries; and neighborhoods impacted by the unconditional love and mercy of our Father. May we put aside any aspirations of societal greatness or architectural grandeur to pursue the restoration of the soul of our movement, the compassion of God for the world. 87 2. District NMI President Earthquakes cause massive change. Obviously, they cause massive damage to buildings and people. But earthquakes can also change the land itself: 1775 Lisbon earthquake split some of the nation s largest mountains in half earthquake in Chile moved the entire city of Concepcion 10 feet to the west earthquake in Christchurch, NZ caused soil liquification - formerly solid ground turned into quicksand earthquake in Pakistan created a new island 300 feet long and 70 feet high. All of this leads to massive disorientation. After severe earthquakes, communities have to develop new maps to make sense of the new land. We are in the midst of a great cultural earthquake. With the advent of the internet age, globalization, and seismic shifts in science, philosophy, and international politics, our earth is shaking. The entire cultural landscape is shaking. Mountains are split. Entire cities are moving. New cultural formations are emerging before our eyes, and formerly solid ground is turning into quicksand. This leads us to a few simple conclusions: 1. We need to tend to the casualties. People all around us are hurting and feeling lost in the world, even lost in the church. Families are broken. Individuals are broken. Economic systems are broken. In this time of crisis, we need to respond to meet immediate pressing needs but also go deeper to meet the heart needs. One of the greatest services we can offer our churches and our communities is to offer a safe place of love and grace where all are loved and accepted without any preconditions for change. 2. We are all wounded. Conservatives, moderates, and progressives all of us have 87

88 taken hits during this earthquake, and we all are carrying the emotional scars of cultural trauma. Fear is the most natural response in times of crisis. Conservatives are afraid that the Church is losing her foundations. Progressives are afraid that we are being left behind and failing to adapt to rapidly changing times. Moderates are trying to prevent a schism and are taking fire from both sides. We must acknowledge our fears and open ourselves to God s grace for healing so that we can move forward together - uniting in the mission of healing our broken world. 3. We need new maps. Old ways of doing church and mission will not work in this radically altered landscape. Old ways of doing NMI and church boards will not work. We must listen to the cultural cartographers and experiment with new routes toward our mission of living as God s Kingdom people in this place at this time. 4. The Church is in a unique position to rebuild. Just as the Nazarene Compassionate Ministries was among first responders after earthquakes in Haiti, Japan, and Chile - and nearly every other earthquake on the face of the earth we also follow up immediate crisis relief with long-term community rebuilding. In the same way, we have a unique opportunity to engage in deep cultural rebuilding. In many ways, this is a post-apocalyptic time, and we have the opportunity to remake the world from the ground up. While most of the world is still doing deconstruction work, we can begin the work of constructing a new way of being in our new world. As we experience the great upheaval of cultural change, our natural response is to retrench, to circle the wagons, to build walls of defense, to hunker down, and to try simply to survive. But Church, it is too small a thing for us to survive. We must not be satisfied with keeping our programs running and our doors open. We must thrive. We are a church of missional movement, not fortress building. We must creatively revision how to be a new kind of 88

89 church to serve God in a new kind of world. We must experiment and prune old stuff that isn t working and grow new missional arms. We must risk all to develop thriving churches. NMI leaders, this is your call to help your church thrive. But Church, it is too small a thing to grow a church. Butts in the seats and dollars in the plates are failed measurements of success. We must broaden our scope to our communities at large. We are responsible not only for the people who show up, but for the people so crushed by the earthquake that they can t or won t pass through our doors. Our mission is the healing of our entire city and region, bringing God s shalom (holistic peace) into reality in our schools, in our families, in our businesses, in our music and arts, and our city parks. NMI cannot just be a booster club pushing books and raising money for international missions. We must be local as well as global. NMI leaders, this is your call to help your church take specific action to bring healing in your city. And Church, remember, it is too small a thing to have some occasional mission activity. Thank you for collecting Alabaster offerings. I ve slept in buildings built with Alabaster funds. Thank you for sending work and witness trips. My family lived for two years in a building built by work and witness teams, and I hope you ll go with your church or with Robbie to the Western Med. Thank you for your Faith Promise, Easter, and Thanksgiving offerings. Many of my mentors and many of our partners in the Western Med are supported through the World Evangelism Fund. But it is too small a thing for us to do some mission things sometimes. Missions is not something that happens some times in some places. We need for God s mission of radical healing to fully integrate everything we do and everything we are. We need for missional passion to permeate our children s programing, our youth activities, our Sunday school classes 89

90 and small groups, and our weekly worship services. We need for each church to develop a single partnership to engage God s mission on deeply personal levels. Partnerships change the way we think about and engage in mission. In our breakout session, Shawn will tell you how you can form a partnership with a church in the Western Med. Churches, I get the struggles to fully support the World Evangelism Fund. I understand it. My own church is struggling forward in this area. But even giving 100% of our W.E.F. allotment is too small a thing for us. God is calling us to the deep transformation of our world. Make mission and partnership the burning passion of your church, and then let the money follow your heart. That s why I m excited about our Western Med partnership. Choose one of our four focus partners and go deep with them. This will change how your church does mission - and even how your church does church. NMI leaders, this is your call to integrate God s mission into every aspect of your church - starting with a deep partnership. And, finally, Church, it is too small a thing for us to do new missions things. We must also rethink how we do church and mission. We must rethink the very nature of church and mission. Toward that end, this year, we will host a missional think tank. It is open to anyone on our district who wants to engage in deep thinking about church and mission. This spring, four of us on the NMI council went to Kansas City for an NMI district leaders convention, and one of the main themes of that gathering is that NMI must change or die. We have become stuck in out dated formalities and ineffective strategies. On our district, we are inviting anyone who wants to think deeply into a deep conversation about how our churches and our missions leaders can adapt to our altered landscape to help our churches more effectively engage God s mission of healing our world. Each quarter, we ll read a book together and then gather for discussion. If you are interested, talk to me or 90

91 sign up on the clipboard at the missions table. Come help us make new maps to help the Church navigate our changed landscape. This year, I ve visited about 10 churches on our district, casting vision and helping churches begin this process of rethinking mission. The most effective plan seems to be preaching with a workshop after the service to help the church think more deeply about international and local partnerships. I look forward to joining in with more of you guys this year. NMI leaders, pastors, and everyone interested, this is your call to help us rethink how to do God s mission better. In 2006, after a major earthquake struck Yogyakarta, Indonesia, local Nazarenes immediately responded with relief and rebuilding efforts. I was privileged to lead a team from Korea to join the rebuilding process. We partnered with a local church that had identified four families from their community who were most vulnerable and whose homes had been destroyed in the earthquake. Our team joined with local volunteers to rebuild two homes - one of them for a Muslim widow. Although many church members had also lost their homes, they decided that they must give attention first to those who most needed help. The wider Muslim community responded by adding volunteers and by dropping off coconuts and papaya to feed these Christian workers helping to rebuild their community. Now in 2015, on the other side of the world, we can learn from the example of our Indonesian brothers and sisters. Our world has been shattered. Families are torn apart, and social institutions have broken down. We must think beyond the walls of our local church. Let s join together to bring healing to our local communities inside and outside the church. Let s join together in God s great mission of healing our world here in Indiana and in the Western Med and around the world. Anything less is just too small. 91

We have a good mixture of new folks with new ideas and people who ve been on the council for decades. Cyndi McDonald stepped up to be NMI president for one year when Shawn Evans stepped down, and now she has stepped forward again to be the NMI treasurer for a year. 93 Our NYI Council - would you all stand to be recognized? The bulk of the work we have done in district NYI ministry over the last year has been geared towards preparing for NYC. I can t tell you how excited I am for many of you to have this experience. There are a couple of things I am particularly excited about. 1. A Great Theme. Do you all know when you pray the Lord s prayer you are saying something deeply scandalous? When we ask for God s kingdom to come and God s will be done here on earth as it is in heaven, we are asking God to change the pattern of this world. We are also asking God to change the patterns of our lives. The entire experience of NYC is designed to help you understand what it means to pray this prayer not simply with you lips but also to mean it with your heart and enact with your hands. I am praying you, yes you, will be changed and the course of your life will be disrupted by what you experience at NYC. 2. Carla. Several years ago, someone had a great idea. The idea was to forge a partnership between our district and the Western Med. Field. The Western Med. field is comprised of Nazarene Churches in France, Italy, the Azores, Portugal, Spain, and Greece. Essentially, the aim was to resource, pray with, encourage and learn from each other and ways to minister. NYI has had some, but not much initiative with this partnership. We ve sent youth here and there on missions trips, but as far as long term, sustainable initiatives, there hasn t been a lot going with NYI. While at global convention nearly two years ago, Shawn Evans leaned over to me and said, You ve gotta get someone over from the Western Med to come to NYC with us. I m please to let you know after working out several details, the NYI representative from the Western Med will be joining us for NYC. Her name is Carla Zabala and she lives in Spain. She is responsible for 93

94 youth ministry work all throughout the European countries I mentioned earlier. In addition, Carla will be flying to the states several weeks before NYC in order to visit several churches on our district. We have much to learn from Carla about ministry where being a Christian isn t all that common. Getting to know her and coming to have her as a friend will serve us greatly. Last year, I laid out two priorities for NYI on NWIN. These priorities remain, and I'd like to share some new dimensions to them. The first priority is we see begin to see ourselves as family. Family is a strong metaphor in the Bible for the church, with God as our Father. Some of the churches in the Bible really struggled with what it meant to be God s new family. In fact, there was a lot of division, strong opinions, and disunity. Here s the good news: there isn t a whole lot of this happening. We get along well. It s good. There isn t petty bickering. There is, however, still a sense of unfamiliarity. There are things we can do better together than apart. To do so, we need to know each other. Today is an opportunity to make new friends and get to know each other better. NYC will be an opportunity. In a few minutes we re going to share about a mission trip to Puerto Rico next summer you can be a part of--another opportunity to get to know each other. I m working on getting youth pastors, youth workers, and youth groups together in each district area at least once through this next year. This is really important to me. As Paul reminds the Ephesians: There is one body and one Spirit, just as you were called to the one hope of your calling, 5 one Lord, one faith, one baptism, 6 one God and Father of all, who is above all and through all and in all. NWIN NYI can be a really beautiful expression of this. 94

95 The second priority I laid out last year is that we do what we can to strengthen our local NYI ministries. I have come to believe the strongest ministries are not the ones that have the best funding, the most cutting edge programing, the best lights, music, and talented youth pastor. The strongest ministry possible is the ministry centered on the life, death, and resurrection of Jesus Christ and where everything done in ministry is based on this new reality. So I urge you leaders and youth, build your ministries on this solid rock. Let this guide your gatherings and programming. Work to disciple by cultivating a culture where youth and adults together make a series of decisions of saying yes to a God who has already said yes to us. Let s learn to pray together. Over the next year I want to do what I can to help resource you all in this aim. I want to ensure that each event or program asks, How are we bearing witness to Christ s death and resurrection? How are we showing his love? What things are we doing together to be more like him? When we function with these questions in mind, we will begin to realize youth ministry is not to prepare youth for life in the church. Instead, youth ministry can be the best expression of the life of the church. Youth have the ability to show the best commitment to one another and to reconcile when wrongs are done. These convictions are emerging out of how I have come to think and pray about youth ministry in Lafayette. I long for my students to know each other. I long for them to be committed to one another. I want Christ to be central to what we do. Through his grace, this is a possibility. I d like to invite you to pray with me that we d be one, and that Christ would be our center. As Christ calls us to be the witnesses of this reconciliation to our Jerusalems, our Judeas, our Samarias, as well as the ends of the earth, we commit to partnering financially in the mission of God across those areas. Balance 2/28/15 = $12, MINISTERIAL SUPPORT AND BENEVOLENCE: The Word of God is clear at the point of the congregation's care for the material needs of pastors, "The laborer is worthy of his 103

104 wages" (1 Timothy 5:18). The following recommendations provide a beginning point for the local church to use in making arrangements for the salary and benefit package for the pastor. The Finance Committee has carefully reviewed each item. We recommend that the church board carefully consider implementation of these recommendations as a part of its decision in this important area. We recommend that: a) The pastor's compensation package and expense allowance be carefully reviewed by the church board at least once per year, and that the district superintendent's salary and paid district employee's salary and expense be carefully reviewed by the District Finance Committee at least once per year, with consideration given to the current cost of living plus a merit increase. b) A minimum of $600 per week cash salary be established for full-time pastors. The secretary of the church board shall report to the district superintendent the action taken by the church board at the time of the review. c) Each local church provides a parsonage and utilities or a housing allowance to cover these items. If a housing allowance is given, it should be reported in the annual pastor s report. d) A reimbursable account be established for the pastor to utilize for allowable ministry expenses. This should include the IRS allowable amount per mile for the use of his/her automobile in church-related business. This reimbursement is to be reported under all other church ministries and not as pastor's salary or benefits. e) Realizing the limitations of the basic pension program, under the Nazarene Pensions and Benefits, a need still exists for additional retirement for ministers who earn their full livelihood from the ministry. The Church of the Nazarene, under a government-approved tax-sheltered annuity, has such a plan known as the Nazarene Retirement Program (tax- 104

105 sheltered annuity) for ministers and lay employees of the Church of the Nazarene. Therefore, we recommend that every local church participate in the Nazarene Retirement Program (tax-sheltered annuity) for its ministers. We further recommend that each local church contribute a minimum of 5 percent of the amount of the pastors' weekly salary (not a salary reduction) to the Nazarene Retirement Program and that the pastor have the privilege of adding to it from his/her salary. f) Because the pastor is obligated to attend local, district, regional, and general meetings, we recommend that the church pay all expenses of both the pastor and spouse to attend these meetings. g) Our ministers cooperate in the social security program and the district pay to the district superintendent and each church pay to its pastor and evangelists an amount equivalent, when possible, to the full amount of their social security tax. Since it is mandatory to include housing allowance or fair rental value of the parsonage, in calculating a minister's social security, that this be considered in the amount given by both the district to the district superintendent and the church to its pastors and evangelists. In the event of a pastoral change during the year, the social security tax should be prorated for that portion of the year served. h) Unless the pastor is covered by health insurance from other employment, the local church provide for the pastor and family qualified health insurance coverage, in compliance with the Affordable Care Act (ACA), including assistance with medical expenses not covered by said plan. Churches should visit our Nazarene Pensions and Benefits website (pbusa.org) for information and clarification on how best to comply with the ACA. If the 105

106 church does not provide a qualified plan, they cannot assist with any medical expenses. The district will apply these same guidelines to the district superintendent. i) That the following vacation program be set up for our ministers serving as pastors (applies to assembly year): (1) Those who have served for up to 5 years be granted two weeks vacation with full salary (two Sundays). (2) Those having served from 6 to 12 years be granted three weeks vacation with full salary (three Sundays). (3) Those having served 13 to 19 years be granted four weeks vacation with full salary (four Sundays). (4) Those having served 20 to 24 years be granted five weeks vacation with full salary (five Sundays). (5) Those having served 25 years or longer be granted six weeks vacation with full salary (six Sundays). **Since the pastor is obligated on Sunday, he/she should be encouraged to take off one day of his/her own choosing each week. If because of responsibilities the pastor cannot take a day off, three days may be accumulated not affecting midweek or Sunday services. ** Any pastor, including the district superintendent, who desires to take part or all of his/her vacation between Sundays must count the days as vacation time. Pastors who prefer including Sundays shall honor the above minimum schedule. j) The pastor and all full-time pastoral staff who have served at least seven consecutive years in the same church, and every seventh year thereafter, be eligible for an additional minimum of one month paid sabbatical leave to be arranged by the church board and pastor. 106

107 k) An expression of love and appreciation be shown the pastor by giving him/her one or two weeks pay as a Christmas gift. l) Each church make provision for a General Assembly expense fund so that the pastor can attend the 2017 General Assembly and that this time not be considered time off. 5. MISCELLANEOUS a) All local treasurers of all departments use the services of a banking system. The accounts shall be in the name of the local church. Each Sunday's offerings are to be listed so that the pastor, treasurer, and financial secretary can be given a copy of all monies received. Each church shall use a committee of at least two persons to count all monies received at its services, as ordered by the Manual, ed., par b) No congregation be granted permission to go into debt or hire any staff until it has shown its ability and willingness to partner fully by paying all of its obligations -- local, district, and general, and carry the additional payments on the debt, in harmony with policies of the Manual and the District Advisory Board. c) Senior pastors retiring on the Northwest Indiana District, whose tenure began on the Northwest Indiana District prior to April 1, 2010, shall be eligible for Medicare Supplement Health Insurance at District Expense, at age 65, on the following basis: (1) One-third after 10 consecutive years of service on Northwest Indiana District immediately prior to retirement. (2) Two-thirds after 20 years of service on Northwest Indiana District immediately prior to retirement. (3) Full coverage after 30 years of service on Northwest Indiana District immediately prior to retirement. 107

This year the NMI Convention was interspersed with the District Assembly. Dr. Larry McKain, superintendent of the Chicago Central District, represented the Board of General Superintendents in the absence of Dr. Jerry D. Porter. Recognition was given to churches who paid 100% of their World Evangelism Fund for the last ten consecutive years (Frankfort First, Highland, Kokomo First, LaPorte, Logansport First, Portage Grace, South Bend First, West Lebanon); those paying 110% of this year s WEF (Hobart First, Lafayette First, Real Life Community, South Bend First, West Lebanon); and World Evangelism Church of Excellence Awards (Hobart First, Lafayette First, LaPorte, Pathway of Hope, Real Life Community, South Bend First, Tipton, West Lebanon).
