3 Newspapers (8/12/2011) Page: 1 and 6 Author: Essam Abdel-Karim, Mamdouh Shaaban and Ali Sham Granted Presidential Powers Ganzouri s National Rescue Government Sworn In Following two weeks of sputtering, the government of Kamal el-ganzouri was finally sworn in Wednesday before SCAF Head Field Marshal Hussein Tantawi at the Defense Ministry HQ. The new youth-free government comprises 30 ministers, including 12 from the previous government of Essam Sharaf. SCAF issued a decree to grant Ganzouri the powers of a president, except for matters pertaining to the Armed Forces and the judiciary. The following list of the new Cabinet s ministers includes the names of the ministers who were announced yesterday. Interior Minister: Mohamed Ibrahim Youssef. 5 Tantawi assigned the new government to work on pushing forward the democratic march in the country, fight corruption, provide care to the families of the revolution s victims and upgrade services. 6 Page: 4, 5, 7 Author: Suad Tantawi, Hani Izzat and others Elections Updates in al-ahram Judge Abd al-muizz Ibrahim declared, yesterday, the final results of the runoff votes in the first phase of the elections to the lower house of the Parliament: the People s Assembly. Al-Ahram headlined on its front page: 10 Parties under the Parliament Dome in the First Phase. In the first phase of the elections the Muslim Brotherhood s Freedom and Justice won 73 seats, Salafists won 31 seats, and The Revolution Youth won three seats and the same for former members of the National Democratic Party. Al-Ahram published that the turnout in the runoff polls was 39%, excluding the results of five constituencies; one in Cairo and the others are in Alexandria and Asyut. Abd al-muizz said that the elections results at the first constituency in Cairo were annulled. He added that elections were suspended in Mahram Beik in Alexandria and Dayrout and al-fath in Upper Egyptian Asyut governorate. Abd al-muizz declared that the Freedom and Justice came on top with 365 million votes, followed by al-nour with 237 million votes, then the Egyptian Bloc with 129 votes and al-wafd with 690 thousand votes. In the press conference after the results announcing, Abd al-muizz Ibrahim reported on the positive international reactions to the first phase elections. The Freedom and Justice Party established a communication center to reply to voters inquiries about all election-related matters all over Egypt, regardless of their political leanings. 6

7 In a related context, the Muslim Brotherhood denied what was rumored about alleged funds received by the group from some Arabic Gulf countries. Karim Radwan, in charge of the Muslim Brotherhood Administrative Office in East Cairo, claimed that some political players in Egypt receive foreign funds and try to tarnish the image of the Muslim Brotherhood. He added that the Freedom and Justice s candidate in Qasr al-nil constituency lost in the elections mainly because of the Egyptian expatriates, mostly in Qatar. Al-Ahram highlighted artists and intellectuals fear of the Islamist lead in the Parliament. Al-Ahram s Ahmad argali and Karimah Abd al-ghani interviewed Abd al-muizz Ibrahim, who criticized the random rumors against the High Elections Commission. Ibrahim said the commission received no official complaints of using religious slogans in the electoral campaigns. He said that s it was not the High Elections Commission s authority to deal with the continuing campaigns in front of the polling stations. He also said that it was not the High Elections Commission to deal with violations related to bribing voters. Ibrahim said the commission received reports about some foreign funds to support the campaigns. He said that all the people who would be proven to have received foreign funds would be tried. 11 Page: 1 Author: Hamdi Dabsh Salafists Prevent al-shahhat from Declarations The High Committee at Salafist al-nour Party decided to prevent Abd al-munim al- Shahhat, spokesman of the Salafi Call from giving any press statements. In his press declarations, al-shahhat had accused Nobel Laureates Naguib Mahfouz of prostitution and spreading vice. Dr. Yusri Hammad, official spokesman of Salafasit al-nour blamed al-shahhat for losing 20 seats in the runoff votes. Hammad also blamed the negative impacts on al-nour s result on Shaykh Abu Ismail s staments on cbc TV. 11

12 Pages: 3, 9, 14, Authors: Mansour Kamel, Hisham Omar (and others) Tahrir Events Eleven political movements and parties announced relocating their sit-in from Tahrir Square to cabinet headquarters, while tens of street vendors remained in the square. Thugs tried to control the square and prevent people from re-opening it to allow traffic, since the numbers of protesters staying in the square have grown thinner. Hundreds of protesters continued their sit-in in front of the Cabinet headquarters to express their complete refusal of El-Ganzouri s national rescue government. They also demand retribution for the martyrs who were killed by security forces during clashes in Mohamed Mahmoud Street We support El-Ganzouri s government and we are willing to give them a chance, said Sherif Idries, representative of Tahrir Youth Movement, following a meeting he attended with other youth movements with the Prime Minister. He pointed out that his movement was able to convince 150 protesters to end their sit-in. Second Revolution of Anger movement announced organizing a march tomorrow titled Release Egypt to demand immediate release of all political activists. Revolutionary movements were disappointed with the results of elections, which brought about the victory of Islamist parties. The Islamists dominance does not meet their aspirations to creating a civilian democratic regime. Khaled El-Sayed, a member of the executive office of the Revolution Youth Coalition, said Islamist political movements are the best organized groups. They succeeded in creating a wide network of social relations throughout the years by working in mosques, charity organizations, offering services to poor areas, and so on. Using religion to attract voters was the main feature of these elections, he said. 12

13 Amr Hamed, spokesman for Revolution Youth Coalition, said that the campaigns made by the revolution s youth against former members of the dissolved NDP succeeded to convince people not to vote for them. However, people could not find any alternative except the Muslim Brotherhood and Salafis, according to him. (Repeated in Youm 7: Page 5; Al-Dustour: Front Page; Al-Gomhoreya: Page 8 plus: Protesters called for demonstrations tomorrow, Friday, to protect the revolution. Tahrir protesters re-organized their sit-in in order to allow flow of traffic and pedestrians back to the square. Street vendors and some groups overseeing security of the square opposed the decision to re-open the square and quarreled with protesters. Al-Ahram: Front Page, 6 plus: Protesters refused all ministers chosen by El-Ganzouri because they already rejected him. They demanded a real national rescue government and a civilian-military presidential council. April 6 movement, Ahmed Maher Front, suspended their sit-in in Tahrir Square and maintained a symbolic sit-in in front of the Cabinet headquarters to denounce the lack of response from SCAF to the revolutionaries demands regarding the national rescue government. 13

14 Page 3 Author: Ahmed Shalabi Court Rejects Recusal of Judge in Mubarak Trial The Cairo Court of Appeals turned down a lawsuit on the recusal of Ahmed Refaat, the judge presiding over the tribunal prosecuting former president Hosni Mubarak, his two sons, former Interior minister Habib el-adli, six of his top aides and fugitive businessman Hussein Salem. The abovementioned figures are being tried for killing protesters during the revolution, embezzling public funds and exporting gas to Israel at below-market prices. 15 Page: 3 Author: Hisham Shawqi Tourism Ministry: Can Handle Salafists and Ready to Hold Dialogue with MB With Islamists garnering 52% of the votes in the first stage of the parliamentary elections, workers in the tourism sector expressed concerns over anti-tourism statements by Islamists. Assistant Tourism Minister Hisham Zazoua called for establishing a societal dialogue with all Islamist factions after the elections. Not all Islamists carry the same beliefs when it comes to the tourism sector, Zazoua told Al- Masry Al-Yom. The Freedom and Justice Party, the political wing of the Muslim Brotherhood, seems more understanding to the importance of tourism to the country, he said. 15

It reported that many voters had voted to the Muslim Brotherhood out of fear of a Salafist lead. Al-Misri al-yom also reported on different points of view of the candidates who were said to have been subjected to fierce attack and defamation by Islamists. Al-Masry al-yom singled out five pages about the possible reasons for the Islamists lead in the elections. Many people said they were tired and that they trusted the Islamists because they were people who knew God. Dr. Ahmed Okasha, professor of psychiatry at Ain Shams University believes that the Islamists advocates want someone who can fulfill their earthly and heavenly needs. He argues that people who have voted for Salafists are frustrated and suffer from difficult life conditions. The Muslim Brotherhood s supporters, however, are looking for moderation. Some activists in the governorates said Islamists parties used religion and the religiousness of simple people to convince them to vote for them. Ahmad Khanfour, coordinator of the National Organization for Suporting Muhammad al-baradii claimed that there had be aprevius accord between the Muslim Brotherhood and the Supreme Council for Armed Forces. Al-Masry al-yom interviews ordinary people and asked them about the reason why they had voted for Islamists. 16

Muhammad voted for the Muslim Brotherhood to satisfy his father and Kawthar reported on her husbands statement: my husband said Islamists will be good for us and our children. Hamid said: God s word is above all, and Hassan voted because he wanted to guarantee the second article of the Constitution that stipulates that the Islamic Law is the main source of legislation. Dr. Riaat al-saiid, head of al-tajammu Party blamed SCAF for vowing the Islamists as political players and giving them the chance to be active after the January 25 revolution. He also blamed SCAF for choosing Judge Tare al-bishri, known for his Islamist leaning to head the commission that was assigned to do the constitutional amendments. Yasin Taj al-din, vice president of al-wafd Party attributed people s support and compassion with the Islamist parties to the former regime s suppression of those parties. Mutazz Muhammad Mahmoud, head of al-huriyah Party (Freedom Party) said that Copts support of the Egyptian Bloc provoked Muslim voters so they voted for Islamist parties. As for the Islmists parties themselves, al-masry al-yom reported on statements of their leaders saying that people s support was to defend the Islamic Law and the Islamic identity. Muslim Brotherhood members said they were widely spread. Salafists said they would realize people s dreams. Issam Dirbalah, head of Al-Jamaah al-islmiyah s Shura Council said Islamists represented the nations conscience. Dr. Adel Afifi, head of Salafist al-asalah said the Muslim Egyptian People wanted to defend their religion against the liberals who wanted to change Egypt s identity to be on the Western example where objective laws replace the Islamic law. Al-Masry al-yom referred to the religiousness of Egyptians in general. People have always resorted to religion in hard times throughout the history. Al-Masry al-yom headlined its article about the issue: Religion, Egyptian s Shield in Hard Times. 17

18 Page: 15 Author: Not mentioned Amnesty International Urges US to Stop Supplying Egypt with Tear Gas Amnesty International urged the US to stop allowing the export of arms and riot-control material to Egypt, where security forces have cracked down on protests. "US arms shipments to Egypt's security forces must be stopped until there is certainty that tear gas and other munitions, weaponry or other equipment aren't linked to bloodshed on Egyptian streets," Amnesty's Brian Wood, who monitors conventional weapons and arms control, said. An American company shipped supplies that feature chemical irritants and riot control agents, Amnesty International said in its statement, with arrival on November 26. The organization said another shipment in August had the "product code of bullets, cartridges and shells, but the latter was also described as 'ammunition smoke,'" which Amnesty said includes tear gas. It cited three shipments since the revolution that toppled President Hosni Mubarak in February. Repeated in Al-Shorouk, page 3. 18

It singled out four pages on the civil state from various political players points of view. It also referred to the Islamist lead in the runoff polls. The Muslim Brotherhood believes in a civil state with Islamic reference, Salafaists want it Islamist in every aspect, al-jamaah al-islamiyah do not want a theocracy. Islamist thinkers want a state that respects human beings and their beliefs and rights. Coptic leaders and observers believe that Egypt is a country for all Egyptians regardless of their religions and beliefs. 19

20 Page: 1 Author: Sobhy Abdel-Salam Shiites Accuse Awqaf of Hostility with Prophet Mohammed Family Egyptian Shiites accused the Awqaf Ministry and the imam of Al-Hussein Mosque of carrying enmity towards the family of Prophet Mohammed. The remarks come as the Ministry prevented Shiites from entering the shrine of Al- Hussein, the grandson of Prophet Mohammed, to mark his death. The administration at the Mosque kicked the Shiites out and called the police for intervention. This topic was covered in Al-Masry Al-Yom (page 15) and Al-Shorouk (page 3). 20

21 Page: 3 Author: Not mentioned US Ready to Cooperate with EGX Ambassador The US is ready to cooperate with the Egyptian Exchange (EGX) to attract more US investors to the Egyptian market, said US Ambassador to Egypt Anne Patterson. The US has deep confidence in the Egyptian economy, Patterson said during a meeting with EGX Chairman Mohamed Omran. This topic was covered in in Al-Gomhoria (page 8) and Al-Tahrir (page 3). 21

Protesters apprehend possible knockdown by security forces against them. They said that El-Ganzouri said he will start his work from the Cabinet building, which suggests that force might be used to break up their sit-in. A pro-regime TV presenter, Tawfik Okasha, said that he will gather a group of his supporters to help Dr. Kamal El-Ganzouri enter the Cabinet headquarters. This could cause another Battle of the Camel, said protesters. 22

23 Page: 1, 2, 3,4,5,6,7,8,9 Authors: Hani Yassin, Mohamed El-Khouli (and others) Elections Updates The Freedom and Justice Party was able to win 34 seats out of 50 during the runoffs, while Al-Nour Salafi Party gained only 4 seats, in addition to two seats won by Al-Jama a Al- Islamiya. The extremism of Salafis was in the interest of the Muslim Brotherhood, said Amin Eskander, a member of the political office of Al-Karama Party. He explained that a number of statements made by Salafi leaders strike fear among voters of their extremist tendencies, and thus people voted for the FJP, which sounded to them more moderate as compared to Salafis. Human rights organizations reported many violations committed by the Higher Elections Commission, which might threaten the entire electoral process. The National Center for Human Rights said the runoff stage saw a huge decrease in the numbers of voters unlike the first round of elections. Elections support unit at the center confirmed receiving 1350 complaints during the first round of elections. The NCHR explained that the most prominent of these violations were the campaigns made in front of the polling stations, using religious slogans, buying votes, or directing people to vote for a certain candidate. Coverage of elections results in different cities in Cairo: - Al-Khalifa: The FJP won two seats after their candidates won the majority of votes; Khaled Hanafi gained votes compared to votes gained by opponent, Yosri Bayoumi gained votes compared to 8734 votes gained by opponent. votes. Nasr City: Revolution s figures achieve a crushing defeat against Al-Nour candidates. Kasr Al-Nil: The FJP won one seat (workers) and the Egyptian Bloc won the other (brackets), while candidates who belonged to the dissolved NDP lost. Senior Judge Mahmoud Al-Khouderi, former deputy head of the Court of Cassation, achieved victory in elections over his opponent, Tareq Talaat Mostafa, a former member of the NDP, after fierce competition. He said that his victory is a part of the revolution s victory. His supporters and members of the FJP celebrated his victory over one of the previous figures of the NDP. 24

25 Page: 1, 4,5,6,7 Authors: Mohamed Salem, Doha Al-Gendi (and others) Elections Updates Senior Judge Abdel Moez Ibrahim, Head of the HEC, said that around 5.2 million Egyptians voted in the runoff stage to choose their representatives in single-member constituencies, out of 13.2 million eligible voters. He said results revealed that Islamists won 65% of the seats and the percentage of participation is estimated at 39%. He also confirmed that the executive authority is responsible for preventing violations of the HEC rules. He warned political parties and candidates from repeating their violations as the commission will apply strict penalties against those who violate the rules. Head of the HEC said he received monitoring reports that revealed that some NGO s received foreign funds to support certain candidates in parliamentary elections. He said he will refer their case to the Court of Appeal to investigate the matter and take necessary measures against them. Al-Sahel constituency was excluded from the runoffs as a result of the Higher Administrative Court s decision that invalidated elections there. Also, four other constituencies were excluded from runoff and will await court s decision regarding the validity of their elections. 25

26 The largest share of violations that occurred during the first phase of the parliamentary elections belonged to the Higher Elections Commission, said Ghada Shahabander, a member of the Egyptian Organization for Human Rights. The HEC was not ready for holding these elections, particularly following a week-long clashes between protesters and security forces in 15 governorates in Egypt, said Shahabander. Election Monitoring Alliance, which includes various human rights organizations and groups, described the management of elections by the HEC as disastrous and a failure, especially during the vote-counting process. 26

27 Page: 3 Authors: Ahmed el-bahnasawi, Mostafa Hashem, Rania Rabea SCAF Chooses 30 Figures for Advisory Council SCAF Head Field Marshal Hussein Tantawi will announce the formation and tasks of the advisory council today, a well-informed source told Al-Shorouk. The council will comprise 30 members, representing all segments of the Egyptian society. It will have an elected president and two vice presidents. Among the council s approved members are: Presidential candidate Amr Moussa. Vice Chairman of the National Council for Human Rights Ahmed Kamal Abul-Magd. It reported that Salafist s al-shahhat failure in Alexandria heated up the race between the Muslim Brotherhood and the Salafists. Noura Fakhri reported on a surprise being prepared by the liberals in the second phase to beat Islamists. The Nassirite Party is preparing different plans for the second phase to compensate for the losses of the first phase. Judge Ashraf Zahran, vice president of the Court of Appeal said the administrative obstacles might hinder the judicial authorities task in the elections. Khalid Hanafi and his wife Umaimah Kamil are the first couple MPs. TV presenter and political activist Jamilah Ismail said she was going to establish her own political party. She said she refused funds from Egyptian tycoon Naguib Sawiris who wanted her to join the Free Egyptians Party. According to the final results: the Freedom and Justice obtained 70 seat, 32 seats for al- Nour, 14 for the Egyptian Bloc, 11 for al-wafd, 6 for independent candidates, 4 for al-wasat, 4 for the Revolution Continues, 2 seats for each of al-muwaten Masry, al-huriyah (Freedom Party), Misr al-qawmi (the National Egyptian Part, al-islah (Reform Party) and one seat for al- Ad Party (Justice Party). Al-Akhbar also published reactions of the new MPs and the different political players to the final results of the first phase of the polls. Amidst the uproar of the first results of elections, al-akbar did not neglect shedding light on the preparations for the second phase polling stations are ready in Buhairah governorate with 14 thousand ballot boxes and five vote count committees. 47 Muslim Brotherhood site FJP Press Release No. (16), End of Run-Off Voting Polling stations for the run-off voting closed after a turnout that ranged from low to average, on the second day, recording a two-day attendance of 30%. During the run-off, we observed many irregularities that marred the purity of the electoral process, which we hope will not be repeated in future rounds. The following is the position of the FJP on the most important events of the second day of runoff voting: In spite of the average turnout witnessed in the run-off, the FJP ( ) renews its call for continued positive participation during the second and third phases of the elections, just like the first round of the first phase. The FJP emphasizes that whatever the result the party achieves in this phase, the real winner is the Egyptian people ( ) The FJP observed the return of unacceptable practices previously pursued by candidates of the former regime. ( ) They resorted to vote-buying in many governorates, such as Alexandria, where the value of a vote reached 200 Egyptian pounds and a kilogram of meat! Certain parties and candidates still engage in unacceptable fraudulent actions to deceive voters, by attempting to tarnish the image of the FJP, posing as members of the party and distributing election campaign materials and bribes in the name of the FJP ( ) The FJP stresses that it will take legal action to stop unethical abuse by some supporters of the Nour party, who attacked a number of our representatives, including one female member of the party in the Snuras constituency (Fayoum) Tuesday, and also some of our representatives in Dairout (Assiut, Upper Egypt) Monday ( ) The FJP urges all Egyptian media, especially those owned by certain businessmen some of whom still tread the path of the defunct former regime to respect the viewers mentality ( ) 47
