The said declaration usurps the president from most of the powers, Abul-Fotouh said during a press conference. If that is the case with the president, how is it with the ministers or the vice presidents, he said. 6

7 Page: 1 Author: not mentioned The Facts Citizens Must Be Aware Of Al-Dostour Newspaper allocated page one to state some facts that the citizens must be aware of, the facts are as follows: If Morsi hadn t been declared president it would have led to massive sabotage and murder actions to destroy the country, and what al-dostour published last Thursday about the MB s plan if Ahmed Shafiq won was true. These murders and violent incidents which would have been conducted by MB Revolution Guards are true and a huge amount of heavy artillery entered Egypt borders and seized in Beihera Governorate. In addition to the above violent acts, MB would have spread terror and fear among the citizens if Shafiq had won. According to al-dostour sources, declaring Morsi as president is a political decision to protect the country and the citizens from any attempt to destroy it, thanks to the Armed Forces. Forging took place in the elections by stuffing ballot papers in favor of Morsi, but the forging accusations were skipped and not investigated into. Mohamed Morsi is not popular in Egypt as he was chosen by 12% of the citizens, 7% are MB members, and 5% just wanted to change. Head of the High Presidential Elections Commission declared Morsi president and said we wanted to celebrate our first elected president but the current conditions prevent us from celebration. 7

World Newspapers Hail Morsi s Victory Many newspapers around the world celebrated the victory achieved by Dr. Mohamed Morsi in Egypt s presidential elections, putting the news on their front pages. Various newspapers considered Morsi s victory to be the first step of Egypt s democratic transition. The Washington Post Editorial wrote, Egypt has taken another halting step toward democracy and avoided a plunge into chaos. By recognizing the victory of Muslim Brotherhood candidate Mohamed Morsi in a presidential runoff election, the ruling military has sidestepped the unbridled domestic conflict and international censure it might have provoked had it tried to void or manipulate the voting results. For the first time in its history, Egypt has a freely elected president. The Guardian was full of report on the results of elections and Morsi s victory. Ian Balck, Middle East editor, wrote, Mohamed Morsi's victory in Egypt's presidential election has brought him congratulations from across the Middle East. But there have also been mixed feelings, loaded messages from Israel to Iran, and uncertainty about the future direction of policy. The Arab League issued a statement in which they expressed hope that Morsi assumes full responsibility in leading the country and in making achievements which meet the aspirations of Egyptians. 13

Meeting between Morsi, Tantawi and El-Ganzouri A meeting was held yesterday between Egypt s President Dr. Mohamed Morsi, Head of SCAF Field Marshal Mohamed Hussein Tantawi and Prime Minister Dr. Kamal El- Ganzouri. The three discussed various critical issues including; the supplemental Constitutional Declaration and the powers of the elected president, the crisis of taking the oath before the Supreme Constitutional Court, and the government s resignation. During the meeting, Dr. Mohamed Morsi paid tribute to SCAF s role in administering the transitional phase during a period which witnessed serious dangers. He expressed his gratitude to SCAF generals who respected the will of the great Egyptian people. The President praised the Armed Forces and their successful role in securing and organizing the process of elections. Field Marshal Tantawi reaffirmed that the Armed Forces will side with the people s will and will cooperate with the elected president to restore stability to the country and uphold the supremacy of the law. An official source told Youm 7 newspaper that Tantawi and Morsi discussed the powers of the President. Morsi requested amending the supplemental Constitutional Declaration and proposed the names of political figures who will be the appointed as ministers in the new government. Source said that SCAF demanded the right to select Ministers of Interior and Defense. The source also mentioned that top leaders of the Muslim Brotherhood are negotiating with Field Marshal Tantawi and Chief of Staff of the Armed Forces Lieutenant General Sami Anan guarantees for the powers of SCAF, particularly in the decisions related to declaring war. 14

15 Page: 3. Author: Mohamed Haggag. Aboul Fotouh: SCAF Has to Cancel Constitutional Addendum Dr. Abdel Moneim Aboul Fotouh, ex-contender, said that both SCAF and the Muslim Brotherhood have poorly administered the country s transitional period and each of them must review their positions. Our country has paid a huge price as a result of their actions and both of them must avoid such mistakes in the future, said Aboul Fotouh. During the press conference held yesterday, he also mentioned that the campaigns against the former regime s presidential candidate had not been personal but they expressed people s discontent with the return of the Mubarak regime. He called on all national forces to hold Morsi responsible for the vows and promises he gave to the people. I cannot accept that Egypt s President becomes powerless. How is it possible that our President does not become the Head of the Armed Forces? How can he take the permission of one of the state s institutions? Sovereignty should come from the President, said Aboul Fotouh. He confirmed that the supplemental Constitutional Declaration, unilaterally issued by SCAF, should immediately be canceled because it limits the President s powers. 15

The presidency will include five vice president, three aides and five advisers, Al-Akhbar newspaper learned. A final decision was not reached yet on whether the prime minister will be from the Muslim Brotherhood group or a member from the outside. Sources said that if the prime minister was to be a non-mb member, most likely candidates for the post were former chief of the United Nations nuclear body and Nobel laureate Mohamed el-baradei. Former deputy Prime Minister Hazem el-biblawi is also a strong candidate for the post. 17

Meanwhile, Mohamed Saad Katatni, Speaker of the People s Assembly (lower house of parliament), in a telephone conversation with Mohamed Morsi, congratulated him on his election as President of the Republic. Katatni offered the President-elect his wishes for success and hopes for him to overcome the crises currently experienced by Egypt, and a safe crossing over to security and stability across Egypt, affirming the legislative institution s sincere desire for fruitful cooperation with the elected President for the benefit of the people and the homeland. Writers, Judges, Diplomats and Copts: Morsi Speech Great Initiative for National Reconciliation 22

23 Egyptian media outlets, news websites and newspapers have published a quick analysis of the new president Dr. Mohamed Morsi's first speech, which he gave from state TV Maspero building yesterday. Journalist and media figure Ahmed Maslamani, director of the Cairo Center for Political and Strategic Studies, said that the speech of President-elect Mohamed Morsi was more than wonderful, a major initiative for national reconciliation. He further said that, "The speech addressed the peace plan with Israel, spoke well of the military establishment, with respect and moderation about the Police Foundation, and was friendly with regard to all sectors and classes and governorates across Egypt". The honorary president of the Egyptian Council for Foreign Affairs, Ambassador Abdel Raouf El-Reedy, affirmed that the first speech of the President, Dr. Mohamed Morsi, was a consensus message that showed Morsi s commitment to the reunification of all Egyptian people, and through which he wanted to reach out to all sects and sectors and denominations of the people: "It is a good step forward, worthy of appreciation". On the issue of foreign policy, mentioned in Morsi s speech, El-Reedy said that he fully appreciated "the message of peace in Morsi s speech, and his confirmation and willingness to cooperate and open up to the world, and his assurance of Egypt s respect and commitment to all treaties and agreements with various countries". El-Reedy pointed out that in his speech, Morsi mentioned his keen interest for Egypt s affiliation in the Arab and African realms, and his eagerness to establish balanced relations with the countries of the world, based on mutual respect. Further, he explained that the speech also included a strong message about Egypt and Egyptian s full ability and willingness to protect the homeland and its interests against all enemies. Moreover, Abul-Ela Madi, leader of moderate-islamist Wasat Party, commended newly elected President Dr. Mohamed Morsi s speech, saying that it included meanings so long absent from political discourse, let alone presidential speeches. He especially praised Morsi s many promises and pledges regarding responsibilities and duties, without a mention of his own rights. Wasat Party confirmed its support for the conciliatory messages in the speech, both with state institutions including the army, police and the judiciary, and with all political actors and parties from across the Egyptian political and intellectual spectrum. Dr. Mansour Hassan, former Chairman of the SCAF Advisory Board, said: "Dr. Mohamed Morsi s speech was excellent. He was keen to extend his hand to all people, without exception, including our Coptic brothers and the police". 23

24 Meanwhile, lawyer Naguib Gabriel, of the Orthodox Church - and head of the Egyptian Federation for Human Rights, said that the speech delivered by President-elect Dr. Mohamed Morsi sounded reassuring. "Morsi wanted to show that he is not head of any specific faction, but a president for all Egyptians. But there must be actions to follow, on the ground. "It is too early to judge Morsi. Let us give him a chance to work until we see the decisions he takes in the coming days." Political activist Asmaa Mahfouz described the joy of all those in Tahrir Square at Morsi s victory, adding that his speech was very intelligent and made all the people very happy. The activist demanded the ousting of the military council and effective support for Morsi to achieve the objectives of the revolution. Furthermore, thinker and political historian Dr. Mohamed Algawadi affirmed that President-elect Dr. Mohamed Morsi s speech included great meanings, such as faith, gratitude, love, aspiration and hope for the future. He praised the gentle tones of quiet assurance in Morsi s speech, in which he was keen to avoid polarization, showing a desire for harmony and reunification, and respect for international treaties, as well as his open willingness to accept criticism and correction. Algawadi added that Morsi s move to give up his position as Chairman of the Freedom and Justice Party was a positive initiative. Dr. Ibrahim Al-Anani, International Law Professor at Ain Shams University, described the first speech of the new president Dr. Mohamed Morsi, saying that it included all Egypt's foreign affairs and urgent issues in this important period of Egyptian history. Al-Anani pointed out that what Morsi said regarding Egyptian Foreign Relations, his appreciation for Egyptian diplomats, and his full commitment to all international treaties, prove wrong all false reports about Morsi not having the experience and knowledge about foreign relations and affairs. Ahmed Maher, general coordinator of April 6 Movement stated that there had been key negotiations regarding some important points that must be mentioned in the first speech of the first post-revolution President of the Republic. He stressed that Dr. Morsi s speech was largely spontaneous, which is good. Maher pointed to some important points in the speech, such as giving credit to Martyrs and Victims of the Revolution, assuring Coptic brothers, and affirming that the President welcomes criticism and corrections. 24

25 Justice Zakaria Abdul-Aziz, former Chairman of the Judges' Club, said that the speech was comprehensive, all-inclusive: "He has to honor his words; but people should not place all responsibilities on the president s shoulders. The people must rid themselves and their institutions of corruption, bribery and bad practices that prevailed during the reign of the defunct regime. Mamdouh Nakhla, head of the Kalema human rights organization, said that: "The new president's first speech is good; he must work to unite Egyptians, with no discrimination between Muslims and Christians on the basis of religion; and he must uphold the values of citizenry because we are all sons and daughters of one homeland and one Twitter Good note by ICG on situation in Egypt post-morsi, not a bright picture.
