Fredonia Nacogdoches, TX I hope you are doing well, and are recovering from the festivities of the Thanksgiving meal. As we enter this festive season of Thanksgiving and Christmas, I want to convey my warm regards, and greet you with a feeling of enormous gratitude for your involvement in the work of our beautiful Masonic Fraternity and our wonderful Callan Da-Lite Lodge. I thank you so much for everything from allowing me to Master the greatest little Lodge in Texas and for your assistance and involvement in all of our activities. Some of our activities include a completed a blood drive thanks to Bro. J. David Ashton, coordinator, and the volunteers: Bros. Larry Fletcher, Frank Wade, R. B. Miller, Brian Huddleston, and myself. Also, we assisted with the fall fundraising activities of Sally B. Elliott Elementary with the help of Bro. Billy Jack Davis, coordinator, and volunteers: Bros. Frank Wade, R B Miller, Don Beach, and myself. Through our assistance, we have garnered the school s trust with our honesty and integrity as taught by our Masonic principles. 2 James V. Callan Da-Lite Lodge # 1422 December, 2018 about 10:00am. I would like for those willing to provide a dish of your choosing. The Lodge will provide the meat entrée. In addition, there will be a Christmas dinner event held at Meadowbrook Baptist Church 1705 N. Irving Heights Irving TX December 19th at 6:30pm by the Those Who Care Prayer Breakfast hosted by Bro. Billy Jack Davis. The event will benefit some of the children of Sally B. Elliott Elementary with a Christmas meal and a visit from Santa Claus. The Lodge has donated $100, and all members and their families are welcome to attend. The Secretary has informed me that Grand Lodge is a little late in providing our dues notices, but they should be in his possession by now. When you receive your notices, I hope you will return your dues in a timely manner. Remember, you are considered delinquent after the first of the year, and will not be allowed to attend Masonic functions where a membership card is required. I believe we will only have one practice session December 15th. Otherwise, we will be dark until after the first of the year. Remember the Grand Lodge Conference for 2019 occurs January Preregistration must be in to Grand Lodge by December 28th. Thanksgiving is an occasion to be grateful to those who have contributed to your life to make it better. Thank you all for being a guide and mentor to me as I go through my year in the East. Callan Da-Lite Lodge # 1422 November, 2018 The News of Lite December s editorial Christmas and Freemasonry by Greg Stewart At its surface, the Christmas holiday has no intrinsic connection to the fraternity of Freemasonry. What I mean by that is no where in the degrees does it link itself to any particular holiday in its practice, in particular the Christmas holiday season. There are, however, certain celebrations that have become a part of the fraternity which are linked to one of the interesting symbols that resides at the heart of the practice. Without any specific reference, Masons are said to come from a Lodge of the Holy Saints John, the specific why and how of this connection is lost in the sands of metaphorical time, but some connection infers a balance to the celestial equinox (from summer to winter and back again). Through this link, winter is said to be represented by the Saint John the Evangelist, whose feast day falls on December 27th. This Holy Saint John has an interesting symbolic significance, in that, as John the Baptist (who represents the other Holy Saint John) was the precursor to the coming Christ, John the Evangelist is said to be the first disciple at the Lake of Genesareth who recognized the Christ and believe that he had risen. Of the Saint it is also said that he was the only disciple of Christ to not to forsake him in the hour of His Passion at the foot of the cross. John the Evangelist is also called the Apostle of Charity, which may be in part, his connection to Freemasonry in addition to his unwavering resolve and purity of his love of the divine. In creating the original construct of the two Johns, the conclusion that I came to was that they struck a balance between zeal and knowledge, the Baptist who was the precursor of the Christ living in his zeal for the coming son of God and the Evangelist as the representation of knowing that the Christ was the son of God. Only in piecing the component of knowing did it become clear to me that it was not about the degree of knowledge gained, but the degree to which the Evangelist trusted his intuition, to know what was before him. An interesting parallel comes in the book of Matthew where this very lesson is communicated to Peter from the Christ who says in Matthew 16:15-17 But what about you? he asked. Who do you say I am? Simon Peter answered, You are the Christ, the Son of the living God. Jesus replied, Blessed are you, Simon son of Jonah, for this was not revealed to you by man, but by my Father in heaven.

4 James V. Callan Da-Lite Lodge # 1422 December, 2018 The News of Lite This is somewhat out of original context, but illustrative of revealed knowledge based on experience, on learning. John the Evangelist came to that knowledge by his experience with the Christ. Another way of looking at this experience is coming from darkness to light, an awakening, and if you take it further, the dawning of awareness. This awareness sits squarely with the idea of Sol Invictus, or the conquering sun which overcomes its captivity of night from the summer solstice and again begins to vanquish the night in its ever increasing minutes of daylight. Looking at some of the other symbolic connections, the Evangelist is said to relate to the alchemical symbol of the up pointed triangle which represents fire, where again we can see a link to light and knowledge. When we combine the alchemical sign of the Baptist with that of the Evangelist, we create the star of solomon, and the duality of fire and water, further, the duality of light and dark and summer and winter. Further work attributed to John the Evangelist are the Epistles of John, and the book of Revelation, though his connection to them in later centuries has been contentious, as much of his life from 2000 years ago is lost to time. Within the church his feast day is first mentioned in the Sacramentary of Pope Adrian I near 772 A.D. The message of the church, and something each of us can take away from John the Evangelist is to Apply thyself, therefore, to purity of heart, and thou shalt be like Saint John, a beloved disciple of Jesus, and shalt be filled with heavenly wisdom. The feast of the Evangelist is little remembered today, except within Masonry where it is celebrated by a few lodges that still practice the Table Lodge ritual where brothers gather together to celebrate it with toasts to those brothers present and absent. in the past, it was considered a feast day of high importance for Freemasonry because of its proximity to the holidays and the presence of lodge members being close to home. Because of this, It gave those brothers a festival to meet under to punctuate the closing of the year. Meeting like this though is something less convenient in this modern day as most with families travels abroad to celebrate the holiday. Because it is celebrated less does not diminish the importance of the day, nor the symbol itself, as in the modern ritual we are reminded that we come from the Holy Saint John s in

John the Evangelist gives us an important lesson to pursue knowledge and wake from the darkness and renew our commitment to the awakening light of the Victorious Sun. Even taken out the Christian metaphor, we can salute with Sol Invictus, as knowledge is re-awakened from its cold wintry defeat. Through the lens of symbolism, John the Evangelist gives us a means to find resonance with the holiday of giving and compassion to the fraternity of brotherly love, relief, and truth. Harvey faithfully served Masonry and the Grand Lodge of Texas throughout his illustrious career; and WHEREAS, RW Harvey served as Most Worshipful Grand Master of the Most Worshipful Grand Lodge of Texas during 1989; and WHEREAS, it is the desire of Scyene Masonic Lodge No. 295 to change its name to perpetually recognize RW Leonard P. Harvey; NOW THEREFORE BE IT RESOLVED that the name of Scyene Masonic Lodge No. 295 be changed to Leonard P. Harvey Daylight Lodge Scyene No Eddy D. Ball, W.M., Scyene Masonic Lodge No. 295 RESOLUTION NO. 2 Referred to Committee on Purposes & Policies* and Committee on Work WHEREAS, it would be in the best interest of Masonry; and WHEREAS, there are too many Worshipful Masters who cannot open and close their Lodges; and WHEREAS, there are too many Worshipful Masters who cannot teach a new Mason his work; and WHEREAS, many members do not attend Lodges where the work does not come close to being correct; and WHEREAS, why should an Entered Apprentice or a Fellowcraft see the need to learn the work when the Master and Wardens do not know it. THEREFORE BE IT RESOLVED, that Article 276A part 1 be amended as follows:

Prior to his installation as Worshipful Master or Warden, a Brother shall in all circumstances first be qualified as follows: (1) To the satisfaction of the members of his Lodge, he shall be proficient to properly open and close an Entered Apprentice, Fellowcraft, Master Mason s Lodge, and a Master Mason s Lodge of Sorrow in the manner prescribed by the Committee on Work and approved by this Grand Lodge, and He must hold at the time of his election a current Class A, B or C teaching certificate issued by the Committee on Work of the Grand Lodge of Texas. Anderson, Jr., Past Master, Santo Lodge No. 836 RESOLUTION NO. 3 Referred to Committee on Investments WHEREAS, it would be in the best interest of Masonry; and WHEREAS, there are too many members with endowments who do not pay dues; and WHEREAS, over the past six years the average amount paid to the Lodges with five units are so little that they are going in the hole with each endowed member. THEREFORE, BE IT RESOLVED that Article 318a be amended to read as follows: Art. 318a. Endowed Membership. 1. No Change 2. (a) The purchase price for an endowed membership shall be fixed annually by the Endowed Lodge as may be determined by a majority vote of the members present; provided that such purchase price shall be a multiple of $100 ($100 being the par value of an endowment unit) and shall be not less than $500 (5 endowment units). $ (7 endowments units). The vote to fix the purchase price for an endowed membership shall be had at the time provided by Article 292 and any change in the purchase price shall be effective June 24. O. C. 15 Proposed Resolutions 3 RESOLUTION NO. 4 Referred to Committee on Purposes & Policies WHEREAS participation in laudable and noble public events promotes the image, acceptance, and support of Freemasonry in our communities; and WHEREAS the current limitations of Article 240 discourages most public appearances of Lodges without dispensation from the Grand Master; and WHEREAS timely processing and approval of dispensations from the Grand Master can preclude Masonic participation in events consistent with the principles and purposes of Masonry; THEREFORE, BE IT RESOLVED that Article 240 be amended as follows: Art Appearing in Public. No Lodge shall appear in a public procession or make any public display as a Masonic body except to bury a Brother or to celebrate the anniversaries of Saints John, unless by dispensation from the Grand Master as provided and limited by Title 1, Chapter 7, Article 38 in which latter event the proceedings must be reported to the Grand Master as soon as possible thereafter. The Grand Master may designate the presiding officer in such dispensation. "Bill" Oates, P.M., Thornton Lodge No. 486 Ron Dailey, P.M., Serenity Lodge No RESOLUTION NO. 5 Referred to Committee on Purposes & Policies* and Fraternal Relations WHEREAS, the Order of the Sword of Bunker Hill, established in the United States of America on October 15, 1912 and predicating membership on Masonic membership, has formed bodies in several other states in The United States of America, and WHEREAS, membership is predicated on being a Master Mason; and WHEREAS, Art. 225 of the Laws of the Grand Lodge of Texas recognizes several Masonic organizations who are in amenity with this organization who are authorized to utilize Lodge rooms of Lodges in Texas, subject to prior approval of the particular Lodge involved; and WHEREAS, pursuant to the recognition specified above, Masons participating in, and who are members of a Masonic Lodge in amenity with this organization are not in violation of Art. 506 (29) which makes it a Masonic offense to participate in or join any organization which does not subscribe to the principles of Freemasonry; and

17 Proposed Resolutions 5 WHEREAS, the Order of the Sword of Bunker Hill seeks the approval of the Grand Lodge of Texas as an organization (1) recognized by the Grand Lodge of Texas as one to which Texas Masons may belong without being in violation of the Laws of the Grand Lodge of Texas, specifically Art. 506 (29) of Grand Lodge Laws, and (2) authorized to utilize the Lodge rooms of Lodges under the jurisdiction of the Grand Lodge of Texas subject, however, with prior approval of the particular Lodge involved; NOW, THEREFORE BE IT RESOLVED that Art. 225 be amended to include the Order of the Sword of Bunker Hill as an organization so authorized, recognized and permitted to enjoy all of the privileges granted under said Article. Fortner Masonic Lodge No RESOLUTION NO. 6 Referred to Committee on Finance WHEREAS, Lodges incur additional cost, such as printing, stationery and postage expenses, when members are in arrears for their annual dues; and WHEREAS, Article 319 states that Lodge dues are due and payable one year in advance on January 1 st of each year; and WHEREAS, many businesses assess a late fee when a customer fails to pay at or in advance of a due date, and WHEREAS, Article 311 restricts Lodges from assessing a fee to recover additional coast. THEREFORE BE IT RESOLVED, that article 311 (1) of the Laws of the Grand Lodge of Texas be amended as follows: Art Dues and Late Fees: Fixed by Lodge: Minimum. (1) The amount of annual dues in a Subordinate Lodge shall be fixed by the Lodge as may be determined by a majority of the members present provided that such membership dues shall never be fixed below a minimum of Fifty Dollars per annum. By- Laws in conflict with this provision are void. No Lodge shall have the power to levy assessments,

18 6 Proposed Resolutions other than regular dues, against its members; or a late fee of up to 25percent of dues owed as determined by the Lodge, against members in arrears for their annual dues or having been suspended for nonpayment of dues; nor to raise its dues or late fees for a definite period of time; but may raise and lower its dues and fees from time to time as it may deem proper, in like manner as provided in Article 309. Winslett, P.M., Danbury Lodge No RESOLUTION NO. 7 Referred to Committee on Purposes & Policies WHEREAS, in accordance with Article IV, Section 8 of The Laws of the Grand Lodge of Texas, A.F. & A. M., each incoming Grand Master of Masons in Texas appoints acceptable and capable Brethren to serve him as District Deputy Grand Masters; and WHEREAS, during their year of appointment as a District Deputy Grand Master, they serve as the DIRECT personal representative of the Grand Master to the Masons in their respective Masonic Districts, as dictated by the Warrant appointing them, signed by the Grand Master, and attested to by the Grand Secretary; and. WHEREAS, in accordance with Article 77 of The Laws of the Grand Lodge of Texas, District Deputy Grand Masters are dictated to perform duties as outlined in following Articles 79-83, or other duties as may be directed by the Grand Master. These may, sometimes, be to the detriment of individual Brothers or Lodges and as such, may be extremely distressing to the District Deputy Grand Master; and WHEREAS, at the end of the year of the Grand Master' s term in office, he assumes the title of Past Grand Master for perpetuity while his personal representatives, the District Deputy Grand Masters, simply return to the quarries amongst the rank and file of all Texas Freemasons with no notice or acknowledgement of their service to their Grand Master; THEREFORE, BE IT RESOLVED that Article IV, Section 1 of The Laws of the Grand Lodge of Texas be amended as follows: Section 1. Style and Rank. The officers of the Grand Lodge, their rank and titles, shall be as follows:

District Deputy Grand Masters who have successfully served their Grand Master during their year of appointment as such shall be recognized with the title of Past District Deputy Grand Master. Hiram Masonic Lodge No. 595 RESOLUTION NO. 8 Referred to Committee on Purposes & Policies WHEREAS, Fort Hancock Lodge No desires to adopt a new name more representative of its location and consistent with the desires of its membership; and WHEREAS, a motion to change the name of the Lodge was offered at a stated meeting on June 19, 2014, and again on June 18, 2015 and both were unanimously adopted; NOW THEREFORE BE IT RESOLVED that the name of Fort Hancock Masonic Lodge No be changed to Fort Hancock Fort Bliss Lodge No Dave Whitley, P.M., Fort Hancock Lodge No RESOLUTION NO. 9 Referred to Committee on Purposes & Policies*and Committee on Jurisprudence WHEREAS Article IV Section 8 of the Constitution states that the State shall from time to time be divided into a convenient number of Masonic Districts of contiguous territory and comprising, as nearly as practicable, an equal number of Lodges, and be numbered accordingly;

20 8 Proposed Resolutions WHEREAS Article IV Section 8 of the Constitution does not provide for the Grand Lodge membership to have a vote in proposed realigning of Masonic Districts; WHEREAS the Lodges of the Masonic Districts best know the needs of their District alignments; THEREFORE, BE IT RESOLVED that Article IV Section 8 of the Constitution be amended as follows: Article IV Section 8. District Deputy Grand Masters. The State [shall} may from time to time be divided into a convenient number of Masonic Districts of contiguous territory and comprising, as nearly as practicable, an equal number of Lodges, and be numbered accordingly. No new or proposed realignment of Masonic Districts within this Grand Jurisdiction shall be made without the vote of the membership of this Grand Lodge. The Grand Master shall appoint for each District, a District Deputy Grand Master, who shall be a member of a Lodge of that District and a regular Past Master of a Lodge of our obedience and a Brother who has previously attended the Grand Lodge (if such a one is available) and who is well versed in the Masonic Law and usage. Should any Brother appointed decline to serve, or the office become vacant from any cause, the Grand Master shall appoint some other Brother to supply the place. Lodges may elect to scan their records, to include but not limited to the minutes of all stated and called meetings, for the purpose of creating an archival version of the document. The original records must be maintained as prescribed in Art. 337 and be available for review as allowed in Art Electronic copies of the lodge records may be uploaded to the Grand Lodge database, or on a secured on-site or off-site electronic storage location. If the Lodge opts to store the records on a site other than the one maintained by the Grand Lodge of Texas, the log-in credentials must be maintained in the Lodge Secretary's office. Lonnie Irvin Daylight Lodge No RESOLUTION NO. 11 Referred to Committee on Purposes & Policies WHEREAS, members of many of the Lodges throughout Texas give, and have given, their time and efforts to support the Grand Lodge of Texas by forming and participating in Master, Wardens, and Secretaries Associations (MWSA) within their Districts; and WHEREAS, these Associations are instrumental in spreading the cement that helps bond the Lodges in those Districts; and WHEREAS, the By-Laws that govern these associations (Form 23A) are parallel to those that govern our Lodges (Form 23), and the work done within these organizations is in direct support of the Grand Lodge; and WHEREAS it is only suitable that the Officers of these Associations be given recognition for their efforts by inclusion in their Masonic records. THEREFORE, BE IT RESOLVED that Art. 339b be amended as follows: Art.339b. Formation of Masters, Wardens and Secretaries Associations. A Masters, Wardens and Secretaries Association composed of such officers of constituent Lodges in any Masonic District, with the approval of the Grand Lodge of Texas, may be organized as an unincorporated, nonprofit association under Title 6 of the Texas Business Organization Code for such purposes as the

Each such Association must each submit its request for approval to the Grand Secretary of the Grand Lodge of Texas, who shall forward the request to the Grand Master. Each such organization shall comply with all statutes of The Grand Lodge of Texas that apply to the Lodges, including those, that related to conducting audits and filing audit reports with the Grand Lodge of Texas, fundraising statutes, the filing of all appropriate federal or state tax returns, if required, as well as the compliance with all local, state, and federal laws and regulations. Each Masters, Wardens and Secretaries Association shall adopt and file with the Grand Secretary By-Laws Form 23a, which may be amended from time to time as provided therein, which by-laws and subsequent amendments thereto shall be approved by the Grand Lodge before they are effective. No such organization shall be authorized to acquire or otherwise have an ownership interest in any Lodge property or other real estate. Once a Masters, Wardens and Secretaries Association has been approved by the Grand Lodge of Texas, it shall be included as an "Other Organization" for the purpose of Art, 225 as though specifically set out therein. The names and positions of the officers of the Masters, Wardens and Secretaries Associations shall be recorded as a part of their permanent Masonic record. Nicholas J. THEREFORE, BE IT RESOLVED that Article 276a, be amended to read: Art. 276a. Additional Qualifications. Prior to his installation as Worshipful Master or Warden, a Brother shall in all circumstances first be qualified as follows: 1. No change 2. To the satisfaction of the members of his Lodge, he shall have completed a Grand Lodge approved course in the administration of his duties or the Lodge Instruction for Effectiveness program (L.I.F.E.) under the supervision of the Masonic Education and Service Committee. The L.I.F.E. Program is to be administered by a Lodge Counselor appointed by the Worshipful Master, whose term expires upon the appointment of his successor in office. Prior to his appointment, the Lodge Counselor shall have attended the Grand Lodge of Texas Officers Leadership Training Program. If no such person is available in the Lodge, the Master shall appoint a Lodge Counselor from another Lodge who has attended the Grand Lodge of Texas Officers Leadership Training Program. 24 12 Proposed Resolutions RESOLUTION NO. 14 Referred to Committee on Work* and Masonic Education & Service WHEREAS, false or misleading material about the history and symbolism of the Masonic fraternity continues to be presented in our Lodges; and WHEREAS, this false or misleading information has, in many instances been used as reference material for future presentations; and WHEREAS, the actions of a third party are necessary to curb the dissemination of such false or misleading information within our fraternity. THEREFORE BE IT RESOLVED that Article 129 be amended to read: Art Duties of Committee. It shall be the duty of the Committee on Work to compare the work and lectures of the first three degrees in Masonry and to harmonize differences therein; to adopt a uniform system of esoteric work and lectures under the supervision of this Grand Lodge; to exemplify the same before the Grand Lodge when required; and to instruct the Grand Officers, and such other officers, representatives and Brethren as may desire the same, in such work and lectures. In addition to the foregoing the Committee shall have the following duties: Paragraphs a-c No Change d. (New) Any lecture, presentation, educational program of ancient history or the symbolism about Freemasonry, either orally or in printed format, shall be first presented to the Committee on Work for approval before it can be presented in a Texas Lodge. The Committee on Work shall provide the speaker with a written document of approval to be presented to the Worshipful Master of the Lodge prior to its presentation in Lodge. In order to receive such a document of approval the speaker must present his material to the Committee on Work as a whole, or to two members of the Committee on Work who were appointed by the Chairman of the Committee. 25 Proposed Resolutions 13 RESOLUTION NO. 15 Referred to Committee on Work WHEREAS, Article 229 defines a quorum for a Master Masons' Lodge to be three Master Masons, and defines a quorum for a Fellowcraft Masons' Lodge to be five Masons, and defines a quorum for an Entered Apprentice Masons' Lodge to be seven Masons; and WHEREAS, the Texas Masonic Ritual requires more than a quorum to open and close any Lodge, to wit: a Master Masons' Lodge, a Master Masons' Lodge of Sorrow, a Fellowcraft Masons' Lodge, or an Entered Apprentice Masons' Lodge; and WHEREAS, Article 127 specifies that no ritual other than that promulgated by the Grand Lodge of Texas shall be taught or used in this jurisdiction; THEREFORE, BE IT RESOLVED that the Committee on Work of the Grand Lodge of Texas be required to develop an alternate opening and closing ritual to allow for (i) only the minimum numbers of Masons as constitute a quorum for each Lodge, to wit: Master Masons' Lodge, a Master Masons' Lodge of Sorrow, a Fellowcraft Masons' Lodge, and an Entered Apprentice Masons' Lodge; and (ii) that such alternate opening and closing ritual complies with the steps of opening and closing a Lodge as defined in the Monitor of the Lodge; and BE IT FURTHER RESOLVED that the Committee on Work of the Grand Lodge of Texas be required to exemplify the alternate opening and closing of each Lodge at the one hundred eighty-fourth annual communication of the Grand Lodge of Texas to be held in January, Kyle Wahlquist, P.M., Hillcrest Masonic Lodge No RESOLUTION NO. 16 Referred to Committee on Work WHEREAS, the Monitor of the Lodge identifies the Lecture of the Fellowcraft Mason's Degree as "a recapitulation of the ceremonies used on the occasion;" and WHEREAS, the recipient [of the degree] is "fixed, by the nature of its ritual, upon the wonders of nature and art;" and

26 14 Proposed Resolutions WHEREAS, the candidate's attention is to be "particularly directed to the liberal arts and sciences, with whose principles the candidate is charged to become familiar;" and WHEREAS, "the Terrestrial and Celestial Globes, the Orders of Architecture, the Human Senses, and the Liberal Arts and Sciences " are "introduced and explained"; and WHEREAS, there is a practice in other Grand Jurisdictions of a 'Walking Fellowcraft Lecture;' and WHEREAS, a previous amendment approved by the Grand Lodge of Texas allowed for portions of the Master Mason's Lecture to be given from a place other than the East; THEREFORE, BE IT RESOLVED that the Committee on Work of the Grand Lodge of Texas be required to develop a ritual to allow for the portion of the Fellowcraft Masons' Lecture that involves the explanations of the emblems identified in the latter part of the first section of the Degree to be recited to the candidate either by the Worshipful Master from the East or by either the Worshipful Master or the Senior Deacon from the lodge room floor. BE IT FURTHER RESOLVED that the Committee on Work of the Grand Lodge of Texas be required to exemplify the lecture given from the floor at the one hundred eighty-fourth annual communication of the Grand Lodge of Texas to be held in January, Kyle Wahlquist, P.M., Hillcrest Masonic Lodge No RESOLUTION NO. 17 Referred to Committee on Purposes & Policies WHEREAS, Resolution No. 8, repealing the qualification of "no maims or physical defects", was adopted at the Grand Annual Communication of the Grand Lodge of Texas in January 2018, and WHEREAS, it is imperative to preserve the original intent of the change and WHEREAS, it is important to maintain consistency of the Law and

27 Proposed Resolutions 15 WHEREAS, it is prudent from a liability standpoint, to know the physical condition of a petitioner prior to the conferral of the several degrees to avoid further injury, THEREFORE BE IT RESOLVED, that Articles 393, 402 and Forms 26, 28, and 31 be amended as follows: Art Qualifications. A candidate for the degrees of Masonry must be free-born, sound in mind, of good moral character, a full eighteen years of age on or before the day his petition is received by the Lodge, and without maim or defect and disclose any known physical disabilities which will render him incapable of earning his own living or receiving and imparting, Masonically, all that is required by the ritual of the several degrees. However, an individual who has been found guilty of, or has pleaded no contest to charges of pedophilia (such as Indecency with a Child by sexual contact or any other means, Aggravated Sexual Assault with a child by any means, Sexual Assault with a Child by any means) shall be disqualified to submit a petition for the degrees of Masonry. After the foregoing requirements have been strictly met, the question of the candidate's mental, moral, and such physical qualifications is one to be decided within the sound discretion of the members of the Lodge petitioned. Art (437). Physical Defects Disabilities After Receiving a Degree. Maims Physical disabilities received by a Brother after he has received one or more degrees will not prevent him from proceeding further in Masonry provided that he retains other pertinent Masonic qualifications, including the ability to earn his own living, that he continue to reside in the jurisdiction of his Lodge, and that the Grand Master grant appropriate approval. The Committee on Work may make recommendation as to how to best impart Masonic knowledge to such candidates proceeding in Masonry. Art Violations of Obligations and Laws. Every violation of a Masonic obligation, every violation of the Constitution, Laws, Resolutions or Edicts of this Grand Lodge, or usages and customs of Masonry, and every violation of the laws of the United States, a State, or of a municipality, involving moral turpitude a crime other than a minor traffic citation is a Masonic disciplinary violation. Art Appeal by Junior Warden Mandatory: When. Whenever a Brother has been tried and convicted of a felony or other crime involving moral turpitude other than a minor traffic citation in the Courts of the country, and he is subsequently tried by a Lodge and acquitted, or the penalty assessed is a reprimand, it shall be the duty of the Junior Warden to appeal the case to this Grand Lodge for review. Art Allegations Against Worshipful Master. Whenever the Worshipful Master of a Lodge violates his Masonic duty by committing an act which is a Masonic disciplinary violation involving moral turpitude a crime other than a minor traffic citation, or official misconduct, the Wardens of the Lodge, or either of them, with five other members, may prefer allegations against him to the Grand Master, accompanied by a detailed statement of such facts as they can vouch for, as Masons, to be true. Upon receipt of such allegations and

29 Proposed Resolutions 17 statement, if the Grand Master deems them sufficient, he may suspend such Master, and shall proceed as provided in Article 661. If the Grand Master deems the allegations and statements insufficient, he shall promptly inform the Lodge thereof. Art Accused Grand Lodge Officer Cited. When any officer of the Grand Lodge commits a Masonic Disciplinary Violation involving moral turpitude, a crime other than a minor traffic citation he may be cited by the Grand Master to appear before the Committee on Grievances and Appeals, or this Grand Lodge, for disciplinary process, as he may direct. Art Suspension Pending Masonic Disciplinary Proceeding. Whenever any officer of this Grand Lodge, or of a Subordinate Lodge, is alleged with official misconduct, or a Masonic disciplinary violation involving moral turpitude, a crime other than a minor traffic citation the Grand Master may suspend such officer from the functions of his office pending a proceeding on any such allegation. When the Master of a Lodge is suspended from office, the Senior Warden shall perform the duties of the Master during the period of such suspension. 31 Grand Master s Recommendation 19 GRAND MASTERS RECOMMENDATION NO. 1 Referred to Committee on Jurisprudence*, Committee on Purposes & Policies and Committee on Civil Law Concerning Title V of the Constitution and Laws of the Grand Lodge of Texas WHEREAS, in all times and in places throughout the world where Masons are found, our Brethren have been distinguished from the general population by their character and by the uprightness of their behavior; and WHEREAS, the Most Worshipful Grand Lodge of Texas regulates the practice of Freemasonry within its territorial jurisdiction; and WHEREAS, the Grand Lodge of Texas has adopted laws and ordinances through which it carries out its regulatory function with regard to the behavior of Masons and has codified such laws and ordinances as Title V of the Constitution and Laws of the Grand Lodge of Texas; and WHEREAS, in my capacity as Grand Master I have observed that the current Title V is poorly understood by the Brethren and is unduly difficult to administer in practice; and WHEREAS, owing to the deficiencies in the current Title V, important matters have in some cases languished, and in others, American constitutional notions of due process to which all Texas Masons subscribe and for which the blood and treasure of generations have been sacrificed, have been imperiled; IT IS THEREFORE, my recommendation to the members and lodges of the Most Worshipful Grand Lodge of Texas that Title V of the Constitution and Laws of the Grand Lodge of Texas be revised so as to provide for a modern and workable code of law and procedure which is capable of being well understood by the Brethren and operate efficiently so as to promptly and fairly adjudicate all claims and charges of misbehavior by the Masons of Texas. I recommend that a special committee composed of well informed and knowledgeable brethren well versed in The Laws of The Grand Lodge of Texas be appointed by the Grand Master to study the current Title V and that such special committee report to the members and lodges of this Grand Lodge at the next Grand Annual Communication on those changes and amendments to the current Title V which will address the deficiencies which have been identified consistent with American notions of constitutional due process.
