39 Constitution of Pottawatomie-Lincoln Baptist Association Approved at the 67th Annual Meeting, October 20, 1997 Article I - Name This body shall be known as Pottawatomie-Lincoln Baptist Association. Article II - Mission/Purpose Pottawatomie-Lincoln Baptist Association is a cooperating body of local Southern Baptist churches existing for the purpose of glorifying God by enabling each church to fulfill its unique mission for Christ and by providing channels for cooperative ministry. Article III - Statement of Faith The Holy Bible is the inspired Word of God and is the basis for any statement of faith. The Association subscribes to the doctrinal statement of The Baptist Faith and Message as adopted by the Southern Baptist Convention on June 14, Article IV - Membership Section 1: Doctrinal Position - The membership of this Association shall be composed of messengers representing cooperating Baptist churches principally in Pottawatomie and Lincoln Counties, the scriptural beliefs and practices of which churches shall generally conform to the Articles of Faith accepted by Southern Baptist Churches such as The Baptist Faith and Message adopted by the Southern Baptist Convention on June 14, Section 2: Messengers - Each church shall be entitled to send to the Annual Meeting a Pastor and two Messengers, and one additional Messenger for each fifty (50) members or fractional part thereof, provided that no church shall be entitled to more than fifteen (15) Messengers. Section 3: Qualifications - Any church wishing to cooperate with this Association shall petition by letter and Messengers, shall come under watchcare for twelve months following the acceptance of petition, shall present the Annual Church Profile, and shall be in annual financial support of the Cooperative Program and the Association. The Trustees shall investigate and make suitable recommendation to the Association. Section 4: Local Church Autonomy - This body shall exercise no legislative or judicial authority over any church, respecting its independence, nor shall it have ecclesiastical power over the internal affairs of any church. Section 5: Association Autonomy - The Association reserves the right to determine its own membership by permitting or refusing the seating of the Messengers to the Annual Meeting of the Association. The determination shall be by the Association on the recommendation and counsel of the Trustees and shall be based on the membership requirements stated in Article IV, Sections 1 and 3. Article V - Officers Section 1: Identification - The officers of the Association shall be Moderator, Vice-Moderator, Clerk, Treasurer, and Director of Missions. These officers will constitute the Executive Committee of the Executive Board. 35

40 Section 2: Election - The Moder ator, Vice-Moderator, Clerk, and Treasurer shall be nominated by the Nominating Committee and elected for one-year terms at the Annual Meeting of the Association. Section 3: Limited Terms - The Moderator shall serve a term of one year at a time, with the maximum being two (2) consecutive terms, after which he is ineligible for re-election until at least one year has lapsed. Article VI - Amendments Section 1: This Constitution may be amended by a two-thirds majority of Messengers present and voting at any regular Annual Meeting, provided that such proposed amendments be submitted and publicized in writing to all Executive Board members at least one year before such action is taken. Bylaws of Pottawatomie-Lincoln Baptist Association Approved at the 67 Annual Meeting, October 20, 1997 Article I - Rules of Order This body shall recognize the latest unabridged edition of Robert s Rules of Order as its parliamentary guidelines for business procedure. Article II - Trustees This Association shall elect a Board of Trustees. There shall be three Trustees nominated by the Nominating Committee and elected on a three-year rotation basis with one new Trustee elected each year, according to the Articles of Incorporation on file with the Secretary of State of the State of Oklahoma. Said Trustees are authorized to hold, purchase, and receive title to real estate and other property by devise, gift, grant or other conveyance, with power to mortgage and borrow money, sell or convey the same or any part, parcel or portion thereof, when so directed by the Association, in Annual Meeting or by the Executive Board between Annual Meetings. The Trustees shall also serve as a Credentials Committee to fulfill the functions of Article IV, Sections 3 and 5 of the Constitution. Article III - Executive Board Section 1: Electing Leaders - The Executive Boar d, at the r ecommendation of the Nominating Committee, will fill all vacancies among officers, missionaries, Ministry Team Directors and Leaders occurring between annual meetings. Section 2: Association Ministry Team - The Executive Board of this Association will have an Association Ministry Team, composed of all officers of the Association and all Ministry Team Directors. The Director of Missions will be chairman of the Association Ministry Team which will give oversight to all the ministries of the Association. Article IV - Boards and Committees Section 1: Executive Board - Ther e will be an Executive Boar d of the Association which will be responsible for all the business of the Association between Annual Meetings. The Board shall be composed of the pastors of the churches and one member from each church (who will be elected annually by the church), and all elected officers of the Association. Section 2: Special Committees - The Moder ator shall appoint all special committees, subject to r atification or revision by the Messengers in the Annual Meeting or the Executive Board between Annual Meetings. 36

41 Section 3: Ex-Officio Members - The Moderator and the Director of Missions will serve as ex-officio members of all committees except that they will serve as regular members of the Executive Committee. Section 4: Executive Committee - Ther e will be an Executive Committee composed of the elected officers of the Association which will meet as needed to bring recommendations to the Executive Board or the Association in Annual Meeting. The Moderator will serve as Chairman of the Executive Committee. Section 5: Nominating Committee - There will be a Nominating Committee composed of six members who will serve on a three year rotation basis. The Nominating Committee will be nominated by the Executive Committee and elected by the Association in Annual Meeting or the Executive Board between Annual meetings. Section 6: Exclusions - No person, except ex-officio members, may serve simultaneously on either the Executive Committee, the Nominating Committee and/or the Association Ministry Team. Article V - Annual Reports Section 1: Annual Church Profile - The churches affiliated with this body shall furnish annually to the Association the information necessary to complete the Annual Church Profile. Section 2: Director s Report - The Director of Missions will submit a yearly report to the Association. Section 3: Executive Board Report - The Executive Board of the Association will submit a yearly report to the Association. Article VI - Meetings Section 1: Annual Meeting - The Association shall meet annually at such place and time as it may select by majority vote. This recommendation is to come from a Special Temporary Committee appointed by the Moderator on Time, Place, and Preacher. In case of extenuating circumstances requiring a change in time, place, or preacher of the Annual Meeting, the Executive Board may vote to make a change based on the recommendation of the Executive Committee. Section 2: Executive Board - The Executive Boar d will constitute the Association between Annual Meetings and shall meet monthly, or at other intervals as it may determine, to conduct the business of the Association. Section 3: Notifications - The Moderator and Director of Missions will be informed in advance of all committee and/or Ministry Team meetings. Members of the Executive Board will be informed of all Executive Board Meetings as well as the Annual Meeting. Article VII - Proceedings Section 1: The minutes of the Annual Meeting of this Association, together with such tabulated information the Clerk may deem useful, shall be published and distributed annually among the churches of the Association. Article VIII - Amendments Section 1: These Bylaws may be amended by a two-thirds majority of Messengers present and voting at any regular Annual Meeting, or by a two-thirds majority of members present and voting at a regularly scheduled meeting of the Executive Board, provided that such proposed amendments be submitted and publicized in writing to all Executive Board members at least one month before such action is taken. 37

44 2018 RESOLUTIONS RESOLUTION #1 - APPRECIATION TO OUR HOSTS WHEREAS Mammoth Baptist Church, Meeker, has graciously provided their comfortable facilities for the 88 th Annual Meeting of the Pottawatomie-Lincoln Baptist Association; and WHEREAS Pastor Mike Hazelwood, Staff and congregation of Mammoth Baptist Church, Meeker have extended every kindness and have graciously provided for our every need; therefore BE IT RESOLVED that we, the messengers to the 88 th Annual Meeting of the Pottawatomie-Lincoln Baptist Association, held at Mammoth Baptist Church, Meeker, Tuesday, October 16, 2018, express our sincere appreciation to Pastor Mike Hazelwood, Staff and congregation of Mammoth Baptist Church, Meeker, for their hospitality. RESOLUTION #2 - ON PLBA OFFICERS AND STAFF WHEREAS the Director of Missions, Dr. Russell R. Cook, will be retiring December 31, 2018, after 22 years of faithfully leading our association; and WHEREAS the Officers and Staff of the Pottawatomie-Lincoln Baptist Association work tirelessly throughout the year to advance the work of our Lord through the Association; and WHEREAS the Staff work especially hard in preparation for regular Executive Board meetings and the Annual Meeting; and WHEREAS the Moderator, Vice-Moderator, Clerk and Treasurer render invaluable service in the work of the association; therefore BE IT RESOLVED the messengers to the 88 th Annual Meeting of the Pottawatomie-Lincoln Baptist Association, proclaim our gratitude to all of our officers and staff for their faithful service and especially to Dr. Cook for his exemplary direction. RESOLUTION #3 ON ASSOCIATIONAL MISSIONS AND COOPERATIVE PROGRAM WHEREAS the ministries and mission of the 65 congregations of PLBA are most fully realized in cooperation with one another and many other Southern Baptists; and WHEREAS the particular purpose of Pottawatomie-Lincoln Baptist Association is to assist and enable the churches to fulfill their unique missions and provide channels for cooperative ministry; and WHEREAS our Association, State Convention and North American and International Missions depends on Cooperative Program giving; therefore BE IT RESOLVED that the messengers of this 88 th Annual Meeting of the Pottawatomie-Lincoln Baptist Association, give their ardent and ongoing support and involvement in the future ministry and mission of Pottawatomie-Lincoln Baptist Association; the BGCO and SBC ministries and mission; and BE IT FURTHER RESOLVED that all the churches which make up the member churches of the association be encouraged to pray faithfully for their sister churches, participate in the mutual work of the association and unite regularly in Christian Fellowship; and BE IT FINALLY RESOLVED that the churches of the association be encouraged to faithfully support the work of the association and the denomination through increased financial giving. RESOLUTION #4 FINANCIAL PRACTICE OF BIBLICAL GIVING WHEREAS God is the source of all blessings, material and spiritual; and WHEREAS Christians should contribute of their means cheerfully, regularly, systematically, proportionally and liberally for the advancement of the gospel; and WHEREAS financial indebtedness has enslaved God s people both personally and congregationally, from biblical giving; therefore BE IT RESOLVED that the churches of Pottawatomie-Lincoln Baptist Association go on record as affirming the biblical principles of financial stewardship. 40

45 2018 RESOLUTIONS (continued) BE IT FURTHER RESOLVED that believers be encouraged to faithfully contribute through tithes and offerings to their local churches; and BE IT FINALLY RESOLVED that the churches of Pottawatomie-Lincoln Baptist Association be encouraged to properly manage both personal and church indebtedness enabling them to contribute more sacrificially to the Great Commission for the glory of God. RESOLUTION #5 BIBLICAL FAMILIES WHEREAS God has ordained the family as the foundational institution of human society; and WHEREAS marriage is the uniting of one man and one woman in covenant commitment for a lifetime; and WHEREAS it is God s unique gift to reveal the union between Christ and His church and to provide in marriage the framework for intimacy and sexual expression according to biblical standards; and WHEREAS parents are to model for their children God s pattern for marriage, teach them spiritual and moral values and how to make choices based on biblical truth; therefore BE IT RESOLVED that the churches and pastors of Pottawatomie Lincoln Baptist Association go on record reaffirming the biblical standard for the family as reflected in Ephesians 5-6; and BE IT FINALLY RESOLVED that the Pastors of Pottawatomie-Lincoln Baptist Association be encouraged to preach, instruct and live out God s biblical standard for the family. RESOLUTION #6 FOSTER PARENTING and ADOPTION WHEREAS approximately 10,000 children are in Oklahoma DHS custody in need of foster homes; and WHEREAS more than 1,000 children in state custody have a goal of adoption; and WHEREAS the Bible clearly teaches us, as Christians, that we have been adopted into the family of God (Ephesians 1:5, Romans 8:15); therefore BE IT RESOLVED that the families in our churches be encouraged to prayerfully consider the options available to them for foster parenting or the adoption of these children; and BE IT FINALLY RESOLVED that the churches with members who are fostering children or have adopted children be graciously and generously supported with financial and other resources. RESOLUTION #7 ON SHARING THE GOSPEL WHEREAS most of the contemporary culture is living without the hope of eternal life; and WHEREAS the general population in Oklahoma and America is in opposition to traditional Christianity; and WHEREAS the Gospel of Christ clearly given in the Holy Scriptures is the only hope offered to a lost and needy people; and WHEREAS the B.G.C.O. is encouraging our churches to participate in the presentation of the gospel and providing resources to assist in training church members; therefore BE IT RESOLVED that the churches of Pottawatomie-Lincoln Baptist Association be charged to train their members in personal evangelism and the pastors also be encouraged to extend gospel invitations at public worship services; and BE IT FINALLY RESOLVED that the Pastors and other church leaders be encouraged to faithfully set an example to their churches in helping to fulfill the Great Commission. 46 Pottawatomie-Lincoln Baptist Association Executive Board Highlights Association Year September 2017 Larry Sparks, Pastor, Blackburn Chapel Baptist Church, Shawnee, brought a devotion from John 14:18 on He will never leave us referencing a 9/11 survivor. The 2018 Proposed Budget was approved. It reflects a 2% overall decrease from the previous year. Bro. Russell attended the 100 year celebration of Falls Creek over Labor Day weekend. He and Kirk went to Pikes Peak Baptist Association in Colorado Springs, Colorado to close out the partnership. Kirk Holloway, Mission Partnerships Committee Chairman, announced PLBA will be partnering with Southeast Kansas Baptist Association for the next three years. He is excited about this partnership because it is close enough for our churches to go for a weekend and complete a mission project. Several pastors mentioned prayer requests and were prayed for by fellow pastors. February 2018 Bob Fowler, Pastor, First Baptist Church, Tryon brought a devotion from Proverbs 22:6 on training up a child in the way they should go. He shared about his time as a foster parent and the difference it can make in the children's lives. Bro. Russell commended Bro. James Bond and Rick Ham for leading worship at the first Pastor s Conference. He introduced Wes Bates, new pastor at Hillside. Union Missionary Baptist Church petitioned for membership in our association. They were accepted under watchcare for the next 12 months. Scott Schooler, Associate Pastor at Immanuel, Shawnee, shared about the church s safety team. Bill Rooth, head of safety at IBC shared details of their program. Calen Stephens, U.S. Marshall from IBC, shared some personal thoughts on church safety. May 2018 Philip Hogan, Youth Pastor, First Baptist Church, Meeker, brought a devotion from Joshua 24:14-16 on throwing away our false gods so we can effectively serve God. Bro. Russell led his 16th Winter Bible Study at Emmanuel this year. He asked prayer for the family of Richard Zimmer, former pastor of Rock Creek Baptist Church, who passed away. He and Marsha attended the retirement reception of Dr. Anthony Jordan, Executive Director-Treasurer of the Baptist General Convention of Oklahoma. He announced new pastors, Charles Kimball-Shawnee, First, Ernest Cowden-Fairview and Justin Dunn-University. Dale Griffin, OBU, reported the university recognized and prayed for over 300 students, faculty and staff who will share the Gospel this summer in Oklahoma, across the United States and around the world. OBU is searching for a new Senior Vice President as Stan Norman has accepted the position as the new president of Williams College, which became Williams University in June. The swim team produced OBU s first NCAA National Champions, David Lambert and Genesis Veliz. The VBS Clinic was held in March with 98 in attendance representing 18 churches. Jared Landreth, Media Director at Immanuel, Shawnee, spoke to the board about using technology in the church. It s not about soundboards and lights, it s about communicating effectively. August 2018 James Bond, Pastor, First Baptist, Stroud brought a devotion on walking worthy of the Lord by relying totally on His knowledge, bearing fruit and being strengthened by His power. New pastor at Macomb Baptist, Jim Benshoof and his wife, Ruth, were introduced. Associational Children s Camp had over 7,000 registered and over 600 professions of faith. Covenant Hope Fellowship, McLoud closed the end of June. The property has reverted back to the association. Recommendation to place the Covenant Hope property on the market for sale was approved. The Nominating Committee submitted the Officers, Directors & Leaders for approval. The Moderator appointed the following committees: Time, Place & Preacher Randy Dirrim-Chairman, Nathan Howard and Duncan Blackwell; Resolutions Rick Ham-Chairman, Blake Martin and Wes Bates. Tanya Bruton, Printshop/Media Manager, was presented with a certificate and a check for $ for five years of service. Several board members gave testimonies about their summer mission trips and activities. Bro. Russell announced his intent to retire as of December 31, A recommendation by the Executive Committee to authorize the Nominating Committee and the PLBA Officers to elect seven persons to serve as the DOM Search Committee, along with the 2018/2019 PLBA Officers as ex-officio with full voting privileges, was approved. The seven names will be presented at the September 10, 2018 Executive Board Meeting for approval. Board members and guests gathered around Bro. 47 Pottawatomie-Lincoln Baptist Association DIRECTOR OF MISSIONS ANNUAL REPORT OCTOBER 16, 2018 What an amazing year! Our association has undergone some rather amazing experiences during this associational year (September 2017-August 2018). We had an amazing Associational Christmas Banquet, December 5 hosted by Blackburn Chapel Baptist Church. Thank you to Pastor Larry Sparks and company. As we have for many recent years our associational staff enjoyed Christmas Chapel at OBU, December 6 followed by a staff lunch in honor of Janice Maynard s birthday. Many of our pastors and churches attended the BGCO State Evangelism Conference, January That was an amazing growth experience for all of us. The Priority of Preaching Conference hosted by Quail Springs Baptist Church, February was a tremendous boost to our Pastors who attended. We initiated a Pastor s Conference for all pastors and staff who can attend, beginning on March 5. We have had many great times of praise, prayer and preaching with fellow pastors. Our Vacation Bible School Clinic, March 11, was well attended and prepared many of our churches for VBS this past summer. I had the privilege of leading a breakout session for Deacons at the Kansas-Nebraska Convention Leadership Conference, April at First Southern Baptist, Independence, Kansas. That church is one of the churches in our Southeast Kansas Baptist Association Partnership. (We are entering our second year in the SEKBA partnership and it is going very well.) The summer months have been filled with Vacation Bible Schools, Falls Creek, Crosstimbers and many other church camps. And, of course, numerous churches have conducted major mission trips in the U.S., Canada, South America, Africa, India and the ends of the earth. What an amazing ministry God has performed in and through our PLBA churches during I am attaching to this report a copy of my retirement announcement presented to our PLBA Executive Board on August 13. I do want to express my sincere and heartfelt appreciation to all of those who have served along side me over these past 22 years. May God richly bless you in the next phase of ministry. My thoughts and prayers will always be with you. Today, August 13, 2018, I am officially announcing my plan to retire as Director of Missions for Pottawatomie- Lincoln Baptist Association (PLBA). This is a decision that has come out of a long period of prayer and soulsearching. Marsha and I have come to believe in our hearts that this is the right decision and this year is the right year. Obviously, we are filled with many mixed emotions. However, we also have the peace of God, which surpasses all comprehension, and believe He is guarding our hearts and our minds in Christ Jesus (Philippians 4:6-7). My official retirement date will be December 31, However, I am requesting the last 24 working days of 2018 be granted to me as earned vacation days and personal days. Thus, my last official day in the office will be Tuesday, November 20, 2018, the Tuesday of Thanksgiving week. This will allow us to celebrate 22 years at PLBA and 47 years in vocational ministry. We will, however, plan to participate in all previously scheduled events and activities through December 31. I would never be able to put into words how wonderfully blessed I ve been to serve Jesus as a Pastor and Director of Missions. I thank Christ Jesus our Lord, who has strengthened me, because He considered me faithful, putting me into service, (1 Timothy 1:12). I am thankful for the churches that called me to serve as their Pastor. I also thank the churches and the Executive Board of the PLBA for entrusting me with the role of Director of Missions. I will be eternally grateful to God for each of you for your love, encouragement, fellowship and support during these 22 years. We have no plans beyond what we have always had to trust in the Lord with all our hearts, not lean on our own understanding, in all our ways acknowledge Him, believing He will direct our paths ahead (Proverbs 3:5-6). 51 Pottawatomie-Lincoln Baptist Association DISCIPLESHIP MINISTRY TEAM ANNUAL REPORT October 16, 2018 Go and make disciples of all the nations (Matthew 28:19). This is a command that came straight from the mouth of Jesus to His followers, the ones He had been training for three years. He had called them. He had taught them. He had loved them. He had discipled them. Now, it was their turn to go into all the world and preach the gospel. It was their turn to share this same message with others seeing that people hear the truth, know the truth and grow to become mature believers in Christ. But this was not simply a command given from Jesus to His followers in first century Israel. No, this is a command that has been given to every single believer on the planet. Make disciples. But what does it mean to make disciples? First, we must understand what a disciple is. A disciple is a follower. When Jesus walked along the Sea of Galilee he called to Simon Peter and Andrew with two simple words, Follow Me. And when Jesus was headed to the cross he said to His disciples, If anyone wants to come with Me, he must deny himself, take up his cross, and follow Me (Matthew 16:24). The call to discipleship is first and foremost a call to follow Jesus. A disciple is a learner. At one point in His ministry, Jesus said to the crowds, All of you, take up My yoke and learn from Me, because I am gentle and humble in heart and you will find rest for yourselves (Matthew 11:29). Jesus never stopped teaching. Jesus viewed every moment as a teaching moment. He never stops teaching and we should never stop learning. The call to discipleship is a call to learn from Jesus. A disciple is a doer. The discipleship process must always lead to the observance of Jesus commands. Jesus said in John 14:21, If anyone loves Me, he will keep My word. And James calls us to be doers of the word and not hearers only (1:22). The call to discipleship is a call to obey Jesus. But how does one lead another to become a disciple? We must share the gospel with them. Faith comes by hearing and hearing by the Word of Christ (Romans 10:17). No disciple will be made apart from the sharing of the gospel. We must baptize them according to the gospel. When a person repents and gives their life to Jesus they are now candidates for baptism. Jesus has washed away their sins and they are now called to show forth their decision to follow Jesus in baptism. Baptism is a picture of their union into Jesus death, burial, and resurrection. They are made new and they now walk in a new way of life. We must teach them to observe all that Jesus has commanded us. Discipleship is more than conversion to a belief system, it is a way of life. To lead another to become a disciple, we must link up with that person and begin to teach them. Teach them the deep doctrinal truths of God s Word. Teach them the everyday practical responsibilities God s Word calls us to and teach them what it means to be a Christian. Take them through a book of the Bible. Take them through a video series based upon their stage of life. Do life with them and help them come to know Jesus more intimately. However, making disciples does not have to be done alone. The BGCO and PLBA have various video and paper resources that are available to you and your church for free. Be sure to make use of these resources in making disciples of all the nations. 54 Pottawatomie-Lincoln Baptist Association COUNSELING MINISTRY TEAM ANNUAL REPORT October 16, 2018 The Center for Christian Counseling and Care (CCCC) continues to provide quality mental health care to those in need in the Shawnee and surrounding area. Bret Ellard, Larry Roberts, and Heather Annis along with LeAnna Davenport, Mina Jones, and Sara Pounds, are available to help meet the ever-growing needs of our churches and communities. CCCC is located at 1 West 10th Street in Shawnee (the southwest corner of the intersection of Broadway and 10th). Their phone number is (405) and you may call this number to schedule appointments or for questions. The fax number is (405) Cheryl Meshew is the office manager and will be happy to assist you. Services are provided by appointment only. Office hours vary by therapist, but in general are as follows: 8:00 a.m. - 10:00 p.m. Monday through Wednesday 8:00 a.m. - 6:00 p.m. Thursday 8:00 a.m. - 5:00 p.m. Friday. Each counselor is active in their respective churches and provides Christian counseling for children, teens, adults, couples, and families. Paneled with multiple insurance companies, their services are economically affordable. For those without insurance coverage, each of the counselors is willing to provide slide scale fees. The BGCO helps to support our church staff members and their families in the event they need counseling. Justin Lee serves as the Vocal Ministry Leader for our association. He has served as the Worship Pastor at New Hope Baptist Church, Tecumseh since September In addition to his duties at New Hope, Justin serves as the choral director for Shawnee High School. He is a graduate of Oklahoma Baptist University. Justin is available to your church for support and leadership in the choral and vocal music ministries. Herb Moring serves as the Instrumental Leader for our association. Herb has years of experience in instrumental music in both school and church. He is the retired Minister of Music at First Baptist Church, Tecumseh, and is retired band director at North Rock Creek Public School. If your church has questions about starting an instrumental program or needs assistance with an existing instrumental ministry, Herb is available for support and leadership. Jared Landreth is the Technical Ministry Leader for our association. Jared is the Creative Arts Minister at Immanuel Baptist Church, Shawnee, and oversees Audio / Visual and Lighting as well as leading the contemporary worship team. Jared is a graduate of Oklahoma Baptist University. He sees his ministry as helping churches share the Gospel effectively through the use of technology. 58 Pottawatomie-Lincoln Baptist Association MISSIONS MINISTRY TEAM ANNUAL REPORT October 16, 2018 The Missions Ministry Team was involved in helping churches fulfill the "Great Commission." The team's purpose is to assist churches in mission education and action and provide channels for cooperative mission ministries. Camp Ministry-Camp is an investment in the future of Pottawatomie-Lincoln Baptist Association. Falls Creek is an incredible asset to all Baptist in and around the state of Oklahoma, and our Association is always pleased to assist churches in getting your kids involved. The awesome thing about camp is many churches joining together to focus all our minds on Jesus Christ. This year during Youth Camp there were several students who came to a saving knowledge of Jesus Christ and others who rededicated their lives to serving Jesus. The Camp Ministry leader is J. R. Rogers, Minister of Music at Sharon Baptist Church. Many children surrendered their lives to Christ at Associational Children's Camp. Chaplaincy Ministry-we are currently seeking a person for this position. Community Ministry-focuses on helping our churches meet tangible needs of families, church staff or the church itself in times of hardship or unusual circumstances. The Community Ministry leader is Mike Craig, Pastor of Temple Baptist, Shawnee Mission Partnerships-On September 30, 2017 our association presented the possibility of a partnership with the South East Kansas Baptist Association (SEKBA). SEKBA accepted this partnership and our association voted on October 17, 2017 to enter into this partnership as well. We had several churches from PLBA conduct mission trips to SEKBA throughout the year. Your church can help by praying for mission opportunities to be revealed, going to this area and helping a church reach their communities through supporting Pottawatomie Lincoln's Mission Fund. Regretfully our church plant, Covenant Community, closed their doors at the end of June 2018 and Forest Baptist, Chandler disbanded in October. Both properties will be sold, and the funds will be placed in the New and Renewed Works fund. Disaster Relief Ministry- Disaster Relief volunteers are needed on the Mission Field the same way volunteers are needed in a local church. The local church depends on volunteers from all areas of church participation, Sunday School Teachers, Choir Members and many other tasks the paid staff has little or no time to do. While serving as Your gifts and talents are needed on the Mission Field. Pray about a place your church can serve and prepare for a mission experience which will enrich the life of your church as well as being a blessing on the Mission Field. Our new Disaster Relief Ministry Leader is Nuel Stevens who is a member of Immanuel, Shawnee and he can help your church with Disaster Relief training opportunities. Time Frame The partnership will be for a period of three years, beginning November 1, 2017 and ending October 31, 2020, with an extension possible if agreed to by both Associations. Objectives 1. To pray mutually for the work of those involved in the partnership. 2. To discover mission needs and explore and implement ways in which selected needs may be met cooperatively. 3. To cooperate in planning ways in which the partners may assist each other in accomplishing such common objectives as church planting, church and leadership development, and evangelism. 4. To provide leadership and/or financial resources. 5. To involve mission volunteers in short-term mission ministry projects. Guidelines 1. The primary thrust of the partnership is to meet the mutual needs in SEKBA and PLBA, according to their vision and mission plan. 2. PLBA will respond only to requests from the Mission Partnership Coordinator of the SEKBA or someone designated by him. 3. Volunteers will be responsible for travel expenses to and from SEKBA, plus lodging, food, etc., while there. When possible, the host churches will help find or provide housing and/or some of the meals. 4. PLBA will be responsible for enlisting volunteers based on requests submitted by the SEKBA Mission Partnership Coordinator. 5. The SEKBA Association will be responsible for sending guidelines and necessary information on the projects, plus providing on-the-field orientation for the volunteers. 6. The PLBA Mission Partnership Coordinator and Moderator shall work closely with the SEKBA Mission Partnership Coordinator and Moderator to provide the best possible results. 7. Comprehensive field planning shall be done by churches in the Southeast Kansas Baptist Association in order to identify the purpose, objectives, goals and timelines of specific projects. 56

The Mission Partnership Coordinator in SEKBA informs, encourages and enlists churches to complete project requests for volunteers from PLBA to assist them to fulfill their mission. 2. Churches will send their requests to their Director of Missions (or his designee), who, in turn, will send the requests to the PLBA Mission Partnership Coordinator in a timely manner. 3. PLBA Mission Partnership Coordinator enlists churches and associations to fill the requests. The volunteers must not have personal habits that would compromise their Christian testimony on the field. They must attend training and orientation sessions when required by their respective church and team leader. 4. The SEKBA will provide appropriate field orientation for the PLBA volunteers. 5. The PLBA and SEKBA correspond with each other concerning future projects. They keep all their respective churches informed concerning their work. 6. Upon completion of a particular project, the team leader of the PLBA volunteers will solicit evaluations from each team member and the project leader in SEKBA will solicit evaluations from participating churches. Reports will be sent to the corresponding Mission Partnership Coordinators and will be shared with all parties involved. 69 Pottawatomie-Lincoln Baptist Association SUPPORT SERVICES MINISTRY TEAM ANNUAL REPORT October 16, 2018 The Support Services Ministry Team involves five leaders plus the director. The leaders are responsible for Budget & Finance, Personnel, Building & Grounds, Trustees & Legal Matters, and Communications. Each member of the team is available to serve as a consultant/specialist in their areas of responsibilities to the churches. This year the team has met regularly to coordinate their work. The team is responsible for tracking the budget and financial progress of the association. They evaluate the income from the churches and the allocation of that income through a well designed and workable budget. The churches have given less to missions through the association this year and our Director of Missions is retiring December 31, Thus we decreased our annual budget by 9% for This year has been a challenging year for many of our churches and for our association. Year-to-date we have received 85% of our budget. Our Support Team has allowed for minimal increase in staff compensation. The staff will continue to receive increased days of annual vacation and slightly reduced hours which the Board approved in All the churches are encouraged to consider increasing their percentage of giving to associational missions in their new budget year. All audit procedures as well as constitution & by-laws are assessed by this team. We do an ongoing, progressive internal audit. The team has arranged to outsource our payroll and tax-accounting with the CPA firm of Gibson & Reynolds of Shawnee. This, along with the superb work of our Financial Secretary, Janice Maynard, has continued to keep our financial stewardship accurate and accountable. The determination of insurance needs and acquisition, change or use of property is also handled by this team. All the buildings, property and equipment owned by the association along with the maintenance, utilities, insurance and management of these come under the responsibility of the Support Services Team. We continue to build a reserve fund for Equipment Replacement in order to maintain a very valuable service of printing and promotion for the churches. We also maintain and manage a building Fund for future use by the association. This team also managed the debt retirement for the building formerly used by Covenant Hope Fellowship, that property is now owned free and clear by PLBA and is on the market for sale. Hundreds of publications and printing jobs, including our Association Annual, have been completed along with managing our PLBA website by our Communications Leader, who serves on the Support Services Team. This has been an extremely busy year of advance for this team and for our churches. In 2019 this team will continue to move even more toward communications by use of and our website (plba.org). We cherish the prayers and support of all the churches and desire to serve you even more diligently in the new year. Tanya Bruton serves on our team and is now in her sixth year of employment as our Printshop/Media Manager. She has made a great contribution to our staff and the churches of the association. 75 Dale McFarlin First Baptist Church, Agra Dale McFarlin was born on December 14, 1925, in his hometown of Agra Oklahoma, to Ira and Myrtle (Rider) McFarlin. He was the youngest of three children. Dale lost his eye sight at the age of three when he developed a severe high fever, caused by the flu, that killed his optic nerve. He learned to compensate for his blindness and never considered it a handicap. At the age of 6, his parents sent him away to the Oklahoma School for the Blind in Muskogee, Oklahoma to learn how to take care of himself and to have a better life. He never had any bitterness or sadness toward his parents for this decision. He always spoke of their strength to do what was best for him. The School became his home for the next 13 years and, in 1945, Dale graduated. On May 3, 1947, Dale married Helen P. Campbell in Chandler, Oklahoma. He met Helen when she was visiting a mutual friend. The couple were married for 58 years until Helen passed away on December 10, They were blessed with one son, Jim, two grandchildren and two granddaughters. On August 15, 2009, he married Nora Yvonne Davis who passed away on January 30, In August 1956, Dale opened "Dale's Concessions" which was and currently is located between the "red brick" Agra School and the Town Hall. He was licensed to operate a food service business in 1963 through the DRS Business Enterprise Program. Hours were set to allow students to be served. It became a lunch spot for school kids, a hang out and a place to find out what was happening. Making change for customers was no problem, and giving the requested candy bar to the right customer. because he knew how all these things were shaped and how they felt. The corner of paper bills were eared in different directions. Customers would tell him what money they were giving him and he always counted out the correct change. He trusted his "customers" and they honored that trust. Even though there is always one that is going to try something, their peers would take care of any problem. Dale always kept up with current events. He was concerned about what was happening with today's youth. He said that he did not hear better than anyone else, he just paid attention. He set an example, that even though you are visually impaired, you can have a family and a career. Dale was exceptional because he never used a cane or a seeing-eye dog. He was a friend, counselor and mentor for several generations of customers. Children in church were fascinated with his Braille Bible. He walked from his house, rain or shine, to the church and to his stand. It was amazing to watch him follow his daily route without many incidents. In 1993, he was featured in the county newspaper for 37 years in business and, in 2006, a community reception was held in honor of Dale for operating "Dale's Concessions" in Agra. Rehabilitative Services also presented him with a Declaration Certificate for his 50 years of service to the community. Dale was baptized on October 13, 1957 (member 60+ years), ordained as a deacon on January 14, 1962 (50+ years), and served as Sunday School Superintendent for many years. Dale McFarlin, at the age of 92, went to be with the Lord on June 27, 2018 at Grace Living Center in Edmond, Oklahoma. A celebration of life was held at Agra First Baptist Church on June 30th. Dale's devotion to his Lord and Savior, and his years of faithfulness, earned him the respect of everyone who knew him. He loved young people and enjoyed visiting with each one as they came into his concession stand. A Christian Legacy for those whose lives he has touched with his non-wavering dedication to the Lord will continue to be an inspiration in years to come. For this devoted Christian man, "once he was blind but now he can see". Dale is in the presence of his Lord and Savior, Jesus Christ. Well done thy good and faithful servant!! Kathy Bowlan Biographical Sketch Immanuel Baptist Church, Shawnee Kathryn Lynn Bowlan went to be with her Heavenly Father on May 5, 2018 in Rogers, Arkansas. She was born on October 22, 1956 in Ozark, Arkansas. She graduated from Van Buren High School in Arkansas and moved to Shawnee, Oklahoma in 1975 to attend Oklahoma Baptist University. Kathy married her husband of 41 years, Steve Bowlan, in 1976 and settled in Shawnee. She began working at Immanuel Baptist Church in She served as church secretary for the next 36 years. Kathy was very involved at Immanuel. She enjoyed teaching 8 th grade girls in Sunday School, singing in the church choir, playing hand bells, decorating the church and cooking for various church events, especially Falls Creek; besides being a Ministry Assistant to the pastor and music minister. She would search high and low to find whatever props Bro. Todd would need for his sermons. No one really knows the countless hours she put in serving Immanuel. She left an enormous hole at the church when she went to her forever home with Jesus. It has taken several people to fill the gaps she left. As much as her church family misses her, her family misses her even more. Her most cherished title was being Dandy to her five grandchildren. She would light up when she spoke of Daniel, Karis, Luke, Ellie and Braxston. She was also a very loyal and generous friend. She had a quick wit about her that only those closest to her knew. Then she would follow her remark with the cutest giggle. Her passing has left a huge void in the hearts of her family, friends and church; but the greatest promise we have is that those who have put their faith and trust in Jesus Christ will one day see her again! 76 Historical Sketch FOREST BAPTIST CHURCH CHANDLER, OKLAHOMA Forest Baptist Church was organized September 11, Reverend and Mrs. James L Liggett saw a need for a Southern Baptist Church in the area so they started with nine charter members. Reverend Woodrow Gray, a student at Oklahoma Baptist University in Shawnee, was the first pastor. In 1940 the church called Reverend Ralph Moffitt as their pastor. He was paid one dollar a week. Some members gave him butter, eggs and other food items. He hitch-hiked from Shawnee and carried a small suitcase to take the food gifts home with him. In 1945 while Reverend Roy Rozell was pastor a mission was started at the Kickapoo school house. In 1947 while Reverend James Abbott was pastor, a mission was started at the Payson school house. In 1966 a parsonage was built. Throughout the years many other changes and updates were made on the sanctuary and education building. In 2009 the church took its first Mission Trip to a Spanish speaking church in Elgin, IL. They went door to door witnessing, and taught Vacation Bible school. In 2010 as they were preparing for their second Mission Trip to Elgin, Pastor Jeff Bruton received a call from a friend in Carney, who worked in the food pantry, the pantry had received two pallets of Spanish Bibles. They were able to hand these Bibles out in Elgin. In 2008 a new building was built to house a new fellowship hall and class rooms. During the building process they had to have several extra things done to accommodate the new plumbing situation. These thing cost an extra $6,000. After the church discussed this issue, they decided the only way to handle it was through prayer. 20 people began the daunting task of praying for God to perform a miracle. Within six months God payed the plumber off! In 2013 Forest opened a FREE medical clinic for the community. They served as a primary care doctor for over 225 patients and dispensed close to a million dollars in medications. As God would do with His people, He challenged them to live by faith. On October 7, 2018 Forest Baptist Church closed. Although it didn't last forever God used this church to serve the community, He also raised up an army of FAITHFUL servants to go out and lead others to follow Him by faith. 72

Rev. Mike Hazelwood, Pastor, Mammoth Baptist, Meeker, welcomed the messengers and guests and read Scripture from Colossians 1:9 and opened the meeting with prayer. 2. The Eighty-Eighth Annual Session of the Pottawatomie-Lincoln Baptist Association was called to order by Moderator, Joe Jones, Pastor, First Baptist, Meeker. 3. Jason Henson, Minister of Music, Immanuel Baptist, Shawnee led in worship singing Step By Step and Tis So Sweet. 4. Joe Jones, Chairman of the Trustees, moved the seating of all messengers from each of the member churches for the Eighty-Eighth Annual Session of the Pottawatomie-Lincoln Baptist Association. Motion carried. The Trustees, having met with the Pastor and other leaders of the Union Missionary Baptist Church, Shawnee, Oklahoma and having now observed the church s cooperative spirit with our association during this year of watchcare, move that Union Missionary Baptist Church be received into full membership with Pottawatomie-Lincoln Baptist Association, Shawnee, Oklahoma, effective with this Annual Meeting, October 16, Motion carried. 5. Dr. Russell Cook, Director of Missions and member, Immanuel Baptist, Shawnee moved the program printed on pages 1-4 of the Book of Reports/Annual become the official program for this the 88th Annual Session of the Pottawatomie- Lincoln Baptist Association with any changes or additions deemed necessary by the moderator or with any changes approved by this body. Motion carried. 6. Dr. Cook presented Janice Maynard and Tanya Bruton with a gift certificate as a token of appreciation for their work at the association and especially for their work leading up to the Annual Meeting. 7. Dr. Cook recognized the officers: Joe Jones, Moderator; Nathan Howard, Vice Moderator; Mike Hazelwood, Treasurer and Janice Maynard, Clerk. 8. Dr. Cook asked all new pastors and staff to come forward and introduce themselves, they were: Carson Childers, Youth Pastor, First Baptist, Prague; C.J. Valentine, Associate Pastor, Pink Baptist; Mason McCormick, Music Minister, First Baptist, Stroud; Justin Dunn, Pastor, University and Wes Bates, Pastor, Hillside Baptist. Dr. Cook welcomed all new pastors and staff and presented them with a gift from the association. 9. James Swain, Team Leader, Equipping Team for the Baptist General Convention of Oklahoma, brought greetings from Dr. Hance Dilbeck and the BGCO. He read scripture from Philippians 1 and invited everyone to the BGCO s Annual Meeting on November 12 & 13. On Monday evening there will be a special recognition of veterans. He introduced Greg Duncan, Church Relations Representative for the western part of Oklahoma Baptist Homes for Children. Greg thanked the churches for their support. 10. Clay Phillips, Director of Student Ministry at Oklahoma Baptist University, Shawnee, Oklahoma, brought greetings from OBU. He thanked the churches for their support of OBU. They are in the process of launching the Center for Discipleship. They already have about 400 attending. He thanked the churches for providing lunch for Noon Day, an evangelistic opportunity. And also for feeding the football team no small task! Over 250 students were sent out to do global outreach last summer. 11. Dr. Cook moved for adoption of the printed reports on pages and of the Book of Reports/Annual. Motion approved. 12. Jason Henson led the congregation in singing Be Thou My Vision, Just A Closer Walk With Thee and I Will Wait For You. 13. Kirk Holloway, Minister of Music, First Baptist, Chandler and Mission Partnerships Chairman and Mission Team Director gave a video report. He shared pictures and stats of the many different mission projects with Southeast Kansas Baptist Association. Marty McCord, Director of Missions for SEKBA introduced the pastors he brought with him: Walter Keener, Pastor, Westview Baptist; Michael Pierce, Pastor, First Baptist, Riverton and Jim Bowls, Pastor, Calvary Baptist. An offering of $ was received for Partnership Missions. 14. Lane Buckley, Pastor, Trinity Southern Baptist Church, Wellston and Nominating Committee Chairman, moved for adoption of the Ministry Team Leaders and Directors found on page 5-7 of the Book of Reports. Nominating Committee Report was approved as printed. 15. Joe Jones recognized the pacesetters in evangelism. The top churches for numerical baptisms were: Davenport, First-38; Sharon-34; Immanuel, Shawnee-26; Prague, First-23 and Blackburn Chapel-20. The top churches in ratio baptisms were: Earlsboro Indian-4.22; Forest-10.00; Sallateeska-10.77; Pecan Valley and Karis Mike Hazelwood, Pastor, Mammoth Baptist, Meeker and Treasurer, PLBA, presented the Treasurer s Report for

80 as printed on page 66 in the Book of Reports/Annual. Report approved. He encouraged pastors to increase their church s giving to associational missions. 17. John Nichols presented the proposed 2019 Budget as printed on pages in the Book of Reports/Annual. He called attention to areas of the budget that have been decreased. He also noted the support staff received a 3% cost of living increase. This budget reflects a 9.3% decrease from last year. Budget approved. 18. Time, Place and Preacher Committee Report was submitted by Duncan Blackwell, Youth Pastor, Aydelotte as printed on page 67 of the Book of Reports/Annual. Next year's meeting will be Tuesday, October 15, 2019 at Rock Creek Baptist Church, Shawnee. The State of the Association Address will be given by the new Director of Missions. Duncan Blackwell, Associate Pastor, Aydelotte will give the Annual Sermon and Blake Martin, Pastor, Wallace Ave., Shawnee will serve as the alternate. Keynote speaker, Dr. Tom Elliff, Founder, Living In the Word Ministries, Oklahoma City, Oklahoma, will give the Doctrinal Challenge. Report approved. 19. Rick Ham, Pastor, New Life Baptist, Newalla and Resolutions Committee Chairman, presented the 2018 Resolutions as printed on pages Resolutions approved. 20. Dr. Cook brought a message from Proverbs 16:1-4; 7-9 on A Life Worth Living. In retirement he hopes to spend more time with his grandkids. He read some funny sayings from children. Then he brought the message 1. Commit your way of life to the Lord. 2. Commit your work in life to the Lord. 3. Commit your will for life to the Lord. 21. Joe Jones introduced Floyd McKee from the Baptist Foundation of Oklahoma. He presented Dr. Cook and Dr. Jones with a certificate of appreciation from the Baptist Foundation of Oklahoma. 22. Disciples are produced by the Father. Disciples are empowered by the Holy Spirit so Christ would dominate our lives. He invited everyone to the alter as he prayed God would make us strong and healthy followers of Christ so our churches wouldn t be so weak and sick. 31. 90 BGCO Reports REPORT TO EQUIPPING COMMITTEE September 2018 James Swain, Team Leader Sara Pruegert, Administrative Assistant Each summer is filled with the implementation of programming developed for the camps conducted by the Baptist General Convention of Oklahoma (BGCO). Falls Creek Youth Camp started its second century with a great summer of decisions for Christ and continued strong attendance. CrossTimbers Children s Mission Adventure Camp was also blessed with great attendance and decisions for Christ. The announcement of the expansion of CrossTimbers Children s Mission Adventure Camp to Grand Lake Baptist Assembly in 2019 has created excitement about the opportunity for more churches to participate, especially those in the northeast part of Oklahoma. Camp Perfect Wings Special Needs camp at CrossTimbers and Resonate and Resound Music Camps at Oklahoma Baptist University rounded out the camp opportunities for churches across the state. Summer is also the season for mission trips through GOStudents, which provides an opportunity for students from churches of all sizes across Oklahoma to participate. This summer, mission teams served in the inaugural trips for GOStudents to Belize and to three sites in Oklahoma: Tulsa, Norman, and Lawton. Teams also ministered internationally and nationally in Spain, Portugal, Cambodia, Latvia, and East Asia as well as assisting church planters in Edmonton, Portland, and Seattle. In the summer of 2018 the number of students and sponsors participating in trips doubled from SUNDAY SCHOOL & ADULT DISCIPLESHIP Bob Mayfield, Specialist Dori Turner, Ministry Assistant Sunday School is the largest single organization within Oklahoma Baptist churches. Five years ago the BGCO developed a statewide strategy called ReConnect Sunday School. The convention is committed to Re- Connect as Oklahoma s primary strategy because using the church s Sunday School is the optimal way to involve more Oklahoma Baptists in evangelism and disciple-making. It only makes sense that the church s largest organization focus on the church s primary mission. GO Disciple Beginning in September of 2017 the Equipping Team began developing a new resource to help churches make disciples called GO Disciple (DiscipleME is the student version). In addition to using this resource at monthly Equipping Team meetings, it has also been field-tested and is releasing in September This year four modules have been developed to help make disciples by connecting personal devotions to D-Group participation. Modules developed so far include: Radical Kingdom (Sermon on the Mount), Press On (Philippians), and Jesus is Better (Hebrews). In addition, a generic daily devotion has been developed so that any book or passage of Scripture can be plugged into the resource. ReConnect Sunday School Online Every week, ReConnect Sunday School offers outstanding online doctrinal instruction on LifeWay s Explore the Bible and Bible Studies for Life curriculum lines. The studies are led by Dr. Scott Pace and Dr. Bobby Kelly. These videos are made available on the ReConnect website and ReConnect Facebook page. The Facebook page receives an average of 6,000 views each week. Also, a new online feature is the ReConnect Sunday School app, which is now available on both Apple and Google platforms. This app will make online training an easier process for Oklahoma Baptist Sunday School leaders. To download the app, text RECONNECT to Ministers of Education Beta Collective We began a second year of the Beta Collective in January with 38 churches and almost 90 participants. The Beta Collective is an opportunity for the pastor and minister of education or Sunday School director to hear from some of the best Small Group leaders from across the nation for the purpose of developing and growing an evangelistic Sunday School. ReConnect Sunday School added two new Beta campuses this year in Tulsa and Lawton. The presenter is streamed to the other two locations through Facebook. 86

91 CHILDHOOD MINISTRY CROSSTIMBERS CHILDREN S MISSION ADVENTURE CAMP CAMP PERFECT WINGS Charlie Gatton, Specialist Pat Jones, Ministry Assistant CrossTimbers CrossTimbers 2018 was an amazing summer. Pre-camp training week, May 25-30, was a fruitful time as Claude King from LifeWay shared about Experiencing God with all the college staffers. Everyone worked through this resource during the summer. All the staff adopted an early morning quiet time to their day, which helped them be prepared to minister to all the campers and the sponsors. CrossTimbers 2018 was held June 4-August 3. Total camp registration was 4,662, which represented 129 churches. The Gospel was shared in every aspect of each day: chapel, mission stops, waterfront, target sports, ropes, and even the cafeteria. God moved in a great way! Decisions for the summer were as follows: Salvations - 370; Assurance of Salvation - 37; Rededication - 221; Call to Ministry - 47; Other The total number of decisions was 780. The missions offering of $7, was given to The Church at Estrella in Goodyear, AZ. This new church plant was started by Charles Scheffe, who formerly served at Edmond, First. The CrossTimbers staff and planning committee are already gearing up for CrossTimbers-Davis and Cross- Timbers-Grand Lake for Eleven sessions will be offered at Davis and seven sessions at Grand Lake. BGCO staff are looking for amazing college students to minister at both locations for summer Registration for both camps opens online November 1, 2018, at 8:00 a.m. Registration fills up quickly, so churches should be prepared to be online early. Camp Perfect Wings Camp Perfect Wings was held May 31-June 2. The total registration for 2018 was 203, which includes campers, buddies, and volunteers. David Anderson, Louisiana Baptist Convention, was the camp pastor. This camp is a great opportunity for special needs campers from the ages of 8 to 80. Buddies are volunteers who accompany all of the special needs campers to all the activities and in the dorms. Buddies are a major asset and camp would not happen without them. The CrossTimbers summer staff as well a multitude of other volunteers assisted campers and led out in activities. Dates for Camp Perfect Wings 2019 are May 30-June 1. FALLS CREEK PROGRAMMING Andy Harrison, Specialist Sarah Wooten, Ministry Assistant Falls Creek 2018 Theme: FINISH Theme Verse: Philippians 1:6, And I am sure of this, that he who began a good work in you will bring it to completion at the day of Christ Jesus. As God began a work in us through salvation, He is also sanctifying us day by day. Our commitment is to faithfully engage with Him along the way through the practice of spiritual disciplines, such as prayer, meditation, Bible study, worship, ministry, and generosity. Over the eight weeks of youth camp, there were 5,425 total decisions recorded. Of that total, there were 2,316 professions of faith and 863 call to ministry decisions. The evening services were livestreamed on the Internet by means of livestream.com in order to expand the reach of the youth camp s ministry. In addition, in 2018, the services were livestreamed on Facebook Live. During the summer, Falls Creek evening services reached over 88,000 unique viewers, and this was without any publicity regarding the Facebook streaming. 92 STUDENT EVANGELISM & MISSIONS Brian Baldwin, Specialist Amy Biliske, Ministry Assistant 2018 GoStudents Trips This summer, GoStudents doubled the number of mission trip participants from 140 to 283 students and youth leaders. This was the largest number of students participating in the history of GoStudents. There were 13 projects total in the following locations: Tulsa, Oklahoma City, Lawton, Portland, Seattle, Canada (Edmonton), Belize, Portugal, Spain (Madrid & Seville), Latvia, Cambodia, and East Asia. Everyone did an amazing job, several made professions of faith, and the student s lives were impacted in a special way. The missionaries and church planters have expressed to us again and again how thankful and helpful the teams were to their ministry areas. GoStudents is planning to return to those locations next year. One of the exciting and strategic components introduced this year was working in Oklahoma, which allowed middle school students to participate and gave those who couldn t afford the bigger trips an opportunity to participate with GoStudents. Most of the Oklahoma participants had never been on a mission trip before, which gave them a great start into their missions experience, and it helped them to understand that missions can be carried out in our own state. To learn more about 2019 projects, visit Falls Creek (Decisions/Missions/Evangelism/Training) It was another amazing summer at Falls Creek and one of the highest years for salvations. Around 200 people were trained each week to work the invitation team to be able to counsel all of the students making decisions. Quality displays were constructed for the Missions Center and Mission Village, and they were visited by a large number of students. At the evangelism booth in the Missions Center, hundreds of students learned the GOODNEWS Gospel Conversation and thousands of Gospel tracts were taken by those who wanted to use them for evangelism. Throughout the summer there were hundreds of students who signed up to receive more information about next year s GoStudents trips. This summer s My5 offering totaled $92, over the eight-week period, of which 100 percent goes to missions. The offering helps offset next year s GoStudents trips and supports our One Safe House project that helps ladies caught in sex trafficking get out of that situation and into a safe house run by IMB missionaries in the area. The offering also helps give these ladies jobs in a local bakery. Called to Rescue wristbands were also for sale in the Falls Creek gift shop, which provided an additional $15,000 for this project. Many students learned about being missional with their family and friends, community, and to the ends of the earth at the Missions Forum in the Chapel each week of camp. Many students attended the evangelism breakout each week and experienced a full training in the GOODNEWS Gospel Conversation strategy. The newly refreshed FISH/Worldview Club was shared at Falls Creek during the Missions and Apologetics Forum during morning and evening sessions and in the Missions Center. This was received well and many students will be using this approach on their school campuses this fall. During the morning teaching time, students were encouraged to FOCUS on the mission of our faith, have good FORM through spiritual disciplines, have FORTITUDE through times of difficulty, and to fight the good fight and FINISH well in their life s journey with Christ. The theme FINISH gave many opportunities to encourage students in evangelism and missions. Youth Evangelism Conference (Promotion/Summer Registration) The Youth Evangelism Conference (YEC) was promoted before and during camp. YEC will take place at Falls Creek on January 20-21, A half-price special was offered this summer, which produced a large number of churches who registered. There will be one other price break in November that should get another large group of churches registered early with us. STUDENT EDUCATION Todd Sanders, Specialist Amy Biliske, Ministry Assistant DiscipleMe DiscipleMe is available for download at skopos.org/discipleme. DiscipleMe is a 12-week discipleship plan aimed to develop students who make disciples, closing the loop on discipleship. Students, through small group relationships, are challenged in theology, doctrine, spiritual disciplines, and basic Christian living. A three-week introductory study is also available for groups. DiscipleMe provides a great framework for leaders to connect students and leaders in ongoing discipleship. 88

93 Sunday School Clinics Sunday School training clinics took place across the state throughout the month of August. The Student Education Office was able to provide training material (on teaching, disciple-making, and spiritual challenge) for clinic leaders and well as help staff with trained catalysts if needed. The Call Conference The Call Conference, designed to help students explore the call to ministry God has placed on their lives, took place August 25 at Oklahoma Baptist University. Program guests included worship leader Eden Trentham, Billy Young (Florida Baptists), Heath Thomas (OBU), and Ketric Newell (Crosspoint Church, TN), as well as over ten breakout leaders from around the state training on specific ministry context. The conference challenged students to abide in Christ as they pursued the firm, formed, and flexible call of God on their lives to ministry leadership. YouVersion Reading Plans and Spiritual Follow-Up Resources Check out the expanded reading plans offered by BGCO Youth Ministry through the YouVersion Bible app. The new reading plans include past youth camp quiet time guides and an updated version of the follow-up resource, The Devotional to End All Devotionals! CHILDREN S MINISTRY CHILDHOOD EDUCATION Mark Jones, Childhood Ministry Consultant Pat Jones, Ministry Assistant Community 94 Community 94 resumed from the summer break on August 30, Skype sessions with Clara Mae Van- Brink and Jenny Funderburke-Smith were presented. Breakout sessions were offered on the following four subjects: (1) Incorporating Missions in Kid s Ministry, (2) Parenting Helps You Can Pass Along, (3) Communicating with Teachers, and (4) Bible Skill Games (Blue Cycle.) Community 94 meetings are open to all preschool and children s ministers and offer training to strengthen ministries as well as networking with fellow ministers. The annual Childhood Ministry Retreat will be at Falls Creek on September Overnight lodging will be provided in the Thompson Lodge. Participants can register online at the BGCO Children s Ministry web page. Speakers will include Chuck Peters (Lifeway), Deron Spoo (Tulsa, First), Debbie Miller (Tulsa, First), Mark Jones, and Charlie Gatton. The 2019 VBS theme is In the Wild Amazing Encounters with Jesus, John 20:31 (CSB). The annual Jumpstart event that will be held on November 8, 2018, at Edmond, First. The cost is $15.00 per person and participants can register online at the BGCO Children s Ministry web page. Mission Ignition Mission Ignition will be adding a fourth location for 2019 at Weatherford, First. This location is added to the three established locations in Oklahoma City, Southern Hills; Tulsa, First; and Lawton, First East. Registration is still open to participate in the Mission Ignition Challenge where participants earn awards for their church and challenge kids to be mission minded. Participants are provided a form to record the activities as they are completed. PASTORAL LEADERSHIP Brett Selby, Specialist Kdie Nix, Ministry Assistant Our mission is to equip pastors in the three pastoral tasks proclaim, lead, care so that their churches will fulfill their Biblical mission in Oklahoma, North America, and the world. The mission of the Pastoral Leadership Office has been implemented since the last board meeting through the following: Proclaim: Brett Selby concluded a pulpit supply ministry to Ardmore, First, related to their young adult FUSION service on Sunday mornings. He began a pulpit supply ministry to Edmond, North Pointe. As a part of an ongoing initiative to encourage expository preaching among Oklahoma Baptist churches and help pastors improve their preaching skills, Selby also posted regularly at Lead: Selby consulted with 19 leaders on a variety of topics, including church conflict, ministry placement, staffing, organizational structure, church transitions, church business meeting procedure, evangelism, ministerial crisis, and preaching. He led two breakout sessions on the Doctrine of God for Indian Falls Creek week with 41 participants. Selby provided on-site logistical leadership at two ReConnect Sunday School clinics: Elk City, First (August 12) and Altus, First (August 19). He also developed leadership training material for the pastor breakout sessions at these clinics. Selby led the staff of Edmond, First, in a retreat focused on developing a leadership pipeline for ministry. Selby met with two pastor search committees (Broken Arrow, Aspen Park; Edmond, North Pointe) to provide guidance in their period of pastoral transition. He initiated a partnership with Tulsa Metro Baptist Network and Washington-Osage Association to host a Pastors Date Night in the Tulsa area. Finally, Selby hosted an information table at the Pastors School of Oklahoma Baptist University in Shawnee (July 9-11). As a part of the aforementioned preaching initiative, Selby collaborated with two separate groups of pastors who serve as advisory teams for conferences and workshops held across the state. Care: The BGCO Résumé Sharing Service currently hosts 56 churches and 390 candidates in 20 different ministry positions. The Ministerial Crisis Fund, administered by the Pastoral Leadership Office, funded 59 counseling sessions to Oklahoma pastors, church staff, and their families, and financial assistance to 2 pastors. The cost of these services totaled $5, FAMILY & MEN S MINISTRY Bubba Burcham, Men s Ministry Consultant Sara Pruegert, Equipping Team Administrative Assistant Going forward the Men s Ministry will be branded as Rewired, unofficially. Rewired will have two main focuses. The first focus will be the men s conference in April and the second will be resources for the local church. The conference will continue to be known as the Rewired Men's Conference with a different theme every year. All decisions will be made based on the heart of Rewired, which is to see men s lives changed by the Gospel and lived out in the local church. If something is not in line with the heart of Rewired, then it will not happen. Keith Burkhart will assist Bubba Burcham in the decision-making process to make sure there is a smooth transition. The use and presence of social media will change. Our presence on Facebook, Twitter, and Instagram will be larger as the Rewired brand will advance through these outlets. The reach of each site will grow through organic posts and videos to raise awareness of what Rewired is all about championing the men in the local church. 90

95 Rewired will have affiliate events in the future, partnering with the local church to reach the men of their community. An affiliate event is an event organized and hosted at a local church that is working to reach the men of their community as well as the men in their church pews. Rewired will help to promote the event through various channels and have a presence there. This will only expand the reach of Rewired State Men s Conference The theme for the conference will be The One. The goal is to point men to a right relationship with the One True God through salvation, baptism, or faith in action. The theme is based on Colossians 1: Many of the breakout and Truth Track speakers have been booked. Breaking Free Men s Conference The 2018 Breaking Free Men s Conference will be hosted at Oklahoma City, Cherokee Hills. This conference is similar to the 2017 Cursebreakers Conference with a new name. Breaking Free will focus on helping men break free from the sins of addiction, lust, and envy. Speakers will share stories of triumph over sin through Christ and equip men to do the same. Advanced Men s Ministry The Family & Men s Ministry Office debuted a new men s ministry resource/book in January focused on building a comprehensive men s ministry in a local church. The book is titled, Advanced Men s Ministry Training A Manual for Building Your Men s Ministry. Churches across Oklahoma and the United States are already implementing this practical guide in developing a thriving men s ministry. The book was developed by Keith Burkhart, former Family & Men s Ministry specialist, and is currently available for purchase at YouVersion Bible Studies In July, Rewired launched three new devotionals on YouVersion and Bible.com. These devotionals for men are: 1) Pentecost: The First Great Awakening, a five-day study, 2) Peter: A Leader Made, Not Born, a five-day study, and 3) After Pentecost: The Disciples Deployed, a twenty-day study. These three studies are in addition to the seven men s devotionals from Rewired already on YouVersion. WORSHIP & MUSIC MINISTRIES Randy C. Lind, Specialist Rachael Roberson, Ministry Assistant The BGCO Worship & Music Ministries continue to lead and encourage Baptist churches across Oklahoma to reach up in worship and out in evangelistic efforts. During the recent season people shared stories of how God continues to work in and through His people as they seek to worship Him with their heart, soul, mind, and strength. This was evident in the past few months as children, students, and adults were engaged in worship arts camps, training the current and next generation of worship leaders as well as other opportunities. The mission and privilege of BGCO Worship & Music Ministries is to continue to lead and encourage multiple generations of worshippers and worship leaders. This also gives these men and women opportunities to engage all generations to be partners in the ministry of the local church and be actively engaged in sharing Christ wherever they have the opportunity through their lives, music, and the arts. Oklahoma Baptist Children s Chorus (OBCC) The Oklahoma Baptist Children s Chorus has completed their fifth season and enrollment for the season has begun. To date, the OBCC has enrolled over 50 new members in the group for their upcoming sixth season. A strong emphasis of this group has always been to encourage members to become involved in music and worship training and leadership in the local church and in their community. This encourages children to be engaged and take an active role in ministry and witness. In addition, participation in this group brings young musicians together from across the state and provides a high level of spiritual and musical training. Singing Churchmen (SCM) and Singing ChurchWomen (SCW) of Oklahoma The season for the SCM and SCW is complete and the season begins in a few weeks. Once again, the ministry of these two groups spanned across the state to share the Gospel message. One of 91

96 the highlights of the season was a joint event with the Oklahoma Baptist Symphony as the three groups joined traveled to Washington D.C. During Memorial Day weekend the SCM, SCW, and OBS shared the Gospel and honored our veterans. In addition to a concert in The Kennedy Center, the groups performed at the World War II and Lincoln Memorials. They also partnered with local Washington D.C. area churches for a final celebration concert. An important strength of the SCM/SCW ministry continues to be in the prayers and support of the nearly 600 people involved in these groups. This office receives prayer requests from members as well as churches across the state and are blessed to be partners in this ministry. Oklahoma Baptist Symphony (OBS) The Oklahoma Baptist Symphony season has concluded the and is preparing for another season of ministry that will take them into churches as well as public spaces and schools. Members of the OBS are strong witnesses in their churches and communities, and they intentionally reach out to student musicians and invite them to join on special selections during the concert. The OBS was an important part of the Worship Over Washington ministry with the SCM and SCW of Oklahoma. In addition, fresh and innovative ways are being explored to share the Gospel with their unique sound and ministry. Resonate/Resound/KidFest/Proclaim! 2018 Resonate (Worship Arts Camp) completed its ninth, and perhaps best year. Students and faculty alike focused on worship and ministry/outreach through the arts, but were reminded in a strong way that God can use every person that seeks to follow Him. Resonate, Resound, and KidFest all saw numerical growth, and OBU did an excellent job welcoming the students. Each of these camps provide much needed musical and biblical training for students 4 th grade 12 th grade, plus provides spiritual formation and foundation for worship arts based on biblical principles. Proclaim! 2018 brought worship leaders, worship bands, and worship team members from across Oklahoma for a state-wide ministry retreat. The event this year included a night of worship with the Tommy Walker Band, and also included training for the worship choir and worship orchestra led by Bradley Knight and Camp Kirkland. This event, held every other year, provides a time for worship leaders and worship teams to be led in worship as well as an opportunity to prepare for a new season of ministry with renewed passion as they lead worship in the local church. REPORT TO FINANCE COMMITTEE September 2018 Kerry Russell, Team Leader and Chief Financial Officer Carol Lewis, Administrative Assistant Cooperative Program giving stands at $13,967,715 through July, which is 6.0 percent below budget and 4.1 percent below last year. Edna McMillan State Missions Offering (SMO) stands at $214,373 through July, which is 24.7 percent lower than Capin Crouse issued the 2017 Audit with an unmodified, clean audit opinion. Another year of consecutive clean audit opinions that dates back to 1917, for which we are very grateful. The Financial Plan is complete and will be voted on by the Finance Committee and presented to the board for final approval. The plan will then be presented at the Annual Meeting in November. Thanks for your support through the Cooperative Program and for praying as we manage God s resources. Leslie Osborn, Controller The BGCO Finance Team worked very diligently to early implement the new accounting standards released by the Financial Accounting Standards Board. The 2017 BGCO financial statements were issued by Capin Crouse LLP on June 15, 2018, with an unmodified opinion. These statements include three major changes to notice. The most significate change is the presentation of net assets, with the following classifications: with donor restrictions and without donor restrictions. Secondly, the liquidity disclosure provides enhanced information on the availability of financial resources, and lastly, there is better information about expenses and expense allocations. The BGCO Finance Team is pleased to be one of the first few conventions to successfully complete this task. 92

97 The BGCO Finance Team is diligently working towards the goal of streamlining the current financial processes in order to account for the resources faithfully given by Oklahoma Baptists. A leading example of this is the implementation of the new paperless credit card expense system. Additionally, income billing procedures have been centralized with our accounting software, boosting efficiency and accuracy. COOPERATIVE PROGRAM/STEWARDSHIP D. Hance Dilbeck, Jr. The Cooperative Program (CP) is the funding vehicle for Southern Baptist ministries and missions, and Oklahoma Baptists continue to show strong support for CP giving. Since May 2018, a number of promotional materials have been developed by the BGCO to tell the story of what God is doing through the generosity of Oklahoma Baptists. In May, Bob Shelton, who served as BGCO Director of Cooperative Program/Stewardship/ Associational Relations since 2004, retired from his role. Shelton s CP promotional efforts were recognized nationally among Southern Baptists. His duties, which expanded beyond CP promotion, were distributed to various leaders within the BGCO. Marketing efforts and church outreach related to the CP have been relocated to the BGCO Executive Office. In August, Chris Forbes, who previously served in the BGCO Church Planting Office, was announced as BGCO Branding and Marketing Specialist. Forbes, along with BGCO Communications Director Brian Hobbs, will develop creative and integrated marketing strategies for the BGCO and the CP. By harnessing traditional and new media, they will expand CP marketing efforts in order to reach diverse and multi-generational audiences. REPORT TO MOBILIZATION COMMITTEE September 2018 Alan Quigley, Team Leader Andrea Kelley, Administrative Assistant The Mobilization Team report will demonstrate a multitude of ways that Oklahoma Baptists are partnering together to reach our state with the Gospel. This team is excited to be a part of the work Oklahoma Baptist churches are doing together to impact lostness, and has been very active in training and equipping events across all regions of Oklahoma. The Mobilization Team partnered with associations and churches to accomplish their ministries. Song Cho resigned as the Robert Haskins School of Christian Ministry (RHSCM) Associate Dean. Cho got married and moved out of state where his new bride was employed. Hannah Sawyers resigned from her position of Mobilization Team Receptionist and Ethnic Ministries Assistant. Sawyers has taken a job as a school teacher. Bettsy Yarbrough resigned as the Evangelism Ministry Assistant. Yarbrough took a ministry job with a local church. The team has added two new staff members and reassigned two others since our last report. Henry Chan is our part-time associate for RHSCM. Chan also serves on staff at Oklahoma City, Trinity. Denny Freeman announced his retirement, which will be effective December Chad Coleman, former BCM director at the University of Central Oklahoma, joined the team as Baptist Collegiate Ministries Strategist in August and is working alongside Freeman to learn the new role. Tara Matlock moved from the Multi- Vocational Pastor (MVP) and Demographics Ministry Assistant to serve as the ministry assistant for Evangelism, Partnership Missions, and Demographics. Shelley Urton moved from a part-time ministry assistant role to the Mobilization Team Receptionist, Ethnic Ministries and MVP Ministry Assistant position. The adjustments in our ministry assistant area reduced our staff by one full-time and one part-time position. BAPTIST COLLEGIATE MINISTRIES and EMERGING GENERATIONS EVANGELISM Cris Lowery, BCM Specialist Denny Freeman, Facilities Specialist Chad Coleman, BCM Strategist Carissa Jones, Ministry Assistant Sumer 2018 was an impactful time for Baptist Collegiate Ministries (BCM). Eighteen BCM leaders and one church collegiate minister led incoming freshmen in the Next Chapter material at Falls Creek, Kiamichi Baptist Assembly, Summit Camps, and Grand Lake Baptist Assembly. This resulted in gathering information on over 2,200 students as well as providing an opportunity for personal introductions to BCM leadership across 93

98 the state. Three BCM leaders served at Super Summer and facilitated personal introductions between 330 leadership students and the BCM leaders who serve on the campuses where the freshmen are attending this fall. This continues to be an important and strategic part of the BCM recruiting effort in Oklahoma. Over 50 BCM directors and staff attended Collegiate Summit sponsored by LifeWay. This proved to be a great time of connecting with other college leaders around the country as well as providing time for Oklahoma staff to build deeper connections with each other. The appreciation for Oklahoma Baptists commitment to collegiate ministry was reaffirmed as leaders spent time with collegiate leaders from other states. Oklahoma continues to be at the forefront of setting the pace for collegiate ministry around the nation. Details were finalized and an employee hired for the BCM director position at Langston University. This formalizes a partnership between the Oklahoma Baptist State Convention and the BGCO. The building that housed the former Baptist Student Union (BSU) ministry has undergone recovery and repair through the efforts of the Oklahoma Disaster Relief volunteers and some local church volunteers. This will be a focal point for the new ministry and will aid in continuing the legacy of collegiate ministry on that campus. Churches and associations continue to request materials and leaders to help in teaching the keys to effective young adult ministry. BCM leaders are using these opportunities to aid in the effort to reach the emerging generation in Oklahoma. CHAPLAINCY & COMMUNITY MINISTRIES Kenny Kelly, Specialist Marianne VanZandt, Ministry Assistant Recent Trainings and Events: KLOVE Sponsored Training: Crisis Care (CRC), an extension of the KLOVE ministry that seeks to further equip and deepen the knowledge of first responders, chaplains, and community volunteers, partnered with the BGCO to offer, at no charge, the following courses at the Baptist Building on May 29-June 2: Group and Individual (GRIN) CISM with K. C. Peterson, certified International Critical Incident Stress Foundation (ICISF) instructor 15 participants Suicide Prevention, Intervention and Postvention with Dr. Naomi Paget 31 participants Spiritual Psychological First Aid with Dr. Naomi Paget 27 participants Traveled to Southbury, Connecticut, in response to tornado (June 17-21) Dispersed Oklahoma Baptist Hunger Relief funds to 23 feeding programs across the state in the amount of $17,450 (July 10) In 2018, KLOVE agreed to partner with the BGCO to offer two training events as part of their Crisis Response Care (CRC) program. CRC is designed for the first responders, chaplains, and community volunteers to deepen their knowledge in the area of crisis response. Normally these trainings would cost organizations hundreds, even thousands, of dollars. With the help of KLOVE and CRC, five essential and foundational trainings are being offered in Oklahoma City and Tulsa. In July, the Chaplaincy Office began supporting Dr. Joel W. Harder with Capitol Commission with a monthly support of his ministry. Capitol Commission s mission is to reach the Capitol community for Christ, one person at a time, to disciple them, and to prepare them for a lifetime of ministry, wherever God chooses to place them. Harder is the state minister for Oklahoma through Capitol Commission. As state minister of Oklahoma, he serves as chaplain for legislators, lobbyists, and staff members at the Capitol. Harder teaches weekly Bible studies, visits with the members on a regular basis, prays and counsels with them as opportunities allow. One of the ways the BGCO will begin reaching out to those at the Capitol is to work with Harder at the beginning of each year before the legislative session begins to provide a support and thank you breakfast for the members of the Capitol community. Also in July, Kelly began talking with Oklahoma City, Northwest, about providing a baptism ministry at the local county jail. Additionally, Kelly and Kyle Jernigan, Administration and Worship Pastor at Oklahoma City, Northwest, will be discussing the possibility of their church providing a Prisoner Assimilation ministry. The Chaplaincy Office has been working hard at creating publications for the various chaplain ministries provided and supported. Brochures for Community Impact Chaplaincy have been completed and are being printed. Community and Congregational Impact Chaplaincy is the primary focus of the Chaplaincy Office right now. Chaplaincy, Kelly believes, is going to become one of the most impactful ministries of the future. Equipped with the best low-key, no hassle, non-denominational stress management, crisis intervention and coping training available, chaplains can find a place of service among members of the community where pastors, ministers, and evangelists cannot. With that in mind, the Chaplaincy Office is pushing for more people to 94

99 become trained chaplains and enter their community s business as agents of their church in order to minister the light and love of Christ to them. In addition to this, Congregational Impact Chaplaincy is a way chaplains can also serve within their own church. There are more needs in the church than one pastor and church staff can handle. By establishing a Chaplain s Ministry within a church, chaplains can serve their church family and at the same time support their pastor and staff by being a listening ear to the congregation, aiding them with the everyday problems they face, and facilitating life-relevant trainings within the church to help them be more successful Christians. At the end of September, Kelly will be traveling to Latvia with Mike Hand on a vision trip with pastors from Oklahoma considering a potential partnership. During the trip, Kelly will be leading a one-day conference for the local pastors discussing chaplaincy and community ministry. 100 Assess The CPG s conviction is that the most important human element in church planting is the church planter; therefore, a complete and accurate assessment of the church planter candidate is critical. Last year the CPG moved to using the three and one-half day model of the Church Planting Assessment Center (CPAC). The goal is to have two of these per year. One in May and the other in October. The next CPAC is October 9-12, There are 10 couples registered for assessment and 21 assessors. Since the beginning of 2018, there have been 37 potential church planting candidates take Initial Screening Assessment (ISA) online. Train First Steps for Planting a Missional Church is our standard church planter training. This was a twoday training held on March 8-9, 2018, with 21 in attendance. Next Steps for Leading a Missional Church is our next level of church planter training for planters who are in the second year and beyond of planting. This two-day training was held July 20-21, A video course First Steps for Planting a Missional Church for the Robert Haskins School of Christian Ministry is ready for the 2018 fall semester. Coach Discovering the right planter is the most important human element in successful church planting. Having a well-trained and experienced coach for that church planter is the second most important. The project to overhaul our monthly reporting system with our funded church planters is integrated in with our coaching system. The developer is working now for a patch to our coaching and reporting system so that new planters beginning in October 2018 and later will be on the new reporting system. The new reporting system will cover five areas of concern as well as statistics of membership, attendance, financial contributions, and giving. The five areas are: Reaching New Believers, Making Disciple Makers, Multiplying Churches, Pursuing Sustainability, and Envisioning the Future. Care The CPG took 14 staff and planters to the 2018 Southern Baptist Convention in Dallas, Texas. Birthday, anniversary, and prayer need cards were sent to the planters. Plans for future church planter regional fellowship events are planned for later this year. Multiply A workshop entitled How to Lead a Successful Church Planting Ministry will be offered September 20-21, Currently, 22 are registered for this workshop. This workshop is for associational directors of missions, associational church planting teams, pastors, and church leaders who are interested in leading in church multiplication. DISASTER RELIEF Don Williams, Specialist Marianne VanZandt, Ministry Assistant Oklahoma Baptist Disaster Relief (DR) has been busy over the past four months answering the requests for assistance by those impacted by disaster in Oklahoma and throughout the United States. Oklahoma Baptists responded to the May 2018 wildfires in western Oklahoma by feeding firefighters and providing recovery services to homeowners. Seventy-five homes were destroyed by the fires; Oklahoma Baptists ministered to and prayed with 66 of those homeowners and provided ash-out (recovery) services for 37 of those homeowners. Northwestern Association churches provided meals for the first week and opened the associational camp grounds for teams to stay during the four-week response. Okmulgee County (the cities of Okmulgee and Morris) sustained large-scale wind damage. Oklahoma Baptist chainsaw teams were requested to help in recovery efforts. Teams cleared debris for 50 homeowners and Okmulgee, Southside. Okmulgee, Calvary provided noon meals for all teams and North Canadian Association opened their building for out-of-town team members to cook and stay overnight. Connecticut had four tornadoes on May 15, Oklahoma Baptist chainsaw teams traveled 1,500 miles to work alongside other Southern Baptist Disaster Relief groups. Southern Baptist DR was the only organization providing relief assistance to homeowners in Connecticut, which reflected well on the one and only SBC church in the three county area. 96

101 Heavy rains brought widespread flooding to south Texas on Fathers Day weekend. In the hot and humid weather, Oklahoma Baptists brought mud-out teams to assist Texas Baptists with recovery efforts in Weslaco, Texas. Southern Colorado wildfires erupted and Oklahoma Baptists initially sent feeding teams to provide meals for firefighters and other first responders. Ash-out teams followed and mud-out teams were sent due to mud slides following heavy rain. LeFlore Association hosted a foster care family training event at the associational camp July 28-29, Over 500 individuals attended and Oklahoma Baptist DR provided food for the event. Oklahoma Baptist DR is providing training and team building opportunities as teams work to remodel the Langston BCM building. As the work continues, there have already been three individuals that have committed to great involvement in disaster relief work. With roof repair, new flooring, upgraded restroom and kitchen, the BCM should be a warm and inviting place for college ministry to occur. During the month of June, Oklahoma Baptists sent 23 disaster relief team members to Puerto Rico to help repair two churches, Iglesia Bautista de Lomas and Iglesia Bautista Restauracion de Juana Diaz. Once the projects were completed, the teams were able to attend worship services and celebrate the work that God accomplished. One of the pastors said that many people and groups had come to help, but that Oklahoma Baptists were the only ones who focused on ministering to the pastors and strengthening the local churches. This is also part of the training and preparation of a statewide network of Hispanic evangelism leaders. Hispanic Ministry staff preached at 17 Hispanic churches, preached in regional Hispanic fellowships and other events. The Hispanic Ministries specialist began training recent Hispanic church planting internship graduates in weekly storying evangelism called Weaver s, part of Evangelism Explosion training. Sunday School Evangelism Training Hispanic Ministry staff have conducted 3x3 trainings in June, July, and August in Ardmore, Enid, and Lawton. This includes approximately 15 Hispanic churches with approximately 100 in attendance at the three locations. More conferences are being planned, including the Hispanic churches in the Panhandle in early October. These have been enthusiastically received and very fruitful. Hispanic Expository Preaching Conference Hispanic Ministries held its annual preaching workshop for pastors at Oklahoma City, Iglesia Bautista Central. Over 30 pastors participated in this three-day training on expository preaching given by Spanish speaking instructors from the Charles Simeon Trust on May Considering the time constraints most multi-vocational pastors experience, Hispanic Ministries is in the process of offering regional training opportunities around the state for Hispanic pastors and church leaders who have the desire to attend these types of training events, but because of work or ministry commitments are not able to travel to Oklahoma City. 97

102 Hispanic Women s Conference Hispanic Ministries, in partnership with Amy Cordova and Women s Ministries, held its annual Hispanic Women s Conference on July 14 at Oklahoma City, Southern Hills. Over 120 women from around the state were blessed by the LifeWay conference speaker, Ana Melendez, who shared words of encouragement but also challenged them to hold onto the promises of God for their lives. A special offering was collected during the event to be given to the ministry of HOPE pregnancy centers. HOPE communicated that they had used the offering to pay for a bus bench ad for five months near an abortion clinic in south Oklahoma City. Pastoral Ministry Hispanic Ministry staff continue to meet with and support Hispanic pastors around the state as well as provide counsel and assist these pastors in leading healthy churches. Over 30 pastors have been met with since the end of May. Churches without a pastor continue to seek advice as they look for a new pastor. Puerto Rico The Hispanic Ministries specialist traveled to Puerto Rico in August to represent the Robert Haskins School of Christian Ministry (RHSCM) at an event for Puerto Rican pastors sponsored by Oklahoma Baptist Disaster Relief. The use of the RHSCM for training pastors and church leaders in Puerto Rico is planning to begin in Robert Haskins School of Christian Ministry (RHSCM) New courses were developed and recorded since May. In the Native American program, Emerson Falls and Jennifer Barnett have developed new courses. In the African American program, Walter Wilson and Ida Copeland have developed new courses. In the multi-vocational pastor (MVP) program, Ashley Allen, leader of North Carolina Women s Ministry and a seminary professor developed and recorded Women s Ministry II. Todd Sanders developed Youth Ministry I, Blake Gideon developed and recorded Preaching I, and Mark McClellan developed and recorded Baptist Beliefs. In the Hispanic Program, Rudy Gonzalez developed and recorded Overview of the Bible, Ana Melendez developed and recorded Women s Ministry II, and Mark McClellan developed and recorded Baptist Beliefs. Meetings were held to open a center for classes in Tulsa and Lexington. The dean of RHSCM held instructor meetings with five new instructors. The RHSCM will return to an onsite new student orientation August 25. This is a return from an online orientation the previous year. MULTI-ETHNIC MINISTRIES Emerson Falls, Specialist Ben Little, Strategist Walter Wilson, Consultant Shelley Urton, Ministry Assistant Evangelism Because the vast majority of Native Americans in Oklahoma are unchurched, equipping local Indian churches in evangelism is a priority. An annual time of encouraging and equipping the church occurs at the Oklahoma Indian Evangelism Conference. In order to involve more people and churches in this event, the conference will become a one-day event, held in multiple locations throughout the state. 103 In addition to the regional evangelism conferences, the Native American churches in Oklahoma will conduct simultaneous revivals in April Revival is the prelude to evangelism. Before churches can experience the power of God in evangelism, there must be spiritual vitality in the churches. This is the purpose of conducting simultaneous revivals. Because of the intentional effort to encourage and equip churches, Native American churches have seen an increase in baptisms. This year, Native American churches reported 404 baptisms (an average of 5 per reporting church). Leadership Development The key to having healthy churches is leadership. The primary goal of the Native American track of the RHSCM is to recruit and train new leaders for our churches. The Native American church is culturally unique. No other school or training center equips leaders to serve in the Native American context. The training received in the Haskins School is culturally relevant training. Kyle Gipp is a RHSCM student. He was recently called to be the pastor of Weatherford, Indian. The church is growing. He took over 30 people to Indian Falls Creek and over 20 people made decisions. Emmitt McKenzie is also a RHSCM student. He was called to be a church planter in Watonga, Oklahoma. In the past year, he has regularly baptized those who were being saved. At Indian Falls Creek, a member of his congregation surrendered to pastoral ministry. This decision is the first of its kind for western Oklahoma in many years. In the 2018 spring semester, 11 students took courses in the Native American track. Three of the students have accepted pastoral or church planting positions. The Native American Ministries staff is working to help the other five students find ministry positions in Native churches. In the 2018 fall semester, 16 students have enrolled for classes. Such growth is encouraging. Church Planting Native American churches continue to be planted through the BGCO Church Planting process. Currently, there are three funded church plants: Ponca City (Clifford Springwater, planter) Sallisaw (James Pathkiller, planter) Watonga (Emmitt McKenzie, planter) Mission Points There are locations where there is a low population of unchurched Native Americans. In such areas, it is unlikely that full-time ministry can be supported by the local people. Because Native Americans represent 9 percent of the state population, if the BCGO is going to impact the lostness of Native people, the BGCO must find a way to minister in low population areas. In such areas, the BGCO will develop mission points, or places where a Gospel ministry is established and supported by the local people. A person or couple is identified who will go to the mission point for the purpose of starting an evangelistic Bible study in the area. This person(s) could be a lay person who is an active Christian in their own church. The goal is to start a local Bible study, develop a local person to lead the study and leave. This will provide a Gospel witness in areas where it would be difficult to sustain with outside resources. Mission points are currently in process at the following locations: Talihina, Tonkawa, and Enid. He is also the pastor of Lawton, Friendship. Wilson serves as the director of the African American track of the RHSCM. Courses are being developed to strengthen and develop African American pastors. Although the number of African American churches affiliated with the BGCO is small, there is much potential for growth. Wilson has been meeting individually with pastors and several have expressed interest in affiliation with the BGCO. This is a new ministry, but the results are encouraging. 99

104 In June, a group from the Mobilization Team, African American pastors and wives, and Wilson attended the Congress of Christian Education, sponsored by the National Baptist Convention (NBC). It was a time of inspiration and encouragement, and a time of building relationships with NBC churches. In July, with support from the BGCO, Wilson was able to take pastors and their wives to the Black Church Life Conference hosted by LifeWay at Ridgecrest Conference Center. The purpose of the conference was to coach, empower, and disciple African American leaders. Worship services, Bible study, more than 150 workshops, Christian service opportunities, dinners, and recreational events were held during the week. In addition, this was a time for Wilson to build stronger relationships with the Oklahoma pastors. The African American Ministry has partnered with the BGCO Evangelism Office to host two evangelism rallies to equip African American pastors and lay people with evangelism tools. The theme was Working Together for Kingdom Business. The first rally was held at Tulsa, First North on August 4, Speakers included Art Hallett and Dr. A. B. Vines. The second rally was held at Oklahoma City, St. John Missionary on August 11, Speakers included James Dixon, Jr., Dr. A. B. Vines, and Art Hallett. MULTI-VOCATIONAL PASTOR MINISTRIES Philip G. Jones, Strategist Shelley Urton, Ministry Assistant Since announcing the name change from Smaller in Attendance Church (SAC) to Multi-Vocational Pastor (MVP) Ministry, rebranding the ministry has taken a priority. Soon, MVP Ministry will have new literature and a new look on social media. Social media will be used to promote opportunities available to MVP pastors and churches. MVP Ministry continues to do one-day deacon training events across the state. Two hundred seventy pastors, deacons, and other laymen have attended these one-day events. Three more one-day events are scheduled in the fall. Dr. Ted Kersh, author of Together in Ministry, has assisted Philip Jones with the training. MVP Ministry is making plans to promote and train pastors to conduct Church and Community Spiritual Awakening Project. Most Oklahoma Baptists would agree that there is a need for spiritual awakening in our state. Those in MVP Ministry ask for prayer that this project will cause the smaller in attendance churches collectively to see a closer and more dynamic relationship with God. This will hopefully result in a spiritual awakening in the church and the community. Churches that participate will make a commitment to begin praying 2 Chronicles 7:14 in January, then to begin praying in earnest for their community in May, develop a prayer list of people who need Jesus in June, and in October schedule a revival/crusade for the purpose of presenting a clear Gospel message. Each church member will be asked to make a diligent effort to bring the people they have been praying for to the revival/crusade services. MVP Ministry will provide financial assistance to any MVP church that may not have the money to conduct this project and provide materials to help each pastor conduct the project. PARTNERSHIP MISSIONS Mike Hand, Strategist Tara Matlock, Ministry Assistant God continues to go great things through Oklahoma Baptists and our three partnerships. BGCO partnerships have reached an epic increase from 9 in 2016 to 85 at the end of this quarter. Guerrero The BGCO is in its fourteenth year of partnership in Guerrero, Mexico. During the past 13 years, Oklahoma Baptists have assisted in planting 78 new churches and have received reports of more than 1,600 professions of faith. The situation with the increase of drug cartel activity and the travel warnings issued by the U.S. State Department continue to be monitored. While this is not the first time travel warnings have been issued, no new vision trips are being planned at this time. Financial support for the work in Mexico still continues as the BGCO partners prayerfully watch the updates on travel. Edmonton Interest in the partnership with Edmonton, Alberta, continues to increase among BGCO churches. Currently, there are 32 BGCO churches and associations participating in the partnership in Edmonton. Statistics indicate that 62 percent of pastors attending vision trips to Edmonton have become active partners with the mission in Edmonton. 100

105 In the fall of 2017, the West Edmonton Fellowship, a new church plant established a 4,500 resident apartment complex, was asked by Boardwalk, LLC, the corporate owners, if the West Edmonton Fellowship leadership would start a church in a sister property across town. Whitewall Fellowship soon began in this new 2,500 resident opportunity. There are now five BGCO churches partnering with this new church plant. In July 2018, corporate owners of both complexes asked the leadership about starting new churches in two more sister properties in Calgary. Pray that Oklahoma Baptists will be raised up to help with these new works in Calgary. Calgary will not be a new partnership, but rather an extension of our current Alberta partnership. Latvia Latvian partnerships have increased to 35. Seven pastors and directors of missions traveled to Latvia May 16-23, Latvia is now our largest partnership. To date, approximately 63 pastors have traveled to Latvia. Alberta (expansion) In November, there will be a team of pastors and wives travel to Calgary for a vision tour and attend an Alberta/Oklahoma pastors and wives retreat sponsored by the Canadian National Baptist Convention. Dr. and Mrs. Dilbeck will be the featured speaker and guests for the retreat. With 34 churches in Calgary, our prayer is that the vision trip/retreat will see 25 percent of the Calgary churches engaged with an Oklahoma partner by the end of PERSONAL EVANGELISM Mike Napier, Specialist Tara Matlock, Ministry Assistant During this quarter, the Evangelism Office had conducted the following: Met with three different associations to encourage them in the work of evangelism. Conducted one Evangelism Tune-up. Assisted in evangelism equipping and outreach with Baptist Village Community campuses in Hugo, Owasso, and Oklahoma City. Partnered with Lester Volger with the Oklahoma Evangelism Explosion (EE) in strengthening and ongoing training of churches. The results from the quarter are as follows: Eight churches trained Evangelism training for churches planning mission trips Twenty-seven churches are currently active in EE One hundred twelve prospective churches are being visited with about beginning EE Coordinated two summer evangelism teams to impact and strengthen 16 churches across Oklahoma. The teams conducted door-to-door evangelism, special children s nights and youth nights, and facilitated community events where the Gospel was presented. The two teams also preached and led worship on Sunday mornings. Below are the approximate results from the summer teams: Visits made 2,761 Community Events Attendance 857 Youth Events Attendance 484 Children s Events Attendance 476 Prospects (to be followed up with) 673 Salvations (reported) 26 Over 2,000 in attendance for worship Countless number of times people were prayed with and encouraged Prison EE is impacting early release and prisons. Several are coming to Christ and being baptized. For instance, the prison in Sayre just completed a semester of EV2 and reported 15 salvations and baptisms. This is mainly from prisoners sharing the Gospel with other prisoners. In conjunction with the African American consultant, two African American evangelism rallies are being carried out: one in Tulsa and one in Oklahoma City. These are historic, as it has never been done before. The plan is to repeat the process for next year. Strengthened 17 churches in the work of evangelism. The evangelism tents have been used four times to share the Gospel. Assisted approximately 40 churches and associations with evangelism resources. 101

106 The RELAY Profile has been reconstructed and can be found and used on the Most Important Thing web site. Church Renewal ministries has conducted four renewals this year and has three more scheduled for this fall. Literacy Missions English as a Second Language (ESL) workshop is being planned for early fall. Continued planning for the 2019 and 2020 State Evangelism Conferences. The Most Important Thing web site ( has been updated and released. The new site offers the capabilities of both written and video testimonies. A Most Important Thing smartphone app will also be launched to aide in the sharing of the Gospel. Text the word Evangelism to and download the EvangelismOK app on your smartphone. WOMEN S MISSION & MINISTRIES Amy Cordova, Specialist Alexandra Bays, Ministry Assistant Falls Creek Women s Breakout: Each week of Falls Creek Youth Camp, a women s ministry breakout was held for ministry wives and women sponsors. This was a time of prayer and encouragement. Oklahoma Women s Ministry Leadership Forum: Two training events occur in September: The Oklahoma City Forum scheduled September 8, at Oklahoma City, Southern Hills and The Tulsa Forum scheduled September 15, at Jenks, First. Each attendee is equipped with various resources, including fresh missions ideas and new ministry worksheets. In addition, a Facebook group has launched for women in ministry to receive resources and encouragement year round. Edna McMillan State Missions Offering: Promotional materials have been mailed to every BGCO church and orders have been completed. A new social media campaign has been added to the mission s promotion and education allocation. Churches are able to place standing orders to automatically receive their missions offering materials. This year s goal is $1.1 million. Ministry Wives Weekend: This annual event for ministry wives will be held September at Edmond, First. Special guests include Lori Merrill, founder of Keeper s Ministry, and the Jeremy Freeman family, pastor at Newcastle, First. Worship will be led by Randy and Lauren Faram, minister of students at Edmond, First. Beyond this annual event, over 30 ministry wives gathered at the SBC Annual Meeting in Dallas over lunch for a time of fellowship and prayer. Currently, over 675 ministry wives have joined the BGCO Ministry Wives Facebook group as an avenue for prayer, encouragement, and special announcements. Missions Celebration: The annual Missions Celebration will be held Monday, November 12, at Edmond, First. The event is open to anyone, but special invitations are given to current, past, and emeritus IMB personnel. The Oklahoma Missionary Parents Fellowship will meet prior to the dinner. This year s celebration will focus on the WMU them for the year Unshakeable. Lottie Moon Christmas Offering: Promotional materials will be mailed to all BGCO churches in October and orders will be filled through the month of November. The week of prayer for international missions is December 2-9. State Evangelism Conference: A women s session will be offered on Tuesday, January 29, 2019, as part of the State Evangelism Conference at Del City, First Southern. 102

Scott Phillips, Team Leader Shasta Kimbel, Administrative Assistant COMMUNICATIONS GROUP Brian Hobbs, Communications Group Leader Stephanie Boone, Ministry Assistant The Baptist General Convention of Oklahoma (BGCO) Communications Group tells the story about what God is accomplishing through Oklahoma Baptists. From advancing adoption in Oklahoma to churches serving children and families amid the teacher walkout, the BGCO Communications Group and Baptist Messenger have highlighted a wide range of positive stories in the news media and through BGCO print and digital platforms. THE BAPTIST MESSENGER Brian Hobbs, Editor Chris Doyle, Managing Editor Highlights from the Baptist Messenger in the second quarter of 2018 include reporting the results of many BGCO-sponsored events, including the summer sessions of Falls Creek and CrossTimbers. The March 1 edition of the Messenger featured D. Hance Dilbeck s first article as Executive Director- Treasurer. The April 12 edition highlighted Oklahoma Baptists serving families and communities during the statewide teachers walkout. Different churches and state associations hosted day camps and provided lunches, and Oklahoma Baptist Disaster Relief fed meals to state troopers who were on site at the state capitol, providing security during teacher walkout demonstrations. The month of May was National Foster Care Awareness Month, and the Messenger featured a story on five Oklahoma Baptist pastors families and how they have opened their homes and hearts to children in need through foster care and adoption. Preparing voters for the 2018 Oklahoma primary election, the Messenger provided information and commentary in the May 31 edition on State Question 788 as it related to the legalization of marijuana for medical purposes. The Messenger also featured a report from the Southern Baptist Convention Annual Meeting in Dallas, Texas. The Spanish Messenger s second edition of the year was published with the July 12 issue. Churches also responded with Vacation Bible School photos that the Messenger published for consistent weeks. The Messenger Insight podcast/vidcast program continues to draw listeners and viewers. Some Insight guests included Dr. Matthew Arbo, assistant professor of Biblical and Theological studies at Oklahoma Baptist University, who spoke on the struggles of walking through infertility; Iranian church planter Farshid Amin sharing his story From Islam to Christ; authors Jackie Green and Lauren Green McAfee spoke on how a woman s every day shapes an eternal legacy; and the Messenger s featured columnist Walker Moore Skyped in to tell of powerful mission stories during his trip to Hungary. WordslingersOK.com continues to be an effective communication source as a blog website with more than 15 bloggers contributing regularly, offering blogs on topics relating to news, culture, faith, and more. ELECTRONIC MEDIA Cory Sams, Audio/Video Strategist The audio/video portion of the Communications Group has continued to produce numerous video pieces for the BGCO including: Explore the Bible video series, video courses for the Robert Haskins School of Christian Ministry, various promotional pieces, and the Messenger Insight video podcast with guests including Lauren McAfee & Jackie Green, Danny Ringer, Matthew Arbo, and Farshid Amin. Production continues on the Messenger Insight audio podcast with guests including Ruth Chou Simons, David McIntyre, and Chris Forbes. Production assistance was also provided for Associational Children s Camp, Youth Weeks, Indian Falls Creek, and Lifeway Collegiate Week at Falls Creek Conference Center. 103

108 WEB DEVELOPMENT & INTERACTIVE MEDIA Grant Bivens, Web Developer The Communications Group manages dozens of websites and web applications for the BGCO. Braden East was recently hired to the Web Designer role to assist the Web Developer as the demand for web and social media projects grow. In the final quarter of 2018 a change in hosting companies will be made to provide a more stable environment for all the BGCO websites. Work continues to migrate static assets (images, pdfs, mp3 files, etc.) to Amazon Web Services to be used as a content delivery network to increase performance and load times. In addition, the BGCO is using social media, , and text messaging to promote various events and continually exploring the use of new social media platforms for outreach. ETHICS & RELIGIOUS LIBERTY COMMITTEE Brian Hobbs, ERLC Committee Liaison Through a series of articles in the Baptist Messenger and highlighting resources, the BGCO s ERLC Committee took an active role in the debate of State Question 788, the so-called medical marijuana ballot measure approved by voters in June The ERLC continues to monitor key issues in the culture, including foster care, protecting the unborn, and promoting marriage. PUBLIC RELATIONS Brian Hobbs, Communications Director From BGCO Disaster Relief to Falls Creek, the public relations department for the BGCO garnered positive news attention for Oklahoma Baptists in From The Oklahoman to the Tulsa World, from KFOR-TV to KTOK, Oklahoma Baptist voices and stories were shared with audiences across the state. The BGCO public relations director continues to send out frequent news releases and alerts, sharing with media about positive events and ministries the convention is advancing. TECHNOLOGY Will Wright, Director of Technology The Office of Information Technology provides planning, implementation, and maintenance of network services for the BGCO offices, BGCO conference centers, and as a contractor, providing the same services for Baptist Village Communities (BVC) at 14 BVC campuses. These network services include infrastructure cabling, switches, wireless access points, routers, and a combined total of over 100 servers (most of which are virtual). Also includes support of over 600 users and personal computers consisting of laptops, desktops, and tablets, three separate but interconnected phone systems for the BGCO, The Baptist Foundation of Oklahoma, Oklahoma Baptist Homes for Children, and Baptist Village Communities. Over 1,000 intelligent technological devices are managed and maintained. As of this time, 10 of the 7 planned BGCO projects for 2018 have been completed, with 3 others still in process. This includes several projects associated with the new technology aspects of the BGCO financial audit. Late in 2017 the IT Office developed a new inventory database for managing all BGCO and BVC computers and servers. In conjunction, a complete physical inventory of the Baptist Building, Falls Creek, CrossTimbers, and four of the BVC large campuses was performed. The process for completing this inventory at all BVC campuses is still underway. The transition of moving the enterprise over to domain functional level of Server 2012 is 50 percent complete. The helpdesk ticketing system reported that 1,253 help requests were handled in the second quarter of A 99.5 percent resolution rate was achieved with an average response time of 1:50 including weekends and holidays. 104

109 FALLS CREEK CONFERENCE CENTER Keith Burkhart, Director of Conference Centers Elizabeth Keck, Ministry Assistant The Falls Creek Conference Center began camp season with two sessions of Associational Children s Camp (ACC). By the end of their second session, registration totaled 7,851 and there were 525 professions of faith. Eight incredible weeks of youth camp followed ACC. This year s theme was Finish based on Philippians 1:6. The program staff recorded 2,173 salvations and 5,008 decisions overall. Total registration for youth camp this summer was 56,423, an increase of 4,190 over More than 2,900 attended the 71st Indian Falls Creek. Indian Falls Creek also experienced an increase in attendance, seeing 164 salvations and a total of 327 decisions. The Falls Creek Conference Centers became the new host sight for Lifeway s Collegiate Week, which was formerly located at Glorieta, New Mexico. By moving to Falls Creek, Collegiate Week experienced an increase of over 500 registrations, bringing total registration to approximately 2,000. Lifeway s Collegiate Week leadership is excited about its future home and what Falls Creek has to offer the camp. With the addition of Collegiate Week, Falls Creek Conference Center s total summer registration was over 69,000. CROSSTIMBERS CONFERENCE CENTER Keith Burkhart, Director of Conference Centers ----Elizabeth Keck, Ministry Assistant Clay Young, CrossTimbers Manager CrossTimbers started camp season with a newly remodeled dining facility, program office, and program lodge rooms that transformed the look and functionality of camp. The camp season began with Camp Perfect Wings. Camp Perfect Wings is designed for mentally and physically challenged campers of all ages. The camp hosted approximately 200 campers and their caregivers for a wonderful week of camp. The Conference Center then hosted eleven sessions of CrossTimbers Missions Adventure Camp. The total registration for the camp was 4,443 campers representing 129 churches with 370 professions of faith. CrossTimbers continues to expand its ministry impact, registering churches as far as Texas and Kansas. CHURCH AND EMPLOYEE BENEFIT SERVICES Thomas Jordan, Specialist Lou Ann Abel, Ministry Assistant Mary Seifert, Ministry Assistant Tax Seminars Seven Tax and Internal Controls Seminars will be held in September and October throughout Oklahoma. Hundreds of church staff and volunteers attend the seminars every year. The seminars educate churches about their financial responsibilities with respect to payroll, charitable contributions, and many other financial issues. Insurance The BGCO self-funds medical and dental benefits for employees. The medical plan is tracking at approximately 20 percent over budget. The dental plan is tracking about 10 percent under budget for the active employees, and should close the year at or below budget costs. The dental plan for retirees is significantly over budget. The self-funded dental plan has more than sufficient reserves to cover any likely over budget claims. The BGCO medical plan switched the third party network used for prescriptions. CVS Caremark is the new network for prescription coverage for the BGCO. The office filed over 100 claims for the campers at Falls Creek and CrossTimbers. New Payroll Benefits Administration Software The BGCO is continuing to implement Paycom as its payroll, benefits, and human resources software. The first payroll with Paycom was run on June 15, Benefits and Tax Consultation Numerous churches and associations were provided assistance with tax consultations for compensation issues, charitable contribution questions, and questions on employer tax filings. 105

110 HISTORICAL COMMISSION REPORT Bob Nigh, Historical Secretary During their March 6 meeting at the Baptist Building in Oklahoma City, members of the Oklahoma Baptist Historical Commission approved a recommendation to allow for some flexibility in choosing recipient(s) of the annual Distinguished Service Award (DSA). Historically, the Oklahoma Baptist Historical Commission/Society has presented one DSA annually during the Annual Meeting of the Baptist General Convention of Oklahoma in November. Commissioners approved a recommendation to present multiple awards, if merited. Each year, nominations are made by the Historical Commission s Distinguished Service Award Committee to the Oklahoma Baptist Historical Society for the formal induction of proposed honorees. Approval of the recommendation will be sought from attendees of the 2018 meeting of the Society on September 29 at Oklahoma City, Trinity. Part of the duties of the BGCO Historical Secretary is to collect information from affiliated churches concerning milestone anniversaries each year. Certificates are prepared for the church itself, and for its eldest member(s) and member (s) of longest standing. Thus far this year, Historical Secretary Bob Nigh has completed and either mailed or personally presented certificates to Antlers, First (125 years); Bethany, Macedonia (25 years); Blair, First (25 years); Guymon, Grace Southern (25 years); Lawton, Northside (75 years); Oklahoma City, Exchange Ave. (100 years); Perry, First (125 years); Porum, Friendship Chapel (125 years); Sallisaw, Hanson First (125 years); Tecumseh, First (125 years); and Velma, First (125 years). The Autumn 2018 issue of the Oklahoma Baptist Chronicle is being compiled by Nigh and will be mailed to Society members in October. The Fall 2018 meeting of the Historical Commission will be held September 29 (8:30 a.m., at Oklahoma City, Trinity) The 2018 Oklahoma Baptist Historical Society meeting will be held at Oklahoma City, Trinity following the Commission meeting from 10 a.m. to noon, September 29. A tour of the historic Oklahoma City church complex is being planned. 106

Because of your partnership through the IMB, disciples have been made and churches have been multiplied among the nations as we work together for the spread of the gospel around the world. You have proven your commitment to the Lord s leadership year after year as you continue your faithful financial support through the Lottie Moon Christmas Offering and the Cooperative Program. In 2016, Southern Baptists gave $153 million through the campaign to support IMB field personnel. As a result of your Lottie Moon gifts, as well as your continual giving to the Cooperative Program, the IMB consistently can operate on a budget that balances our receipts with our expenses. Within the framework of this balanced budget, in 2017 we celebrated with you the sending of full-time, fully funded mission personnel while we continued to explore and send more missionaries going through new pathways designed to engage students, professionals, retirees, and others as part of our mission force. At the IMB s annual meeting dinner in Phoenix in June, approximately 1,350 Southern Baptists in attendance estimated that their congregations have a combined potential of 28,551 missionaries. That represents a fraction of the limitless opportunities God is giving us to join Him on mission. In September, we celebrated the service of our emeritus personnel when about 950 former personnel representing a staggering combined service of 25,297 years gathered at Ridgecrest. Our emphasis on the 2017 Week of Prayer for International Missions highlighted examples of your Southern Baptist missionaries who serve through the IMB in some of the most challenging and difficult-to-reach places in the world. These missionaries, who represent your churches and are sent by you, have shared how God is at work despite hardship and struggles. Southern Baptist missionaries are evangelizing the lost, discipling believers, planting healthy churches, and training leaders and the Lord is being glorified! All of this is only possible through the grace of God and through the faithful and continued partnership of Southern Baptist churches. I am pleased to report to you the ways you are giving, supporting, sending and going. As you read this report, I invite you to give, support, send, and go all the more in the days ahead until every tribe, tongue, people, and nation has been reached with the good news of Jesus Christ. 113 North American Mission Board 2018 Ministry Report THE PRESIDENT S SUMMARY STATEMENT We are grateful for all God did in 2017 through Southern Baptists and the North American Mission Board. Here are a few highlights: In 2017, Southern Baptists gave an all-time record high to the Annie Armstrong Easter Offering--$59.6 million. We are grateful for such generosity and faithfulness. Every penny given to this offering goes directly to support our missionaries on the field. Thanks to Southern Baptist giving, we are able to resource and support more than 5,200 missionaries. These men and women serve in difficult places and in challenging cultural contexts and many have left behind all that is familiar so they can tell people about Jesus. Southern Baptists started 732 new churches in 2016, the most recent year for which data is available. These churches are already introducing people to Jesus and building people strong in their faith. They will continue to have an impact for years to come. In addition, there were 232 new church affiliations with the SBC. Existing church plants are reporting some exciting trends. Churches planted in 2011 had a 77 percent survival rate after year five. Church plants baptized one person for every 10 attendees, compared to one for every 17.4 attendees in established churches. In many new work state conventions, located outside the south, churches planted since 2010 account for a high percentage of total Southern Baptist baptisms reported in the state. The Maryland-Delaware, New York and the Northwest state conventions all reported that more than 25 percent of their baptisms came from churches started since In the Baptist Convention of New England, 42 percent of baptisms came from churches planted since In Canada it was even higher--62 percent. We want to help Southern Baptist churches reverse the downward trend in baptisms. This year we introduced the Gospel Conversation (GC) Challenge to encourage pastors to mobilize their churches for evangelism. At the website, gcchallenge.com, pastors can sign the GC Challenge Pledge, share a video about their latest gospel conversations, download a prayer guide and access other gospel-sharing resources. Also related to evangelism, we hosted three Engage 24 Workshops for pastors, designed to help them kick-start evangelism efforts in their churches. Along with our partners at the International Mission Board, we hosted more than 13,000 attendees at our three Send Conference events in Each of these two-day gatherings was focused on helping believers become more intentional about sharing their faith with those around them every day and also helped them to explore the possibilities of God s call to the North American or international mission field. NAMB works closely with state Baptist conventions to assist their efforts in taking the gospel to North America. This past year we sent more than $28 million to state convention partners. This is money that went to fund missionaries and to support evangelistic church planting, evangelism and church revitalization efforts. The task of reaching North America for Jesus is enormous. But God has given us remarkable resources. We need the help of every Southern Baptist church. Your prayers, giving and involvement are making a difference. 114 OBU Annual Report to PLBA October 2018 The beginning of the fall semester is always an exciting time on Bison Hill as we welcome new and returning students to campus. This August, we also welcomed eight new faculty members who are committed to providing a distinctively Christian higher education. Our headcount this year is 2,011 and we are thankful for the continued opportunity to provide a transformational education for these students. Last month, OBU was recognized in The Wall Street Journal as the 2nd highest ranked university in the nation for student engagement. The rankings included 968 colleges and universities of all types and sizes. Also last month, U.S. News and World Report listed OBU as Oklahoma s highest ranked college in our category on the Best Regional Colleges of the West list for 2019, ranking in the top 10 for 27 straight years. Our commitment to excellence is also displayed within our athletic department. With a total of 550 collegiate athletes, our second year of full NCAA Division II membership is well underway. The women s cross country team continues to climb in the national polls, the men s and women s swim teams have already had several members qualify for the NCAA DII National Swim Meet, and the Bison football team is performing well with a 2-3 start on their season. We completed two large campus update projects over the summer: a remodeling project in the Geiger Center and a renovation project in Agee Residence Center. Renovations to Agee include new flooring and paint throughout the building and new furniture for students rooms. We were able to obtain the furniture at a fraction of the cost from the company that had been leasing the furniture to St. Gregory s University at the time of their closure. The family of Dick and Sue Rader gave a significant gift that provided the resources needed to bring all of student and spiritual life together inside the GC in the heart of the campus. This move has allowed us to improve access to student and spiritual life services for all students and to increase staff interaction with students. We are also very thankful for the Women of Vision s gift that was the catalyst for this remodeling project. As a Great Commission University, we prepare students to use their careers as a platform for sharing the gospel. This year, OBU trained 261 and commissioned 329 for global engagement. Our Avery T. Willis Center for Global Outreach sponsored trips to locations including Brazil, China, Ghana, Greece, Hawaii, Nepal, North Africa, South Africa, Panama, South Asia, Ecuador, England, Ethiopia, Indonesia, Russia, Spain, Switzerland, Utah, Costa Rica, New York City and Houston, Texas. We ask for your continued prayers as we seek to fulfill our mission as a Christian liberal arts university to transform lives by equipping students to pursue academic excellence, integrate faith with all areas of knowledge, engage a diverse world, and live worthy of the high calling of God in Christ. 110
