The County ordinance calls for signatures from the chief elected officials with representation on the ETSB prior to releasing the funds. The ETSB is seeking your signature and approval to release these funds in compliance with the County ordinance. 3 RESOLUTION OF THE BOARD OF DIRECTORS OF THE KANE COUNTY EMERGENCY TELEPHONE SYSTEM #10-04 WHEREAS, the Kane County Emergency Telephone System Board (hereinafter ESTB) has been created under 50 ILCS 750 by State of Illinois Statutes and is given the authority to collect surcharges from the telephone bills of telephone customers within Kane County to place in a fund to operate the emergency telephone system within Kane County, and, WHEREAS, the expenditures from this fund are regulated by State of Illinois Statute, a certain Ordinance of the County of Kane, and policies adopted by said ETSB; and, WHEREAS, the ETSB maintains a Reserve Fund from these surcharges and has determined that certain expenditures are appropriate from said fund, and since said ESTB may enter into certain agreements, make certain purchases, and arrange for certain services, for the planning, implementation, and operation of a Emergency Telephone System in the County of Kane, and, WHEREAS, County of Kane Ordinance allows the ESTB to expend monies from the Reserve Fund with the written concurrence of any five (5) of the chief elected officials of the seven (7) municipalities and (1) county government with representation on the ETSB Board, and, WHEREAS, at its regular meeting held on September 09, 2010 the ESTB approved by a majority vote a request from the Tri-Corn PSAP to finance the partial cost of thirty thousand three hundred forty seven dollars and thirty seven cents ($30,347.37) for the cost to replace mobile data terminals for the Elburn Police Department to be used with the Tri-Corn Motorola PMDC for call dispatch, from the ETSB Reserve Fund Account. NOW BE IT THEREFORE RESOLVED that the Kane County Emergency Telephone System Board respectfully requests that with the required signatures of the five ( 5) chief municipal/county officials hereto attached, that the said amount of$ 30, from the ETSB Fund be released and approved for payment to the Tri-Corn PSAP: Secretary ETSB Vote:~ AYE NAY ABSTAIN ABSENT

This is a project that Tri-Corn funded with an ETSB grant in FY09-10 and now that Elburn is a member oftri-com it would be a benefit to Tri-Corn, Elburn and the other Tri-Corn members to bring Elburn up on the same system. The ETSB voted unanimously on July 15, 2010 to move a pmiion ofkanecom's ETSB reserves, representing Elburn, over to Tri-Corn. Tri-Corn is seeking permission to use $30, of our reserves for this project, which is the exact amount approved in July. Elburn will supplement the remaining costs of the project. All invoices will be submitted to the ETSB as proof of the project for reimbursement.
