Firstly, and this sounds a bit Churchillian, in our experience a crucial amount of work and support is demanded from a very faithful few at what could be seen as a critical time in the life of the Church. It would be easy to paint a very bleak picture of our current situation. The economic climate, though showing signs of improvement, seems to continue to be difficult for everyone in the voluntary sector, and that includes the Church. Grants and public donations are hard come by and yet the demands of keeping our buildings in good order, as well as making realistic contributions to the running of the wider Church, seem to be overwhelming. Congregations feel small and, though the decline of recent years seems to be abating, we can feel older and less energetic. Moreover, our cultural context can conspire to make faith, particularly in its traditional forms, feel at best sidelined and at worst irrelevant. However, that would be to allow the doom and gloom merchants the dominant hand. So let us quickly paint a different picture. Our churches are, on the whole, in perhaps the best shape they have been for many years, and there is no shortage of new projects making them more fit for mission. Congregations may not have grown substantially but, if the statistics are anything to go by, the worshipping numbers in our diocese were among those declining least in the country. While we celebrate the numbers of senior citizens who remain faithful, there has been a growth in work with children and young people, especially in the development of Messy Church, contact with schools and projects like Hot Chocolate. And even when it comes to paying parish share, we have managed to collect more money than previously and, for the first time in a long time, increased the percentage of share taken in the diocese. You see, it isn t all bad news. Now to that all important second reflection. More and more, we are convinced that God has richly blessed us and given us all that we need (and more) to be his people in our place at this time. At the heart of that belief are churchwardens who, we believe, are primarily called to be significant lay leaders in their local parishes, giving witness to the wider purposes of the Church and especially to the love that we have been shown by God through Christ. Not only do we thank Ecclesiastical for its kindness in yet again providing these copies of Archdeacons Visitation News, but we offer our thanks to you as colleagues in the Gospel and promise you our support and prayers for the year to come. 2 Shane Waddle, Diocesan Secretary, writes... Last July I moved north to take up the role of Diocesan Secretary, supporting the work of the Diocesan Synod and the administration across the diocese. Since returning to the North East I regularly listen to BBC Radio Newcastle, which uses the slogan North East and Proud. I smile whenever I hear this because, for me, this is a very proud region and I (in turn) am proud to be invited to carry out this job. It also touches on something a school friend said to me when I told her I was returning north, having worked in London for the last fifteen years. She paused and went on to say, We wondered when you would see sense. When asked if I have settled back into north-east life, my response usually centres on how humbled I am at the warmth of the welcome I have received, and this has reminded me of one of the region s great assets: its hospitality. This is not to say that I found the south unfriendly, but there is a real warmth in this region and this is particularly so across the parishes of Newcastle Diocese and their engagement within the communities they serve. In November I had an opportunity to spend a day with some clergy, and over lunch I was asked about my impressions of how we do Church in the diocese compared to my experience in the south. When I responded that Church is different up here I was greeted with much laughter, but reflected that having spent the day with some clergy from our link diocese in Winchester they, too, had identified a deeper sense of community life, a Church that serves and supports the community. One aspect of my job is about engagement across the diocese. Over these last months I have been privileged to be introduced to various parish, deanery and diocesan projects which have worked well through engagement with those involved in the area and the formation of partnerships with other organisations. This has helped to bring me up to speed with our mission to be a Church which is Generous, Engaged and Open and it has also helped me to understand that our diocese faces some very complex urban and rural issues. My work also includes supporting our diocese s engagement with the national Church bodies at Church House, Westminster and helping to make sure our voice is heard on a national level. As the national Church looks to focus on strategy and decisions supported by data, particularly in the area of Church Growth, it challenges us to improve the way in which we respond to requests such as the annual exercise to collect Statistics for Mission and how we support our parishes to meet these requests. Another aspect of my job is the oversight of Church House at North Shields, which is here to serve the parishes across the diocese and is host to a variety of resources to support our mission and ministry. I would hope that whenever you visit or contact us you find a warm welcome and hospitality, as well as the answers to any questions or queries you may have. Our resources include well-equipped rooms for meetings, a chapel and an area for refreshments, and I would encourage you to make use of these facilities as much as the administration support we provide. Church House is not only home to the Newcastle Diocesan Board of Finance, but also the Joint Education Team (serving Newcastle and Durham Dioceses), the Lindisfarne Regional Training Partnership (providing learning opportunities for adult Christians from the Tees to the Tweed) and the Resources Centre (the largest religious resources centre in England). 3 SmartWater vital in the fight against metal theft The concerted effort by the Anglican community, Ecclesiastical, the police, SmartWater and politicians is continuing to put pressure on metal thieves in the UK, with the number of thefts dropping. New figures from Ecclesiastical show there were fewer than 500 church insurance claims for metal theft in 2013, well down from the peak years of when claims were up to 2,400. However, experts at Ecclesiastical believe the drop in thefts may be reaching the bottom of the trough, with the potential for an increase in the next two years. John Coates, director of church insurance at Ecclesiastical, said: Churches have made a tremendous effort over the last few years but it s important to remember that metal theft is a cyclical crime. The impact we ve made recently has definitely accelerated its downturn, but we have to remain vigilant and be prepared for an escalation of activity in the future. Even 500 claims a year is too many. That s still 10 churches being targeted every week. Claims experts at Ecclesiastical are convinced that the effort churches have made with SmartWater combined with the heightened political profile of metal theft and the police s proactive approach are behind the drop in thefts. Scrap metal dealers have also played their part by checking metal for signs of SmartWater and paying for it electronically, thus creating a traceable link between the metal and its vendor. SmartWater is working closely with the police on a series of covert raids on dealers yards, some of which have resulted in arrests. In addition, Ecclesiastical s initiative to fit roof alarms to the most vulnerable churches has proven a significant deterrent. The price of lead has not dropped markedly, so the reason for the reduction in this crime must lie in the actions we re taking, added Mr Coates. The use of forensic marking fluid such as SmartWater by churches has become much more evident. But Ecclesiastical s metal theft coordinator Paul Playford noted that there was still some confusion surrounding the display of signage. He said: A lot of churches contact us because they are unsure about how to use the signage that is provided. The key is that the signs must be displayed prominently where a thief can see them on church gates, downpipes, an exterior noticeboard or beside the main doors. SmartWater signage displayed inside the church may well go unseen. It s important to remember that displaying the signs prominently is a condition of your church s insurance cover for metal theft. For more information, speak to your local insurance consultant and surveyor or visit Ecclesiastical s website at CASE STUDY Thief s clothing led to conviction When metal thief Robert Kirvej s accomplice screamed as he fell through the skylight in a Birmingham church s roof, Kirvej fled the scene. The sound of breaking glass and subsequent commotion was bound to raise the alarm and it did. Police found the fallen man inside the church, bleeding from a fractured skull, and immediately launched a search of the area. They stopped a Renault car which was being driven very slowly, possibly looking for something, and questioned the two men inside, one of whom was Kirvej. Kirvej initially denied any involvement in the crime, but police officers seized items of his clothing, which were tested and found to have traces of SmartWater on them from the church s roof. This evidence was sufficient for his prosecution and eventually jailing for three years. Ecclesiastical s Paul Playford said: This case is a terrific example of how the correct use of SmartWater can give police the overwhelming evidence they need to clamp down on metal thieves. SmartWater Facts All SmartWater kits come with signage that must be displayed prominently. To be most effective, the SmartWater should be brushed in a line along joints and seams of lead or copper roofing, where one sheet of metal joins the next. Lead or copper flashing should be marked on the edges, where it comes out of the wall and along the bottom edge. Cleaning doesn t remove SmartWater. SmartWater works closely with the police targeting scrap dealers who behave illegally. 4 Eight top tips to be health and safety compliant Health and safety legislation seems to be such a minefield that it can be hard to know precisely what you have to do to comply with it. After all, there are so many different pieces of regulation, and those you may be familiar with are subject to frequent change. Here, Kevin Thomas, Ecclesiastical s acknowledged expert on all things health and safety, gives you his top eight tips for keeping your church on the right side of the law and ensuring everyone stays safe as a result. 1. Appoint a church official or member to be responsible for health and safety. 2. Take time to read Ecclesiastical s guidance notes. You can find them on our website at churchmatters. 3. You need a written health and safety policy. Our downloadable template is a good place to start. Just visit our website to find it. 4. Conduct and complete your risk assessments. 5. Implement the actions from your risk assessments. If you don t, you re simply going through the motions. 6. Review your health and safety formally once a year and record your review. Evidence of your efforts is essential. 7. Record everything you do in relation to health and safety, but in particular, record your activity in your church s annual report. 8. It may not seem the most gripping of subjects, but health and safety is becoming more of an issue for Anglican churches. Increasingly, the team at Ecclesiastical is seeing more liability insurance claims from injured staff or visitors. Trustees and members of the clergy have a responsibility to ensure that their churches and other buildings comply with health and safety legislation. But just how much do you know about current health and safety legislation? Test yourself with the questions below. 10. 5 Your health and safety questions answered The team at Ecclesiastical regularly receives questions from churches about health and safety issues. To help you, we have chosen the most common questions and given you the answers. How to conduct the perfect risk assessment Risk assessment? Oh no, not one of those. This is a fairly common reaction when people are faced with completing a risk assessment form, something many see as a bit of a waste of time. But speak to Ecclesiastical s Kevin Thomas and you ll get a very different perspective on these documents. They re absolutely vital, Kevin declares. As well as reducing the risk of potential injuries, a properly completed risk assessment can stop a vexatious insurance claim or court case dead in its tracks. It helps us defend claims, highlighting you take your health and safety responsibilities very seriously. What it shows is that a church has thought carefully about the risks an event, a hazard or a piece of equipment poses and has taken the necessary action to reduce that risk occurring. Q. What is the colour used to identify a water-type fire extinguisher? A. Red. The other colours are black for carbon dioxide, blue for dry powder and cream for foam. Q. Should our church conduct a risk assessment for fire? A. The law says yes. You should also make a record of your assessment and keep it safely. Q. Can we allow people to tour our church tower? A. Yes, but subject to Ecclesiastical s guidance, which you will find at Key points are no children younger than eight; under-16s to be accompanied by an adult; no heavy or awkward baggage and a minimum of two stewards to escort the party. Q. What should we do if we discover a hazard on our premises? A. Record it on your risk assessment and take action to reduce the risk of injury. Q. What, if any, action do we need to take regarding asbestos in our church? A. You are legally obliged to find out if there is any asbestos present in your buildings. Please refer to our Church Health & Safety Guidance notes on Q. Why is safeguarding important? A. Protecting the most vulnerable people in our communities is a vitally important duty. Failure to do so can result in prosecution and major liability claims. Q. Can we run a food bank? A. Yes, subject to Ecclesiastical s guidance. Policies and procedures should be in place to cover its operation, including details of types of food donations accepted, storage, staffing levels and opening hours. Q. If we allow our church to be used as a night shelter, do we need to take any precautions? A. Yes. The Ecclesiastical team can give you guidance but you should have at least two volunteers at all times, appoint a coordinator, keep records in a log book and provide guidance for both volunteers and guests. The risk assessment form With so much depending on the risk assessment, conducting it correctly is of paramount importance. According to Kevin, the most important points to bear in mind are: Remember that a risk assessment is not just a form to complete; it s a risk management process to go through. The form documents that process. Take time to think through the assessment. The more thorough your evaluation, the harder it will be for anyone to find fault with it. Consider who is most likely to be affected by a hazard clergy? Volunteers? Members of the public? Ask someone else to read your completed assessment. They may well spot something you might have missed. Make sure you tell people who need to know about the risk assessment and store the document safely in a location where other people will be able to find it. If no one can retrieve the document, there is nothing to prove the risk assessment took place. A risk assessment is only effective if you act on its findings. Review the assessment regularly. Could an excess save you money on your church insurance? One of the simplest ways to reduce the cost of your Parishguard insurance is to include an excess in your policy, or increase the amount of your excess. Just like car or home insurance, the excess is the amount of any insurance claim that the church agrees to pay for itself. The church will pay the first part of the claim, up to the value of the excess, with Ecclesiastical meeting the balance of the claim. For instance, with an excess of 1,000, if you make a successful claim for repairs costing 10,000, your church pays the first 1,000 and Ecclesiastical pays the remaining 9,000. In return, the overall cost of your insurance policy is reduced because your church is effectively retaining some of the risk. The larger the excess, the greater the saving. 7 Women bishops where are we now? In the course of 2012, information and consultation events took place around the deaneries about proposed women bishops legislation. The vast majority of dioceses at their Diocesan Synod meetings voted in favour, including Newcastle. However, the legislation proposed then ultimately failed at General Synod in November RSVP? RSVP often adorns invitations to events ranging from parties to special church services. It means a response is required. From June 2014, Bishop Martin is welcoming licensed clergy, Church Army officers and supporting ministers to the latest Newcastle Clergy Conference at Edinburgh University. The theme is RSVP: God s Hospitality which explores God s invitation to know his gracious hospitality, to share that hospitality and to extend his invitation into the world. Every three years, Bishop Martin has gathered clergy and ministers together in this way. The conference is offered without cost to participants or parishes, and is funded by grants and awards from charitable organisations. The conference aims to offer those who attend spiritual refreshment, inspirational challenge and a deeper sense of community. Three days in Edinburgh removes participants from the demands of ministry to provide refreshment, perspective and rest. Everything is set within the context of worship, drawing upon our rich Anglican heritage as well as inspiration from other worshipping traditions, such as the Northumbria Community. The conference strives to make available the latest in theological and missional thinking to better equip clergy and ministers for the tasks of mission and ministry. This year Paula Gooder is our keynote speaker, leading daily reflections on our theme. Paula is a writer and lecturer in Biblical Studies, a Reader and a member of General Synod. Other speakers include Andrew Walker, former Director of the London Centre for Spirituality; Michael Volland, Director of Mission at Cranmer Hall, Durham; Nicholas Sagovsky, former Canon Theologian at Westminster Abbey and Visiting Professor in Theology and Public Life at Liverpool Hope University; and John Grundy, a north-east television presenter and author. Together they present an exciting, varied and inspiring programme. Bringing together all licensed clergy, diocesan advisers and senior staff offers space for developing relationships, renewing friendships and welcoming new faces. This is not a fringe benefit, but a core purpose. It means the conference has great potential for building community across the diversity of the diocese. The conference also welcomes two delegates from each of our link dioceses Botswana, Møre and Winchester rightly expanding and enhancing our vision and sense of community. Overall, we hope the conference will refresh, inspire and equip all those attending to better serve our mission and ministry as a whole diocese, offering God s generous, engaged and open hospitality to our city, region and the world. Canon John Sinclair Revd Mark Wroe In 2013, this resulted in a new approach in order to move forward. A Steering Committee was formed of members, unusually consisting both of those in favour and those not in favour of women bishops. In facilitated conversations, under the firm and gentle chairmanship and guidance of the Bishop of Rochester, James Langstaff, we worked together to find a mutually acceptable way forward. The actual piece of legislation is simple, but is supported by a framework of documents that are based on an understanding of trust and the will for mutual flourishing. This new way of working together resulted in overwhelming support for the measure when brought to General Synod in November 2013 for first consideration. In fact, the atmosphere was such that the whole process was speeded up so that General Synod could further progress the legislation in February of this year, which it duly did with large majorities. In order to progress matters further, it was then also decided to have only a three-month period for the dioceses to vote on the legislative package. To this end, Newcastle Diocesan Synod will have an extraordinary meeting on 7 May. Provided a majority of dioceses approve by 22 May 2014, General Synod will be able to hold the final approval debate in July This will indeed be the big one and will require a two-thirds majority in each of the Houses of Bishops, Clergy and Laity. If passed, the legislation would then go to parliament for approval and could be in force before the end of this year. In this case, the Church of England could be appointing women as bishops in General Synod is a legislating body and the Church, like any organisation, needs rules and regulations to order its life so that it can function well and everyone can take their part in fulfilling its purpose, namely God s mission. However, it is important to remember that what really matters most deeply are not the rules, but the will and the spirit to work together for the benefit of mutual flourishing. It is an important lesson and not just for General Synod! 8 The PCC members elected as Deanery Synod representatives this year at APCMs will be the people who choose Diocesan Synod and General Synod representatives for the diocese in As churchwardens we hope you might let your parish know how important the election of Deanery Synod representatives is. Lay voices in the diocese Over the past twelve months, work has been undertaken by a small group of lay people from Diocesan Synod to encourage the voices of those from the pews to be heard more clearly in the diocese. We would like to tell you what has been happening and to encourage you as churchwardens and important lay leaders in the Church to join in. In parishes We have discovered that reports from Diocesan and Deanery Synod meetings are not always heard or discussed at PCC meetings, leading to misunderstandings about why and what the diocese is doing on everything from parish share to women bishops! In future, short reports from Diocesan Synod meetings will be circulated quickly following meetings to Diocesan Synod members and to Deanery Synods, with the request that they are taken to parish level. If your parish wants to know more about decisions that affect it, please ask your representatives or incumbent to tell you what has been going on. At Diocesan Synod Research with elected lay members confirmed that lay voices are not always heard because people do not feel confident to speak at meetings. They have told us they do not have sufficient knowledge of the subjects being discussed, are unclear about their roles at Synod and think the clergy are better informed than they are. As a result of this research, a number of changes are taking place which include: the production of A Guide to Diocesan Synod a review of how and what we communicate with Synod members the issue of clear and concise summaries of the business undertaken that can be used in deaneries and parishes learning events for lay members the style of Diocesan Synod meetings. In deaneries One of the outcomes of the defeated General Synod debate on Women in the Episcopate has been for lay people to realise their role and responsibilities in elections. Deanery representatives have told us that the synodical government system has not been fully understood by many parish representatives in deaneries, yet they are the people who elect lay people to Diocesan and General Synod. There have been requests to help remedy this situation, and a meeting for deanery lay people was organised in February 2014 to discuss how synods and the election voting system works. Churchwardens We believe part of the job of churchwardens in our parishes is one of leadership and that churchwardens have an important role, with their incumbent, in listening to and encouraging the lay people they serve to be part of the mission and ministry of the local church. We attended the churchwardens training day in February 2014 and had the opportunity to hear your voices then. We will be taking account of what you have said when planning further action in the diocese.
