Approval of Minutes from 0th Stated Meeting A change to the minutes was proposed to Page Seven to put Paragraph including the signed Declaration of Fact in the Executive Session Minutes with Paragraph 1 in the regular minutes. 2 C. Thank you very much for your aid in maintaining the presbytery minutes in good order. We try to publish the minutes as quickly as possible so you can read them and correct them well before the next stated meeting. As a result, we only have two exceptions noted by the PCA Review of Presbytery Records, and one was a carryover from previous years. I appreciate your assistance very much. We do have to approve the following response to the th General Assembly: Exception of Substance Exception: As no response was received in 01, response must be submitted to the th GA: Exception: November, 01 (BCO 1-;1-) Not all specific requirements for licensure recorded; no indication of requirements of licentiate to record any stated differences with our confessional standards, no recording of presbytery s judgment on those potential differences. Meeting Dates: August, Response: We apologize for the lack of response to this exception from 01; we had changed Stated Clerks, and this was lost in the transition from one to another. The licentiate was examined on his Christian experience and inward call, on his basic knowledge of Biblical doctrine, practical knowledge of Bible content and basic knowledge of the government of the Presbyterian Church in America as defined in The Book of Church Order. The licentiate s difference with the Westminster Confession of Faith follows in his own words: WCF 1. The Sabbath is then kept holy unto the Lord, when men, after a due preparing of their hearts, and ordering of their own works, words, and thoughts about their worldly employments and recreations; but also are taken up the whole time in the public and private exercises of his worship, and in the duties of necessity and mercy. I affirm that the Sabbath day is holy, and should be reserved for public and private worship and rest from vocational exercise. My only concern is in regard to the language regarding worldly employments. My concern is for those that have jobs that require them to work on Sunday. For example, a doctor or a nurse cannot neglect taking care of the lives that God has created. However, I do feel that these particular jobs could come under duties of necessity and mercy. I hold to the Continental view of the Sabbath based on the need for works of necessity and mercy. The Providence Presbytery determined that this difference is more than semantic but not out of accord with our standards (RAO 1-). Exception: August, 01 (p.,) BCO 1- Executive Session minutes not included. Meeting Dates: August, 01 Response: We apologize for this oversight. There was only one presbytery decision made during the Executive Session. We had failed to indicate it as such. It is listed on page of the minutes item D..i. It states: A substitute motion to the committee s motion to approve the examination was made: to approve the Sermon, Biblical languages, English Bible, Sacraments and Church History. (He) will be
3 reexamined in November in Theology; PCA History and BCO. The motion was moved, seconded and passed. These responses were approved. D. REPORT OF COMMISSION TO INSTALL This is the Report of the Commission to install Rev. James Hollis as Assistant Pastor of Valley Presbyterian Church, Madison, Alabama. The Commission met on May 1, 01, at :1 a.m. at the church. A quorum was present. Commission members present were: TE Reid Jones RE Hal Guest TE Bill Nash RE Tim Howard TE William Plott RE Kevin Palm Others Present: James Hollis The Commission meeting was opened with prayer by Rev. William Plott. TE William Plott was elected chairmen and RE Kevin Palm was elected Secretary of the Commission. In light of the fact that all necessary information for these minutes was gathered and recorded, and with an understanding that if anything should change, the minutes would be amended, a motion was made, which was seconded and carried, to approve the minutes, recess the commission and have the Benediction of the worship service serve as the closing prayer of this commission. The Commission recessed with prayer by RE Hal Guest for the installation service. The Rev. William Plott presided in the sanctuary service, which was opened with singing, prayer and Scripture reading. The sermon was preached by Rev. William Plott, on the text: Malachi 1:-1. Rev. William Plott stated briefly the previous proceedings of the Presbytery, and pointed out the nature and importance of the installation ordinance. Rev. William Plott propounded the constitutional questions to the Minister (BCO 1.) and these were answered in the affirmative. Rev. TE Hollis then kneeled and was set apart to the holy office of the Gospel Ministry with prayer led by RE Kevin Palm and the laying on of hands by all the Teaching and Ruling Elders present. He then rose and the Members
4 of the Commission gave him the right hand of fellowship. The Chairman then declared that Rev. James Hollis had been regularly installed as Assistant Pastor of the Church. A charge to the Pastor was delivered by Rev. Bill Nash. A charge to the Session and Congregation was delivered by TE William Plott. The Rev. TE Siegenthaler was elected chairman and secretary. Moved, seconded, and passed that the benediction would adjourn the commission and that the minutes of the meeting be presumptively approved. 5 RE Hal Hughston then propounded the constitutional questions to the Session (BCO 1.), and these were answered in the affirmative by verbal assent. TE Linton delivered the charge to the pastor. TE Yelverton delivered the charge to the Session. RE Benson gave the prayer of installation. Following the closing hymn, Assistant Pastor O Brien pronounced the benediction. We continue attempting to update the presbytery directory and records so we ask all churches to submit a listing of all RE s who are currently active on the Session and all TE s who are on staff. V. Standing Committee Reports A. Administrative Committee was opened with prayer by TE Daniel Hightower 1. The Administrative Committee commends a Presbytery-wide Youth Event entitled Roots on January 0-, 01, Camp ToKnowHim in Pisgah, Alabama; Speaker: TE Brian Thomas (RUF Western Carolina University); Music Leader: Callum Sears (Grace Presbyterian Church, Fort Payne); Cost around $0 includes t-shirt. Online registration to come. TE s Hightower and Gordy are the coordinators.. As MTW liaison, the committee brings a brief update from TE Joel Linton regarding his work in Taiwan.. Motion pursuant to BCO - to appoint TE Joel Linton to the work of an evangelist in Taiwan and commission him for a renewable term of twelve months to preach the Word, to administer the Sacraments, to receive and dismiss members of mission churches, and to train potential officers. BCO -. When a teaching elder is appointed to the work of an evangelist in foreign countries or where there are no other PCA churches within a reasonable distance, he is commissioned for a renewable term of twelve months to preach the Word, to administer the Sacraments, to receive and dismiss members of mission churches, and to train potential officers. By separate actions the Presbytery may in extraordinary situations commission him to examine, ordain and install ruling elders and deacons and organize churches. This motion was passed by Presbytery. TE Randy Thompson prayed for TE Linton s ministry.
6 Treasurer s Report Treasurer s Report Prepared by Carlos Bowden, Treasurer Giving is strong so far this year from our churches and a few individuals. If this keeps up, we may be in a position to increase ministry spending in next year s budget for the first time in several years. I am pleased to report that all financial matters regarding Ebenezer church have been concluded. All bills have been paid and Rev. Daughtry has received the remaining balance of approximately $0,000. The clerk will committee chairs with names of those we have listed as serving on each committee. Help us update our list and let us know of men who would be good to have serving on a committee. Our goal is to involve every local church in the work of Presbytery by seeking to place at least 1
8 RE from each church on some Presbytery committee in order to facilitate Presbytery-wide parity. The Administrative Committee was closed with prayer by TE Hightower. B. Candidates and Credentials Committee was opened with prayer by RE Blake Temple. 1. Moved that TE Ron Clegg, a member of Georgia Foothills Presbytery, be received into Providence Presbytery upon his examination and his signing of the Ministerial Covenant, and that his call as Assistant Pastor of Southwood Presbyterian Church of Huntsville be approved. Terms of call: $,000 annual salary plus other benefits such as retirement, insurance, moving expenses, and vacation. The Committee reviewed TE Clegg s written statement of personal differences, included below, and deemed these differences not to be out of accord with the fundamentals of our system of doctrine as the stated differences are neither hostile to the system nor strikes at the vitals of religion. Following is TE Clegg s personal difference in his own words: I do take exception to WCF. and the confession s use of the word recreation. I believe it is used errantly. The primary text that this paragraph is based on is Isaiah. There, the word used is pleasure or own pleasure (vs., 1, 1). The context points strongly to those terms meaning one s work, especially as it is found in vs.. There, one s own pleasure is contrasted with the treatment of workers. The other two uses should follow that same basic meaning. So, instead of pursuing pleasure as we know it, or recreation as WCF says, the issue in Isaiah is whether we will work through the Sabbath as we please, or will we turn ourselves to work for worship, justice, mercy, and things like that. There is no mention in that proof text of anything akin to recreation, except maybe idle words. Therefore, to say that believers cannot engage in restful and restorative sporting activities or fun is an overly legalistic approach to keeping the Sabbath.. 9 The committee continues to move forward with strategic church-plant planning in North Alabama. We also welcome any feedback and input from presbyters on this endeavor. Attached to this report is a Prospectus and Strategic Plan for a new work in Scottsboro, AL. Please read the information and pray for this work. The committee submits the following motions for approval. Motions from the Committee: That Providence Presbytery approve: 1. A church plant in Scottsboro, Alabama, as a mission church, effective at the call of a pastor and establishment of a temporary Session.. Per BCO.c that TE s Wilson A. Shirley and Nathan Eldridge, RE s Skip Thompson and Vinit Mahesh be appointed as a commission to serve as the temporary Session of the Scottsboro mission church, while TE William Plott and RE Kirk Teitge serve as alernates.. That the commission be tasked to recruit and call a man ordained or ordainable in the PCA to serve as the church planter for this new work. The three motions were read together, and they were approved as a package. Added information concerning Scottsboro follows: Scottsboro, AL Church Plant: Strategic Plan 01 Providence Presbytery, Mission to North America (MNA) & Alabama Church Planting Network (ACPN) 0 1 Vision: To plant a PCA church in Scottsboro, Alabama. 10 History of Church Planting Efforts There have been at least efforts to start a PCA congregation in Scottsboro - by Evangel Presbytery and one by Westminster Presbyterian Church in Huntsville, AL. 1st attempt: Early 0 s efforts made by Briarwood under Bob Muhlig. Unclear why the work did not make it. nd attempt: David Hammond went over on Sunday nights under the efforts of Westminster PCA in Huntsville for a year in late 0s at Trinity Lutheran in Scottsboro. Group was about - families - core families moved at this time and the group lost traction. Calvinism was very foreign to the culture there. rd attempt: Early 0 s, David Hammond met with a group in a private home (this couple got moved to south Alabama). Failures were attributed to: 1) climate not conducive to reformed culture, and ) as soon as traction would take place folks would move. Probably been at least 1 years since the PCA has had any work going on there. Potential Contacts Stanley Bramlett family in Scottsboro that we can contact. Bob Betch from Scottsboro who attends to Westminster can be a good contact on the history. David Hammond in Huntsville. Hetyési Gábor - ghetye@fre .hu - contacted MNA regarding a new work starting. Several families from Christ Pres in Huntsville. Trinity Lutheran Church in Scottsboro was receptive in past to a Bible study meeting there. Timeline May 01 - MNA Providence announces intention to plant. May 01 - pray continually and consistently for the Spirit s blessing and direction on the work. Churches in Providence Presbytery and beyond should be asked to pray specifically for this work. June 01 - begin search for church planter. Search conducted by MNA Providence with assistance from ACPN. Secure by December 1, 01. August through October, 01 contact work via ACPN in target area, looking for prospective core group. June through December 01, secure funding via ACPN, et al. August 01 - create legal non-profit entity with State of Alabama and open checking account with local bank in Scottsboro. January 01 - church planter begins work in Scottsboro. Funding for the Work Providence MNA committee to determine the three year budget for the work. Ask Huntsville PCA congregations to contribute toward a $0,000 fund for start-up cost by the end of 01. ACPN to begin funding work in 01 at $,000 for three years. MNA GA to handle accounting. MNA GA is willing to set up an account for the church planter at no cost which facilitates considerably the process of collecting and disbursing funds.
11 If the planter has not yet been approved by the MNA Assessment Center, ACPN can give one-half the cost of the assessment. The total cost is around $00. We suggest the church planter take an active role in securing funding for the church plant. Goal is to have 0% of 01, 0 % of 01, and 0 % of 01 budget pledged before planter moves to the field. The church plant should be self-supporting by January 00-. He must be approved by the MNA Assessment Center. He needs to be a self starter, who is willing to go to the people in the community. He needs to have some degree of the gift of evangelism. He needs to be a man of prayer with impeccable Christian character. Love of outdoors to reach the community. Salary between $-,000 based on experience. Plus benefits. The missions committee of Providence Presbytery with the assistance of the Alabama Church Planting Network would like to plant a church in Scottsboro, Alabama. This area is best exemplified by the beautiful Tennessee River that provides the area with commerce, trade and an outdoor paradise. The population of the town is approximately 1,000. The primary employers are manufacturers. There is little to no impact in this area with the great doctrines of grace expressed in the Reformed faith. Did you know? Scottsboro is only minutes away from Huntsville, one hour away from Chattanooga, hours away from Birmingham and. hours away from Atlanta? Scottsboro is home to Lake Guntersville, one of the top bass fishing lakes in the country? 1

We need to consider ways to find financial help for the UAH staff. The report was closed in prayer by TE Tommy Lee. E. Pastoral Care Committee report was opened in prayer by TE Will Spink. 15 The PCC recommends the approval of 01 minutes from the following churches: a. Village Without exception b. Westminster Exceptions of form c. First Pres (Russellville) Exceptions of form c. Southwood Without exception. The PCC reports that Michael Shipma has withdrawn his previous request to demit the ministry. We recommend the approval of a new request from TE Shipma that he labor out-of-bounds as the Director of Religious Education for the US Army Garrison at Redstone Arsenal and potential future role in the Army Reserve Chaplaincy (BCO -). Both 1 and were approved. For Information: 1. The PCC acted as a commission to dissolve the pastoral relationship between Valley Presbyterian Church and TE Harrison Hatfield since this was without dispute.. Please turn in 01 minutes as soon as possible. We are still missing several sets of 01 minutes as well.. An update was given by Christ Presbyterian Church, Owens Crossroads. The report was closed in prayer by RE John Bise. VI. Order of the Day Worship Service :0am The Worship Service was officiated by TE Wilson Shirley. The message was presented by TE Nathan Eldridge on the text 1 Peter :1-1 with the title Thoughts on Gospel Ministry.
