Monte Vista Avenue, Vacaville, CA ANNUAL MEETING Saturday, October 18, 2014 Golden Gate Baptist Theological Seminary Chapel 201 Seminary Drive, Mill Valley, CA M I N U T E S Welcome and Theme Introduction THE MAIN THING Bob Lawler For the Son of Man came to seek and to save what was lost. Luke 19:10 Worship led by the Valley Baptist ENCOUNTER Worship Team from San Rafael Meeting called to order by Moderator Gary Cragun Gary announced that we had a quorum and were able to do the associational business MOTION made by Paul Van Peborgh, second by Brian Chandler Move to accept agenda as published. -- PASSED MOTION made by Paul Van Peborgh, second by Brian Chandler Move to accept 2013 minutes as published. -- PASSED The Main Thing: Sharing Jesus REBA Baptisms: Annual Church Profiles Bob Lawler o Bob encouraged every church to fill out their current ACP s o Twenty-nine (29) profiles or more than one-half of our churches submitted ACP s for 2013 From those profiles it showed that there were 10,459 believers in REBA From numbers reported REBA churches had 359 baptisms in 2013 National ratio of church members to baptisms was 50 to 1 REBA ratio was 29 to 1 o Bob handed out certificates to the top two (2) giving churches to the Lottie Moon Offering was the highest giving church in REBA New Harvest, St. Helena was the highest per capita giving church Camp Cazadero: Amazing Grace! Paul Van Peborgh, Brian Chandler o Paul shared that there was absolute certainty that Camp Cazadero would be operating next year o All back taxes and debts have been paid off o Non-profit status has been reinstated o Paul shared that this has been an amazing year with God This year there have been twenty-four (24) camps at Cazadero and they are expecting more for next year The camp is growing and is now offering tours for anyone interested o Brian shared that Paul and Loretta have held the camp together and have been acting as camp managers
2 The board is considering bringing them on as paid staff in the near future o Brian has been appointed the new Director of Development and is available to speak at churches promoting the camp there is also a video available MOTION comes from Board, no second required Move to elect Board Member: Dave Portugal. -- PASSED o Board Members now serving from REBA Joni Conway Paul Van Peborgh Georgiana Maddocks Dave Portugal The Main Thing: Strengthening the Body Contextualized Leadership Development Georgiana Maddocks o Georgiana shared that in addition to the three (3) Diploma tracks offered there are now four (4) certificate tracks available Certificates require the completion of four (4) 3-hour courses New Certificate opportunities include Bible Teaching, Mission Studies, Pastoral Ministry and Small Church Leadership o There were six (6) classes offered during the fall semester but all but two (2) had to be cancelled because of no students o Georgiana shared that the REBA office had all the promotional material churches needed to promote the CLD program but unless pastors made the information available to their congregations and encouraged attendance the classes would continue to remain empty o RESOM has had fifty-seven (57) graduates since the CLD program started The REBA PowerUp on Evangelism and Lifestyle Discipleship o Because of a family emergency Bob gave report for Michael Tonks, Pastor of Tree of Life/Immanuel, Santa Rosa o Bob reported that the Pastor s PowerUp was an awesome training in Evangelism and well attended o Presenters included Dr. Don Dent, Bret Avlakeotes, Mike Tonks and Rich Johnstone o Michael is working on Pastor s PowerUp for 2015 which will have Discipleship as its theme The Main Thing: Starting New Churches REBA Starting Churches Team o Because of a conflict in scheduling Bob gave report for Howard Burkhart, CSBC Church Planting Catalyst o We have two (2) new churches requesting membership in REBA Solano Chinese Christian Church, Vacaville iorganic, San Rafael o Howard is working with church plant coming out of Iglesia Bautista Renacer, Vallejo Iglesia Bautista Renacer, San Rafael is presently meeting on Friday evenings After the 1 st of the year they hope to move to a larger facility and begin to have their services on Sunday o Howard is also working with F-3 Ministries, Vacaville They are in the early stages of starting their new ministry
3 Church and Ministry Booths: Networking/Fellowship Break The Main Thing: A System for Keeping TMTTMT Bob Lawler, REBA Director of Missions o Bob shared about his journey and new vision for REBA After much study and prayer he cast a vision at last year s Executive Board Meeting He got endorsement from Executive Board to develop it further He has spent a lot of this past year visiting with churches and pastors He established GeoClusters for the five (5) main geographic areas Pastors in GeoClusters met each month to share their concerns, ideas, goals and visions for the association o Bob shared that Mission is our reason for being in association We as members of the association are in partnership for the gospel Our mission is based on collaborative Kingdom activity Incarnational Ministry Embraceable Evangelism Lifestyle Discipleship Church Planting Vision our picture of future success Life change Values qualities we esteem highly Seven core values Great Commission Great Commandment Communication Collaboration Contextualization Innovation Celebration Goals what we want to accomplish A perpetual missional movement Objectives what we will do to achieve our goals Active commitments GeoClusters/Affinity Groups Seed beds for collaboration o Bob explained structure of old association vs new association structure New Association Leadership Team Mission Catalyst (Director of Missions) Moderator Vice Moderator Treasurer Clerk/Historian Incarnational Missions Liaison Embraceable Evangelism Liaison Lifestyle Discipleship Liaison Church Planting Liaison The future of REBA will be to focus on four (4) main things Incarnatioal Ministry, Embraceable Evangelism, Lifestyle Discipleship and Church Planting
4 MOTION Association Leadership Team That the Redwood Empire Baptist Association in Annual Meeting would approve the new Associational Partnership Ministry Strategy as published in the Book of Reports and presented by the Director of Missions, with an understanding and anticipation of commensurate changes in associational structure, organizational documents, and nomenclature (e.g., Director of Missions becomes Mission Catalyst). Question How does this conform to By-laws? Association would continue to function according to By-laws but try to implement new structure DOM will start to rewrite By-laws and create new language Any changes will be presented to the Leadership Team and Executive Board for input and approval Motion PASSED Discussion on how things would change according to By-laws Will the word messenger change NO Is the responsibility of Director and Catalyst the same Catalyst a little more accurate of the role Bob will have under new structure Associational Business -- Gary Cragun MOTION Association Leadership Team That the Redwood Empire Baptist Association extend fellowship and affiliation to Solano Chinese Christian Church of Vacaville, CA and to iorganic Church of San Rafael, CA. PASSED MOTION Association Leadership Team That the following officers serve the Redwood Empire Baptist Association in the 2015 calendar year: Moderator Jim Baylor, Pastor, First Baptist; Vice Moderator Brian Chandler, Spring Hills; Treasurer Milton Steck, Pastor Emeritus, Trinity Baptist; Clerk/Historian Georgiana Maddocks, First Baptist; Starting Churches Team Leader Howard Burkhart, CPC, CSBC; Strengthening Churches Team Leader Mike Tonks, Pastor, Tree of Life Fellowship; Sharing Churches Team Leader Miguel Rodriguez, Pastor, Lincoln Hill Community, PASSED 2014 Financial Report Milton Steck o Milton shared the financial report for the first nine (9) months of 2014 Finances as of the 3 rd quarter are almost $10,000 in the red Associational giving is at 76.5% of budget 42% of churches gave in the month of September Designated funds to cover any shortfall at the end of year o Milton presented the budget for 2015 Budget was held at present amounts or decreased where possible Total budget for 2015 $114,275 (this is a 13% reduction over 2014) Monthly amount needed from churches $6,623 He clarified the support for 2015 CBF Investment /Interest -- $24,000 Partnerships/Investors (est.) -- $4,000 ($2,000 already raised) CA Missions Offering (est.) -- $1,400 CSBC Assistance (est.) -- $5,400
