1 31 Presbytery of Southern Kansas Stated Meeting May 8, 2018 CALL TO ORDER The Presbytery of Southern Kansas gathered at 9:30 a.m. on Tuesday, May 8, 2018 at Grace Presbyterian Church, Wichita, KS. OPENING WORSHIP The worship service, was led by the Rev. Catherine Neelly Burton. The $ offering received will go to the Backpack for Refugee Children a partnership project of Grace Presbyterian, Wichita, First Presbyterian, Wichita, and Trinity Presbyterian Church, Wichita. OPENING BUSINESS PSK Moderator, Rev. John Wilson, called the meeting to order with prayer. The Moderator announced that if anyone had items for New Business those needed to be submitted to Stated Clerk as soon as possible to be considered for discussion during today s meeting. A quorum (The quorum of a Stated or Called (Special) Meeting of the Presbytery shall be ten percent of the eligible teaching elders and ruling elder commissioners provided that at least three teaching elders are present and three different churches are represented by duly elected ruling elder commissioners. (G ) (pp 11-12, Feb. 2013)) was declared present by the Stated Clerk, Rev. James Anderson with a minimum of six ruling elder commissioners from six different churches within the Presbytery of Southern Kansas in attendance and eight teaching elders (See Appendix A) Additional handouts for the meeting are available at the registration tables. Anyone wishing to speak on the floor during the meeting should come to the microphone, be recognized by the Moderator/Moderator Elect and identify themselves. All comments are to be directed to the Moderator/Moderator Elect. All motions must be submitted in writing to the Stated Clerk before the conclusion of the meeting. Robert s Rules of Order, the Book of Order, and the PSK Manual of Operations will be followed. MOTION: to grant Karen Raines, Westwood Presbyterian Church, Wichita and Rev. Thomas Wylie, privilege to speak on the floor of presbytery. The motion was approved. INTRODUCTION OF FIRST TIME RULING ELDERS First time Ruling Elder Commissioners were introduced by their Pastors APPOINTMENT OF TEMPORARY COMMITTEES Offering and Vouchers Committee Ken Coryell and Rev. Angela Madden. WELCOMING to Grace Presbyterian Church was given by Rev. Catherine Neelly Burton. CONSENT AGENDA: The Consent Agenda, including the docket, was presented for discussion. MOTION to amend the docket to include Honorable Retirement Services for Rev. Steve Wing at 1:00 p.m. The motion was approved. MOTION to approve the Consent Agenda which includes the amended Docket. (Appendix B) The motion was approved.

2 32 Presbytery of Southern Kansas Stated Meeting May 8, 2018 MOTION to dismiss, with thanks, the Brotherhood Presbyterian Church Administrative Commission appointed Feb 20, 2016 with members: Danny Daniel, Teaching Elder, Retired, Dick Reynolds, Teaching Elder, McPherson Moderator; Nora Coryell, Ruling Elder, Derby; Steve Hooper, Ruling Elder, Grace; Judy Ney, Ruling Elder, Grace. Administrative Commission Note: Sue Nispel, Moderator, Administrative Commission for First Presbyterian Church, Conway Springs, reports that the commission is hard at work with the church and will provide further updates in the future. Stated Clerk Report Jim Anderson Action taken on behalf of Presbytery. Rev. Scott Solether was transferred November 14, 2017 to New Hope Presbytery to serve as Interim Pastor of First Presbyterian Church of Rocky Mount, North Carolina. Information: The 2017 Membership of Presbytery was 5020 in 55 congregations. The statistical information was filed with the denomination on February 1, General Assembly meets in St. Louis June 16 to June 23. Our Commissioners are Rev. Mark Miller of FPC Hutchinson and Elder Mary Dusenbury of our FPC Freeport congregation. The Per Capita amount for 2018 (based on membership at the end of 2016) is $ Session Records Review: Tuesday, August 14 th, following Presbytery Meeting at FPC Derby Rev. All information regarding dates, times, locations and the Clerk s Checklist will be mailed and e- mailed to each clerk. Requesting a church to volunteer to host the November 13, Church Orders Committee Report Denise Pass INFORMATION & ACTION TAKEN ON BEHALF OF PSK: Trinity: Gave permission to form a PNC, pending clarification of the desire for a full-time versus part-time called position. Rev. Brent Johnston appointed liaison to PNC. Mt. Vernon: A motion prevailed to approve a contract for stated supply with Rev. Don Owens. Danny Daniels and Joyce Daniels, both Honorably Retired members of PSK have asked to be released to the Presbytery of Arkansas. A motion prevailed to recommend the transfer of their memberships, with regret. A motion prevailed to recommend to Presbytery that Steve Wing be Honorably Retired effective June 30; and honored during the May 8 Presbytery meeting. First, El Dorado: A motion prevailed to accept Rev. Ruth Waite (ordained in the UMC) as Interim for El Dorado, with permission given for her to moderate the Session and celebrate the Sacraments. Rev. H. Dick Reynolds will continue in a support role. St. Mark s, Haysville: Approved contract for pulpit supply with Eric Williams. A motion prevailed to approve RE Matt Busby s (Freeport) CRE application as part of the process of discerning his call. Rev. Angela Madden appointed liaison. We continue to prayerfully consider the needs of our smaller, far-flung congregations and the lack of resources among these churches to have access to a Minister of Word and Sacrament to embody our connectional nature and polity responsibilities. Please pray with us. The next meeting of the COMT is Tuesday, June 5 at 10:00am at the Presbytery Center.

3 33 Presbytery of Southern Kansas Stated Meeting May 8, 2018 ACTION: MOTION: That PSK approve the dissolution of the pastoral relationship between Rev. Kitty Lum and First Presbyterian, Liberal, KS. Terms are attached. (see Appendix C ) MOTION: That PSK confer the status of Honorably Retired to Rev. Steve Wing effective June 30, 2018 and move him to HR/member-at-large status at that time. MOTION: That PSK examine Rev. Thomas Wylie, currently a member of Palo Duro Presbytery (Texas). Rev. Thomas Wylie was presented for examination. He discussed his faith journey and his Statement of Faith. (see Appendix D). Questions came from the floor. MOTION: To cease examination. MOTION: That PSK receive Rev. Thomas Wylie as a minister member of the Presbytery of Southern Kansas, to serve the Westwood, Wichita congregation. MOTION: Approve the Terms of Call for Rev. Wylie. (See Appendix E) MOTION: Installation date and time of Rev. Wylie at Westwood to be determined. Recommend that the Moderator of PSK, John Wilson, be given permission to form this Commission upon determination of the date and time of the service, following the PSK Manual of Operations guidelines. Report from the PSK Cuba Mission Team delegation. Mary Buchele, Garden City; Nita Whiteman, El Dorado; Jennifer Barten, Pratt; and Cinda Weisgerber, Covenant reported on their exciting trip to El Centro Presbytery of Cuba. Their report included pictures and video from their time in Cuba. Governance Ministry Team Mark Miller The following financial reports were presented. Committee moderator, Mark Miller, asked for questions. (Appendix F, G, H) MOTION to accept and file for audit the PSK Financial Reports in the packet: Balance Sheet March 2018 Statement of Activities March 2018 and Cash Operating Balance March 2018.

MOTION to accept the 2016 financial review by Morrow and Sons completed 12/28/2017. Report from Westminster Woods Camp and Retreat Center, Inc. Jeremiah Lange Rev. Jeremiah Lange was elected by the Board to serve one year as the President of the Board. Ron Cheney serves as Vice President, Laurie Mulford as Treasurer, and Kelsey Jadgerson as Secretary. December 31, 2017, PSK financial reports matched Westminster Woods Camp financial reports. Deed for the land of the camp is being held in trust by an attorney so that insurance can be obtained in the event that some problem emerges for the time the camp was deeded to PSK. WMW summer camp registration is going well. Presbyterian Children s Homes and Services Don Owens Rev. Owens, Presbyterian Children s Home and Services Board member reported that there was a merger of the original facility and services offered in Farmington, Missouri, with a similar agency with locations in Texas and Louisiana. Expertise and expanded services can now be offered including a child and adult mentoring program. There is a 4.6 million dollar campaign to build more facilities in San Antonio, TX that will provide child services, adult employment opportunities, bus service, etc. Right now 5,000 children are served annually. The support of churches in Kansas, which has been happening for a long time, is greatly appreciated. Honorable Retirement Service for Rev. Steve Wing. A time to remember the service of Rev. Steve Wing included comments on behalf of Presbytery were given by Rev. Denise Pass; from Rev. Wing s church, by Jennifer Barten, Youth Director, Pratt Presbyterian Church; and Rev. Jim Anderson, PSK Stated Clerk. Rev. Wing spoke about his time with the Presbytery and the PSK churches he served. Trustees Report Mary Knecht For details to the following motions, please see Trustee Report (Appendix I ). MOTION: Cancel insurance coverage as of 3/31/18 for Westminster Woods Camp, Inc. and obtain appropriate compensation for insurance provided. MOTION: 1) Approve sale of sanctuary, community building, playground and parking lot (formerly Brotherhood Presbyterian Church) for $50,000 at closing and $50,000 one year later and sub-points: 4) Closure on the sale is slated in mid-may. 5) Up to $10,000 be available through 5/31/2019, as needed, for the Brotherhood Community Ministries pre-school and that the remaining funds go to the Trustee Capital Brotherhood fund. When the Brotherhood and Calvary accounts payable have been satisfied, the remaining Brotherhood funds will be allocated equally to New Church Development Reserve Fund, Congregational Redevelopment Fund and Congregational Emergency Loan Reserve Fund. 5 35 Presbytery of Southern Kansas Stated Meeting May 8, 2018 MOTION: If the way be clear, the pre-school will remain open through May 2019 with joint leadership by Brotherhood Community Ministries (BCM) and The Bridge Church. Trustees will continue to financially support the ministries by paying for their insurance and the community building utilities. MOTION: Approve that Jan Lane s name be added for access to the PSK safety deposit box. MOTION: Approve the request of New Covenant Presbyterian Church, Hutchinson, to sell their unoccupied manse. (legal description in Trustees Report Appendix I) MOTION: Approve the request of FPC Liberal to sell vacant lots #2 and #3 in the Robert S. Tucker addition, Liberal, KS. (legal description in Trustees Report Appendix I) Presbytery Coordinating Team Report Steve McSpadden The PCT knows that the smaller churches need PSK attention. Please contact PCT if you know of something that needs attention. The Team is aware of the visioning process for PSK approved in 2011 but not implemented. PCT is reviewing that visioning process to determine what needs to be done. They are refocusing attention that was on Westminster Woods Camp will now be relocated to other PSK areas of concern. PCT is working with SYNOD Landon Whitsitt and James Gayle on this process. One of the challenges for PSK, as everyone knows, is the geography of the presbytery. A program needs to be developed that will meet the needs of each church. Right now, PCT is in the discovery mode. Wylie I believe in the Triune God, Creator, Redeemer and Sustainer, known to humanity as God the Father, Son and Holy Spirit. This omnipotent, omniscient God created all people in the divine image and blessed us with an eternal covenant of grace, which is God s unmerited favor and love. God has a perfect plan for each human life, but because of their sins, all people have, by their fall, lost communion with God Through grace, however, God offers mercy to all, to deliver them out of sin [and] to bring them into salvation by a Redeemer. (Westminster Shorter Catechism, A.19, 20) God s Son, Jesus Christ is that Redeemer who calls all people to repent of their sins, be justified before God, and sanctified into his image. (Rom. 8:30, 1 Cor. 6:11) I believe that, through Jesus death by crucifixion and his resurrection from the dead, all who believe in him as Lord and Savior are redeemed of their sins. God s redeemed people constitute the Church, whom Jesus calls to join his mission of service to the world, through proclamation of the Gospel the Good News of Jesus, through acts of compassion, works of justice and peace, and care of God s creation. (Book of Order, W ) The Bible, God s authoritative Word, contains the story of God s love for all people, to teach us how to follow him. (2 Tim. 3:16-17) In the Word, Jesus identifies God as our heavenly Father, not as gender identification; God is a Spirit and does not have a body (Westminster Children s Catechism, A.9) Jesus calls God Father as an example for all people especially men of what fathers should aspire to be. The Sacrament of Baptism is the sign and seal of God s covenantal grace. In Jesus own baptism, he identified with sinners, but God claimed Jesus as his beloved Son, anointing him with the Holy Spirit for ministry. Jesus commissioned his followers to make disciples of all nations, baptizing and teaching them to obey his commands. Circumcision was the sign of God s covenant with the people of Israel; Jesus transformed this rite into the Sacrament of Baptism, a sign of God s covenant with his people, the Church of the Lord Jesus Christ. Through Baptism we are made one with Christ, one with the Church of every time and place, and sanctified by the Holy Spirit to serve others in the world. (Book of Order, W ) The Sacrament of the Lord s Supper is the sign and seal of communion with the crucified and risen Christ. Calling them his body and blood, signs of the new covenant, Jesus shared bread and wine with his followers, commanding them to remember him by keeping this feast. It represents God s gift of grace; God s means of grace; God s call to respond to that grace. Here, Christ is present, nourishing those who partake in righteousness and discipleship, as the Holy Spirit renews the Church s identity, sending us out to mission in the world. (Book of Order, W ) The Holy Spirit prompts God s redeemed people the Church to be a blessing to the world, following Jesus example by extending God s grace to all people; bringing good news to the oppressed; binding up the brokenhearted; proclaiming liberty and the year of the Lord s favor. (Isaiah 61:1) I believe that those who believe in Jesus Christ as their Savior, after their physical bodies die, will live forever with God the Father, Son and Holy Spirit in heaven. (John 3:16) I rejoice in this hope, as a redeemed believer in Jesus Christ as my Lord and Savior, and as a part of God s Church in the world.

INFORMATION ITEMS FROM THE TRUSTEE ACTIVITIES: a. Finances: The balance in the Presbytery Trustee Capital account (2016 = $185,094.58, 2018 = $62,902.85), b. Finances: The balance in the Calvary account is -$63, c. Finances: The balance in the Brotherhood account is -$13, d. Conway Springs: The Session and Administrative Commission have requested that the Trustees obtain bids to replace their sanctuary roof. The process for funding will be arranged later. e. Insurance update: 45 (80%) churches have sent in their annual insurance coverage status. f. No Insurance report from: Chase, Dodge City, El Dorado, Jetmore, Kingsdown, Mayfield, Tribune, Bethel, Winfield, Yates Center and Zenith. g. Prius was sold at auction by Stuart Ray, Davis Moore Chrysler for $3,400 on 01/24/2018. h. Reverend Laura Frazey stepped down as Trustee chairperson. Rev. John Wilson appointed Sue Nispel as Trustee moderator effective March 15, i. The following was approved by consensus that the Iglesia Cristiana Rey de Reyes church, Calvary facility, be authorized to install protective screens over the basement windows at their cost. 2. PRESBYTERY ACTION: a. The following motion was unanimously approved by Trustee consensus on Apr 18, 2018: Move the Presbytery of Southern Kansas cancel the insurance coverage provided to the Westminster Woods (WMW) Camp effective March 31, 2018 and pursue obtaining appropriate compensation from WMW for the insurance coverage provided from January 1, 2018 through March 31, b. Brotherhood Presbyterian Church: 1). The Bridge Church, associated with the Southern Baptist and Evangelical Free Churches and now meeting at 1156 N. Oliver St., Wichita, KS, offer on Jan 15, 2018 to purchase the sanctuary, community building, playground and parking lot was received, $50,000 at closing and $50,000 in one year. 2). The motion to accept their offer was approved by the Presbytery on Feb 10, ). The Trustees and The Bridge Church have signed the contract and agreement. 4). Closure on the sale is slated in mid-may. 5). The motion as approved by the Presbytery on February 10, 2019 is amended by extending the financial commitment date to correspond to the current agreement: The following motion was approved by consensus (Jan 18, 2018): In accordance with the Nov 14, 2017 Presbytery Minutes which state: All terms of sale to be settled by contract between the Presbytery of Southern Kansas Trustees and the Board of The Bridge Church., move that The Bridge Church offer to purchase the Brotherhood facility, as is, for $50,000 at closing and $50,000 one year from the date of closing be accepted; that up to $10,000 be available through May 31, , as needed, for the Brotherhood Community Ministries pre-school, and that the remaining funds go to the Trustee Capital Brotherhood fund. When the Brotherhood and Calvary accounts payable have been satisfied, the remaining Brotherhood funds will be allocated equally to New Church Development Reserve Fund, Congregational Redevelopment Fund and Congregational Emergency Loan Reserve Fund. The legal description is odd lots 173 to 187 inclusive (sanctuary, community building and parking lot), Tyler now Grove street Logan addition and lots (playground) Riddle now Spruce street, Logan addition, City of Wichita, Sedgwick County, KS. c. Brotherhood Community Ministries: The following motion was approved by the Trustee s unanimous vote of those present on March 15, 2018: Move that if the way be clear, the pre-school will remain open through May 2019 with joint leadership by Brotherhood Community Ministries (BCM) and The Bridge Church. BCM will remain under the auspices of the Presbytery. Trustees will continue to financially support the ministries by paying for their insurance and the community building utilities, with some reimbursement from BCM which since Aug 2017 has been $775 per month.

The Jan 23, 2018 letter authorizing Laura Frazey to have access to the Presbytery s safety deposit box is rescinded. e. New Covenant Sale of Manse: Ellis Meeks, New Covenant Presbyterian Church, Hutchinson sent the necessary documentation for their request to sell their unoccupied manse. Pastor Craig Waetke is purchasing a house. The Session does not see any future for the manse and does not want to be in the rental business. The following motion was approved by the Trustee s unanimous vote on Apr 19, 2018: Move that if the way be clear, the Presbytery grant permission to the New Covenant Presbyterian Church of Hutchinson, KS, to sell their manse located at 603 E 25th Avenue, Hutchinson. Also described as the following real estate in Reno County, KS: Lot 2, Block "D", Eastwood Addition to the City of Hutchinson, Reno County, Kansas, according to the duly recorded Plat thereof; and Commencing at the Northeast corner of the Southwest Quarter of the Northwest Quarter of Section 6, Township 23 South, Range 5 West of the 6th P.M.; thence East 383 feet for a place of beginning; thence continuing East feet, more or less, to the East line of Acres Road, as platted in the Mangela Addition to the City of Hutchinson, Kansas; thence South along the East line of said Acres Road, feet; thence West feet to a point 363 feet East of the East line of Eastwood Addition to the City of Hutchinson, Kansas; thence North feet to the place of beginning, This lot is located a block west of the church.
