1 NOVEMBER 2007 General Update Rachel Rogers, Communications Assistant Maintenance Agreement We are happy to report that the maintenance agreement was approved unanimously by the City Council on October 16. The Ranches HOA will take over the regular maintenance and repairs of the parkways ( The Ranches and Pony Express parkways). One of our priorities is to get the water feature at the entrance up and running as quickly as possible. This may take several weeks due to the fact that the internal plumbing needs to be replaced. Next, we are going to be turning the sprinkler systems off and during the winter we will be doing a complete mapping of the sprinkler system. This will include meters, stop and waste valves and valve boxes. We will then have a clear understanding of the operating system. Next spring we will work on solving the problem with overspray of the center islands by possibly changing sprinkler heads or regulating the pressure. Our goal is to maintain healthy, green lawns without wasting water. As mentioned in previous newsletters, we have over seeded all open space areas. Many of them are growing nicely but some are still struggling and may need to be over seeded again in the spring. Information or details about the maintenance agreement are available for those interested. Contact the office for any questions. Planning/Landscaping Committee The Planning Committee and Landscaping Committee have been combined and will discuss the 2008 budget on Wednesday, November 7th at 5:30 p.m. The Planning/ Landscaping Committee meets the 1st Wednesday of each month at the Prairie Gate Office. Everyone is invited to attend. New delegate Cold Springs has elected Josh Johnson as the new delegate. Josh can be reached at: Correction Daylight savings was listed incorrectly in last month s newsletter as October 28. The correct date is November 4. We apologize for this misprint Budget On the proceeding pages is the 2008 Budget that was recently approved by the Board. We would like to thank the Finance Committee for their time and efforts. There are significant increases in some areas, primarily with landscaping as we take over maintenance of the Parkways, but this will result in a community wide increase. There is an anticipated increase for Sub- HOA s of $6 per month. Before this increase can go into effect it will need to be approved through a vote of the Delegates, and if approved will begin July 1, There will be a detailed packet mailed out in the next few months on the proposed changes to the CC&R s and fee increase for sub-hoa members. 2 PAGE 2 Budget Narrative 1: The income is based on a conservative increase in of 7.2% or 200 units and a delinquency rate of 10%. The income also takes into consideration that an increase in Sub-HOA fees will be approved in the 1st quarter and go into effect the 2nd quarter. 2, 3, 4, 5 & 7: These other income lines are transferred into the Improvement Reserve account. 6: This other income line is a direct offset to the expense on line item #25. 8: Same as 2007 contribution. 9: Increased 30% due to increase in number of homes. 10 through 18: Same as : Decreased to reflect actual decrease in : Same as : Increased in anticipation of purchasing new accounting software : Same as : Off-set from line 6.

Regardless of whether we agree or disagree with this war, we can all agree that every soldier serving our country deserves our gratitude and support. You can make a difference in this war and in the battles now being fought by our returning injured Hero s by donating your time, services or financial assistance in the building of this year s Home for a Hero. 5 PAGE 5 COMMUNITY RESPONSES Q: Should the HOA continue to sponsor a Member Appreciation Day? If yes, what (if any) changes should be made with future events? Yes, I think we should have future Member Appreciation days but only allowed to the Ranches members (since we are paying for it). Multiple people were there that were not members, (causing long lines). Next time have a ticket/pass system to get food, face painting, inflatables and especially for the raffle (since there was not any accountability of who was getting the raffles). At least have every member receive a voucher so if they do come, they can receive one raffle ticket. -Deborah Have an opinion? We Want to Hear It! To the Board of Trustees: Your decision to use the HOA Newsletter to endorse specific candidates in the forthcoming Eagle Mountain election carries with it the responsibility to be fair and thorough in your analysis. HOA members should be told that three of the candidates, Robert DeKorver Jr., Nathan Ochsenhirt, and Linn Strouse did not take the opportunity to present their views and be questioned by the board as were the other candidates. Nevertheless, to ensure us that your endorsement has been fully researched, their input should be proactively sought after. Also, it might have been well to mention in the newsletter that when residents cast their vote they should take into consideration ALL of the Eagle Mountain challenges facing the newly elected officials and not merely the communication difficulties between the HOA and the City.
