13 13 REPORT OF OVERSEERS OF THE POOR. To THE CITIZENS OF OLD ORCHARD: We make the following report in regard to this department. The permanent charges remain the same as last year, but the appropriation for this department will have to be enlarged for the present year so that we can for a time at least,care for a former resident now in Portland, but chargeable to this town for support. We at one time thought we would have to maintain Miss Bowden, who is at the Trull hospital, but this expense is now borne by the State. After this year the State takes charge and maintains the insane poor in the State institutions without expense to the towns other than the additional State Tax. 15 15 SELECTMEN'S REPORT. To THE CITIZENS OF THE TOWN OF OLD ORCHARD: We herewith render the annual report as your official servants for the year 1908, it being the 26th in number. The expenditures in each department will be shown on the following pages; while each department with possibly one exception will show that it has kept within its appropriation, in some places this has not been an easy problem. We congratulate ourselves and you as well that the close of the year finds our financial conditions on as good a basis as at the beginning; on account of the fire the calls for expenditures for different purposes have been very numerous necessitating the continuous exercise of thought and care to keep within the several appropriations. We have deemed it best to have printed in this report the contract which has by vote of the town been entered into with the Biddeford and Saco Water Co. so that all may read at their leisure.

16 i6 The new and larger pipe called for under this contract has already been laid, also the new hydrants have been installed; the material for the stand pipe and pumping station is on the ground and the work will be pushed to completion as soon as possible. On account of the frozen condition of the ground many places where the streets were opened for pipe were left in a rough condition, but we are assured by the Company that these places will be attended to as soon as conditions will warrant in the spring. Old Orchard is slowly but surely arising from its ashes, and every effort should be made by all the town working together, to at least replace it in its former condition. This can be done by a united effort on the part of all citizens. Let us work to that end. 17 17 Contract Town of Old Orchard with Biddeford and Saco Water Company. Sept. 26, THIS INDENTURE made and entered into at Old Orchard, in the County of York, and State of Maine, this twenty-sixth day of September, A. D 1908, be and between the Biddeford & Saco Water Company, a corporation established, organized and existing under the laws of the State of Maine, and having a place of business at Old Orchard, in the County of York and State of Maine, party of the first part, and Inhabitants of the Town of Old Orchard, in said County of York and State of Maine, a body corporate and politic, established and existing by authority of law, party of the second part: WITNESSETH: That Whereas the party of the first part is now operating a system of water works in the Town of Old Orchard and supplying filtered Saco river water through a pipe system extending from Biddeford, through Saco, to said Town; and Whereas the said Town of Old Orchard is desirous of obtaining

18 x8 an abundant supply of wholesome water for domestic purposes and for ample and better fire protection. Now, Therefore, the party of the first part hereby agrees to construct, maintain, and operate additional pipes, hydrants, and electric rotary fire pump, and a stand water pipe,to be located and erected in the Town of Old Orchard, and to connect the present system of water works with the additional system to be built, so as to furnish an ample supply of wholesome filtered water from Saco'River for domestic and manufacturing purposes, and an adequate and sufficient supply through said system for the extinguishment of fires and proper fire protection of said Town. The Company agrees to lay a new 12-inch standard cast iron pipe from the junction of the present io-inch pipe at the corner of Old Orchard Road and Union Avenue, or from the junction of Pleasant and Saco Avenue, thence through Saco Avenue to Washington Avenue, thence a io-inch pipe passing Longwood Avenue and the Old Orchard House through Staples Street or Old Orchard Street to the Boston and Maine Depot Square; thence from that point through Grand Avenue to Aldine Street, about 1600 ft. to lay only the best and perfect pipe of the io-inch pipe now on hand at Old Orchard. To lay 810 feet of io-inch pipe from Saco Avenue through Fifteenth Street to Evergreen Avenue, thence through Evergreen Avenue to connect with the present 6-inch pipe at the corner of Eighth Street. This extension tobe

19 19 laid with good selected io-inch pipe of the pipe now on hand at Old Orchard. To lay 550 feet of 6-inch pipe on Milliken Street east from Old Orchard Street. To lay 400 feet of 6-inch pipe on Francis Street east from Old Orchard Street. To lay 200 feet of 6-inch pipe through Hotel Street connecting Francis Street and Milliken Street. To lay 540 feet of 6-inch pipe on Central Avenue from Union Avenue to Park Avenue- To lay 640 feet of 6-inch pipe on Fifteenth Street from Union Avenue to Evergreen Avenue. To lay 290 feet of 6-inch pipe on Eleventh Street from Evergreen Ave. to Maplewood Ave. To lay 1700 feet of 6-inch pipe on Atlantic Avenue from Washington Avenue to Grand Avenue. To lay 360 feet of 6-inch pipe on Third Street from Atlantic Avenue to Cedar Avenue. To lay 200 feet of 6-inch pipe on Bay Avenue from Grand Avenue. Approximately, 7000 feet of 10-inch and x 2-inch pipe and 4880 feet of 6-inch pipe. All these pipes to be standard cast iron water pipes, and no old pipe to be relaid that is not in good condition and suitable to be used again. Said pipes to be laid with suitable gates, branches, and connections and at sufficient depth in trench to prevent freezing. The Company further agrees to erect a steel stand pipe on a lot to be purchased by the Water Company on a high elevation in the Westerly part of the Town, to be at least thirty-three (33) feet in diameter, approximately ninety-five (95) feet high, the top of which shall be at least 200 feet above mean high

20 20 tide, to> hold 600,000 gallons of water. Said standpipe to have a balcony around the top r and painted a suitable color. The new piping system to be connected up with the old at crossing points, and on the water ^maifis twenty-three (23) new two-hose and one-steamer connection fire hydrants to be set, and connected with 6-inch pipe connections and independent cut-off valves; the hydrants to be definitely located by the Town, approximately as follows: Corner of Grand Ave. and Old Orchard St. Milliken St. 500 feet from Old Orchard St. Francis St. 400 ft. from Old Orchard St. Corner of Old Orchard and Butler St. Portland Road opposite W. W. Mason's house. Staples street opposite W. J. Mewer's house. Staples street and R. R. Square. Corner Saco road and Longwood avenue. Corner Atlantic avenue and Third street. Atlantic avenue halfway between Third street and B. and M. Central avenue corner Park ave. Evergreen avenue and 15th street- Evergreen avenue and Pine street. 11th street 300 feet from Evergreen avenue. 15th street corner Maplewood avenue. Union avenue corner Somerset avenue. Grand avenue 500 feet east of Atlantic ave. Bay avenue Seaside avenue corner Hampton avenue.

21 21 Saco road opposite John Guilford's. Two hydrants on existing pipe lines in Grand Beach. Corner Saco road and School. All old hydrants of the present water system to be overhauled and put in first class order, and such old hydrants as are too small for the special place in which they are now located will be taken up and a larger modern hydrant set in its place, while the old hydrant will be reset on the outskirts of the town where the buildings are low and the old hydrant would give satisfactory service. The steamer connections of all old hydrants to be changed to conform to the standard hydrants in the cities of Biddeford and Saco, without expense to said town. All said hydrants shall be tested and flushed at stated periods, of not exceeding four months each, and in flushing a short piece of hose will be used so as to prevent any unnecessary injury to the highway. The Company will furnish one extra drinking fountain and water therefor for the Ocean Park district, to be used during the summer months, June ist to Oct. ist. The Company agrees whenever an excavation is made for the purpose of extending its pipes or repairing its plant, that all roads, streets or sidewalks, where such excavations are made shall be restored to their original condition and in a manner satisfactory to the reasonable demands of the Selectmen of said town, and said Company agrees to indemnify and save harm-

22 22 less said town from any loss or damage that it may incur by the fault or negligence of said Water Company during the construction or in the repairs and maintainance of said water works. The Company further agrees to furnish an adequate and sufficient supply of water through its pipe lines, standpipe and hydrants for all present and future needs for both domestic purposes and for the extinguishment of fires, also three standpipes for street sprinkling purposes, and to enlarge its system with pipes of sufficient size from time to time as the growth and reasonable demand of the town may require. The town to locate from time to time such number of new hydrants as may be required to furnish adequate fire protection to meet said growth. Said Company to lay additional mains from Saco to Old Orchard should the present water main be found inadequate at any time to meet the reasonable requirements of said town. The Company further agrees to install at the standpipe an electric rotary pump of one and a half millions gallons capacity in twenty-four hours, connected so as to pump from both the water main leading from Saco and the standpipe, to be used as an emergency fire pump to put direct pressure on the water mains and hydrants in the town of Old Orchard so as to give a pressure of 90 lbs. on the mains in front of the Boston and Maine Railroad depot and to maintain a pressure of 80 lbs. whilst two streams of water with inch

23 23 nozzles through one one hundred feet of hose are being drawn from said mains, and to further guarantee with said electric fire pump to give sufficient pressure as will deliver two streams of water through a i 1-8 inch nozzle and one hundred feet of hose on top of the roof of the Old Orchard house. The Company will agree at such times as fire pressure is not being furnished, to start up the electric rotary pump whenever the water in the standpipe registers 175 feet level, and to operate said pump from time to time if necessary so that the water shall not fall below said 175 feet level; to furnish with said pump direct fire pressure at any and all fires upon request of the Fire Department of said town or any town officer charged with authority therefor; and that a proper man shall at all times be within or near the fire limits of the town of Old Orchard whose duty shall be to be promptly in attendance upon the fire pump at any fire and to be in readiness to furnish said direct fire pressure in case same shall be needed or called for by the town, and during the period from June 15th to September 1 5th, each day, to operate the electric pump and pump the standpipe up full to the 200 feet elevation. The Company further agrees to submit its plans and specifications for all new work called for by this contract to the proper officers of the town or the town's engineer, and to afford all reasonable facilities for such officers or engineer to inspect such work while the same is being carried on.

24 24 The Company will attach self-recording pressure gauge, to be furnished by the town, and located at some convenient point, with proper piping to its wate 1 mains, said gauge to be looked after and maintained by the town. In consideration for the 23 improved 3 nozzle hydrants for fire purposes, the town shall pay an annual rental of Six Hundred Dollars ($600.00) payable semiannually, said rental not to begin until April 1, 1910, and to be paid October 1, 1910, and each succeeding 6 months thereafter until October , after which time water for fire purposes for said hydrants and all present hydrants located, shall be free; said standpipe, pipe lines and pump for fire purposes to be maintained at all times after 20 years for fire purposes at the expense of said Company. The Company agrees to extend its mains where there is no ledge provided the town will locate and order one additional hydrant for each 500 feet of such extension, at an annual rental of thirty dollars ($30.00) per year for the full term of twenty years after the setting of each hydrant, after which payment period water for such hydrant for fire purposes shall be free. Where there is ledge on such an extension that has to be blasted to be readily removed said town shall pay one half of the cost of the removal of said ledge and the Company shall pay one half of said cost. During the term of this contract and so long thereafter as the electric pump or pumps shall be maintained and operated for giving the town direct

25 25 'fire pressure, the town of Old Orchard shall pay an additional annual rental of one hundred dollars ($100.00) payable semi-annually. Said Company further agrees to furnish water for flushing sewers under the direction of the Water Company not exceeding one hour each week, for drinking purposes, town offices, schools, engine and hose houses and for street sprinkling, and the present two drinking fountains for man and beast, and one extra drinking fountain for the Ocean Park district to be used during the summer months, during the term of this contract and thereafter so long as the Town of Old Orchard shall enjoy free water for said purposes, said water to be taken without unnecessary waste, and said Town shall pay said Company each year the amount of tax, if any, as may be assessed against the water property and plant in said town, provided, however, that the foregoing clause in this contract shall not be construed as to exempt from taxation any real or personal estate of said party of the first part not required in the construction or operation of said water works and for the management of the plant. The Company agrees to begin work at once, as soon as materials can be obtained and delivered and have all the changes and improvments made between now and June 15th, In the construction of the work, preference shall be given to laborers living in said town. In case of unavoidable accidents, leaks, breaks, or

26 26 the extension of the Company's pipe which may require the water to be shut off, a reasonable time shall be given said Water Company for making suchi repairs and extensions, but t^ie same shall be completed with promptness and all due diligence. The Company will agree for its.elf and assigns that his contract should further provide that if the town of XJld Orchard, or a;ny other public municipal corporation.created for the purpose, desires to acquire, five years,from October i, 191 o, or any subsequent five-year period thereafter, the property, rights and franchises of the Biddeford and Saco Water Company within the limits of the Town of Old Orchard, then in case the said Town or the said municipal corporation and the said Company shall be unable to agree upon the value of said property, the Supreme Judicial Court shall, upon application of either party and notice to the other, appoint three commissioners, one qf whom shall be learned in the law, who shall determine the fair value of said property, rights and franchises, for the purposes

59 6i CHIEF ENGINEER'S REPORT To THE HONORABLE BOARD OF SELECTMEN: I herewith forward my annual report for the year ending January 31st, We have been fortunate in regard to fires this year. The only fire of any consequence was the burning of the cottage belonging to J. D. Kenney, caused by overturning hot fat. Total loss. The roll of the company is complete and the company in good condition. We have 2100 feet of good hose at the engine house, 500 feet at the camp ground and 500 feet at Ocean Park. I would recommend buying some sort of a chemical as soon as possible as they are the best thing for a small fire. To THE TOWNSPEOPLE OF OLD ORCHARD: The trustees are pleased to report another favorable year for the library with increasing number of books taken out and a larger attendance in the reading room. Persistant efforts to cover as far as possible the varied needs and tastes of the patrons continue to be made and, it is believed, with a fair measure of success. Great care is taken to procure the best in the ever increasing field of knowledge in its various lines especially in the up-to-date magazines. The same invitation to patrons to give the librarian information of any specially good book or magazine, is repeated with emphasis. Here as everywhere else in life kindly co-operation is a wondrous help; for no one knows it all. Persistant association with good books is a most helpful uplift to anyone's character, and the atmosphere of a library ought ever to be of an

SCHOOL To THE HONORABLE BOARD OF SELECTMEN OF THE TOWN OF OLD ORCHARD: At the annual town meeting it was voted to make additions to the high school building, and $i500 was raised for that purpose. The matter being left in the charge of the School Board, who submit the following report: We have built an addition 18x36 feet, two stories high giving a school room for the fifth and sixth grades on the first floor and a recitation room and labratory for High school on the second floor. We have installed a steam heat system for the new addition which in the future can be connected with pipes to furnish heat for the whole building at much less cost than is done at present. We have also wired the rooms on second floor for electricity.

71 77 REPORT OF SUPERINTENDENT OF SCHOOLS. To THE CITIZENS OF OLD ORCHARD: The members of the Superintending School Com mittee the past year were W. F. Worcester, chairman, Mrs. Nettie L. Chase and J. C. Batchelder, and at a meeting held March 5, 1908 they elected C. R. L. Snow, superintendent of schools. The number of persons from 5 to 21 years of age in town on April ist 1908 was 229, three less than the preceeding year. 72 78 At the last annual town meeting $ was appropriated to build an addition to the High schopl building to provide a new school room to relieve the overcrowded condition of the primary and intermediate schools, and a recitation room and laboratory for the high school. This has been done and much credit is due the chairman of the board, who supervised, the construction for the efficient manner in which the.work was carried out and for the considerable time devoted to it without remuneration. The addition is thoroughly built and contains three pleasant, well lighted rooms, heated by steam. A separate report on this building will be found on another page., The addition was completed in time for the. ppening of the fall term of school* and at that time the 5th and 6th grades of the old intermediate school, were installed in the new room, and the 3rd grade from the primary was placed in the roomabove f thus.giving each of the three rooms two grades instead of three to a room as before. This new arrangement has been a complete success and the attendance now averages about the same. (28 in.fall term.) Another advantage in removing the two upper grades to another building has beenjin separating the older children from the younger. Tjie pripary grades are now all in one building, a fact which should be appreciated by the parents of these little folks- Our teachers have in the whole done good work

73 79 altho laboring in many instances under disadvantages. These we hope, will in time, as opportunity offers, be corrected. Mrs. Ida M. Elden, who has successfully taught our primary school for a number of years, was retained the past year and has performed her usual good work in behalf of her school. Miss I. Ethel Hanson was re-elected and has done excellent work for the 3rd and 4th primary grades. Special mention should be made of the interest shown by Miss Hanson and her pupils in procuring useful articles for this room. By means of soap orders they have paid up the $10 due on their school organ and purchased or received as premiums two umbrella racks, two mirrors and a small table. Miss Florence E. Richardson of Charlestown, Mass. was elected teacher for the 5th and 6th intermediate grades. Miss Richardson has had considerable experience in teaching, is a graduate of Gorham Normal school and holds a State certificate. She is an efficient teacher and has done much to improve the standard and discipline of her school in the short time she has been with us. Mr. Harry E. Record was re-elected to the grammar school and taught the fall term, when on account of the ill health of his parents, he asked for a leave of absence for the coming term. It was granted and Mr. Newman M. Wilson of Jonesport, Me., was secured to act as substitute for the winter term. Mr. Recotd de-

74 So serves much credit for the substantial way he has built up his school and Mr. Wilson has shown good promise of keeping it up to the standard in his absence. Mr. Wilson has excellent credentials from former places he has taught in. Mr. E. W. Wright who has given long and faithful service as principal of the high school, finished his duties at the close of the spring term and declined! ai re-appointment. Mr. John S. Carver of Auburn, Me., a graduate of Bates college was engaged as principal and is doing fine work, as is also Miss Estella M. Beals of Middleton, N. S., who was elected assistant. Miss Beals is also a graduate of Bates college and both teachers have the highest recommendations as to scholarship and ability.. The high school is now of standard grade, the new course of study and other requirements being approved July 15, While the attendance has not been what was expected, we believe that with the proper support of parents with children qualified to attend a secondary school, our high school would be the equal of that in any town of like size. A good beginning has been made and it remains for us to use our best efforts to advance its interests and make it first class in all respects. This can be done by a firm determination on the part of every parent to keep his or her child in regular attendance.

75 8i In the absentee of a special appropriation for laboratory equipment, we have only purchased necessary chemicals arid apparatus to teach chemistry this year. The lack of physical equipment should be considered in making the appropriations for the comirig year. A considerable saving has been made in the purchase of supplies by the cooperation of the chairman and the superintendent in securing wholesome prices on mlhy supplies formerly bought at retail. The insurance which came due last year and the expense attending the changingthe doors on the school houses, to conform with the State Law, drew heavily on our repair funds to start with, and some repairs which should have been made were postponed on this account. Some of the things that need attention the coming year are the repainting of the houses, which are beginning to need it badly and the sanitary condition of the primary building. Considerable improvement has already been made there by cementing the floor of one of the basements containing the toilet rooms, and a cement floor should be laid in the other basement. The furnace in this building should be lowered at least one foot as it is too close to the floor above at present. In conclusion I would say that a suitable system of fire-drill should be instituted in our schools. This is a matter of great importance and one which is receiving much attention throughout the country at present.

76 82 While a drill was tried a short time in the small schools, it was soon found that to be a complete success, it must be planned very carefully and a suitable alarm be installed to controll the various rooms.
