1 Diocese of Gloucester archdeacons visitation news Spring issue 14 Dear churchwardens Welcome to this year s edition of Archdeacons Visitation News. Once again we are grateful to Ecclesiastical for producing this publication, for all the relevant and highly useful information contained within it, and for the support they give to churches through their work. In this edition you will also find news and articles from our diocese, which we hope you find helpful and inspiring. Exciting times A vicar recently tweeted, This is the most exciting time to be part of the Church of England. He was referring to a number of reports recently published that form the basis for ongoing discussions and action in the General Synod and wider Church. These relate to topics such as Developing Discipleship, Resourcing the Future, Simplification, Resourcing Ministerial Education and Developing Bishops and Leaders. They are a co-ordinated response to recent research so that we can turn around the Church of England s slow decline and find new ways of doing Christ s work (John Spence, Archbishops Council). The archbishops have called for a major programme of renewal and reform and for an overhaul of funding to ensure that the Church reflects a bias to the poor and a commitment to spiritual and numerical growth. The reports are available on the Church of England website if you would like to read more. Creating the future of the Church These reports could lead to very significant change and, though change can be unsettling, perhaps we can glimpse, along with the tweeting vicar, that these are exciting times. Something is being done to help us better understand our calling as disciples of Jesus Christ and as people who bring good news in the particular setting and challenges of 21st-century life. Thought is being given as to how best to simplify some of our structures, how best to equip lay and ordained for ministry and what resources are needed for the future. Churchwardens do a very great deal to ensure the smooth day-today running of churches, and for this we are truly grateful. Churchwardens also share with the incumbent and the PCC in responsibility for the mission of the church. In other words, they are both managing the present and creating the future of the church. It is a bit like wearing varifocal glasses we must be able to look at both the immediate, the things that are right in front of us, but also lift our eyes to look to the future and see what lies ahead. What can we do now to ensure the gospel is still heard and responded to in 10 years, 20 years time? What might the Church look like then? If you would like to read a book that might help, we recommend Creating the Future of the Church by Keith Elford, published by SPCK. It is only 128 pages and full of down-to-earth wisdom and practical help. As archdeacons we welcome discussions with you about the future of the Church in your benefice and always enjoy hearing about your vision and plans, as well as trying to offer support in some of the challenges. 2 Safeguarding... A checklist for your churchwarden Although duties differ from parish to parish, the following list of questions, compiled with the help of experts at leading church insurer Ecclesiastical, offers some general guidance on key tasks and responsibilities of these valuable volunteers. 1. At the last annual meeting of the PCC, was a report on the fabric, goods and ornaments of the church presented? 2. (i) Are any essential works for the church building, as noted on the last quinquennial report, in hand or planned? (ii) Are there proper arrangements in place for routine maintenance and the regular clearance of gutters and downpipes to prevent blockages? (iii) Are arrangements in hand for proper maintenance of the churchyard? 3. (i) Are your service book records and registers for burials, baptisms and marriages up to date? (ii) Are you satisfied that all church registers, records and books are in satisfactory condition and properly stored or deposited within the archives? 4. (i) Are you satisfied that external and internal notice-boards are in good order and up to date? (ii) Is the current Table of Parochial Fees displayed clearly in the church? (iii) Is the Churchyard Directive displayed prominently and publicly? 5. Are you satisfied with arrangements for the care and cleaning of the church s interior, church linen and other ornaments and vessels? 6. Do you have up-to-date church guidebooks available and, if appropriate, are they available in other languages? 7. Is there a logbook for your church and is it up to date? 8. Is there a plan of your churchyard and is it up to date? 9. Last year, did you pay your clergy expenses in full? 10. Is all your church insurance up to date and does it give you appropriate cover? 11. (i) Has your PCC discussed the Equality Act and Health & Safety issues, and has an audit been carried out? (ii) Do you have a policy and a person(s) with responsibility for the issues? A guide to the role of the churchwarden is available from the diocese. In addition, there are a number of books available commercially. If there are matters you wish to raise with your Archdeacon directly, please do not hesitate to contact them. It is extraordinary just how much has happened in the world of safeguarding over the past couple of years. There have been changes in national regulations, moving from the old CRB processes to the new Disclosure and Barring Service checks, and the government s new online update service for checking. Nationally there has been extensive media coverage of allegations of historic abuse from celebrities to politicians. Locally we have been shocked by deaths due to domestic violence, cases about serious child neglect, concerns about the number of teenage suicides and suicide attempts and increasing numbers of frail and elderly vulnerable people in our communities, to give just a few examples. In the diocese we have had over 800 people through our safeguarding awareness events, encouraged PCCs to have safeguarding as a regular part of their agenda and developed bespoke training for key groups of staff and volunteers. We have created networks of nominated people so they can come together to share experiences and have support, linked in with county and regional groups, and supported individual churches with issues and concerns. We have had our diocesan safeguarding practices externally audited and our Safeguarding Board, which oversees our plans and tracks our progress, continues to keep the Diocesan Synod informed. For me the continuing challenge is to ensure that safeguarding in all its elements remains a key focus for us all and that parishes feel supported and informed. There is just so much information and news that it can be confusing for benefices and parishes to know what to respond to or be aware of generally. Our safeguarding pages on the diocesan website contain resources, template policies, regular newsletters, articles and general information for you. One tool that parishes are finding a very helpful starter is the Parish Audit Checklist. This is an easy checklist that you can download and print off to work through. It helps you review what is or isn t in place and is a way of beginning to plan for safeguarding work in the coming year. 3 Church Insurance Made Simple We ve been talking to you, our customers, over the last year to find out how we can help make it easier for you to understand your insurance cover. Thanks to what you have told us, we have now developed a new series of Made Simple documents to help you with key topics where you wanted straightforward, easy-to-follow, advice. The new guides are available to read or download from our website. Each provides a simple summary of a topic together with links to web pages and other documents that include moredetailed information. For those of you looking after your church insurance, we now have a simple guide to administering your policy. This includes help and advice on paying premiums and ways you might save money, including interest-free direct debits or increasing the excess on your policy (the amount you pay if there is a claim). It also explains when you need to tell us about changes or activities at your church. In addition we have also produced the following Made Simple guides: Church Buildings an explanation of the insurance issues related to church buildings such as ensuring you have fire risk assessments and avoiding slips, trips and falls. People in Church Premises looking at health and safety and other matters to consider to help keep regular visitors to your buildings safe. Events from fundraising to Christmas services, a summary of what you need to know and when you need to tell us about events at your church. Community outreach churches increasingly offer services such as night shelters here we summarise the main topics and what you need to consider with your outreach activities. The Made Simple guides reflect our desire to make sure that churches understand what is covered by their insurance and what is not. Plus we hope they will help to encourage churches to take simple steps to mitigate possible risks. The guides supplement the wide range of content we have on our Church Matters website. All the new guides can be found at National Crime Helpline for Churches The Church Buildings Council has set up a national crime helpline for churches to use after a theft. Once a theft is reported it will trigger an alert to auctions houses, museums and crime prevention agencies which is a fast, effective way of preventing the sale and permanent loss of treasures. Both the Church Buildings Council and Ecclesiastical are keen that we can all enjoy the many treasures and artworks in churches. But, while the fear of crime is greater than the reality there is no room for complacency and we encourage churches to take simple security measures to protect their church contents such as marking metal items with SmartWater (see overleaf). If you feel your church should normally be kept locked, you might like to consider making the key available to visitors. You could ask a local shop, Post Office or garage to safeguard the keys and take details of those visitors who wish to use them. Information about where to obtain the keys can be displayed in the porch area or on the church notice board.

4 Top Tip... SmartWater can be used on other items in addition to lead roofing make sure you mark all church owned metals including memorial plaques as well as other valuables you may have inside your church such as silver, altar ware and valuable portable furnishings. Case Study Man jailed for melting stolen lead An Abergavenny man has been jailed after being caught with 3,700 of stolen SmartWater-marked lead from a church roof. Jonathan Vaughn, 35, was caught after police received an anonymous call to say he was melting lead in his garden in St Llanfoist. When officers recovered the lead it was found to be marked with SmartWater traceable liquid. Subsequent analysis identified the lead as having come from St Mary s Church roof in Abergavenny. At Cwmbran Magistrates Court, Vaughn admitted a charge of handling stolen goods. He was sentenced to four months for the offence and 113 days for a previous offence of assault after magistrates activated a suspended sentence. Mr Vaughn stated he had bought the lead to melt for Christmas money and refused to say where he d bought it from. The Ongoing Fight against Metal Thieves Ecclesiastical has led a concerted effort in recent years to make churches less-attractive targets for thieves by working with the Church of England, parliament and other interested parties to tighten up the law on scrap metal dealing and increase building security. While we have seen a reduction in recorded theft of lead roofing, it is important that we remain vigilant as metal theft has not gone away. This is one of the reasons why Ecclesiastical is continuing its proactive work with SmartWater and the police to target metal thieves. We also continue to encourage the use of other security products such as roof alarms to protect churches. One key aspect of the ongoing fight against metal thieves has been to target the scrap metal and recycling industries in order to make it more difficult for thieves to sell on stolen goods. In the last 5 years, our partners at SmartWater have made over 1,150 visits to scrap yards accompanied by regional police forces in proactive Days of Action to search for SmartWater-marked metals. The purpose of these visits is to remind scrap dealers that they face being arrested and convicted of handling stolen goods if they buy SmartWater-marked metals. If scrap dealers COVER UPDATE are checking for SmartWater and refusing to buy anything marked with it then thieves will quickly learn there is no point in stealing it in the first place. For this reason, it is very important that you continue to display SmartWater deterrent signs around your church. These should be placed in highly visible locations where would-be thieves are most likely to see them. If you require new signage then please call SmartWater on Remember, you will not be covered for metal theft or any subsequent damage as a result of theft or attempted theft of metal unless you have applied SmartWater (or an alternative forensic marker approved by us), displayed the signage, and registered the product. 5 Allchurches Trust aims to raise giving to record levels This January, insurer Ecclesiastical announced it had donated over 23m in 2014 to its charitable owner Allchurches Trust (ATL), a huge sum by any standard. But what is ATL and how does it use its resources to promote the Christian faith? Case Study St Giles Dell Centre, Ashtead, Surrey Ashtead is about 15 miles from London, close to the M25 motorway. Faced with an old wooden church hall now well past its sell by date, members of the congregation have set about fundraising for new facilities. Designs for the new Dell Centre include meeting rooms, a professional kitchen and a host of other facilities which the congregation envisage being used by the whole community. Pre- and afterschool clubs, social gatherings, fitness, dance and art classes are all on their agenda, alongside mentoring job seekers, community support and activities for the elderly. The charity, founded in 1972, is chaired by Sir Philip Mawer, former Parliamentary Commissioner for Standards and previously Secretary General of the General Synod of the Church of England. A career public servant, he remains closely involved with the work of the Church and its clergy. According to Sir Philip, ATL s role is to support churches and other worthy causes linked to the Christian faith through a programme of financial grants. Over the last decade, it has donated over 75m to projects as diverse as church building refurbishments and repairs, creating new facilities for people in need even helping Anglicans in New Zealand establish a temporary cathedral following the devastating Christchurch earthquake. In 2014 alone, ATL distributed grants of 9.7m, which went to a wide range of churches, dioceses and cathedrals throughout the British Isles. ATL s mission is to promote and support the Christian religion, Sir Philip explains. In broad terms, it does this by contributing financially to charitable organisations and churches. Every month, we receive over 100 applications for grants, which are considered carefully by our trustees. Although the majority of our support goes to the Church of England, grants are also made in response to applications from ecumenical partner churches, church schools and charities. We particularly welcome applications from less well-off parishes and for projects which will benefit mission and help local communities. Grants to parishes from ATL range in size depending on the scale of the project to be undertaken. The prospects for ATL s activities are very positive based on Ecclesiastical s commitment to donate 50m during This is a hugely commendable ambition, Sir Philip notes. What this means is that, given Ecclesiastical s solid financial performance and favourable conditions in the insurance market, we hope to be able to increase our giving to the Church to record levels over the coming three years. Case Study St Aidan s Church, Stobhill, Morpeth St Aidan s is a modern church located in a deprived area on the outskirts of the market town of Morpeth, Northumberland. With an outdated hall, the church was desperately in need of more community space. An exciting project was devised, resulting in the sale of the old church hall and the proceeds funding an extension to the church for community use. The new building will house a crèche, holiday clubs, a luncheon club and meeting rooms, and it can also be used to provide extra seating capacity for larger services, concerts and other events in the church.

For more information call: or getadvice@ecclesiastical.com Money cover The prospect of having money stolen by a church official or a volunteer is never an easy one for a church to contemplate, but sadly this is a risk that needs to be addressed. In the last year there have been a number of court cases involving theft from church funds. For example, in 2014, a deputy church treasurer in the Wirral was found guilty of systematically stealing collection money for over a decade, amounting to almost 20,000. The good news is that our Parishguard policy offers some protection against the risk of misappropriation. However, in order to meet the conditions of the policy and ensure that a claim can be defended, you will need to provide specific information and make certain that important checks are carried out. For example, regular reconciliations should be carried out of bank statements, cash-inhand and petty cash, and these checks should be conducted by someone not usually responsible for money, so that thefts cannot be concealed during the reconciliation. 7 Seven-hundred-year wait for a cup of tea On Saturday 22 November, parishioners at St Mary s Church in Meysey Hampton ended a wait of over 700 years for a cup of tea when Olivia Marsh, ably assisted by the Venerable Robert Springett, the Archdeacon of Cheltenham, opened a newly-built kitchen and lavatory in the church during a service of thanksgiving. Olivia is the grand-daughter of the late Valerie Marsh, whose generous donation in 2011 kick-started the project. The facilities, costing around 19,000, were also funded by parishioners and by some of the proceeds from this year s village festival. Several local charities and funds also contributed. In particular, there was a substantial sum from The Hills Group Ltd, whose grant covered almost half the total cost; this was made available through the Landfill Communities Fund, administered for Hills by Community First, the Rural Community Council for Wiltshire. The Gloucester Historic Churches Trust, the Allchurches Trust and the St Andrew s Conservation Trust also made significant contributions, all of which were vital to the successful completion of the project. The kitchen and disabled toilet were installed in the north aisle behind the organ, making a space which had been used for storage into a useful, attractive facility. Drainage was achieved using a trench arch system, which was less invasive than any other method to the churchyard. The project took approximately three years to come to fruition. Meysey Hampton s vicar, the Revd Jean Brown, would like to thank everyone involved in fundraising, with a special mention for Dr Hugh Coleridge. Without Hugh s steadfast efforts in leading the project, the parishioners would still be waiting for refreshments. The Revd Brown said: We met a little opposition from villagers initially. Hopefully we have convinced most, especially when there is no convenient rectory of the need for the church in the 21st century to be a hospitable place. It needs to meet the needs, both physical and spiritual, of all who come through its doors, whether for Sunday services, weddings, funerals, baptisms, meetings... I could go on, the list is endless. And our hope is that the addition of these facilities will enable us to do even more with this building. It will give us much more flexibility to put on events, to welcome more people, young, old and inbetweeners, to show that the church is not stuck in the past, but is alive and well and offering the hand of friendship and hospitality! Jean Brown/John Hall Life in The Hub at Christ Church Cheltenham Yes, you can roof over your courtyard, but we insist that the roof be made of glass. Town planners don t usually get a good press. But this edict, part of Christ Church Cheltenham s Project 2000 to build a new parish centre, was a very good one. The parish centre was built, and at its hub sits a light airy foyer. The glass roof allows not only lots of natural light, but also gives spectacular views of the Christ Church tower, complete with its breeding family of peregrine falcons. Hub by nature, this foyer is now also hub by name. We re-christened the foyer The Hub, and the visionary guidance of the Town Planners continues to bear rich, unexpected fruit. Enter Nikki Seville. Nikki, art enthusiast and member of Christ Church, has almost singlehandedly evolved The Hub into The Hub Gallery. Cheltenham s artistic community has responded very positively to The Hub as a place to show their work. The natural light, allied to the busy footprint through the parish centre foyer, has proved a winning combination. It s thanks to Nikki that Christ Church has twice now had the honour of hosting the launch of Cheltenham Open Studios. Not surprisingly, all of these contacts have given us lots of gentle opportunities for mission. During an art exhibition, one of the artists heard the strains of a music workshop drifting through from the church. She went to find out what was going on, and now sings in our worship group. Then there s the busy footprint. In October 2014, I based myself all week in The Hub. I had all kinds of positive contact with the two hundred people a day who come and go. I played table tennis with U3A, and danced the hokey-cokey with Musical Minis. I sampled wine being judged by Cheltenham Winemakers, and sang with community choir Vocalantics. One day, one of the playgroup mums approached me. You won t see me in church, she said, but please will you pray for my Nan? It turned out that Nan had recently died. I explained that the following Sunday was our Memorial Service. We d mention Nan by name, light a candle for her, and pray for her family and friends. Oh, I d come to that! she said. 8 What is God s calling to your church?... One of the great joys of ministry as an archdeacon is in being able, Sunday by Sunday, to share in worship with one or other of the communities in my care. This is a joy enhanced by the variety of our churches and communities; indeed the whole church is here, from choirs to worship bands to the simplicity of unaccompanied congregational singing, from large uplifting exuberant gathering to quiet reflective moments filled deep with prayer, from town to deepest countryside. It is a wonderful mix. Well... nearly always a wonderful mix, for there are just odd occasions when its almost as if a congregation is trying too hard, and thus trying to be something it simply isn t and never can be. A large gathered congregation will never have quite the intimacy of the small village church; a small village church will never quite manage that anthem that the cathedral choir sang so wonderfully and really shouldn t try! What makes us wonderful as churches is the way we are authentic to our calling within the wider Church. We might therefore want to ask ourselves the question: what is it that God is calling us to be in our place? How does what we do, perhaps very different from our neighbour, compliment their offering and so contribute to the building up of the whole Church? Answering these questions, maybe taking the risk to let go of something once treasured but no longer needed for today, being open to a change or something new or changing our pattern of worship to engage better with our community, has the potential to set us free for the future to which God is calling us. This is why, as part of Journeying Together, we are asking that each church and community is clear about its particular calling. It is also why we are keen to support churches that have the courage to ask these questions. Do you have the courage to do this? If so, do get in touch. It may be a risky strategy for it may lead to change, but it might be exciting too since it may lead to a renewed life. Archdeacon Robert Bringing parishes together If you are in a multi-parish benefice, how many PCCs do you have? Have you considered merging PCCs to enable more effective mission and ministry by planning and working more closely together? Some parishes have done this, and found the change to be beneficial. One vicar, Craig Bishop, found that it took time, but it has been worth it: We merged three parishes into one. The parishes had been co-operating with one another for many years, so it was a natural step to formalise these relationships and deepen them. There were three primary motivations for the merger: close geographical proximity difficulty in recruiting office holders and filling PCCs running separate PCCs was a drain on volunteers. There are three churchwardens and equal representation for the former parishes on the new PCC, excluding Deanery Synod representatives. Finances are run separately. The process from its initial proposal to becoming legal reality took several years. We were content to take it slowly as we wanted church members to understand and support the proposed change. Craig is happy to be contacted regarding parish merger, as is Canon Nikki Arthy, who writes from her experience: Parish boundaries that have endured for centuries are shifting. Few people among the general public notice the difference, but for those involved, the change is momentous. Many initially resist the idea, but eventually come to see that uniting parishes is not only necessary but can also be advantageous. It can strengthen church life, freeing people for revitalised mission. The parishes of Mitcheldean and Abenhall are going through the process at the moment. Their vicar, the Revd David Gill, has this to add: Our proposed merger is fairly straightforward in that it is just making a two parish benefice into one parish. But as the initiative came from the parish priest rather than the PCCs, we took very small steps, at each stage committing only to taking the next step or having the next conversation. Some of the conversations were both PCCs together, but most were the individual PCCs making decisions based on what was best for them and their parish/church. We tried to keep the two congregations aware of the process as it went along, mostly through the parish magazine, but we also drew up a document, which laid out simply the reasons for considering the merger and the process required. This was particularly useful when we had our information day on the merger for the wider community. It was very helpful to have Archdeacon Jackie come and spend time with both PCCs early on, and Becky Shorter in Church House has been very supportive and helpful in guiding us through the process.
