1 38 Presbytery of Southern Kansas Stated Meeting May 9, 2017 CALL TO ORDER The Presbytery of Southern Kansas gathered at 9:00 a.m. on Tuesday, May 9, 2017, at Mt. Vernon Presbyterian Church, Wichita. OPENING WORSHIP The worship service, was led by the Rev. Dr. Don Owens. The offering received of will go to Community Partners, Kids Summer Food Program, Wichita. OPENING BUSINESS Ruling Elder, Steve McSpadden, Moderator, called the meeting to order with prayer. The Moderator announced that if anyone had items for New Business those needed to be submitted to Stated Clerk by 12:30 p.m. to be considered for discussion during today s meeting. A quorum (The quorum of a Stated or Called (Special) Meeting of the Presbytery shall be ten percent of the eligible teaching elders and ruling elder commissioners provided that at least three teaching elders are present and three different churches are represented by duly elected ruling elder commissioners. (G ) (pp 11-12, Feb. 2013)) was declared present by the Stated Clerk, Rev. James Anderson with a minimum of six ruling elder commissioners from six different churches within the Presbytery of Southern Kansas in attendance and eight teaching elders (See Appendix A) Additional handouts for the meeting are available at the registration tables. Anyone wishing to speak on the floor during the meeting should come to the microphone, be recognized by the Moderator/Moderator Elect and identify themselves. All comments are to be directed to the Moderator/Moderator Elect. All motions must be submitted in writing to the Stated Clerk before the conclusion of the meeting. Robert s Rules of Order, the Book of Order, and the PSK Manual of Operations will be followed. The motion was approved. INTRODUCTION OF FIRST TIME RULING ELDERS First time Ruling Elder Commissioners were introduced by their Pastors. APPOINTMENT OF TEMPORARY COMMITTEES Offering and Vouchers Committee Ken Coryell and Mary Knecht. WELCOMING by host church: Rev. Don Owens welcomed the Presbytery to Mt. Vernon Presbyterian Church. CONSENT AGENDA: The Consent Agenda, including the docket, was presented for discussion. (Appendix B) MOTION to approve the Consent Agenda including the Docket was presented. Motion was approved.

2 39 Presbytery of Southern Kansas Stated Meeting May 9, 2017 Camping Report Jeremiah Lange Documents for the Westminster Woods Camp transition were not available in time for this meeting but will hopefully be available to the Presbytery Coordinating Team this summer for review prior to the August Presbytery meeting. WMW is preparing for PSK summer camps. Lagoon work at the camp continues with developing a wetland area. New bobcat utility vehicle was purchased. A new seasonal dining area is being built. The deck on the back of the existing dining hall is being expanded 28 ft. to provide more covered, weather permitting, camper dining area. New gathering areas, and gazebos have been added and the memorial garden has been expanded. Camp enrollment is good so far. The camp is already experiencing a high number of High School girl campers. If you know of a High School girl wanting to attend camp, please have her call the office about registration immediately. Enrollment of High School boys is not large so you might encourage High School age boys to register. Westminster Woods Financial Reports. (See Appendix C) Presbytery Coordinating Team Denise Pass INFORMATION: Rev. Mark Miller (First, Hutchinson) was welcomed to PCT as the Governance Team chair. PCT has requested that a report of attendance of ministers and churches be prepared for presbytery information. Continue to work with the Camp Task Force to review the process and documents to determine the future of Westminster Woods Camp. Rev. Denise D. Pass will be on sabbatical this summer. In her absence, PSK Moderator Steve McSpadden will moderate the Presbytery Coordinating Team. Next meeting is May 23, 9:30am at PSK offices. Pending action by the congregation of First Presbyterian, Larned, recommend the reduction in staff from a full-time pastor to a part-time PCT requests each Ministry Team review their chunk of the Manual of Operations and rewrite that material to include: a. a description of the committee, b. it s accountability and c. its responsibilities. A motion prevailed that PSK define quorum for the ministry teams of the presbytery to be 50 percent plus one of the membership of the committee, (not the total size of the committee). Stated Clerk Report Jim Anderson INFORMATION: At the Synod of Mid-America, stated clerks review of presbytery minutes for 2016, our minutes were received with exceptions. One exception that was noted was that when we declare a quorum present at the PSK meetings, we are to include a statement defining what constitutes a quorum. Thus at each meeting we will include the following highlighted statement taken from our Corporate Bylaws:

3 40 Presbytery of Southern Kansas Stated Meeting May 9, 2017 Quorum: The roll shall be taken at each meeting of the Presbytery by the Stated Clerk immediately following the opening prayer. The quorum of a Stated or Called (Special) Meeting of the Presbytery shall be ten percent of the eligible teaching elders and ruling elder commissioners provided that at 39 least three teaching elders are present and three different churches are represented by duly elected ruling elder commissioners. (G ) (pp 11-12, Feb. 2013) A further exception we were granted was that we did not show in our minutes that our Committee on Representation had met during Another was the lack of a presbytery statistical report for These exceptions were noted and it is our intention to correct them. On April 3-5, 2017, Jim Anderson was in attendance at the New Stated Clerks Orientation in Louisville. He found this event to be very helpful in the on-going tasks of the Stated Clerk. ACTION: In our meeting today, we will present the 2016 Proposed Amendments to the Book of Order for our vote as a Presbytery. A sheet from General Assembly is included in our packet. The Presbytery Coordinating Team recommends a positive vote on each with a minority comment which I will share. We will be voting on each of the proposed amendments in turn. Proposed Constitutional amendments from the 222 nd General Assembly (2016) MOTION to approve Constitutional Amendment 16-A; (amendment to G ) The motion was approved. MOTION to approve Constitutional Amendment 16-B; (amendment to G ) The motion was approved. MOTION to approve the following Constitutional Amendments by considering all amendments in one vote: 16- C.1 (amending F ); 16-C2 (amending G ); 16-C3 (amending G.20301); 16-C4 (amending G-2.05 and G ); 16-C5 (amending G ); 16-C6 (amending G-0307) 16-C7 (amending the Directory for Worship and the Rules of Discipline); 16-C8 (amending W a. Minority Opinion written by Mary Dusenbury regarding proposed Constitutional Amendment 16-C.7 was provided: The proposed term commissioned pastor is confusing. The general public, both within and without the church, often use the simple term pastor to refer to ordained clergy. The adjective commissioned does nothing to modify the term except, perhaps, to Presbyterian Church administrators. The Old term commissioned lay pastor has more clarity. It both reflects the important pastoral ministry of our commissioned ruling elders (16- C, p.3) and clearly distinguishes them from ordained clergy (ministers of word and sacrament). The motion was approved. MOTION to approve Constitutional Amendment 16-D1 (amending G ) and 16-D2 (amending D ). The motion was approved.

MOTION to approve Constitutional Amendment 16-H (replacing current Directory for Worship with a new directory). The motion was approved. Report from the Synod of Mid America James Gale Higher Education Scholarships are available from the Synod if your church membership is 100 or less. Those with membership of 75 or less have a very good chance of selection and those with membership of have a good chance of selection. The deadline is July 1, More details are available on the Synod s website An innovation grant,(paragon Grant) for up to 5,000 is available for church wanting to do new and challenging events as a congregation. Information is available on the Synod s website. Carol DeVaughn from Giddings Lovejoy Presbytery spoke about hosting the General Assembly in Big Tent is being hosted on the Washington University campus in St Louis, July 6-8 th. Registration is available on line. Trustees Report Laura Frazey Angela Madden, Moderator of the FPC Neodesha Administrative Commission, reported on the work of the commission. The celebration of the ministry of the FPC Neodesha will be held at the August 8 th Presbytery meeting held at Westminster Woods Camp. The ministry of FPC Neodesha will continue on as the building will be used by Chaplain Ron Cashman, Heartland Christian Chaplain Ministry. o All members of the FPC Neodesha have found a new worshipping community. o The motion approved in the Consent Agenda was to dismiss Neodesha Administrative Commission, Teaching Elders: Angela Madden, First, Winfield, Moderator; Jay Ayers, Bethel; Ruling Elders: Ernie Hull, Cambridge; and Scott Randle, Grace, Wichita, with thanks.

9 46 Presbytery of Southern Kansas Stated Meeting May 9, 2017 Reports Mary Knecht o Update on the refugee programs/outreach in Wichita and Garden City Reports Sue Nispel o Synod of Mid-America Presbyterian Women Gathering was held in Branson, MO at the College of the Ozarks. Worship and workshops were great. There was a good representation from PSK PW. o Presbytery of Southern Kansas Presbyterian Women Spring Gathering was held at FPC El Dorado. The Gathering was well done. o Sue Nispel will be the new PSK PW Moderator. o Please encourage Presbyterian Women to attend the PSK PW Fall Gatherings. Nominating Ministry Team Laura Frazey MOTION That Rev. John Wilson be elected Moderator-Elect of the Presbytery of Southern Kansas The moderator called for other nominations from the floor. The motion was approved. o o A letter will be sent to each church in the Presbytery explaining the work/responsibilities of each PSK Committee so that people can see what person in their congregation might be nominated to serve on a committee. The Nominating Ministry Team is looking to find people for consideration for the Westminster Wood Board of Trustees so it becomes an active Board as soon as possible should the transition process continue. Mission Partnership and Support Ministry Team Announcement Skip Johnson PSK will sponsor a Mission Trip to Cuba on December 4-12, Information will be posted on and sent to each church via e mail. If you are interested, see Skip Johnson after the meeting. Church Order Ministry Team Denise Pass INFORMATION On behalf of PSK, approved new interim contract between Rev. Dixie Anders and New Covenant Presbyterian Church, Hutchinson. With Denise Pass on sabbatical, Rev. Steve Wing will serve as Moderator Pro Tem. Transitional (Interim) Pastors serving congregations in the PSK are to submit a quarterly report. The Transitional Pastor Quarterly Report is attached. (see Appendix D) ACTION ITEMS Rev. Melissa Krabbe, currently a member of New Covenant Presbytery (Texas), was asked to share her faith journey and Statement of Faith (see Appendix E ). Moderator asked for questions from the floor. MOTION to suspend the examination. The motion was approved. MOTION: Recommend that Rev. Melissa Krabbe, currently a member of Mission Presbytery (Texas), be examined for membership in the Presbytery of Southern Kansas, as pastor of United Presbyterian Church, Sterling, Kansas. The motion was sustained.

MOTION to suspend the examination. The motion was approved. MOTION: Recommend that Rev. Caitlin Hendrix, currently a member of Grace Presbytery (Texas) be examined and received as a member-at-large of the Presbytery of Southern Kansas. The motion was sustained. Rev. Hendrix was welcomed with prayer. New Business Jim Anderson, PSK Stated Clerk, read two three letters of thanks from The Ashland Community Foundation, and Reno County VOAD (Voluntary Organization Active in Disaster) regarding assistance received as result of the Devastating Kansas fires of spring 2017 in those areas. (see Appendix: G,H,I) Temporary Committees Vouchers were presented in the amount of MOTION to pay vouchers. Motion was approved. INFORMATION ITEMS FROM THE TRUSTEE MEETINGS: a. FPC Jetmore ~ Ken Coryell reviewed the Jetmore Presbyterian Church proposal to sell their manse. Pastor Jack Singer provided the following update on 3/24/2017 that a committee is looking over the manse and will give it a coat of paint. Issue closed. b. The following motion was unanimously approved by the Trustees in attendance: Move that Ken Coryell continue as a Trustee of the Presbytery of Southern Kansas, ex officio and as Trustee Secretary. Trustee members are: Ken Coryell, ex officio, secretary Sue Nispel, class = 2017 Laura Frazey, class = 2018, moderator Dawn Flippin, class = 2018 Mary Knecht, class = 2018 Missing slate of members are one for class = 2017 and two for class c. The following items were voted on by and confirmed by the Trustees: (1) 12/12/2016 ~ Move that Ken Coryell, Trustee Secretary, be authorized to contact the Session of the First Presbyterian Church of Neodesha, KS and offer that the Presbytery assume the insurance coverage for their facility and staff effective 02/01/2017. (2) 02/28/2017 ~ Approved by the Neodesha Administrative Commission, move that the communion items be given to the Wilson County Historical Society for their display. Ken Coryell with Walt and Mina Olson will make the necessary arrangements to arrange the details for the transfer. Transfer completed on 3/16/2017. d. Update on the Calvary facility: The soffit on the south side of the facility blew off a number of years ago. The following motion was unanimously approved by the Trustees in attendance: Move that the Trustees award the contract to Eaton Roofing to install the soffit on the Calvary facility for 2, Funds to be taken from Trustee Capital with a balance as of Dec 31, 2016 = 173, The contract was awarded. e. Update on the Presbytery office facility: There are a number of minor exterior wall cracks in the office structure. The following motion was unanimously approved by the Trustees in attendance: Move that the contract for joint sealant replacement, grinding/caulking cracks and painting be awarded to Restoration & Waterproofing with a cost of 9,412, funds to be taken from the Trustee Capital account. The contract was awarded. f. Recommend that that the action to provide financial assistance for the Liberal church daycare parking lot be closed. Pastor Kitty Lum stated at the Feb 11, 2017 Presbytery meeting that there was no longer a need for the parking lot improvement. Closed by consensus by the Trustees. g. Update on insurance throughout Presbytery. Each year the Trustees ask for an insurance report from our churches in January. As of 4/16/2017, 73% of our churches have furnished the information that was requested in January. Trustees confirmed by consensus that the 2017 insurance report listing will be presented to the Presbytery. h. Turnover of the Neodesha facility: Ken Coryell spoke with Jon Prange, Insurance Board our local agent and he approved of letting Ron Cashman use the facility prior to closing on the sale. RATIONALE: During the signing of the contract Ron mentioned that there is a group that wants to start worship in the facility. However, the facility needs to have some cleaning. Additionally, Ron needs to get the water turned on and the gas turned on for the water heater. One of the early activities that Ron is planning is a city wide welcome/open house. Ron asked if it was okay if he put up a sign in front signage area to state Coming Soon ~ Heartland Christian Chaplain Ministry. Request approved. Just as the Presbytery did with Calvary when the new congregation was eager to start worship, the Presbytery should encourage their initiative which is aligned with the recent guidance from the Coordinating Team. TRUSTEE ACTION: The following motion was approved by consensus: Move that Officer/Chaplain Ron Cashman, Heartland Christian Chaplain Ministry be authorized to use the Neodesha facility at no cost until the deed is signed. The Presbytery will pay all electric charges until the deed is signed. The facility will be covered by the Presbytery insurance policy with the Insurance Board. 2. PRESBYTERY ACTION: a. Conway Springs plan to sell their manse due to financial concerns. Roland Slater was the last pastor to occupy the manse.

18 55 Presbytery of Southern Kansas Stated Meeting May 9, ) The manse is currently occupied, rent free as a mission project, with the understanding that the renter takes care of the maintenance of the manse. 2) Picture of the manse is attached. 3) Copy of the Session Minutes is attached. 4) There is one interested buyer and possibly another person that might be interested. 5) The manse and church facility were listed together on original property deed. The manse is now listed separately on the tax rolls. MOTION: The following motion was unanimously approved by the Trustees in attendance: Move that if the way be clear, the Presbytery grant permission to the First Presbyterian Church of Conway Springs, to sell their manse and associated three lots at 119 S 7th ST, City of Conway Springs. The asking selling price has been set at 75,000, with the funds going to the church general fund. This was unanimously approved by the congregation on September 18, ) The legal description for the land is: ORIGINAL TOWN, CONWAY SPRINGS, S33, T30, R03W, BLOCK 27, Lot 28 30, in the City of Conway Springs, Sumner County, Kansas. The street address is 119 S 7th ST, Conway Springs, Kansas. 2) The final terms of sale to be settled by contract between First Presbyterian Church, Conway Springs and the Buyer regarding related matters. b. Neodesha ~ The insurance claim for the fallen ceiling tile in the balcony was not processed since the damage estimate of was less than the 1,000 deductible. Ernie Hull and Ken Coryell cleaned up the fallen ceiling tile. STATUS UPDATE: The City of Neodesha initially considered the facility for use as a city building. On 3/24/2017, Ed Truelove, City Administrator notified Ken Coryell that the City declined to purchase the facility and plan to renovate another building downtown. Gary Larson, Fellowship of Christian Athletes, declined to purchase the facility. Ron Cashman, Officer/Chaplin, Neodesha Police Department made an offer (100) to purchase the facility to use it as a Christian center. Ron Cashman signed the purchase contract on 4/26/2017 with actual purchase pending Presbytery vote. Closing is scheduled 5/16/2017. MOTION: The following motion was unanimously approved by the Trustees in attendance: If the way be clear, move that the Presbytery of Southern Kansas sell the Neodesha facility that was previously known as the First Presbyterian Church of Neodesha and associated two lots at 614 Main Street, City of Neodesha to the Heartland Christian Chaplin Ministry. The selling price has been set at 100, with the funds going to the Neodesha fund. When all the accounts payable have been satisfied, the remaining Neodesha funds will be allocated equally to New Church Development Reserve Fund, Congregational Redevelopment Fund and Congregational Emergency Loan Reserve Fund. The church closed on December 11, ) The legal description for the land is: NEODESHA, BLOCK 034, Lot The street address is 614 Main Street, Neodesha, Kansas. 2) If Heartland Christian Chaplain Ministry goes out of business within two years of the closing date of the sale of the property, half the profit from their sale of the property would be paid to the Presbytery of Southern Kansas. 3) The final terms of sale be settled by contract between the Presbytery of Southern Kansas and the Buyer, Officer/Chaplain Ron Cashman, Heartland Christian Chaplain Ministry, Emergency Services Chaplain, Neodesha Police Department, regarding related matters. 4) The planned use of the facility is as a non-denominational church, office for the Chaplain ministry, a meeting place for the critical incident team, an Emergency Services Chaplain school and a public Christian faith-based meeting place. Presbyterian Mission Mortgage Grants ~ From the November 15, 2016 Presbytery meeting minutes: Loan/Grant status: As briefed on the previous meeting of Presbytery, the seven loan/ grants issued by the Mission Board are still being investigated to confirm their status. The Presbyterian Investment & Loan (PILP) program loan/grant board has not provided status. The status of the loan/grants will be reported at a later Presbytery meeting. The following is from the Aug 3, 2016 Presbytery meeting minutes: The motion to RESCIND the Presbytery May 10, 2016 motion to link the Northminster balance with New Covenant was tabled by the moderator until all actions concerning the loan/grant program have been resolved. A letter to the Presbyterian Loan/grant Chief Executive Office was signed by Mike Kuner on Feb 6, 2017 that stated in part that no further action would be taken to resolve the location of lost mortgages since the Kansas statutes now state
