BUSINESS FROM THE FLOOR Mr. Dave Galloway, Hendricks County Sheriff said first of all I would like to thank the Council for letting me come to speak this evening. What I have to say is positive. I ve been the sheriff since January 1 st as you folks probably very well know. We had a problem with our emergency response team. They were not trained adequately to respond to emergency runs. I happen to know Jeff Mitny very well; he is a good friend; a real good man. I think you guys made a good choice in appointing him Chief of Police. Also, I happen to have some good friends in the Brownsburg Police Department. So, I happen to know that both departments have good emergency response teams and I have had to call on them to take care of some runs in the County for us and they have done it and very well. So, I wanted to take this opportunity to thank the Town of Plainfield; you folks in general, and the police department especially for the support they have given us. Hopefully, our emergency response team is going to be operational and well trained by November 1 st. It is going to be a two way street I hope as long as I m sheriff. I want to be able to support the Town of Plainfield and the other towns and communities in the County. So, I thank Jeff personally. I just thought it was a good time for me to come down and talk to you folks and let you know that you have an excellent police department and we have a good relationship with them and I want to! 1

2 maintain that and thank you very much. call me. If you need anything from me, Mr. Brandgard said thank you for coming in and giving us an update where you are with that and again we are all citizens of Hendricks County even though we reside in Plainfield and Guilford Township. It is a two way street and to make things safe for everybody we need to work together and I m glad to see that we are back doing that again. Mr. Harold Gutzwiller, Executive Director of the Hendricks County Partnership said I appreciate the opportunity to be here tonight. I m going to pass a couple of things out. It is always a pleasure to come here before the Plainfield Town Council. I think Mr. Carlucci, later this evening, is talking about our contract in his report but we continue to appreciate Plainfield s support of the partnership and our activities. I think earlier I mentioned we had a new software program that allows us to better track information and I passed out two items for you to look at tonight. The first is the yearly activity report and the attraction projects. You will notice so far this year in Hendricks County we have handled 96 projects, prospects and activity coming through our office as compared to 90 all of last year. So, we are ahead of where we were in 2006 as far as activity goes. Our activity this year has been really kind of a roller coaster ride. For whatever reason we hit great spurts of activity and then we hit some lulls but so far this year we have seen quite a bit of activity. The second section I won t go into but it shows how the distribution of the activity has been and you can see surprisingly I think this report shows that we are seeing a lot of manufacturing inquiries in Hendricks County. I think that is what we are seeing statewide. There is still a lot of interest in manufacturing looking at Indiana and also looking at Hendricks County. We continue to see that trend so for those who say that manufacturing is dead in the United States and in Indiana our activity shows that there is still a lot of manufacturing activity with people growing and expanding that is going on in Indiana. I think probably the next section, the activity by community, is probably the most interesting to all of the communities that we serve in Hendricks County. It shows the people that we respond to by each community and which communities meet the criteria projects that we are seeing. You can see that so far this year we have been able to respond on behalf of the Town of Plainfield through 237 projects. That is providing information about the Town of Plainfield s sites or land or buildings that meet the criteria in the Town of Plainfield for projects that we are seeing coming across our desk. So, that is about over a third of the projects that we have seen this year. We have been able to put Plainfield in front of those companies to be looked at. The second sheet is just a list of the active projects that we have. Obviously, you don t see any names attached to those projects because we can t give you that information in a public forum. Your members of our board are always welcomed to look at that information but we do have project IDs. It shows the types of projects that are currently active in Plainfield. We put Plainfield here. There are other communities on some of these projects also under consideration but we just wanted to show you what projects are currently active in Plainfield. We also have two projects that are in some place of negotiating with on behalf of the Town of Plainfield. Those two projects are very good projects. We have been working with Mr. McPhail and Mr. Carlucci on those projects and hopefully we will be able to be successful on both or one of those projects in Plainfield; they are both very good. I think you would be very pleased with those projects. And then the last portion of that page you will see the successes that Plainfield has seen so far this year. You may have seen in the newspaper, I know you were aware of it beforehand, of the official announcement that came out on Friday about the Sunrise Medical locating in Plainfield. It is another example of what Plainfield has been successful at over the years. As a matter of fact, I was talking to an out of State consultant earlier today and they made mention that every time they turned around they would get a piece of paper with Plainfield s name on it or Hendricks County s name on it about a project landing in the community. So, they were very complementary of what you all have done in the Town of Plainfield over the years. They were quite impressed by the activity level that you have seen.! 2

3 Other than that that is the end of my report. I do want to mention one thing. I want to thank you for your continued support over the years. It has been a pleasure to work with you over the last six and a half years but you have read or know that I will be leaving the partnership at the end of the month. I have taken a job with Hoosier Energy and will start that in September but I did want to come before you tonight and let you know that it has been a pleasure to work with you over the past six and a half years and I think that you have done a lot of good and it has been a pleasure to work with you. I would be happy to answer any questions that you might have. Mr. Brandgard said on behalf of the Council I would like to thank you for your efforts on behalf of the County and Plainfield. I think it is another case where a group working together can be more than one by itself and I think we have demonstrated that that theory works pretty well. Your leadership has been very good because you have been able to bring everybody together. Thank you. Mr. Gene Combs said I reside at 1951 Crystal Bay East in Plainfield. I have a couple of concerns. We have a 1960 population of 5,640; today we have over 23,000 in Plainfield as you probably well know. Our Town limits encompass almost 30 square miles. We are growing and we are going to continue to grow and my concern is I would like for us to increase the Council from a five to a seven member board. The seven board would give them a better opportunity to represent this increased population and the increased geographic area that encompasses the Town. The process is fairly simple. I have given you a copy of the Indiana Code or legislative services; an excerpt from that explaining how it is to be done. It also addresses staggered terms and that is my second concern. I don t think anybody can sit here and say it is good government for all of you people to come up for election at the same time; that is kind of scary. I would like for you to give it some real serious consideration and try to get something changed as quickly as possibly because I think it would be good for the Town. It is too much experience to lose all at one time. The last thing is a very positive thing. I thank you for Quaker Boulevard. It is an excellent job and is a tremendous asset to the Town. I think the people really do appreciate it very much. Thank you for your time. Mr. Brandgard said I would like to thank you for bringing this up. We have looked at both expanding the Council and the staggered terms several times in the past. Expanding the Council is one way to do staggered terms without affecting it. So, I feel we will probably take a serious look at that. Mr. Combs said I would like to see that because we are really growing and it is only going to get bigger. Thank you for your time. Mr. Brandgard said your comments relative to Quaker Boulevard I think that seemed like an awfully long time over the last two years but I think it is just about over and I think we will all like it when it is done. Thank you. Mr. Jeff Harris at 1730 Beech Drive North, Plainfield said I m a member of the Plainfield Political Action Committee. We have a proposal for your consideration this evening. The purpose here this evening is to drop this off with you for your consideration. What we are proposing is an ordinance establishing a code of ethics for the Town of Plainfield. One might wonder if anyone in our group knows anything about that. We did employ an expert in that area, Ms. Sheila Kennedy who is an Associate Professor of Law at Indiana University with experience in this area as a consultant to develop a neutral, middle of the road policy that we can all be proud to put in place for our grandchildren and our great grandchildren as we go forward. I would like to introduce you to Sheila tonight just very briefly and pass out our proposal. Ms. Sheila Kennedy said thank you Mr. Harris and thank you all. Mr. Harris and I knew each other a long time ago and he called me because he knew that I had been head of the Indianapolis Ethics Committee when I was a member of the Hudnut administration. Since then I have written a lot of academic material that nobody reads about ethics and have also been an active member of the American Society for Public Administration, which has a number of model codes and, in fact, one of those model codes served as the base of the proposal that Mr. Harris is passing out now. I would be happy to answer any questions and thank you for your time.! 3

4 Mr. Brandgard said I thank you for bringing that in. I know the code of ethics is a big area right now in a lot of different areas. I think it bears looking at. Mr. Harris said it is a subject that is awkward for all of us because one begs the question of why do we even need it? But that is why I specifically wanted to be involved in a time when there wasn t an election and there wasn t political things going on because I think these things are best put in place after careful consideration and thought. I have some additional copies of this that I would be happy to make available for the public. Mr. Brandgard said sometimes I wish there was some way to do a code of ethics for those who do business with us also. Mr. Harris said actually this includes that. Mr. Brandgard said I appreciate you bringing that forward. Mr. John Hardin at 1722 Hawthorne Drive, Plainfield said I came with a few concerns of my own. First off I will coattail on Mr. Combs comments about SR267, Quaker Boulevard. It is a super piece of highway that you people modified and definitely made better for those of us that have to commute to Indianapolis to go to work. But on a negative note I have to say I m concerned that I went by that fire station recently and I noticed there is no crossover in front of that fire station. Gentlemen, I went out there this evening and although my measurements aren t scientific or calculated to the point of that clock ticking leaving the fire station and going up to Metropolis Boulevard going to the S curve through the stoplight and another stoplight and heading back south you add four-tenths of a mile onto the response of those vehicles. That is a half of mile almost. Like I said it may have been a half of a mile; my odometer doesn t tick quite that accurate. If you take an average of 35 mph, which is the best those vehicles can do, speeding up and slowing down the average without using NASCAR stats, we are looking at 50 seconds to a minute and ten increased response time to the people especially south of Plainfield; one of them specifically being the health care center just south of the fire station although I have no personal interest in the health care facility. The average lifetime of a person once they go into cardiac arrest biologically is four to six minutes. I think your fire chief will concur that this is accurate. At best they can get out of bed and leave that station and get down there and hit that four to six minute window pretty close but again I admire the job that these gentlemen do. I m a firefighter by profession for 30 years and still counting. I was on the fire department when Mr. Anderson was hired and he does the best that he can do with what he has to deal with and I m not saying that in a negative context. But gentlemen I also drove down SR267 down to CR600 and headed west to my daughter s house and I noticed that we spent a lot of money to put in the walkway underneath the interstate and underneath the bridge of SR267. If I m not mistaken, that was $100, plus, give or take. I go farther down and there is a crossover in front of the ABC Distributors and also in front of the previous HP Daum estate properties. I go a little farther down and I notice there is a crossover in front of one single residence that was formerly, as I knew it, as the Wallace Atkinson residence. One residence has the opportunity to use that on a regular basis. We have almost half of the population of Plainfield, I am presuming roughly, that uses Station 1 as the primary means for a first response vehicle. Now that time has increased and the distance has increased and the window of opportunity for those people to have a successful resuscitation has been cut down as well as the fact, and I believe I m just coming off the wall with my numbers and stats, the average house fire doubles in size every minute within the first five to 10 minutes of an incipient phase. So, if you thought you were losing one bedroom to your house and live south of Plainfield, you are probably going to lose at least two bedrooms now. Again, I do not discredit the fine quality of the people that we have at the firehouse; they are doing their best. I ask this Town board and to whoever designed that intersection out there to please plead with the parties responsible to put that crossover back in and allow the fire station to have the absolute benefit of the doubt of serving the Plainfield residents with the best opportunity of the response time and distance instead of decreasing it. I realize it is an opportunity now that the fire station was built many years ago but! 4

5 we now have a fire station on a dead-end street. You don t build firehouses on dead-end streets; you put them on thoroughfares. The second topic that comes to my mind is I know that there has been an employment problem with the firefighters and again I don t speak on behalf of the firefighters; I speak on behalf of the citizens of Plainfield. I left the City of Plainfield because the wages were not where I felt I could raise my family without having to work a second job. I have no animosities against the Plainfield Fire Department or the Town board; as a matter of fact, I believe if Mr. Daniel recalls, I had a pension issue when I was with the Town as a firefighter. I had to seek private counsel because the Town board, not speaking on behalf of the Town Council, but the attorney had an issue I did not agree with. Mr. Daniel, after he read my report from my attorney, expressed to the Town board that I believe Mr. Hardin has a point and I think you ought to go ahead and concur with Mr. Hardin. Gentlemen I come here on behalf and in favor of supporting these ladies and gentlemen but I know our workforce is cut short and if I m not mistaken, and Mr. Anderson can reinforce my numbers if I m wrong, we are down to 80% employment for full capacity at the firehouse. If I m not mistaken, within the next two to three weeks that number is going to increase to about 25%. That is not a good number gentlemen because basically what you have to do is either run a reduced taskforce on your apparatus, which according to the NFAPA101, right now I believe it is stated four persons per vehicle. If you drop down to three, you don t lose 75%; you realistic lose half your crew because again your engineer has to stay with your apparatus. I know what it is like because at times I have to run with three on my apparatus and my job, as engineer, I have to make sure my guys inside have water. The other point is you can subsidize this with overtime but gentlemen I know what overtime means. It is good for money; it is good for the ladies and gentlemen working there but again my place of employment we have been short staffed for the last three years. I have worked over 300 shifts of overtime. I am totally burnt out with overtime; the money is great but you can t function on less sleep and going back to work and expecting to give the citizens of Plainfield or any neighborhood, for that matter, the quality of service they deserve; 100% awareness and knowing that when you go in that building, did you make a mistake because you are too tired or did you make a mistake because you couldn t do the job you had to do? Gentlemen I implore you to do two things. If we have to get a community organized to get the employment at the firehouse back up to status, and again I m not knocking Mr. Anderson, I understand he possibly has an assisted chief leaving in the near future, we need to get the gentleman the help that he needs to get the fire department back to full staffing as soon as possible including medics. We are down at times one medic per shift. Plainfield deserves more than one ALS provider in Town. I guarantee you that if it comes down to you or me, who are they going to work on? If we are both laying there in a traffic accident and it is a traffic situation, somebody is going to have to say I m going to work on this one and we will do the best we can with that one. That is ludicrous. If we can afford to go out and build new bridges and underpasses and buy all of the benefits that we have, again I m not knocking the police department, we have a brand new fleet of police cars and they set up at Public Service for quite awhile, I think we can afford ALS providers in this Town. I think we can have a full staff fire department and get Mr. Anderson the help that he needs to get the fire department back up to standards and give him the accessibility he needs to SR267 to get the run times back down where they belong. Gentlemen I thank you for your time. Mr. Brandgard said John thank you for your comments. We will work on those and see where we can go. I know the chief has interviewed some recently and we are going to be doing some more. Again, we will work on that. As far as the SR267 access, we tried to do the best we could with that whole situation and we will see what we can do to make it better. Unfortunately, the State controls that road and we do our best working with them to get what we want and sometimes it takes longer than we like. But again thank you for your comments. TOWN MANAGER S REPORT Mr. Carlucci said I have some certifications to read from the Plainfield Plan Commission meeting. I, Richard A. Carlucci, in my capacity as Secretary of the Plainfield Plan Commission, hereby certify! 5

6 that the Plainfield Plan Commission held a public hearing on Monday, August 6, 2007 on the petition RZ , Plainfield All Stor to rezone 2.39 acres from AG, Agricultural District classification to GC, General Commercial District classification. The Plainfield Plan Commission voted seven to zero to make a favorable recommendation to the Plainfield Town Council to rezone property described herein on attached Exhibit A with a zoning commitment that the only permitted use allowed is a self-storage mini warehouse facility. It is dated the 13 th day of August I have signed it as the Secretary of the Plainfield Plan Commission. This facility is located on Moon Road just south of U.S. 40. When it was originally annexed in, it was brought in as Agricultural, which made the existing facility a legal nonconforming use. To be able to add onto that facility they had to come in and rezone the property. The reason that the Plan Commission put the restriction that the only GC use permitted is a storage facility is because the variety of uses in a GC zone might allow other uses that could happen directly south of an existing church. The owner agreed to that stipulation with the understanding, of course, if he wanted to sell the property one day, the next person could come in and request a broadening of that zoning classification. He was in full agreement that there were some concerns of the Plan Commission about the Jehovah Witnesses Church, which is directly north. So, that is the recommendation. I will go ahead and read the other one. I. Richard A. Carlucci, in my capacity as Secretary of the Plainfield Plan Commission hereby certify that the Plainfield Plan Commission held a public hearing on Monday, August 6, 2007 on the petition of the Plainfield Plan Commission, RZ for rezoning Plainfield School Corporation elementary schools to S Zoning District classification. And Town of Plainfield and Guilford Township Parks to P Park District classification. The Plainfield Plan Commission voted seven to zero to make a favorable recommendation to the Plainfield Town Council to rezone property depicted herein on attached Exhibit A dated the 13 th day of August I have signed it as the Secretary of the Plainfield Plan Commission. We have had a Park and School Zoning District for quite awhile. The only school that was actually under the S District was the new Plainfield High School. So, the Plan Commission held a public hearing to put all of the parks and elementary schools either under the S District or Park District. That is what this motion does. It just makes it easier to go and develop them. What was happening, especially in the parks, is if we did anything in the parks that was in the zoning district of R-1 or Agricultural or something like that, then we were constantly having to think about going forward to the Board of Zoning Appeals to get a variance. So, by doing this we will spend less time going to the BZA. They can put together a plan and show us what they have and what they are planning to do, for example, Brentwood School, they have done some major changes over there that may have required them to go to the Plan Commission but now they don t have to do that. So, that was the intent of those changes made in the Zoning Ordinance a couple of years ago. Those are the two recommendations from the Plan Commission. Mr. Brandgard said if there are no questions, I will entertain a motion to approve the certifications as presented. Mr. Kirchoff made a motion to approve the Plainfield Commission recommendation to the Town Council relative to RZ , Plainfield All Stor to rezone 2.39 acres from AG, Agricultural District classification to GC, General Commercial District classification to GC, General Commercial District classification. Second by Mr. McPhail. Motion carried. Mr. McPhail made a motion to approve the recommendation from the Plainfield Plan Commission regarding RZ for rezoning Plainfield Community School Corporation elementary schools to S School District and Town of Plainfield and Guilford Township Parks to P Park District. Second by Mr. Fivecoat. Motion carried. Mr. Carlucci said I have talked to some of the department heads who are thinking about having work sessions. The Department of Public Works would like to hold a work session in September. Typically we have been putting these on the second Thursdays of each month. Of course, the DPW have four major departments; there are streets, water, sewer and the storm water department. So, we are going to work on the! 6

7 agenda on that to make sure that we allow ourselves enough time. In addition, the parks would like to have a work session in October again the second Thursday of the month. Again, we will try to keep those work sessions to where we are using Power Point and specific agenda that we can get through within hopefully a three hour time period. We do not have anything at this point for November but you might want to consider, if that is what you would like to do, looking at what was presented tonight a work session on that in terms of the staggered terms and increasing the Council to seven members. Mr. Kirchoff said also we typically would like to touch base on some transportation issues at the end of the year. Mr. Carlucci said so we can do both of those at that time. Once we get past November, that second week in November, it becomes iffy. We usually don t hold a work session in December because people are doing other things. So, probably we can pencil those items in for November. If you keep those on your calendar, we will go ahead and start working these things in. We missed an August meeting because they weren t ready to go and we were doing budget things and I think that is what happened to the August meeting. On the contract for the Hendricks County Economic Development Partnership I have had a good relationship with Mr. Gutzwiller. We have had projects that typically come from the State. A lot of them come from the State to the partnership and then to us. We have also had projects that have come directly to us that we bring to Mr. Gutzwiller because it is a lot easier to have him be the go-between. I know my experience with Mr. Gutzwiller has been great. A lot of good things have happened over the last couple of months. We have one real exciting project out there that Mr. Gutzwiller has promised he would stay even if it went into October. We have one good project that is a real exciting one and we don t get these very often. It has been a good relationship. You do have copies of the contract. Their contract doesn t change in terms of what they have from year to year. But I would like to point out that through Mr. Gutzwiller s effort we have had four projects that the Indiana Economic Development Corporation has given us infrastructure money for. These projects have a total $945, that he has brought to Plainfield. This is mostly road improvements that we have to do that we would have done anyway. If we can get the State to pay for half of them, it is a pretty good deal. It is money that doesn t have to come out of property taxes or a bond issue or anything like that. So, from that standpoint he has done a good job and they have been good projects. Some of them are still ongoing. But you do have the contract in front of you, if at some time tonight you want to approve it, the Council President would be the signatory on that document and it is up to you if you want to approve it tonight. It was actually in here a couple of months ago but we got busy and we never got back to it. So, if that is what you want to do, we can approve that contract tonight. Again, it hasn t changed substantially in the last three or four years. We also tonight have on the agenda some tax abatements. We have KDS Real Estate, LLC, which is going to build some additional buildings in the Andico Industrial Park. The abatement ordinance that you have for that tonight only requires one reading; there will be no other public hearings because that property is already an economic development area previously because there is another building on it. So, he is proposing to build two additional buildings and the abatement on the two buildings would be for three years each. They have been pretty successful down there. The Town has given them abatements on equipment and other buildings. The other abatement is for Success Express, which is a new business downtown. They would like to purchase a screen printing machine. That with all of the paraphernalia that goes along with this is $25, and, of course, for a small business that is a good chunk of money. So, the Tax Abatement Committee recommended a three year tax abatement for them. For that equipment it is three out of five years anyway; five years is the biggest span that they have for these pieces of equipment. So, they are recommending a three year tax abatement for that piece of equipment. Again, it is a small business and it is a business that is located in the Town Center and KDS Real Estate is a fairly small business and they have been doing pretty well out there and we want to see them succeed too. 8 Mr. McPhail said the project of the revitalization of the downtown continues to move forward. If you noticed holes in the parking lot, they have been boring and getting ready to set the new lights. Hopefully, in a few weeks we will have the parking lot properly lit. It has been dark and I know Mr. Castetter has worked real closely with the contractors and we ran into a few unknown buried things in the parking but we are moving forward and I think they had a pretty productive day today. I m not sure Friday was very productive. They were finding things that were not identified in the parking lot; some abandoned conduit lines, etc. They are moving forward and hopefully we will get that project done before bad weather. Mr. Gaddie said on the code of ethics there have been a lot of editorials on the State verses the federal. I m sure something is going to become of that. Another thing I was talking to people in the Brownsburg area and the pay scale is higher for the firefighters than what we have here. There are people looking at the possibility of the Brownsburg Fire Department verses Plainfield. Chief Mitny said late this afternoon I received an and I want to bring the Council up-to-speed. I talked with Lloyd at the Plainfield re-entry facility and they are going to be able to assist the Plainfield Police Department in detailing our cars that we are going to be taking to the auction. We are partnering with them and if you see our old vehicles parked out there, they are cleaning them up for us for auction so we can get a little bit more money out of them. Mr. Jason Castetter said I would like the Council s consent to advertise for bid the 2007 resurfacing bid. I hope to get that in the paper this week. Mr. Brandgard asked, is there consent? Consent given. Mr. Castetter said Mr. Carlucci said that DPW is planning on a work session hopefully the 13 th. I didn t hear anybody say unavailable so I m assuming that is okay. Mr. Chafin said the first thing I had was a few meetings ago I had presented proposed changes for fees for daily rates and memberships to the recreation center. We are in the process right now of putting together our fall/winter program guide and literature and wanted to get your consent to move forward with those changes so that we can incorporate those into the brochures. Mr. Kirchoff said on the spectator charges for the non-residents is that correct for your proposal? Mr. Chafin said we are going to keep it $2.00 across the board. Out of all of the fees that we charge that is the one we have the fewest members of. I don t know the exact percentage but from a day pass standpoint the majority of our day pass visitors are non-residents especially June, July and August. The second thing that I wanted to do is give you a brief update. A few months ago we put together a committee for the property across the street, the Department of Corrections property that we were going to change into an athletic complex. We have been working with Mr. Banning who is in the back. I just wanted to kind of give you a brief update. We broke it down into some sub-committees. The sub-committees consisted of individuals that were involved with the Optimist program. Mr. Veronica took it upon to get himself, and he is in the back, together with a lot of the coaches in the school system to say this is going to be the feeder program to your program. If we were laying out these fields, what would we like to see? That is where we are. To give you a quick overview this is Highway 40 here; this is the front part of the property that you see and here is the old interurban line. On the front part these are soccer fields right here; two full size competition soccer fields and medium size competition fields and then there would be two football fields right here. We currently haven t done anything with the entrance or exit as of yet. We are still looking at various options for that but as you get into the complex, it is kind of hard to see, this is the parking area here and our intent was one way in and one way out to keep traffic to where it is going to flow consistently; everybody knows it is coming in this way and then you are going to exit out that way. You can see these are all soccer fields here and we have five baseball fields over here. These are little league sized fields; these are a couple of 220 foot fences; these are 200 foot fences and this in the current design is a challenger field.! 8

9 We have gotten a lot of feedback that this field right here would instantly get us 8-10 teams in a challenger type program. Mr. Kirchoff asked, what is the challenger program? Mr. Chafin said they are not fully capable of playing little league without some type of assistance. What we would do is take the drive and extend it between the apple house and potato house down here with a little turnaround right there to allow access into that field with walkers or wheelchairs or whatever it may be. One of the hot button issues is a wall, the wall right here that we have to work on. One of the ways we have been able to incorporate along that wall, but not necessarily have an affect on the project, is to take and move the road essentially this way a little bit to the east and create an access right there to where it would let traffic flow in. If traffic was going to the facility from this entrance or coming through, it would help ease the traffic burdens in through there and also allow us to do the work on the wall that was needed. As far as the layout goes, that is pretty much it. What we tried to do is we incorporated the quantity of fields that was requested with the space we had available. I think initially they wanted 16 little fields for soccer. When you look at that, there are eight fields that you can take and cut them in half and there you have your 16 little fields. When it comes to grading and things like that, we are looking at grading it to where it is multiple uses. If we wanted to use this area here when we don t have leagues in competitions, etc. and we wanted to create and have a festival or we wanted to use that for some other type of activity, it would not only serve as an athletic complex but if we wanted to do other things within the Town whether it was in corporation with the schools or parades or car show or whatever it may, I think this design in doing this kind of setup would allow us multiple functions in that regard. This little piece right here is the entrance to the baseball facility. It is just the first draft design of maybe taking a couple of baseball bats and arching it. It is nice to have but not essential. These are just basically the essentials. We are in the process right now in the third and fourth quarter of this year we have to finalize the details now and the specific requirements and specific amenities, i.e., fence size, fence type, landscaping, all of the details, the concession stand. We have pretty much the locations set but how are we going to construct them; what are they going to be made of? Amenities like restrooms and storage, etc. that we would start to piece together the details of the project. Once we do that we can sit and work and determine from the financing standpoint where we are verses what is available and then go from there. We have a contract proposal from Mr. Banning that he ed at the end of last week that we will be forwarding over to Mr. Daniel for his review and for consideration and probably present it at the next Council meeting to move forward on that. Mr. Banning has already volunteered a lot of his time at the beginning of this project and he has done a lot of layout and a lot of work and a lot of legwork. I think this is going to be a showcase facility and a great way to have an economic impact on the community. The initial intent obviously is to make sure that we are serving the youth of the community but when it gets to that level where we may be able to bring in tournaments whether it is regional or state from soccer or baseball or football, you are going to have a showcase facility to do so. I would be happy to answer any questions that you may have. Mr. Brandgard said I appreciate you bringing this in; I know the group has been meeting pretty actively to come up with what we need to do and start looking at how we accomplish this. I know Mr. Banning has done a lot of work out there gratis and I think we are getting down to the area where we need to have a good firm design on it. That is where we need to have a contract to carry that through. I think we are on the right track. Time is of the essence so we need to keep this moving. Mr. Chafin said I think we will. Do you have any other questions? We tried to incorporate the path, as you see it, along through here and then the pedestrian bridge will have access across in that area right in here. So, with the new trailhead parking we will even have parking on the other side. Our thought was the older kids who use these facilities will hopefully actually use the trailhead maybe to park and if we need overflow parking or something along those lines. We are moving along. Our next committee meeting is set up for! 9

10 October 6 th so hopefully between now and then we will have a few more details incorporated into this and a few more decisions made on other aspects of the project that will keep us moving forward and maybe try to get this thing to bid before the end of the year. Mr. McPhail said I was going to bring this up under old business but this is probably a more appropriate time based on Mr. Chapin s report. We finally have a signed agreement between the State for the lease on this property and I would like to thank Mr. Daniel especially for all of the effort that he has put forth with that and the committee that has worked on it. This has been actually more than a two year long project. It seems like it has been forever. We are about to embark upon the second part of the project and we will be sitting here one of these days saying that has taken forever also because there is a lot of work to be done. I received a call late last Thursday afternoon and we met with the superintendent at the re-entry facility and with Mr. Al Bennett who has worked extremely hard on this project and heads up the committee that I referenced. But we did meet with the superintendent and we were on a conference call with some other folks with the State. They have selected August 27 th to have a groundbreaking ceremony. I think that is appropriate to do it as quickly as possible. I was given a couple of things to try to take care of between now and then and this is our only Council meeting between then. They felt like we needed to have an official name for the facility. I tried to give you a memo earlier than today and I m sorry I didn t get it to you sooner. The suggestion has come through the group that I have been working with that we officially name this the Plainfield Youth Athletic Complex. I don t know if that is something that you want to adopt but we would like to have an official name adopted before the 27 th. I don t know if anybody, Mr. Chafin or anybody else on the committee, has any comments about that. I know we have talked about it over the last several months; what do we name the facility? Obviously, I think it is important that we get the right name. Mr. John Reel at 861 Highlander Drive said it has been four years since we first had our first meeting. Thank s to all of you for the work that you have done, especially Al Bennett who has done a super job. A point of consideration is I received this information this afternoon; the Plainfield Youth Athletic Complex. I think it is a unique name but a point to consider, and this comes from me and not from the Optimist Club, is we were given, and everyone knows we were given, $200, from Cinergy. And it was given with the stipulation that some portion for the relocation, and we didn t even know where we were going at that time, but some portion of that facility would be named after or in respect to the Barker s. Two weeks after that we received another $200, donation to continue with the relocation. I can tell you a lot of people that have done a lot of work for the kids in Plainfield in the sports area. Most of this would not have been done unless Al Barker would have signed that initial contract. Gentlemen of the board please consider the possibility of it being the Al Barker facility and that is all that I have to say. Mr. McPhail said I certainly appreciate your comments and we have discussed that in depth and I might suggest that we look at maybe a different way, instead of the whole complex, to honor this individual. I have been to several facilities where certain fields have been named after contributors and that type of thing. That might leave us a little flexibility if we happen to get somebody else to do that; maybe the football complex, the baseball complex or something within there rather than the whole facility. I certainly understand the efforts of the Barker family, in fact, I know it is because of his generosity that we have had the fields on the Duke property; those fields there. We are faced with a situation here now where we are going to have a public facility that is part of our parks system because of this. It has been a facility that has been provided by the Optimist Club and all of those volunteers over the years. It would be nice to start that process all over but I don t think we would ever catch up. I do think there is probably some opportunity to honor that family and maybe other contributors. Mr. Gaddie said I have looked at all of the parks here in Town and they have all been named after somebody. If you look at every park we have, they have always had a name on it. Some of the younger people don t remember who some of those people are but it has been a tradition here in the community where all of our parks have been named after somebody.! 10

11 Mr. Kirchoff said I think Mr. Reel s comments are timely. I happened to talk to Al yesterday. I don t know how many know but his wife is in failing health. They have made the tough decision to move to a facility outside of Plainfield and will be moving hopefully in the next six weeks. So, I think it is very timely John that we consider something to honor Al and Jan. I m not sure if it is the whole complex or perhaps the little league complex or something but I would agree that we need to get some recognition for Al and Jan and all that they have meant to Plainfield. As I said, the tough decision for them is to have their property on the market and they are going to be moving to a retirement village on the north side of Indianapolis. Mr. Fivecoat said we are going to have a baseball complex there that is going to be the state-of-of-art and that might be a good choice right there to name after him. I think it is right because he has really fought for the youth of Plainfield way back when he was the President of Public Service. Mr. Kirchoff said and since; he has worked diligently since his retirement and I think he has been frustrated with some of the decisions that have been made so I certainly support honoring Al and Jan in some way. Mr. Brandgard said I certainly agree with those thoughts also. Al has done a lot for the Town and the kids in it. Also, I understand where Mr. Gaddie is coming from where in the past we have named the parks after somebody. But I think this is a very large complex made up of various segments and I think if we can honor various people in this under the umbrella of the Plainfield Youth Athletic Complex, I think we will be doing more service to those individuals in the community than just name it after one person and not be able to recognize any others who have contributed along the way to making this happen. My initial thoughts were along those lines and I know we have also had some thoughts in naming the new road when it is built out there. Mr. Kirchoff said I think another reason I like Mr. Fivecoat s suggestion is Al has been heavily involved in the Special Olympics for years and having that challenge field as part of the baseball complex it would tickle him. I think that would be a neat way to do it. Mr. Carlucci said there are some other Optimist members out here. I don t know if they want to add anything to the discussion tonight. Gentleman from the audience said as we designed the field, it was just about the youth and the playing facility but the Optimist would be well recognized as well for running it. So, somewhere thru name would be on the field for the complex as well. Mr. Mark Sample at 2744 Colony Lake West Drive, Plainfield asked, are we planning on leaving the name Lovell out? Lovell Field is what it was and I don t have a problem with what Mr. Reel is saying about Al. We can name it the Al Barker facility but yet within that facility we could have the Lovell Field, which is the baseball diamonds. You can name each diamond just like they do in different complexes in the NCAA. The floor is named after a head coach but yet the main stadium is named something different; I think you guys ought to consider that because the name Lovell has meant a lot to this community as well as Al Barker. Mr. Mike Woodward at 641 Lawndale said I really came to observe tonight but I wanted to comment on this issue because in hearing some of the discussion I think all of it has been on the market but yet in different directions. Personally as an individual I think the idea to name this facility Plainfield Youth Athletic Complex for the time being as we develop the park and the facilities is probably okay. I think all of the names mentioned and maybe some others are worthy of consideration and maybe the committee or some input from the other operators of the sports programs or other community members down the road could come up with something. I agree with Mark that we should not forget the Lovell name. Al and Jan Barker need to be recognized. I think the Optimist Club ought to be recognized. Everybody knows we run the programs and then there are probably others over the years that have been involved that ought to be thought about as we do this. So, I think if you have to pick a name tonight, maybe a name in the generic form that is presented is probably okay as long as it is understood that it is not set in stone down the road that we can t move forward and put a name to the park if that is what we decide or various aspects of the facility.! 11

12 Mr. Gene Combs at 1951 Crystal Bay East asked, what are they going to do with the old interurban? Are they going to level it? Mr. Chafin said right now it is scheduled to be lowered and that is basically the access where parking is going to be. (Inaudible). Mr. McPhail said there are several regulatory agencies to deal with with that drainage ditch. I think our intent is to leave it intact. Mr. Chafin said in regards to naming the facility as a suggestion tonight we have been referring to it in documents and construction documents and as we move forward to call it the Plainfield Youth Athletic Complex as Mr. McPhail suggested. Then when the committee meets on October 6 th, that it would be one of our topics of discussion to determine and come back with a recommendation to the Council with all of those involved in that committee because there are various entities who are represented there. And get all of the input there and come back and say this is what we recommend the name of the complex to be. And then break it down to say that this is such and such field, etc. Would that be acceptable? Mr. Brandgard said I believe it would. I think in reality we have to do something because we are starting to get into the proper documentation. Sticking with the Plainfield Youth Athletic Complex is probably not a bad term to be using in those documents. We can change or shift that as we need to or if we want to. Mr. Chafin said if you decide you want one of these fields to be dedicated or named after an individual, even after we are opened, we still have that option. We can come back, like I said, after the first meeting in October with some recommendations as to what the committee would like to see. Mr. Fivecoat said there will be a lot of fields out there that can be named after individuals. The Plainfield Youth Athletic Complex can continue and name the fields after individuals instead of like one, two and three. Mr. Chafin said I think we have a lot of options so we will come back with some recommendations to simply things. Mr. Carlucci said I saw a picture last week with Forrest Tucker standing out in the fields and they were called the Forrest Tucker Athletic Fields. I don t know if Forrest Tucker is still alive. Mr. Gaddie said no. Mr. McPhail said another issue, along with the name, is an address. Mr. Chafin said we have that established. Mr. McPhail said if we use the current address of 501 W. Main Street and somebody goes into MapQuest, guess where it is going to take him. It would take them to the correctional facility. That is another reason that the name has to be something recognizable for people coming from out of Town. Mr. Chafin said the address was established earlier today; it is 455 W. Main. Mr. McPhail said as long as it is not 501 W. Main, I m happy. I would be remiss too if I didn t recognize John Hall back there. He has worked extremely hard with this group and with some of the engineering data with Jeff Banning in how to make this whole thing work. Thank you John. Mr. Brandgard said we appreciate everybody s input on this. Mr. Belcher said the water main in Broadbent I don t know if you had a chance to read that in my report but we had a new project, an attractive building by Andy Mohr Chevrolet, just to the west of it that has been constructed by Broadbent. They are beginning to lease spaces in there. As the project was being developed, we talked to them about! 12
