The new table 15.1(n) is extracted from NFPA 54 with a change to allow it to be used with inlet pressures of 5-10 psig instead of 5 psig. NFPA 54 has the same table which is limited to 5 psig due to the scope of NFPA 54 covering a 5 psig maximum. This will result in a small over sizing of the tubing at pressures over 5 psig. It reflects the consensus of those companies and individuals as being a good first step towards modernizing NFPA 58 in the area of propane engine fuel system technologies. Accepting this proposal will allow the propane industry and authorities having jurisdiction a tool to better apply NFPA 58 to modern engine fuel technologies. Since this proposal was developed in response to Committee Input No. 72, there is no need to go into detail regarding the justification for its submittal. However there are some things that should be pointed out, namely: 1. A reference is made to European standard ECE R67.01 in paragraph This standard will be studied to determine whether this standard can be referenced as an alternate to the performance standards that are referenced in proposed Chapter 12 and elsewhere in NFPA 58. It is expected that NPGA representatives will share the results of this study with NFPA technical committee members at the August 4-5 meeting, if not before. 2. Correlative work with existing requirements in Chapters 6 and 11 is being addressed by others and those comments should be available to technical committee members already for consideration at the August meeting. This proposal will provide a solid foundation for the future work and development of Chapter 12 as we strive to achieve the best possible fire safety requirements for propane autogas fuel systems. This requirement clearly is aimed at converted propane fueled vehicles that have been converted and are only capable of running on propane. However, it can also be interpreted to apply to dual-fuel vehicles. As it is written, dual fuel vehicles that are running on propane must have their gasoline or diesel tanks emptied and disconnected. The majority of our autogas fleet is dual-fuel, allowing the operator the convenience of choosing to run on propane or gasoline. To further confuse the issue, we also have propane/diesel blend systems, where the vehicle is running on both propane and diesel fuel simultaneously. This blended system opens the door for a regulator to incorrectly interpret the requirement that at any time a vehicle is running on propane alone, the other system must be emptied needs clarification that the dual fuel vehicles are exempt from the removal and purging of the alternate system when the vehicle is running on propane. Given that the NFPA system has not afforded us the opportunity to examine the draft until this juncture, I m wondering if the committee would allow us to add some language like, This requirement shall not apply to bi-fuel powered vehicles. 15.Revise The maximum operating temperature of hose shall not exceed its rated operating temperature (4): Change location to portion of : Change injections to injection. 18. Which is it? We have trucks with multiple containers that are manifolded together, but the containers can be independently shut off from each other. This section is attempting to codify a modern type of container that has multiple storage compartments, all in a single unit. Inadvertently, we may be allowing old style assemblies that have multiple containers on the vehicle that can be shut off independently to have relief valves in only one of them. The fix would be to make the section fit the definition, manifolded changed to manifold. This may be enough to fix the problem, since the definition calls for ASME certification of the container. Negative with Comment Fredenburg, Richard G. This new chapter seems to me to be too much, too quickly and with a lot of fluff and unenforceable requirements. There are some definitions that are not needed in a fuel code. Fuel rail is a common device and does not need definition here. Neither does unibody. Some requirements seem too restrictive and may inhibit development. Why is a fuel pump required to be protected by a fuse? Wouldn't a circuit breaker do as well? requires "a minimum" of joints. How is that enforceable? about running sheathed copper tubing through a compartment wall is really an installation instruction, not a performance standard. A performance standard would be to allow ventilation through a wall and are essentially the same performance requirement. I don't know about the vendors involved, but some of the detail may favor certain vendors at the exclusion of others. This change is not ready for becoming part of a standard.

It takes special training to operate them and most people (for example, convenience stores that have exchange cabinets) will not have that training. There will be no increase in safety and a large expense incurred to change out all the fire extinguishers. Additionally, a survey of propane companies that will be forced to upgrade their extinguishers indicates that in some cases there would be a 40% to60% increase in the cost of the extinguisher. When that factor is combined with the retroactivity provision being proposed, the cost to the industry would total several millions of dollars and the payback in safety benefits would be is virtually nil. Also, the report titled "Ordinary People and Effective Operation of Fire Extinguishers," published by Worcester Polytechnic Institute and Eastern Kentucky University describes the use of fire extinguishers by the general public. The report is available for free download at the following website: What may be surprising in the report is that the general public performed quite well using fire extinguishers with virtually no training. That performance improved markedly after receiving some training. But the real surprise is that the flow rates of the extinguishing equipment being used were just a fraction of the 1.0 lb. per second being proposed in Section 4.7 of NFPA 58. Calculations based on the equipment used in the demonstration show that the flow rate of extinguishing material was between 0.13 and 0.15 pounds per second. Therefore, the proposed change to require high flow rate extinguishers is simply not justified by either the cost/benefit ratio for making the change or by independent research on the use of fire extinguishers by the general public.
