A decade ago; in the year 2005 we have taken the first step in publishing this book Duties and Rights followed by ascending demand forcing to reprint in 2011, thus, emerging into a standard repository of all information and understanding, scoring over the older editions with more pedestrian work. This edition of Duties and Rights 2017 is important in two respects. First, it is in cognizance with the Tenth Bipartite Settlement provisions; and secondly it is authentic. This is a search engine in your hands with a compendium of necessary circulars integrating all important service conditions of the officers combined with all recent developments and improvements in the guidelines and regulations. The softcopy being uploaded in our Association website,facilitating to take a printout of revised relevant formats and forms relating to the provisions. Progress is impossible without change. In this edition many changes have been brought in synching to the changing background of our service conditions. Knowledge has a beginning but no end. Knowledge gains by learning and the end point of the learning curve of Duties and Rights never halt. We are certain the reader will keep on updating the same. Compiling such an extensively vast information and guidelines in to a hand book on Duties and Rights 2017 in really a Herculean task. The deep thought & untiring efforts gone in to laying out, continuance of chapters, designing the layout, proof reading every letter of the book which are apparently indecipherable deserve rich appreciation by everyone of us. 5 Aguide to your Duties and Rights being the third edition had been very popular and in great demand amongst the officers and the executives of the bank. It is one of our publications that serve as a reference book in many of the departments at Central Office and Regional Offices all over the country. Our bank has recruited large number of officers during the period and it has been our endeavour to ensure that every new member is given a copy of the book free of charge. The entire book has also been uploaded on our website to enhance its reach to every member of the organisation in a seamless manner. During the period under review, we have been getting requests for supply of the book from our members - both new and existing. Many of our executives evinced interest to get a copy as they also found it a very useful publication of IOBOA. The book was first published in the year 2005 and in view of growing demand, we had to reprint the revised edition followed by another edition in the year 2011 incorporating all important developments and improvements in the service conditions of the officers. Since the entire book is uploaded on our website, it creates convenience for the members to download the forms and formats for their use. It shall be our endeavour to keep the book updated from time to time so that the members are able to make use of the same by logging on to our website. It is understood that bringing out such a detailed publication involves great efforts and attention by a team of not only our office bearers but also the officers and staff working in different departments at Central Office. We owe very sincere gratitude to all those comrades who have been associated with bringing out this book. 7 The last edition of A Guide to YOUR RIGHTS & DUTIES was brought out during the year 2005 immediately after the industry level salary revision for bank officers. The book had been in great demand not only by the officers of the bank in all the grades from JMGS I to TEGS VII, but also by the officers and executives who were working in related Departments. They have been using our book as a reference book in discharge of the duties on a regular basis. The ever growing demand for this book stands a mute testimony to the usefulness of this book. After the publication of the last edition (2005), there have been several amendments to our service conditions including the industry level salary revision. We have been waiting for important developments and improvements for bringing out this revised edition under the name A Guide to YOUR DUTIES & RIGHTS (2011). The book also contains all important forms and formats to be used for various purposes by our members for their ready reference. Such forms can also be downloaded from our Bank s website. Bringing out this book has been enabled by a team of officers from different departments and we owe our sincere gratitude to all these comrades. 8 The first Edition of A Guide to Rights & Duties of Bank Officers found wide welcome. As we ran out of print we could not meet the demand of our members, who became officers in subsequent years. Meanwhile many changes including two Wage Revisions have taken place. The necessitated thorough revision of the Book to make it useful to our members. Hence this revised edition 2005 is being published. Though all forms can be downloaded from our Bank s website we have incorporated all essential forms for easy reference of our members. We trust that the book will be of great help not only to our members but also to desk officers. 9 Good people to Grown with And Touching hearts Spreading Smiles since 1937 Living Organisations do not grow old but they grow in fame, reach stature and size. Commenced business with just three branches on the 10th February, 1937 by our ever revered and ever remembered Visionary Founder, Sri. MCt.M. Chidambaram Chettyar. When many Banks which were already well established but could not dare to think of growing into an international Bank, our Founder had the conviction and courage to give our Bank the name The Indian Overseas Bank Limited. Limited in name but unlimited in its dreams and boundaries. Ordinary Mortals have to sleep to have dreams But Visionaries lose sleep to have and realise their dreams Keeping the above in mind, our Bank though entered late in the Indian Banking scene, has become the latest in every areas. Our Bank is now functioning with 3335 Branches and 49 Regional Offices in India. In addition to this, our bank has 8 branches and 3 Representative Offices and 2 Remittence Centre in overseas. Our Bank has many FIRSTS to its credit : The only Bank to commence business with branches simultaneously opened in semi-urban, metro and overseas centres. The only Bank to have been nationalized in less than 40 years of its existence. The Bank which introduced Merchant Banking first. The Bank which introduced Consumer Finance first. The only bank in Public Sector which declared the Highest Bonus ever consecutively for two years to its employees. The first bank to get ISO Certification for its Information Technology Department. The only bank having its own in-house software for its banking operations. The only bank which made the fastest turnaround to move from the bank that posted high est loss in post reform era TO become one of the first bestowed with autonomy and to become a numero uno. One of the few banks where the Officers ( of IOBOA ) donate to Prime Minister s Relief Fund out of their salary and not by debit to P&L account by surrendering Privilege Leave. The only Bank where the recognised trade unions (our Association IOBOA and AIOBEU) subscribed to Bank s I P O and campaigned for it s thundering success. I O B is a bank with a vision and the workforce always keep the vision as their mission. The mission of IOBIANs is to seat our Bank within the top 5 among the Nationalised Banks before the end of the year Challenges are aplenty ahead of us. Conventional banking alone will not suffice to improve productivity and profitability this is the essence of the present direction we resolve ourselves to excel yet again. IOBIANs always have the Potential; IOBIANs always have the Commitment; IOBIANs always have the Conviction. If all the above manifest in positive action with proper direction from our Chairman and Managing Director and Executive Directors, the vision of achieving a place among top 5 nationalised banks is not a tough task. They represented their voice through ALL INDIA OVERSEAS BANK EMPLOYEES UNION, the workmen union. Hence, Officers of those days were members of the workmen union and had Office bearers to represent their voice. This arrangement began to face certain operational difficulties as the both Officers and Workmen began to grow in number in our Bank. In order to ease out thedifficulties,com.c.r. Chandrasekaran and Com.P.Balagopala Menon, leaders of AIOBEU, mooted the idea of forming a separate union for Officers with initial sustenance to be provided by the workmen union. The translation of this idea saw the birth of Indian Overseas Bank Officers Association (I O B O A) in the 10 Hand Book on Duties and Rights

11 year The leadership and guidance to IOBOA was initially provided by AIOBEU. Com. K.V.Balasubramaniam, the Vice President of the Workmen Union was nominated the CONVENOR of Officers Association. The umbilical cord continued till 1972 to tide over the teething difficulties, the onslaught of the bank and the mischiefs of a rival Association. The zeal and conviction of the leadership of IOBOA with initial assistance from AIOBEU helped it grow from strength to strength. Within a short period of it s birth, IOBOA had to plunge into an indefinite strike along with ABIOBEU in the year The strike was historic as it is the longest strike in IOB even till day, with reason for not any financial demand but to uphold right and dignity of Trade Union. In the midst of this strike, the first Conference of our Association was held. Unmindful of punitive action by the then Management, Com.V.S.T.Kumaraswamy became the first President and Com.K.V.Balasubramaniam, Founder Convenor become the first General Secretary of our Association. Our Association was recognized by the Management in the year Since then, our Association grew from strength to strength. In the year 1972 Com. K.V.Balasubramaniam, the founder General Secretary of the Officers Association was appointed as Director of IOB in the capacity of Officer Nominee. He handed over the baton to Com.V.S.T.Kumaraswamy who held the position till This duo led the Organisation till 1981 when they voluntarily retired from contesting the election. On their demitting office, Com.P.A.Kumaradevan and Late T.V.Ramamurthy became President and General Secretary respectively for the term They were succeeded by Com.M.R.Gopinatha Rao & Com. B. Ramji for the period and During the term Com.C.R.Chandrasekaran who conceived the idea of an organization for Officers, became its President pairing with Com.V.N.Ravindranath Rao, as General Secretary. During this time an unparalleled militant struggle was launched which resulted in concept of CCC meeting with the Bank for benefits outside the purview of settlement. Com. C.R.Chandrasekaran is instrumental in steering the organization to get affiliated to All India Bank Officers Confederation ( A I B O C ) and the same was hailed by all as a wise decision. As a member of small committee on Pension, he planted the seed of Pension, which we have harvested in Hand Book on Duties and Rights

12 From 1991 to 2002 Com.M.R.Gopinatha Rao as President and Com. K.V.Acharya as General Secretary lead the Organisation. The duo lead the organization interruptedly winning the hearts of members through their direction, devotion and result oriented innings. Com.K.V.Acharya is the only other General Secretary next to Com.K.V.Balasubramaniam, founder General Secretary, who had a long innings of 14 years uninterruptedly. After a lapse of 11 years, the organization was again represented in Bank s Board by Com.K.V.Acharya) ) followed by Com.M.R.Gopinatha Rao ( ), Com.K.Anandakumar ( ), Com.J.D.Sharma ( ) and presently by Com.K.Anandakumar. Their contribution on the Board won acclaim not only from the members of the Board but also from the officer community and the management. The seed of Pension, planted by Com.C.R.Chandrasekaran fructified when Com.K.V.Acharya along with other leaders signed the Pension settlement in October The anomaly in Pension was rectified in the 5th Settlement in Com.K.V.Acharya was a signatory to this settlement. IOBOA is proud that one of its principal Office bearers, Com.K.V.Acharya was a member of the AIBOC Core committee for wage negotiations and signatory to the 6th Bipartite settlement. On retirement of Com.K.V.Acharya, the leadership was succeeded by Com.J.D.Sharma as President and Com..K.Anandakumar as General Secretary of IOBOA. Their leadership in the past six years have brought many changes in the benefits to the membership. Increase in Quarters / rent eligibility, conveyance reimbursement, loan quantum in various loan schemes to staff members and ensuring job security in vigilance issues. In the field of promotions, the duo has made history with more than 1500 promotions during this year 2011 from JMG Scale I to SMG IV, which is unheard in any bank in the past two decades. The duo s leadership period has made all the required support to the parent organization in the issue of one more option for pension and Com.K.Anandakumar, General Secretary was one of the signatories to the 9th Bipartite Settlement which clinched the momentous and historical achievement of Second Option for Pension also. AIBOC All India Bank Officers Confederation is the undisputed representative of Bank Officers Community commanding more than 85% of membership. Indian Overseas Bank Officers Association with cent percent membership in Indian Overseas Bank is in the Vanguard of AIBOC and always is represented in AIBOC s important Committees and Movements. IOBOA is not only in the forefront of Bank Officers Trade Union movement but is also a fore runner in launching several project for the society at large. 12 Hand Book on Duties and Rights

13 1. Constructed and donated three School Buildings to the poor children in the most backward districts of Orissa, devastated by Super Cyclone. 2. Donated a building near Madurai at a cost of Rs lacs (Twenty lacs only) for the Mentally Challenged children. 3. Organised a Handloom Exhibition in the 2002 conference when weavers were starving without income. The campaign fetched 3 times the sales expected by the government agencies. The exhibition was held successfully once again in 2005 conference also. 4. One of the Founder Trustees along with the Management and Union in formation of Bank s SAKTHI TRUST for developing women entrepreneurs. Our contribution so far is Rs Lacs. 5. Out of the contribution and subscription from the members, IOBOA has built 2 Guest Houses, one at Chennai and the other at Hyderabad, for the comfortable stay of members whenever they visit these places (for details, refer to the relevant chapter in this book) 6. Donation of Rs. 10 lacks for school buildings for the poor children of fisherfolk at Padubidri, Karnataka. 7. Donation of non-conventional energy based project (solar-powered lighting for streets and hamlets) at Kanadukathan, birth-place of our bank s Founder Shri.M.ct.M.Chidambaram Chettyar. The village is very near to Karaikudi, the birth-place of our bank. 8. IOBOA dedicated its 40th years of existance to Eradication of Child Labour. 9. IOBOA dedicated its 50th year of existance to upliftment of institutions for physically challenged. Donated Maruti Eeco Van to Balavihar, Kilpak, Chennai Indian Overseas Bank Officers Association is a non political trade union and affiliated to All India Bank Officers Confederation, which is also a non political organization. The Office bearers of IOBOA are from its members and no leader is drawn from outside. It is the sole bargaining agent of Officers in Indian Overseas Bank with 100% membership with no other rival organization. The Association is active both in bargaining and non bargaining activities. The Association, with its committed leadership and office bearers, has deeply involved itself in the growth of the Bank and the members. Hand Book on Duties and Rights
