1 APPENDIX I True copy of the application submitted by the Depressed Class Community people to the Government of East India Company in 1810 The humble petition of all the Head Pariahs and the inhabitants of Great Parachery, who undersigned on the above petition. Most humbly sheweth From ancient time not only your petitioners and also their generations have been employed and served Hon'ble company since their Banners was Flaging in the East lndies they and their descendants have served the Hon'ble Company in all the war and hostilities and etc. (1758) in the Government of Lord Pigot in the war of Monsieur Lally all the Inhabitants of Madras left the place and went to other countries in such necessity juncture then Governor George Pigot Esq., with his Dubash Ranjestri Moodookrishna Mudaliar requested your petitioners as being the Hon'ble Company's menial servants to assist with 2000 men in the Fort, accordingly your petitioners to merit the Government's favour did not mind their lives and went through all the hazard and many peoples belonging to your petitioners cast lost their lives although the Government have promised to grant your petitionem men for those peoples losses, maniam lands or pension during their lives but to your poor petitioners greatest misfortune-they did not obtain that

2 kindness but only use to receive yearly one cloth as their mark of their favour. In the Government of Joshiah Dupre, Esq., have numbered on your petitioners houses with a view to demand the quit rent but knowing your petitioners poor situation had forgiven the same. But in the Government of Charles Smith Esq., the 2000 huts belonging to your petitioners caste who anciently resided on the above Paracherys the government was pleased to take the same ground and removed by your petitioners to Big Parachery without allowing the grounds in view of that and also the Government was graciously pleased to pass a minute that hereafter your petitioners will live peacefully and quietly in the big parachery without giving them any embarrassments or demand and etc, At the hostilities and war of Hydar Naick when sir Eyre Cotte have took the field, the Government and the General have directed your petitioners to supply the army with the dooleys cooks, horse-keeper, Grasscutters and the loading cooleys to the army. As your petitioners, Menial Servants of the Government accordingly your petitioners have supplied the army with upwards of one thousand men in similar manner your petitioners have supplied more than ten thousand peoples, for the loss of your petitioners. People, they had not the fortune to merit any pension or charity from the Government, but only passed a minute on the Government records signifymg that your petitioners shall live happy and in quietness in their parachery knowing perfectly well that your petitioners, is poor peoples and not able to pay any tax, etc.

3 At the Government of Major General Meadows, Major Mall the Chief Engineer at that time have continued to take your petitioners houses in which occasion your petitioners addressed to Marquis Cornwallis and Major General Meadows their grievances after perusing your petitioners case, those noble gentlemen have passed a minute on the Government records expressing that during the flag of the Hon'ble Company your petitioners shall not be troubled hereafter and your petitioners can live in quietness without paying any tax. And now the Hon'ble Company's peons after numbered in your petitioners door is demanding the assessment tax from your poor petitioners knowing perfectly well that your poor and menial servants receives very poor allowances and further in the world never received or demanded any tax whatever from the Pariahs cast. Therefore your poor and menial petitioners who are not able to pay the tax prostrate unto your Lordships charitable feets and most humbly beg your Lordship to forgive from demanding any tax from your poor petitioners. 5 Date 27th March Name of the Petitioners : The headman and inhabitants of Big Parachery. Substance of the Petition - Detail the services which on various important occasions the Pariahs have rendered to Government, state that they are poor and cannot afford to pay taxes, that it was recorded by Major General Meadows that none should be demanded from them and that moreover that throughout the world not tax is ever demanded from them. Remarks - The Parachery being inhabited not only by Pariahs alone but by low Europeans. Half Cash, Portuguese etc. and it is filthiest part within the town the assessment ought to be lived.
