1 35 Stated Meeting November 10, The Presbytery of Southern Kansas convened at 9:00 a.m. on Tuesday, November 10, 2009, at the Presbyterian Church, Pratt, KS, by Moderator, Rev. Angela Madden. The meeting opened with a Call to Gather, Hymn, Prayer and Words of Welcome. Moderator Angela Madden called the Presbytery to order. Additional handouts for the meeting are available at the registration tables. Anyone wishing to speak on the floor should state his or her name and church. All comments should be directed to the moderator. Any motions should be submitted in writing and Robert s Rules of Order will be followed. Quorum Present Each person must sign the attendance register for official attendance. Stated Clerk Rebecca New declared a quorum present according to Article V.5.4 of the Ecclesiastical Bylaws, which requires that one-fourth of the minister members and the elder commissioners present, provided that one-fourth of the churches was represented. What about our personal landscapes? Have we allowed them to be transformed? What have we seen and what have we heard? What has been sown in our hearts? We ve seen life restored - by Jesus compassion, and Jairus faith, a frail woman s touch and a blind man s persistence. We ve seen crowds being fed, children blessed, and people taught about love, service and death.

4 38 Stated Meeting November 10, Do you remember when you heard Paul s words of faith about strength in our weakness and receiving God s grace and the words of James resound in our ears: Faith without works is dead? Do you remember that Jesus, high priest and servant of all, gave us only two commandments - love God and love your neighbor. He repeated the cost of discipleship where the first becomes last and the last becomes first. We confess that all too often, our eyes get distracted and our ears tune out, our hearts become set in familiar ways - our journeys of faith become routine and all too predictable. We don t expect to be transformed. God of endings and new beginnings, remind us that as we worship you together, we are transformed. As we lift up our hearts to you, we are lifted beyond ourselves to see life from your perspective. So, as we near the end of this part of our journey, fill us anew with a sense of expectancy and joy, as we recall that we are accepted and loved, forgiven and renewed, united and reconciled in the name of Jesus, our risen Lord and Savior in whose name we pray. Manual of Operations, article 9.2 A motion prevailed to approve the Presbytery minutes of August 25, 2009.

6 40 Stated Meeting November 10, Committee on Representation The Committee on Representation is mandated by the Book or Order to serve the Presbytery as an advocate for racial ethnic members, women, different age groups and people with disabilities. The committee is also to serve as a resource and consultant on representation concerns. Several representation concerns were highlighted in the committee report of 2006; minutes pg.,41. Those concerns have been addressed and the statistics for representation on presbytery committees indicates compliance. Presbytery statistics for 2008 baled upon a total membership of 10,326. Asian Black Hispanic American Indian Disabled Committee on Representation for persons serve presbytery committees and 78 people presently serving those committees represent women, racial ethnic groups, different age groups and persons with disabilities The committee has determined that there is fair and effective representation among the persons elected to serve committees of Presbytery. General Presbyter Report Scripture and meditation was presented by Reverend Nancy Kahaian, Interim Executive, Synod of Mid-America. Sharing of Joys and Concerns Offering The offering today will go to our Northern Mexico Partnership with the Presbytery of Chihuahua. The Presbytery took a break. Congregational Ministries Jeanette Marks asked that churches take note of the H1N1 information distributed (on a flash drive) by the PSK Disaster Response Team. She noted the following events: PSK Men s Gathering, November 21, 2009 at St. Luke Presbyterian Church, Newton, KS, and the Kansas Pastors and Educators Gathering, January 11-15, 2010, at Cross Wind Conference Center, Hesston, KS. Council Report Rob Erickson provided the following information: The Council met on October 13, 2009 and set the following dates for the 2010 meetings of Presbytery and Council: Council Presbytery Location Jan 19, 2010 February 9, 2010 Eastminster Presbyterian Church March 9, 2010 April 10, 2010 Great Bend Presbyterian Church May 18, 2010 June 15, 2010 August 10, 2010 August 31, 2010 October 19, 2010 November 16, 2010 The Council approved a motion setting an additional Council meeting date in December 2009.

7 41 Stated Meeting November 10, The Council approved Pastor s Retreat dates tentatively set on May 4 and 5 th. The Council approved hiring a consultant to guide the Presbytery during the sabbatical year of discernment, prayer and Bible study and authorized the Vision and Planning Subcommittee to hire the consultant who was able to work within the year timeline, deal with theological, geographical diversity and bring skills in spiritual formation and planning to the process. Council approved a motion to spend no more than $30,000 and to seek special gifts to fund this vision and planning work. One church has committed $15,000 to this work, other congregations are encouraged to share in this funding. Board of Trustees Report Rob Erickson provided the following information. The Board of Trustees authorized: *Listing and sale one house by Dodge City Presbyterian Church for $35,000. *The sale of the manse of the Presbyterian Church of Ashland for $76,000. * Up to $2,500 from Small Church Loan Fund to be used by the Korean Presbyterian Church depending how their negotiations with the Insurance company turns out. * Up to $2,000 from Small Church Loan Fund to be used by the First Presbyterian Church of Neodesha. The church is raising the remainder of the $7,000. *The Trustees recommend to Presbytery that we engage Shaefer, Johnson, Cox, Frey and Associates as the Architect for the building of the Chapel in Westminster Woods. The service is being provided as a donation. The Trustees recommend that we engage Hutton Construction as the Construction Manager for the project at a cost of $5,000 with full bonding at additional cost. Hutton Construction and the Architect will in turn hire the subcontractors to do the construction this winter and spring with a target completion date of May The contracts have been reviewed by the Chapel committee and the Trustees. A motion prevailed to engage Shaefer, Johnson, Cox, Frey and Assoicates as the Architect for the building of the Chapel at Westminster Woods (the service is being provided as a donation) and to hire Hutton Construction as the Construction Manager for the project at a cost of $5,000 with full bonding at an additional cost. *The Trustees reviewed and approved the Investment Policy for a first reading of Presbytery to be included in the Manual of Operations, The Trustees also approved the draft Investment Guidelines to serve as a working document between the Trustees and the Budget and Finance Subcommittee of Council. A motion prevailed to receive for first reading the Investment Policy 15.8 of the Presbytery of Southern Kansas Manual of Operations. (policy following)

8 42 Stated Meeting November 10, Investment Policy INVESTMENT POLICY a. The purpose of Presbytery of Southern Kansas investment funds are for the sole benefit of the Presbytery. Investment funds as defined in this policy refer to fiscal instruments not associated with endowments. Investments will be used to provide resources for the support and expansion of the mission and ministries of the Presbytery, to establish and maintain extraordinary initiatives that will benefit the Presbytery, its congregations, the communities in which such congregations are located and the church-at-large, and to provide support for the Presbytery or its congregations in the event of extreme financial needs or emergencies. b. The Council Budget and Finance Sub-Committee (see Article 11 Finances) will have management responsibility for Presbytery investments, with oversight of material changes by the Trustees. 1). The Trustees upon consultation with the Budget and Finance Sub-Committee shall establish Investment Goals and Objectives every fiscal year to be jointly approved by the Trustees and Budget and Finance Sub-Committee. 2).The Budget and Finance Sub-Committee shall monitor investments and make investment changes within the approved Investment Goals and Objectives and notify the Trustees of material changes. 3). Any necessary or recommended deviations or investment changes from the Investment Goals and Objectives must first be jointly approved by the Trustees and Budget and Finance sub-committee. c. INVESTMENT MANAGEMENT REQUIREMENTS AND GUIDANCE 1). Investing in individual stocks is prohibited as well as derivatives (swap agreements, structured securities, collateralized mortgage obligations, etc.). 2). Funds may be invested in diversified mutual funds, corporate or government debt, saving certificates, money market and Certificates of Deposit (CD)s. 3). Funds may be invested with banks, Church Development Corporation or an investment firm. 4). Care will be given to minimize fees. 5). Investments should comply with Mission Responsibility Through Investing guidelines which include theological, social and economic considerations. ( ) 6). Loans from investments will be made by the Trustees upon consultation with the Budget and Finance Sub-Committee. 7). Stock given to the Presbytery shall be sold promptly. 8). Disbursements of all funds from an investment firm shall be made through the Presbytery Office rather than directly to the designated recipient. 9). All members of the Budget and Finance Sub-Committee and Trustees shall be bonded by the insurance. 10). No member or family member of an individual serving on the Budget and Finance Sub-Committee or the Trustees shall receive financial gain from any investment transaction or from providing investment guidance. 11). The Secretary of the Trustees shall be the secretary when dealing with investment policy. 12). All references to the "Presbytery" in investment agreements shall mean the Presbytery of Southern Kansas of the Presbyterian Church (U.S.A.), lnc., the Presbytery of Southern Kansas as a governing body of the Presbyterian Church (U.S.A.), and their respective successors. In the event the Presbytery or its corporation is merged into or consolidated with any other body, or if its name or organization structure shall be changed, these

In the event the Presbytery and its corporation and their respective successors ceases to have existence, then in the absence of any further successor, the principal and accumulated income of these investments shall be distributed as directed by the Presbytery, or if the Presbytery fails to do so then by the Synod of Mid-America of the Presbyterian Church (U.S.A.), or its successor, to any one or more organizations which are described in Section 501 (c) of the Internal Revenue Code of 1987, or any corresponding provisions of any subsequent federal tax law. d. The Budget and Finance Sub-Committee upon consultation with the Trustees shall have the following powers with respect to investments within the approved Investment Goals and Objectives: 1). To purchase or otherwise acquire, retain, invest and reinvest in diversified mutual funds, corporate or government debt, saving certificates, money market and Certificates of Deposit (CD)s. 2). To vote or refrain from voting any or all shares of stock and other securities held as investments and to give general or special proxies or powers of attorney for voting or acting with respect to such shares and other securities. 3). To mingle all or any part of the investment assets for the purpose of convenience in the investment and administration thereof and to render periodic accountings for the investments. 4).To employ or seek guidance from investment counsel, brokers, agents, accountants and attorneys. 5). To monitor investments and make investment changes e. This Investment Policy may be amended at any time by the Presbytery. Vision and Planning Tim Soule reported that the committee had concluded that the Presbytery needed an outside consultant for this sabbatical year who understands church and governing bodies work and relationships. Larry Peers of the Alban Institute has been hired as a consultant. He will meet November 14, 2009 with the Vision and Planning Committee and November 15, 2009 with the Council. Vision and Planning recommended to Council to continue Leadership Training events in January 2010, with part of the morning sessions devoted to work of the Vision and Planning process. Winfield, Dodge City and Wichita Covenant have agreed to host these events. Treasurer s Report John Goss, Treasurer, presented a report on the finances of the Presbytery. Budget and Finance Ken Coryell reviewed the approved funding priorities: First priority for payment: shared mission vouchers Second priority for payment: Camp Director, Clerk, and support staff salaries and office vouchers Third priority for payment: camp vouchers Fourth priority for payment: Book of Order committees (Committee on Ministry, Committee on Preparation for Ministry, Committee on Representation, and Committee on Nominations)

10 44 Stated Meeting November 10, Fifth priority for payment: all other vouchers and salaries. This includes the General Presbytery s salary along with General Assembly and Synod per capita. A motion prevailed to pay salaries of the Presbytery staff, except the General Presbyter s even if the payment would exceed funds received. A motion prevailed that travel reimbursements be set at $.20 per mile for all mileage over 70 miles total for Presbytery and Committee meetings. A motion prevailed that the lodging reimbursement be set at $30.00 per night, per commissioner. A motion prevailed that PSK per capita is set at $ NOTE: 2010 Per Capita is: G.A. $6.15; Synod $2.82; PSK $ Total $ A motion prevailed to approve the following Budgetary Allocation Groups for the 2010 proposed budget: Group 1-Administrative and Personnel (including Westminster Woods) and Group 2- Westminster Woods Camp Operations. NOTE: Per 2010 Draft Budget Summary, pages C-BandF7-8, for financial information on Group 1=$400,856; and Group 2=$ (Appendix B of these minutes, pages 50-53) NOTE: Other required committee, mission and program activities, contingency and other expenses will be budgeted at the February 2010 PSK meeting. Mission Partnership and Support Diane Monger discussed shared mission giving requests for Mary Knecht reported on missionary, Mary Nebelsick s, visit to PSK in September as part of 2009 PC(USA) Mission Celebration. The Presbytery broke for lunch. Mission Partnership and Support (continued) Skip Johnson spoke about the 2009 PC(USA) Mission Celebration Gathering in Cincinnati, OH. Jay Ayers reviewed the PSK/Northern Mexico partnership. Missionary, John Haspels, discussed the challenges/successes of missions in Ethiopia Synod Update Nancy Kahaian, Interim Executive, Synod of Mid-America, spoke to the changes/goals of the Synod. Synod Commissioner Update PSK Synod Commissioner Dwight Corrin provided information concerning the activities of the Synod of Mid-America.
