2 24 April 2017 Subject: Statement concerning OCAAM's position with respect to pastor Nico Sarot Dear Supporter of OCAAM, In the last few days, there have been reports in the media that OCAAM pastor Nico Sarot has been arrested in Cambodia on suspicion of making photos of a paedophiliac nature. As the OCAAM board we are both shocked and saddened by this news. Nico was seconded to OCAAM from the Old Catholic Church. In a press conference on Friday 21 April the Old Catholic Church stated that it had been aware of Nico's sexual interest in under- aged boys. The following quote is taken from the Old Catholic Church's pastoral letter on this matter dated 21 April 2017: " In the past few days, the bishops have, in press releases and press conferences, acknowledged the shock this has caused throughout our church. We have been quite open about the situation, and have also noted that the church had been aware of his sexual interest in under- aged boys. With this knowledge, it was decided at the time and after serious consideration, and taking necessary precautions and providing guidance, nonetheless to ordain and appoint Nico Sarot to be a priest in our church. Neither from the parish where priest Sarot then worked, nor from the board of the Schiphol airport pastorate, have there been any signals giving rise to suspicions of alleged sexual abuse by the priest Sarot." The OCAAM board was not informed about Nico's sexual interest in under- aged boys when the Old Catholic Church proposed Nico for the position of airport chaplain in With his employment record of over 20 years in public schools and 10 years within the OKKN, the then board had no reason or grounds to make any objection to the appointment and the appointment was duly made During his work as airport chaplain nobody on the OCAAM board saw any signals or behaviour that raised concerns with respect to safeguarding issues. In his role as pastor at Schiphol Airport Nico did his work well. The Old Catholic Church suspended Nico as a priest and as airport chaplain on Thursday 20 April 2017 pending the outcome of the trial in Cambodia. The OCAAM board will now examine all options regarding the continuity of the airport chaplaincy work at Schiphol in view of Nico's suspension. 3 Summary The background and strategy of the OCAAM foundation are briefly recapitulated, as well as the available human and material resources. The volunteers who are members of the OCAAM board and the volunteers who are present in the Meditation Centre of Schiphol airport are introduced. OCAAM employs an Old Catholic Chaplain, who does his work in an ecumenical environment with a Roman Catholic priest and a minister from the PKN (the Dutch Protestant Churches). OCAAM together with the Roman Catholic and the Dutch Protestant partners established the Foundation Supporting the Airport Ministry Schiphol (SOLS) in This umbrella foundation facilitates a good and close cooperation between the three partner foundations and the overall effectiveness of the airport ministry and its relationship with the Schiphol group. A brief review of the major events in 2016 is provided, the year in which the Schiphol group celebrated its centenary. The accounts for the calendar year of 2016 show a clear deficit. We are aware of our dependence on the generosity of our donors and we would like to express our gratitude to them. Vision & mission statement OCAAM 's mission and vision are: Our vision is, that in an ever more transient world, where globalisation is increasing and more and more people are traveling all over the world, the Church needs to be recognised as a beacon, on which people in whatever circumstances can trust and rely. OCAAM 's mission is for all employees, visitors and travellers at Schiphol Airport, to experience the presence of pastoral care and help through the involvement of the Old Catholic and Anglican Churches; we aim for there to be a place for reflection, where everyone who wishes can pray, meditate and get help. 2. Pillars of airport ministry The Airport Ministry provides the following three pillars: 1. Chaplain: for the 29,000+ employees of Schiphol Airport, its suppliers and the airlines. 2. Steward: for the meditation and prayer centre (run by volunteers) at Schiphol Airport. 3. Shepherd: for those passengers in spiritual need, possibly due to tragedies, accidents, mishaps, stress, loneliness, etc. 3. Foundation The name of the Foundation (Stichting) is the Old Catholic and Anglican Airport Ministry (OCAAM). The Foundation continues as the legal basis for OCAAM to function as a registered charity in the Netherlands. Bishop Robert Innes, Bishop of Gibraltar in Europe of the Church of England ( and Bishop Dirk Jan, Bishop of Haarlem of the Old Catholic Church Netherlands (OKKN, both agreed on the statutes of the Foundation. The main articles of the statutes are: OCAAM Annual Report 2016 Page 5 of 17

6 Each Bishop will appoint two members of the board, the fifth member will be appointed alternately by each Bishop; The Board will aim to ensure that the appointment of a pastor from the Old Catholic Church Netherlands or Church of England does not coincide with the appointment of a Chairman from the same Church; Volunteers to assist with the ministry at the airport will be sought equally from both churches; The finances of OCAAM will be jointly funded by the Old Catholic Church of the Netherlands and the Church of England in equal shares as and when necessary. 4. Strategy By creating OCAAM, the two churches have furthered their mission of continuing their ministry at Schiphol Airport on a long-term basis. OCAAM is in a position to base its support on a much larger local church member base to help sustain it in the long term. This move by our two churches coincides with success in the Airport Chaplaincy in negotiating a mechanism with Schiphol Group to continue their contribution and link it to a form of cost indexation. These factors have helped to consolidate a financial basis on which to move forward. Furthermore, OCAAM will have a relationship with more congregations on which to rely for prayer and volunteers to help the chaplains with their work at Schiphol Airport. 5. Ecumenical partners The Chaplain will continue to work in cooperation with Airport Chaplains from the Roman Catholic and Dutch Protestant Churches at Schiphol Airport. The OCAAM board will continue to meet with the boards of the partner Churches so that we can cooperate together in the Foundation supporting the Airport Ministry Schiphol (Stichting Ondersteuning Luchthavenpastoraat Schiphol, SOLS) and in sharing and developing a common vision. 6. The newsletter is published on the OCAAM website. 7. Resources 7.1. OCAAM board The OCAAM board members are listed in Table 7.1. The Chaplain Nico Sarot also attends the board meetings. The OCAAM board met on four occasions in Two meetings were held at the "Bisschopskamer" of the Old Catholic Church of H.H. Anna en Maria, in Haarlem and two at Christ Church City Centre on the Groenburgwal in Amsterdam. Corinne, Dave, Jaap and Cees represent OCAAM in the joint board meetings of SOLS. 8 7.2. OCAAM minister The minister of OCAAM is authorised by the Old Catholic Bishop of Haarlem, Mgr dr. D.J. Schoon, and therefore the conditions of employment of the Old Catholic Church of the Netherlands (OKKN) apply. The stipend and additional labour conditions are mutually agreed between the "Collegiaal Bestuur" and the priests of the OKKN Volunteers for the Meditation Centre OCAAM provided one Anglican and two Old Catholic volunteers at Schiphol in 2016 to help manage the Meditation Centre and support the chaplains at the airport. The volunteers have continued to attend training days and social events where they can meet together and improve their skills. The volunteers are presented in Table 7.3. On a Sunday morning at hours an ecumenical act of worship takes place. The centre is open 24 hours per day and seven days per week. Volunteers are present during office hours and in the weekends between and hours. It is a place of quiet and reflection that may be used by people of all faiths. 8. Events in Calls A call is when the Airport Ministry is approached with a specific question to support a traveller, somebody staying at Schiphol Airport or an airport employee or her/his family. The number of calls has risen strongly over the past few years, partly due to the increased number of passengers that Schiphol handles. This trend can be seen in Figure 8.1. In 2016 we had 349 appeals. OCAAM Annual Report 2016 Page 8 of 17

9 For example: - 66 times we reunited and supported passengers who returned to the Netherlands after a close relative had died or other serious events have occurred and those meeting them times we supported family or colleagues after a death in-flight or at the Airport, which often included escorting them to the mortuary. Centenary Schiphol Group In 2016, the Schiphol group celebrated its centenary. The airport chaplaincy also received a lot of extra interest from various religious and travel organisations which wanted to know more about the chaplaincy's work as well as media attention from the Dutch press. The jewel in the crown was the visit of His Majesty King Willem Alexander to the Airport on 19 September 2016 for the official celebrations. During his visit he briefly spoke to one of the chaplains and enquired about the chaplaincy's work. OCAAM Annual Report 2016 Page 9 of 17

10 8.3. Sabbatical Nico Sarot From end September to Mid-December 2016, the OCAAM chaplain Nico Sarot had a sabbatical period. Mark Hafkenscheid and Reverend Joop Albers covered Nico's absence and they did a wonderful job Reconstruction work at Schiphol Airport The reconstruction work at Schiphol has incurred various delays. We hope that we will be able to start using the new meditation centre by the autumn of Finances 2016 The accounts for the calendar year of 2016 show a deficit of 10, The cash position at the end of the year 2016 has increased to 72, The donations in 2016 were not sufficient to cover our expenses. This was mainly due to the sabbatical retreat of our pastor for whom replacement was needed during the time of his absence. The board has decided to fund the deficit by using the Stipend Contingency Reserve, which was created to cover unforeseen stipendiary costs. The budget for 2017 income includes a contribution of 33,590 from Schiphol Group and a contribution of from institutions (OC & AC, and individuals) and the interest accrued. The expected deficit over 2017 is 7,085. The challenge that lies ahead of us is to increase our income to a sufficient level so we will be able to survive in the long term, as a year on year deficit will decrease our reserves to a dangerous level. Hopefully, starting in 2017, the annual contribution of the Schiphol Group will be increased to provide the ministry with greater financial security in the longer term. Negotiations are pending.
